Le rsonnel de l'UNRRA, recrute d'ailleurs suivant des regles tres differents selon les p s, st f'orcement tres ineg • Le personnel medical est, je crois, le meilleur. Je vous vais di t comb· en j' va.is ete xced.e par l'attitude de la jorite des medecins f'rancais de l'UNRRA Granville et en Belgioue. Je dois dire qu'heureusement., en voyant a. l'oeuvre les edecins fre.ncais d s c s des nvirons, on en retire une toute autre impression. L plupart~ntre eux font tres consciencieusement leur travail., et d.ana des conditions particulierement difficile.

Le reste du personnel de 1 'UNRRA. est ssurement tres in:ferieur au personnel medico-social: medecins, lD.lrses, welfare. Pour ce personnel on pouvai t en effet b ser son choix sur des titres techniques precis et sur des ctivites anterieures. n revanche cun regle bien precise pouvai t p sider 8ll

choix des directeurs ou des au.tree officiers. Le resul ta.t s' en ressent forcement.

r·should like to take the occasion of the assembly of all your delegates and staff to exuress our personal as well as official appreciation for the many substantial contributions which your organization has made to the important vocational training and rehabilitation program for the Displaced ersons Operation, Germany.

It is cleer to us here that your sixty years' record of experience in many countries with vocational training and re-training of refugees in agriculture and in skilled trades is being continued and enlarged in the course of your activities with displaced persons. Thus we feel that your contribution constitutes more than the many valuable supplies of tools and other equipment, but extends also to your leadership position in the principles and methods of training and re-training. e have noted, also, your continuous emphasis on the selection and instruction of teachers from among the displaced persons themselves. This demonstration and example has been an encouragement to UNRRA and also to the other agencies associated with us.

Your extensive provision of tools and supplies has been matched by the application of the tested principles of organization, development and guidance of vocational training programs for refugees which you have acquired in the long and splendid history of your organization. Thus both materially and in leadership the orld ORT Union has taken a lead nosition in the all imuortant task of rehabilitation which must follow the liberation of Europe.

Thus, we should like to thank you in the name of the displaced persons for the machinery, tools and raw materials which you have provided, and also to congratulate you and your organization for adding another splendid chapter to your distinguished record.

In confirmation of our telephone conversation of last night, I should be glad if you would be advised by these presents that every one of my UlR people granted leave from Germany to visit the ·.res tern Hemisphere must travel by air. This is ti1e one condition on which I am granting leave. If it is otherwise then I shall, of necessity, have to cancel leave granted, since my strength is falling so low that I cannot afford to have people absent from Germany for more than the absolute minimum period.

I am aware of the ERO attitude in the matter mich is based mainly on complete ignorance oft e fact that \\hat they refer to as my 1ission contains over 5,000 people, as distinct from the dozen or so that comprise every other ission in Europe, except yours. There is also of course an element o.f bloody-mindedness that I fear is present in most of our dealings.

I sympathize lith your position in the matter, and -I want to do everything possible to absolve you from any sort of risk in the affair. I gather that some pettifogging clerk in London has had the bright idea that I should personally sign every leave pass to everybody on leave from Germany . There are, of course, many hundreds of people who will need air transport on leave to the ·1estern Hemisphere, the Antipodes, or 'frica, or some such place, and they live scattered throughout Germany from hell to breakfast, as the saying goes. It is absurd to suggest that their papers should travel around so that my signature may be obtained. If you consider that my si ature is necessary, I shall be glad if you vould forward me a supply of some sort of certificate that ould satisfy you, so that I may sign in a spare moment a few thousands that you could fill in as you felt so minded. To cover any outside case, I enclose, as I promised .to do, my blank cheque to you, which you can use as necessary to ensure that there is no delay in my people getting away.

The whole affair of this overseas leave is of course a piece of glaring mal-administration, but e are now committed to it, and must therefore make the best of a thoroughly bad job. hat I want to impress on you is that I wish to make myself entirely responsible in the matter, and ask merely for your help, and not in any ~ay that you

idem. On making enquiry from USFET, as you wished me to do , I find that you have already been granted a stay of execution for a further 28 days. But, '1Villie, what are you going to do at the end of that 28 days? Are you going to ask me once more, I will not say to perjure myself, but to stick my neck out in that direction on your behalf?

You have all my sympathy in your difficult position , but it seems most unsatisfactory that your precarious equilibrium should depend upon my unofficial demarches to our mutual friends in Frankfurt .

If you do wnnt me to function some more, {one does what one can), may I make so bold as to ask you to give me a bit more warning. I don't know if I should be successful , but you may rest assured, my dear iillie , that my services, for what they are worth , are herein, as ever, completely at your disposal .

Arrangement has been made to close the dining-roan at 8:45 a.m., 1:45 p. oo 8:45 p.m. to enable the start to clear up atter the meals. Hr. SMITH or Surprop

Mtss G.lTES requested permtsslon to contlmte 1n the botel till her departure on Saturday (preTlously supposed to be Frld8,Y'). This s refused, as was the request by 111 ss BRIGANTI. To my surprise. on the evening or the 2200, I learned tnat neither had vacated their rooms as instructed the preTious day, even although a sllp was given to the111 to obtain billets elsewhere.

On r onday, November 19th. Mr. GABLER transmitted to Brigadier FRASER various cmplairt.s purporting to come trm his start regarding the messing an-angement1 at the oztord & Cambridge Hotel.

In substance. the coaplaints were as follows:

l. Pood supplied inadequate. Full ration being drawn but not being issmd.

2. The sugar allowances se"ed at meal ti1111s •aunnecessarily restricted.

3. That stockS rL rupplles were belrg accumulated.

I apologized to the head-waiter, whose behaviour thraJ&bcut was most correct under the ■ost tryln& clrcU11Stanc11. LE.AVE - ,AUTHORIZED ABSENCE FROM POST OF DUTY

1. The policy developed by ERO for field personnel under Adm.inistratiye Order No. A,89 dated 23 May 1945 regarding leave regulations entitles employees to the following:

a) Annual leave accrued at the rate of two and one-sixth days per mcn,.th, to be granted subject to the exigencies of work.

b) Sick leave as necessary .to be certified by a qualified physician when taken for a period longer thun four days.

c) Leave ·without pay when absence from duty crumot be covered by annual. or sidle leave,

d) C'ompensatory leave to offset tine worked in addition to established ,;1crking hours, to be granted for a period not longer than one day at any o;ne time.

2. UNRRA personnel shall serve a minimum of three months in Germany before annual leave may be granted. Such leave shall not exceed seven days plua travel time unless othervtise authorized by the zone director. In no case shall annual leave be granted at a staging center to employees awaiting original deployment to the field.

be granted only to personnel for whom competent military movement orders can be secured by UNRRh. for return to their homes or to areas where military billeting and messing is not req~ired. ·

4. Annual leave is to be held to a minir.n.un since full strength is required in the field at this t:ir:1e, and is to be grruitcd only when the responsibile authoriz­ing officer has detennined that the work of the organizational unit concerned will not suffer thereby, and after satisfactory arrangements for any necessary ·r .eplaccm~nt have been made.

5. Compassionate leave is emergency leave granted to an er.1ployee when emergency circumstances require his absence from his post of duty, i.e., dc.ath in family, serious family illness, etc. It is charged ci ther to onnµtl loa:ve or leave without pay.-

6. Compensatory leave ah::J.l be granted as restitution only for overtime work authorized in advance by a supervisor. Pull records· must be maintained. Compeni­satory leave must be grnntcd vtithin ninety doys of the overtime vmrked., cannot be granted for a period of more than one day at a t:ine, and cannot be transferred from one unit to :mother. No cash pa.yr.tent is ever nade in lieu of compensatory leave.

Wherever posaible facili­ties will be provid d in o pa for giving the maximum possible employment in auch things as ahoe repair. tailor­ing. carpenter work. and 80 on. Athletic .fields and equip­ment should be seoured from the German population. Sohool rooms tor children should be provided.

Necessary guarding should be done by displaced per1ons themselves. on the volunteer syatem and without arma. W.li­tary BUpervieors may be employed but will not be used aa sentries except in emergency. h"'verything should be done to encourage displaced persons to understand that they have been freed from tyranny and that the supervision e:x­eroiaed over them is merely that necessary tor their own protection and well-being and to facilitate esaential maintenance. In anticipation of Winter months they should be enoouraged to provide tor themselves the greateat poaai­ble amounts of tu.el.

Frequent inspections by commanders of all grades are man­datory. Incompetent perscnn 1. either in the civil or military organizations should be inatantly relieved by the Army Conan.and r.

Thank you for your letter of the 3rd Ootober on the subject of tbis most distressing question of the dismissal of the Frenoh personnel. I entirely agree that the whole affair is really most disgraoef'ul and I do so hope and trust that I shall be able to do sanething that will preTent too much of this happening in the future.

I don't quite gather fran you whether you have been able to dispose of the cases that have alreaey given rise to canplaint. If not I do not see hovr we can very well take retrospeoti ve action in the matter.

As reaa,rds the future, I ha.Te been pinning great hopes on the arrival and installation of General L,nolws on whan I should be Tery glad to have your report. I have news todey' that he has not made-a very good impression at the European Regional Office.

Most unfortunately I have failed yet to contact General Koenig. I was to have flown over to see him on Sat\.ll'dq but the weather closed in on me and I had not time to go by road. Now I hear he can't see me until the middle of next week at the earliest which is vezy distressing.

Incidentally, you should know that I am taking a step which will, I hope, tend to better relations saanhat, in that I am hoping to be joined here very shortly by Dr. Simon now in lilxembourg. He was up here tor the weekend and I had one or two talks with him and tozmed the impression that as an inoiv.idual he is quite first class. Frau. what he says I gather he should be all r.i.ght with De Ge.ulle, but I know nothing of his standing in relation to the other chief actors in the drama. It would be a help to have a..eything that you know as regards his standing with the Governnent or with the Antry.

I did what I could at USF.ET t~ as regards the several administrati Te points that you raise. I have asked the Chief of Staff if saneone could be delegated by him to treat with you in the matter. But as I see it, whatever arrangements you make with the

(.American A'l.flf3' can be only temporary since it is their intention to clear out of France at the earliest possible manent which mey- be so soon as November or Deoember.

Thank you for your letter of 25 September 1945 regarding the above-mentioned employees. We have for some time been concerned about the problem of those UNRRA employees now in the field who are not in possession of Military Permits. At the moment nominal rolls are being prepared or all continentals in the U. s. and British Zones. As soon as they are received in this office, they will be forwarded to the Combin~d Travel Board in Berlin where the permits will be issued.

We hope, therefore, that it will not be too long before this situation is cleared up and your orfice will not have to be inconvenienced.

Reference i made to your letter of 18 September to Fletcher Kettle in which you indicate the difficulty you are hav ng in Paris in finding adequate personnel for your operations, and reruest the release to you of Miss Dorothy Bradley. As you know, she has served most capably here and it is with great regret that we give our agreement to the transfer.

Miss Bradley will be available on or about 1 October. She is on an ERO budget line and I was informed by telephone from the Personnel Office in London that she was classified, as of 19 September, as an administrative assistant, Grade 5, $2400. She has taken no annual leave since she left London for this Operation.
