Writing on Kashmir is a

difficult and even dangerous

affair in India. What

motivated you to write on

such a sensitive issue?

In 1995, I was searching for a

topic for my doctoral thesis.

My father, who was a pre-

partition lawyer, suggested that

I examine the Kashmir issue

as every conceivable principle

of law had been turned on its

head in creating and sustaining this issue. I, as such, had

no connection with Kashmir and believed that this would

give me the objectivity to look at an area that interested

me academically.

What according to you led to the genesis of the

Kashmir despute?

The Kashmir problem is the end-product of the British

colonial politics on the Indian sub-continent. The British

did not want to let go of the entire subcontinent as they

needed a friendly state in the north western part of India

for their Great Game with Russia. And so, despite J&K’s

accession to India in accordance with law, the British

ensured, with the help of the international community, that

the areas of Kashmir needed by the British were retained

by Pakistan (and through Pakistan, the British).

Do you think it would be a viable solution if India goes

to the ICJ against Pakistan and China for reclaiming

its territory?

We created doubts about the unconditional nature of the

accession of J&K to India, internationalized the Kashmir

issue and conferred a disputed territory status on J&K.

Hence, we need a finding from the ICJ, which will be

binding on both India and Pakistan and all other members

of the UN, that the whole of J&K belongs to us. If ICJ gives

a verdict in our favour, then other nations will have to ask

Pakistan and China to vacate the territory of J&K under

their occupation.

This book suggests that law alone cannot resolve the

Kashmir issue. Explain the statement and the way

forward in resolving the issue?

The legal reference to

the ICJ by itself will not

resolve the Kashmir issue;

that is only the first step.

The second step would

be to regain the moral

authority to be in J&K and

to undo past mistakes.

We must restore the

sanctity of Article 370

of the Constitution, roll

back AFSPA and try

new methods of conflict

resolution, and address

the adverse ground

realities. Whether we will

be able to win over the

confidence of the people

of J&K will ultimately

depend on the character

of Indian State and of the men and women who run it.

Tell us about the nature of the book.

What was the idea behind it? 

Dr Khandelwal: Udai Pareek did a lot of

work for HRD, providing seminal ideas.

We wanted to reignite his legacy, and

believed a book is the best way to do it.

Udai Pareek stood for much bigger values

in HR, something he called OCTAPAC

– ‘Openness’, ‘Confrontation’, ‘Trust’,

‘Autonomy’, ‘Proaction’, ‘Authenticity’

and ‘Collaboration’. He talked of institution

building, higher purpose and values, things

that we have forgotten in this commotion

of business and commoditization of HR.

Dr Rao: HR may have become a product

to be sold, when it is a process to be lived.

This book describes the current state of

HRD through the writings of contributors

and also highlights their journey into HRD

by another few HR Leaders. 

Who are the contributors to the book?

What were the criteria of their selection? 

Dr Khandelwal:  Eminent people

have contributed to the book. Some

names which come to mind are Pradip

Khandwalla, Rolph Linton, Roland Sullivan,

Vijay Vyas, Abad Ahmad and Somnath

Chattopadhyay. All of them are leading

scholars and practitioners – the one thing

common is that all of them had known

Udai Pareek in some way or the other.

Dr Rao:  We invited around 100 selected

contributors on the basis of that criterion,

and 33 authors contributed. They have

penned down their original thoughts,

based on their own experiences and

knowledge in the areas of institution

building, OD and HRD.

Dr Udai Pareek was also an instrumental

figure in the turn-around story of Bank

of Baroda. Dr. Khandelwal, how did he

influence you?

Dr Khandelwal:  I first met Udai Pareek

in his program on role efficacy in 1981.

He later invited me to complete my

professional membership with ‘Indian

Society for Applied Behavioral Science’

(ISABS). I often interacted with Dr Pareek

and he took immense interest in my

development. Later, when I was the CMD

of BoB, he was engaged as a process

consultant with us and helped us design

HR and OD interventions for the bank’s

transformation.

EMBODYING MOTHERHOODPerspective from Contemporary India

Embodying Motherhood examines motherhood discourse in urban India, in the context of prevailing motherhood ideologies from a feminist perspective. The authors’ particular location as mothers and feminist scholars within an urban Indian setting and their diverse disciplinary backgrounds in social sciences and literary and cultural studies informs the interdisciplinary and intersectional framework of the book.

The book engages with patriarchal motherhood ideologies and brings to the fore narratives of oppression and resistance. Covering a diverse landscape ranging from ancient myth and religion, psychoanalysis, care work, literature and cinema, the book explores the socio-economic and cultural frameworks within which women are constructed as ‘able’ or ‘disabled’ mothers. The notion of ‘deficit’ runs like a thread through the chapters, bringing to the fore the search for alternative and affirmative maternal subjectivities. The book contributes to an ongoing contemplation of the experience of contemporary motherhoods and seeks to engage with and transform motherhood discourse in India. It will be valuable reading for students and scholars of gender studies, psychoanalysis, literary and culture studies, and sociology, as well as all individuals who seek to find alternative ways of being mothers.

Sudha Sharma was former Chairperson,

Central Board of Direct Taxes (CBDT). She has

served as Director General (Vigilance) of the

I-T department in national capital before her

appointment to the top body. She has been

Humanist by faith, sociologist by profession,

feminist by conviction, Zarina Bhatty was

brought up in burka (seclusion) in a traditional

Muslim family in Lucknow in pre-Partition India.

She is the former President of Indian Association

for Women’s Studies (IAWS) and of Young

Women’s Christian Association (YWCA), New

Delhi. She has researched, published, and

lectured extensively in India and abroad on

Indian Muslim Women’s issues and on women

in the unorganized sector.

Warzone Tourism in Sri Lanka explores travellers’ narratives that reflect the experiences and interactions of those going to northern Sri Lanka, and argues that the discourses that emerge are not simply based on leisure and innocence of travel. Rather, they have much to do with the thirty-year civil war in Sri Lanka and how it has impacted the inter-ethnic relations in the country, creating two mutually antagonistic forms of nationalism—Tamil and Sinhala.

This book is a significant contribution to academia in light of the disruption of civilian travel to northern Sri Lanka during the civil war, effectively barring face-to-face access between citizens, and the narratives which emerge from post-war travel, highlighting the resentment between the two main ethnic groups.

Filming Horror: Hindi Cinema, Ghosts and Ideologies bridges the gap that currently exists in the field of genre studies in Hindi cinema. Analyzing more than 80 horror films from Mahal (1949) to Ragini MMS 2 (2014), the book uncovers narrative strategies, frames unique approaches of investigation, and reviews the revolutions taking place within this genre.

The book argues that Hindi horror cinema, which lies at the intersection of myths, ideology and dominant socio-religious thoughts, reveals three major strands of narrative constructs, each corresponding to the way the nation has been imagined at different times in post-colonial India. Moving beyond establishing the theoretical framework of horror cinema, the book intends to demonstrate how this genre, along with its subsets, provides us with the means to contemplate the nation and its representation.

THE GLOBAL SHIFTWith the Government giving top priority to economic growth and rapid urbanisation, “Global Game Change” (SAGE) by John Naisbitt and Doris Naisbitt could not have come at a more appropriate time. Focusing on how emerging countries, including India, which form the global southern belt are challenging the Western worldview, the book stresses that in the emerging multi-centered world, many countries and even more importantly a world of cities will set the tone in global matters. In an email interview with The Hindu, the authors share their views about India in the context of the global Southern Belt, its increasing middle class, smart cities and digital education. Edited excerpts:

Indian middle class is ambitious. What will

be its effect on India per se?

DN: The definition of India’s middle class varies

from as high as 267 million by National Council

of Applied Economic Research (NCAER) in

2016 to 24 million by Credit Suisse based on

an annual wealth of almost $14,000. There is

certainly space to grow. We believe that India

does not suffer a lack of ambitious people to

move up the social ladder. But there is a lack in

the business friendly environment that allows

people to make their dreams come true.

How do you see India in the Global Southern

Belt especially in the context of China which

is also a part of this belt?

JN: Both countries are aware of the chances

the rise of the Global Southern Belt offers.

Both countries have strong ties with African

economies. More than a decade ago China

started its strategic building of new alliances

with Asian, African and Latin American

countries. India shares the struggle of

colonialism and a common vision of a new

partnership, which was underlined in the India

Africa Summit in October 2015 in Delhi. India’s

and China’s future relationship relies on a

balance of competition and cooperation.

How will smart cities in India contribute in

breaking the caste and class barriers and

correct regional imbalances?

JN: It is too early to make a judgment, but

without including the people bottom-up we do

not believe it will work. We have studied social/

economic innovation in Chinese cities and the

sustainable driver of success was the support

of the people. To our experience the smaller

the communities the more manageable and

transparent the measures and the more likely

the people will follow.

Rapid urbanization is bound to impact

agriculture. In that context how will India

feed its growing population?

DN: In our studies in China we have seen

many examples of how innovative thinking in

agriculture can improve agricultural production

even in a country with such low percentage

of arable land as China. Even though India is

rich on arable land and can be called a global

agricultural powerhouse, improvements on

productivity are poor. India needs to increase

research, promote new technologies, and train

farmers to be able to become competitive.

On the importance of digital education

in India specially in the context of skill

development.

JN: India is neglecting the talents of women,

reflected by their literacy rate of only around 61 per cent versus men’s 82 per cent. India’s many languages are adding to the problem. Nevertheless education programmes can achieve a lot – already in an early age. To start at an early age by supporting children’s natural creativity, eliminating prejudice in male and female professions would help India to leverage the great talents of its people. Digital education can bring education into the most remote regions, but it has to find basic conditions in which it can be implemented.
