Minutes of 02.281th Executive Committee (EC) meeting of the Council held on 4th & 5th

November, 2017 at New Delhi. The deceision are subject to ratification by Central Councilof the PCI.===================================================================

A G E N D A I T E M S

* Consideration of the approval of Diploma / Degree / Pharm.D / Pharm.D (Post Baccalaureate) /M.Pharm / B.Pharm (Practice) course and examination in Pharmacy at the undermentionedinstitutions--------------------------------------------------------------------------------------------------------------------------

A. It was decided to recommend to the Council to grant approval for conduct / extension of approval /u/s 12 of the Pharmacy Act, 1948 of Diploma / Degree / Pharm.D / Pharm.D (Post Baccalaureate) /M.Pharm / B.Pharm (Practice) course and examination in Pharmacy subject to the followingconditions -a) the institution shall submit SIF every year as per the Time-Schedule prescribed by the Council.

b) the institution shall submit annual affiliation fee on or before due date.

c) the institution shall appoint the teaching faculty with the qualification and experience asprescribed under the “Minimum Qualification for Teachers in Pharmacy Institutions Regulations,2014”.

B. Besides above conditions, institutions seeking approval of Pharm.D / Pharm.D (Post Baccalaureate)course shall comply with the following conditions -

1. The institution shall comply with the requirements of Pharm.D. Regulations, 2008 particularlyregarding appointment of teaching staff, equipments and Hospital facility.

2. Further the PCI recommends that Pharmacy Practice Faculty including HOD shall undergo atleast 1 Continuing Education Programme / Training Programme of minimum 3 days durationevery year and participation in atleast one seminar/conference every year.

3. In view of above, it was decided to ask the institutions concerned to intimate the council perreturn of mail the number of such Continuing Education Programmes / Training Programmes /Seminar / Conference etc. attended by HOD and pharmacy practice faculty during the last oneyear with documentary evidence i.e. participation certificate etc.

4. The institution to submit full compliance of the Pharm.D Regulations, 2008 as per followingdetails:-

Training of HOD of Pharmacy Practice Department and Pharmacy Practice Faculty

The HOD & the faculty of Pharmacy Practice Department who are not qualified with M.PharmPharmacy Practice Qualification or Pharm.D Qualification and have other specialized training ofqualification in the Pharmacy Practice Department, shall undergo the training as per Regulations3 vi) of Appendix–B of Pharm.D Regulations, 2008. The following details be submitted –

C. Regarding M.Pharm course -

"(1) In pursuance of the provisions of sub section (1) of section 12 of the Pharmacy Act, 1948 (8 of1948), the Pharmacy Council of India declares the running of M.Pharm course in mentionedspecializations conducted by institution/s to be an approved “course of study” for the purposeof admission to an examination for M.Pharm course in respect of mentioned specializations,number of students and academic session as specified.

(2) Further as required under regulation 6 of Appendix-B of “The Master of Pharmacy (M.Pharm)Course Regulations, 2014”, the Examining Authority and institution shall communicate to thePCI, not less than six weeks in advance the dates fixed for examinations, the time-table for suchexaminations, so as to enable the Council to arrange for inspection to attend at suchexaminations.”

a) Regulation 10 to 19 of the Education Regulations, 1991 specifically provide theeligibility for appearing in D.Pharm Part-I and Part-II examination, mode ofexamination, award of marks and sessional examination and practical work includingimprovement of sessional marks, approval of examination and certificate of passingexamination.

b) These regulations require a certificate from the Head of the academic institution tothe effect that the candidate has satisfactorily undergone the “course of study” byattending not less than 75% of the classes held both in theory and in practicalseparately in each subject for appearing for appearing in the examination.

c) Regulation 20 to 23 of the said Education Regulations covers the details of thepractical training.

d) There are some case where the PCI has approved the “course of study” and“examination” in pharmacy in respect of students where the academic institutionconcerned was not approved u/s 12 of the Pharmacy Act, 1948. Approvals in suchcases have been given only on the basis of certification of the examination authorityregarding the genuineness of the degree/diploma certificates. But the instant case isat the different footing where examinations are not conducted.

184.3 In view of above, the Examining Authority shall verify at its end the followinginformation as provided in statutory provisions of Education Regulations, 1991 (ER-91)in respect of each student -

a) whether the students admitted to the first year course were holding the minimumprescribed qualification as laid down under Regulation-5 of the ER-91.

b) whether the students have undergone the minimum prescribed No. of hours both intheory and practical separately as prescribed under Regulation-7 of the ER-91. Forthis the Examining Authority shall verify the theory notebooks as well as the practicalnotebook further ensuring that course curriculum as laid down under Appendix-A ofER-91 is covered both in theory and practical.

c) whether each student has undergone the course of study by attending not less than75% of the classes held both in theory and practical separately.

d) whether regular record of both theory and practical class work and examination(sessional) conduced by an institution for D.Pharm Part-I has been maintained foreach student (Ref.: Regulation-14(1).

e) whether minimum 2 sessional examinations were held under Regulation 14(2) of ER-91. If yes, sessional examinations notebooks be verified vis-à-vis the performance ofstudent alongwith marks for day to day assessment in the practical class work.

f) whether any additional sessional examination was conducted by the institution forimprovement of sessional marks.
