- PARISH COUNCIL -Minutes of the Antrobus Parish Council Meeting  on Monday 16 Oct 2017 at 7:30pm at Antrobus Village Hall

accept the minutes as a correct record of the meeting. 4 Matters Arising  

Fingerpost painting. Arley Broadband – BT quote expected dec. Planning (Arley Hall) – response awaited. Gate padlock - installed 

5 Planning  1 (17/58) RESOLVED to note CW&C decisions and comment on new planning applications

as appendix 3. 2 Enforcement – none 3 17/01666/FUL 15 Dwellings – Planning Committee and Registration as site of Community

Interest. The action was deferred after consulting CW&C. See also appendix 3. 6 Highways 1 Pavement on Knutsford Rd – Upper and Lower sections – Highways will be asked to

include the pavements in the DVI bid for funding next year. Protruding hedge has been reported. 

2 Access to Boyd Walk swing gate overgrown – the landowner will be asked to clear the footpath 

3 Tree trimming over noticeboard – the offer to trim it will be discussed with the owner 4 Cheshire 10k – the event is 4 Nov. They intend to comply with previous requests about

notices and clearing up. 5 Fallen footpath signpost 32-34 Knutsford Rd – will be re-erected 6 Ragwort throughout a field, Goosebrook Lane – was reported by a villager. The owner will

be asked to take action. 7 Traffic Working group site visit – await outcome of 20mph assessment before taking other

actions. A road safety day will be discussed with a CW&C officer and the school will be approached about ideas for parking outside the school. 

8 Tree trim needed Manley close (Preservation order) – Highways will be approached. The alternative is for the villager to make a planning application. 

7 Playground 1 Inspection, repairs & insurance – quotes will be obtained for roundabout repairs and

spraying the surface. 2 Lease renewal - Village Hall has started the process – a quote for solicitor costs will be

obtained and the insurance situation checked.  8 Accounts & Finance 1 The accounts in Appendix 1 were noted. 2 (17/59) RESOLVED to approve the payments list Appendix 2.  3 Budget 18/19 – projects will be proposed over the next month. 9 Website – the clerk reported that a further application for the Transparency

Fund 2017/18 is not appropriate.

- PARISH COUNCIL -10 Land Drainage – A report was received from the working party and it was (17/60)

RESOLVED to write to land owners reminding them of their responsibilities.  11 Communications – A proposal for change to the minutes in the village news was

withdrawn. 12 Open Forum, Representatives, Committees & Working Groups  1 Issues from the open forum - none 2 Community Garden – provided goods for the harvest festival.

- PARISH COUNCIL -TRIBUTE TO ROGER SUTTON, CHAIRMAN 2016-17 With great sadness the Chairman Roger Sutton passed away on 14 Nov 2017. He was the 3rd generation of the Sutton family serving on the Parish Council and part of the 4th generation living in the village. He served for just over 7 years, although the family have served for 70 years.   At the start he has helped fight off the horticultural planning application, Applejacks extensions and a wind turbine, and seen road drain improvements after the floods, 50mph on the A559, the Queens Jubilee Celebration, a new defibrillator. As Chairman since May 2016, he has overseen a response to the 15 Dwellings planning application, the license for extended visitor capacity at Arley and legal issues for Manley Close, and helped with the Queen’s Birthday Celebrations.  Long standing projects were completed – the Playground extension, 30mph signs at Frandley, and the repainting of the 14 black and white signposts. The latter was started by Roger and it seems fitting for it to complete this month as he had put in a lot of effort to see the village ‘pointing in the right direction’. He served as a councillor with his usual generosity and pleasantness. He was one of life’s true gentlemen. Those who attended the Chairman’s Ball last year will recall a very sociable evening, and his pleasure in raising a record £3,250 for charity.    

To The Residents of Antrobus,Re: Planning Application - 17/01666/FUL - Land off Knutsford Road, AntrobusWe are writing to inform the residents of Antrobus of progress on the above planning application. Following extensive negotiations with Cheshire West & Chester Council, amended plans have been posted on the Council’s website and are available for comment for 21 days (from 23rd November).Afordable Homes has been working closely with the Planning Officer and Housing Officer at Cheshire West & Chester Council to agree the mix of homes that could be supported by the Council.The results of our independent Housing Needs Survey, the Council’s own Strategic Housing Market Assessment (SHMA) and the Expressions of Interest from the public consultation event, have demonstrated a clear need for affordable housing in Antrobus.Since the original planning application was submitted, Afordable Homes has submitted evidence to the Council to prove that those who have expressed interest have a local connection and could afford to buy an affordable home, but are unable to afford an open market home in the village.The Council has suggested a revised mix which they could support in planning terms:-

• 9 x 2-bed affordable homes (originally 5, including two bungalows)• 2 x 3-bed affordable homes (originally 6)• The two bungalows have been replaced with a pair of 2-bed semis• There are still 15 homes in total (11 affordable & 4 open market)• There are still 4 x open market detached properties (3 with detached garages, 1 with an

integral garage (originally two of each)The layout is very similar to the original planning layout and there has been no change to the number of homes. There are still 11 affordable homes and 4 open market homes. The Council, by requesting changes to the layout, has afforded us the opportunity to make enhancements to the external finishes of the homes so that they are even more in keeping with the surrounding area.The principle of development is acceptable in planning terms and is fully compliant with planning policy. There have been no objections from the Council in terms of highways, ecology or drainage. The only issue has been achieving the right mix and balance of homes. As residents of Antrobus you understand how imperative it is that affordable homes are provided in rural villages to allow younger people to have the opportunity of owning their own home.Kind regardsAndrew & Jean FordAFORDABLE HOMES

- COMMUNITY LIFE -ANTROBUS FRIENDSHIP CLUB

DECEMBER 2017 Our last club meeting was on Wed 1st November 2017 in the Village Hall. Rev David Easton, our Minister from the Methodist Chapel, came to speak to us. David and his wife, Joan, have been Fostering over a number of years and provided care for over 35 children – not all at once of course! He shared with us the difficulties they met in applying to provide Foster care, especially because as a Methodist Minister you usually have to move location every few years and each social care area has its own specific rules and regulations about Fostering.     As well as it being incredibly rewarding it is not without emotional demands, whilst integrating foster children into your own family.  He told us tales of the ups and downs of fostering. David and Joan most often provided short term fostering and the emotional challenges in that, when, most likely, you may not be allowed to keep in touch with the children as they move on. Some children are only fostered short term until they can to return to their own family once some issues have been sorted out. Some children may have had such a traumatic start to life that they continue to carry the scars and issues as they grow up. It was, indeed, a very interesting insight into this area of foster care from a carer’s perspective. It wouldn’t be Friendship Club without some tea and so we then enjoyed some butterfly cakes and some wedding cake from Laura & Adam’s wedding. The usual raffle completed the afternoon. A very pleasant way to spend an afternoon with friends. Thursday 7th Dec 2017 – This year our Christmas Lunch Event will be at the Moorings, Anderton. We are booked in to arrive at 12:30 pm for a 1pm lunch. If you need help with a lift then don’t hesitate to let Janet or Ann know. 

Wed 3rd Jan 2018 – we have decided to meet up as usual in January.  This will be an informal meeting to meet up for a catch-up and natter over a cup of tea and it will be nice to relax after the festive season.

CHRISTMAS MARKET Saturday December 2  11 AM TO 4 PM FREE ENTRY Father Christmas arrives at 11.30am Also enjoy the wonderful stalls with gifts from Jams,jewellery, olive oil, The pie man and many more. Then treat yourself to a lunch or afternoon tea at our All day Bistro and indulge in a festive drink from the bar. Fun for the whole family. 

CHRISTMAS SUPPER CLUB Friday December 8th Well we knew this event was popular but we didn’t think the tickets would sell quite so quickly……Yes IT’S A SELL OUT Thank you to everyone who is supporting this event and we look forward to a great night of fun ,food and festive cheer. 

PLAY GROUND FURNITURE The money from the Tesco “Bags of help scheme”  has been received and we are now actively looking to purhase suitable furniture for the playground area. I’m sure this will make a huge difference to those parents & grand parents who patiently look after the little ones. We’ll be as quick as we can 

PHONE BOX The phone box has now been moved to its new base and work is underway to repair the door and replace the glass panels with safety glass. We have also had a volunteer offer to paint the box when the work is finished, so a big thank you in advance.  It has been pointed out that the village shop already operates a book exchange and receives donations for charity. We would like to continue that support and will put a sign in the box asking for donations to be given to the village shop.

- COMMUNITY LIFE -Antrobus WI  

 In November WI members enjoyed a trip to the Brindley Theatre to see White Christmas and were reminded about the Group Carol Service to be held at Daresbury Parish Church on December 11th. There will also be two Open Days on Decemnber 8/9 at “Whitefriars” which is the WI House in Chester. The Christmas party will be on December 12th and will be held at Antrobus Golf Club.  Part of the November meeting was given to the Annual Meeting when accounts were presented by Treasurer, Jean Bennett and annual reports given by Secretary, Jean Wilkinson and President, Sue Richards. The new Committee was appointed and Sue was re-elected as President.  At the close of the Annual Meeting a Hot Pot Supper was served and the meeting continued with a talk by an Antrobus member - Joyce Barber. Earlier in the  year s she had won the WI Bursary and had spent it on a short course in willow weaving at the WI college - Denman, She brought the results of her work to show us and proved to be  a most amusing and informative speaker.   And now, as promised, here is the first of instructions for one of the Antrobus Show classes:-

- COMMUNITY LIFE -ANTROBUS COMMUNITY TRUSTAntrobus Community Trust is the new name for the Antrobus Relief in Need Charity and exists for the benefit of the people living in Antrobus.

The Trust is administered by a group of five trustees plus a clerk. The three foundation trustees have a five year term of office and the two other trustees are nominated by Antrobus Parish Council for a term of four years. Trustees can be re-elected and those serving at this time are:

The Trustees are able to consider requests for assistance from residents for help in various areas provided that these are not covered by either local or national government support. Both individuals and groups within Antrobus are able to apply for bursaries or grants. In recent years small bursaries have been made to students going on to higher education at University and requests from students going on to further education or apprenticeships will also be considered. The Trustees are very conscious of the delicate nature of some of the requests and as such they are treated in the strictest confidence.

Apart from the possible areas of assistance being guided by the Charity Commissioners, the charity must also be aware as to the limits of expenditure it can incur. The income is not large and as it is generated from investments, can vary from year to year. There may be occasions when support is not possible but this should not discourage people from enquiring as the income is for the benefit of the residents of Antrobus.

History:  Originally the charity consisted of several areas on The Moss which were donated by local landowners in the parish for use by the labouring poor. They were intended to be used for allotments and pleasure. Use of the areas diminished over the years and in more recent times they were rented out for grazing. In 1981 it was decided that greater benefit could be derived for the parish by selling the land and investing the money following guidelines required by the Charity Commissioners.

- ANTROBUS EVENTS -Taking Time Together At Advent.  We’re planning this year just to have three “get togethers” for our Advent group to be held on:  Monday 4th December 1.30 to 3pm at Daphne Sullivan’s 34, The Old Orchard.  Wednesday 13th December 10.30am to 12o’clock also at Daphne’s. Wednesday 20th December 10.30am to 12o’clock at St. Mark’s Church.  At each meeting we’ll have some refreshment and then look together at readings, prayers and poems we’d like to share about Advent.  On the final Wednesday we hope to include a craft time too.  Everyone is very welcome. dates in the New Year to try it out. We will meet on 25th Jan, 22nd Feb, and a date in March to be decided from 7pm -8.30pm at St. Mark's (now warm and with a

loo and a kitchen!) Please bring along any book you are currently enjoying and suggestions for future choices. If you have any questions please see either Ann Barlow or

At the time of printing we are almost full for the Sunday afternoon performance. We still have some tickets available for the Friday and Saturday night performances.  So don’t miss out on having a laugh at your local village celebs! Book soon though to make sure of your seat.

Tickets £9 per adult; £5 per child or £25 for a Family Group (2 Adults + 2 Children).

Rehearsals are well underway and it’s shaping up for another Fun time for all of us – the Cast and the Audiences!

- CAROL SINGING 2017 -Once again it is time to start thinking about our Christmas Carol Singing and raising money for a deserving charity. This year we will be supporting the

Merseyside & Cheshire Blood BikersWho are they you ask?Well they are a group of motor bike enthusiasts who do voluntary work to help provide free emergency support to the NHS quickly when needed 365 days of the year! Their mission statement is:

“Our aim is to relieve sickness and protect health by the provision of emergency transport of urgently needed blood, donor breast milk, drugs,

human tissues, and other medical requirements between hospitals/hospices and blood transfusion units. Primarily but not exclusively in the north west

region.”

The team we will be supporting was formed in 2012. At present they have 8 bikes and 60 volunteers on rota. All riders are advanced bikers and professionally trained for the job.Since January 1st 2017 - 1st October the Blood Bikers have completed 4511 jobs free of charge covering over 150.000 miles within Merseyside and Cheshire. They serve Alder Hey, Clatterbridge, Arrow Park, Chester, Halton and Warrington Hospitals, Marie Curie Hospice and the Baby Milk Bank.All this is done free of charge so that the NHS can spend money on their patients. All monies raised is spent of the running and maintenance of their motorcycles! As they say:

- VILLAGE JUNIORS -Friends of Antrobus School PTA Earlier this term we held a fundraising fashion show, hosted by Colours, which was a great success! The total raised from ticket sales, raffle and drinks was an amazing £1050. Thank you so much to all who supported the event! 100 books to read before you leave primary school TES and the National Association for the Teaching of English ran a survey to find teachers' top 100 fiction books all children should read before leaving primary school. Our headteacher - Mrs Finney would like the school to have a few copies of each book, so that every child has access to all 100 books throughout their school career. As such she has asked Friends to fund any books we are short of, allowing us to make a significant contribution to the library. We are currently working with the teachers to determine which new books we need to buy.
