Preface

I would like to officially welcome you to The Delta Virtual. We are a group of flight sim enthusiasts that closely follow our real-world counterpart, Delta Airlines, and its SkyTeam member airlines.

We were established on December 1, 2019. Close to 95% of our founding staff and members chose to build a new VA because of a trust factor involving a previous virtual airline. Agreements were made, but many were broken.

As a staff, we promise our members a truly great experience. The Delta Virtual Airlines is and always will belong to its members. The current staff and future staff members will pledge to keep the best interest of its members our number one priority. In the future, when a staff member resigns or is removed for cause, that member will not be allowed to take any investments he or she has contributed with them. All assets belong to the VA and will remain the property of the VA.

As you begin your virtual aviation career at The Delta Virtual, please look over the following rules and guidelines, and let us know if you have any questions. We know you have several options when choosing a virtual airline, and we are glad that you have found a new home here. We will continue to keep the programs that we offer, fresh and exciting. Again, thank you for flying The Delta Virtual.

Blues skies,

Mark Springsteen CEO, The Delta Virtual

Dedication

As the Administrative Founders of The Delta Virtual (TDV), and for all future members of the Administrative or Managerial team for The Delta Virtual, we make the following pledge to our members:

• The Delta Virtual is forever owned as a cooperative by its members. No one person may enforce, establish or maintain any ownership of any part of the Virtual Airline.

• The Administrative Team is charged with running TDV on a day to day basis. We will make decisions that affect TDV with input and/or a vote from the entire Administrative Team, when appropriate. When there is a split decision within the Administrative Team, the majority will rule.

• The Administrative Team is appointed by the members of the Administrative Team by a 2/3 majority vote. Should an Administrative Team member resign or be asked to resign after a 2/3 majority vote of the Administration Team, we pledge to surrender all TDV documents, including passwords, access, or anything that belongs to TDV immediately. We pledge never to hold TDV hostage for personal gain or otherwise.

• The Administrative Team works for our Pilots. As such, if you have a grievance, you always have the option to bring it to the Director of Human Resources, or any member of the Administrative Team, and a vote will be held on that grievance. We will always provide you with the result of that vote and explain our position to you.

• We will always operate The Delta Virtual as a non-profit. There will never be a charge to join or maintain membership. We will account for all monies in the TDV through appropriate accounting software and provide public statements when appropriate or necessary. As a non-profit, we will never realize a profit from TDV, nor will we partner with any organization that would personally invest an Administrative or Staff Team member to profit off TDV.

• We always pledge to you to be transparent with the membership of TDV. It is only when it would be damaging to TDV or an individual member or group that information may be withheld, on agreement with the Administration Team.

• We pledge to you to always promote a fun atmosphere and always do what we can to move the VA forward, including accountability with our Staff.

Standard Operating Procedures Page 8

As the founding members of The Delta Virtual, we make this agreement with our pilots. Furthermore, as new members join the Administrative Team, they will be held to the same pledge. Any future appointments to the Administrative Team will be required to accept this statement as their own and agree to live by it during their tenure with the Virtual Airline. Acceptance of any Administrative Team appointment will include acceptance of this statement by that member.

The Founders

The Founders of The Delta Virtual are the original members of The Delta Virtual. These members joined when we had little to give in return. They trusted us, and we owe them a debt of gratitude for the duration of The Delta Virtual. Had it not been for the Founders, we would not be in existence today. Founders are defined as joining The Delta Virtual during the first month of our existence, with an application before January 1, 2020.

Therefore, as a debt of our gratitude, Founders are given the following rights and privileges not extended to other pilots of The Delta Virtual.

1. All Founder Pilots will have a special Founder award on their pilot page. This award can only be given to a Founder, forever.

2. All Founder Pilots are Cat-Free for all flights forever. They are not limited to any aircraft by the number of hours they have flown.

3. All Founder Pilots are allowed a landing rate up to and including -1000 feet per minute, and the flight will not be rejected. The normal rate is -800 feet per minute, but Founders are allowed an additional margin for error.

4. All Founder Pilots are awarded double hours for all organized TDV Group Flights, forever. If TDV has a Group flight, all Founders will receive double hours, forever. This includes fly-ins or contests.

5. All Founder Pilots will have a Pilot ID of DAL100-DAL299, regardless of the hub. This is a special block of pilot IDs reserved for Founders only. If you are a Founder Hub Manager or Administrative Team member and then retire, you will be reassigned a Founder Pilot ID and be considered as a Founder.

6. All Founder Pilots will be designated by a separate color in Discord, setting them apart from all other members.

7. Any disciplinary action against a Founder will require a majority vote by the Administrative Team, and the Founder’s Hub Manager. Should the disciplinary action require a suspension for a period, upon their return, they will retain all Founder privileges including a Founders Pilot ID. This does not apply if the suspension is permanent.

8. We will never delete a Founder Pilot history unless requested by the individual.

We owe a debt of gratitude to these pilots who made it possible through their support to make this Virtual Airline a reality. Forever as The Delta Virtual is in existence, they will be considered the elite of the crew.

Standard Operating Procedures Page 10

Administrative and Staff Structure

The Delta Virtual is organized into an Administrative Team, Staff, and our Member Pilots. No one person owns The Delta Virtual, and the Administrative Team is entrusted to maintain the day to day operations of the Virtual Airline.

As such, we maintain a flat management structure.

The Administrative Team

The Administrative Team is comprised of the offices of the Chief Executive Officer (CEO); Chief Financial Officer (CFO); Director, Human Resources (DHR); Director, Pilot Operations; Director, Information Technology. The Administrative Team can be expanded only by a unanimous vote of the Administrative Team.

Prospective members may apply when there is an opening posted on the Discord NOTICES channel. Applicants will be reviewed by the DHR, and all applications will be forwarded to all members of the Administrative Team. At no time would the DHR cull any applicants to the Administrative Team postings. Prospective Members of the Administrative Team are voted on by a 2/3 majority of the current Administrative Team. It is a private vote. If the Administrative Team approves a new member, the DHR will advise the prospective member of the result of the vote (affirmative or negative), and they will be asked to agree with the Dedication Statement above, agreeing to it electronically. Reference to this acceptance will be maintained by the DHR.

The Administrative Team will maintain the Admin Chat on Discord, and all members will be active participants on this channel. All discussions made in Admin Chat could affect the overall perception of the virtual airline, and therefore, all comments in Admin Chat may NOT be disseminated outside of Admin Chat. To do so would be considered a gross violation of the trust of the Administrative Team and may result in expulsion from the team.

Members of the Administrative Team may be removed at any time with a unanimous vote of the Administrative Team minus the member in question. For the removal of an Administrative Team member, the vote must be unanimous. The Administrative Team member voted off will respect the decision of the team per the Dedication, even if they disagree with it. The affected team member will resign within 24 hours of the vote and return all VA items including documents and logins within 24 hours of the vote. It is understood that all passwords will be changed to not allow that Administrative Team member access to any resources.

Standard Operating Procedures Page 11

All Administrative Team resignations should be sent to the DHR, with a CC to the CEO.

The Staff

Staff includes all those members who hold titles such as Hub Manager, Communications Coordinator, Events Coordinator. These positions are not on the Administrative Team, but rather report to the team, with specific points of contact as noted in the Organizational Structure below.

Hiring

Hiring into a Staff position will be through an application process, initiated by the DHR. The DHR will review the applicants and determine if the applicant meets the initial requirements for the position. The DHR may determine the applicant should not proceed in the application process and will communicate this to the applicant. The DHR is encouraged to provide reasoning for the decision but is not required to do so.

Initial interviews for Staff positions will be conducted by the DHR. Subsequent interviews will be done by the point of contact on the Administrative Team (the hiring manager) and the DHR. The ultimate decision for hiring a staff position will rest with the Administrative Team hiring manager.

Staff Warnings

Staff is a key point of contact for our entire organization. Therefore, it is important that they maintain a strong dedication to the core values of The Delta Virtual. If they are found to be in violation of those core values, reprimand must be swift.

If an issue is noted, the DHR will initially be contacted and advised of the issue. The DHR does not have to agree with the reprimand but does need to be aware it is being taken and will counsel the hiring manager on how they should proceed. The DHR will also assist in establishing any written documentation to the Staff member.

Staff Warnings will be established in a four-tiered system and will progress if corrective action is not implemented by the Staff member.

Standard Operating Procedures Page 12

Staff Warning Level

Actions to be taken

One A written warning will be provided to the staff member. As part of that written warning, the issue will be clearly defined, and the actions the staff member must take within a defined period of time must be provided. Further action will be noted if the staff person does NOT implement corrective actions.

Two Written Warning will be provided to the staff member detailing that corrective action has not been implemented by the previous written warning, and notice that suspension of the staff position is to be implemented for a period not to exceed one month. This will include, at the discretion of the DHR, with agreement from the hiring manager, suspension of Discord rights, and flight privileges including Founder privileges. Further action will be noted if the staff person does NOT implement corrective actions, up to and including termination of the staff position. The Administrative Team will be advised that a level Two warning was issued.

Three Written Warning will be provided to the staff member that past attempts to correct violations have not been successful, and the steps previously taken to remedy the situation detailed in the written correspondence. The Staff person is no longer able to remain on the Staff, and a termination pursued. A suspension of VA activities including flights, positions, should be implemented of at least one month, but less than one year, at the discretion of the Administrative Team and DHR. A level three warning must be reviewed by the Administrative Team, and the actions to be taken agreed by the team.

Four The formal termination of the staff member from the VA, and a ban set for reentry. Written documentation will be provided by the DHR, and the Administrative Team will need to agree to it unanimously.

Only one level Two, Three or Four warning may be imposed in a rolling 12-month period. If more than one Level Two, Three or Four warning is given to the same pilot, regardless of content, disciplinary action is to be decided by a majority vote of the Administrative Team and administered by the DHR.

Termination If a member of staff is found to be in violation of conduct rules, the hiring manager will reach out to the DHR to express their concern, and why they feel the Staff member should be

Standard Operating Procedures Page 13

terminated from their position. If the DHR agrees with the assessment, the hiring manager will approach the Staff member with the decision for termination, with a CC to the DHR.

If the hiring manager and DHR disagree, the DHR will bring the issue to the Administrative Team, who will weigh in on the decision. If there is no clear consensus, the hiring manager is encouraged to reprimand and provide corrective action with the assistance of the DHR.

Pilot Ranks

Pilots are ranked according to the number of hours they have flown with The Delta Virtual. Permission to fly certain aircraft are based on the current rank title the pilot possesses. The pilot must stay within the scope of aircraft allowed from their current rank, or lower, always. There are a few exceptions to this rule:

Standard Operating Procedures Page 15

1. Pilots who are participating in a Group Flight sanctioned by The Delta Virtual Administration Team, are ‘Cat-Free’, which means pilots are able to fly outside their current rank for that flight and receive credit for the flight when they file a PIREP.

2. During designated periods, as determined by the Administrative Team, all flights may be flown ‘cat-free’. Flights filed before or after those designated periods are subject to rank aircraft permissions.

3. Founders are exempt from category flight requirements. 4. Further exceptions as determined by the Administrative Team.

In order to create a sense of accomplishment, we have set up 6 different ranks. Hours flown with the VA form the basis for advancement as follows:

Pilot Ranks Title Hours Aircraft Narrow Body First Officer

0 to 25 hours CRJ 200,700,900; ERJ 170, 175; Boeing 717; Boeing 737, 738, 739ER; Airbus A220-100, A220-300; A318/319, A320; A321; A321NEO; McDonnell Douglas MD-88 and MD-90

Standard Operating Procedures Page 16

Pilot Membership Requirements

When pilots join The Delta Virtual, they will review the Standard Operating Procedures and agree to abide by them. Application to The Delta Virtual is an acceptance of and agreement to the terms of the Standard Operating Procedures document.

Pilots are required to advise us if they maintain any \ staff positions at other Virtual Airlines. Membership in another VA will not preclude membership at The Delta Virtual.

If they currently hold a staff position at another VA, we may not allow them to be a member of The Delta Virtual. Their affiliation with another VA will be reviewed by the Administration team, and their membership at The Delta Virtual will be reviewed. However, if you are a staff member at another Delta Virtual Airline, you cannot be a member pilot at The Delta Virtual. Violation of this rule would result in termination.

Pilots are welcome to be members of other Virtual Airlines. However, once you become a staff member at another Virtual Airline, please inform the Administrative Team.

Flight Requirements

New pilots must file a PIREP within the first 30 days of application acceptance. Otherwise, the pilot membership will be deleted. The pilot will need to reapply if they wish to join the VA.

Pilots are expected to maintain reasonable flight activity while an active member of the VA. We expect all pilots to fly a minimum of 1 accepted flight per 120-day period. The 120-day period is determined by the date of the flight, adding 120 days to that date. No other calculation of the 120-day period is accepted.

Transfer Hours

Transfer hours are calculated at 25% of the total from another Virtual Airline. This is because not all virtual airlines are the same in their calculation of hours, so this is an attempt to equalize the field. The transfer hours must be verifiable, such as a screenshot, or a link to the hours so HR can verify the hours. If we are not able to verify the transfer hours, we cannot transfer them to TDV.

VATSIM or Project Fly may be used to transfer hours, and these hours will be transferred over at 100% of their value.

Standard Operating Procedures Page 17

Pilots are only allowed to transfer hours once from only one source and within the initial 30 days of joining The Delta Virtual. We cannot accept multiple transfer requests. For example, if you flew 1000 hours for Virtual Airline X, and 1000 hours are also noted in VATSIM for your account, if you transferred over the Virtual Airline hours, you would receive 250 hours. If you transferred over your VATSIM hours, you would receive 1000 hours. Therefore, it is up to the pilot to determine the most lucrative transfer option for themselves.

Transfer hours are used for the calculation of rank. While you will have a VA Hours noted in your profile, which is the totals hours you have flown for TDV only), any transfer hours will be used in the calculation of your rank.

Transfer hours can be adjusted by the DHR at the DHRs discretion.

Code of Conduct

Pilots are expected to maintain professionalism when interacting with fellow pilots on Discord, Group Flights, and in general in any online forum in which TDV is in any way represented. We maintain agreements with several vendors that could be adversely impacted by the inappropriate actions of our pilots. Therefore, we do maintain a code of conduct for all pilots and expect all pilots to adhere to these basic levels of conduct as members of the VA.

As a member of The Delta Virtual, we always expect the following rules of conduct to be maintained.

1. When using The Delta Virtual websites, forums, Discord, chat, voice channels, ACARS, or any TDV communication (electronic, written or spoken), all communications will be monitored, and offending posts are liable to be deleted without notice by the Administrative Team.

2. It is required that you identify yourself by name on your application and that you are true and honest in that representation. If we find that you have misrepresented yourself for some nefarious or malignant purpose (as determined by the Administrative Team), your membership as a pilot will be terminated immediately and without warning or recourse.

3. Pilots are reminded that when you are using online services, you are representing TDV and our entire organization. Therefore, it is best to avoid all confrontation, and avoid arguments over networks such as VATSIM, IVAO but not limited to those modes of communication. If we hear or see inappropriate actions being taken by our pilots outside of the VA, we may take liability for the dismissal of the pilot from TDV.

Standard Operating Procedures Page 18

4. When logging into any TDV device, such as (but not limited to) forums, Chat, Discord, smartCARS chat or any other social media device available to you, you are subject to the user agreement for those services. Pilots are reminded that foul or obscene language is not tolerated in any way. Pilots who cannot conduct themselves in an appropriate manner should not post or participate in those modes of communication.

5. Offensive or foul language is a wide berth of inclusivity. It is important to remember that as an International organization, we have members from many regions of the world, backgrounds, religions, orientations to name a few, represented here. We expect pilots to maintain a level of respect with all members of the VA, and not use offensive or foul language, even though it may not be considered offensive to them. If someone mentions it is offensive to them, out of respect, you should retract your wording and apologize for the disrespect. Take this moment to understand why it is disrespectful to that person and understand that you may not agree with the reasoning, but you should respect their opinion on the subject.

6. With that, the following should be avoided, and is at the discretion of the Administrative Team:

a. Offensive language directed at anyone. b. Advertising of other Virtual Airlines (unless authorized by the Administrative

Team to do so). c. References to illegal software, or pirated software. d. Use of software for which you are not the legal owner. Piracy will not be

tolerated in any form and will result in immediate expulsion from the VA and a permanent ban.

e. Pornographic links or material. f. Any debates or remarks which may offend any other pilots regarding religious,

ethnic or local customs. g. Posts of a political nature h. Any posts or comments about anything to do with sexual content or overtones. i. Any form of discrimination towards any member pilot, or non-member, will not

be tolerated and will result in immediate expulsion from the VA and a permanent ban.

j. Providing false information on any application or in any pursuit of any actions within the VA will not be tolerated and may result in an immediate ban from VA activities.

k. Any gambling, or activities of an illegal nature within the jurisdictions of the United States will not be tolerated and may result in a permanent ban.

l. Hacking or using any TDV device for a malicious purpose will result in an immediate ban.

Standard Operating Procedures Page 19

m. Any virtual money awarded to you has no real-world value at any time. 7. This Code of Conduct applies to all pilots of TDV and can be amended at any time by

the Administrative Team.

Violations

If there are violations to the Code of Conduct by any member of the VA, the Administrative Team and HR will work with the Hub Manager and DPO to determine the full extent of the misconduct. An investigation will be started, and the Administrative Team will assess the findings of that investigation.

If it is necessary to impose a violation on the pilot for misconduct, we will use a four-tiered system, like the system used for Staff Members.

Pilot Warning Level

Actions to be taken

One A written warning will be provided to the pilot. As part of that written warning, the issue will be clearly defined, and the actions the pilot member must take within a defined period must be provided. Further action will be noted if the pilot does NOT implement corrective actions.

Two Written Warning will be provided to the pilot detailing that corrective action has not been implemented by the previous written warning and notice that suspension of the pilot is to be implemented for a period of less than one month. This will include, at the discretion of the DHR, with agreement from the hiring manager, suspension of Discord rights, and flight privileges including Founder privileges. Further action will be noted if the pilot does NOT implement corrective actions. The Administrative Team will be advised that a level Two warning was issued.

Three Written Warning will be provided to the pilot that past attempts to correct violations have not been successful, and the steps previously taken to remedy the situation detailed in the written correspondence. A suspension of VA activities including flights, positions, should be implemented of at least one month, but less than one year, at the discretion of the Administrative Team and DHR. A level three warning must be reviewed by the Administrative Team, and the actions to be taken agreed by the team.

Standard Operating Procedures Page 20

Four Formal termination/Ban of the pilot from the VA, and a ban set for reentry (if appropriate). Written documentation will be provided by the DHR, and the Administrative Team will need to agree to it unanimously.

The Tier level misconduct may take will be determined by the DHR based on review with the Administrative team, and Hub Manager. Examples of Tier level misconduct would be:

Misconduct Tier Piracy of software including distribution and usage

Four

Profanity One Discrimination/Bullying Three/Four Falsification of information Four Hacking Four Double Dipping Three Advertising of other Virtual Airlines Two Sexual Content/Pornography Three

Only one level Two, Three or Four warning may be imposed in a rolling 12-month period. If more than one Level Two, Three or Four warning is given to the same pilot, regardless of content, disciplinary action is to be decided by a majority vote of the Administrative Team and administered by the DHR.

Standard Operating Procedures Page 21

Staff Requirements

Staff (for this purpose, is inclusive of the Administrative Team, too) are required to set an example to the rest of the VA and therefore are expected to perform at a higher level than our pilots.

1. Staff is expected to fly one flight every 60 days, at a minimum. 2. Staff must be active in their Hub Discord channels, and present in other channels. This

is an important part of engaging with our pilots. 3. Staff should be supportive of the decisions made by management and the

Administrative Team to the pilots. The team makes specific decisions for a reason, and Staff is expected to support those decisions.

4. The conduct of Staff is paramount to our standing within the flight simulation community. Therefore, adherence to the Code of Conduct is important as we are expected to set an example for our pilots.

5. Staff members are not allowed to maintain staff positions at other Virtual Airlines. While pilots may belong to several VA’s, once you are in a staff position, you cannot hold two staff positions for different VA’s, one being TDV.

Retirement/Inactivity

If a pilot has not been active by filing a PIREP every 120 days, the pilot may be retired from the VA. The pilot may be removed from the Hub, access denied and will be renumbered to DAL9xxx. Founders' privileges will be withdrawn.

If the pilot has been retired for one year, with no flights filed, then the pilot may be deleted from the roster and cannot be restored. If the pilot is a founder, the pilot will never be purged and can always reactive their membership, restoring service.

Standard Operating Procedures Page 22

Flight Operations

Age Requirement

Pilots must be 14 years old, with permission from a parent in order to join the VA. Application to the VA is understood as this permission has been given.

PIREPs

Pilots are expected to maintain a minimum level of performance to remain in the VA. As such, we have basic expectations for filing PIREPs.

PIREPs must be filed for each flight, and flight credit can only be awarded when a PIREP has been received. We use TFDI smartCARS as our ACARS system, which records key data for your flight and files your PIREP electronically with us. Manual PIREPs can be filed through Google forms, but the expectation is to provide supporting documentation with your manual PIREP supporting the flight did take place. Examples of such documentation would include a link to the VATSIM flight log, or Project Fly log. Without this substantiation, the manual PIREP may be denied. This is no need to provide this information with smartCARS. One flight per PIREP, please. Pilots are strongly recommended to install and use smartCARS for tracking purposes.

Landing Rates

Landing rates should not exceed -800 feet per minute, with the exception of the Founders who are allowed up to -1000 feet per minute. Anything above those limits may be denied by Hub Management. Factors such as length of the flight and extenuating circumstances may be considered, however, the decision of the Hub Management team will stand.

Fuel

At no time are mid-air refuels allowed or accepted. There should be no note of fuel increase once the aircraft has left the terminal. This will result in immediate rejection of the PIREP.

Diversions are permitted with TDV. However, you should amend your flight plan to reflect your arrival airport to be the diverted airport. One flight per PIREP, please.

Acceleration Acceleration is permitted up to 4x. If flying online, this should only be done with the permission of the ATC controller. Acceleration should be confined to cruising altitude.

Rank and Aircraft Type At no time should a pilot fly outside their allowed aircraft rank unless one the following has occurred:

1. The pilot is a Founder and therefore has Cat-Free access for life. 2. The flight is part of a sanctioned Group Flight for TDV. Sanctioned means that it was

approved by the Administration Team and the Group Flight was announced in the #Notices chat on Discord.

3. The Administrative team has decided to apply a Cat-Free rule for a period of time.

Livery All flights should be flown in a Skyteam or Delta Partner livery whenever possible. Unless there is substantial evidence that a particular Skyteam or Delta Partner livery is NOT available for the aircraft type or simulator, your PIREP could be rejected for repeated offenses. Please see Appendix B for a list of all Skyteam and Delta Partners.

Overspeeds Excessive overspeeds may result in rejection of the PIREP. Overspeed warnings or rejection of PIREP are at the discretion of the Hub Manager and/or DPO.

Chief Pilot 1250+ Addition of Concorde (Air France routes only) and partner historic aircraft, Delta Private jets

It is important to note that Founders are not subject to this chart because they are Cat-Free for life.

Double Dipping Filing the same PIREP for different VA’s is dishonest, and unfair. Therefore, double-dipping on the same flight for two VA’s will result in immediate termination.

Appeals to PIREP Denials Should you disagree with a decision made on a PIREP, we encourage you to speak to your Hub Manager first. If you would like to appeal the denial, please reach out to the DPO. If that is not available, please then reach out to any member of the Administrative Team. Please understand that while we may not reach a positive outcome for you, all information was considered in order to make that decision. The Administrative Team decision is final.

Leave of Absence Pilots may request a leave of absence for up to 90 days at the discretion of the DHR. During this period, they will not be able to file a PIREP but will retain their rank and hours, along with their pilot ID. A leave of absence can only be used twice in a rolling year. If you need more than two leaves of absence in a rolling 12 month period, please refer to the Director, Human Resources for further information. Additional leaves of absence can be awarded by the DHR.
