2017’, to highlight various welfare activities and rehabilitation schemes

WELFARE MEASURES BEING IMPLEMENTED BY THE DEPARTMENT OF SAINIK WELFARE
WELFARE AND REHABILITATION SCHEMES THROUGHSTATE MILITARY BENEVOLENT FUND (SMBF) /
DISTRICT MILITARY BENEVOLENT FUND (DMBF)
State & District Military Benevolent Funds: – The Directorate of Sainik Welfare is operating a fund with the specific object to extend financial assistance for the welfare and alleviation of distress of Ex-Servicemen and their families. At the State level it is called “The State Military Benevolent Fund (SMBF)” and at the District level it is called “The District Military Benevolent Fund (DMBF)”. The Rajya Sainik Board is the controlling authority of the State Military Benevolent Fund and the Zila Sainik Board is of the District Military Benevolent Fund.
1. Grant of Financial Assistance from SMBF / DMBF
An amount ranging from `5000 to `6000 is given from the SMBF annually to Ex-servicemen/Widows provided the annual income of the family is less than `1,00,000. This grant from District Military Benevolent Fund is `3000 to `4000. The amount of grant is being credited to the bank account of the beneficiary.
Eligibility:
a) Annual income limit will be `1,00,000 b) All Ex-Servicemen/widows within the income limit is eligible. (Subject to conditions).

2. Immediate Financial Assistance
To alleviate the immediate nature of financial distress of Ex-Servicemen or their dependants, immediate financial assistance is granted from the SMBF at the rates of `25,000 and `10,000 by the Chief Minister and the Director of Sainik Welfare respectively. District Collector & Zila Sainik Welfare Officer can sanction an amount of `5000 & `2000 respectively from the DMBF.

3. Ex-Gratia Allowance After Death
A Lump sum grant of `10,000 is given to the family (Widow/Dependants) of an Ex-Serviceman in the event of his death to alleviate their immediate financial crisis without stipulating any conditions.
Eligibility:
Widows/unmarried daughter/minor son can claim, in the order.

4. Marriage Grants
A sum of `15,000 is given to Ex-Serviceman for the marriage of two of his daughters provided his annual income is less than `4,00,000 (Subject to availability of fund).
Eligibility:
a) Two daughters of Ex-Servicemen at the time of their marriage. b) Annual income limit is less than `4,00,000. c) Ex-Servicemen/widows/war widows/war disabled can claim.

5. Financial Assistance to Blind Ex-Servicemen / Blind Widows of Ex-Servicemen / Blind Wives and Dependent Blind Children of ESM.
A sum of `1000 per month is given to blind ex-servicemen/blind widows/blind wives of Ex-Servicemen and dependent blind children of Ex-Servicemen who are totally blind in both the eyes and for non-pensioners @ `2000 per month without stipulating income limit and subjected to SMBF rules.
Eligibility:
Ex-Servicemen/Widows/wives of Ex-Servicemen/dependent children of ESM who are blind. (100% visual disability).

a) Application for financial assistance to blind Ex-Servicemen /blind widows/blind wives/Dependent children of Ex-Servicemen.

6. Financial Assistance to Mentally Challenged Children.
A sum of `1,500 per month is given to mentally challenged children of Ex-Servicemen.
Eligibility:
a) Unmarried/Unemployed children of Ex-Servicemen. b) Annual income should be below `3,00,000. c) Parents should be unemployed.

7. Pocket Expense to Inmates of TB/Leprosy Sanatorium.
A sum of ̀ 2000 per month is given to each Ex-Serviceman/Widows of Ex-Serviceman inmate of TB/Leprosy sanatoriums in the State irrespective of their income. Free mosquito nets are also supplied to them.
Eligibility:
Ex-Servicemen/ Widows of Ex-Servicemen inpatients undergoing treatment in TB/Leprosy sanatoriums.

8. Festival Allowance to Inmates of TB/Leprosy Sanatorium
A sum of `2000 is given as special grant to celebrate Onam festival to all Ex-Servicemen / Widows of Ex-Servicemen inmates of TB/Leprosy sanatoriums and cancer patients of the State.
Eligibility: Ex-Servicemen / Widows of Ex-Serviceman who are inmate of TB/Leprosy sanatoriums and cancer patients.
Documents: No documents required as the grant is given to those in receipt of pocket expense.
9. Medical after care grant for TB/Leprosy patients.
Assistance of `1,500 per month is given to every Ex-Serviceman (for a maximum period of three years only after the cessation of payment from Red Cross Society) who is undergoing treatment as out patient on account of TB/Leprosy.
Eligibility:
a) Should be undergoing treatment as out patient on account of TB/Leprosy. b) Should not have any assistance from the Indian Red Cross Society.

10. Financial Assistance to Differently Abled Children.
A sum of `1,500 per month is given to differently abled children whose disability is 40% moderate or above of Ex-servicemen.
Eligibility:
a) Unmarried/Unemployed children of Ex-Servicemen. b) Annual income should be below `3,00,000. c) Parents should be unemployed.

11. Free supply of Sewing Machine SMBF will provide one sewing machine each as a measure of self employment and welfare to Ex-Servicemen who are tailors by trade and widows of Jawans who died in action/harness and widows of Ex-Servicemen in accordance with SMBF rules.
Eligibility:
a) Ex-Servicemen by Trade Tailor/Widows Knowing Tailoring. b) Annual income should be less than `1,50,000.

a) Application. b) Form No. DD 40. c) Attested copy of Discharge book. d) Attested copy of Ex-Servicemen Identity card. e) Income certificate from Village Officer. f) Attested copy of Widow Identity card, in case of widows. g) Knowledge of tailoring certificate from any Gazetted Officer or from Institute in case of widows.
12. Medical After Care Grant to Cancer Patients.
A sum of `1,500 per month is given to every Ex-Servicemen/Widows/Wives of Ex-Servicemen/dependent children of Ex-Servicemen cancer patients for a period of one year and for non pensioners for a period of two years without stipulating income limit and subject to SMBF rules.
Eligibility:
a) Ex-Servicemen /Widows/Wives of Ex-Servicemen/ dependent children of Ex-Servicemen. b) Should have undergone treatment on account of cancer from a recognized Cancer Institute.

13. Cash Award to SSLC, CBSE and ICSE Top Scorers. (10th and +2 level) Cash award is given to wards of Ex-servicemen who get A+/A1 grading in all subjects in the respective stream of

2) 12th/+2 level `5000 (State / CBSE / ICSE)

14. Grant for repairs of dwelling huts.
A one time grant of `20,000 is paid to Ex-Servicemen and widows of Ex-Servicemen.

a) Ex-Servicemen/widows of Ex-Servicemen.
b) Annual income should be less than `2,00, 000.

15. Training programmes for self employment ventures of Ex-Servicemen. Training is imparted to 25 Ex-Servicemen from each District who wish to start self employment ventures as a measure towards rehabilitation. A maximum of `10,000 each will be paid as course fee to the institution where the unemployed Ex-Serviceman is undergoing training.
Eligibility: Only for unemployed Ex-Servicemen.

16. Training Programme for attending Competitive Exams and Attending Interview Boards
In order to help the Ex-Servicemen and their dependants who are appearing for competitive exams and facing Interview Board a sum of `10,000 or actual fees which ever is less shall be provided.

18. Financial Assistance to Paraplegic Rehabilitation Centre, Pune.
A monthly financial assistance of `1000 per month to the inmates of Paraplegic Rehabilitation Centre, Pune who belong to the State of Kerala and to provide railway ticket charges for 2nd class Sleeper once a year to a close relative of the inmates.
19. Financial Assistance to Children of Ex-servicemen who are undergoing coaching classes to appear for SET, NET, JRF, ICWA, CA, Civil Services Examination etc.
In order to help the Children of Ex-Servicemen who are undergoing coaching classes for SET, NET, JRF, ICWA, CA, Civil Services Examination etc. one time grant of `10000 (Rupees Ten thousand only) will be paid.
Eligibility:
a) Children of Ex-servicemen, who are undergoing the above coaching. b) Annual income should be less than `3,00,000

a) Ex-Servicemen/Widows/Wives of unemployed ESM should know embroidery works. b) Annual income should be less than `1,50,000.

22. After care grant to ESM/widows undergone organ transplantation After care grant of `1000/- pm shall be sanctioned to ESM / widows of ESM undergone organ transplantation (Heart, Kidney, Lever, Hip and Knee etc). for one year without stipulating any other conditions
23. Medical relief grant One time grant of `10,000/- as medical relief grant is given to ESM and widows of ESM who are non-pensioner and suffering from degenerative or incurable deceases and above 60 years of age and whose annual income is below `75,000/-

25. Supply of sewing machine and embroidary machine to the team of ESM/Wives/Widows of Ex-Servicemen (Team basis)
A one time issue of 3 sewing machines and 2 embroidary machines to the unit consisting a team of minimum 5 or more unemployed ESM/Wives/Widows of ESM for self employment project.

GRANTS FROM AMALGAMATED FUND1. Scholarship to the dependent wives and children of Ex-servicemen studying in Professional/ Vocational
and Technical Courses: Dependent Wives/ dependent Children of Ex-Servicemen studying in various Professional/Vocational/Technical Courses are eligible for Scholarship of an amount ranging from `3,000 to `10,000 per year from Amalgamated Fund subject to certain conditions.
Eligibility:
a) The Scholarship will be granted to the dependent wives/dependent children of Ex-Servicemen studying in full time Professional/Vocational/Technical courses.
b) Annual income limit will be below `3,00,000. c) The AF scholarship will not be granted to a student for more than two times. d) The age of student should be below 25 (in case of children) as on the date of joining the course. e) Married/employed children are not eligible for scholarship. f) Should not be a recipient of any other scholarship for the same course during the period. g) If a student recieves scholarship for a particular course and fails to get pass mark in the examination in
that course, will not be eligible to get the scholarship for the second time in that particular course. h) The student should have secured not less than 50% of marks in aggregate in the qualifying examination
of the respective course. (e.g. If the application is for a PG course, the student should have secured not less than 50% of marks in the degree course).

2. Grant to Orphan children of Ex-Servicemen.
Financial Assistance is granted to orphan children of Ex-Servicemen at the rate of `3,000 per month subject to certain conditions.
Eligibility:
a) The age for both male and female child is limited to 25 years. Earning or married children will not be eligible. Widowed/divorced daughters upto the age of 25 will also be eligible for the grant.
b) Annual income limit should be less than `3,00,000.

3. Financial Assistance to the children of Ex-Servicemen studying in Sainik School, Kazhakoottam.
A lumpsum grant of ̀ 10,000 each is sanctioned to the children of ex-servicemen studying in Std. X, Sainik School Kazhakoottam, Tvpm without stipulating any conditions.

300 Students who are preparing for Entrance Examination for Medical/Engineering Course are eligible for financial assistance at the rate of `6000 subject to certain conditions.

a) Children of Ex-Servicemen should attend entrance coaching for Medical/Engg. course. b) Annual income limit should be less than `4,00,000. c) In case applicants are more than 300 then selection, will be based on merit of SSLC/Equivalent
examination.d) Duration of the course should not be less than 6 months.

7. Grant to old age homes providing shelter to aged Ex-Servicemen/widows. The purpose of the scheme is to extend support to the poor and aged Ex-Servicemen/widows of ESM admitted in recognized old age homes in the State. Those who have attained the age of 65 years are eligible under this scheme. The grant of `2000 pm will be paid to the Old Age Homes after scrutinizing applications obtained from the inmates in this regard through the Zila Sainik Welfare Office concerned.
Eligibility:
a) Ex-Servicemen/ widows of ESM above the age of 65 years admitted in Govt. approved old age homes and not in receipt of any Financial Assistance from any source.
b) Not availing any financial assistance from any other sources.

8. Re-habilitation Courses to Ex-servicemen/Widows/Dependants. The Scheme is introduced for imparting training to the Ex-Servicemen to capacitate them for re-employment/ finding self-employment. It covers courses in dairy, poultry, Khadi & Village Industries; IT/computer based courses etc, in collaboration with Government Departments or autonomous bodies. Course fee of `10,000 (maximum) per head will be paid to the institution after completion of the training course.
Training will be organized by the ZSWO concerned. Fund will be released to the Institution. Priority is given to War Widows/Children, Widows/Children of ESM died in harness, ESM and dependents. Dependents whose annual income is less than Rupees Two Lakhs Fifty Thousand only eligible.

9. Interest Subsidy on Bank Loan for self employment purpose. The Scheme is intended to encourage and give relief to the Ex-Servicemen/widows of Ex-Servicemen who seek self employment ventures for their rehabilitation. Interest subsidy will be given to bank loan upto Rupees Three lakhs only. However, the Ex-Servicemen are at liberty to avail maximum required amount for his business as loan, sanctioned by the bank as per their norms. Interest subsidy will be given in 3 instalments. i.e. on completion of first year of payment of loan 50% of interest charged by the bank, second year 2/3 of 50% of interest and in the third year 1/3 of 50% of interest.
Eligibility: Ex-Servicemen/widows of Ex-Servicemen other than those who had left the service on disciplinary grounds.

10. Formation of Self Help Group Units of Ex-Servicemen and their dependents. Job avenues in State Departments as well as Public Sector undertakings are very limited. Bearing in mind the situation, the Department of Sainik Welfare has initiated a programme of forming Self Help Group Units to provide self employment to the unemployed ESM/family in the state. In the beginning it is proposed that 20 such units may be formed in the state. The Amalgamated Fund shall extend financial assistance of `25,000 to each unit subject to the satisfactory functioning of the group for a minimum of one year.
Eligibility and conditions.
a) Ex-servicemen, Widows and their dependents are the only beneficiaries for the scheme. b) Each group shall consist of 15 – 20 members or 5 families. c) The group shall be formulated for any viable enterprises/activities, which generate income for their
livelihood. d) The group members shall mobilize fund by contributing their share and if necessary, avail bank loan for
the smooth conduct of the activities. e) The group should make bye-laws for the co-ordination and actual understanding among the members for
the proper functioning of the unit. f) The group shall elect a Group Convener/Chairman, Treasurer and an Executive committee. g) Each group shall register their units with the concerned ZSWO and authorize the Convener/Chairman
or Treasurer to receive the financial assistance from the Amalgamated Fund. A copy of the project report covering all details including financial statement, business transactions etc. may also be submitted.
h) Financial assistance from Amalgamated Fund shall be granted after the viability of the project and satisfactory function.

GRANTS PROVIDED BY THE STATE GOVERNMENT1. House Building Grant.
The State Government has introduced this scheme towards the welfare of the disabled Ex-Servicemen boarded out and widows and dependants of jawans died - in - harness. The scheme is extended to homeless Ex-Servicemen who are below 60 years of age. The amount of grant is Rupees Two Lakh.
Eligibility:
a) Disabled and boarded out soldiers/war widows / widows of soldiers died - in - harness, recruits with disability pension. In th case of Ex-Servicemen priority should be given to those applicant with higher age. (Below the age of 60 years, lengthier service and lower income)
b) Annual income limit should be less than `3,00,000 (the income limit is not applicable to the Dependants of jawans killed/disabled/missing in action).
c) To be applied within 5 years of date of discharge/death.

Personnel belonging to other states died or disabled while serving in Kerala are also eligible for this grant.Eligibility:
a) Military/Para Military personnel killed/disabled/missing in specific operations/actions.
b) Should be a native of Kerala/or should have been disabled/died while serving in Kerala.

5. Chief Minister’s Sainik Welfare Fund. Financial assistance up to a maximum of `10 lakh is provided to Military/Para-Military/GREF personnel who are killed/disabled in action. The amount of assistance will be apportioned between the wife and parents of the deceased in the ratio 3:1. The scheme is extended to Defence/Para military personnel who are killed/disabled in Naxalite attack.

(iii) personnel of the Army Postal Service who are part of Regular Army and retired from the Army Postal Service without reversion to their parent service on medical grounds attributable to or aggravated

Advice Memo No 36034/1/2006-Estt(Res) dated 04 Oct 2012 and this order came into force from the date it was published in the Gazette of India vide G.S.R 757 (E) dated 10th Oct 2012).*Authority – On the advice of DOP&T, Min of Defence, Department of Ex-servicemen Welfare D (Res-I) issued OM dated 18th Mar 2013 granting Ex-recruits ESM status with effect from 01 Feb 2006.
Note : The eligibility of the person to the status of Ex-Servicemen will be governed by the definition in vogue at the time of his discharge and will not be affected by the changes in the definition subsequent to the discharge.

Grand of Ex-Service men Status: Personnel who were on deputation in Army Postal Service for more than 6 (six) months prior to 14th Apr 1987 would also be considered as Ex-Servicemen with all consequential benefits as per Govt. of India MoD(Army) OM No 1(9)/2010/D(Res-l) dated 20/21 Jul 2011 read with Govt. of India, MoD(Army) OM No (9)/2010/D(Res-l) dated 10 Apr 2013.
Entitlement of CSD facilities to APS Personnel: As per Para 11(b) of AO 2/2006/QMG as amended vide Quartermaster General Branch letter No 96001/Q/DDGCS dated 18 Feb 2008 read with Quartermaster General’ Branch letter No 96029/Q/DDGCS/Entitlement dated 28 Apr 2014 that following eligibility criteria for CSD facilities are as:
APS personnel who have served for minimum five years in APS whether the individual was transferred permanently to APS (i.e in receipt of pension from defence service
estimates) or was on deputation (i.e. in receipt of pension from parent organization) are entitlement for CSD facilities.
Minimum service criteria of five years Is applicable to Ex-Servicemen from Armed Forces for availing CSD facilities. JCOs/Other Ranks of Army/Navy/Indian Air Force should have rendered coloured service for minimum 15 years for purchasing a four wheeler from CSD, Therefore Same hold good for APS personnel also.
It is also intimated that ESM of armed forces who have served for less than five years are not entitled to CSD facilities. Therefore, consequential benefits of CSD facility to pre 1987 retiree APS personnel is same as applicable to pre 1987 retirees of Army, Navy or Air Force i.e. CSD facilities will be entitled only If he has served for minimum five years in Armed Forces.

EducationEducational Scholarship to wards of defence personnel
The Army Headquarters extend educational concessions to the children of Armed Forces personnel who have been killed/declared missing or permanently disabled in post war operations in India & abroad including counter insurgency operations.
Children studying in Government/Government aided schools/Educational institutions/Military/Sainik Schools and other schools or Colleges recognized by the Central/State Governments including the autonomous organizations financed entirely by Central/State Governments are eligible and can apply to :-

Housing Grant
Re-imburrsement of interest on home loan taken from banks for construction of house to war bereaved, war desabled and attributable peace time casualities is provided out of AFFD fund. The upper existing limit of `1,00,000 for eligibility of the interest subsidy even though the loan taken may be of a higher amount. 50% of the interest charged by the bank or govt. only public sector including LIC, GIC and HUDCO would be reimbursable as interest subsidy.
Cheshire Home
Cheshire Homes are institutions where ESM suffering from incurable diseases like TB and Leprosy, mental diseases/Spastic, Paraplegics are housed for continuous care and treatment. The Cheshire Home (Centre) functioning at Thiruvananthapuram also admits ESM/Widows for the above purpose. KSB provides grant/financial assistance to the institutions for the treatment of each patient. Financial assistance is provided `9000 per annum per inmate. The major Centres in the country are furnished below:

Modified Scooters to Ex-Servicemen
Kendriya Sainik Board is providing Modified Scooters to all Ex-Servicemen who are disabled after retirement. The case is dealt by Adjutant General’s Branch, R&W Section, Ceremonial & Welfare Directorate, Army Headquarters, New Delhi.

Eligibility:
a) Ex-Servicemen who are disabled during service and the disability is attributable to Military service.b) Cases of versa who are not covered under the scheme of Army Headquarters will be however considered
by Kendriya Sainik Board, New Delhi i.e. ESM of Air Force and Navy. (c) All cases not covered under the scheme run by AG Branch Army HQ and whose disability element is
above 50% will be considered
Documents:
(a) Copy of Pension Payment Order issued by the PCDA under which the pension is sanctioned duly attested.
(b) A certificate in original from the nearest ECHS empanelled Hospital/Military Hospital stating that the individual can move effectively only with the help of modified scooter and showing the element of disability
(c) Copy of Identity Card duly attested.
(d) Copy of discharge book of Ex-Servicemen duly attested.
(e) Name of nearest railway station.
(f) Sources of financial assistance if any, received for this purpose from other sources.

Ex-Servicemen Identity Card All categories of Ex-servicemen (officers/JCOs/OR) are required to obtain Ex-Servicemen identity card from their respective Zila Sainik Boards. Possession of Identity Card is essential for availing various benefits/concession for which Ex-Servicemen are entitled to from DGR/KSB/RSBs/ZSBs.

RESERVATION OF SEATS IN MEDICAL/DENTAL/ENGINEERING COLLEGES AGAINST DEFENCE QUOTA
Government of India has reserved Approximate 25 to 27 seats for MBBS and 01 seat for BDS all over the country for sons, daughters and wives of Defence personnel covered under the following categories as Government of India nominees. The following categories (priority written against each) of dependants, i.e., sons/daughters/wives/widows of service personnel are eligible to apply:

The candidate must have passed 10+2 or equivalent examination in English, Physics, Chemistry and Biology with at least 50% marks in aggregate for MBBS/BDS courses and for the Engineering courses the candidate must have passed similar examination in English, Physics, Chemistry and Mathematics securing 75% and above marks in the aggregate.
There is no written examination for selection of the candidates. The candidates are short listed on the basis of marks obtained in the qualifying examination. The selected candidates are nominated to the colleges as per final merit list prepared by Kendriya Sainik Board (KSB) and preference exercised by the candidate subject to availability of seats.
The candidate may obtain application forms for admission against reserved seats from Secretary, Kendriya Sainik Board, West Block-IV, RK Puram, New Delhi – 110 066. Applications are usually invited during the month of May and the last date of receipt of application would be 30th June of the year.

ENHANCEMENT OF DEMISE GRANT TO NOKs OF RETIRED JCOs/OR
The COAS has approved the enhancement of the scale of Demise Grant to NOKs of retired JCOs/OR from `5,000/- to ` 7,000/- wef 15-01-2014 prospectively to the date of demise on or after 15-01-2014 onwards. (Auth. IHQ of MOD Letter no. B/46126/AG/ACWF/Accts Sec. Dated 21-01-2014)
Prime Ministers Scholarship Scheme (PMSS)
To encourage higher technical and professional education for dependent wards of Ex-Servicemen / Ex-Coast Guard (CG) personnel and their widows (below officer rank only) and dependent wards widows of Ex-Servicemen / Ex-CG personnel who died / disabled in harness due to cases attributable to Militry / CG service irrespective of the rank. Students who have taken admission in the current academic year are only eligible to apply for PMSS. Students should have scored 60 % and above in minimum education qualification 10+2 / diploma / graduation. List of authorised professional degree courses for PMSS are furnished below. Amount of scholarship - `2000 per month for boys and `2250 per month for girls. Amount paid annualy after selection.

EMPLOYMENT ASSISTANCE FROM STATE GOVERNMENTEmployment assistance to Dependants of jawans killed/disabled/missing in action
(GO(P) No. 110/2002/GAD dated. 29 April 2002)
Government of Kerala provide employment assistance in the State service to the dependants of the defence
personnel and GREF/BSF personnel attached to military duty killed/disabled/missing due to reasons attributable to
military service.
Eligibility:
a) One dependant is eligible for employment assistance.
b) Priority is Wife/Husband/Son/Daughter/Father/Mother/Unmarried brother/Unmarried sister in the case of
married persons & in the case of unmarried persons, father/mother/unmarried brother/unmarried sister.
c) Age relaxation as per rules.
d) To be applied within 3 years of death/missing/disability. In case of minor to be applied within 3 years
of attaining the age of major.
Documents:
a) Application.
b) Attested copy of PPO.
c) Attested copy of certificate to prove age, qualifications.
d) Attested copy of certificate to prove experience if any.
e) Attributability to military service in Annexure II for Defence personnel and in Annexure III for BSF/
GREF personnel.
f) Certificate from the Tehsildar to prove dependency and relationship.(Annexure IV).

REGISTRATION All Ex-servicemen are required to register their name with appropriate authority for availing any form of resettlement assistance.
JCOs/ORs
They are required to register with the Zila Sainik Welfare Office nearest to their place of domicile or where settled permanently. The process of registration can be started 12 months before the actual date of discharge of service personnel. The Record Office concerned send the employment index card of the retiring (service personnel) personnel to the concerned Zila Sainik Welfare Office for registration.
If an Ex-Serviceman is not able to get his name registered through the Record office, he can directly go to the Zila Sainik Welfare Office with connected documents for registration purpose.
Renewal
Every Ex-serviceman who registers with Zila Sainik Offices has to renew his registration once in three years. The due date of renewal is any day of the month in which he had registered. Renewal can be done either by visiting the Zila Sainik Welfare Office personally, or by sending by post a reply paid post card giving his registration number, NCO number, his name and address. Registration can be renewed in the month due or in the following two months. [For example, if registration is to be renewed in October (the month due), the registrant can renew his registration on any day of the month (October) or in the following two months, i.e. In November & December].
Disabled Ex-servicemen/Defence service personnel
Disabled Defence Service personnel are granted Priority-I along with retrenched employees of Government. They can also register with the Rajya Sainik Board for getting priority-I for employment purpose, besides being registered in the concerned Zila Sainik Welfare Office. For registering their names in the Rajya Sainik Board, disabled Ex-servicemen need not personally approach the Directorate, they can get it done through their ZSWOS.
All disabled Ex-servicemen who are getting disability pension may be registered for employment under priority one category. An Ex-serviceman whose disability is not attributable to military service would be treated as ordinary Ex-servicemen and would be registered with the concerned Zila Sainik Welfare Office only.
Special Employment Exchange for Differently Abled Persons
The Zila Sainik Welfare Officer will forward the registration records (SWD-XI) in respect of disabled exservicemen to the concerned District / Town Employment Exchange / Special Emploment Exchange for Differently Abled which ever is entrusted with dealing such registration. The disabled ESM must produce a disability certificate form District Medical Board stating the percentage of disability in respect of that particular ESM. As per existing rules of the State of Kerala, ESMs having diability above 40% an eligible for such registration.
In the case of disabled ESM, they may be adviced to obtaine ‘Identity Card for person with disability’ from the concerned District Social Welfare.Professional and Executive Employment Exchanges for professional standard registration in the State
Degree in Engineering, Medicine, Agriculture, Veterinary, Fisheries, Nursing, LLB, PGDCA and Post Graduate qualification with not less than 50% marks etc are included in the Professional and Executive level standard.
Zila Sainik Welfare Officers should forward the secondary employment index card (X-I) in respect of Ex-servicemen possessing the above professional and executive level qualification, directly to the concerned Professional and Executive Employment Exchange. They need not send such index card to the Directorate of Sainik Welfare.

There are three Professional and Executive Employment Exchange in Kerala under the department of National Employment Service (Kerala). The vacancies reported to such Exchanges are usually to the Gazetted/higher management cadres such as lecturer, doctor, engineer, business executives, agricultural officer, accounts officer, project officer, company executives, senior executives etc.
