INTRODUCTION

“The Report of Strategic Directions and Grants” is a comprehensive record of all funds allocated during the 2014 – 15 fiscal year. In total, UJA-Federation of New York distributed $147,695,323 in core, unrestricted grants to a network of nearly 100 nonprofits, and nearly 1,138 strategic, targeted grants to grassroots organizations, day schools, and other eligible nonprofit organizations.

Every grant is made through the lens of our mission to care for people in need, strengthen Jewish communities, and inspire a passion for Jewish life and learning.

We aim to build a modern day kehilah, a community rich in Jewish identity and steeped in Jewish values. Our annual grantmaking is how values translate into action, supporting proven solutions and forward-thinking initiatives to meet emerging needs in New York, in Israel, and in more than 70 countries around the world.

What Guides Our WorkEvery year, our planning department, made up of teams of volunteers and staff, grapple with tough questions, engage in research, learn from experts in the field, and ultimately decide how to allocate resources for maximum impact.

In 2015, our funding was concentrated on five distinct areas of priority:

• ContinuingtoprovidecriticalservicesattheinstitutionswhereJewsgather—schools,synagogues,communitycenters—sothatallJewsfeeltheembraceofthecommunity.

• WorkingwithIsraelistostrengthenIsraelasaninclusiveanddiverseJewishstate.

• IgnitingandnurturingtheJewishjourneysofteens,youngadults,andbeginningJewishfamilies through powerful and transformative Jewish experiences.

How We PlanThis past year, we focused on launching the first phase of a groundbreaking volunteer initiative, cultivating programs in Israel to build a more vibrant and inclusive Jewish state, and upgrading the agencies’abilitytobewell-managedandwell-governed.

We’vealsointroducedanew,internaldepartmentthathaslaidthegroundworkforimproveddatacollection, analysis, and assessment. An evaluation model has been developed specifically for UJA-Federation’sgrantmakingprocess,withimprovedstrategiesandtoolstostreamlineandstandardizeourabilitytomeasureeachgrant’sabilitytoaddressthegoals,objectives,andprioritiessetfortheyear.

Bold thinking, planning, implementation, and evaluation guide us always. As we continue to learn from our grantees, and from new data from the field, we continually refine our approach so as to have thegreatestimpactwhereandwhenit’sneededmost.

It’swithprideandgratitudethatwesharethisreport,areflectionofourcommitmenttothehighestdegree of fiscal transparency and integrity.

JEWISH COMMUNAL NETWORK COMMISSION (JCNC)

The Jewish Communal Network Commission champions excellence in UJA-Federation’s network of nearly 100 beneficiary agencies, helping those agencies become stronger, more resilient, and dynamic. To maximize agency impact, JCNC allocates the majority of its funds through core operating support — unrestricted funding that allows agencies to invest in key operational areas beyond programming — and a smaller pool for targeted capacity-building grants, and also provides pro bono consultative services.

JCNC is responsible for the oversight of our network agencies to ensure financial stability and effective governance. Fulfilling the promise of a network, we connect member agencies to one another so they can share knowledge and leverage philanthropic dollars. As an additional community resource, JCNC connects individuals with services through the online and telephone J-1-1 Information and Referral Service.

During the past year, we focused on developing a new model for assessing our network agencies’ impact, updated our Accountability Guidelines for the network, and launched our 21st Century Technology Initiative for JCCs. Efforts are currently underway to create new criteria and processes that will determine agency affiliation with UJA-Federation.

Highlights of This Year’s Priorities and Impact:

Priority 1: Improve Network EffectivenessBy allocating targeted capacity-building grants to network agencies, JCNC aimed to enhance financial and operational management as well as technology and digital capabilities.

This year, we launched the commission’s signature 21st Century Technology Initiative for JCCs. Ten JCCs benefitted from strategic technology planning and were awarded grants for projects, such as new servers and operating systems, installing Wi-Fi, and updating websites. We also developed a new core allocations assessment model, designed to assess and measure the impact of UJA-Federation’s core operating support and other grants. The assessment model, first piloted with the JCCs, will expand over the next five years to all agencies that receive core operating support.

Priority 2: Strengthen Network ConnectionsBy leveraging communal resources through strong and productive relationships with network agencies, JCNC deepened collaboration, synergy, and communications.

Under the umbrella of Live With Purpose, an initiative of the Caring Commission, the Management Assistance Program (MAP) provided ~$600,000 in consultation services to network agencies utilizing highly skilled professionals who volunteer their time. An initiative was piloted to provide new agency executives with experienced management coaching.

JCNC and COJIR collaborated to develop and launch a comprehensive plan for day camp at the Henry Kaufmann Campgrounds with the goal of serving more Jewish children by investing in facilities, programming, and staffing, and by establishing a more integrated and communal approach to quality Jewish day camp. This planning process remains underway.

Priority 3: Enhance Governance and AccountabilityBy improving oversight functions, JCNC continued to monitor agency accountability and addressed challenges in the areas of financial oversight, governance, and management.

The information gleaned from the Agency Accountability Guidelines resulted in the allocation of capacity-building grants to help agencies develop strategies for improving financial oversight and operations, and governance practices. The agencies received a report detailing their existing structures and systems, and recommendations for building efficiencies and addressing areas of opportunity. Follow-up grants have assisted agencies with the implementation of these recommendations.

CARING COMMISSION

The Caring Commission is focused on building a system of care for people who are isolated, vulnerable, and grappling with unexpected challenges and ongoing struggles. We leverage the assets of synagogues, day schools, Hillels, Jewish community centers, and other Jewish institutions to deliver critical services in places where Jews naturally come together, and, in so doing, foster the blend of belonging and responsibility that builds community.

Caring Commission initiatives help people suffering from the effects of poverty, illness, the end of life, or the aftermath of trauma. We search for ways for the elderly to age with dignity and play an active role in community life, and strive to help people with special needs feel included, connected, and welcomed. Our work in spiritual care enables people facing loss, crisis, alienation, and despair to find hope, resilience, and meaning. We enable members of the community to reach their full potential, from young adults with autism to Israeli young adults at risk to long-term unemployed baby boomers and more. Woven into all of this, we envision a community of Jews who demonstrate their sense of responsibility for one another, and for the broader community, through meaningful acts of volunteer service.


Priority 1: Reducing Suffering and IsolationIn New York, the Caring Commission launched the Single Parent Family Network, which provides poor and near-poor Jewish single-parent families greater access to the full range of services necessary to become more financially secure and to connect with and feel supported by the Jewish community. We also launched a multipronged approach to bolster support for Holocaust survivors in New York, tapping into a national initiative to sustain Holocaust survivor services.

In Israel, UJA-Federation fostered the launch of the Association of Spiritual Care in Israel. As this new field grows, this initiative will formalize professional standards of excellence, offer licensed accreditation to spiritual care providers and programs, and encourage research that recognizes the value and importance of the work.

Priority 2: Building Communities of Inclusion and Full Participation This year, seven New York City synagogues participated in year one of a two-year synagogue inclusion pilot, which is providing professional mentorship and guidance to help build inclusion into educational programs and every aspect of synagogue community life.

After a successful Hunter College Hillel pilot helped CUNY Hillel commuter students — many of whom are the first in their families to attend college — build the critical skills and networks necessary to enter and thrive in the job market, it expanded to Hillel at Baruch and Hillel at the College of Staten Island. The initiative provided on-site services and leveraged the volunteer power of UJA-Federation’s Emerging Leaders and Philanthropists.

Priority 3: Empower Jews to Volunteer Through Meaningful OpportunitiesLive With Purpose (LWP) launched phase one of an initiative to meet community needs through volunteers involved in meaningful work and social action. Twelve network agencies completed a Points of Light service enterprise training that taught them to create high-impact, mission-critical volunteer opportunities; 11 received grants to build and grow service enterprise volunteer opportunities. An additional six synagogues received training, technical assistance, and funding to plan and implement service projects incorporating Jewish service learning in our first cohort of the LWP Synagogue Initiative. Significant progress was also made in building the LWP web platform. (See pages 75 - 77 for more information.)

COMMISSION ON JEWISH IDENTITY AND RENEWAL (COJIR)

Two principles animate the work of the Commission on Jewish Identity and Renewal (COJIR).

First, we recognize that today’s Jewish journey follows many new and different paths. While some people may make more traditional connections to Jewish life, such as through synagogue affiliation, we know that for others, Jewish life emerges out of a different set of sacred moments and connections. Our work is organized to reflect the contemporary ages and stages at which many make significant Jewish choices — parenthood, adolescence, and emergence into adulthood.

We also acknowledge that a new century by definition requires new models of Jewish learning and engagement. Our second strategy focuses on the development and scaling of 21st-century prototypes. From New York to Moscow to Tel Aviv, this flat, fast, and furiously interconnected world can be an overwhelming challenge to an eternal and abiding Judaism. We are eager to test experiences and organizations that meet present-day sensibilities and revitalize our communities in new and unexpected ways.


Priority 1: Charting the Contemporary Jewish JourneyCOJIR welcomes the opportunity to work with others who share our determination to change the communal norm of post-bar and bat mitzvah dropout. Thanks to a collaboration between UJA-Federation, the Jim Joseph Foundation, and the Jewish Education Project, this transformation is underway as seven new summer programs specifically built for teens launched in 2015. We look forward to scaling these programs plus seeding an additional eight programs so that by the summer of 2017, the sea change will begin.

By some estimates, 25 percent of all college- and post-college-aged Jewish young adults will spend some time as a resident of our New York community. This year, COJIR funded research to better understand how technology and digital strategies can help form a better-networked Jewish New York community of millennials. Moishe House funding has grown to seven houses throughout the New York area and we are exploring the potential impact of this model.

Priority 2: Creating New Models for a New CenturyThere is a growing demand by Israelis for programs that reflect diverse Jewish perspectives from local, municipal, and organizational platforms. We have also strengthened our investment in the field of Jewish renewal, forming a strong infrastructure to sustain these efforts over time. We are testing several informal education partnerships, working closely with camps and youth movements as they reimagine themselves as powerful sources of Jewish experience and inspiration. Looking forward to 2016, we will launch three new summer camps for teens and will pilot the development of a youth movement in Israeli cities where no informal Jewish education options currently exist.

COMMISSION ON THE JEWISH PEOPLE (COJP)

COJP’s goals are built on the common Jewish values of inclusion, respect for diversity, pluralism, and love of Israel. To that end, COJP’s work is focused on building civil society in Israel, expanding the identity and interconnection between distinct groups in New York, and advancing the global conversation on what it means to belong to the Jewish people.

More specifically, COJP’s impact is felt among interfaith families actively joining the Jewish community in New York and by Israelis working for democracy on behalf of all Israeli citizens. We’re supporting Jewish young adults who learn and work together to strengthen their communities across Europe and young Bedouins who are stepping up to lead their communities in the Negev. Our work helps Haredim find employment in the high-tech world and Russian-speaking Jews find meaningful connection to their Jewish identity.

Whether at home or abroad, COJP’s investments result in dynamic, strong, and interconnected communities.


Priority 1: Reach Diverse Segments of the New York Jewish CommunityCOJP funding empowers and connects diverse elements of the New York Jewish community. One example is the expansion of the 92nd Street Y’s Shababa Network to additional organizations so that interfaith families with young children could experience an intergenerational Shabbat experience. In another successful program, COJP and the Jewish Community Relations Council of New York (JCRC) worked together to provide Jewish student leaders with the skills they need to build community with distinct members and develop strategies to better work with diversity on their campuses.

Priority 2: Strengthen Israel as a Vibrant Jewish StateCOJP proudly funded Israel Hofshit’s New Media Mobilizing for Jewish Pluralism, a grassroots organization using social media to create public momentum around issues of pluralism and civil society. Israel Hofshit empowered young Israelis to advocate for policies that advance a more pluralistic Jewish society and build solidarity with the global Jewish community. COJP also funded the Rashi Foundation’s Katzir Scholarship Fund, an initiative that helps qualified students from the Ethiopian community get the education they need and deserve by providing complete, comprehensive academic, financial, and emotional support to enable them to graduate and reach their career goals.

Priority 3: Invest in Global Jewish Dialogue and LeadershipCOJP’s funding of the MiNYanim - European Leadership Project brought together the most active and promising young leaders from among the Taglit-Birthright Israel and Masa Israel Journey alumni in both Central and Eastern Europe, New York, and Israel to take part in a unique Jewish identity- and peoplehood-building program. COJP also funded HUB — Building Sustainable Jewish Communal Initiatives and Infrastructure in Hungary, an incubator for Jewish organizations in Budapest focused on capacity-building for emerging Jewish grassroots organizations with a long-range goal of developing an array of well-run, high-quality, collaborative Jewish organizations that welcome and attract diverse community members.

Over the past seven years, we have provided thought leadership, resources, and learning opportunities; conducted research; and tested new models. As the best theories, strategies, and tools emerge, SYNERGY introduces them to synagogues in New York and across the nation through community dialogue, leadership development programs, and publications.

To expand, deepen, and ultimately measure SYNERGY’s impact in the coming years, this year we will be developing new strategies that build on our years of experience while looking to the future.


Priority 1: Help New York Synagogues ThriveThis year, SYNERGY supported the UJA-Federation of New York Rabbinic Fellowship for Visionary Leaders, which brought together 13 midcareer New York-area synagogue rabbis from across the denominational spectrum to participate in intensive retreats, learning sessions, and coaching. With newly honed skills, these rabbis returned to their congregations invigorated and ready to share their visions within their congregations.

Another successful program model provided a daylong consultation and public launch of “A Guide for Considering Alternate Synagogue Funding Models: The Voluntary Commitment Model.” This guide, downloaded by close to 1,500 readers, explored the voluntary commitment dues model for synagogues seeking alternatives.

Priority 2: Elevate the National Synagogue FieldBuilding on their second year together, six New York congregations continued to work on becoming “Connected Congregations.” A UJA-Federation initiative run with Darim Online, a “Connected Congregation” creates dynamic relationships and meaningful synagogue life by leveraging technology and new media.

“Innovations and Strategies for Synagogues of Tomorrow” is a program series that captures and broadly disseminates leading research and learning gathered from innovative pilots to benefit individual synagogues and the synagogue field at large. This year’s volumes focused on a variety of topics, as seen below:

Priority 3: Connect and Mobilize the New York Synagogue Network Whether during a crisis like Hurricane Sandy or yearly happenings like the Celebrate Israel Parade, SYNERGY works to connect and mobilize the New York synagogues. New this year, SYNERGY brought together regional synagogue leaders through peer-to-peer synagogue professional and volunteer networks throughout the SYNERGY regions in Long Island, Manhattan, and Westchester.

NATIONAL AND INTERNATIONAL AGENCIES

UJA-Federation of New York aims to strengthen the people of Israel and to support Jews around the world. Our reach extends far beyond New York to the national and international scene. Our two largest beneficiaries, the Jewish Agency for Israel and the American Jewish Joint Distribution Committee (JDC), work to improve lives and build connected Jewish communities in more than 70 countries around the world. UJA-Federation also supports a national system of agencies through the National Federation/Agency Alliance.


The Jewish Agency for Israel serves as the official link between the Jewish state and Jewish communities everywhere. Globally, the Jewish Agency cultivates meaningful engagement with Israel, facilitates aliyah, revitalizes Jewish communities in the former Soviet Union and Central Europe, and empowers the next generation of European leaders. The Jewish Agency also addresses emergencies in Israel and rescues Jews from countries where they are at risk. With a global rise in anti-Semitism and weakened economies, the Jewish Agency experienced a 39 percent increase in aliyah over the prior year from countries such as France and Ukraine, and provided accommodations and other services in 22 Israeli absorption centers and Hebrew language courses (Ulpanim) for 8,200 new émigrés.

The American Jewish Joint Distribution Committee (JDC) is the world’s leading Jewish humanitarian assistance organization. JDC works to alleviate hunger and hardship, especially for the poorest and most disadvantaged Jews in the world; rescue Jews in danger; create lasting connections to Jewish life; and provide immediate relief and long-term development support for victims of natural and man-made disasters. This year, JDC cared for many thousands of people in Ukraine who either remained in war-torn conflict zones or successfully fled to safer parts of the country.

The National Federation/Agency Alliance is a consortium of 29 communities that oversees the allocation of $4 million to support nine key national partners and to provide seed funding to establish a new Jewish education and engagement-planning unit for federations.

In addition, UJA-Federation directly supports Hazon and American Jewish World Service.

RESPONDING TO CRISIS

Thanks to the power of our network, UJA-Federation stands ready to respond to crisis at a moment’s notice. Combining the strength of our financial reserves with the expertise and fortitude of the nearly 100 agencies in our network, we quickly and efficiently leverage a broad range of disciplines to address humanitarian crises, natural disasters, and other emergencies as they arise.


Operation Protective EdgeOur emergency support to Israel during Operation Protective Edge provided critical aid to Israelis under siege. UJA-Federation worked collaboratively with the Jewish Federations of North America and other federations to provide funds for victims of terror, direct services, psychological counseling and trauma support, scholarships, medical equipment, respite care, and more. Funds also supported economic recovery initiatives for businesses in southern Israel particularly impacted by the 50-day war.

Aftermath of Hurricane SandyImmediately after Hurricane Sandy struck, UJA-Federation established the Hurricane Sandy Relief Fund, which provided aid to more than 200 network agencies, synagogues, and Jewish day schools on the front lines. Thousands of victims received basic food supplies, emergency cash assistance, help to find new housing, legal services, counseling, and emotional support. In the aftermath of the storm, many continue to access our network to secure help with benefits, employment, insurance payments, mental health, and spiritual care.

VENTURE GROUPS AND SPECIAL PROJECTS

There are a limited number of venture funds currently operating under UJA-Federation auspices. These venture groups offer members the opportunity to pool philanthropic resources and grant funds to focused areas of need. With professional support from UJA-Federation, the venture fund groups research unmet needs, review requests for proposals, determine where to allocate resources, and evaluate success.

Grants are offered to UJA-Federation beneficiary agencies and other nonprofits throughout the five boroughs, Westchester, Long Island, and in Israel. Current funding supports at-risk women and children, strengthening Jewish identity, music and athletics for underprivileged children and aging adults, and building a strong and inclusive Jewish community in New York and Israel.


Music for YouthMusic for Youth funding supports programs to increase access to musical lessons and instruments, choral groups, youth orchestras, and mentoring programs at Jewish community centers, camps, and health and human-service agencies.

Sports for YouthSports for Youth has refurbished basketball courts, swimming pools, tennis courts, and other sports facilities. Funds have also been provided to supply sporting goods and safety equipment, sports programming, and sports education.

Westchester Women’s Venture PhilanthropyThe Neshamot Fund invests in programs supporting Jewish identity-building, with a focus on college and post-college young adults, as well as at-risk women and children.

The Nedivot Fund focuses on programs that strengthen Jewish identity and continuity for teens, and on services for women at risk in New York and Israel.

UJA-Federation takes pride in the expertise that thrives throughout our organization. Our stand-alone planning and resource departments have allowed us to develop deep subject matter expertise and establish ourselves as thought leaders in the field.

In an effort to share individual strengths and collaborate on major priorities, we identified several organizationwide signature initiatives and developed committees to steward this important work.


Jewish Day Camping aims to develop a comprehensive master plan to transform day camp facilities on UJA-Federation-owned campgrounds into the 21st-century standard for high-quality Jewish day camping. This initiative reflects the emerging marketplace and strives to improve overall program quality and increase the number of children and teens who participate.

Jewish Life on Campus envisions a college landscape in which all Jewish students have the opportunity to engage in varied and meaningful Jewish experiences that support the development or deepening of Jewish identity, and a lasting commitment to the Jewish community and Israel.

Live With Purpose is a comprehensive new approach to volunteerism that inspires the Jewish community to make a collective commitment to volunteering, empowers individual Jews to identify and engage in high-impact acts of service, and elevates the Jewish value of service, providing Jews in our region with a powerful and centralized new way of connecting with Judaism.

Shituf is a newly formed, collaborative forum involved in shaping Israel’s future. This cross-organizational team is deeply committed to a bold, integrated vision for our work in Israel that captures the essence of our mission and lays forth a unified road map for future partnerships and investments.
