GOALS:

• Improve and preserve Public

Housing units

• Provide more stable funding

to Public Housing units

• Offer residents greater choice

and mobility in where they live

RAD program will effectively help with the

following concerns:

• Cost to run – 43% higher on average than

multifamily

• Remoteness from Scattered Sites

administration and maintenance

• Addressing vacant unpopular and expensive

units

Key Resident Provisions

• PHAs must notify and consult with residents in

advance of, and throughout, a RAD conversion

• Prior to application, a PHA must:

conduct at least two meetings with

residents of affected projects

provide opportunity for residents

of proposed projects to comment

address resident comments in writing

Key Resident Provisions

• Family Self Sufficiency (FSS) and Resident

Opportunities and Self-Sufficiency (ROSS)

participants may continue in the program

• Residents can establish and operate legitimate

resident organizations

• PHAs must abide by additional (PBV & PBRA)

grievance and termination provisions to be

consistent with rights afforded by programs

Homeownership Program • Residents have the option to purchase their

home

• Must be first time home buyer

• Must attend housing counseling and be able to qualify for a mortgage

• Must have down payment of 1% of the appraisal value of own funds

Summary of Why RAD

• Public Housing subsidy is unstable and the

administrative burden is too large

• Capital Funds are not sufficient

• RAD is an opportunity for PHAs to find the

money for capital improvements that HUD is

unable to provide

• RAD is an opportunity for PHAs to align

operations to a private landlord requiring less

direct HUD oversight
