Summary of the action

The EU2020 strategy contains as one of its goals the reduction by 20 million of the number of people at risk of poverty and social exclusion. For Belgium, this has been translated into a decrease by 380thousand persons. The EU-SILC database is used to measure the extent to which this goal is reached. More generally, the EU-SILC has an important impact on the process of policy assessment –preparation and reporting, not just in Belgium but in all other EU member states. A major problem with EU-SILC, however, is that the data become available with a delay of typically 2 years. The purpose of this project is to resolve the problem of the delay in the EU-SILC results by constructing a so-called ‘nowcasting’ model, which updates the observed EU-SILC data to the present time. In asecond step, this nowcasting model would be extended to make short-term projections of indicators of poverty and social exclusion up to 2020.The nowcasting model developed in this project will be a dynamic microsimulation model, based on the most recent wave of EU-SILC for Belgium. The EU-SILC data would be adjusted to macro-levelindicators of economic and labor market trends published by the Federal Planning Bureau. Also, reforms of taxes, benefits or labour market regulations that are implemented or legislated will be simulated.The output of this Nowcasting model would consist of the updated indicators of poverty and social exclusion, well as the synthetic data file itself.The Federal Planning Bureau will use the nowcasting model in her official policy assessment tasks. The Belgian administrations and policy assessment institutions would be able to use the updatedindicators and dataset as a better instrument for analysis and policy making. Furthermore, it will allow Belgium to provide more up-to-date and projective information based on the EU-SILC to the Europeanlevel for international comparisons and analysis, among other things in the context of the EU2020 programme.

Summary of the action

The general objective of this Project is to review the minimum income systems in Spain in order to identify potential improvements in terms of level of coverage, consistency of the different cash benefits,their adequacy to the current and future needs as well as their cost-effectiveness. The project will start by mapping the different sub-systems of minimum income in Spain (so called pensiones nocontributivas) by paying special attention to the so-called minimum-income allowance (RMI or Rentas Mínimas de Inserción).

The Project focuses on five dimensions: 1. ANALYSIS: Updated analysis of Spanish Minimum Income Schemes (MIS)2. EXPERIENCE SHARING: Learning from experiences of other EU countries3. Summary of the action

The purpose of this project is implementation of the SHARE (Survey of Health Ageing and Retirement in Europe) wave 6 in Croatia. Population ageing has been recognized as a process that makes astrong impact on economic and social life of one country. With a share of people older than 65 years of over 18% in total population, Croatia is one of the oldest populations in already old Europe.Demographic projections reveal a further increase of this share in the future which carries potentially negative economic and health care implications. A research of the ageing process is a great challengefor the institutions facing its effects, and will be even greater in the future. Considering dynamic character of the population ageing it cannot be fully understood without longitudinal surveys. Since thepopulation ageing is process, surveys designed for tracking the individuals across their life or over a longer time period are extremely important for Croatia. That approach is unique and provides afeedback about the effects of certain governmental policies or intensive socio-economic changes on their lives. Unfortunately panel surveys were never carried out in Croatia so this is the additionalargument to support this project. As a main multinational research database of demographic ageing SHARE offers an open and free access to the data. It helps researchers in understanding the effects ofthe population ageing on European societies, and thereby assists the policymakers in setting out new health, social and economic policies. Collected data in this survey (and the future surveys) serve asthe scientific base in carrying out more efficient public policies that will improve the quality of life in older age, and ease the adaption to the new demographic conditions to all of us.

Summary of the action

The aim of this action is the implementation of the sixth wave of SHARE (data collection and analysis) in Spain. More specifically, the implementation of the sixth wave refers to the planning andsupervision of the fieldwork process, the cleaning and processing of the data, the assessment of the adequacy of the changes in the questionnaire to the Spanish case, the documentation of the Spanish-specific deviations, the evaluation of the entire process, and the production and dissemination of preliminary scientific analysis and results among the scientific community in Spain. The Spanish countryteam undertakes several tasks related to the translation of the generic questionnaire, the search for optimization mechanisms of the fieldwork process in the country and the implementation of the mainsurvey. All of these actions will take place in coordination with the central coordination team in Munich and the rest of participant countries and in accordance with the general rules and conditionsestablished by the SHARE project as explained in the application form.

Summary of the action

The objective of the action is to rigorously evaluate key existing social protection policies and programmes in Slovenia, examine the effectiveness of recent reforms, and formulate guidelines for futurereforms as part of evidence-based policy making. The objective thus directly corresponds with and addresses the Country Specific Recommendations for 2014.

The action comprises the following components:1.impact evaluation of key employment programmes,2.equity and productivity effects of the new Labour Code,3.social and economic effects of the minimum wage increase,4.comparative review of selected themes of Slovenia’s social policies (included in the review are activation policies in cash benefit programmes for the unemployed, making work pay, combating long-termunemployment and increasing employment of older workers, and helping high school dropouts succeed in the labour market).

Methodology: the first three components will provide in-depth, rigorous analysis of the effects of policies and programmes on labour market transitions, wages and productivity, based on the estimation ofeconometric models and taking advantage of rich micro database covering the complete Slovenian labour force. This database, created by the merger of administrative databases, contains information onthe history of employment, unemployment and wages for each individual, with each employment spell being linked with financial data and other information on the employer (“matched employer-employee”database). The comparative review component will consist of a survey of relevant literature, preparation of case studies and a synthesis, identifying best practices and formulating policy lessons.

To promote mutual learning and exchange between Member States, the action will include a strong international component, relying on substantial engagement of senior researchers from three EUcountries to provide international experience and participate analytical work.

Summary of the action

Following an EU countries comparison perspective, the purpose of the Policies for an Aged Workforce in EU (PAWEU) project is to compare and assess the capacity of welfare systems and nationalpolicies of EU countries to protect older workers against unemployment risks or social exclusion risks, considering that these risks have been highly increased by the current recession phase and, in somecountries (e.g. Italy), by the steep increase of the retirement age introduced in the context of austerity measures. Individuals aged 50-69 are then identified as the target group of the project. Focusing on this group of individuals, and following various methodologies, the project aims at: iii)reviewing, across countries, the features of national policies and welfare systems that could affect older workers employability and their wellbeing; iv)identifying, across countries, the characteristics of the individuals more exposed at unemployment or social exclusion risks when they get old or, on the contrary, more able to extend their working life.In other terms, the PAWEU project aims at assessing the challenges for EU countries coming from an aged workforce - and, often, the retirement age increase - and the policies that could help at copingwith these challenges. To this end, as the project will follow a two-pronged strategy based on: C)a detailed cross-country comparison of national experiences, also aimed at identifying (also in terms of their welfare regime or their variety of capitalism) groups of countries' similarities in national andwelfare policies related to the issue of older individuals workability; D)several detailed empirical analyses aimed at highlighting the main factors (related both to individual characteristics and to labour demand features) limiting or favouring older workers employability.

Summary of the action

About 1 million of workers from EU are posted to work in other Member States, of which 70 per cent is working in Western Union countries (Spain, United Kingdom, Germany, France).For the workers from new Member States (Poland, Latvia, Lithuania, Romania), as a countries which post most workers in the European Union, it is important that the principles of delegation or suchemployment conditions to be clear and beneficial. The crucial element is the implementation of Directive 96/71/EC. Some Member States, due to the economic crisis, seeking to block the posting ofworkers and to introduce protectionist provisions in the new directive, which could lead to the loss of hundreds of thousands of jobs for workers from New Member States. The posted workers as well asthe companies acting on transnational level need more information about the European law and measures of its implementation.

Today we face the whole spectrum of problems ranging from lack of respect for the rights of workers, or difficulties in accessing information about the conditions of employment to the restrictions oncooperation between Member States. The experience from recent years has shown that there is an urgent need to improve the implementation, application and enforcement of the provisions of Directive96/71/EC in partnership countries.

The project was created as an answer for the above mentioned problem. The action involves the social partners from six Member States: Poland, Latvia, Lithuania, Romania, Spain and France.Representatives of the partners will meet during the international events organized in different partnership countries in order to elaborate the recommendations for improvement of the implementation ofthe Directive.

Summary of the action

The strategic overall aim of the ENACTING project is to strengthen practical cooperation and mutual learning among control authorities and social partners engaged in the enforcement of Directive 96/71/EC and in the new challenges settled by the Directive 2014/67/EU and related transposition by Member States into national laws. To pursue this strategic aim the action will be carried out by amultistakeholders and multidisciplinary partnership promoting a tripartite transnational cooperation among: Control Authorities, Trade Unions and Employers Organizations of Belgium, Germany, Italy andRomania . Summary of the action

Successful application, implementation and enforcement of the Directive 96/71/EC and the Enforcement Directive 2014/67/EC (Directives) concerning the posting of workers in the framework of theprovision of services depends on an efficient transnational administrative cooperation between Member States and establishment of coherent and widely accessible communication and informationsystems. Slovenia and Croatia are currently observing an increase in posting of workers to Germany and Belgium, which calls for adopting measures to improve access to information about the rights andresponsibilities of posted workers and their employers, and for the enhancement of transnational cooperation and exchange of information between the competent public authorities and social partners.The rationale for the establishment of transnational linkages between Slovenia, Croatia, Germany and Belgium therefore stems from the jointly identified connections in regard to the observed dynamics ofposting of workers in practice. Through three sets of actions, the project aims at meeting the following objectives: developing, facilitating and promoting exchanges of best practices between competentpublic authorities in Slovenia and selected Member States, improving provision/access to information on rights and obligations of/for posted workers and their employers; and developing and facilitatingtraining activities of competent public authorities, social partners and employers in order to promote the Directives and their correct implementation in practice. These actions include: development of acoherent and transparent information system, organisation of transnational events/joint visit and inspections, and development and implementation of short training actions.

L'action vise à renforcer l'effectivité des droits garantis aux salariés détachés et notamment au vu des nouvelles règles issues de la directive d'exécution de la directive détachement dans le secteur de laconstruction en Europe. L'objectif final du projet sera de garantir une meilleure application des règles en s'appuyant sur les organisations professionnelles qui sont en contact avec le terrain et sur les inspecteurs du travailchargés de contrôler l'application des règles dans chaque Etat membre. L'objectif est d'améliorer la compréhension des mécanismes du détachement par les militants afin de renforcer leurs actions auprès des salariés et de lutter contre les abus. Cet objectif nécessitera desformations conçues à partir de situations réelles et partagées entre tous les participants via la visite de 2 grands chantiers internationaux que sont le Méthanier de Dunkerque et les Ecluses du portindustriel d'Anvers. Pour assurer la formation et construire le réseau, le projet associe des agents des corps de contrôle de chaque Etat membre impliqué afin qu'ils apportent leur expertise et puissentêtre référents des militants formés sur le terrain.Un autre objectif consiste, par la coopération entre organisations des Etats concernés par les détachements, à construire une information adéquate, précise et à jour qui réponde aux besoins des salariés.La mise en réseau des organisations devrait également contribuer à améliorer l'accompagnement des salariés détachés qui sont parfois coupés de tout contact et acceptent des conditions de travailindignes et des rémunérations inférieures à celles qui sont dues. Le projet sera l'occasion d'identifier les fraudes mais aussi les obstacles à l'action syndicale et judiciaire

The project entitled “Equal rights for posted workers” is focused on the problem posting of workers.Project focuses on legal provisions and regulations affecting metal sector, with the aim of helping companies and workers identify those national legal and european provisions which have to be respectedwhen workers are posted from one EU country to another.The EU legislation require an employer with its head office in a different EU Member State intending to provide a worker with employment in other country to ensure that the employment conditions are atleast of the same standard as those established under the host country labour laws.This project will help to increase knowledge and skills of participants from Poland, Lithuania, Bulgaria and Croatia, the New Members States of European Union, about European legislation concerningposting of workers, especially Directive 96/71/EC.The direct beneficiaries of the project are employees, employers and representatives of trade unions mainly from metal sector, especially those, who are interested in the topic of posting of workers.The project will be divided in three phases: preparatory, main and follow-up phase. Summary of the action

The EFBWW launched the “European Construction Mobility Information Net” (ECMIN) in 2009 , with the financial support of DG Employment, Social Affairs and Opportunities. The ECMIN is specificallydesigned for workers, who intend working abroad or who are already abroad and to inform workers amongst themselves. The database and website provides them with transparent, concise, easilyaccessible, free of charge information about the most important sector-specific working conditions such as construction wages, working hours, overtime payments, etc. in the main countries of destinationin their native language and gives them the contact data of persons, who speak their native language and are well informed about the specific construction working conditions in the countries ofdestination. The information is well structured and the website is easy to handle. The creation of ECMIN was an important step to combat the exploitation of posted workers, improve the mobility of workersand towards a fair and more transparent EU labour market.

Despite the numerous advantages of the ECMIN, we identified some weaknesses and challenges to be met, such as updating, reachability, linking and contact, providing standardised information,innovation. With this follow-up ECMIN 2.0 project we want to create an important instrument to inform (potential) posted workers about sector-specific, precise, concise, free of charge and easily accessibleinformation on the terms and conditions of employment in other EU Member States. It is an optimal addition to the existing websites of the national competent bodies and the EU such as Eures and YourEurope, which by nature provide less sector-specific information. Furthermore, it complements the existing posting-workers website, which is designed to be a reference tool for companies and tradeunions.

Business, labor markets of 3 small Baltic States are changing rapidly and transcend national boundaries. These changes have to accommodate everyone:entrepreneurs, employees, trade unions,publicauthorities.These organizations working together must facilitate free movement of services, development of business and at the same time ensure protection of workers' rights. It is necessary to succeedstrengthening of jointly work among public bodies and social partners. First year project “Posting of workers:enhancing administrative cooperation and access to information in Baltic region“ agr.No VS/2014/0011 was designed to increase implementation, application and enforcement of Directive 96/71/EC2 in Baltic region. First project has received state-level success:meetings of project partners wereheld in Lithuanian Parliament with participation of members of Parliament, also Lithuanian Ministry of Social Affairs, Latvian Labour Inspectorate and Estonian social partners. First project has approved,that companies of all 3 Baltic States often do not have enough knowledge regarding posting issues, posted workers often do not know their rights and there are no training regarding Posting issues. Firstproject also found, that trade unions of Baltic countries carries out regular independent monitoring and control functions of posted workers and implementation of Directive 96/71/EC2 and its supplementDirective 2014/67/EU these trade unions have a lot of “life experience” of irregularities or cases of success of posted workers. This is why trade unions should work more and more in collaboration withnational authorities responsible for posting of workers. The first project indicates gaps of implementation of the Directive–insufficient access to information, training. This new project is perfect continuity ofthe first project, because fill the GAPS IDENTIFIED during first project and ensure continuity of strong and succeed cooperation of organizations of 3 Baltic States.

Summary of the action

The Project RESISOR aims to improve the social services delivery in Andalusia by adopting a one-stop-shop approach and boosting the coordination between regional and local level of government. Thecomplexity of the current delivery in the region stems from the multiplicity of systems and databases managing social services, which makes difficult to achieve a holistic follow-up, service-control andcoordination among different administrative levels. RESISOR will unify criteria and systems and will establish a single channel of communication with the citizens while allowing them to access easily theirpersonal social record, that is, a report containing their current social benefits and potential benefits or services of which they are worthy as far as they fulfil the legal criteria. On the other hand, it willenable professionals to better assess eventual incompatibilities, avoid duplications or simply guide the individual towards a more suitable resource after taking into account his/her own social record; theywill understand better the citizen’s situation and their response will be thereby more informed. Moreover, the possibilities of interconnection between health records and social records will be assessed inthe project.

In order to guarantee this overall goal is achieved, RESISOR will develop a new information system comprehending (1) a well defined social services portfolio containing services and procedural rules; (2)an individualised single social record; (3) a centralised pool of users, centres and professionals; and (4) statistical exploitation tools. It will necessarily mean the integration of current information systemsand a step forward towards the openness of the public administration to the citizenship and its transparency, aligned with mandatory principles of democracy and digital era that result in budget efficiency,allocating management savings into direct social benefits.

Summary of the action

Main activity will be focused on introducing within the focused political intervention flexible child-care arrangements in Latvian enterprises with nonstandard work schedules (jobs requiring evening,weekend, or variable schedules) and further development of self-regulation or cross-section (private and public co-financing scheme) subsidization. Taking into consideration that in Latvia there are nostrategies of private self-regulation and subsidization and most of the enterprises position themselves as lacking the resources in order to finance flexible childcare services for their employees on theirown account, state or municipal co-financing scheme, e.g. vouchers scheme, should be implemented. Therefore provision of flexible childcare arrangements (“open hours” child-minders service – centre-based or home-based) to target group - employed parents with children up to 7 yeras of age is correlated with:1)state or municipal co-financing scheme, e.g. voucher scheme;2)private (employer) co-financing; 3)private (employee) co-financing.Main aims of tested innovation:-to find optimal child-care arrangement for workers with nonstandard work schedules; -to find optimal conditions for inter-sectorial partnership and self-regulation practices;-to find long-term model of subsidizing and development of flexible childcare service. From the general sample of workers with nonstandard work schedules is possible to select a small sample (n=150) of workers with small children up to 7 years of age and control sample with similarsocially economic parameters and test the effectiveness of innovation on these groups’ comparative outcomes. In terms of experimental intervention the new subsidized flexible form of child-care service – flexible “open-hours” child-minders will be introduced. The model of subsidization will include public vouchersfor subsidized child-minders and private co-financing from enterprises with nonstandard work schedules.

The projects goal is to implement in the Dutch Walcheren region an integrated front office that offer a one stop shop for integrated services in the social domain [personalized approach; innovativepartnership]. The desired outcome is an increase in labour market participation of workers in multi-problem families.

Our solution enables and spurs citizens to actively solve their own problem, based on information and advice from the fron office. This empowers citizens as it appeals to what they can do instead ofstressing what they can not do. Moreover, our solution activates the informal network of people, thus contributing to an inclusive and socially cohesive society in terms of involvement of family, friends andneighbourhoods. INSPIRE is a reply to the strong demand of a fragility care system reform in Rome, where different reform attempts have unsuccessfully been tried in last years. The high demand, due to the increase anddiversification of users’ needs, contrasts with a persistent decrease in economic resources. This makes urgent the identification of innovative services that allow for an efficient resource use andappropriately comply with vulnerable users’ needs. The proposal aims to experiment a progressing system that replies to social needs by activating users themselves, thus creating a virtuous promotion ofsocial entrepreneurship in response to public resources contraction. Answering to the country specific recommendations and adopting the one stop shop approach, the project will implement an integratesystem aiming to control public expenditure and increase effectiveness and responsiveness to new social needs.The project, starting from a functional definition of social fragility, aims to renew the social service system, by making it efficiently comply in personalized ways with every fragility type and provideintegrated services that promote social entrepreneurship through the empowerment of vulnerable users themselves. INSPIRE will consist, on one hand, in a set of system reorganization actions that willredefine the whole service provision by increasing integration both in information and in policy (including an international exchange of good practices); on the other hand, the project will test in 4municipalities a set of innovative and flexible services that overcome the 1 to 1 social worker to user ratio. The 2007 crisis has caused a sharp increase in poverty in our region (Castilla y León, Spain). It is vital to undertake complex changes in social services, both in relation to care provision to achieve socialintegration, and as social intervention approaches that involve a more comprehensive response, more efficient use of resources, that avoids the risk of generating chronic dependence on subsidies formany families.ProActive Case-based Targeted model (PACT) is an initiative focusing on innovation in social services with the objective of designing and testing a new model of care for persons at risk of social exclusionin Castilla y León which will combine two interconnected strategies: the public-private partnership and proactive social investment. The first strategy involves a new way of organizing services thanks to a public-private partnership that integrates information, resources, responses, and learning.The second one -social investment- involves experimenting with a new approach to care provision:- Proactive and preventive, using population segmentation techniques to detect situations and profiles of individuals and families who can be provided with a full set of services before further problems andchronic situations of exclusion emerge.- Centered on the empowerment, using a qualifying, appreciative approach.After the design and preparation of the organizational, intervention and population segmentation tools required in this new care model, they will be fully tested simultaneously in 4 territories of the region inpilot actions. Summary of the action

There are 6000 rare diseases affecting up to 36 million people and millions of households in the EU. 4000 to 5000 of these disorders have no treatment, are mostly chronic, highly complex, generatemultiple disabilities and require multidisciplinary care. Access to employment, school, leisure, transport, housing are some of the challenges of rare disease patients/families, who struggle to liveindependently and escape poverty. Social systems are usually designed around common diseases and often not flexible enough to take into consideration unprecedented health needs. INNOV-Care addresses the gap of insufficient social services for rare disease patients in the EU by developing, testing and promoting a holistic, personalised social pathway involving public, private andcivil society organisations.The innovative horizontal approach brings together national one-stop-shop services for rare diseases and regional case handlers, in partnership with public bodies. In addition, the project establishes aEuropean Network of services to collect good practices vital to improve quality of care, in line with the Voluntary EU Quality Framework for Social Services.The new care model will be tested in a pilot in Romania. This social policy innovation experiment will be evaluated by high-level experts in order to prove or disprove causal relationship between theintervention and the outcome measured.Scaling options to other MS and areas (i.e. disabilities, chronic diseases) will be identified within a strong, sustainable partnership between service providers, public bodies, users and academics. INNOV-Care will conduct robust data collection on: patient’s social needs, the impact of the social experimentation and the cost-benefit of the proposed care model.Engagement of public bodies and of other stakeholders will be attained via various communication actions. INNOV-Care thus supports MS’ necessary social structural reforms, in line with Europe 2020 growth strategy.

The project proposes to use a relatively new social policy model - the so called ‘Family Group Conference’ (FGC) – in a new preventive fashion and in a new context (the lower primary school), where ithas been used very rarely.We believe that FGCs could be a simple, inexpensive and effective way to increase students well-being at school, to reduce drop-out rates and social exclusion, and to help families - in collaboration withthe school staff – to cope with children education. FGCs are an attempt to increase policy effectiveness, while reducing the cost of social interventions, encouraging empowerment, family involvement, personalised approach and case management. Inparticular, the FGC model aims at helping families and ‘significant others’ (including teachers and social workers) in the exercise of their direct educational responsibility. Indeed, the FGC is a structuredprocess that promotes the collaboration among family members and social workers, and supports them in planning a solution for children’s problems. The FGC model has been tested mainly in Anglo-Saxon countries, but Italy seems a promising context for this approach. Indeed, the high relevance of Italian family ties, and the amount of resourcesconveyed through family networks, could work as amplifiers of the FGC effectiveness. In particular, we deem this approach particularly promising in the school sector and in dealing with children with mildwell-being and performance problems, generally neglected by traditional social policies. Evidence supporting this claim comes from a small scale pilot Randomized Controlled Trial (RCT) recently run bythe coordinating institution. This experiment showed that the treatment was effective in increasing student well-being at school. To better test the effects of FGCs, the project proposes to implement this approach in three different areas of the country (Garbagnate, Lodi and Salerno) and to evaluate its effectiveness through a largescale RCT.

Summary of the action

At European level ENSIE wants to continue working with the European Commission, interested directorates and expert groups and to start to work with the European Parliament, interested committeesand trade unions. ENSIE team will thus participate in relevant European meetings and conferences. The network will contribute to the European policy framework through consultations, press releases andposition papers. The collaboration with other EU networks active in the social economy and fight against poverty such as Social Economy Europe, Social Platform or Eurodiaconia will also reinforce thenetwork activities. The development of the network will continue with the research of new members, new financing opportunities and the organization of different meetings with the members. ENSIE willreinforce the communication process with its members and other European organisations and institutions through newsletters, leaflets, website and social media tools.At national level ENSIE wants to work in a strong and fruitful cooperation with its members to contribute in the implementation of the main political EU driven processes. The team will thus favour contactsbetween the members and relevant contacts at national level such as SPC, EMCO, Permanent Representations, trade unions, relevant actors concerning structural funds and European Semester process.The members will also be supported by the team in the monitoring of EU projects. The ERGO Network (www.ergonetwork.org), leader of this project, was built to empower Roma in Europe, and its members have a long standing experience in working together. We are a dynamicEuropean organisation, based in Brussels, and function as a liaison between Roma organisations, decision makers at national and local level and European policy makers. ERGO Network brings togetherorganisations from 20 European countries.Our services are set up with a long-term objective as our vision aims an inclusive society where Roma take ownership of their situation. Our approach creates opportunities for Roma to shape the policiesthat affect them, which sets crucial preconditions for more successful outcomes of EU inclusion policies.

Summary of the action

Eurochild is a network of organisations and individuals promoting the rights and well-being of children and young people in Europe. Our goals are: to put the rights and well-being of children at the heart ofpolicy making; to build a community of professionals that integrate children’s rights and well-being into their daily work; to give a voice to children and young people; and to develop the network to deliver apowerful force for change.The operating grant of the European Programme for Employment and Social Innovation enables Eurochild to mobilise its members towards better implementation of Europe 2020, and more particularly theEC Recommendation on Investing in Children and broader Social Investment Package.Our activities are therefore:1. To support, influence and monitor EU driven processes to improve outcomes for children at national and sub-national levels. Summary of the action

Persistently high numbers of people in poverty and the increasing economic and social divide within and between Member States call for a comprehensive approach by civil society to strengthen solidaritywithin and between Member States. To that end SOLIDAR will continue to work “Together for Social Europe” and promote investment in social innovation and quality and sustainable employment tostrengthen people’s current and future capacities and guarantee equal opportunities to participate in society and the labour market. In 2014, SOLIDAR has set up 15 national EU strategy groups and is committed to increase their number, further strengthen their capacity and support them in monitoring developments and producingrecommendations for policies at national and EU level. SOLIDAR will build upon these networks and use their input to publish national progress updates as well as thematic publications on EU policies;continue the cooperation with the transnational advisory forum; disseminate factsheets and e-mail updates; organise European conferences, expert round tables and the Training Academy; organise studyvisits; develop case studies; further developing the online knowledge hub and online resource centre. Summary of the action

COFACE pays attention to the needs of all families in Europe. COFACE’s focus is on the social and family policies including labour market policies that impact the lives of children and families, and wework on the mainstreaming of the family dimension into all policy areas. COFACE is working in particular in the fields of social protection and inclusion, safeguarding the rights of disabled and dependentpersons, preventing and fighting child poverty, reconciling family and work life, housing, education such as the prevention of early school leaving and youth unemployment, health, care and other servicesto families, migration, information and communications technologies, consumer policies and other relevant policy areas. The three main pillars of the work are services to families (childcare, elderly andcare for the disabled), time arrangements (working time, leave schemes, opening hours of services) and resources (financial, tax-benefits, allowances, and income).

Summary of the action

This action is designed to be year two of a four year programme to develop Eurodiaconia’s capacity in the social policy field, enabling and empowering our members as participants in the main EU drivensocial policy processes. Through our members at national, regional and local level we can both disseminate information on policy and actions and provide input into the policy process based on ourmembers' experience as long term providers of social services and actors for social justice and equality. We can also build support for social inclusion initiatives such as the inclusion pilar of Europe 2020and the social investment approach. To do this we need to be advocates and capacity builders. We will work with our members, partner NGOs and the European Institutions to promote the development,adoption and implementation of social policies that overcome the challenges facing people in Europe with regards to poverty, inequality, social exclusion and unemployment. We will also work with ourmembers to provide training and knowledge transfer on both the architecture of European social policy development, adoption and implementation but also on content and orientation, equipping ourmembers to be effective advocates and implementers of effective and where necessary innovative social policies.

To support this we need to be a network that is well organised, well resourced, well governed and well understood. Our work plan for 2015 shows how we will continue to effectively work with ourmembership, with other partners, with European institutions and with the research community. It also presents how we will build capacity, develop policy input, increase the data and knowledge basis ofour organisation and effectively disseminate our findings using our communication tools for maximum impact.

In 2015 EPR will encourage the active involvement of its members in the formulation and implementation of the National Reform Programs by training their staff on the European Semester mechanism,fostering participation in national consultations and data gathering, and helping them to pilot innovative services in response to policy recommendations.

EPR will support collaboration between stakeholders in the processes of policy definition and implementation at EU and national level. The secretariat will enhance its structural collaboration with otherEuropean providers of social services within Social Services Europe, by continuing to run the established four ‘thematic stakeholder committees’ and wide cooperation in public affairs activities and at theannual public affairs event. At national level, EPR members will organise a series of multi-stakeholder awareness-raising events and focus groups on specific themes in 4 countries in one year. The sameexercise will be repeated in a country not yet covered by EPR.

The annual conference is key to strengthening the internal capacity of EPR. Meanwhile, externally, EPR will seek new members in non-covered countries, especially in new EU countries. The capacity andknowledge of the network will be enhanced through EPR's e-knowledge and e-learning platform. These instruments will be improved with new learning materials, and the new learning methodologiesinitiated in 2013 will be strengthened. Making Europe 2020 and its actions successful requires cities' involvement in designing, implementing, monitoring and evaluating policies at all governance levels, including the EU. Cities are responsiblefor a large part of public investment and deliver the majority of public services. Their input will help significantly in identifying social challenges, in identifying and testing potential solutions and in providinga more complex illustration of socio-economic challenges that Europe is faced with nowadays.The integrated guidelines on employment and social policies state that 'the Europe 2020 strategy should be implemented in partnership with all national, regional and local authorities'. The EuropeanPlatform against Poverty underlines the importance of finding local solutions to poverty and exclusion, partnership between different government levels and also promotes social and territorial cohesion.More recently, the Social Investment Package (SIP) called for more effective and more efficient social policy making through a range of principles, many of which already applied in cities, such as servicedelivery integration or integrated approaches. Indeed, the Committee of the Regions' opinion on the SIP refers to the fact that many local and regional authorities are already developing and implementingsuccessful programmes to address the challenges mentioned in the SIP.The added value of cities' continuous involvement in the EU social policy making is the identification ofthe challenges to the implementation of policies and identifying the factors for success of public policy interventions. Summary of the action

The activities foreseen in this Action for 2015 are a continuation of the activities initiated in 2014 and are aligned with the strategic objectives set out in ESN’s 2014-2017 Strategy. -The working group on disability will continue its activities to support public social services to promote independent living and quality person-centred services in the community for people with disabilities(along the lines of UN & EU recommendations).

-The working group on ageing and care will continue its activities to develop intelligence for public authorities to plan and manage older people’s services in a sustainable, person-centred manner and topromote active and healthy ageing (along the lines of the SPC report).

-A seminar on services integration will analyse identified practices and compare different models of integration across Europe.

-Research and evidence will be integrated into our activities through identifying what works according to scientific evidence and analysing implementation with practitioners.

-A reference group on the European Semester will identify key issues for social services to be included in the Semester.

Summary of the action

Social inequalities in health are not only unfair; they also have a huge economic and social cost. Estimates suggest that inequality-related losses to health amount to more than 700.000 deaths per yearand 33 million prevalent cases of ill health in the EU as a whole. These losses account for 20% of the total costs of healthcare and 15% of the total costs of social security benefits. Health promotion anddisease prevention alone cannot reduce health inequalities as these stem from wider social, economic and environmental factors. Investments in early childhood, education, better employment conditionsand inclusive social protection systems can all contribute to health equity. Exploring, documenting, providing recommendations and acting upon the underlying causes of health inequalities thereforemakes economic sense as well as being socially just and contributing to better performing societies and states. The EuroHealthNet partnership supports the preventive approach taken in the SIP and willseek to contribute to the implementation of this new EU policy framework for strengthening EU social protection and health systems at national and regional levels. In doing so, we will create alliances withkey stakeholders and generate, identify and promote integrated policy and practice approaches against health and social inequalities which reveal effective, adequate and sustainable. EuroHealthNet willact as a knowledge broker between the health and social systems, develop capacity building, facilitate policy learning, contribute to the EC knowledge bank and make sure the public health communityactively engages with the EU priorities. Summary of the action

To promote better policy making in line with the EU2020 objectives, PICUM will monitor progress at both national and EU level in the areas of employment, social affairs and inclusion, feed in vitalevidence regarding the challenges, and coordinate transnational activities to improve the living and working conditions of undocumented migrants.

PICUM will support frontline organisations working to address the urgent employment and social problems of undocumented migrants, and enable its EU-wide network to coordinate policy reform atnational and regional level. The Annual General Assembly and Workshop will seek to align PICUM’s membership, build a shared analysis, and develop their effectiveness and impact upon EU-led policyprocesses. Thematic Working Groups will address specific social inclusion challenges affecting undocumented migrants across the EU, enabling members to evaluate laws, policies and practices; monitorprogress on the EU 2020 targets; and develop recommendations for reform. Meetings and regular communications with the secretariat will support members’ knowledge and capacity, and steer jointactions to promote legal and policy reforms which reduce the poverty and exclusion of undocumented migrants.

To advance informed, effective, and non-discriminatory social policies, PICUM will lead a wide range of partners and stakeholders to mainstream its concerns within key civil society and policy-led actionsand initiatives. Summary of the action

EVPA has an experience of 10 years in developing formats and approaches so that social finance practitioners (SFP)become more effective and that the number of SFP increases all over Europe . Withthis proposal we built further on the achievements of the first year of cooperation with the European Commission, while integrating some new dimensions. Since many years, EVPA mobilises a broad group of stakeholders from an increasing number of European countries through a combination of national and international approaches – all accompanied withtargeted communication efforts. We learnt that one needs diverse formats to reach, and have an impact on, all stakeholders. This proposal makes full use of this experience.

In line with the PROGRESS axis of the Programme for Employment and Social Innovation and in accordance with the Framework Partnership Agreements it concluded for the period 2014-2017 (FPA) (cf.call VP/2013/006), EVPA will continue to:

Summary of the action

MFC proposes the current action in order to furher advance the inclusive finance agenda in the EU. The proposed programme will build on the MFC access to finance stratgy for Europe and it willencompass the significant experience MFC has in promoting financial inclusion in Europe. The proposed program will in particular build on the strategic objectives presented in the 2013 quadrennialstrategic plan and linked to the Framework Agreement priority areas. The program will also utilize lessons learnt in the implementation of the first year of the programme ie in 2014.

The MFC annual conferenced held in Brussels in May 2015 will be the pivotal event linking different access to finance initiatives, offering forum for discussions and for feedback to the EC and promotingEU policies as well as discussing trends. MFC will continue its capacity building programme focusing on the responsible finance agenda, and in particular on promoting the compliance wiht the EU Codeof Conduct. Summary of the action

The social and economic crisis in Europe and the long term objectives for microenterprise development and for reducing poverty, make microfinance a key tool for the future. Microfinance refers to theprovision of financial services to financially and socially excluded people. It includes micro credit defined as a loan of less than €25 000 with no collateral, aimed at supporting the development and/orcreation of microenterprises. The European Union has understood the potential of microfinance in relation to the Social Investment Package for Growth and Cohesion and the implementation of the Europe2020 agenda, and has started to translate this recognition into crucial financial and regulatory initiatives.

Nevertheless, coverage of microfinance in Europe is patchy and provided by institutions very diverse and mostly very small. The European Microfinance Network (EMN), created in 2003 and representing93 members from 21 countries (by December 2012) will focus its activities in providing common ground and coordination, and push for national-level favourable regulation as well as for enhanced fundingfor microfinance institutions.

In that context the action aims at strengthening the whole sector in order to give the opportunity to a growing number of European citizens to get access to adequate financial instruments in order to create,develop and sustain their economic activities or to better respond to shocks in the future. By making EMN a strong network with members involved in its activities, with a higher visibility, with a betterunderstanding of the potential of microfinance for create new business and employment (especially for the youth, women, senior, migrants and ethnic minorities) and by supporting the crucial EU initiativesfor microfinance, it is expected that the action will succeed in reducing poverty and increasing social, and financial inclusion.

Summary of the action

The action “Euradria 2015” is divided into 9 actions and follows the categories indicated in the call for proposals:Category 1.a: to facilitate the job placement on the cross-border labour market we foreseen a technical meeting to define an agreements regarding the regular exchange of information about available jobson both sides of the border. The partnership know also includes all the PES in the cross-border region.Category 1.b: to deliver the services request under this category we have a network of 8 EURES advisers and they are present on all the territory.Category 2.a/b: to design and implement a one-stop-shop approach, also introducing economy of scale, we decided to update the website euradria.org and create a new dedicated section in order to givea faster and effective service to EURES clients in the region.Category 2.c: to provide a new client service and fill a gap in the EURES catalogue the Municipality of Trieste will carry out an activity that combines educational paths and placements in the sector of newtechnologies (a growing sector in the region)Category 3: to monitor the mobility in the cross-border region we will use the Observatory of labour market of the Friuli Venezia Giulia region.Category 4: through the realization of a guide for cross-border workers we intend to develop and implement a more integrated cooperation between the partnership and the authorities responsible fortaxation, social security rights, health insurance and application of labour legislation. Summary of the action

The creation of the EURES Crossborder North Portugal - Galicia service in December 1997 followed the common objective and commitment of the partner bodies towards improving the situation of thelabour market of Galicia and North Portugal, creating a transparent employment market and developing a system of cooperation and collaboration between the public employment services and all othereconomic and social agents representing the Euro-region with potential ability to facilitate and boost the crossborder mobility of workers and employers. The bodies included in the structure of EURESCrossborder Galicia-North Portugal have undertaken among one another and before the Commission to jointly pursue the following objectives based on Commission Decision 2012/733/EU of 26November 2012, in conformity with their responsibilities at a crossborder level: a) The development of an open and accessible crossborder employment market, in strict observance with the applicablelabour laws and legal requirements; b) Adjustment and placement at a crossborder scale, through the exchange of job offers and search, and participation in the specific mobility activities organised in thecontext of the EU; c) Transparency and exchange of information on the labour market of the Euro-region, in particular on living and working conditions and opportunities for the acquisition of skills; d) Thedevelopment of measures to boost and facilitate the mobility of young workers; e) The exchange of information on professional internships and apprenticeships, and their effective implementation. For the pursuit of the established general objectives, the bodies integrated in the structure undertake will provide the Services stipulated in the EURES Charter, according to the competencies of each ofthem (see annex Catalog of Services EURES-T G-NP).

Ziel der Maßnahme in Sinn der EU Agenda 2020 ist die grenzüberschreitende Mobilität von Arbeitnehmer deutlich zu erhöhen. Mit der Erfahrung der Beteiligten werden Projekte durchgeführt die denjeweiligen gesetzlichen oder organspezifischen Auftrag ergänzen bzw. erweitern.So konnte durch die Maßnahmen der Grenzpartnerschaft und den Arbeitsagenturen bisher in den Jahren 2010 bis 2013 jeweils zum 30.06. die Zahl der sozialversicherungspflichtig BeschäftigtenTschechen von 7904, in 2011 auf 9650, 2012 auf 13215 und in 2013 auf 15610 in Bayern nahezu verdoppelt werden. Signifikant war jedoch der Anstieg in den fünf Grenzagenturen. So arbeiten z. B. indem Geschäftstellenbezirk Cham jetzt mehr tschechische Arbeitnehmer aus in ganz Sachsen. Mit hoher Sensibillität aller Beteiligten werden die jeweiligen regionalen Wirtschaftssituationen gewichtet undberücksichtigt. Entgegen der arbeitsmarktsituation in Bayern ist das Delta der Betroffenheit von Arbeitslosigkeit in Tschechien erheblich höher. Haupt- und Mitantragsteller sind sich einig, die Balancezwischen zu starken Brain-Train einserseits und mehr grenzüberschreitender Mobilität andererseits abzuwägen. Die Grenzpartnerschaft hat auch das Ziel dem Fachkräftemangel entgegen zu wirken. Diegrenzüberschreitenden Ausbildungsinhalte und Ausbildungsergänzungen weiter zu entwickeln um der Jugendarbeitslosigkeit entgegen zu wirken. Die Zusammenarbeit der Universitäten Passau, Pilsenund Karlsbad haben dasd Ziel Studieninhalte anzunähern und Praktikas im Nachbarland zu intensivieren. Durch gegenseitige Hospitationen der Mitarbeiter gleichartiger Einrichtungen werden diejeweiligen Prozesse, Schnittstellen und Kompetenzen transparenter.Die Verbesserungen der Informationsangebote und Willkommenskultur werden die Barrieren grundsätzlich mobilitätsbereiter Arbeitnehmer deutlich erhöhen. Die einzelnen Projekte sind zeitlichabgestimmt und werden mit hoher Expertise durchgeführt.

Summary of the action

For this coming project period Cross border has prepared 4 project proposals of which two have an interregional character with a direct focus on job training, matching and placement. The youngjobseekers project in the Øresund region will target its activities towards young jobseekers under the age of 25, who still need their first experiences on the labour market and towards newly educatedjobseekers under 30. The activities incorporate a 3-module package, that includes living and working seminars as well as concrete matching and placement activities across the region. The secondinterregional project targets the construction sector. To address the need for labour, particularly in eastern Denmark, we will facilitate matching and placement activities between unemployed craftsmen inthe region and the employers. As a supporting structure, the project will establish a recruitment chain composed of stakeholders in the sector, serving the construction companies. The remaining twoprojects have a distinct european scope. We will continue the ICT project from the previous period, but the project will be phased out at the end of 2015, and the succesfull methods implemented into thedaily operations of EURES in the region and nationally. A new project in the important Life Science sector will be introduced using the same methods as the ICT project. This includes vising selected jobfairs in Europe and an active use of social media in recruitment. In cooperation with the one stop shop Øresund Direkt, we will make the Crossborder services more accesible to the users, when we launchour internet subsite targeted at professionals. We will continue to update information material as well as conduct living&working seminars. We will use the Job Øresund Day to adress the challenges ofyouth unemployment among the partnership's members as well as other relevant stakeholders. Finally, we plan to hold an implementation seminar for the employees of partnership and relevantstakeholders.

The information needs of the target groups within the cross-border labour markets can not be completely fulfilled within Eures services, therefore necessitating the requirement of a referralsystem between the different actors including maximum cooperation between these actors and also the development of activities to fill in these gaps.The individual Eures advisers and project coordinators of the partner organisations involved with activities are committed to the promotion of cross-border labour market mobility and the exceptionalcircumstances which cross-border workers are confronted with. The Eures advisers of the PES and partner organisations on both sides of the border are actively involved and are well known within andoutside of the Eures network. Their activities focus on transnational and cross-border issues. Increasingly the trade union Eures advisers are confronted with cross-border workers from new MemberStates who mostly have temporary contracts but increasingly permanently reside within Belgium or the Netherlands. This adds extra complexity to the already exceptional position of the cross-borderworker.A cross-border citizen information centre, co-financed by Interreg, was officially set up in January 2013 in Terneuzen (Nl) and will be extended to include East Flanders (B) in January 2015.

Summary of the action

Im Rahmen dieser Maßnahme wird eine EU-Finanzierung für die euregionale und bilaterale Zusammenarbeit der Grenzregionen beantragt, die die bestehenden Dienstleistungen der Partner optimiert undstärkt sowie diese über das bisherige Maß hinaus koordiniert und ausbaut.

EMR, ERW,ermn: Die Maßnahme beinhaltet alle Aktivitäten der Partner in dem angegebenen Zeitraum. Ziel ist es, die Transparenz des grenzüberschreitenden Arbeitsmarktes zu fördern, die Chancen derArbeitssuchenden auf dem Markt zu erhöhen und die Arbeitgeber bei ihren Einstellungsmaßnahmen zu unterstützen. Die Grenzpartnerschaft EURES-TriRegio setzt sich aus Vertretern der Arbeitsverwaltungen, der Gewerkschaften und der Arbeitgeberverbände aus Sachsen, Böhmen und Niederschlesien zu-sammen.

Sie wurde von den Partnern seit der Integration Polens und Tschechiens in die Europäische Union im Jahre 2004 vorbereitet und hat sich mit der Unterzeichnung der Rahmenvereinbarung im Oktober2007 konstituiert.

Sie betrachtet die Integration der Arbeits- und Ausbildungsmärkte im Dreiländereck als die wesentliche Gestaltungsaufgabe. Ihr langfristiges Ziel ist es, unter Einhaltung der bestehenden Arbeits- undSozialstandards des jeweiligen Landes die Entwicklung eines gemeinsamen Arbeitsmarktes zu fördern.

Zu den Handlungsschwerpunkten gehören: Projekte zur Vermittlung von Arbeitsstellen in der Re-gion; Information und Beratung durch die EURES-Beraterinnen und –Berater; Bereitstellung von aktuellenund zielgruppespezifischen Informations- und Beratungsangeboten für Arbeitgeber, Ar-beitnehmer, Selbständige, Auszubildende und Studenten; Initiativen zur Durchsetzung von fairer Mobilität imDreiländereck. Für den Förderzeitraum 2015 entwickelt die EURES-TriRegio Aktivitäten, die sich insbesondere an Jugendliche und Schulabgänger richten, es werden Konzepte für die Mobilisierung vonArbeitskräftepotentialen in der Region und Hilfestellungen zur Überwindung der Sprachbarriere bei der Arbeitsaufnahme im Nachbarland getestet.

Summary of the action

The EURES Cross Border Partnership Ireland-Northern Ireland exists to support the cross border worker, jobseeker and employer. Our plan for the coming period ensures that we will continue to providea range of services to our target groups to try and overcome some of the barriers that exist to labour mobility. This will be accomplished through raising awareness of the issues that affect labour mobility,ensuring that customers are aware of the supports available and reporting on recurring obstacles. Job and CV matching will be an important feature of this plan, which will be carried out by the CrossBorder EURES Advisers located in the PES on both sides of the Border. We will work with the Public Employment Services, Trade Union Bodies, Chambers of commerce, Employer Bodies andEURESCo to help target groups and throw the net wide to assist in the support of labour mobility not only on the Island of Ireland but across the European Union. In 2015 we aim to to carry out activities toraise awareness of EURES and labour mobility including media work, marketing and promotion. We will work closley with employers through Jobs Fairs, European Jobs Days, Networking events toensure that they benefit from Cross Border support and to offer recuitment and skills matching services where skills shortages and bottlenecks exist. We aim to build cross border relationships withemployers to raise awareness of iussues affecting employers and encourage trade and opportunities for employment.A common thread through all our activities will be the development of services throughnew social media avenues.The strength of the EURES Cross Border partnership is in its people and we will continue to strengthen these relationships with a multi faceted approach. Our networks continueto develop and strengthen and relationships between the PES grow ever stronger. We wil continue to keep EURES and the removal of barriers to cross border a priority.

Summary of the action

La mobilité transfrontalière est une composante forte du marché de l'emploi de la Grande Région. L'accroissement significatif et constant des flux frontaliers depuis plus de 20 ans est le résultat de l'actionconjuguée de l'ensemble des acteurs de l'emploi, publics ou privés, et dont EURES garde un rôle moteur. Le contexte économique dégradé a mis en exergue toute l'importance de la mission du réseauEURES. Deux EURES-transfrontaliers mettaient jusqu'alors en œuvre des plans d'actions visant à répondre aux objectifs de la Commission européenne et des stratégies arrêtées de concert. Depuis2010, la recherche continue de mutualisation et de synergies guidait ces stratégies et le renforcement des coopérations entre les deux réseaux. L'EURES-t du Pôle Européen de Développement (EURESPED) et l'EURES-t Sarre – Lorraine – Luxembourg – Rhénanie-Palatinat (EURES SLLRP) ont souhaité aller plus loin dans l'intégration et ont décidé de présenter pour 2015 une réponse unique pour laGrande RégionL'action de ce nouveau partenariat, l'EURES tranfrontalier Grande Région, s'inscrit dans la continuité de la stratégie développée par les partenariats sur 2010-2014 en intégrant les éléments de la réformeEURES ; plus que jamais son action tend à orienter l'ensemble de ses activités vers un objectif de matching. Il convient en conséquence de s'appuyer tout d'abord sur le fruit et les meilleures pratiquesdéveloppées jusqu'alors, et accélérer le déploiement généralisé des offres de services arrêtées sur les exercices précédents au bénéfice de chaque public cible.Mais il convient ensuite et surtout de développer des activités novatrices et pertinentes, lesquelles doivent porter le partenariat dans une dimension nouvelle de la performance toute entière orientée versl'intermédiation transfrontalière. Ces actions innovantes constitueront le cœur du programme prévisionnel objet de la présente demande, et autour duquel s'articuleront toutes les autres activitésproposées.

Für die strategische Planung ist das Nationale Arbeitsamt Ungarn in Budapest verantwortlich, der Tätigkeitsplan wurde vom Koordinationsbüro und von den MitarbeiterInnen der regionalenArbeitsmarktstellen wie der sozialen Partnern, bzw. EURES BeraterInnen ausgearbeitet, und mit der Genehmigung des Lenkungsauschusses eingereicht.

Mittelfristige Zielsetzung der EURES-T Pannonia Partnerschaft ist es, als „one-stop-agency“ bzw. Informationsplattform im österreich-ungarischen Grenzraum tätig zu sein, die bereit ist, denInformationsbedarf schnell und effizient zu bedienen, und fähig ist, das Angebot und die Nachfrage am Arbeitsmarkt zusammenzubringen, um „mismatching“ vermeiden zu können.

Dies setzt die hohe Professionalität aller Teilnehmer und ein gut organisiertes Netzwerk voraus, die Grundlage dafür ist ein effizientes nationales Koordinationsbüro mit der Leitung des Lead Partners.

Gleichzeitig ist unser Ziel, solche „low budget“ Strukturen und administrative Stellen zu betätigen, in denen nur diejenigen Tätigkeiten finanziert werden, die konkrete, zielgruppenorientierte, sg. „grass-roots“ Projekte durchführen.

Wir haben unsere Projektvorschläge für den Tätigkeitsplan 2015 gemäss dieser Zielsetzung zusammengestellt. Da sind unter anderem die sich bisher sehr gut bewährten Strukturen (Arbeitgebernetzwerk,PR Arbeitsgruppe) zu finden, so aber auch die Entwicklung neuer, innovativer IT Tools (Entwicklung der Datenbank für Stellensuche, Medienkampagne), und auch die traditionellen, aber mit neuem Inhaltgefüllten Informationsveranstaltungen (Berufsorientierungsmesse).

Um die effektive Durchführung der Projekte realisieren zu können arbeiten die Partnerorganisationen eng zusammen, sie informieren sich über die Teilergebnisse nach einer bestimmten Methodikregelmässig, um die Strategie für das nächste Jahr aufgrund von qualitaitven und quantitativen Indikatoren am besten bestimmen zu können.

Promoted by a consortium of eleven organisations (Italian Ministry for Employment, Provincia di Roma and its affiliated Capitale Lavoro, Provincia di Roma – IT, International Placement Services (ZentraleAuslands- und Fachvermittlung - ZAV) – DE, Pôle emploi – FR, Instituto do Emprego e Formação Profissional, I.P. – PT, Department of Social Protection – IE, Department of Labour – CY, Czech PublicEmployment Service – CZ, SEPE ( Spanish Public Employment Service) – ES, Croatian Employment Service (CES) - HR ) and eighteen associated partners (representing public and private organisationsin IT, NL, DE, ES, MT), this YfEj action assists youth in making successful transitions into the EU labour market, thereby resulting in increased employment, filled bottleneck vacancies and in sustainedworker’s freedom of movement. The project builds upon the experiences gathered with the three previous calls launched at EU level in the framework of the preparatory action 'Your first EURES job. Mainaim is to test a new way of providing EU wide, result-oriented customised job mobility services to young people and employers focused on recruitment, matching and placement (experimentation andinnovation). Further enhancing the multi and cross channelling approach in use, the full service package of YfEj covers all phases of the process leading to a placement, including recruitment, jobmatching, information and advice, pre-recruitment preparation, pre/during/post-placement assistance. Multi and cross channelling delivery is complemented by outreach activities (targeted to business andyouth) across EU and targeted marketing activities.

Summary of the action

- The application is made by 7 EURES organizations in Sweden, Finland, Ireland, Portugal, Romania and Slovenia and the PES organization of the Azores to ensure geographical spread and swiftimplementation in the countries with an already long standing basis of cooperation- Adding PES of Madeira as affiliated entity that together with PES of the Azores as co-applicant to add value and innovativeness to the scheme being tested in a ultra-peripheral part of Europe- The TMS-YfEj of this Consortium will be open to all EU28 and EFTA/EEA-countries, but with specific focus on the members of the Consortium, aiming to be a “one stop shop” for companies orjobseekers interested in recruiting/working from/within another EU28 and EFTA/EEA-country - The Consortium of this application will prioritize hard to fill vacancies for SME:s and graduates/persons with academic background- Will work with online tools, online meetings and social media to spread information, carry out campaigns and ensuring cost efficiency- All payments directly to jobseekers and employers will be made by the Lead Applicant organization of NCO EURES Sweden to ensure swift implementation and no double financing- Will foremost be an active matching tool to match young jobseekers to sustainable work in other EU28 and EFTA/EEA-countries and to provide SME:s with a competent young workforce and so helpSME:s to maintain their rates of production and operation within Europe- Correlates with the objectives of the members of the Consortium prioritizing work with young jobseekers and employers- Will be an important tool to fight the increasing numbers of unemployed youth in Europe-The visibility of EURES within PES will increase further due to the measurable results of the scheme- Information to youth outside of PES will be achieved by cooperation with European networks, private recruitment companies and guidance conselors- Ensure cost efficiency through previous experiences of YfEj

Summary of the action

In this action we will look at housing assets and pensions from both directions in an integrated way i.e. withdrawal of cash for a pension as well as pension fund schemes that convert into home ownership.The work will be to analyse these forms of housing asset conversion and assess market potential in our Member States as well as assess the legal framework in each country. The objective of ourresearch will be to suggest a standardised product that can be sold cross-border consumer safety features and with adaptation to national specificities and to legal, tax and regulatory framework.

The action will produce a body of knowledge on the extent to which housing assets can be used as a source for private pensions in retirement and gather evidence and details of how such products can bedesigned and supported by commercial, non-profit and state led initiatives. Policy makers will receive ideas of how they can foster the build-up and subsequent use of equity in residential property and howthe necessary legal, regulatory and cultural and business opportunities can be framed and encouraged as part of a household’s retirement planning options. This will result in suggested product designable to cater for a cross-border demand and supply meeting at least the minimum conditions of the six EU Member States covered by this project (Germany, Hungary, Ireland, Italy, Netherlands, theUnited Kingdom). The hybrid system will make sure that the positive effects that homeownership has for old age with regard to expenditure savings from housing consumption take into account otherimportant aspects that determine living standards post full-time working lives, namely the family social capital and the ability for household’s to generate income from continued part-time self-employedwork throughout their retirement. Special attention will be paid to the needs of old age pensioners with regard to financial liquidity and income needs of homeowners.
