I thank you for electing me to the responsibility of the President of India, and I enter this office with all

humility. Coming here to Central Hall has brought back so many memories. I have been a Member of Parliament and here, in this very Central Hall, have had discussions with many of you. Often we agreed, sometimes we disagreed. But we learnt to respect each other. And that is the beauty of democracy.

I grew up in a mud house, in a small village. My journey has been a long one, and yet this journey is hardly mine alone. It is so telling of our nation and our society also. For all its problems, it follows that basic mantra given to us in the Preamble to the Constitution – of ensuring Justice, Liberty, Equality and Fraternity and I will always continue to follow this basic mantra.

I bow to the 125 crore citizens of this great nation and promise to stay true to the trust they have bestowed on me. I am conscious I am following in the footsteps of stalwarts such as Dr. Rajendra Prasad, Dr. S. Radhakrishnan, Dr. A. P. J. Abdul Kalam, and my immediate predecessor, Shri Pranab Mukherjee, whom we address out of affection as ‘Pranab Da’.

Our Independence was the result of efforts by thousands of patriotic freedom fighters led by Mahatma Gandhi. Later, Sardar Patel integrated our nation.

Principal architect of our Constitution Babasaheb Bhim Rao Ambedkar instilled in us the value of human dignity and of the republican ethic.

These leaders did not believe that simply political freedom was enough. For them, it was crucial to also achieve economic and social freedom for millions of our people.

We would be completing 70 years of our Independence soon. We are also well into the second decade of the 21st century, a century that so many of us intuitively believe will be an Indian century, guided and shaped by India and its accomplishments. We need

to build an India that is an economic leader as well as a moral exemplar. For us, those two touchstones can never be separate. They are and must forever be linked.

The key to India’s success is its diversity. Our diversity is the core that makes us so unique. In this land we find a mix of states and regions, religions, languages, cultures, lifestyles and much more. We are so different and yet so similar and united.

The India of the 21st century will be one that is in conformity with our ancient values as well as compliant with the Fourth Industrial Revolution. There is no dichotomy there, no question of choice. We must combine tradition and technology, the wisdom of an age-old Bharat and the science of a contemporary India.

As the gram panchayat must determine our consultative and community based problem solving, the Digital Republic must help us leapfrog developmental milestones. These are the twin pillars of our national endeavour.

Nations are not built by governments alone. The government can at best be a facilitator, and a trigger for society’s innate entrepreneurial and creative instincts. Nation building requires national pride:

— We take pride in the soil and water of India;

— We take pride in the diversity, religious harmony and inclusive ethos of India;

— We take pride in the culture, heritage and spirituality of India;

— We take pride in our fellow citizens;

— We take pride in our work; and

— We take pride in the little things we do every day.

Each citizen of India is a nation builder. Each one of us is a custodian of India’s well-being and of the legacy that we will pass on to coming generations.

— The armed forces that protect our borders and keep us safe are nation builders.

— Those police and paramilitary forces that fight terrorism and crime are nation builders.

— That farmer toiling in the blazing sun to feed fellow citizens is a nation builder. And we must never forget that so much of our farm labour comprises women.

— That scientist concentrating tirelessly and 24 x 7 to send an Indian space mission to Mars, or invent a vaccine, is a nation builder.

— That nurse or doctor helping the sick to recover and fighting disease in a remote village, is a nation builder.

— That young person who founds a start-up and becomes a job creator is a nation builder. The start-up could be on a small farm, converting mangoes to pickles. Or in an artisans’ village, weaving carpets. Or at a laboratory lit up by giant screens.

— That tribal and ordinary citizen striving to preserve our ecology, our forests, our wildlife, to push back climate change and to advance the cause of renewable energy, is a nation builder.

— That committed and driven public servant who works beyond the call of duty, whether on a flooded

road, directing traffic; or in a quiet room, poring over detailed files, is a nation builder.

— That self-less teacher who equips young children and shapes their destinies, is a nation builder.

— Those countless women who take care of families with so many other responsibilities, at home and work, and raise children to become ideal citizens, are nation builders.

People elect their representatives from the Gram Panchayat to Parliament. They vest their will and hopes in these representatives. In turn, the people’s representatives devote their lives to the service of nation.

But, our endeavours are not for ourselves alone. Down the ages, India has believed in the philosophy of Vasudhaiva Kutumbakam ¼olq/kSo dqVqacde½ – the World is My Family. It is appropriate that the land of Lord Buddha should lead the world in its search for peace, tranquility and ecological balance.

India’s voice counts in today’s world. The entire planet is drawn to Indian culture and soft power. The global community looks to us for solutions to international problems – whether terrorism, money laundering or climate change. In a globalised world, our responsibilities are also global.

This links us to our global family, our friends and partners abroad, and our diaspora, that contributes in so many ways across the world. It brings us to the support of other nations, whether by extending the umbrella of the International Solar Alliance or being first responders following natural disasters.

We have achieved a lot as a nation, but the effort to do more, to do better and to do faster should be relentless. This is especially so as we approach the 75th Year of our Independence in 2022. What must also bother us is our ability to enhance access and opportunity for the last person and the last girl-child from an under-privileged family if I may put it so, in the last house in the last village. This must include a quick and affordable justice delivery system in all judicial forums.

The citizens of this country are the real source of strength to me. I am confident that they will continue to give me the energy to serve the nation.

We need to sculpt a robust, high growth economy, an educated, ethical and shared community, and an egalitarian society, as envisioned by Mahatma Gandhi and Deen Dayal upadhyay ji. These are integral to our sense of humanism. This is the India of our dreams, an India that will provide equality of opportunities. This will be the India of the 21st century.

A lawyer, veteran political representative and long-time

advocate of egalitarianism and integrity in Indian public life and society, Shri Ram Nath Kovind was born on October 1, 1945, in Paraunkh, near Kanpur, uttar Pradesh. His parents were Shri Maiku Lal and Smt Kalawati.

Before assuming charge of the office of the 14th President of India on July 25, 2017, Shri Kovind served as the 36th Governor of the state of Bihar from August 16, 2015, to June 20, 2017.

Educational and Professional Background

Shri Kovind completed his school education in Kanpur and obtained the degrees of B.Com and L.L.B. from Kanpur university. In 1971, he enrolled as an Advocate with the Bar Council of Delhi.

Shri Kovind was union Government Advocate in the Delhi High Court from 1977 to 1979 and union Government Standing Counsel in the Supreme Court from 1980 to 1993. He became Advocate-on-Record of the Supreme Court of India in 1978. He practised at the Delhi High Court and Supreme Court for 16 years till 1993.

Parliamentary and Public Life

Shri Kovind was elected as a member of the Rajya Sabha from uttar Pradesh in April 1994. He served for two consecutive terms of six years each till March 2006. Shri Kovind served on various Parliamentary Committees like Parliamentary Committee on Welfare of Scheduled Castes/Tribes; Parliamentary Committee on Home Affairs; Parliamentary Committee on Petroleum and Natural Gas; Parliamentary Committee on Social

Justice and Empowerment; and Parliamentary Committee on Law and Justice. He was Chairman of the Rajya Sabha House Committee.

Shri Kovind also served as Member of the Board of Management of the Dr B.R Ambedkar university, Lucknow, and Member of the Board of Governors of the Indian Institute of Management, Kolkata. He was part of the Indian delegation at the united Nations and addressed the united Nations General Assembly in October 2002.

Personal Details

Shri Kovind married Smt Savita Kovind on May 30, 1974. They have a son, Shri Prashant Kumar, and a daughter, Miss Swati. An avid reader, the President has keen interest in reading books on politics and social change, law and history, and religion.

During his long public career, Shri Kovind has travelled widely across the country. He has also visited Thailand, Nepal, Pakistan, Singapore, Germany, Switzerland, France, the united Kingdom and the united States in his capacity as a Member of Parliament.

Fond Farewell

The Chiefs of Staff Committee hosted a farewell Banquet on July 21, 2017 in honour of the President

and the Supreme Commander of the Armed Forces.

The Vice President, Prime Minister, Raksha Mantri, Raksha Rajya Mantri, Service Chiefs and other Senior Military and Civilian officials of the Services and the Ministry of Defence attended the Banquet.

In a simple but elegant function held at the imposing Manekshaw Centre, the President, who is also the Supreme Commander of the Armed Forces commended the Armed Forces for their devotion to duty,’Service Before Self’ and Commitment to the cause of National Security and Nation Building. He also extended his warm greetings to the Armed Forces fraternity and special thanks to the families who are their pillars of strength and courage. He also offered his deepest gratitude and

salute to the brave martyrs for their sacrifices and their courageous families who have borne the sacrifices .

The Chairman COSC and CNS thanked the President who is also the Supreme Commander of the Armed Forces for having graciously consented to attend the Banquet hosted in his honour. The Chairman stated that the Armed Forces were fortunate to have received guidance from the President who has always been a source of great inspiration for the forces. He wished the President continued good health and success as he embarks on a new journey and hoped he would be able to devote quality time to his near and dear ones and his hobbies and interests.

The first Ex-Servicemen (ESM) rally at Nabagram Military Station,

organised by the Brahmastra Corps of Army’s Eastern Command, on July 15, 2017 was inaugurated by the then President, Shri Pranab Mukherjee. More than two thousand veterans and veer naris from Murshidabad and neighbouring areas were present at the event. Members of Parliament Shri Dharmendra Pradhan and Abhijit Mukherjee, Minister of the West Bengal Government Shri Jakir Hossain, General Officer Commanding-in-Chief, Eastern Command (GOC-in-C, EC) Lt Gen Praveen Bakshi, General Officer Commanding of Bengal Area Lt Gen GS Sangha, Corps Commander of Brahmastra Corps Lt Gen SS Hasabnis and a host of other military and civilian dignitaries were also present at the occasion.

Addressing the gathering, the then President expressed happiness at getting this one last chance to meet the jawans, veer naris and ESM of the region prior to his demitting

office. He applauded the discipline and organisational capacity that ESM carried with them, despite leaving active service and expressed hope that Nabagram would not only

become a model military station but also bring about all round development of the area in terms of creation of jobs and infrastructure in the township of Nabagram. He paid his humble reverence to the veer naris, stating that their loss could never be replaced but the government would continue to look after them. Six veer naris and two ex-soldiers who had suffered battle casualty were felicitated by the then President. He also applauded the efforts taken by the GOC-in-C, EC to ensure fast development of the military station.

Speaking earlier, the GOC-in-C extended his heartiest welcome to the then President and all other dignitaries to the event. He particularly mentioned the efforts undertaken by Shri Pranab Mukherjee and Shri Abhijit Mukherjee in ensuring that the Army

got this piece of land in West Bengal. He stated that this station constitutes an important element in upgrading the operational preparedness of the Eastern Command. The Army Commander also thanked the civil administration for providing support to the Army for various ESM ventures and hoped that they would continue to provide greater support in the coming times.

A large number of ESM benefited from the various stalls that had been set up by welfare agencies and organisations of Army and civil administration at the venue. The military station had been turned into a one stop facility for canteen services, pension documentation counters for retired personnel, medical and dental checkups, ECHS facility, accounting audit personnel from PCDA, Loan facilitation by the State Bank of India etc. The mega

rally was possible only because of the support provided by the civil administration. Retd Sepoy Sarkar, who retired from 21 RR two years back, said he was happy that all his documentation and pension papers would be taken care of, now that various agencies had converged at Nabagram. The Army Commander promised to have such ESM rallies at regular intervals so that needs of ESM could be taken care of better.

It was exactly nine months ago that the newly developed Military Station at Nabagram was inaugurated by the then President in October 2016. Indian Army in pursuance of vision of Shri Pranab Mukherjee had embarked upon the development of Nabagram Military Station after he had laid its foundation stone in February 2014.

The Defence Minister Shri Arun Jaitley handed over additional

ex-gratia amount from the Army Battle Casualties Welfare Fund (ABCWF) to ten Next of Kin (NoK) of battle casualties. Speaking on the occasion Shri Jaitley said that till now it has been the government, the Armed Forces and the insurance agencies that have been taking care of the families of these martyrs. It is a symbolic concern shown by the citizens that they care for them. He further said that it is a kind of reciprocity from the people indicating that they now stand with these martyrs and next of their kin.

The fund is being pooled by the concerned citizens for such martyrs. The Defence Minister also released an amount of Rs 3.04 crore to 142 other NoK of brave soldiers of the Indian Army, who made the supreme sacrifice for the country.

The ABCWF has been set up under Department of Ex-Servicemen Welfare (ESW), Ministry of Defence following a large number of requests to Defence Minister from citizens, who expressed willingness to assist families of battle casualties, especially in the context of Siachen incident in February 2016 in which ten soldiers were buried in an avalanche.

The fund has been created under the Charitable Endowments Act, 1890. A Bank Account bearing No. 90552010165915 has been opened in the South Block Branch of Syndicate Bank, New Delhi for public to deposit money. There is a provision of financial assistance of Rs 2 lakh to the army battle casualties which are fatal, 60 per cent and above disability and battle casualties invalided out due to disability and Rs 1 lakh to disability less than 60

Defence Minister hands over additional ex-gratia to NoK of battle casualties

per cent. This will be in addition to liberalised family pension, financial assistance from Army Group Insurance, Army Welfare Fund and ex-gratia amount.

A draft scheme/standard operating procedure has been formulated for administration of the Fund and disbursal of financial assistance to NoK of battle casualties. The scheme broadly lays down the objectives of the Fund, eligibility for financial assistance, management of the Fund, procedure for receipt of donations and disbursal of financial assistance. The Scheme is being implemented through Army Headquarters, Adjutant General

Branch and made effective from January 1, 2016. Deputy Secretary (Resettlement) has been appointed as Custodian/Treasurer of the Fund. The management and administration of the Fund will be overseen by a Managing Committee headed by the Defence Minister.

Minister of State for Defence Dr. Subhash Bhamre, Secretary (ESW) Shri Prabhu Dayal Meena, Adjutant General Lt. General Ashwani Kumar and senior officers of MoD and the Armed Forces were also present on the occasion.

The Defence Minister Shri Arun Jaitley released a Coffee Table Book titled ‘Ganga Avahan – The Epic

Tale of a Historic Swim’, on July 14, 2017 at New Delhi. The ‘Ganga Avahan’ was a pioneering and historic exploratory open-water swim expedition on the Ganga River. This was the first ever human effort to swim down the entire stretch of the river and also the longest ever social campaign undertaken through an adventure sporting activity for the Swachh Bharat National Mission, Clean Ganga project and Beti Bachao Beti Padhao initiative.

A nine-member team of three swimmers and the rest rafters from the three Services of the Indian Armed Forces, led by acclaimed international open-water swimmer Wg Cdr Paramvir Singh was flagged-off in New Delhi by the then union Minister of urban Development, Housing and urban Poverty Alleviation and Information & Broadcasting Shri M Venkaiah Naidu on first anniversary of Swachh Bharat, on October 1, 2015.

The expedition commenced on October 8, 2015, at Devprayag, where Bhagirathi and Alaknanda merge and the Ganga begins. Wg Cdr Paramvir began the expedition which continued for 43 days, through uttarakhand, uttar Pradesh, Bihar, Jharkhand and West Bengal and culminated on November 19, 2015 at Bakkhali Beach, Frazerganj covering a total distance of 2,800 kms. Throughout the swim, the team campaigned extensively for Swachh Bharat, Clean Ganga and Beti Bachao Beti Padhao, reaching out to the villagers, townsfolk, civic authorities and NGOs, managing

to interact with tens of lakhs of people all along the route as they undertook their extraordinary and highly challenging odyssey.

The former Defence Minister Shri Manohar Parrikar had flagged-in the expedition on 23 October 2015. This expedition was a landmark exploration of the river as this was first time in the history of human exploration that any individual had attempted to swim down the entire stretch of the river and succeeded, making it a world record. Their other achievements included the first ever Manual Rafting of the entire river and the longest ever social campaigning through an adventure activity in the World.

The Prime Minister Shri Narendra Modi had lauded Wg Cdr Paramvir Singh and his social outreach, during his address to the Nation in ‘Mann Ki Baat’ radio broadcast.

The Coffee Table Book chronicles their entire extraordinary and indeed fascinating journey, detailing experiences, outreach and challenges along the vast civilizational cradle that is the Ganga. The Foreword of this epic expedition is written by the Prime Minister.

The function was attended by Chief of the Army Staff General Bipin Rawat, Chief of Integrated Defence Staff to the Chairman, Chiefs of Staff Committee (CISC) Lt Gen Satish Dua besides other senior officers from the Tri- Services.

Raksha Rajya Mantri (RRM), Dr Subhash Bhamre visited forward

post at Siachen Glacier, Eastern Ladakh and Western Ladakh on July 15-16 alongwith Lieutenant General PJS Pannu, Corps Commander of Fire and Fury Corps. The Minister was accompanied by Mr Sambhaji Shahu Chhatrapati, Member of Parliament (Rajya Sabha). During his visit to forward posts, an altitude of 17000 ft and above on line of Actual Control and Siachen Glacier, he was briefed on the security situation. He interacted with the troops over a cup of tea. He appreciated the efforts put in by the soldiers in safeguarding the borders in such hostile terrain. He commented that the enormous task of being deployed at minus 40 degrees cannot be imagined by civilians and the nation salutes the dedication of soldiers. He assured the soldiers that their interests are paramount in the heart of the entire nation and government is sensitive to all the issues pertaining to them.

He assured them that a mechanism will be setup at Ministry of Defence to address the problems of soldiers relating to their families back home. The RRM commended the alertness of all the troops deployed along the LC foiling the nefarious designs of inimical forces and stressed upon the need to continue a high degree of vigil. He also paid homage to martyrs at Kargil War Memorial. He was bid farewell amidst a loud chorus of ‘Bharat Mata Ki Jai’ and thunderous applause by the troops.

The Indian Navy, Japanese Maritime Self Defence Force and

uS Navy commenced the sea phase of the multilateral naval exercise, MALABAR-17 in the Bay of Bengal. The exercise saw the ships of the three navies participating in the naval manoeuvers at sea. The movement of ships swiftly and smartly, at close quarters, is an essential aspect of fleet work. The manoeuvering was aimed at streamlining procedure in ship handling and communications.

On July 15 the exercise also saw cross deck flying operations, wherein helicopter from uSS Shoup landed onboard INS Sahyadri and JN Sazanami. The helicopter from JN Sazanami undertook flying operations from INS Sahayadri and uSS Shoup. The cross deck flying operations require a high degree of interoperability and knowledge of procedures of participating ships and helicopters.

During his stay at Ahmedabad, the Commander-in-Chief and his entourage visited Gandhi Ashram and the Sabarmati River Front on July 9, 2017. The Commander-in-Chief, along with the delegation, on July 10, 2017, visited Amul Dairy plant at Anand, TATA NANO factory at Sanand & Gujarat Energy Research & Management Institute (GERMI).

At Amul, the General was briefed in detail on the largest cooperative society in which small producers join hands to form an integrated approach to economize large scale business. The 18th Anniversary commemoration of ‘Kargil Vijay

Diwas’ culminated in Dras on July 26, 2017. The proceedings opened with a solemn wreath laying ceremony at the Dras War Memorial led by Lt Gen D Anbu, GOC-in-C Northern Command. Gallantry award winners of the Kargil Conflict and next of kins of martyrs, Veer Naris, senior army officers and civil dignitaries also paid tributes to the martyrs. This was followed by a pledge taken by all present at the function to rededicate themselves to the cause of the Nation.

The sombre mood at the ceremony brought home memories of the losses borne so proudly by the

Army Commemorates Kargil Vijay Diwasmartyrs’ families in the summer of 1999. Many in the audience were moved to tears when the buglers played the poignant tune of “The Last Post” after the wreath laying.

Lt Gen JS Sandhu and All Ranks of Chinar Corps paid homage to the Kargil heroes in a solemn ceremony held at the War Memorial in Badami Bagh Cantt, Srinagar, which included brief narration of the Kargil War highlighting the saga of courage and valour of the martyrs, prayers by religious teachers and laying of wreath in proud remembrance of the valiant heroes who participated in the operations.

Kargil Vijay Diwas, was celebrated on July 26, 2017 to

commemorate the success of Indian Armed Forces during Operation VIJAY. On this day India successfully recaptured the high outposts in the Kargil- Dras Sector which were occupied by Pakistani intruders during the preceding winter months. The Kargil war was fought for more than 60 days and finally concluded on July 26, 1999 in a spectacular victory of India.

The day is celebrated every year to honour the Heroes of Operation VIJAY. Commemorative events are organised all over the country to pay tribute to the supreme sacrifice and glorious victory of the Indian Armed Forces.

At Pune the Kargil Diwas was observed with a ceremony organised at the National War Memorial located at Pune Camp. The ceremony which was conducted in the morning was attended by military personnel of Pune and nearby satellite stations. A commemorative wreath was laid at the Memorial by Lieutenant General RJ Noronha, Chief of Staff, Headquarters Southern Command

on behalf of all ranks of Southern Command. Later in the day citizens of Pune paid their tribute to the martyrs by lighting candles at the National war Memorial.

We salute our war heroes for the supreme sacrifice they made for the Nation. May all the families hold their head high with pride, as the whole Nation is with them. The

sacrifice they made continue to inspire us. It was on the day of 26 July 1999, the official day of declaration of eviction of all the intruders from Indian soil. This day also reminds us that while we as a Nation stand as an embodiment of peace, we also have the capability to fight and win a war when forced upon us. MAY THE FIRE OF PATRIOTISM REMAIN EVER IGNITED AND BuRN BRIGHTER WITH EVERY PASSING YEAR.

HQ IGAR (North) organised a solemn ceremony on July 26,

2017 to commemorate the supreme sacrifice of all martyrs who laid down their life during Kargil War 1999 (OP VIJAY). The function was organised at the Memorial of Captain Neikezhakuo Kenguruse, the brave officer who laid down his life in the line of duty for the Nation for which he was awarded the Mahavir Chakra, posthumously.

Inspector General Assam Rifles (North), all ranks of the formation, villagers and family members of Captain Neikezhakuo Kengurusue, MVC (Posthumous) alongwith ex-servicemen and many school children paid homage at his memorial at Pheza, which is located near his native village Nerhema. The function organised by 9 Assam Rifles was attended by various civil dignitaries.

Captain Neikezhakuo Kenguruse, MVC, of Nerhema village was born on 15 July 1974. He did his schooling at St Xavier School, Jalukie and graduated from Kohima Science College. He served as a teacher at Government High School, Kohima from 1994 to 1997. He was later commissioned into the Indian Army on December 12, 1998. He

In an enduring and unflinching feat Lieutenant Colonel Srinivas

Gokulnath, an officer of Indian Army Aviation, successfully completed the strenuous 5000 km Cycling Expedition in a record 11 days 18 hours and 45 minutes time. The expedition is conducted in Oceanside, California (uSA) and is aptly called as Race Across America since it involves cycling through the vast stretches of American land spanning from West Coast of uSA. Considered as one of the toughest ultra cycling race in the world, Lieutenant Colonel Srinivas Gokulnath is the first Indian to have successfully completed the race in Solo Category.

The RAAM, known as the "world's toughest bicycle race", had 250 competitors on a 5000 kms route stretching from Oceanside, California to Annapolis, Maryland. Solo racers need to finish in 12 days or 288 hours for official completion of the race. Athletes race continuously day and night followed by a crew of 8-10 in support vehicles with food and supplies. The adventurers brave wind, thunderstorms, altitude, the dark of night, fatigue and sleep deprivation, cross several major mountain ranges and raise hundreds of thousands

Army Aviation Medicine Specialist first Indian to successfully complete Race Across America

of dollars for charity. The toughest endurance event of the world, RAAM offers long distance cyclists with the opportunity to challenge themselves to the height of their abilities. Just over 300 solo cyclists in the world have completed RAAM since its first edition in 1982. No Indian had ever completed solo in this race and Lt Col Srinivas Gokulnath of Army Aviation became the first Indian to achieve this prestigious feat.

Lt Col Srinivas Gokulnath was commissioned on April 12, 2005. He is a graded Specialist in Aviation Medicine and has completed eleven years of service. He is an endurance cyclist since 2009 and has participated in numerous cycling events. He participated in RAAM-2016 which is the largest ultra cycling event covering a distance of 5000 kms. In 2016 he cycled 4410 kms in 11 days and fell short by only 590 kms. He is currently a record holder for cycling 4000 kms from Leh to Kanyakumari in 15 days and 22 hours in Limca Book of Records. He finished third in the Deccan Cliffhangar Cycling Event which was held in Pune on November 29, 2014.

A batch of 155 recruits took oath to serve the Nation during an

impressive Passing Out Parade on July 22, 2017 at 39 Gorkha Training Centre, Varanasi. The Parade was reviewed by Brig SA Rehman, Commandant, 39 Gorkha Training Centre.

The recruits transformed from young lads to disciplined soldiers after being trained for 42 weeks on Basic and Advance Combat Training. 39 Gorkha Training Centre excels in the metamorphosis of young men into robust, mentally agile, tough and battle hardy soldiers. These soldiers are then posted to operational units including active field areas, to safeguard our frontiers.

Shachi and Shruti the first two Naval Offshore Patrol Vessels (NOPVs), part of a five ship project being

constructed for the Indian Navy were launched by Smt Preeti Luthra, wife of Vice Admiral Girish Luthra, the Flag Officer Commanding-in-Chief Western Naval Command at the Reliance Defence and Engineering Limited (RDSEL) Shipyard Pipavav, Gujarat.

The primary role of NOPVs is to undertake surveillance of the country’s vast Exclusive Economic Zone (EEZ) besides operational tasks such as anti-piracy patrols, fleet support operations, maritime security of offshore assets, coastal security operations, and protection of shipping lanes. The NOPVs would increase the ocean surveillance and patrolling capabilities of the Indian Navy.

The NOPVs being constructed at RDEL are patrol ships and are armed with 76mm Super Rapid Gun Mount (SRGM) system along with two 30mm AK-630M guns which provide medium range and short range offensive and defensive capabilities. The armament is remotely controlled through a electronic Fire Control System. The ships are fitted with diesel engine driven propulsion systems and can deliver speeds upto 25 knots. All ship operations are controlled by an Intelligent Integrated Platform Management System which has interfaces for all operational activities onboard the ship.

milestone event, as these two NOPVs are the first warships to be launched by a private sector shipyard in India. He further noted that opening up of warship building to the private sector by the Indian Navy is an opportunity that the private sector must make full use of, and is an enabling factor for increased private sector

participation in this key area of national capability. The C-in-C also mentioned that while we have constructed and commissioned a number of quality warships, our shipyards need to constantly strive to transform with an aim to achieve global standards in quality, productivity and build periods with focus on innovation, modern techniques, and processes, and all round efficiency. He added that projects need to be implemented as per planned schedule. He stated that in addition to meeting national requirements, the shipyards should also focus on export orientation.

The C-in-C also complimented Reliance Defence and Engg Ltd and their workforce, and the Navy’s warship overseeing and Quality Assurance teams, for their perseverance and efforts to reach this important milestone, and mentioned that he looked forward to commissioning of Shachi and Shruti into the Indian Navy in the near future.

The Centre for united Nations Peacekeeping (CuNPK) is

conducting jointly with the uS, the second edition of united Nations Peacekeeping Course for African Partners (uNPCAP-02) in New Delhi from 17July – 4 August, 2017.

The opening session for this course was conducted on July 17 at the Manekshaw Centre in New Delhi. Mrs Ruchi Ghanashyam, Secretary (West), Ministry of External Affairs chaired the inaugural session and welcomed the officers while briefing the audience on the commitment of India towards the uN. Other eminent speakers to speak on the occasion included Lt Gen JS Cheema, Deputy Chief of Army Staff (IS&T), Lt Gen Vijay Singh, Director General Staff Duties and Chargé d’Affaires, MaryKay L Carlson of the u.S. Embassy in New Delhi.

The course is aimed to build and enhance the capacity of the African Troop Contributing Countries to the uN and to further train the trainers from these countries. The course, which revolves around the concept of training the trainers, as stated by the uN, is one of the many steps that India has initiated

warriors under the aegis of Air Force Wives’ Welfare Association (Regional), Headquarters Western Air Command, Subroto Park, New Delhi on July 24, 2017.

MoU signed between Department of Defence Production and BEL

Bharat Electronics Limited (BEL), a Navratna Schedule ‘A’ Central Public Sector Enterprise (CPSE) under the

Department of Defence Production, Ministry of Defence signed a Memorandum of understanding (Mou) for the financial year 2017-18 with the Ministry. The annual Mou was signed between Secretary (Defence Production) Shri Ashok Kumar Gupta on behalf of the Ministry of Defence and Chairman and Managing Director, BEL Shri MV Gowtama.

The revenue from operations has been targeted at Rs. 9000 crore. The Operating Profit to Revenue from Operations target has been set at 14 percent and PAT to Average Networth has been set at 15 percent.

The company has targeted to achieve a turnover of Rs 1350 crore which is about 40 percent more than actual achievements of last financial year (2016-17).

Goa Shipyard Limited (GSL), a miniratna Defence Public Sector undertaking (DPSu) signed a

Memorandum of understanding (Mou) for the financial year 2017-18. The annual Mou was signed between Secretary (Defence Production) Shri Ashok Kumar Gupta on behalf of the Ministry of Defence and Chairman and Managing Director (CMD), GSL, Rear Adm (Retd) Shekhar Mital.

This year’s Mou target for ‘Revenue from Operations’ has been set at Rs 1150 crore, which is 43 percent higher than the financial year 2016-17 target of Rs 800 crore. Notably in financial year 2016-17, the Shipyard achieved historical high VoP of Rs 1030 crore and PBT of Rs 177 crore. GSL was adjudged as ‘Best Performing Shipyard’ by MoD. Target for PAT to Networth ratio has been set at 13.30 percent.

Export target has been set at 28 percent of ‘Revenue from Operations’, which is highest among DPSu Shipyards.

Bharat Dynamics Limited (BDL), a miniratna Defence Public Sector undertaking (DPSu) has signed a

Memorandum of understanding (Mou) with the Ministry of Defence for the financial year 2017-18.

The Mou, which was signed between Secretary (Defence Production) Shri AK Gupta on behalf of the Ministry of Defence and the Chairman and Managing Director (CMD), BDL Shri V udaya Bhaskar, outlines targets and various performance parameters for BDL for the year 2017-18.

The revenue from operations, as per the Mou, has been targeted at Rs 5300 crore, which is an increase of 20 percent over the previous year. BDL has planned to spend an amount of Rs 140 crore for modernization and Capital expenditure.

BDL has also drawn a roadmap to meet its scheduled delivery of ATGM and SAM to its customer for the year 2017-18. Continuing with its green initiative, BDL has planned 5 MW Solar Plant at its upcoming unit at lbrahimpatnam in Telangana.

A substantial emphasis has been made on R&D by the company in pursuit of its self-reliance. Design and Development of Advanced Data Field Loader is planned for the year 2017-18.

Indian Coast Guard evacuates Indonesian Chief Officer from Mt Celosia

The Indian Coast Guard evacuated an Indonesian mariner from MT

Celosia off Haldia. On receipt of an SOS call from the ship, the Indian

MT Celosia, a Hong Kong flag ship was on its way from Vishakhapatnam to Haldia when its Chief Officer, Mr Anton Rumlawang, aged 57 years complained of severe pain on his shoulders accompanied by acute gastroenteritis.

C 424 was sailed from Haldia with a medical team. At about 1600 Hrs, C 424 arrived rendezvous point and helped shifting of patient on board Pilot Launch Rupasa, thereafter medical aid was provided to the patient.

The patient was shifted to Woodlands Hospital Kolkata for expert medical management.

Indus-Suru Motorcycle Expedition to commemorate Kargil Vijay Diwas

Officer Commanding, Fire & Fury Corps, are on a motorcycle expedition on July 23, 2017 from Leh to Dras to commemorate the 18th Kargil Vijay Diwas. This is the first time such an expedition, spearheaded by GOC, Fire & Fury Corps, is being conducted to salute the valour and supreme sacrifices made by the Kargil War heroes.

The expedition team, comprised of 5 officers from Fire & Fury Corps and 5 officers from Forever in Ops Division. On the first day, the team traversed Nimu, Khaltse, Lamayuru, Budhkharbu, Mulbek and reached Kargil after crossing two important passes enroute, Fatu La and Namik La, covering a distance of 222 Km along NH-1. It started with Environment Cleanliness Waste Segregation and Vermi composting. Station Air Force Memaura is using vermi compost accelerator which makes compost in seven days as opposed to 3-4 months using traditional method.

Thousands of serving skilled defence personnel retire from service annually having rendered years of dedicated service to the nation. Many firms from the corporate sector and around 2500 Ex-servicemen enthusiastically participated in the event. Army organises vehicle and generator repair workshop

A total of 53 youth attended the workshop which comprised of both theory and practical classes. The Army also arranged a recruitment drive for those who attended the workshop where vehicle mechanics from nearby areas were invited to select trainees for employment in their two-wheeler mechanic shops.

This initiative by the Army was appreciated by the youth who thanked the Army for providing such unique platform. The conduct of such workshops will go a long way in developing rapport with locals and also facilitate youth in being a part of the mainstream.

In the true spirit of Operation Sadbhavana in Ladakh region of J&K, Awam Milan Mela was conducted at

Colonel Sonam Wangchuk Stadium at Leh on July 21- 22, 2017. Lt Gen PJS Pannu, General Officer Commanding, Fire and Fury Corps inaugurated the Mela in presence of senior civilian and police dignitaries.

This Army Mela gave a rare opportunity to youth of Ladakh to have a close look at the Army equipment. The one and a half hour function got off to a glittering start with band display by soldiers of the Fire and Fury Corps. The seven silvery tunes played by the band captivated everyone at the packed Cavalry Ground. Guests on the occasion included members of civil administration, DIG ITBP and Chef Engineer HIMANK. The age-old Sikh art of Self-defence Gatka with 18 different weapons and Khukri dance was overwhelmingly cheered by the crowd.

The other captivating event was the performances of a Dog Show of Remount Veterinary Corps (RVC), Leh which mesmerized the audience by performing several feats including high jumps, obstacle crossing, jumping through fire ring and crossing a Burma Bridge.
