The Defence Minister Mr Manohar Parrikar said “the Government

is fully committed to develop a real Blue Water Navy, a Navy which can dominate the Indian Ocean Region, but will be considered friendly by the neighbouring countries” in New Delhi on September 30, 2015.

Commissioning INS Kochi, the second ship of the indigenously designed and constructed Project 15A (Kolkata-class) guided missile Destroyers, Mr Parrikar gave two examples to illustrate his point- that of transporting drinking water to Maldives when the latter’s water treatment plant was damaged last year, and the rescue and evacuation of nationals of over 20 countries from war-torn Yemen by the Indian Navy, without any damage to our platforms and personnel.

INS Kochi has been built by the Mazagon Dock Ltd., Mumbai.

Mr Parrikar said there has been a renewed enthusiasm among DPSUs and the Private Sector in the development and production of platforms and systems for the

PARRIKAR COMMISSIONS INS KOCHI

‘Network of Networks’Defence Forces and the government has been consistently trying to indigenise and speed-up timely deliveries. He hoped that the next Destroyer in the series will be put into water by the end of the current financial year.

Mr Parrikar said while we have achieved significant indigenisation in ‘Float’ component of warships, we are lacking in the indigenisation of the high-end Fight components. To that end, the Government is in the process of putting a policy in place to achieve high amount of self- reliance in the defence industry under the guidance of the Prime Minister Mr Narendra Modi.

The Defence Minister said the Government is seized of the Nation’s defence requirements and requisite financial support for the Armed Forces and defence industry will be made available, which includes the modernization and development plans of the Navy. Towards this the Government shall always remain committed to provide the necessary funds for the future expansion and

growth of the Navy.

The commissioning ceremony was attended among others by the Chief of Naval Staff Admiral RK Dhowan, Flag Officer Commanding-in-Chief, Western Naval Command, Vice Admiral SPS Cheema; and the Chairman and Managing Director of Mazagon Docks Limited, Rear Admiral RK Shrawat (Retd).

Speaking on the occasion, Admiral RK Dhowan said that commissioning of INS Kochi is a milestone in the self-reliance programme of the Navy and stated that the indigenisation of platforms, weapons, sensors and equipment, through public as well as private sectors, will continue to remain a focus area of the Indian Navy. He emphasized that the ‘Roadmap for the Navy’s expansion and growth would continue to remain firmly anchored on Self-reliance and indigenisation’.

“Induction of INS Kochi, with her multi-dimensional combat capability, adds more teeth to the sword arm of the Indian Navy in

6 Sainik Samachar October 16-31, 2015

discharging her duties of safe-guarding national maritime interests. This further reaffirms our resolve and faith in indigenous ship building and “Make in India” programme”, he said.

The Project 15A Destroyers are the follow-on ships of the legendary Project 15 ‘Delhi’ class Destroyers which entered service in the late 1990s. Conceived and designed by Indian Navy’s Directorate of Naval Design, the P15A ships have been christened after major port cities of India; Kolkata, Kochi and Chennai. The Keel of Kochi was laid on October 15, 2005, and launched on September 18, 2009. Kochi is the second of the Kolkata class and

is of the most potent amongst the surface combatants that have been constructed in India. It measures 164 meters in length and approximately 17 meters in width, with a full load displacement of 7500 tonnes. The ship has a combined Gas and Gas (COGAG) propulsion system, comprising four powerful reversible gas turbines; and can attain speeds in excess of 30 knots. The Ship’s electric power is provided by four gas turbine generators and one diesel alternator, which together produce 4.5 Mega-Watts of electrical power. The ship has a complement of 40 officers and 350 sailors.

INS Kochi incorporates new design concepts for stealth and has

many firsts to her credit, including a very large component of indigenous combat-suite. The ship is packed with the most sophisticated state-of-the-art weapons and sensors including the vertically launched Long Range Surface to Air Missiles (LRSAM) and MF-STAR multi-function active phased array radar, which is fitted only on the Kolkata class of ships. She is equipped with the advanced supersonic and long range BrahMos Surface to Surface Missile – a joint Indo-Russian venture. The 76 mm Super Rapid Gun Mount (SRGM) and AK 630 CIWS, both manufactured indigenously, can take on air and surface targets. The entire anti-submarine weapon and sensor suite fitted onboard, consisting of Indigenous Rocket Launchers (IRL), Indigenous Twin-tube Torpedo Launchers (ITTL) and a bow-mounted New Generation HUMSA Sonar are fine examples of India’s indigenous efforts in the field of underwater warfare. The sensor suite includes other advanced Surface to Air surveillance radars and an indigenous Electronic Warfare System. A state-of-the-art Combat Management System (CMS- 15A) has been integrated with the onboard weapons and sensors. The ship is equipped to operate two

7Sainik SamacharOctober 16-31, 2015

Seaking or Chetak Helicopters.

The Ship can be truly classified as a ‘Network of Networks’ as it is equipped with sophisticated digital networks, such as Asynchronous Transfer Mode based Integrated Ship Data Network (AISDN), Combat Management System (CMS), Automatic Power Management System (APMS) and Auxiliary Control System (ACS). The AISDN is the information highway on which data from all the sensors and weapon ride. The CMS is used to integrate information from other platforms using indigenous data-link system, to provide Maritime Domain

Awareness. The intricate power supply management is done using APMS, and remote control and monitoring of machinery is achieved through the ACS.

The unique feature of the ship is the high level of indigenisation achieved with most of the systems onboard sourced from within the country. Some of the other major indigenised systems onboard INS Kochi include the Electronic Warfare Suite, Foldable Hanger Doors, Helo Traversing System and Ship’s Stabilisers. Crew comfort is a significant feature of INS Kochi and has been ensured

through ergonomically designed accommodation and galley compartments based on modular concept.

INS Kochi derives her name from the vibrant port city of Kochi. This is a tribute to the city’s distinct maritime character and culture, and symbolises the special bond between the Indian Navy and the city of Kochi. The ship’s crest depicts a sword and a shield together with a Snake Boat riding on the blue and white ocean waves, which symbolise the Malabar region’s rich maritime heritage and martial traditions. The crew of the ship abides by the Sanskrit motto “Jahi Shatrun Mahabaho” which means “Oh mighty armed one… conquer the enemy”.

The Commanding Officer, Captain Gurcharan Singh, read out the Commissioning Warrant, prior to the hoisting of ‘Colours’ (the national flag and naval ensign) for the first time onboard the ship. Following her commissioning, INS Kochi will be based at Mumbai, under the operational and administrative control of the Flag Officer Commanding-in-Chief, Western Naval Command.

Can you tell us about GRSE and its business?

GRSE commenced its journey in 1884, as a small ship repair workshop located on the banks of river Hooghly. The Company was taken over by the Government of India in 1960 and placed under the administrative control of the Ministry of Defence. Soon thereafter, GRSE delivered the first ever indigenous warship built in India, INS Ajay to Indian Navy in 1961. GRSE has since then delivered a total of 94 warships to Indian Navy, Indian Coast Guard and Mauritius Coast Guard, which is the highest number of warships built by any shipyard in the country.

GRSE is following a well laid blue print for growth, expansion and diversification to meet the future defence needs of the country. Towards this end, the shipyard has recently completed a Modernization

project with an aim to build quality ships in reduced timeframe with Modular Construction Technology. The modernisation project has created state of the art shipbuilding facilities comprising of a 10,000 ton Dry Dock, a 4,500 ton Inclined Berth and a large Module Hall with sliding roof for consolidation of Mega-Hull Blocks. All these three major facilities are co-located and covered by a giant Goliath Crane of 250 ton Capacity, to provide modern

infrastructure for Integrated Modular Construction. GRSE has also acquired Raja Bagan Dockyard from CIWTC, to establish a dedicated facility for small ship business.

Thus GRSE has created excellent infrastructure and capabilities for in-house design and construction of a wide range of sophisticated warships from Fast Attack Crafts to Frigates, to fully meet the needs of state of the art warships for Indian Navy and Indian Coast Guard.

What are the recent achievements of GRSE?

As you may be aware, CGS Barracuda, a multi-role Offshore Patrol Vessel built by GRSE was commissioned at Port Louis, Mauritius on March 12, 2015, in the august presence of Prime Minister of India and Prime Minister of Mauritius. This was a historic day not only for GRSE but for the entire country because, CGS Barracuda is the first ever export warship built by India. The ship has been designed in-house by GRSE to perform multiple roles as specified by National Coast Guard of Mauritius.

The other major achievement of GRSE has been the commissioning of INS Kamorta, the first ever Anti-Submarine Warfare Corvette built in the country for the Indian Navy under Project P-28. GRSE is building four ships under this project. These ships are extremely versatile weapon platforms with excellent stealth features. INS Kamorta was commissioned at Visakhapatnam on August 23, 2014. The ship has been built with over 90% indigenous content and hence a major step towards “Make in India” and towards

12 Sainik Samachar October 16-31, 2015

achieving self-reliance in state of the art warship design and construction.

How is your current Order Book position?

GRSE is presently executing four projects for the Indian Navy, consisting of 19 ships. The Anti-Submarine Warfare Corvette Project (P-28) consists of four ships. The first ship INS Kamorta is already delivered and commissioned in the Indian Navy. The second ship, Kadmatt is under harbour Trials and would be delivered during the current year. The remaining two ships would be delivered by 2017.

and is the biggest ever order bagged by GRSE.

Looking forward, how is the way ahead for GRSE?

INS Kamorta, the first ASW Corvette delivered by GRSE is performing very well. During her several visits to foreign ports, the ship has generated interest among Navies across the world. Similarly, successful delivery of “CGS Barracuda” to Mauritius has evoked tremendous interest in neighboring countries. Many countries are now showing keenness to source warships from India.

Further, as I mentioned earlier, recent modernisation has created necessary infrastructure for construction of state of the art Frigates and Destroyers in GRSE. This has paved the way for bagging the order for super sophisticated Frigates under Project P-17A.

Therefore, I would say that, capabilities created by GRSE and recent landmark achievements in the area of warship design and construction, have created good business prospects for GRSE and the way ahead is full of opportunities.

So, do you think GRSE has good

GRSE is also building eight Landing Crafts under LCU project. These Landing Crafts offer huge design improvement and operational flexibility as compared to earlier ships of this class operated by the Indian Navy. GRSE is also constructing four WJFACs (Water Jet Fast Attack Crafts) for Indian Navy. All these 12 ships are slated to be delivered over the next two years.

Further, GRSE has recently bagged the order for construction of three advanced stealth Frigates for Indian Navy, under P-17A Project. This order is worth Rs 20,000 Cr

13Sainik SamacharOctober 16-31, 2015

prospects in export market?

As I mentioned earlier, GRSE has achieved the distinction of making the first warship to be exported by India. CGS Barracuda exported to Mauritius was specifically designed in-house by GRSE to perform multiple roles as specified by the customer, National Coast Guard of Mauritius. The ship has opened a new line of Off-shore Patrol Vessel designed for multiple roles. Many countries have evinced keen interest on such ships. GRSE has gained considerable experience while building this first export war vessel of the country.

Further, GRSE built INS Kamorta had participated in international exhibitions at Langkawi and Singapore and has received rave reviews. Based on the responses and interactions, GRSE is of the opinion that there is a market for GRSE built warships in the developing nations of Far East, Africa and Latin America.

Buoyed by the response to its products, GRSE is concentrating with a focused agenda on the export market for its products such as “Landing Ship Tank”, “Fast Attack

actively pursuing a contract for building 02 Frigates for Philippine Navy. After technical evaluation, GRSE is the only shipyard to have been shortlisted. We are in the fray along with three Korean Shipyards and one European Shipyard in this global tender. Similarly, GRSE has also been shortlisted for building 14 Fast Patrol Boats for Vietnam Border Guards. First 05 ships will be built in India and remaining 09 ships will be built at Vietnam, with our assistance.

Going forward, what challenges are in store for GRSE in the way ahead?

With proven capabilities to design & build state of the art warships and a good order book, GRSE is now poised to grow into a premier shipbuilding company. GRSE is actively pursuing its goal to become an integral part of defence preparedness of the country, aimed at self-reliance. GRSE’s aim is to become a leading shipbuilding yard as well as multi-dimensional engineering company with high quality, competitive prices and timely delivery as our hallmarks.

But there are many challenges in the path to realize GRSE’s

Crafts”, “Offshore Patrol Vessels”, “Inshore Patrol Vessels” and “Pre-fabricated Steel Bridges”.

GRSE has made the initial inroads into the export market, by delivering CGS Barracuda to Mauritius. This achievement is a step in GRSE’s efforts to realise our Prime Minister’s dream of “Make in India”, not only to meet the requirement of our armed forces, but also to export warships to friendly foreign nations.

Towards this end, GRSE is

14 Sainik Samachar October 16-31, 2015

vision ‘To become a World Class Shipbuilding and Engineering Company’. GRSE has embarked upon a variety of initiatives to meet these challenges. Some of these initiatives are Technology and Infrastructure up-gradation, Process improvements, Skill Development of Human Resources, Expansion and Development of Vendor Base and Increased focus towards Customer satisfaction.

In your area of operations, how are you implementing the vision of

Prime Minister of India?

The Prime Minister of India has initiated a number of visionary programmes in the country to achieve self-reliance and create job opportunities. These include the “Make in India” and “Skill India” initiatives, which are relevant to GRSE.

With proven in-house capability for design and construction of a wide range of warships from Fast Attack Crafts to super-sophisticated Corvettes and Frigates, GRSE is fully

equipped to realize the vision of Make in India. As I mentioned earlier, we not only have the capability to Make warships in India for Indian Navy and Indian Coast Guard, but we also have the capability to make them for our friendly nations.

GRSE has drawn a five year plan to upgrade the skill of our work force. We also have an MoU with local police and civil authorities to identify unemployed local youth and impart them technical skills, so that they become employable by industry. In fact we have already skilled around 2000 personnel and the programme is continuing. This is our contribution towards Skill India.

The Minister said TA has a distinguished history and has been a bulwark for the nation in extremely challenging condition during war,

counter insurgency operations as well as natural calamities. Over a period of time, Territorial Army has transformed from being a ‘Reserve’ to a motivated and trained force. He stated that the TA has its imprint over a vast geographical expanse and covers the entire span of our country including island territories, thereby effectively contributing to ‘unity in diversity’ of the country.
