2. I have repeatedly pressed the B.G.S. to secure f'or us exact :figures of' the numl)ers involved. We have made it plain to GHQ MEF that, more especially in the case of' ~hies and Sames, the ex-mutineers must be included in the agreed monthly refugee totals, and that they must r)e included in the ship:9ing schea.ule. be so 2:ooa. as to discuss this with the B. G. s., to obviate our once again having these groups put into our h , nds without warning. As the attached f'igures supplied by the Ilinistry of' Repatriation are not always accurate, rJOuld you please ask the B.G.S. to get us accurate figures, brealc dovm of destinations and intende(l dates of s'lirnnent back to Greece? -

'Ve have received still another communication from Miss Elizabeth Bro~m, UNRRA Representative in Jerusalem, to the effect that the Greek Consul General, Mr. Christodoulqs, still maintains that he has orders not to visa the DP-2 cards of refugees in that area who are not being supported by the Minis try of 1Jelfare. He also m intains that UNRRA has no responsibility for re:r:a tria ting the Sephardic and other Je•~rish groups.

Apparently Mr . Christodoulos bases this contention upon the fact that many of the people who are not being supported by the Minis try hold certificates of identity on which are printed"·•·•· has been granted permission to remain in Palestine as an immigrant under the immigration ordinance of 1933n. We have the assurance of the Palestine Department of Immigration that these are not considered as authentic i1mnigrant certificates and do not make the holder anything other than a refugee.

:Mr. Venardis, in a conversation held in Col. Hyde's Office on June 20, agreed tha.t the holders of these certificates are refugees and that the Greek Government should approve their repatriation. All of his efforts along this line as well as ours, have so far been blocked by the Jerusalem Consul General.

It may be that this is a move on the part of the Greek Governn.ent to force the repatriation of fue Ministry list people at an earlier date, than might otherwise be the case; however, this is open to some question, and our staff is not unanimous in this interpretation. There

- 2 -

are some 700 to 900 people not on the .. Unis try list in Palestine, and we are most anxious to get this matter settled at the earliest possible date. Would you therefore, make strong representation to the Foreigh Office an:i get it to is sue instructions to the Consul at Jerusalem to live up to the agreements wbich have been rmde.

He are sending a representative of the Repatriation ::)ivision to .t\dd.is .4:!:)aba and Diredm·,a in the near future to arrange for the removal of the refugees f'ron. these ca.-nps "to a point , probably Djibouti , where they can embark for their passage ho:'.:le. It is important, therefore, that ,~e reach an understanding with you about their repatriation.

It would be much e~sier on the refugees, and a ship could be obtained much mare easily, if they oo uld be transported directly to Greece , Yri thout having to stop off at one of the Hid.dle East Ca.Il1)s . On the other hand, it is likely that any shi·:i we may be abl e to secure i'ar this pur-pose v,ould be able to put into only one Greek port, probably : 'iraeus . 1 ould it be feasible for you to acce t these 1100 ref O'ees at one part , in addition to the regul repatrfo.tion schedule if that is necess"\cy, n.nd then arran e far their transfer to their respective ho,..e regions'i

I6 June and 413 of IS June.

I. Latest shi opin ~ infonnetion indioates three follov ing possible

alternative plans. In order obtain shippin~ in addition to ::I.P

must a~ree r epa b 1ate total 6000 monthly to Dodecanese and Greece.

a) PK may be retained and subject acceptance by CAB of Dodecanese

repatriates during July and August may be possible arrange monthly

lift 6000 to Dodecanese and Greece. In this event Greek schedule

4I .for July and J1gu.st might stand with amended dates. In order make

full use of shipping might be necessary inolude during months July

August moves planned for I6 and 2~ Jume which at the moment have

been oancelled.

b) Assuming DOD~~ AN~ss repatriation agreed and PK is NO available

may be able obtain one or two sh~ps whiob to~ether co~ad lift 5000

monthly to GREE0~ in addition to IOOO lifted direot to DODECANEq~

by ;p. Draft of above shippin~ would probably preolude these

ne~otiatin~ Aegean channels under present condition and they would

have to unload at Pireaus. I! sufficient camp stores provided

- 1ould you accept 5000 Greeks p er month at Pireaus and arrange onwards

transmission to islands where necessary.

c) If PK is not available and you oanno t agre ( B) above -only EP

will be e.v4ilable. chedule would therefore be approx IOOO per

month end DODSC A~L:'E repe.tri9ti n would be suEpended.

ATTENTION: DISPLACED PERSONS DIVISION

Dear Sir:

We have received from the Director in Camp Nuseirat the following communication:

nKallikantzarou, Katina-F01216J06, a refugee from Kalymnos, has been a resident of Camp Nuseirat since January 1944. She called at our office to inform us that she does not wish to return to Kalymnos but instead wishes to join her husband, Nicolaos, who is now at Rue Podalizivu Parados 7, Piraeus . Will it be possible to ascertain if the husband and his family who live at the same address can accept her and if she can go to Piraeus rather than to Kalymnos."

Will you please investigate this situation and advise us what action should be taken.

Mr . Buell Maben Acting Chief UNRRA Greece .Mission

Yours faithfully,

~Jtd#-)~~ H. van Zile Hyde, M.D. Chief, Middle East Office
