Chapter IINTRODUCTION
Background of the Study
The Sultan Kudarat State University has a Student Body
Organization that aims to promote better understanding and
unity among the SKSU students who belong to different tribes
or culture, develop appreciation for moral and spiritual
values and to provide training for leadership through its
various social, educational and cultural programs and
activities.
The institution, Sultan Kudarat State University
Tacurong City Campus, responds to it and annually elects
Student Body Organizations Officer to achieve its aims.
The Student Body Organization Officers basically
performs the following tasks towards the students: Student
Relations, Dissemination of Information, Organizing School
Activities, Application Student Services and Project
Implementation. These services are the primary basis to

determine their Efficiency and Effects of the SBO Officers
to the Students.
Objectives of the Study
The objectives of the study are to determine the
efficiency of the SBO Officers, its effects on the Student
at Sultan Kudarat State University Tacurong City Campus and
their significant relationship.

Significance of the Study

The study is of great importance since it seeks for the
improvement of Student Leadership at Sultan Kudarat State
University Tacurong City Campus. This is done by determining
the Efficiency of the highest student leaders in the campus
(Student Body Organization Officers, SBO) from three (3)
different leadership terms (2008-2009, 2009-2010 and 2010-
2011). After determining, the researcher finds the area
where the student leaders need improvement and suggest
better strategies in their performances for the development
of the future student leaders.
Scope and Delimitation of the Study
The researcher’s study is determining the Efficiency of
the SBO Officers and its Effects on the Students at Sultan
Kudarat State University, Tacurong City Campus academic year
2008-2011.
Time and Place of the Study

The study was conducted January 2012 at Sultan Kudarat
State University Tacurong City Campus.
Definition of Terms
The following terms used in the study of the SBO
Officers in SKSU Tacurong City Campus.
Dissemination of Information refers on how the SBO Officers
distribute information to the students inside the
campus.
Effects refer to the result of the efficiency of SBO
officers of SKSU-Tacurong City Campus. Example:
Actual Filled-up Survey Questionnaire no. 99 B.
EFFECTS, statement 2.b- Officers and Students have
complete attendance during the events in the

campus. This statement was rated with 5 which
describe as Always or Highly Effective (pg.47).
Efficiency refers to the degree of effectiveness of SBO
Officers in achieving their desired results with
minimum expenditures of energy, time, money or
materials. Example: Actual Filled-up Survey
Questionnaire no. 99 A. EFFICIENCY, statement 2.e-
Officers check attendance of students every
meeting. This statement was rated with 5 which
describe as Always or Highly Efficient (pg.45).
Project Implementation refers to the enactment of projects
agreed by the SBO Officers.
SBO Student Body Organization, refers to the organization
where in the students leaders involve in the study
is officiated.

SBO Officers refers to a group of student leaders under the
office of the Student Body Organization SKSU
Tacurong City Campus.
School Activities refers to athletic and socio-cultural;
events/programs in the campus
organized/facilitated by SBO Officers.
SKSU Sultan Kudarat State University refers to the State
University proclaimed January 2010 formerly known
as SKPSC (Sultan Kudarat Polytechnic State
College), located in Sultan Kudarat.
SKSU Tacurong Campus refers to one of the pioneering campus
of SKPSC now SKSU and the place where this study
is conducted.
Student Relations refers to the interaction between the SBO
Officers and Student Population in the application
of dissemination of information, organizing of

school activities, student services and project
implementation.
Student Services refers to services rendered by the SBO
officers to the students.
Tacurong City refers to the component city of Sultan Kudarat
and the location of SKSU-Tacurong City Campus.
Chapter IIREVIEW OF RELATED LITERATURE
WORKERS EFFICIENCY
Self-efficiency it is the use of one’s abilities in
order to bring optimum results with least waste and stain.
Self-efficiency refers to self awareness and self-
development to realize one’s aspiration. In self-efficiency,
the worker independently tends to discover his
potentialities and fully enhance them which redound not only
to his own benefit but to the benefit of others as well.

Social or Group Efficiency, refers to human relations
connoting good teamwork and social efficiency. Getting along
with your fellow workers as you perform your job within and
outside the organization fosters work efficiency (Ramirez
and Beltran, 2004).
EMPHASIS ON SOCIAL EFFICIENCY
People who succeeded in business, politics and
profession have been found to have dependent much on their
ability to deal with people. The cultivation of appropriate
behavior in the organization and the community has been the
key to moving upward in social and economic terms. The
effectiveness of the individual in general has been based on
having the competence in human relations just as in
scientific and technological ability. The grouping emphasis
on the corporate character of business has accentuated
rather than lessened the need for personnel who possess the
skills in human relations which comprise the application of
learning in the social sciences (Azanza, 2001).

This efficiency results into the effectiveness of an
organization/group that develops specially on the executive
system of the organization.
TRENDS ON ORGANIZATION DEVELOPMENT
Effective organization requires more and more that the
executive system be highly adaptable. Recognizing the need
for adaptability of the organization in a changing society
has resulted in some new practices. First among these is a
conscious planned approach to executive development so that
people of appropriate training and proven competence may be
available for assignment to key positions as needed.
Second is the use of the task force or the project form
of organization. This permits the assembly of personnel of a
variety of appropriate specialized competence for assignment
to the completion of a specific task or project in its
entirety. Such group can be created and broken up rapidly
and without a sense of unfairness on the part on the
individuals concern.

The forgoing two practices have been adopted recently
in the Philippines. Executive development has been given
emphasis with the inauguration of the Development Academy of
the Philippines at Tagaytay City. Task forces on development
projects have also been organized on national, regional,
provincial, city and municipal levels.
Thus organization in the future will be more and more
flexible as they become viable to varying needs of the times
(Leveriza, 1990).
Trends presented above may also be adapted by the
following organization.
STUDENT ORGANIZATION
There shall be a Student Body Organization which shall
aim to promote better understanding and unity among the
SKPSC students who belong to different tribes or culture,
develop appreciation for moral and spiritual values and to
provide training for leadership through its various social
and educational and cultural programs and activities (SKPSC
Handbook, 2004).

CAMPUS STUDENT BODY ORGANIZATION
Each campus Student Body Organization shall be composed
of the following duly elected officers in the campus as
follows: Governor, Vice-Governor, and eight (8) Board
members.
The qualifications of SBO Officers shall be the
following:
Governor – Incoming regular college junior student in 4-year
curriculum or senior student in a 5-year curriculum. Must be
a bonafide student of SKSU.
Vice-Governor - Incoming regular college junior student (3rd
year in 4-year curriculum) or senior student 4th year in a
5-year curriculum. Must be a bonafide student of SKSU.
Board Member – incoming 2nd, 3rd, and 4th year in 5 year
curriculum regular college student. Must be a bonafide
student of SKSU.

A candidate for graduation or a graduating student (in
a 4 or 5 year curriculum) is not allowed to run in any
position.
Any SBO Officers may be elected as officer of other
organization except as mayor or chairman.
Other criteria or requirements may be added by the
campus SBO provided it should not contradict with the rules
of USG (SKSU Handbook, 2010).

THE ROLE OF THE YOUTH IN NATION BUILDING
The role played by the youth in nation-building has
caught the governments’ attention. Their dynamism and
activism opened the eyes and minds of the Filipino leaders
and functionaries for needed reform. The Filipino youth
throughout the country fearlessly challenged the corrupt
practices of their elders and the deaf ears of society and
initiated moves to start reform. Many young Filipinos served
their countrymen in the remote hinterlands, giving education
and services as imperative to political reform.

In return the state is bound to promote and protect the
youth’s section well-being as stated in Article II section
13.
“The State recognizes the vital role of the youth in
nation building and shall promote and protect their
physical, moral, spiritual, intellectual, and social well-
being. It shall inculcate in the youth patriotism and
nationalism, and encourage their involvement in public and
civic affairs.”
In their training and education the youth are taught
virtues of patriotism and nationalism. They are required to
study Philippine Literature, Government, History, civics and
the present constitution. They are encouraged to participate
in both public and civic affairs (Bederio et.al., 2004).
ROLE OF SCHOOL
The role of the educational system, whose curriculum is
often heavily impregnated with the politics, is even more
important in promoting a doctored political culture as the

political participation develops inside the club and
organization of the society in the future. The school has an
important part where a child starts to open up in the real
society, which is indoctrinated by political affairs,
Walherg et.al. (1997).
According to Guillermo (1998), education is a means by
which a reader achievers change for progress, stability, and
prosperity. Through its process, the students are imbued
worth proper and upright ideals, values, attitudes and
aspirations provided with good opportunities to get and
acquire essential knowledge and understanding habit and
opportunities skills.
Role of a school is to develop raw child to perfect.
But present system implication in poor and developing
countries is that perfect (high marks) child is given
opportunities to get enrolled to good schools or colleges
and if the child is less than the expectations is asked to
seek repetition according to Sadashivan Organization, 2005
(Diaz, 2010).

As part of the study, it is very important to know the
history of the school and city where the research is made in
order to determine the society where the organization is
resided.
HISTORY OF SULTAN KUDARAT STATE UNIVERSITY
Sultan Kudarat State University formerly known as
Sultan Kudarat Polytechnic State College was established
last 1990, by virtue of Republic Act 9673, otherwise known
as the SKPSC Charter and authorized by then Cong. Estanislao
Valdez of the Lone District of Sultan Kudarat in the House
of Congress and Senator Edgardo Angara in the Senate. Unlike
other State Colleges, SKPSC was established out of five (5)
previously DECS-supervised High School in five (5)
municipalities of the Province.
These High Schools are those in Tacurong, now Tacurong
City and site of the Institute of Arts and Sciences, Isulan,
some 12 kilometer west of Tacurong, where the Institute of
Industrial Technology, Computer Science, and Engineering is,18
Lutayan, some 35 kilometers southwest of Tacurong where the
Institute of Agriculture is, Kalamansig, some 7 hours by
land travel to the coast west of Tacurong and where the
Institute of Fishery Technology is, and Palimbang, some 8
hours of land travel to the coast southwest of Tacurong.
Its main campus and administrative center is in EJC
Montilla, 5 kilometer west of Tacurong, which is also the
site of the Laboratory High School, Institute of Teaching
Education and Institute of Graduate Studies, Institute of
Law and College of Nursing. As the only State College in the
province, resolution were made by the Local Government Units
of Sen. Ninoy Aquino, Bagumbayan and even Glan, Sarangani
for the opening of extension programs in the said
municipalities. Consequently, a Memorandum of Agreement was
drafted and signed between and among parties on April 2006,
December 16, 2004, and March 10, 2005.
For the last three years during the term of the then
President, Nelson T. Binag preparation were done for the
conversion of state college to university and for whatever
reasons the bill was archived. With the installation of the

new president, Dr. Teresita Llorente-Cambel, updating of the
document relative to university hood was again done. In
addition, several strategies were employed to meet the most
coveted university status since this was also prime concern
of the incumbent president. Hence, on January 18, 2010 by
virtue of Republic Act 9966, SKPSC was converted into Sultan
Kudarat State University as sponsored by Hon. Pax
Mangudadatu and Hon. Congressman Arnulfo F. Go in the House
of Congress and Senator Manuel Roxas, Senator Edgardo
Angara, Senator Panfilo Lacson and Senator Miguel Subiri in
Senate (Sultan Kudarat State University, 2010).
TACURONG CITY
Tacurong City is a 4th Class City in the Province of
Sultan Kudarat, Philippines. According to the 2010 Census,
it has a population of 90,477. Tacurong now has a total land
area of 15,340 hectares, the smallest in land area among the
12 municipalities that compose the new province of Sultan
Kudarat, created on November 22, 1973 by Presidential Decree

No. 341. Tacurong became a component city of Sultan Kudarat
in 2000 by virtue of Republic Act 8805 in September 2000
(NSCB, 2001).

Chapter IIIMETHODOLOGY
The study used the descriptive type of research design.
In this study, the researcher gathers information through
survey questionnaires drafted with due consultation and
approval from the Adviser, Statistician and English Critic.
Respondents of the Study
The respondents of the study were the one hundred (100)
fourth year students who are officially enrolled at Sultan
Kudarat State University, Tacurong City Campus from School
Year 2008-2011. The respondents were selected by their
official year of residency stated above. This implies that
they are fourth year student at present. The number of
respondents comes from 1/3 of the total fourth year
population of two hundred eighty six (286).

Data Gathering Procedure
The researcher wrote a request for the Campus Director
allowing her to conduct the study at SKSU-Tacurong City
Campus. Requested a copy of the list and number of fourth
year students and took the number of the 1/3 population for
each which is 100 respondents filling up the survey
questionnaire. 1/3 is used to have a strong and validated
output of the study. The researcher used Random Sampling
Technique in the study.
Data Gathering Instrument
The researcher together with her Adviser, Statistician
and English Critic outlined a survey questionnaire that has
two parts the Efficiency of SBO Officers and its Effects on
the student. Each part has five (5) terms: Student
Relations, Dissemination of Information, Organizing of

School Activities, Application of Student Services and
Project Implementation. These terms have five questions each
for a total of twenty five (25) items for Efficiency and
another twenty five (25) items for the Effects.
The Descriptive Rating Scale below was used by the
respondents in rating each item as referred to the thesis of
Diaz, 2010:

To interpret the degree of relationship between the
Efficiency of SBO Officers and its Effects on the Students,
the researcher used the following rating scale below, when
the range of correlation coefficient is near ± 1 there is a
strong relationship between the variables while if the range
is near ± 0 there is a weak or no relationship between the

two variables, as referred from Bluman, 1998 (Elementary
Statistics):

The respondents of the study were one hundred (100)
fourth year students of Sultan Kudarat State University
Tacurong City Campus that are officially enrolled and
studied at the University from Academic Year 2008-2011.
Efficiency of SBO Officers
The Efficiency of SBO Officers is determined by the
respondents by rating them in Student Relations,
Dissemination of Information, Organizing of School
Activities, Application of Student Services and Project
Implementation.

In terms of Student Relations, the respondents rated
the statement e as “Highly Efficient” with the highest mean
rating of 3.61 which implies that oftentimes, the officers
and students coordinate on every program. While statements c
has “Moderately Efficient” interpretation with the lowest
mean rating of 2.99 which means that sometimes, officers
provide seminars, trainings, workshops to the students, this
is due to the time-consuming process of acquiring funds and
the financial status of the students to provide their
registration fees. A section mean of 3.42 is given by the
respondents that is interpreted as “Highly Efficient” which
implies that majority of the statements above are oftentimes
done by the officers with efficiency. This is possible
through the cultivation of the connection between the
organization and the students that is the key to the
development of the institution (Emphasis on Social
Efficiency- Azanza, 2001).

The Dissemination of Information conducted by the SBO
Officers was rated with a mean raging from 4.22 as the
highest and 3.57 as the lowest that have a section mean of

3.90 interpreted as “Highly Efficient” which indicates that
they oftentimes perform the above statements for
dissemination of information. This is due to the officer’s
access on basic materials for the task, such as office
computer and communications from different concerned
offices. Thus, connoting good teamwork among the group
fosters work efficiency (Worker’s Efficiency- Ramirez and
Beltran, 2004).

When Organizing School Activities the officers were
rated with “Highly Efficient” in statement a with the
highest mean of 3.89 which indicates that oftentimes they
follow the exact annual activity plan of the campus, while
statement c got the lowest rating of 2.96, interpreted as
“Moderately Efficient” which means that sometimes they start
every program on time, this is because of the limited time
allotted by the officers in preparation for the program and
the late arrival of the students and guest speakers. A
section mean of 3.46 is given by the respondents and
interpreted as “Highly Efficient,” which reveals that the
SBO Officers oftentimes Organize School Activities. This is

because the Youth; both officers and students are encouraged
to participate in public and civic affairs (The Role of the
Youth in Nation Building- Bederio et. al., 2004).

As for the Student Services, the respondents rated the
officers with the highest mean of 3.88 that was interpreted
as “Highly Efficient” which indicates that oftentimes, they
provide basic necessities of students during or before
examinations (statement of accounts, receipts, and clearance
sheets). While statement e got the lowest mean of 3.40 that
was interpreted as “Moderately Efficient” which implies that
sometimes, they satisfy the students after every program
this is because each student has a different way to be
satisfied. A section mean of 3.57 is given by the respondent
that is interpreted as “Highly Efficient” which indicates
that oftentimes, the officers provide student services. This
is because the youth serves their countrymen for the
nation’s development (The Role of the Youth in Nation
Building- Bederio et. al., 2004).

The SBO Officers Efficiency in terms of Projects
Implemented was rated with the highest mean of 3.42 that is
interpreted as “Highly Efficient” which indicates that
oftentimes they provide programs that cater the needs of
students. Statement e on the other hand was rated 3.27 as
the lowest and interpreted as “Moderately Efficient” which

states that sometimes they consult the students before
planning/proposing a project. This is due to the time-
consuming process of consultation, long deliberation of
plans and different views of students. A section mean of
3.33 was given and interpreted as “Moderately Efficient”
which indicates that sometimes, the officers Implement
Projects using the statements above. This is because of the
grouping that emphasizes the need for personnel with the
skills in human relations to apply the above statements with
efficiency (Trends on Organization Development- Leveriza,
1990).

To summarize the mean for the efficiency of the SBO
Officers, the highest rating goes to Dissemination of
Information which is 3.90 interpreted as “Highly Efficient”
which implies that oftentimes, the officers disseminate

Efficient” which indicates that oftentimes they do the tasks
mentioned above with efficiency. This is because the groups
that succeed in their projects have been found to depend
much on their ability to deal with people, and this has been

The Effects of the Efficiency of SBO Officers were
assessed by the respondents in terms of Student Relations,
Dissemination of Information, Organizing School Activities,
Application of Student Services and Project Implementation.

oftentimes, the officers are effective in adapting and

and interpreted as “Moderately Effective” which indicates
that sometimes the officers are effective in conducting an
organized and efficient program. This is because the ratio
of students and officers are unbalance that the students are

implies that oftentimes the officer has an effective student

has been based on having the competence in human relations

Information had the highest mean of 3.67 that is interpreted

as “Highly Effective” this implies that oftentimes they are
actively participating on every event inside the university.
On the other hand, the lowest mean of 3.32 was given to
statement b that is interpreted as “Moderately Effective”
which implies that sometimes, officers and students have a
complete attendance during the events in the campus. This is
because sometimes, the students and officers are requested
to report on their OJT or make-up classes with permission
and approval of the authorized personnel. A section mean of
3.52 was given by the respondent that is interpreted as
“Highly Effective” which implies that oftentimes the
officers are effective in Disseminating Information. This is
possible with the coordination among the co-officers that
creates effectiveness in working (Worker’s Efficiency-
Ramirez and Beltran, 2004).

In terms of Organizing School Activities, the
respondents rated the SBO Officers with a highest mean of
3.60 that is interpreted as “Highly Effective” which implies
that oftentimes they conduct activity on time according to
the annual activity plan of the campus. While a lowest mean
of 3.14 was given to statement c that is interpreted as
“Moderately Effective” which indicates that sometimes they
finish every program on time this is because of the result
on table 1.3 statement c that sometimes they also start the
program on time. A section mean of 3.39 was given by the
respondent that is interpreted as “Moderately Effective”

Organizing School Activities. Effective organization
requires the adaption of executive system. The need to
develop the executive branch by appropriate training is
essential (Trends on Organization Development- Leveriza,

sometimes officers provide comfortable/accessible area
during signing of clearance this is due to the area of the
SBO Office that is small and limited to small number of
students at a time. A section mean of 3.47 was given by the
respondent that is interpreted as “Highly Effective” which
implies that oftentimes, officers are effective in Student
Services. This is due to the Officers’ dynamism and

Finally to summarize the Effects of the SBO Officer’s
Efficiency, the respondents rated them with the highest mean
of 3.52, interpreted as “Highly Effective” in Dissemination
of Information which implies that the officers are effective
in the said statement. However, Project Implementation got
the lowest mean of 3.30 that is interpreted as “Moderately
Effective” which indicates that sometimes officers are
effective in Project Implementation. A grand mean of 3.42 is
given to this table that is interpreted as “Highly
Effective” in doing the above statements. This is because
the Student Body Organization provides training for
leadership through its various social and educational and
cultural programs and activities (Student Organization-
SKPSC Student Handbook, Revised 2004).

The table reveals that the Efficiency of SBO Officers
and its Effects has a “High Degree of Correlation,” with an
r-value of 0.74 that is higher than the r-critical of 0.197
and the r-value is near to ± 1, this indicates that there is
a strong relationship between the pair. With t-computed of
10.891 which is higher than the t-critical of 1.985, the
correlation between the variables is interpreted having
“Significant Relationship.” This is because there is a
direct cause and effect relationship between the variables
if the t-computed is higher than the t-critical. That is;
the Efficiency of the SBO Officers causes Effectiveness in
their basic tasks. The interpretation stated above is
supported by Bluman in his book entitled Elementary
Statistics, Third Edition, 1998.

SUMMARY, FINDINGS, CONCLUSION and RECOMMENDATION
The study of the researcher aimed to determine the
Efficiency of the Student Body Organization Officers, its
Effects on the Students at Sultan Kudarat State University
Tacurong City Campus and its significant relationship. This
is because of the researcher seeks for the improvement of
Student Leadership in the above mentioned institution. After
gathering, presenting, analyzing and interpreting data, the
researcher finally made her summary, findings, conclusion
and recommendation.
SUMMARY
1. The Efficiency of Student Body Organization Officers
is determined by the respondents with a grand mean
of 3.54 which is interpreted as Highly Efficient.
All the terms are interpreted the same except for
the Project Implementation that is Moderately
Efficient.

2. The Effects of the Efficiency of Student Body
Organization on the Students is determined with a
grand mean of 3.42 as Highly Effective. Organizing
of School Activities and Project Implementation
however is interpreted with Moderately Effective.
3. The relationship of the Efficiency of Student Body
Organization Officers and its Effects on the
Students is determined as Highly Correlated with an
r-value of 0.74 and interpreted having Significant
Relationship.
FINDINGS
1. The researcher’s findings on the Efficiency of Student
Body Organization Officers are that their efficiency is
already well-performed. Only the Project Implementation
is interpreted as Moderately Efficient, the Officers
then have been doing their duties and responsibilities
with efficiency.

2. As to the Effects of the Efficiency, the respondents
determined it with an interpretation of Highly
Effective except for the Organizing of School
Activities and Project Implementation. This implies
that the efficiency of the Officers in the above
mentioned terms result in a lower interpretation.
3. Lastly, the finding of the researcher in the
relationship between the Efficiency of Student Body
Organization Officers and its Effects on the Students
is “Significant.” The pair is Highly Correlated with
each other.

CONCLUSION
1. The researcher concludes that there is already an
existing Efficiency among the Student Body Organization
Officers at Sultan Kudarat State University, Tacurong
City Campus. The Officers are functioning with high
efficiency except for the Project Implementation which
needs improvement due to its rating of 3.33 which is
interpreted as Moderately Efficient.
2. The result of the Effects of the Efficiency of Student
Body Organization Officer on the Students concludes
that the Officers are Highly Effective in Student
Relations, Dissemination of Information and Application
of Student Services. However, in Organizing School
Activities and Project Implementation they are rated
with 3.39 and 3.30 respectively and both interpreted as
Moderately Effective. The latter two needs to be

improved to further develop good leadership towards the
students.
3. The significant relationship between the Efficiency of
Student Body Organization Officers and its Effects on
the Students determine that there is a High Degree of
Correlation which means that the variables are
necessary for the development of both Student Body
Organization Officers and the Students.
RECOMMENDATION
The result of this study has come to its end and the
researcher finally summarizes the data, made her findings
and conclusion. The researcher now recommends the following
based on her conclusions:

1. To the Future Student Body Organization Officers, the
researcher recommends that they prioritize the Project
Implementation through the following plan of action:
Conduct a meeting with all the SBO Officers and plan
for the Project/s.
Make a Project Procurement Management Plan (PPMP)
based on the projects approved during the meeting.
Appendix no. 8 is an example of PPMP.
Make a Work and Financial Plan (WFP) based on the
approved projects during the meeting. Appendix no. 9
is an example of WFP.
Conduct another meeting to approve the PPMP and WFP.
If there is a problem during the making of these
documents, don’t hesitate to consult the following
campus offices for improvements: Cashiers Office,
Supply and Campus Director’s Office.
To avoid delay, be sure to follow the indicated time
duration on the documents.

2. As to the Effects of the Efficiency, Organizing School
Activities and Project Implementation have a moderately
effective interpretation. Therefore, the researcher
recommends that the future Student Body Organization
Officers should prioritize on the above mentioned tasks
by applying the plan of action stated on the first
recommendation.
3. Finally, the researcher recommends that the Student
Body Organization Officers should take the time and
effort to evaluate their Efficiency and Effects on
Students in order to record their performance, and be
the basis for improvement of the Future Student Body
Organization Officers. This maybe done by asking the
help of the Campus Administration in designing a
Standard Evaluation Tool specially for the SBO
Officers. It must be first presented to the concerned
offices for corrections/approval. This tool will be
used to determine whether the officers have done their
tasks with efficiency and effectiveness.

BIOGRAPHICAL DATA
Love and attraction brought two different people as
one. Harriet and Joselito took a chance of living together
until their eldest daughter was born. Ann Riza Echavarri
Pirote took her first breath September 2, 1989 with the
presence of her parents and grandmother, Lola Anita as
Komadrona in a small house at Makati City. Weighing 8lbs.,
it was hard for her mother to deliver such offspring.
Ann grew as a spoiled child until her brother was born.
Her parents are so supportive of their studies that Ann
became active in her pre-school days. She graduated at Saint
Micheal Early Learning Center as Pre-school student and
studied at South Cembo Elementary School from grade 1 and 2.
She then had a younger sister to add in the family. Before
ending the school year 1998, her father died out of Cardiac
Arrest March 16, 1998. Ann and her family was left with her
tito Mao (the younger brother of Ann’s father). Due to a
very hard living at Manila, Ann’s family had to transfer

residence from one place to another so as her school until
they have decided to go home to Mindanao. By the year 1999,
Ann went to Montessori Learning Center as a 4th grade
Student, 5th grade at Tacurong Pilot Elementary School and
graduated her elementary at Baras Elementary School in the
year 2001 as Class Salutatorian.
High School was very frustrating for Ann as her mother
and Tito Mao decided to get married and had a child. Because
of her elementary achievement, Ann enrolled at Notre Dame of
Tacurong for Girls with a scholarship. Unluckily, she
started to feel unhealthy and diagnosed with a Mild
Rheumatic Heart Disease which required her to live in a
healthy environment. She then transferred to her mother’s
home town Baras and studied at Apolinario S. Bernardo
Memorial High School as a second year student and graduated
with honors. Ann applied for MSU-SASE scholarship and passed
but her mother didn’t allow her to study at MSU Marawi to
take up BS Psychology because of her sickness.

Ann enrolled at Sultan Kudarat Polytechnic State
College (SKPSC) now Sultan Kudarat State University Isulan
Campus by 2006 as a Civil Engineering student. It was a very
difficult time for her because it wasn’t her field of
expertise. By second semester of 2007 she transferred at
SKPSC-Tacurong Campus and shifted to a course of Bachelor of
Arts in Social Science major in Political Science.
Studying at SKPSC now SKSU brought so many
opportunities to Ann; she became an Associate Editor-in-
Chief of Isulan Campus’ Publication (Technopipeline) 2006-
2007, Peer Helper, and Band Vocalist (Red Fox) of the same
year and campus. It continued as she was appointed Editor-
in-Chief of Tacurong Campus Publication (The Nucleus) for
two consecutive years, the first to be Chief Editor of
Triumph (The Official Yearbook Publication of SKSU) by 2010,
Department Mayor of BASS Political Science, and now SBO
Governor 2011-2012.
As her life passed by, she then realized that studying
college at this Institution for 6 years was very fulfilling.
