On behalf of the whole Department of Science and Technology (DOST) system, I commend DOST-MIMAROPA for once again proving that every year is an opportunity to make bigger things for the region .
This 2012 Annual Report underlines MIMAROPA’s best practices in line with the institution’s aim of empowering communities and alleviating poverty by engaging and inspiring MSMEs to improve their productivity and competitiveness through science, technology and innovation .
Let me also take this opportunity to give a pat on the back to everyone from the regional office and the provincial offices for the commitment in providing quality Science and Technology (S&T) service in the region . I hope that you remain steadfast in finding better ways of carrying out solutions to our pressing national problems such as, but not limited to, malnutrition, dengue, scarcity of potable water in remote rural areas, and disaster risks; and taking smarter — albeit, bolder and more creative — initiatives in bringing about the envisioned development of the region .
Let us continue to support and be proud of our home-grown talents who untiringly provide us with innovations, better options and solutions, making our lives much easier in this time and age . Truly, great things are possible through S&T!

Year after year, DOST-MIMAROPA with its lean but dedicated personnel continues to reach out and provide the much needed S&T services to its clients by embarking on projects relevant to the needs of the region . DOST-MIMAROPA
remains to be a beacon of hope for the greater progress of the region by fostering a culture of innovation through S&T .
I would like to commend DOST-MIMAROPA for capitalizing on projects highly-oriented in locally-developed technologies for countryside development to include establishment and operationalization of different S&T facilities like i.e. the Calamansi Processing Centers in Oriental Mindoro, further development of the Kitchen Incubator Projects in Palawan, and Community Factories for local banner commodities in Romblon and Marinduque . DOST-MIMAROPA through such projects was able to offer start-up MSMEs with an environment for technology & entrepreneurial development through a shared-use, GMP-compliant production facility, technological assistance and mentoring services .
Moreover, recognizing the critical role of the MSMEs in stimulation growth of the regional economy we undertook the innovative step of creating a new dimension and paradigm to advocate a technopreneurial mindset for its clients . This initiative was able to provide the clients a holistic approach on the fundamentals of enterprise and technology management to effect optimal improvements in their businesses .
During this year, the first Patent Library based in Palawan was established which bolstered the research and development (R&D) activities in the region and prompted its commercialization . This step further enhanced the intellectual property (IP) appreciation and capabilities of the region’s R&D hubs — its SUCs .
This 2012 annual report is a testimony of the Regional Office’s flourishing initiatives to sustain the enhancement of MSMEs through technopreneurship, and strengthen and institutionalize reforms in the S&T network to effect regional development .
My congratulations to DOST-MIMAROPA for another year of laudable accomplishments and may you continue being determinedly proactive in attending to the needs of the region through S&T .

It is in harvesting the fruits of one’s labor that we measure a success .
With much delight, I give you our 2012 Annual Report, the fruit of our labor . This annual report characterizes DOST-MIMAROPA’s unending efforts to promote growth and competitiveness throughout the region .
Having surpassed the targets for this year, we are proud to say that we have assisted a total of 46 firms thus accruing a more than 50% increase in gross sales as compared to last year’s data . We also take pride in having penetrated a large number of new markets for our MIMAROPA products through state-of-the-art packaging and labeling designs in the aim to create greater opportunities for MSMEs in the region .
This year would not have been complete without the challenges faced by the organization . But with cooperation and willpower to address regional, if not societal S&T concerns, in MIMAROPA, we will continue to promote science and technology to develop the countryside .
Let me also take this chance to thank our Almighty God for the gift of wisdom and everyone who had been part of DOST-MIMAROPA’s success . I share with you this triumph and I am looking forward to a better and more improved agency for the betterment of the MIMAROPA community in the years to come . Core Funded Projects

DOST-MIMAROPA’s accomplishments for 2012 attest that the agency has been keeping its commitment in bringing development to the region’s MSMEs through
S&T and innovation . A total of PhP 23 .09 M worth of project assistance paved way for the implementation of 46 core funded projects covering the following sectors: food (59%), metals and engineering (26%), furniture (9%), gifts, housewares and decors (4%), and agriculture (2%) .
Through 49 technology interventions which include production process improvement, provision of innovative packaging and functional designs, technology training, consultancy services and conduct of product analysis, MSMEs in the region attained an aggregate gross sales of PhP 164 .42 M, employment generation of 761 and an average increase in productivity of 46% .
Occidental Mindoro
For the year, a total of 17 projects amounting to PhP 8 .63 M was approved . Ten (10) of the firms assisted are engaged in food processing, five (5) in metals and engineering, and one (1) each for GHD and agriculture sectors . A number of technology interventions were provided for the metals and engineering sector particularly welding and fabrication shops in the province . Innovation system support valued at PhP 2 .71 M was provided to five (5) machine shops for the adoption of advanced metal-forming, bending, and welding technologies and accessories . One of the assisted firms in 2012, De Jesus Enterprise, was able to intensify its production with additional 1-2 units of hand tractor fabricated per month having an incremental value of PhP 10,000 .00 . The firm also tripled its manpower from 3 to 9 regular employees .
Oriental Mindoro
Seven new projects under the food processing sector were approved in Oriental Mindoro . A total amount of PhP 5 .80 M was released to facilitate product quality improvement and production facility upgrading to comply with cGMP and Food Safety Standards employed by the beneficiaries .
In line with DOST’s plan to further develop existing postharvest facilities in the provinces, DOST-MIMAROPA thru PSTC-Oriental Mindoro assisted firms involved in grain milling/drying operations . Among these are Triviño Rice Mill and R . E . Liwanag Rice Mill for improved postproduction technologies . After the SETUP intervention, Triviño Rice Mill reported that its volume of production, together with its monthly gross sales, had increased by 150% . Milling of additional 270 bags per month of the firm translated to an incremental monthly sales of PhP 33,000 .00 . The increase in the firm’s production volume and monthly gross sales was attributed to reduced milling time, increased milling recovery, and improved quality of milled grain consequently increasing its market value .
The agency also provided SETUP assistance to Bansud Livestock Marketing Cooperative (BLMC), a processed meat manufacturing firm, a co-operator of the region’s GIA program in 2009, and a beneficiary of DOST’s MPEX Program for 2012 . Through SETUP assistance, BLMC acquired more specialized cGMP-compliant equipment to further boost its productivity that complemented the assistance it has received through local GIA assistance which included nutritional analysis and appropriate packaging and label design . The PhP 0 .75 M worth of technical assistance resulted to more than 15,475 kg-processing capacity per year, or an average increment of more than 100% from its benchmark production data of 6,240 kgs generating an annual income of PhP 2 .19M . Together with the cooperative’s growing operation is its increasing number of members from 316 to 510 .

Marinduque
DOST-MIMAROPA thru PSTC-Marinduque had facilitated the release of SETUP assistance amounting to PhP 1 .60 M to support five (5) firms in the province in upgrading their production facility and further enhancing their production processes . Two of out of these five firms came from food processing sector, two from metals and engineering and one from furniture sector .
One of the assisted firms this year is 3 Sister’s Banana Chips, a food manufacturing firm in Sta . Cruz . The firm, through SETUP assistance, generated at least 40% increase (from PhP 458,500 to PhP 641,850) in its annual gross income after the delivery of DOST-SETUP interventions in the form of appropriate packaging equipment and label design . Consultancy services resulted to a 5% decrease in product rejects and an increase from 150kgs to 300kgs in delivery of products outside the province per month . Moreover, the firm was able to penetrate new markets in San Pablo, Laguna and had received an award from the Land Bank of the Philippines for Outstanding MSMEs in the province (PNOY Me) .
Romblon
For 2012, Romblon has provided PhP 4 .51 M worth of technical assistance to address the needs for production process improvement and product quality enhancement of 13 firms: 5 in food processing, 4 in metals and engineering, 3 in furniture and 1 in gifts, houseware and décors in the province .
St . Cletus Casketry, a casket manufacturing firm in Romblon, is one of four assisted firms belonging to the furniture sector . Through SETUP, St . Cletus Casketry has acquired specialized wood working equipment that allowed the firm to cut inconsistencies in their finished products, reduce production cycle times and improve overall productivity of the shop . Through these equipment, together with trainings on wood finishing/bending and casketry, workmanship and marketability of the firm’s product has remarkably improved which further resulted to an increase of 188% in monthly gross sales (from PhP 43,000 .00 to PhP 81,000 .00) and productivity increase of 71 .42% (from 10 casket per month to 14 per month) . The firm was also able to establish four additional outlets within Tablas Island, Romblon .
Lilec Native Delicacies, a bibingkang kanin manufacturing firm in Odiongan was also one of the beneficiaries of SETUP assistance under food processing sector in the province . A PhP 0 .16 M worth of technology interventions in the form of innovation system support for innovative packaging and cGMP compliance further enhanced the quality of its bibingkang kanin and increased production volume by 30% . Moreover, improved packaging of the product also enhanced its appeal and marketability that translated into 138% increase in its monthly gross sales from PhP15,104 to PhP35,948 .
Palawan
PSTC-Palawan facilitated the release of PhP 2 .54 M worth of technical assistance for the benefit of four firms in the province: 3 firms from food processing and 1 from metals and engineering sector . Through the given technology interventions amounting to PhP 0 .59 M in the form of cGMP and Food Safety-compliant equipment, beneficiaries from food processing sector were able to produce products with good quality and increased the MSMEs’ productivity . One of the noteworthy firms given technical assistance was 3-Gonzaga Motors which was provided with precision engineering technology that enhanced its reboring operation, improved its product quality and shortened the firm’s production cycle time . The intervention increased its average monthly gross sales from PhP 74,072 to PhP 117,752, and provided additional employment from 8 to 11 workers .

Non-Core Funded ProjectsIn convergence with other industry stakeholders such as the local government units (LGUs),
concerned national government agencies (NGAs), and private sector members, DOST-MIMAROPA continued to take strides in adding value to local banner commodities, bringing them closer to becoming, if not making them, world-class products . The convergence approach further ensures synergistic complementation of resources while replicating DOST-developed technologies in the countryside as well as providing technology support for the growth of community-based organizations and start-up MSMEs .
Interventions covered upgrading of production technologies and accessories, process improvement, appropriate packaging and label design development collectively geared to increase productivity and improve market competitiveness of various products . A total of 27 new projects were co-funded with partners . Among these were on the establishment of common service facilities, malnutrition mitigation through complementary baby foods, invention commercialization, R&D for product development through the State Universities and Colleges (SUCs)m . A total of 38 technology interventions were facilitated for 32 cooperators of both newly approved and on-going projects . For all projects, an aggregate revenue of PhP 20 .5M were reported for the year by project cooperators . In addition, through these initiatives, 210 more individuals were given employment .
One such project, launched in November of 2012, is the Oriental Mindoro Toll Packaging and Innovation Center (TPC) . It addresses the packaging needs of food and non-food-based enterprises . The center provides a range of packaging technologies i .e . Vacuum Packaging Machine, Continuous Band Sealer, Form-Fill-Seal, and Shrink Packaging Machine; and serves as sub-supplier of packaging materials to provide easy access of MSMEs to innovative and appropriate packaging . The TPC further provides a solution to MSMEs stuck in a market plateau brought about by prohibitive costs in bulk buying of packaging and labels .
Another project, the Calamansi Processing Center in Roxas, Oriental Mindoro, enables value-adding in the community level which maximizes tons of calamansi surplus in the province . In partnership with the Office of the 2nd District Representative, DOLE-MIMAROPA and Oriental Mindoro Calamansi Processors’ Association (OMCPA), appropriate food technologies/equipment; skills and cGMP training; and P&L design assistance were provided . The project has generated direct employment for 10 individuals since its September 2012 launching and has since generated gross sales of PhP 375,880 – mostly from supplying Manila-based beverage companies with their calamansi concentrate .

The year saw an increase in the Regional Office’s efforts in providing product packaging and label design to MSMEs . Among the five island-provinces, more than 30% of
the total number of firms/manufacturers/processors assisted came from Palawan, almost 26% from Oriental Mindoro, 24% from Romblon, 10% from Marinduque, and 6% from Occidental Mindoro .

Notable among these accomplishments were the 10 selected Romblon MSMEs which were assisted under the project “Special Packaging and Labeling Assistance for Startup MSMEs”, some of which were Lilec Native Delicacies (manufacturer of Bibingkang Kanin), Neneng’s Homemade Products (manufacturer of pastillas, yema, peanut butter, etc .), Tessie R . Magracia (manufacturer of Gimala Homemade Healing Tea), and the Women’s Integrated Food Entrepreneur (manufacturer of Lazir Taro Chips) .
The impact of PSTC-Romblon’s project was such that Lilec Native Delicacies, for one, now sells an average of 15 to 20 boxes daily at PhP 150 .00 per box . It was a significant improvement from the usual two (2) orders per day, at PhP 125 .00 per box, that th e business gets before DOST’s assistance .
The sizeable difference between the designs provided for this year and last year mostly came from manufacturers such as Moriones Cookies Bakershoppe in Marinduque, which required five variations of the toy designs integrated into the box packaging of their cassava cookies . In other cases, manufacturers who were already assisted before came back for a re-design of their packaging and/or label designs to respond to their widening market, such as Harvey’s Food Products who not only asked for a re-design of their front labels of barbeque-flavored squid and spicy squid products, but also an enhancement of their back labels as well as stickers for their acrylic stand and a design for their new product line, which is boneless dilis (anchovies) .
Technology Trainings
Training on Complementary Baby Foods held at the Barangay Nutrition Scholars Association production area in San Jose on June 13-15, 2012 .
DOST-MIMAROPA conducts S&T training programs to address the technical and skills upgrading needs of MSMEs, NGOs, community organizations and LGUs . These
training courses complement with the various assistance provided by the regional office to clients under the SETUP Core and Non-core projects and other convergence undertakings . Experts from the various DOST agencies, SUCs and other private consultants were tapped to successfully deliver a total of 83 trainings for 2,234 participants from 254 firms .
Out of the 83 accomplished training courses, fifty-six (56) were funded through the region’s SETUP Technical Assistance and Institutional Support funds, while the 13 SETUP Non-Core and 14 Non-SETUP training courses were funded/conducted through partnership with other agencies and stakeholders . Topics covered under the Non-core and Non-SETUP courses include charcoal briquetting, composting, biogas technology, complementary baby food, coco sugar processing and OL trap orientation/seminar .

SETUP funded trainings focused on food processing (fruit and vegetable, meat, fish, coco sugar, veggie noodles); cGMP and food safety; bleaching and dyeing of natural fibers; alternative energy (biogas technology, charcoal briquette production); packaging and labeling; woodworking, basic and advanced weaving of natural fibers; and metalworking . To ensure the safety and well-being of the workers, trainings on occupational safety and health, 5S and machine shop safety were also facilitated . Other SME capability trainings on basic entrepreneurship, bookkeeping, product development and packaging enhancement were coordinated .
In support of the implementation of the DOST School-based OL Trap Project, DOST-MIMAROPA, in cooperation with Department of Education-MIMAROPA (DepEd-MIMAROPA), conducted a regionwide training for DepEd school coordinators, either teachers and/or school nurses, assigned to install and monitor the OL trap indices . One hundred eighty-one (181) participants from 7 DepEd Divisions of DepEd-MIMAROPA attended the training . In the last quarter of the year, re-orientation/re-training was conducted for the school coordinators to further enhance their capability in monitoring the OL trap index from their respective schools .

Technical Consultancy Services
Manufacturing Productivity Extension Program (MPEX)
Offered annually only since 2009 in MIMAROPA provinces, the Manufacturing Productivity Extension (MPEX) Program is a firm-tailored consultancy assistance
that focuses on increasing the productivity of MSMEs through site visits and provision of comprehensive production efficiency recommendations .
Through funding assistance from the Technology Application and Promotion Institute (DOST-TAPI) and the program, Technical Assistance and Institutional Support for SETUP, DOST-MIMAROPA outsourced engineers, technical experts, and business consultants to provide services to qualified firms . During its fourth year, the MPEX program provided assistance to thirty-five (35) pre-qualified MSMEs in all the provinces of MIMAROPA Region .
Consultancy services included plant lay-out, operational and materials management interventions, 5S training, quality control assurance system, food processing and safety, environmental impact assessment, human resource development, machine and equipment utilization and label design and packaging options . It was noted that labor costs were reduced by as much as 40% upon implementation of MPEX recommendations particularly on equipment upgrading and process streamlining; an average increase of 20% in production volume; a projected average ranging from PhP20,000-PhP800,000 of annual savings with payback period ranging from one to five years to implement all short- and long-term recommendations of the program .
Lastly, twenty-nine of 35 firm-graduates were either already assisted or are currently under the SETUP program with innovation systems support amounting to PhP 12 .9M .

Thirty-five (35) farms composed of 10 garlic farms and 5 goat farms in Occidental Mindoro, 7 aquaculture farms in Oriental Mindoro, and 13 mango farms in Palawan were covered
under the Consultancy for Agricultural Productivity Enhancement Program for CY 2012 .
Prior to CAPE implementation, an assessment of the production areas was done to identify the factors contributing to the low productivity of garlic farms in Occidental Mindoro and these were weeds, insects and diseases caused by fungi and nematodes such as root rot, leaf twisting and thrips . The 10 garlic farmers were assisted through orientation and supervision on production management technologies and appropriate crop protection such as sanitation, fertilization, pest control using pesticides, Integrated Pest Management (IPM), integrated crop management and organic agriculture . Discussion on the latest trends in pest and disease

management in relation to climate change and global warming was also done . Farm visits were regularly done to motivate the farmers to take necessary activities and ensure application of suggested interventions .
The proper application of recommended cultural practices and adoption of environmentally-sound technologies were observed to have a positive effect on the yield and quality of produce . Likewise, increase in income was realized . Based on the yield and profit assessment, majority of the garlic growers had gained good profit through diversified cropping in spite of low farm gate price and the uncontrolled climate . The computed average net income per hectare of the assisted farms increased by about 27 percent from PhP150,000 .00 to PhP190,000 .00 with the CAPE intervention .
Meanwhile, the initial farm visits and assessment of the 13 mango farms in Palawan revealed that the farm-beneficiaries were attracted to the prospects of good returns from mango production but do not have the appropriate technical knowledge to do so . The problems most common among the established mango plantations include failure in flower induction and fruit development due to the occurrence of unpredictable weather condition, insect pests and diseases such as mango pulp weevil, mango hoppers, fruit fly and anthracnose . Other identified factors of low productivity of these mango farms include lack of knowledge in the proper use of chemicals for pest control, appropriate plant nutrition, and proper fertilizer application .
Training on the best practices of mango production and discussions pertaining to the proper plantation maintenance and management during the field visits are some of the effective measures identified in addressing the problems in mango production . Other measures to be taken throughout the project implementation which will culminate in June 2013 include regular consultations, assistance, and supervision relative to the implementation of recommended activities .
A consultant monitors the activity in a garlic farm in Occidental Mindoro .
Problems identified during the initial farm inspection conducted for 5 goat farms in Occidental Mindoro include the lack of quality breeder stock, high mortality rate at pre-weaning, and high incidence of disease and parasites . The recommended interventions shall focus on the integrated and sustainable approach to small ruminant production . Training on forage and pasture management, design of goat housing and health management were conducted so far . Other activities to be implemented towards the project completion on June 2013 include a discussion on health management particularly on breeding improvement, importance of periodic deworming, periodic hoof trimming, and vitamins supplementation . The farmer-beneficiaries are encouraged to conduct remedial intervention through regular herd monitoring to prevent the spread of diseases .
Improving the polyculture system of prawn and milkfish was identified as the most viable alternative for the fishpond operators in Oriental Mindoro . After the initial consultation with the beneficiaries, the consultant recommended that production of milkfish should be maximized and that the survival rate of shrimps be increased to make the pond operation profitable . Suggested interventions include introduction of laboratory-tested Prawn Post Larvae (PL) for stocking to ensure better survival and training of manpower on the proper natural food production and proper feeding regime to maximize production of milkfish and prawn .Sorted garlic ready for marketing

O/L Trap ProgramDOST-MIMAROPA, in partnership with the Department of Education-MIMAROPA
(DepEd MIMAROPA) has launched the school-based Ovicidal/larvicidal (O/L) Trap Program in the region last June 2012 . The said program aims to reduce the population of dengue-carrying mosquito, Aedes aegypti, and the transmission of dengue virus in public schools nationwide through the distribution and installation of O/L traps .
A total of 37,114 OL kits were disseminated in all public elementary and high schools throughout the region . In line with this, orientation-seminars were conducted to train the school representatives/school nurses in installing and monitoring the degree of susceptibility to dengue in all public schools in the region in terms of the O/L index .
Reports on O/L indices were forwarded to the Philippine Council for Health Research Development (PCHRD) for data verification and analysis .
Disaster MitigationIn 2012, as part of the its Regional S&T Week (RSTW), DOST-MIMAROPA conducted
Disaster Risk Reduction and Management Forums in Romblon and Marinduque last July and August, respectively . These forums aim to enhance the capability of the communities in disaster preparedness and mitigation . Resource persons from the Office of the Civil Defense-MIMAROPA (OCD-MIMAROPA), Philippine Atmospheric, Geophysical and
Astronomical Services Administration (PAGASA) and Philippine Institute of Volcanology and Seismology (PHIVOLCS) were invited to discuss topics on RA 10121: Philippine Disaster Risk Reduction and Management Act, hydrological, meteorological and geological hazards .
Moreover, the Region actively participated in activities of the Regional Disaster Risk Reduction and Management Council (RDRRMC) . Such activities include flood and earthquake simulation exercises in Naujan last February 2012 and training course on Basic/Intermediate Incident Command System (ICS) last October 10-12, 2012 at the Summit Ridge, Tagaytay City . The training course aims to continuously capacitate the participants on the appropriate and suitable model for on-scene disaster response and management system . The aforementioned activity was attended by disaster responders, representatives from regional line agencies and LGUs .
In line with the Simultaneous Earthquake Drill Program of the National Disaster Risk Reduction and Management Council, the region conducted an earthquake drill last March 1, 2012 . Ms . Joan C . Salcedo, Science Research Specialist of the Seismological Observation and Earthquake Prediction Division of PHIVOLCS was invited by the Region to assist in the conduct of the drill and to give a short lecture on Earthquake Awareness .
Furthermore, maintenance of 6 AWS and 5 ARGs deployed at selected municipalities in the region was regularly conducted to ensure that sufficient and continuous flow of near-real time metrological input to and from the field stations for efficient forecast and warnings .

ConsortiaThis year, DOST-MIMAROPA continues to support MIMAROPA S&T undertakings
to improve the quality of life of the people in the region . In line with its mandate to strengthen linkages with line agencies, state universities and colleges, and private institutions across MIMAROPA, the Regional Office took part in establishing regional R&D consortia to strengthen collaborations among agencies to initiate and conduct researches and programs supportive of inclusive of growth and sustainable development and to address emerging concerns across the region, most especially on the health and industry sectors .
MHRDC upholds health R&D initiatives in MIMAROPA
The MIMAROPA Health Research and Development Consortium (MHRDC) celebrated its 2nd year of continued aim to provide growth in the province thru health research and development .
In 2012, the consortium conducted a series of training on Capacity Development . The training aimed to assist MIMAROPA researchers in developing research proposals related to health . The series started off with an Orientation on Research Ethics and Proposal Writing . The importance of an Ethics Review Committee/Board to an institution/agency that does health researches was also stressed in the said event . Furthermore, the consortium also held Basic Research Methodology Training and Data Analysis Training this year . Both were intended to improve research proposals submitted to MHRDC in terms of formulating quantifiable objectives, developing research procedures inclined to the scientific method, and identifying appropriate data analysis techniques to fittingly answer the researches’ objectives . To date, MHRDC was able to develop nine full-blown research proposals for possible approval and implementation in 2013 .
MHRDC also participated at the 6th Philippine National Health Research Week Celebration wherein the research entitled The Efficacy of Ixora coccinea Stem and Leaves as Anti-inflammatory Agent in the Healing of Open Wound from Marinduque State College competed for the poster presentation category .
Yet another milestone for the consortium, MHRDC conducted its 1st Health Research Forum themed “Health and Development in MIMAROPA“ last December 11, 2012 at the DOST Executive Lounge, DOST Compound, Bicutan, Taguig City . The forum served as a venue for MIMAROPA researchers to share and learn from each other’s knowledge and experience in health research undertakings . The consortium plans to give awards for the best paper and poster presentation in the coming 2nd MHRDC Health Research Forum on November 2013 .
With constant support from its growing member agencies and institutions from MIMAROPA, MHRDC will strive to create a more intensified health research and development base in and for the region .
STIRDC keys technology and innovation in 2012
Coping with the rising industry of technology and innovation in the country, the Southern Tagalog Islands Research and Development Consortium (STIRDC) focused its thrusts on science and technology development for the MIMAROPA region in the year 2012 .

The STIRDC 2nd Extension Management Forum kicked off the consortium’s 2012 activities . STIRDC member-institutions shared their extension management initiatives in the forum . Some of the exhibited programs were Palawan State University’s farm-waste management and Marinduque State College’s Tulong-Pangkabuhayan thru Peanut Production Program . STIRDC also held a three-day Technology Transfer Mechanism Training in Puerto Princesa City this year . It aimed to equip participants the knowledge of what a Technology Assessment Protocol has to offer . STIRDC also conducted a Nanotechnology Forum which introduced the concept Nanotechnology applications and its R&D roadmap . More so, STIRDC conducted a Proposal Development Workshop bordering on the theme “Harnessing MIMAROPA’s Agriculture and Natural Resource Base for a Vibrant Agro-Industry and Energy “ where researcher-participants were lectured on how to produce quality agro-industry and energy related researches acceptable for funding . STIRDC also identified its lead agencies per priority research program grounding it on the institutions’ strengths . STIRDC aims to produce quality researchers that are inclined to developing and eventually extending studies that are relevant to the advancement of the region’s technological forwardness .
Capping off the consortium’s year is its 2nd Annual R&D Conference last December 10, 2012 . The conference was graced by Consortium officials, guests, member-agencies, and conference presenters . A total of 37 papers were presented: 23 under the Basic Research category and 14 under Applied Research category . There were 45 competing posters in the Poster competition . Winning the first prize in the Basic Research Category was Western Philippines University’s “Assessment of the Techno-Gabay Program in Palawan” while Romblon State University’s ” Design, Construction and Test Performance of Tiger grass Pollen
Remover con Wood Working Machine” won the first prizes for both the Applied Research category and poster competition .
The year 2012 had been a full year for the consortium . With all the research, development, and extension activities performed to continually develop mechanisms to address the S&T needs of the region, STIRDC, now on its 3rd year in service, can testify to the saying that great things, indeed, have small beginnings .

DOST-MIMAROPA continued to provide technology forums/clinics as platform in promoting S&T programs, services and the latest DOST technologies and innovations
to the community and stakeholders . For the year, the regional office was able to conduct a total of 87 technology forums/clinics attended by 2,170 individuals from 351 firms . Topics covered were mostly on food processing, packaging and labeling, biogas technology, shelf-life testing/nutritional analysis, complementary food blends and snacks and SETUP funding mechanism .
In line with its Regional S&T Week celebration, DOST-MIMAROPA conducted forums featuring/showcasing DOST’s High Impact Technology Solutions (HITS) which include brown rice technology, ceramic pot water filter and telehealth . To increase the awareness and the capability of the general public with regards to disaster mitigation, forums on Disaster Risk Reduction and Management were also conducted wherein resource persons from the Office of the Civil Defense-MIMAROPA (OCD-MIMAROPA), Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) and Philippine Institute of Volcanology and Seismology (PHIVOLCS) were invited to discuss topics on RA 10121: Philippine Disaster Risk Reduction and Management Act and the science behind and mitigation measures for hydrological, meteorological and geological hazards . For 2012, the Regional Office continues its duty to promote DOST’s programs and services in the region through fairs, technology forums, seminars .
DOST S&T Fairs served as platforms for information exchange on technological developments, R&D breakthroughs, S&T programs and services and new products developed through S&T . DOST-MIMAROPA participated in the National Science and Technology Week (NSTW) from July 10-14, 2012 at the SMX Convention Center which highlighted the awarding of Ulip Welding Shop of Oriental Mindoro as MIMAROPA Region’s best SETUP adoptor on July 13, 2012 . The South Luzon Cluster S&T Fair (SLC Fair) conducted on November 22 to 24 at Walter Mart in the City of San Fernando in Pampanga, featured forums on DOST’s Nationwide Operational Assessment of Hazards (Project NOAH) and the Research Colloquium by the Philippine Council for Industry, Energy and Emerging Technology Research and Development (DOST-PCIEERD), which discussed topics ranging from bamboo veneer lathe technology to dragon fruit processing and product development .
The Regional Science and Technology Week (RSTW) highlighted the conduct of technology forums in three (3) provinces of the region, namely Palawan, on July 18; Romblon on July 24 to 25; and Marinduque on August 7 . The forums focused on the ceramic pot water filter, brown rice and telehealth to elicit awareness and interest on DOST High Impact Technology Solutions (HITS) newly developed by DOST . Apart from the forums on DOST’s High-Impact Technologies, an Invention Contest and Exhibit was simultaneously conducted in Romblon, featuring researches and inventions by students and inventors from the municipalities of Alcantara, Calatrava, Looc and Odiongan .

Promotion through quad media was reinforced for announcements of technology training courses, seminars, forums, S&T scholarships, calls for proposals, technology breakthroughs and S&T program/information campaign .
Social marketing initiatives were also conducted through media engagement and promo collaterals . The Regional Office drafted the maiden issue of “MIMAROPA STARS” on the 4th Quarter of 2012 . The book was intended to feature the success stories of 10 SETUP-assisted and 10 community-based projects of the Regional Office and to highlight the assistances provided by DOST for the improvement of the business operations, through the integration of technologies in the production processes, of its client MSMEs . The book is expected to be released on March 2013 .

S&T ScholarshipDOST’s Scholarship Program is offered to aspiring and qualified undergraduate students
who are willing to take S&T courses as their field of study . In line with the DOST’s mandate to accelerate the development of scientifically and technologically literate human resource, this grant serves as an investment for producing quality human resource who in the future will contribute to the country’s socio-economic development .
To enhance accessibility for DOST Undergraduate Scholarship application, DOST-MIMAROPA initiated the establishment of local application and processing centers in selected remote municipalities in the provinces of Oriental Mindoro and Romblon . Moreover, the “DOST-MIMAROPA Aptitude Battery Test/Review Module” was also developed to equip the aspiring undergraduate students for the 2013 scholarship examination with the hope of increasing the passing rate of examinees and assist more scholars for the upcoming years .
2013 Scholarship Examination
The examination for the 2013 Scholarship Program took place last October 2012 in selected SUCs and Educational Institutions across the MIMAROPA Region . There was a total of 943 examinees that were served against the 735 target . Among the examinees, 324 came from Oriental Mindoro, 199 came from the Palawan; 191 came from Romblon; 131 from Occidental Mindoro; and 98 from the Province of Marinduque .

There were ten graduates for the year 2012, eight of which graduated from Palawan; and one from Romblon and Occidental Mindoro respectively . Further, among the 10 graduates, 5 were BS Electrical Engineering graduates; 3 were BS Computer Science graduates; 1 was a BS Information Technology graduate; and the other 1 was a BS Computer Science graduate .
Monitoring of Scholars
For the start of academic year 2012-2013, there were 32 scholarship awardees, summing up a grand total of 58 on-going scholars for the 1st semester this school year . As of the end of December 2012, 2nd semester, 57 scholars were in good academic standing and would be further monitored until the end of the academic year .

Library ServicesDOST-MIMAROPA’s library services could be availed thru its respective DOST-PSTCs
across the region . Its collection of books and other reference material, and online library services, are made available to a wide array of researchers and entrepreneurs .
This year, there was a total of 930 library users served . The Province of Occidental Mindoro had the most library users followed by Oriental Mindoro, Romblon, Marinduque, and Palawan . There were more female users with 62 .6% of the total, compared to the male users . Majority of the library users were classified as Students, followed by Business/Entrepreneurs and the rest was from various sectors .
There was an excellent overall perception for the library service provided by DOST-MIMAROPA according to feedback forms that were answered by our respective users .

General Fund Allotment and ExpendituresDOST-MIMAROPA received a total of 59 .3M allotment for 2012 . Out of this amount,
P59 .25M was spent, leaving P143,512 .06 which consist of continuing appropriation for Capital Outlay and Strengthening of DOST Regional Metrology Laboratory Services .
PhP 2 .23M savings from Maintenance and Other Operating Expenses allotment were realigned to Personal Services for augmentation of Magna Carta Benefits for the months of April to October 2012 only .
The allotment and expenditures for Capital Outlay increased because the Department of Budget and Management released the additional P3M budget for the construction of Provincial Science and Technology Center in Romblon .

Human Resource Management and AdministrationPersonnel
DOST-MIMAROPA has a total of 43 personnel, of which, 19 are regular, supported by two project staff, thirteen contractual and nine job-order employees . These personnel are
composed of 23 males and 20 females . In terms of educational attainment of regular employees, two have doctorate degrees, eight with master’s degrees, and nine with bachelor’s degrees .
Ms . Christine M . Pine, the Chief Science Research Specialist, is currently taking her Doctor of Philosophy degree in Environmental Science at the University of the Philippines-Los Baños under the DOST- Human Resource Development Program (HRDP) .
