ITEM NO. 1 : CONFIRMATION OF MINUTES : Minutes of 63rd meeting of Operation & Coordination Committee of MP held on 26th APRIL 2018 at SLDC, MPPTCL, Jabalpur were forwarded to the committee members vide No. 07-05/SG-9B-II/1825 Jabalpur dated 15.06.2018.

ITEM NO. 2 : REVIEW OF SYSTEM OPERATION DURING THE MONTHS APRIL 2018 TO MAY 2018. 2.1. Frequency Particulars: During APRIL 2018 the system frequency was below 49.90 Hz for 12.80% of time against 22.52 % of time during MAY 2018. The system frequency was above 50.05 Hz for 7.63 % of time during APRIL 2018 against 7.42 % of time during MAY 2018. The system frequency was within the IEGC range of 49.90-50.05 Hz for 79.57 % of the time during APRIL 2018 against 70.06% of time during MAY 2018. The average monthly frequency was 49.98 Hz during month of APRIL 2018 and 49.95 Hz during month of MAY 2018. The system frequency did not touch 49.20 Hz during the above period.

2.2.4 Status of Shunt Capacitor Banks installed at various EHV Transmission Substation: The updated information of the status of installed capacitor banks (in MVAR) in EHV transmission system as on 31.05.2018 as submitted by MPPTCL is given below:-

2.2.5 Status of completion of ongoing Transmission Schemes being executed by MPPTCL: The various ongoing Transmission Schemes completed during the financial year 2017-2018 (up to MAY 2018) and plan for completion of various ongoing Transmission Schemes for the Year 2017-2018 is enclosed as Annexure 2.2.5(i) and 2.2.5(ii) respectively.

2.2.6 U/F and df/dt Relay Operation (i) U/F and df/dt Relay Operation: Frequency did not touch 49.20 Hz during APRIL 2018 and MAY 2018.

There was no df/dt operation during the same period. [Action: MPPTCL]

(ii) Defective u/f, df/dt relays: MPPTCL has informed that All the df/dt and U/F relays are in operation,

where the U/F relays are not available, the numerical relays programmed for under frequency operation. Defective df/dt relay at 220KV Sagar & 220KV S/S Chhatarpur have been replaced & ABB make df/dt relay at 132KV S/S Chapda is being replaced shortly , except this all U/F stages are in good/ healthy working condition.

33 KV feeders:

(i) Details of DISCOM wise Power supply given to various domestic categories during the period

3.3 Long Outages of transmission elements and protections: The status submitted by MPPGCL /MPPTCL are given below:-

Transformer taken out of service and sent to works of M/s BBL, for inspection and checking due to high content of key gases. Another 40MVA BBL transformer commissioned in place of defective transformer on Dt. 21-05-18. Latest status may please be submitted by MPPTCL in the meeting.

3. 315MVA, 400/220,BHEL X’mer-I at 400kv S/s Bina 15.01.2018 Differential, Buchholz

and PRV indications MPPTCL informed that X’mer charged on 02.05.2018.

4 315MVA, 400/220 X’mer-II at 400kv S/s Bina. 14.02.2018 Differential, Buchholz.

MPPTCL informed the committee that another X’mer will be available by end of July-2018.

5 40MVA 132/33KV ECE at 132 KV S/s Lakhnadon.

24.02.2018 Tripped on Differential indications

MPPTCL informed the committee that the X’mer replaced by 16 MVA X’mer on 14.06.2018.

6 STPS Unit #9-GT 24.08.2017 GT Burnt

MPPGCL informed that Unit synchronized on Dated 01.05.2018.

7 UAT-B, U#11, STPS, Sarni FEB-18 -

MPPGCL informed that UAT taken on service on 27.05.18

8. 500 MVA, 400/220 KV X’mer at STPS. 19.04.2018

X’mer tripped at 21:55 Hrs. due to LA Burst. Emergency shutdown taken for 15 days from

21.04.18 to 05.05.18 for CPRI oil filtering and

RLA testing work.

MPPGCL informed that Owing to adverse report of RLA conducted on ICT during shutdown, proposal for permanent discontinuation of ICT from service has been submitted.

9 400 KV Transfer Bus Coupler at SGTPS 13.12.17 Nitrogen Leakage

MPPGCL is requested to indicate the reason for not indicating the outage timely to SLDC. Latest status may also be intimated by MPPGCL in the meeting.

10. Line Reactor at 400KV Sarni-Asta Line

Any transmission element/ EHV element under outage, which has not been intimated/included under aforesaid outage list, should be invariably intimated to SLDC. All entities are requested to ensure the same. The utility may submit the latest status.

[Committee may like to note] ITEM NO. 5 : SYSTEM DISTURBANCE IN MP DURING OF APRIL 2018 AND MAY 2018: The Grid Disturbances and Grid Incidents in MP during these months are given in Annexure 5.

[Committee May like to discuss] ITEM NO. 6.0 : IMPORTANT OPERATIONAL ISSUES:- 6.1 STATUS OF COMPLETION OF ONGOING SCHEMES FOR COMMISSIONING OF REACTORS / TRANSMISSION ELEMENTS:- The present status regarding schedule and commissioning of reactors / transmission elements is as below:-

2. Line Reactor on 400 kV Satpura–ISP line at STPS

MPPGCL informed that the price bid has to be opened and the reactor will be commissioned by December 2018. Latest status may please be submitted by MPPGCL in the meeting.

3. Bus Reactor at SSTPS

125 MVAR MPPGCL

Work will be carried out under PSDF as intimated by MPPGCLin 62nd OCC MPPGCL informed the committee that the reactor is under procurement and will be commissioned by December 2018. Latest status may please be submitted by MPPGCL in the meeting.

6.2 Load Dropping Scheme/ System Protection Schems (SPS) at substations in M.P to handle emergency condition: - In 63rd OCC, MPPTCL was requested to review the existing load drop scheme

(SPS) and to implement new load drop scheme as per requirement as per undated network and submit to

SLDC. Further it is to intimate that WRLDC wide e-mail dtd-18.06.2018 has also requested to submit the

updated load trimming schemes details, SPS implemented in MP system. In view of the above it is requested that the complete details of all SPS commissioned in MP by

MPPTCL along with load shed quantum, may be submitted to SLDC so that the copy of the same could be

placed in Control room of SLDC and concerned substation / power station for reference & record and the

same can also be submitted to WRLDC.

The Committee may discuss the matter.

6.3 Providing the region-wise-District wise details of quantum of solar roof top installed in MP system :-Ministry of New & Renewable Energy, Govt. of India is implementing grid connected roof top

power programme. As a sequel to above roof top power plant have been installed in government building as

well as other prominent buildings. Presently the amount of roof top generation is not available with SLDC. It

is felt that the installed capacity of solar roof top plant, be considered for modeling of power system network

in PSS system. It is intimated that now a days PSS software are being used for study purpose of power

system network for future planning and operation of grid. It is therefore desired that region-wise-District wise quantum of grid connected solar roof top plant

(Region-wise) installed in your Discom may please be provided to SLDC so that the above quantum of

solar roof top installed in the system may be accounted for and updated in PSS power system network.

Monthly region-wise-District wise updation of roof top solar, in each Discom jurisdiction may also be

provided regularly to SLDC in the first week of every month, for keeping the PSS update.

The management has desired that the compliance on the above matter may please be adhered to. The

Committee may discuss the matter.

6.4 One Hour 20 minutes interruption to 220 KV substation Shahdol on dtd 01.06.2018 and non-reporting thereof: - At 16:53 hrs on dtd 01.06.2018, AE 220 KV substation Shahdol had forwarded

shutdown proposal on 40 MVA 132/33 KV transformer to attend hot point on 33 KV main bus R-phase

isolator jaw. Subsequently it is gathered that 40 MVA 132/33 KV transformer had already been hand tripped

at 16:30 hrs without obtaining code from SLDC. The Executive Engineer (Testing) MPPTCL Shahdol was

requested to furnish the details of incidence took place. However, Shahdol substation was trying to hide the

facts and 40 MVA transformer was charged without obtaining code from SLDC. Thereafter at late night

hours it was gathered that 20 MVA 132/33 KV transformer at 220 KV substation Shahdol was also hand

tripped at 16:30 hrs (01.06.2018) along with 40 MVA transformer. Therefore, this caused one hours 10

minutes interruption to Shahdol substation. Nevertheless, long duration interruption to Commissionary Head

Quarter is not desirable, moreover the facts were concealed. It may please be noted that keeping the EHV elements out of service without permission of SLDC is

violation of grid code. Obviously, the EHV Elements could be hand tripped without obtaining code from

SLDC in case of exigency but it should be informed immediately to SLDC and Elements should have

charged after obtaining code from SLDC. It is observed that EE (Testing) Shahdol is intended to indulge in

disputes rather than addressing the real issue. The Matter may kindly be investigated and suitable action in

the matter may please be taken so that reoccurrence of such incidence do not repeated in future. If such

incidence repeated in future the same shall be reported to MPERC in monthly report as per provision of grid

code. The detailed report of prolonged interruption to 220 KV substation Shahdol still have not been

provided to SLDC so far in spite of request already made in this regard. The Committee may discuss the

matter.

6.5 Abnormal delay in normalization of transmission elements after tripping at Sarni TPS:- 400 KV Astha-Sarni line tripped at 14:50 hrs on 09.06.2018 from both end with following indication:-

Astha – B Ph. Zone-1, Location- 77.4 KM

Sarni – B Ph. Zone-1, Location – 16.08 KM

The line could be normalized at 16:05 hrs on 09.06.2018 after 01 hour 15 minutes of tripping. It may

please be seen that abnormal delay has been done for normalization of above line. In the above context, it

is to mention that it is generally observed that whenever any tripping took place at Sarni Power House,

abnormal delays were noticed for normalizing the lines, on plea of yard checking/ testing etc.

It is requested that the concerned officials may please be instructed that whenever any tripping or

disturbance occurred on EHV elements, the same should be conveyed with relay indications and all relevant

details to SLDC within reasonable time slot and system should be normalized promptly in due course of time

so that undesired delay in restoration of EHV elements could be avoided. The prolong outage of EHV

elements also involved commercial issues therefore it is desired to arrange to ensure timely restoration of

tripped EHV elements. The Committee may discuss the matter.

6.6 Creation of GIS based Energy Map of India by NITI Aayog:- Director, CEA, New Delhi letter o.

07/02/ceA/pfam/Niti Aayog/2018 dtd. 09.02.2018 (copy enclosed), addressed to CMDs/MDs/Chairperson of

Discoms / Power Utilities, has requested to provide data pertaining to power utilities in attached format

(Annexure-6.6) for development of Geospatial Energy Map of India. Accordingly, it has been requested to

provide soft copy of these data to email Id- [email protected].

In the above context, it is to mention that Niti Aayog is developing a user friendly GIS based Energy Map

of India which would provide true locations of energy resources in India including Power Plant, coal, and oil

reserves, transmission lines, refineries etc. The CEA is nodal agency to collect all data pertaining to the

power sector of India by collecting it from different utilities of power factor.

In view of above, it is requested that consolidated information pertaining to your Company in prescribed

format may please be made available in soft copy to CEA, New Delhi under intimation to this office. The

above data may be emailed to mail Id - [email protected]. The Committee may discuss the matter.

6.7 Procedure for availing outage on ISTS EHV elements and OCC approval thereof:- As per

standard procedure of WRPC, all EHV elements which have been listed under the list of important grid

elements of Western Region, the outages for such elements required OCCM approval. All such proposed

outages of interstate and 400 KV transmission elements of next months should be got approved in the

OCCM of WRPC in the current month. All the constituents of WR shall inform to the WRPC for readiness for

availing outage of transmission elements on D-3 basis. Further, as decided non-OCCM outages should be

discouraged. Only under exceptional cases, the request for transmission outage after issue of OCCM

minutes must be posted through email for concurrence of WRPC Member at least three days in advance. It

has been seen that Occam outage proposal which are being submitted and got approved, however the same

are not being availed in real time. It is also observed that the occm proposal are being submitted very casual

manner without accentuating actual requirement, moreover the proposal of a few lines is being submitted

regularly in repeated pattern but the outage on the same are not being availed. Where as it is always tried to

get approval of non occm outage, which unnecessarily creates disputes with WRLDC/WRPC. It is therefore

required that actual requirement of shutdown on EHV Elements may be be planned and accordingly outage

proposal be submitted to SLDC for approval of OCCM. The work related with construction activities / shifting

work, new addition etc. invariably incorporated in OCCM proposal. In the above context EHT Construction is

requested to arrange to send their OCCM outage proposal through CE ( T &C ) within stipulated time as from

EHT Construction , OCCM proposal never being received in accordance with laid down procedure they

generally insisted upon non OCCM outage approval just before targeted date.

The matter has also been discussed in various OCC meetings of MP and it is observed that the

standard procedure for availing outages on interstate and 400 KV elements is not followed by the utilities. It

is observed that routine maintenance shutdown proposal and the shutdown proposal of construction

activities are being sent to SLDC on D-3 basis, whereas such proposal should have been incorporated in

OCCM proposal. Such practice should be strictly avoided. It is worthwhile to mention here that WRPC

/WRLDC are reluctant to entertain non-OCCM outages for maintenance / construction activities. Only

emergency outages are considered on D-3 basis. It is therefore desired that all utilities may please ensure

that all maintenance/ construction activities may be planned well in advance and such proposal should have

invariably incorporated in OCCM proposal. It is also mentioned that due to any reason if any OCC approved

outage could not be availed, in that case such proposed outages could be rescheduled in the same month

and approval of WRPC/WRLDC could be obtained. However, no any outages could be considered which

has not been incorporated in OCCM proposal. The aforesaid instruction may kindly be complied by Eht-

Const wing also as WRLDC/WRPC is reluctant to accord approval on D-3 basis for construction activities.

The Committee may discuss the matter.

6.8 Delay In Submission of Documents For First Time Charging of Elements:- Procedure for

interconnection of new transmission elements is briefly narrated hereunder:- • Intimation by Transmission Licensee to RLDC / SLDC(Annexure A1-A5): 10 days prior to anticipated date

of first time charging.

• Acknowledgement and comments of RLDC/ SLDC to Tr. Licensee ( Format-II): Within 3 days.

• Submission of request for first time charging by Tr. Licensee to RLDC//SLDC (Annexure B1-B5): 3 days

prior to anticipated date of first time charging.

• RLDC shall issue Provisional Charging Approval for first time charging to licensee and in case of

interregional element RLDC to issue consent/ request to NLDC for IR lines. In case of intrastate line

charging approval shall be conveyed by SLDC: (within 2 days).

• Licensee to submit dummy SEM reading to RLDC to ensure that the Meter processing Software is able to

read the SEM data from the new meters.

• Licensee to take Operational Code from RLDC /SLDC Control Room for switching operations. The code

shall be issued keeping view of grid reliability.

• Transmission Licensee submit Post Charging documents (Annexure C1 to C4).

• RLDC/ N LDC shall verify the post charging documents and issue certificate for interstate / Interregional

lines / ISTS lines.

• The respective testing department shall furnish regarding measures taken to take care new element

interconnection for protection co-ordination for adjacent s/s and accordingly undertaking shall be

provided.

It is requested that licensee / utilities shall strictly adhere with time schedule for documentation of first

time charging of new transmission elements of all interstate line and all EHV elements 400kv and above. It

may also be ensured that FTC formalities should have completed before availing outage for integration of

element. The authority submitted FTC document should ensure compliance of protection/ metering issue in

coordination with T&C official. It is also desired that all necessary data should have made available to all

adjacent s/s for relay coordination well before targeted date. The authority submitted FTC document should

ensure all formalities have been completed otherwise clearance from WRLDC shall not be obtained.In

generally seen that partially filled up FTC documents ,non attachment of requisite papers/ SLD/ document

of standing committee approval /approval of Electrical inspector /noncompliance of relay coordination of

adjacent s/s / providing information incorrectly caused delay in obtaining FTC approval.

6.9 Reporting Of Flash Report, DR and EL of Transmission Elements & Detailed Tripping Report:- As per the provisions of Regulation 5.2 (r) of CERC (Indian Electricity Grid Code) Regulations

2010 and Regulation of 5(9) of CERC (Indian Electricity Grid Code) (First Amendment) Regulations, 2012

all the Regional Entities of the Region shall furnish the tripping details including DR & SEL output to RLDC

with in 24 hrs of the event for analysis and identify the real time measures required in future to ensure

secured grid operation. The flash report is also required to be furnished to SLDC within an hour of tripping.

It is observed that FLASH REPORT, DR & EL of station is not made available after tripping of transmission

grid element by the State Grid Entities and the flash report is also not being sent after repeated pursuation. It is also to inform that in the 508th WRPC OCCM , WRLDC also marked some events for which

the above details are not provided, which are also required to be provided in WR PCM, the events are as

below:-

6.10 Ten Daily Reservoir operation table of MPPGCL HPS:- In the meeting held in Regional Office

of MPPMCL at Bhopal on 24.09.2016 to discuss availability from Sardar Sarovar Project, ISP & OPS and State

Hydel Plants for Rabi season, MPPGCL had agreed to obtain ten daily reservoir operation table from WRD and

NVDA for their operation of their hydro generators. In last 54th , 55th & 56th OCCM, request has been made to

MPPGCL for furnishing the same to SLDC within a week,

In last meeting MPPGCL has submitted the Ten Daily Reservoir Table of Bargi and Bansagar Hydel Power

Stations. It is requested that MPPGCL shall submit the Ten Daily Reservoir Table of remaining hydel power

stations in coordination with NVDA and WRD for optimum utilisation of available water in the reservoirs during

the summer season.

6.11 CONTROLLING HIGH VOLTAGE DURING OFF-PEAK HOURS :- Switchable Shunt Reactors

are being taken in service during high voltage conditions. However in view of inadequate shunt reactive

compensation, the generating units are advised to contribute in voltage regulation by operating their units in

under-excited mode (absorb Reactive Power) within the capability curve. The MW, MVAR and Voltage of

generating units was analyzed for the month of Feb 2017 with the help of SCADA data available at WRLDC. In 494th OCC meeting of WRPC, WRLDC has drawn attention regarding MVAR generation at Satpura

Power Station when bus voltage was above nominal. The scatter plot of MW Vs MVAR of unit and Bus Voltage

Vs Reactive Power Injection by the unit has been plotted. It has been observed that generating unit at Satpura

Unit No. 10 & 11 was injecting reactive power into the grid even when the bus voltage was above nominal. Such

operation is not desirable and it is requested that AVR setting and the GT taps may be reviewed / adjusted so as

to enable the unit to contribute in voltage regulation within the capability curve. The directives in this regard may

please be adhered to control the high voltage during off peak hours.

6.12 MONITORING OF SCHEMES FUNDED FROM PSDF :- It was decided in the 6th meeting of NPC

held on 19th December 2016 at Bengaluru, that all the RPCs in the monthly OCC meetings may follow up with

the utilities to expedite the completion of schemes by giving due priority. The implementation of most of the

schemes are based on the recommendation of the enquiry committee on grid disturbance of July 2012 headed

by Chairperson, CEA. Therefore timely implementation of these schemes would enhance the grid security and

reliability. Accordingly the details of grant sanctioned from PSDF for the schemes of MP is enclosed at

Annexure- 6.12A. The status of implementation of above schemes (physical as well as financial progress) may

please be reviewed and the entities are requested to expedite implementation of the schemes. The utilities were

advised to furnish the information in the format enclosed at Annexure – 6.12B by first week of every month on

regular basis to Member Convener, PSDF project monitoring group (AGM, NLDC, POSOCO) with a copy to

NPC, WRPC division and SLDC. The status of the same is being monitored by WRPC in OCC meeting of

WRPC every month. The information from MPPTCL and MPPGCL is not being received regularly to SLDC i.e first week of every

month for submission the same in OCC meeting of WRPC.

[Action: MPPGCL/MPPTCL] 6.13 POWER SYSTEM STABILIZER (PSS) IN AVR TUNING OF GENERATOR AND ITS RESPONSE PLOT:- In 129th Protection Committee Meeting of WRPC, it has been decided that all generators

would furnish PSS settings and step-test response plot of time Vs terminal voltage in excel sheets to WRLDC/

WRPC. As a sequel to above, MPSLDC vide various e-mail communication all generators under our periphery

were .requested to provide PSS settings and the step test response plot of time Vs terminal voltage in excel

sheet to WRLDC/ WRPC. Inspite of repeated pursuance, the details of SGTPS Birsinghpur Power House only

receipt, no any other generators have provided the desired information. However, SGTPS has also not provided

desired graph plot in excel sheet. The above data /plot required to be provided to WRLDC/ WRPC on urgent

basis, it is therefore desired that all generators may provide the same so that the same may be forwarded to

WRLDC/ WRPC. The OCC may discuss the matter and the compliance of Protection Committee Meeting may kindly be

ensured.

6.14 RGMO/FGMO compliance by generators in the region:- It is to intimated that as per IEGC

5.2(f), RGMO/FGMO is mandatory for all thermal Units above 200MW & Hydro Units above 10MW for grid

security and reliable grid operation. Further vide 5th amendment to IEGC dtd-12.04.2017, it has been provided

in clause-5.2(h) that “ RLDCs/SLDCs shall not schedule the generating station or unit(s) thereof beyond ex-bus

generation corresponding to 100% of the installed capacity of the generating station or unit(s) thereof and that

the generating station shall not resort to Valve Wide Open operation of units” so that primary response is

ensured. In view of the above it is requested to kindly submit the required details in prescribed format enclosed

as Annexure- 6.14 to SLDC at immediately. The required data has been received from MPPGCL.

6.15 ABNORMAL VOLTAGE VARIATION OBSERVED IN PMU AT 400 KV S/s BINA:- The

abnormal voltage variations is being observed in PMU’s at 400 KV S/s Bina (plots enclosed as Annexure-6.15 (3 pages) since May 2018. SLDC has taken up the matter with T&C, MPPTCL and M/s GE. M/s GE engineer visit was arranged to 400 KV S/s Bina to investigate the problem in PMUs & it has

been informed by GE site engineer that the voltage spikes are also observed in the input values of PMU from

Bus PT’s & line CVT secondary, hence it can be gathered that these PMU’s are showing correct values and

there is no issue in PMU.

Further it is also to intimate that the abnormal voltage spikes are still being observed in the PMU of 400

KV Main Bus I & II and 400 KV Bina(M.P) – JP BinaCkt installed at 400 KV S/s Bina and the magnitude

&frequency of spikes is continuously increasing with time .In addition to above, it is to also intimate that the

voltage spikes are observed in 400 KV Bina-JP BinaCkt even when the line is hand-tripped from both ends.

In view of the above MPPTCL is thus requested to kindly arrange for testing of Bus PT’s, line CVT &

related equipments installed at 400 KV S/s Bina for investigation of root cause of these voltage spikes observed,

for its rectification and ensure healthiness of equipments at site. Further it is also requested to intimate SLDC

about the necessary action plan at the earliest.

ITEM NO. 7: BLACK-START MOCK DRILL OF HYDEL POWER STATIONS : Black Start mock drill of Hydel stations of MPPGCL:- During 2017-18 the black start mock drill successfully

carried out at Bargi and Pench Hydel power station on dtd 23.05.2017 and 06.06.2017 respectively. The Black

Start Mock drill exercise at Gandhi Sagar Power station was also carried out on dtd 30.05.2017 but

synchronization of islanded system with national grid was not successfully done due to problem in bus coupler

breaker at Gandhi Sagar Power Station. Black Start Mock Drill at Birsinghpur HPS, Tons HPS & ISP HPS was

successfully carried out on 17.10.2017, 23.01.2018 & 10.02.2018 respectively. The Joint Black Start Mock Drill

of Pench & Bargi was successfully conducted on 11.04.2018. MPPGCL may apprise the same in the meeting.

The black start mock drill exercise of OSP was to be held in April 2018 but due to non-availability of Bus

Coupler Breaker at OSP the Mock Drill date cannot be finalized. In 63rd OCC OSP informed the committee that

the purchase of Bus Coupler Breaker is under process and the tender is being awarded.

In view of the above OSP HPS may kindly inform the latest status of Bus Coupler Breaker so that at the

earliest Mock Drill exercise may be organized.

It is proposed to conduct the Black Start Mock Drill at Gandhi Sagar HPS on 06.07.2018. MPPGCL may

confirm the same in the meeting.

[Action : MPPGCL/NHDC] ITEM NO. 08: AVAILABILITY BASED TARIFF (ABT) RELATED ISSUES: 8.1 Status of AMR system installed at SLDC:

In the month of May 2018, the complete data of 591 meters was received through AMR system and data of 33 Nos meters (Monthly- 25 & Partial -08) was not received through AMR system. M/s Secure Meters Ltd. have been adviced to examine the reasons of 33 Nos. meters not read during the month. The status of data received through AMR system is invariably sent to all concerned offices including SE(T&C) offices through email for furnishing the missing data alongwith monthly JMR data latest by 4th of every month. The Committee may like to discuss the following as an action plan for receiving the complete data through AMR system in in a time bound manner.

1. CE(T&C) office is requested to take up the matter with M/s Secure Meters Ltd for resolving the

site related issues of the 33 Nos meters not read during the month of May 2018. Details are shown in enclosed Annexure-8.1.i.

2. Around 145 Nos. ABT meters are installed at the interface points of newly commissioned

substation / Xmers / HT consumers / OACs. After repeated pursuance with M/s Secure Meters Ltd. 79 Nos meters are successfully integrated with AMR system of SLDC and balance 66 Nos meters are yet to be integrated with AMR system. CE(T&C) office is requested to advice M/s Secure Meters Ltd. and field offices for integrating the balance ABT meters (66 Nos). The list of 66 Nos. meters required to be integrated with AMR system is shown in Annexure-8.1.ii.

SLDC is repeatedly requesting CE(T&C) office to take up the matter with CE(Procurement) office for including the new meters installed at the interface points under AMC contract of M/s Secure Meters Ltd. so that complete data availability is ensured.

3. SLDC has already requested CE(T&C) office in 63rd OCCM to issue instructions to site officials

for testing / calibration of meters installed at the Sub-Stations as per Regulations 10 and 18 of Central Electricity Authority (Installation and operation of meter) Regulation 2010. CE(T&C) office is requested to apprise the status of testing / calibration of interface meters to Committee.

4. CE(T&C) office was already requested in 63rd OCCM to issue instructions to all circle offices for

furnishing the JMR data in standard format enclosed herewith as Annexure-8.1.iii to SLDC on email id- [email protected]. However, JMR data is still not being received in required format. CE(T&C) office is again requested to issue instructions to circle offices for furnishing the data in standard format.

[Action : CE(T&C) MPPTCL] 8.2 Non receipt of meter data timely of ABT meters installed at the Railway TSS:

The monthly meter data of ABT meters installed at the Railway TSS is downloaded through AMR system installed at SLDC. In case of non-availability of meter data through AMR System, SLDC intimates the missing data list to concerned T&C circle office and coordinate with field offices for manual data downloading through MRI of the ABT meters installed at TSS. But, every month difficulty is being faced by field officials in manual downloading of data through MRI as proper cooperation and support is not provided by the Railways as a result the data gets delayed. Railway is requested to issue instructions to their concerned officials for proper coordination with MPPTCL officials for data downloading of ABT meters installed at TSS. [Action : Railway]

8.3 AMR facility for the ABT meters installed at MPPGCL : In compliance to state commission directives for computation of weekly transmission losses and

Deviation charges, SLDC has requested the MPPGCL for providing the AMR facility on the meters installed at the interface points for data downloading through AMR System installed at SLDC. Accordingly MPPGCL has provided AMR facility on 107 Nos ABT meters installed at the interface points as intimated by CE(Thermal), O/o ED(O&M:Gen), MPPGCL vide letter No. 426 dated 01.03.2016. The status of May 2018 of ABT meter data (38 Nos) not received through AMR system of SLDC has been emailed to GCC, MPPGCL on 19th June-2018. MPPGCL is requested to take up the matter with M/s Secure Meters Ltd. to resolve the problems related with non readability of meters integrated successfully and provide AMC of AMR facility installed at Power Houses to M/s Secure Meters Ltd so that complete data of meters is received at SLDC. MPPGCL is also requested to instruct the Gandhi Sagar HPS & Silpara HPS officials for considering the ABT meters with AMR facility as main meters and shall furnish the JMR data accordingly.

MPPGCL is requested to furnish the meter master of ABT meters installed at the interface points

as main, check and standy meters alongwith modem and SIM details. In case of Thermal Power Stations of MPPGCL, the injection recorded by the ABT meters

installed at the outgoing feeders generally do not match with the generation recorded at Generator end. MPPGCL is requested to advise the site officials for monthly checking / verification of feeder wise data with Generator and Station Xmer wise data and testing / calibration of meters installed at the Power Stations as per CEA regulations.

At Satpura TPS, the ABT meters installed at Generator no. 6&7 (MPC63019,MPC63023) and at Station Xmer No. 3&4 (MPC63022,MPC63024) are having time drift as such data of these meters are not being utilized by SLDC. MPPGCL is requested to issue instructions to concerned officials at Sarni TPS for time synchronization through GPS of these meters.

8.4 Non receipt of monthly injection data (JMR) of newly commissioned Wind & Solar Power Project for issuance of monthly State Energy Account :

The concerned SE(O&M)’s do not furnish the monthly injection data of following newly commissioned Wind & Solar Power Project connected at 33KV level. However, SLDC is incorporating the injection data recorded in ABT meter in SEA, but, verification of data could not be done. i) 15MW Solar Power Project of M/s Simcom Pvt. Ltd. (Simcom(1MW), Eastman(4MW) &

Made Easy(10MW) connected at 220KV Ganjbasoda. –SE(O&M) Vidisha. ii) 6MW Biomass Power Project M/s Ramnik Power & Alloy connected at 33KV Wara Seoni

substation - SE(O&M) Chhindwara. iii) 12.8MW Baggase Power Project of M/s Mahakaushal Sugar Mills connected at 220KV

Narsinghpur substation - SE(O&M) Narsinghpur. iv) 30MW Baggase Power Project of M/s Narmada Sugar Mills connected at 132KV Ponder

substation - SE(O&M) Narsinghpur.

DDC, Jabalpur and Bhopal is requested to take up the matter with their CE(Comml), office for issuance of directives to concerned SE(O&M)’s to furnish the JMR generation data by 3rd or 4th of every month.

Further, the JMR/AMR injection data of the following wind generators connected at 33KV level

is not furnished at the time of issue of provisional SEA by the concerned SE(O&M), Ujjain and Betul

i) 30MW Wind Power Project of M/s Sudheer Project Pvt. Ltd. connected at 132KV Maxi Substation. – SE(O&M) Ujjain

ii) 30MW Wind Power Project of M/s Kshema Power & Infra connected at 132KV Ghosla substation. SE(O&M) Ujjain

iii) 30MW Wind Power Project of M/s Kshema Power & Infra connected at 132KV Behrugarh. SE(O&M) Ujjain

iv) 29.4MW Wind Power Project of M/s Suzlon Gujrat Wind Park Ltd. connected at 132KV Khachrod substation. –SE(O&M) Ujjain

v) 28 MW Wind Power Project of M/s Inox Betul (Giriraj) connected at 132KV Gudgaon substation - SE(O&M) Betul DDC, Indore is requested to take up the matter with their CE(Comml), office for issuance of

directives to SE(O&M)’s Ujjain and Betul for furnishing the JMR generation data by 3rd or 4th of every month.

Further, the JMR injection data of the following wind & solar generators connected at 132KV

Hon’able Madhya Pradesh Electricity Regulatory Commission has notified the MPERC

(Forecasting, Scheduling, Deviation Settlement Mechanism and related matters of Wind and Solar Generating Stations) Regulations 2018 on 20th April 2018. These regulations have come in force from the date of notification of regulations. The regulations are applicable to all Wind Generators having a combined installed capacity of 10MW and above and Solar Generators with an installed capacity of 5 MW and above including those connected via pooling statins and selling power within or outside the State.

In accordance with regulatory provisions, SLDC has to compute the deviation charges of

qualified Wind and Solar Generating Stations on the basis of Schedules issued by SLDC and actual injection recorded in ABT meters installed at the pooling stations. The actual generation data of Wind and Solar Generators connected at 132KV level and above is received by SLDC through AMR system. However, complete meter data of Wind and Solar Generators connected at 33KV level is not received by SLDC through AMR system. SLDC has already issued instructions to Wind and Solar Generators not integrated with AMR server of SLDC and connected at 33KV level for providing separate modem, antenna, Optical cable & SIM for data downloading at SLDC remotely. In order to implement the above regulations the data of actual generation data of Wind and Solar Generating Stations connected at 33KV level is essentially required by SLDC through AMR or manual downloading through MRI. SLDC has already requested the CE(Comml) West and Central vide letter no.07-05/FS_DSM/154/1899 dated 21.06.2018 and letter no. 07-05/FS_DSM/154/1903 dated 22.06.2018 for appointment of nodal officer for providing the meter details, AMR facility and meter data. DCC Indore and Bhopal is requested to take up the matter with their CE(Comml), office for providing the meter details , AMR facility and data to SLDC. .

The telemetry of new 220KV S/s, important 132KV S/s having injection from renewable generating Stations, Captive Power Plant & Railway Traction feeders is to be provided through

Dongfeng RTUS installed and commissioned under MPPTCL SCADA project. Total 50 Nos. Sub Stations has already been identified and forwarded to MPPTCL for arranging integration of telemetry. The integration of around Eight RTUs (132KV Biora, 132 KV Nainpur, 132 KV Mandla, 132 KV Raghogarh, 132 KV Isagarh, 132 KV Pratappura, 132 KV Maneri, 132 KV Dabra ) is required to be integrated with SLDC SCADA system.

In addition to the above telemetry of Birsingpur HPS and Zinna HPS is also not

available and same needs to be provided by MPPGCL. In last OCCM, MPPGCL informed that the procurement of RTU is in approval stage, so the status of the same is required to be provided by MPPGCL.

MPERC vide Letter dated 09-08-2017 has directed to ensure proper functioning of RTUs.

The telemetry of these identified Sub Stations is urgently required for monitoring of grid. Hence the progress in the matter as well as further schedule of commissioning, including data channel, plan for arrangement of modems, and rectification of SOE issue may please be provided by T&C.

The Discrepancies pertaining to MPPGCL stations are persisting since long time & no corrective actions have been taken. The commissioning of new SCADA/EMS system at SLDC is completed and for successful functioning of EMS system the availability of complete telemetry including CB status is a prerequisite. Hence the work regarding telemetry discrepancy mentioned in enclosed annexure is to be taken up on highest priority. MPERC vide Letter dated 09-08-2017 has directed to ensure proper functioning of RTUs. MPPGCL and MPPTCL may please provide completion schedule regarding rectification of telemetry discrepancy and upgradation of RTU’s.

9.3 EXTENSION OF RGMO/FGMO SIGNAL TO SLDC/WRLDC :- As per IEGC 5.2(f), RGMO/FGMO is mandatory for all thermal units above 200 MW

and hydro units above 10 MW. Further considering the high penetration of renewable to grid and also the Government target to achieve 175 GW, it is essential to monitor operation of RGMO/FGMO at SLDC/RLDC for ensuring grid security and compliance of regulation. Subsequently SLDC vide letter no. 07-05/RPC-27/3739 dated 18-01-2017, letter No. SE/LD:E&T/693 dated 23-01-2017, letter No. SE/LD:E&T/34 dated 13-04-2017, letter No. SE/LD:E&T/143 dtd.26-05-17, , letter No. SE/LD:E&T/309 dtd.19-07-17, letter No. SE/LD:E&T/980 dtd.14.03.18 requested MPPGCL/NHDC for integration of telemetry of RGMO/FGMO in RTU installed at power station and forward the object address configured in RTU so that same may also be configured in SLDC SCADA and RGMO/FGMO status may be displayed in SCADA system. The matter was again taken up vide this office UO No.38 dated 21/08/2017. However, extension of RGMO/FGMO signal of following generating units is still to be extended to SLDC SCADA system:-

In addition to above, the RGMO/FGMO status of Tons HPS is showing incorrect.

In last OCC, MPPGCL informed that RGMO/FGMO signal of Bargi HPS shall be completed by June 18 & confirmed that balance shall be completed shortly. But no progress in the matter is observed.

MPPGCL is thus requested to kindly arrange for integration of telemetry of RGMO/FGMO in RTU installed at power stations & rectification of incorrect RGMO/FGMO status of Tons HPS. 9.4(a) Non Availability/ Unreliable telemetry of Hydel Power Stations :-

The telemetry of Bansagar III, Tons, Pench, Bargi, Bansagar II,Madikheda is very unreliable & frequent long outage with abnormal delay in restoration of same is observed. The RTU availability of MPPGCL HPS is as detailed here under :-

It is to mention that as per CERC communication regulation 2017, availability of telemetry is

required to be ensured more than 99.9% but as indicated above the telemetry availability of Hydel Power Stations is very low.

SLDC vide letter SE/LD:E&T/38 dtd.12.04.18 requested MPPGCL to provide the contact details

of officers at each power house looking after telemetry work, however, the same is still to be provided.

9.5 NON AVAILABLITY & WRONG TIME STAMPING OF SOE AT SLDC SCADA SYSTEM

WRLDC vide letters dtd. 03.05.17 & 15.05.17 intimated that SOE of grid disturbance at 220 KV

S/s Mahalgaon & 400 KV S/s Indore is not received in Back-up LDC SCADA/Sub-LDC SCADA system respectively. SLDC is carrying out data validation of various substations periodically & it is observed that SOE from various substations like 400 KV S/s Satpura, 400 KV S/s Astha, 220 KV S/s Damoh, 220 KV Itarsi, 220 KV Barwaha, 220 KV Chhindwara, 220 KV Pandhurna, 220 KV Sabalgarh, 220 KV Shivpuri, 220 KV S/s Tikamgarh, 220 KV S/s Mahalgaon, 220 KV S/s Hoshangabad, 220 KV Shujalpur, 220 KV S/s Badod was not received at SLDC SCADA system. Subsequently SLDC vide letter SE/LD:E&T/200 dtd. 14-06-17 requested MPPTCL to arrange simulation testing for SOE of all RTUs.

Accordingly, the SOE verification was taken up in Indore and Jabalpur area and wrong SOE with

wrong time was observed in 220 KV S/s Badod, 132 KV Dewas BNP, 220 KV Ujjain, 132 KV Sonkatch, 220 KV Shujalpur, 132 KV Suwasra, 132 KV Chapda, 400 KV Julwaniya, 132 KV Depalpur, 220 KV Rajgarh, 220 KV Barwaha, 220 KV Neemuch. The matter was taken up and initially filed persons were reluctant to verify the same in RTU. However, after long pursuance, the matter was investigated and it was found that the settings “inf code 2” & “inf code 4” were not correct at the RTU end. These settings have now been changed & correct time stamping of above stations is now available to SLDC. Accordingly, the SOE verification from all other RTUS are required to be done.

Receiving of SOE is very essential for analysis & investigation of major trippings in the grid.

MPPTCL, MPPGCL & NHDC are again requested to arrange simulation testing for SOE of all RTU’s in coordination with SLDC SCADA/Back Up SLDC/Sub LDC SCADA system & also issue necessary instructions to sort out the issues for ensuring proper receipt of SOE in SLDC SCADA system.

9.6 LONG OUTAGE OF RTUS, PROBLEM IN DATA AND VOICE CHANNELS & INTERMITTENT TELEMETRY DUE TO NOISE IN COMMUNICATION CHANNEL :- The long outage of telemetry & substations having intermittent telemetry due to heavy noise in communication channel is discussed in detail:-

MPERC vide Letter dated 09-08-2017 has directed to submit reason for long outage for RTU & also directed to ensure proper functioning of RTUs. MPPTCL, MPPGCL are requested to sort out rectification of above RTU/data channel on top most priority. MPPTCL & MPPGCL are also requested to arrange for alignment of PLCC Channel & identify/replace the outdoor equipments which injects the noise in the channel/system. It is to mention that as per CERC communication regulation 2017, availability of telemetry is required to be ensured more then 99.9%. However, presently, availability of most of the RTUs is less then 50%. MPPGCL and MPPTCL is required to initiate necessary action to ensure availability as per CERC regulation. [Action :- ED(O&M:Gen),MPPGCL] 9.7. UTILIZATION OF W.B NODE AT BIRSINGHPUR TPS : The W.B node at Birsinghpur TPS has already been commissioned in 2016. However, despite constant pursuance utilization of node is still pending since last two years due to pending work of laying of cable form W.B node location to PLCC room, Exchange room and RTU. [Action :- ED(O&M:Gen),MPPGCL] 9.8 MAINTENANCE OF OPGW WORK OF MPPTCL EHV LINE SECTION:

Recently, break in OPGW was observed on dt. 13/06/2018, between 220 KV Satna to 220 KV Katni EHV line section. Due to this all 15 telemetry routed through 220 KV Satna node was out. SLDC requested to EHT section Satna & Damoh for early restoration of OPGW and informed that they have no arrangement related with OPGW related work. As restoration of around fifteen telemetry routed through Satna along with Satna PGCIL was required on top most priority, M/s PGCIL who is doing the “Master Telecom Project” deputed their team for rectification of OPGW for the MPPTCL EHV line section. Due to the help of M/s PGCIL, OPGW communication of Satna section was restored on 23/06/2018. It is here to mention that the support for PGCIL was available for rectification of OPGW on 220KV Satn- 220KV Maiher- 220KV Katni MPPTCL section due to ongoing project works. The same support may not be available in future. Therefore, it is necessary that MPPTCL may plan the OPGW rectification work in advance so that the delay in restoration of fault related with OPGW may be avoided. [Action :-CE (EHT ), MPPTCL] 9.9 TELEMETRY OF RAILWAY TSS SUB STATIONS:-

The telemetry of existing 38 Nos railway Traction Sub Stations & upcoming 25 new railway TSS is required to be provided by railway for monitoring of drawal by each TSS and also monitoring of demand of railway in MP. In last OCC, the railway representative informed that telemetry of twenty railway traction substation shall be commissioned by Sep18. It was also informed by railway representative that action to arrange telemetry of balance 18 No. traction sub stations shall be arranged by central railway. Railway is requested to provide current progress in the matter along with the timeline. Further railway is also requested to expedite the progress of providing telemetry of existing 38 Railway TSS & upcoming 25 New Railway TSS.

9.10 INFORMATION REQUIRED FOR PMU ANALYTICS UNDER URTDSM PROJECT:- Under the “Unified Real Time Dynamic State Measurement” URTDSM Project, the analytics applications has been installed at SLDC MP for which the relay setting details are required for its configuration from all the sub-stations where PMU’s are installed and its adjacent sub-stations (list of S/s enclosed as Annexure-9.9.1). The format for submitting the required details is enclosed as Annexure-9.9.2. The required data has been received from SGTPS, MPPGCL. MPPTCL is requested to furnish the data at the earliest.

1. System Disturbance on 12.04.2018 in Tons HPS area: On dated 12.04.2018 at around

00.30 Hrs. M.P system was normal, Weather at Rewa-Tons area was Cloudy and Stormyand frequency of National Grid was 49.96 Hz. At 00.40 Hrs, Bus-Bar protection of Main Bus-II operated at Tons HPS, resulting in the tripping of following feeders only from Tons area as given below. 220kv Tons HPS-Rewackt-II 220kv Tons HPS-Kotarckt-II 20 MVA X-mer at Tons HPS 220kv Bus Tie at Tons HPS

There was No generationand load loss Supply to Tons HPS remain managedDG set

available as informed by Tons HPS. Later 20 MVA X-mer charged at 00.56 Hrs along with this otherelements restored gradually.

2. System Disturbance on 19.04.2018 in Ratlam area: On dated 19.04.2018 at around

08.00 Hrs. M.P system was normal and frequency of National Grid was 50.07 Hz. At 08.05 Hrs,220kv Bus Bar Protection maloperated due to 220kv bus tie master relay contact got shorted , this instance happened during opening of 132kv side of 160 MVA X-Mer-I for taking shutdown,resulting into tripping of following X-mers/ckts-

160 MVA , 220kv/132kv X-mer-II 160 MVA , 220kv/132kv X-mer-III 220kv Ratlam-Badnagarckt-I 220kv Ratlam-Badnagarckt-II 220kv Ratlam-Nagrackt-I 220kv Ratlam-Nagrackt-II 220kv Ratlam-Dalodackt 220kv Bus tie 220kv Bus coupler

This caused the No interruption in 220kv s/s Ratlam as supply was managed through 132kv network. Also there was no generation loss. Later the elements restored gradually.

09.40 Hrs. M.P system was normal and frequency of National Grid was 49.82 Hz, Thunderstorm was occurring at Tons Area. At 09.45 Hrs, Bus-Bar protection of Main Bus-II operated at Tons HPS, resulting in the tripping of following feeders only from Tons area as given below. 220kv Tons HPS-Rewackt-II 220kv Tons HPS-Kotarckt-II 20 MVA X-mer at Tons HPS 220kv Bus Tie at Tons HPS

There was No generation and load loss Supply to Tons HPS remain managed DG

set available as informed by Tons HPS. Later 20 MVA X-mer charged at 10.35 Hrs along with this other elements restored gradually.

4. System Disturbance on 03.05.2018 in Barwaha area: On dated 03.05.2018 at around 17:15 Hrs. M.P system was normal, Weather was Clear, frequency of National Grid was 50.06 Hz. At 17:21 Hrs,132kv B-ph CT of 132kv Barwaha-Sanawad-ckt burst at 220kv s./s Barwaha,resulting in the tripping of followingelementsas given below. 220kv/132kv 160MVA X-mer 220kv/132kv 3*40 MVA X-mer 132kv/33kv 63MVA , 40 MVA I & II X-mer 132kvBarwaha-Sanawadckt 132 kvBarwaha-ChhotiKhargoneckt 132 kvBarwaha-Kishangarhckt 132 kvBarwaha-Balwadackt 132 kvBarwaha-OSP Canalckt 132 kvBarwaha–Chhegaonckt 132 kvBarwaha-Simrolckt 132 kvBarwaha-Bhaklaickt

Interruption occurred at 220kv S/S Barwaha,132kv S/S Kishangarh, 132kv S/S Bhaklai. There was No generation and load loss was 55MW . 220kv/132kv 3*40 MVA X-mer charged at 17:30 hrs , later other elements got restored.

5. System Disturbance on 12.05.2018 in Sidhiarea: On dated 12.05.2018 at around

12:30 Hrs. M.P system was normal and frequency of National Grid was 49.85 Hz. At 12:36 Hrs, at loc no 134 B-ph jumper opened of 220kv Sidhi-Amarkantakckt, resulting into tripping of following X-mers/ckts-

During the tripping 220kv Rewa-Tons-ckt-II was under shutdown, this caused theinterruption in 220kv Rewa s/s, 220 KV Sidhi S/S ,220kv Sirmour S/S, 132 KV Rewa S/S, 132 KV Sidhi S/S ,132 KV Deosar S/S, 132 KV Pahadiya S/S , 132 KV Mauganj S/S , 132 KV Mangawan S/S, 132 KV Katra S/S.There was no generation loss and load loss of 188MW.220kv Rewa-Tons ckt I charged at 13:00 hrs, 220KV Rewa-Birsinghpurckt charged at 13.09 hrs,later other elements restored gradually. 220kv Sidhi-Amarkantakckt restored after petrolling.

6. System Disturbance on 13.05.2018 in Binaarea: On dated 13.05.2018at around 21:00

Hrs. M.P system was normal and frequency of National Grid was 50.07 Hz, Stormy weather with heavy winds and rains was reported at Bina area. At 21.09 Hrs, 400kv JP Bina-Bina( PG) ckt tripped on B-Ph –E/F along with the following ckts 400kv JP Bina-Bina( MP) ckt 400kv Bina-Bhopal ckt -II Unit # 1 , Unit # 2 of JPBTPP BINA

There was generation Loss of 309 MW as both the units of JP Bina got tripped due to

no evacuation lines available and no load lossreported .400kv JP Bina-Bina( PG) cktcharged at 22.05 hrs and through this supply extended to JP BINA, later other lines got restored.

7. System Disturbance on 26.05.2018 in OSParea: On dated 26.05.2018 at around 17:45 Hrs. M.P system was normal and frequency of National Grid was 49.85 Hz. At 17.49 Hrs,while desynchronization of Unit # 2, the LBB protection of CB of unit # 2 got operated at OSP leading to the Bus Bar protection operation, due to this further following elements got tripped:- 220kv OSP-Khandwa(PG)ckt 220kv OSP-Chhegaonckt 220kv OSP-Barwaha Tap Nimranickt 220kv OSP-Julwaniyackt 220kv OSP-Barwahackt Three units of OSP i.eUnit # 2 , Unit #3, Unit #6
