CHRISTIE HARRISONA fire ripped through a

home in Majorca last weekcausing significant damageand forcing firefighters to donbreathing equipment due toasbestos contamination.

The weatherboard house wentup in flames on Thursday andlocal CFA crews got the call out ataround 12 pm.

Fire fighters attempted toextinguish the blaze for aroundfour hours, using breathingapparatus as the house containedasbestos.

Incident controller Jamie Herdsaid six appliances from Caris-

brook, Maryborough, Talbot,Mount Cameron, Moolort andBaringhup West attended theincident.

“It was a fairly serious incident.There was damage done to about athird of the house,” he said.

“The house was unoccupiedwhen the fire broke out.

“The house’s old owners, whohad built another house nearby,called it in. Their son had beenrenovating it.”

Mr Herd said fire investigatorsattended the scene but wereunable to determine the cause ofthe fire.

“We had fire investigators comeout and the cause has beendeemed as undetermined,” hesaid.

Victorians are being urged to be vigilant due to an increase in poisonousmushrooms, including Death Cap mushrooms and Yellow-staining mushroomsacross the state. 190520 02

Foragers and pet owners arebeing warned about an increasein poisonous mushrooms in-cluding Death Cap mushroomsand Yellow-staining mushroomsacross Victoria as a result ofrecent heavy rains.

According to a health alert fromthe Deputy Chief Health Officer DrAngie Bone, a number of seriousmushroom poisonings have occurredin Victoria the last two weeks,warning that eating just one DeathCap mushroom can kill an adult.

The health alert advises that ifyou are not an expert, you shouldnot pick or eat wild mushrooms inVictoria, cooking, peeling or dryingthese mushrooms does not removeor inactivate the poison, there is nohome test available to distinguishsafe and edible mushrooms frompoisonous mushrooms and thatmushrooms purchased from asupermarket, greengrocer or otherreputable source are safe to eat.

Dog owners are also being warnedto take particular care whilstwalking their pet in areas wheremushrooms may grow and wherepossible remove any mushroomsfrom their yard before they have achance to eat them.

Symptoms of poisoning by DeathCap mushrooms can include violentstomach pains, nausea, vomitingand diarrhoea. Symptoms maysubside after one or two days butthis does not indicate recovery.Serious liver damage may well haveoccurred that may result in death.

The Yellow-staining mushroom isthe cause of most poisonings due toingestion of wild fungi in Victoria.Consuming Yellow-stainingmushrooms causes nausea, stomachcramps, diarrhoea and vomiting.The severity of symptoms varieswith the amount eaten.

“That includes working with keypartners like Ballarat health fordetailed reviews of cases when

required, and of course using thespecialist support of Dr Dalton.”

Mr Welch said Victoria’smaternity services are assessedannually and the latest Perinatal

Goldfields Shire Council topurchase 100 percent of itselectricity as renewable energyin the “largest ever emissionsreduction project” in thecountry has been delayed untilmid-2021.

One of 48 Victorian councils to jointhe power purchase agreement(PPA) led by the Darebin CityCouncil, the agreement is to providecouncil with completely renewableenergy for at least seven years, up to

a possible 10. Council officially signed on to the

PPA at an ordinary council meetingin July last year, after signing aletter of intent in October 2018 tosupport the Darebin City Council indeveloping the plan, and alsocontributing $4000 for thedevelopment of a business case.

Council spends approximately$260,000 on electricity each yearacross council-owned buildings andstreet lights and is hopeful the PPAwill provide cost savings as wellworking towards the goals ofcouncil’s Sustainability Action Plan.

“The PPA is the largest ever

emissions reduction projectundertaken by local government inAustralia,” Central Goldfields Shiregeneral manager infrastructure andplanning Rebecca Stockfeld said.

“Councils who have beenparticipating account for approxi-mately 45 percent of all Victoriancouncil electricity, which would thenswitch to 100 percent renewableenergy.

“The size and scale of this projecthas not been attempted at a councillevel before.”

The invitation council received toparticipate in the PPA indicated the

new renewable contracts would beavailable and signed by earlyJanuary 2020 but have since beendelayed until next year, which MsStockfeld said is not unusual for thistype of project.

“While there have been somedelays in the last six months, this isnot unusual for such a large andcomplex project and it continues toprogress steadily,” she said.

“At this point, the roll in date forenergy supply is expected to bearound June 2021. We expect to beable to provide a further updatetowards the end of financial year.”

The delay means council has toenter an additional contract tobridge the gap between the currentcontracts’ expiry date next monthand the commencement of the PPA.

While unable to indicate howmuch the new contract would cost,Ms Stockfeld said council is “keen” toaccess the PPA when it’s available.

“Central Goldfields Shire willhave electricity supplied through astate collective contract until thePPA is finalised, we are keen toswitch to renewable energy whenthe PPA becomes available,” shesaid.

MDHS CEO Terry Welch“strongly” refuted the claims andsaid the Maryborough communitycan have “full confidence” in thesafety of the health service.

“We don’t believe there are sys-tematic failings here in any way, werefute that extremely strongly,” hesaid.

“The hospital is proud of theservice that it provides to localmothers through its maternityservice, which includes the closeworking relationship with BallaratHealth Services for higher riskpregnancies and deliveries.”

In a statement on Sunday, MrWelch said the health serviceinitiated a review three years ago toensure it was maintaining thestandards expected of a level twomaternity service.

The hospital said in 2017, itrequested the state’s healthcarequality and safety improvementagency, Safer Care Victoria, performa safety systems health check of the

Services Performance Indicatorreport confirmed Maryborough wasmeeting the appropriate levels andstandards.

Safer Care Victoria CEOProfessor Euan Wallace endorsedthe initiative of MDHS in 2017 toseek the safety systems healthcheck of its maternity service.

“This request demonstrated apreparedness and willingness toseek advice and recommendations toensure the health service providedthe best possible service to thewomen and families in itscommunity,” he said.

“The health service took on boardand implemented the recommenda-tions, and has forged a closerrelationship with Ballarat. Itactively participates in regionalreview processes for obstetricservices.

“Since that time we have had noclinical matters that have requiredthe involvement of Safer CareVictoria.”

Opting to shut up shop whencoronavirus restrictions wereenforced, the MaryboroughHighland Society will remain closeduntil June 22, when 50 customersare proposed to be allowed withinthe premises.

“We’ll wait until we’re allowed tohave 50 patrons to reopen, theoverhead is a little bit too high tojustify only having 20 people in at aparticular time,” MaryboroughHighland Society general managerMalcolm Blandthorn said.

“We’re discussing a takeawayoption at the moment so that when

we do open we could offer that, butwe will have a limited menu andopening hours as well.

Restrictions to ease for hospitality industryRILEY UPTON

Local cafés, restaurants andpubs will be able to reopen theirdoors next month as COVID-19restrictions on the hospitalityindustry ease and businessesbegin a phased re-opening.

Premier Daniel Andrewsannounced on Sunday that as ofJune 1, restaurants, cafés and pubswill be able to serve meals to up to20 customers at a time per enclosedspace.

The number of customerspermitted inside these eateriescould increase to 50 from June 22and to 100 from the second half ofJuly, if COVID-19 cases don’t spike.

The next steps come with anumber of precautions — includingthat venues will be required to takethe contact details of every customerto assist in rapid contact tracing,additional cleaning, staff health andtemperature checks and currentsocial distancing restrictions willneed to be adhered to.

This Friday between 8.30 am and4.30 pm, the dealership will be takingdonations of non-perishable foods andgeneral items which will then bedistributed locally by Foodshare.

Maryborough Toyota branchmanager Chris Keen said donationscan be made without communitymembers having to leave their car.

“We’ll cordon off four of the carparks out the front (opposite theColes Express service station) andwe’ll have a marquee up and it’ll bestationed with people in high-visvests,” he said.

“All you have to do is pull up in themarked area out the front, people willcome and take the items out of yourboot or back seat and we’ll go fromthere — you don’t even have to getout of your car.”

“We’re after non-perishables sothings like canned food, deodorants,wipes, pet food, anything really,” hesaid.

“This is a great initiative, even if itsaves someone having to buy a coupleof meals a week and means they canpay their electricity bill on time,that’s a good thing.”

All items donated will stay in thecommunity.

“All the food that gets donated herewill get distributed into ourcommunity, it’s solely for our district,”Mr Keen said.

“We’re suffering as a business andobviously people in the communityare suffering, COVID-19 is puttingpressure on areas like ours and we’rejust trying to do our bit.

Ambulance Victoria is urgingVictorians not to be afraid to callTriple Zero (000) in an emer-gency, after the ambulanceservice experienced a signifi-cant drop in demand during theCOVID-19 pandemic.

Ambulance Victoria LoddonMallee regional director MichaelGeorgiou applauded the communityfor doing the right thing by seekinghelp from their GP or pharmacist ifthey’re unwell and don’t need anambulance or hospital care.

“However, we are concerned,

particularly for the elderly and thosewith pre-existing heart orrespiratory conditions who mayneed us but aren’t calling TripleZero,” he said.

“We’ve seen around a 30 percentdecrease in call outs in recent weeksand are concerned that members ofthe community may be frightened tocall an ambulance for fear ofCOVID-19, or just don’t want to be aburden on us during a pandemic.”

Mr Georgiou said AmbulanceVictoria has been preparing forCOVID-19 since mid-January andhave enough ambulances andparamedics to meet demand.

“Remember that our paramedicshave the right equipment to keepthemselves and their patients safefrom all types of infection, includingCOVID-19, as do our hospitals. Ourambulances and Emergency Depart-ments are safe places to be,” he said.

Encouraging people to check in onelderly relatives, neighbours orfriends via the phone, Mr Georgioureminded locals they should makesure they know that AmbulanceVictoria is here for them.

“If people have health concerns,such as an onset of shortness ofbreath, chest pains, facial droopingor weakness, for example, they mustdial Triple Zero,” he said.

“Every second counts when itcomes to respiratory or cardiacconditions, or stroke. If a patientdoesn’t need a lights and sirensambulance, we will find the rightcare for that patient at that time.

“The bottom line is, people withserious conditions need to call TripleZero (000). Ambulance Victoria hasalways and will always be there forpeople in their time of need. There’sa time to be stoic, and it’s not duringa health emergency. That’s a time tocall Triple Zero.”

Mr Georgiou praised others in thecommunity for their role inflattening the curve, which has

provided the health system with thetime and capacity to effectivelymanage COVID-19 in Victoria.

“It’s promising to see the numberof COVID-19 cases in Victoriadecrease, but we still need everyonewho can stay home to stay home,” hesaid.

“If you have to go out, be vigilantabout social distancing. Wash yourhands thoroughly and often, anddon’t touch your face because theprimary path of infection is throughyour mouth, nose and eyes. For thesame reason, and for the safety ofothers, sneeze or cough into yourelbow.”

A major redevelopment of theCentral Goldfields Art Gallerywill soon commence after theState Government announced$500,000 in funding last week.

The project is one of 35 acrossrural and regional communities tobe announced last Wednesday, eachto share in more than $16 million infunding as part of the government’sRegional Infrastructure Fund.

The project will see variousupgrades made to the historic firestation in Neill Street, built in 1861and currently houses the gallery,including the creation of a morewelcoming entrance by opening thefire station doors and for theinstallation of improvedenvironmental climate controls.

The funding will also see internalgallery spaces remodelled withimproved storage facilities for theshire’s art collection and thecreation of a more open internalexhibition space.

Expected to pave the way for alarger and more varied art program,Central Goldfields Art Gallerycurator and education officer HelenKaptein said she’s “thrilled” withthe funding announcement.

“I’m over the moon, I’m just sothrilled. This announcement ac-knowledges the importance of artand culture in this community,” shesaid.

“What this funding enables is forus as a public gallery to increase ourmain exhibition space and tocontinue to diversify the range of artthat the community can access.

“It’s a wonderful historic buildingthat the gallery is in and it’s in areally well used area of town and theidea of having the big historic firestation doors open is to present awelcoming space.

“Our collection is primarily morecontemporary works but we knowpeople are interested in historicaland older works too and withclimate control, we’ll be able toborrow and exhibit those types ofworks which is very exciting for thecommunity.”

The shire last received fundingfrom the Regional Jobs and Infra-structure Fund four years ago to thetune of $366,666 and saw seating,playground equipment and anundercover barbecue installed atPrinces Park.

Due to current COVID-19restrictions the gallery has beenclosed to the public for a number ofweeks but has maintained an activepresence online and across socialmedia.

Ms Kaptein said art is “pivotal” tocommunity wellbeing and so thegallery had moved quickly onshifting its presence online, with thefunding announcement furtherreinforcing the importance of artslocally.

“We’ve had to be creative around

how we deliver our service — wewanted to act quickly and stimulatecreativity in the community andthat’s been really well received,” shesaid.

“We did get a number of letters ofsupport for this funding applicationfrom right across the communityrepresenting arts and culture,education, health, tourism and theIndigenous community which Ithink shows how appreciated thegallery is.

“Around the world, there areexamples of public art galleriesbeing pivotal to thriving, sus-tainable and healthy communitiesand this is a perfect example ofthat.”

Central Goldfields Shire chiefadministrator Noel Harveywelcomed the funding, which heexpects will improve what the localart sector offers.

“This project came as a result ofone particular exhibition we hadhere with Deborah Halpern and it’ssomething I’ve been keen to do,” hesaid.

“What we’re proposing to do willnot impact on the building’s heritageaspects, it will open up the internalspaces to make them more usable,create better and more flexiblespaces and ultimately improve theoffering in the arts sector.”

Mr Harvey acknowledged thereare a “range of facilities” in the shirerequiring works or upgrades andsaid when funding becomesavailable, council will apply for it.

“We are doing a lot of strategicand planning work in a number ofareas and the benefit of having thatwork done is it’s identified a range ofprojects that need to be done and arepriorities,” he said.

“Having that work done enablesus to move quickly on projects suchas this which was ready and wewere able, in a matter of weeks, toapply for funding.

“We have a whole range offacilities across the shire that needwork and we can’t afford to do themourselves but as soon as a chance forfunding comes along, we’ll put anapplication in.”

Council expects the project to becompleted by late next year.

Chickens can be a greataddition to your garden,fulfilling various roles such asproducing eggs, fertilisinggardens and eating food scraps.

The most trouble-free chickens topurchase are vaccinated hens at thepoint of lay (16 – 18 weeks) from areliable commercial source.

Chickens need a well-drained andwell-ventilated pen. Make sure thechicken pen is fox and wild birdproof and, unless the sides areattached to a wooden or concretefloor, dig them into the soil to adepth of at least a half a metre.

Part of the pen needs to be undercover, particularly where thechickens roost and lay. It works wellif the chicken house/coop is locatedunder a tree for shade.

The chicken coop should be northfacing with an eve about a metrelong to protect from the summer sunand the rain but to still let light induring winter.

It is easier to manage thechickens if the chicken coop is highenough for you to stand up in. Coverthe floor with sawdust or straw to

form a deep litter with the chicken’sdroppings.

Nesting boxes need to be off theground, dark and have fresh, cleanstraw that should be replacedregularly. Ideally build the chickencoop with outside access to thenesting boxes.

Perches for roosting need to bewide enough for the chickens tocomfortably stand on.

Commercial layer pellets orcrumble that can be bought in 20kilogram bags at your local ruralstore are a satisfactory food sourcebut chickens can be supplementedwith food scraps. Don’t feed morescraps than the chickens canconsume, or the leftovers will attractvermin and create odours.

A round feeder is good for thepecking order as the weaker chickencan be on the other side of the circleand not beside the dominantchicken. Provide enough feed for nomore than three days to prevent itfrom becoming stale.

An automatic chicken feeder ispreferred; these are suitable for allbackyard chicken flocks and thestep-on mechanism helps prevent

vermin, wild birds and rain fromruining the feed.

Chickens also need continualaccess to clean, fresh water.

Finally, monitor your chickensdaily for their health, eggproduction, and food and wateravailability.

If you have more than 50chickens, you are required to have aProperty Identification Code (PIC)and also a unique egg stamp.

Agriculture Victoria isoffering sheep and beefproducers the opportunity toparticipate in the VictorianLivestock Farm Monitor Project(LFMP).

The LFMP has been collectingdetailed physical and financial farminformation from producers for 50years and providing them with athorough and independent report oftheir farm’s performance.

Participants have said they usethe report’s data for such things asobtaining or extending loans or tomake short, medium and long-termbusiness decisions.

Farm business economist SamHenty said for a farm business toachieve its goals it must firstestablish whether it can pay thebills, understand how efficiently it

uses its resources and determinewhether the owner is increasingtheir net worth.

“The Livestock Farm MonitorProject provides producers anddecision makers with thisinformation,” he said.

“It’s a good opportunity to stepback and look at your figures andinput costs and review theseelements.”

Participating producers willreceive an annual individualisedreport with graphs and data fromthe reporting year.

“A participating farm businesscan use the results from this reportto compare its performance overtime and help identify the criticalvariables to inform and provideconfidence for on-farm decisionmaking,” Mr Henty said.

Data collection occurs in July and

August each year, to coincide withthe availability of data from theprevious financial year.

Data collected includes farmincome and costs for the financialyear, trading and breeding details,feed input and production, fertiliserand labour inputs and a completestock, feed, land and farmmachinery inventory, including allfarm assets and liabilities.

Limited places are available forindividual farms and farmdiscussion groups across Victoria toparticipate in the 2019–20 LFMP.

There is no cost for participants,and all information is treated asstrictly confidential.

The “relentless” fight against road traumaI want to start by thanking

you for the many letters, emailsand flowers expressing yourcondolences for the police liveslost on our roads.

My colleagues and I have beenimpacted in different ways, some ofus knew the officers who werekilled, or officers involved ininvestigating the collision. Thesetypes of incidents are a time toreflect on why we, as police, joinedthe job in the first place.

And that is, unambiguously, toserve the community, of which weare a part, and keep them safe.

To do this, we need to beconnected to the community and weneed the community to feelconnected to us.

The result is a cohesiverelationship where we work

collaboratively to notice what isgoing on in our environment andreport anything unusual.

Reporting can be done by callingthe police station or the PoliceAssistance Line on 13 14 44,mentioning the information to apolice officer you come across in thestreet or online at police.vic.gov.au.Just a reminder, if you are feelingunsafe or see a crime happening,call 000.

The framework in which ourGoldfields Police work to keep yousafe is the Community Web ofProtection. We had planned a seriesof safety forums in March but dueto the COVID-19 restrictions wewere unable to go ahead. We arelooking at an alternative date andan alternative method ofcommunity consultation. I will keep

you posted on what is coming up.In the meantime, we have been

working with our Road Safetypartners to develop a strategy toaddress the high number offatalities and serious injury on ourroads.

The strategy includes morevisible policing on the roadsreminding you to obey the laws anddrive to conditions, refreshertraining for police on the intricaciesof the road rules and laws, workingthe shires to identify road risks andvulnerable road users, for example:cyclists and people using scooters

or mobility devices, working withschool students in developing acampaign aimed at changing theirparents’ decision-making anddriving behaviour.

The fight against road trauma isrelentless, no amount of lives lost isacceptable. The aspirational targetof zero is grounded in the theorythat human health is paramount toall else. It acknowledges that, aspeople, we all make mistakes.

However, when mistakes happenon our roads, they can cost us ourlives or cause serious injury. That’sbecause our bodies aren’t made toabsorb the forces of high impactspeeds. We are fragile, and there’sonly so much physical force we canwithstand.

I reflect on the past 20 years of

TAC advertisements and theToward Zero campaign. For me, themost impactful advertisement is‘There’s no one someone won’tmiss’. It is when the man suggests70 is the acceptable number ofpeople to die on the roads, then 70of his family members comewalking around the corner. Theman reconsiders and emphaticallystates “zero”. This advertisementpulls at the heart strings.

Tribute to LyleLyle was born to Maryborough

couple Thomas and FlorenceCourtney on January 7, 1930, theyoungest of eight children and, withhis passing on April 29 this year, thelast survivor. His brother Keith hadjust predeceased him.

Lyle recounted the hardships hisfamily faced during his early life inhis 2010 biography Our HouselessHome published by his wife Eileen.

The Courtney family lived in acamp in east Maryborough as theyfell into very hard times during theGreat Depression of the 1930s. Hismother died shortly after his birthand the family was evicted fromtheir house afterwards. His fatherkept the family together with thededicated support of aunt Mag, hismother’s sister. Lyle’s book isdedicated to his aunt Mag and to hiswife Eileen, who were the twoformative women in his life.

The Courtney children attendedMaryborough East State School2828 but, because of theirstraightened circumstances, theyhad little secondary schooling.

Paid work was difficult to obtainbut the children entered the work-force in expanding local industriessuch as the Knitting Mill, Phelans’,and the S.R.& W.S.C., with Lylebeing taken on at Maryborough’sP&N, where he worked until hisretirement.

Lyle was a very skilled tool makerand designer and was paid a smallpremium (in his words) for a seriesof innovations in production.

As former Labor Premier SteveBracks wrote in his tribute for Lyle’sfuneral, Lyle was a staunch memberof the AMWU and an effective shopsteward, fighting for improvementsin working conditions and wages,where his intervention on behalf ofhis work colleagues resulted in thesaving of their jobs.

He also was successful in winningsuperannuation for female em-ployees at P&N. His approach wasusually not confrontational but firmwhen he sat down with themanagers to deal with workers’conditions.

Lyle and Eileen married in 1965.It was a love match and remainedsuch for the rest of their lives. Theyboth had a love for the local bushand for nature. They were membersand office bearers in the Mary-borough Field Naturalists’ Club,formed in 1951.

Through this club Lyle and Eileenfought for the conservation of thebox-ironbark woodlands thatsurround Maryborough.

These Sixty Years 1951-2011,published by the Club, includes anextensive list of their successfulprojects, including the Paddy’sRanges, the Dalyenong FloraReserve, the Big Quartz Reef, andthe Moonlight Reserve.

Their campaign to save LongSwamp was not successful at thetime but subsequently its saving did

become a reality. The Courtneys worked hard at

raising funds and increasing publicawareness for our local environ-ment. They organised workshops,publications, displays, andplantings. Their efforts to havemining operators work withinacceptable environmental andfinancial conditions saved muchnative bush and led to legislation in1994. They are both life members ofthe Maryborough ‘Field Nats.’

Lyle is well known for hisdedicated volunteer efforts incollecting redback spiders to send toMelbourne to develop an anti-venom for spider bites. He andEileen collected more redbackspiders than anyone else and, forthis long service, Lyle was awardeda Medal of the Order of Australia.

The citation reads ‘For service tothe community through the col-lection and supply of red back spiderspecimens for the production of anti-venoms by the CommonwealthSerum Laboratories’ in 2001, thesame year he was awarded anAustralian Centenary Medal forcommunity service.

Lyle was a long-time member ofthe Australian Labor Party, veryactive in the Maryborough branchalong with his comrades HaroldHubble, Alan Kenley and ValSenini, who were all ALP life mem-bers and staunch trade unionists.

Lyle was active in innumerableelection campaigns at state andfederal levels. He letter-boxed,staffed the campaign office andhanded out how to vote cards andscrutineered at Maryborough eastboth for decades.

Steve Bracks made theobservation in his tribute thatduring his time as secretary of theMaryborough ALP branch he hadthe pleasure of working with Lyle inthe 1980s and then thrilled later onwhen Premier to present Lyle withhis 40-year ALP Life Membershipmedallion in 2008.

Lyle always had a contribution tomake at our meetings and success-fully passed resolutions regardinghis special interests of environ-mental protection, industrialconditions, health, transport, andsocial welfare. In Premier DanielAndrews’ tribute Lyle’s energy andideals were recognized as resoluteand unwavering. Lyle took enor-mous pride in the contribution oftwo of his nieces who were active inALP politics.

Marg Lewis has been on manypolicy committees and has led theCountry Labor Executive for manyyears. She became a member of theLegislative Council and broughtactive ALP representation to thenorthern part of Victoria.

Maree Edwards was elected asthe MLA for Bendigo West andsubsequently became the DeputySpeaker of the Victorian LegislativeAssembly. Both have contributedgreatly to the progressive state

Labor government’s policies andlegislative achievements. Lyle andEileen were proud of them.

Throughout their married lifeLyle and Eileen have had a realpartnership, both loving the othervery much.

Premier Daniel Andrewsobserved that Lyle’s service to theLabor movement was only betteredby his love for his family.

So Lyle’s passing represents avery significant loss and change forhis family. It also represents a lossand change for his friends andcomrades. We continue to hold tothe values that Lyle so strongly heldand represented so that his legacyendures as we work together to lookafter each other, our community,and our environment.

Foot off theaccelerator

The Advertiser April 28, containedadvice of the new populationstrategy which is being consideredby the council administrators.

The draft strategy noted therewas a decrease in population in theshire until 2006 but an increasefrom 2011.

That increase was not accidentalbut the result of deliberate planningand implementation by the electedcouncil based on a new populationgrowth strategy approved by councilat that time.

There was also considerable workdone to implement the strategy andencourage population growth in-cluding active regional developmentwith council participating activelynot only with the Bendigo region,which is where Central Goldfields isformally a member, but also theBallarat region.

Membership of both regions washard work for a small municipalitybut paid huge dividends includingthe acceptance of the BallaratMaryborough population growthcorridor and the return of thepassenger rail which supported thisgrowth opportunity.

It is regrettable that this winningapproach to membership of bothregions has not been maintainedand something the new electedcouncil needs to address.

Other initiatives at that timeincluded the MaryboroughEducation Centre development, theMaryborough Urban Prospectsproject which enabled thesustainable reuse of the vacantheritage school buildings to meetnew community needs, but alsogenerated countless millions ofdollars into the rate base and save alarge amount of money on the rentalof the council offices. This won us anational award at the time and waswidely acclaimed.

At the same time there was amajor redevelopment of High Streetand a focus on the revitalisation

I encourage our communityorganisations and groups to saythank you to their volunteerswho regularly give up their timeto help deliver services, activities,events and programs in our shire.

We have many wonderfulvolunteers in our community whomake our shire such a great placeto live and work.

At council, we have 70volunteers who put up their handto work at the Central GoldfieldsArt Gallery, Visitor InformationCentre, L2P Learner DriverMentor Program, Meals onWheels, Social Support Program,Engage! Youth program, thepound and the MaryboroughRegional Library.

We also have 1000 volunteerswho help make the EnergyBreakthrough the successful

event it is.If you are a volunteer, thank

you for all your hard work andcommitment to your chosenorganisation or group.

Together you provide countlesshours to delivering our servicesand events to our communityevery day.

In some other exciting news,the State Government announcedlast week $500,000 in funding toexpand the Central Goldfields ArtGallery.

The art gallery is already amajor tourism drawcard for us,and this funding will help cementthe venue as a premiere locationto showcase art.

This funding will also allow thegallery to enhance cultural, socialand educational experiences forresidents. I look forward toseeing our new gallery when theproject is complete.

other towns within the shire coupledwith a new investment on tourismdevelopment and the visitoreconomy and cross regionalleadership of the Goldfields heritageproject including the case for WorldHeritage Listing.

Council successfully advocated fora program that resulted in anadditional $1 million a year fundingfrom the Victorian government forroads and bridges which was a muchneeded opportunity to improve ourroads. We also led work whichshowcased the special case for addedfunding for small rural muni-cipalities.

Council was also determined toaddress inherited long termeconomic and social problems with astrong focus on job creation andinnovative social programs includ-ing Maryborough NeighbourhoodRenewal and Go Goldfields.

Unfortunately the foot has comeof the accelerator in more recenttimes and as the advice to councilnotes, population growth has onlybeen modest. This is surely anopportunity for the newly electedcouncil to address and take forward.

The foot must once again befirmly planted on the populationgrowth accelerator.

Much needs to be done and anupdated population growth strategywill hopefully reignite that. Thenewly elected council will need toconsider this and give it its ownstamp of endorsement and set keygrowth priorities in the new councilplan.

A key opportunity for us notmentioned in the feature is thefurther development of the BallaratMaryborough population growth

strategy embedded in regionalplans.

A developed, enhanced and bettersupported rail passenger rail serviceis a key opportunity for us asresearch shows that populationgrowth occurs along passenger raillines.

The case for sewerage for Talbot iscritical in this, not only for Talbotbut for the entire shire.

We can see how populationgrowth has impacted Ballarat,Creswick and Clunes but stopsthere. The sewering of Talbotenables that growth to extendbeyond Clunes towards Mary-borough and beyond.

Better mobile coverage and NBNrollout are also important issuesespecially along the growth corridor.

All rural municipalities wantpopulation growth. Those who aretruly creative and back that withthe hard work of implementationwill be best placed to realise it.

Central Goldfields needs to be atthat winning table. We cannot affordnot to be there.

Toyota MotorCorporation (TMC)president Akio Toyoda lastweek paused in his deliveryof financial results for thepast year to praise globalefforts to end the COVID-19pandemic andoptimistically state that“there is no crisis thathumankind cannotovercome”.

Delivering TMC’s 2020financial year results (endingMarch 31) that showed a onepercentage point slip in the car-maker’s revenue compared with2019 to $A434 billion, the headof the world’s biggestautomotive company saidToyota was ready to do“whatever it can to make itselfof use” to combat the globalhealth crisis.

In his address toshareholders, Mr Toyoda saidCOVID-19 would shake theoutlook this financial year forTMC with a predicted decreasein vehicle sales of 1.95 millionunits — from 8.95 million in2020 to 7.0 million units in2021 — which will represent “ayear-on-year decrease of morethan 20 percent”.

This, he said, “would begreater than the decreaseduring the global financialcrisis”.

However, Mr Toyoda saidTMC is forecasting a profit inthe current financial year andan expected operating incomeof $A7.25 billion.

“Although this is our forecastat this time, if we are somehowable to achieve this level of ourearnings, I believe that it wouldbe the result of our having been

able to strengthen ourcorporate composition,” he said.

“I think that what isimportant is thinking aboutwhy we should become strongand about how we go aboutbecoming strong.

“For us to be useful in theworld, I believe that we mustbecome stronger together withour partners throughout theworld.”

Mr Toyoda said TMC hadtaken the unprecedented stepin the past seven years ofbuilding partnerships withother automobile and mobilitycompanies through a series ofalliances.

TMC is now partnering withcompanies including: Subaru(autonomous vehicles, EVs, JVson new models) in which it nowhas a 20 percent shareholding;

Suzuki (4.9 percentshareholding and partnering onautonomous vehicles); andothers including Mazda, Uber,Pizza Hut and Amazon(alliances on various mobilityand autonomous programs).

“Our basic stance is thatalliances are not for takingcontrol of partners based on thelogic of capital, but rather forrespecting each other and forco-operating through work withlikeminded partners,” MrToyoda said.

“As a result, within anextremely short period of time,we have been able to establisha network with many partners,including those from otherindustries.

“We have largely changedour thinking from becomingstrong as an individual

company to becoming strongtogether as a group.

“Also, with undergoing a‘complete redesign’ into amobility company in mind, weare also engaged inrecomposing our assets, such asby revising our cross-shareholdings and sellingunderutilised real estate.”

Mr Toyoda said people wereTMC’s key asset and it wasvital that the company“continue to protect people whohave acquired the techniquesand skills that enable them tomake what is necessary whenthe world needs it”.

“We are proud that we havebeen continuing to protect inJapan places in which suchhuman resources can work andbe cultivated,” he said.

“Even as we are now facing

the COVID-19 crisis, there isnot the slightest bit ofdistortion or wavering in thisbelief.”

He said he was critical oftalk about “a V-shapedturnaround” with thepandemic.

The thought is that by“sacrificing employment,sacrificing domesticmonozukuri (production) – bydeciding to ‘stop’ variousthings, an individual companycan turn its results around” butthat, he said, “bothered him”and “was not right”.

“Regardless of how big orhow small they might be, thereare many companies in Japanthat have clenched their jawsand protected their humanresources who had techniquesand skills, no matter how toughtimes were, or, moreimportantly, because timeswere tough,” he said.

“I believe that now is exactlythe time that we need a societythat can support suchcompanies. I humbly requestthat you support companiesthat have supported Japan andJapan’s economy throughmonozukuri.

“At last year’s financialresults announcement, I wasasked if Toyota faces anychallenges, and I replied: ‘Thefact that there is a sense withinthe company that Toyota isdoing fine.

“I think that ‘bringing backwhat it is that makes us Toyota’is equal to spending time on thepast.

“I want my generation to bethe last to spend time on thepast. I want the nextgeneration to be able to spend

time on the future.“That’s exactly why I hope to

plant seeds for the future. Thisis what I consider to be theideal way to pass the baton tothe next generation.”

TMC’s revenue of $A434billion for the 2020 financialyear came from 8.95 millionvehicle sales, down only 0.2 percent on 2019.

The company’s net incomerose to $A30.1 billion from$A27.32b previously butoperating income fell to$A35.7b as currencyfluctuations hit the companyhard. In exchange rates alone,TMC was stung $A4.4b to takethe bulk of its $5.5b incomeslump.

TMC’s operating officerKenta Kon said in a statementthat the drop was attributed toan erratic currency rate andthe effects of the COVID-19virus in March.

Around its global sales areas,TMC recorded a 0.6 percentgrowth in vehicle sales inJapan to 2.2 million units;North American sales of 2.7million units, down 1.2 percent; European sales of 1.03million vehicles, up 3.3 percent; Asian sales of 1.6 million,down 5.0 per cent; and ‘otherregions’ includingCentral/South America,Oceania, Africa and the MiddleEast where vehicle salestotalled 1.37 million, up 3.3percent.

In Australia, Toyota sold206,219 units in the JapaneseApril-March financial year,down 7995 units or 3.9 percenton the previous correspondingperiod.

Ballarat’s cricket andfootball/netball hubs have bothbeen impacted by COVID-19cuts with Central Highlandslosing several local staff andthe AFL Goldfields Commissionbeing replaced by represen-tatives from AFL Victoria.

The AFL Goldfields Commissionwill now be ran by AFL Victoriawith all nine former commissionersresigning and three from the statebody absorbing their respon-sibilities, while Central Highlandscricket, including the Maryboroughand District Cricket Association,has lost three key staff.

Central Highlands’ cricketmanager, participation officer andtheir coaching and talent specialisthave been let go by Cricket Victoria(CV), with CV CEO AndrewIngleton stating that “grassrootscricket remains a priority” to the

body despite the cuts. AFL Goldfields is the governing

body for the MaryboroughCastlemaine District FNL, RiddellDistrict FNL, the Ballarat FNL andthe AFL Goldfields Female FootballLeague, of which Carisbrook andLexton are a part, and its entireboard has stepped down due toCOVID-19 changes.

Chairperson Katrina Baddeleyand fellow commissioners GregDuver, Paul Armstrong, CraigFletcher, Paul Fisher, Peter Kerr,John Ives, Roger Le Grand andMatt Jenkins have all now steppedaside from their positions on theAFL Goldfields Commission whichhandles major decisions andadministrates its four leagues.

This stress was made apparentwhen a majority of AFL GoldfieldsRegional Administration Centre(RAC) staff were stood down inMarch when the centre closed itsdoors.

Bowlers around the state havebeen given the go ahead for apractice roll, but only understrict precautions.

Following last week’sannouncement that 10 or less peoplecan now gather outdoors forrecreation, Bowls Victoria discussedwith Sport and Recreation Victoria,Vic Sport and Bowls Australia howto best manage a return to thegreen.

Bowls Victoria has advised thatfrom now until May 31 clubs arepermitted to have 10 peoplemaximum per green, including acoach and a maximum of fourbowlers per rink at any one time.

Social distancing must be

enforced with 1.5 metres distancebetween all people and theremustn’t be any competition, onlypractice is currently allowed.

Good hygiene practices relating tobowls include; no high fives, shakinghands or contact, no handling otherpeoples bowls, washing handsbefore and after play, all mats andjacks must be sanitised before useand try not to pick up jacks andinstead push it along with your footwhere appropriate.

Bowls Victoria’s guidelinesencourage members in a high-riskcategory, such as those over the ageof 70 and those with existing healthconditions, to consider whether theyshould be participating yet. It alsomandates that clubs should keep astrict list of who attends the cluband at what times to help with

contact tracing if required.No spectators are currently

permitted to watch, unless they aredriving a bowler to and from theirpractice session.

Via its website, Bowls Victoriasaid these guidelines will bereviewed at the end of the month.

“The sole priority at this point intime is safe social opportunities toplay bowls. We want bowlers to startto socially connect with others insmall groups, practicing the sportthat we all enjoy,” the state bodysaid.

“Until the Victorian Governmentreleases a further update (estimatedto be in early June 2020) thesemeasures are for the forseeablefuture, to keep Victorian bowlerssafe.”

Bowlers can now return to the green for practice and training, with the permisionof their clubs. Bowls Victoria has released a highly detailed set of rules however,to slow the spread of COVID-19.

Football fans rejoiced with thenews that elite footy will resume itspremiership season from June 11with just one round transpired inmid-March before coronavirus hit

and 144 games plus finals still to beplayed to make up a full season.

The AFL’s four teams from WAand SA will be stationed out of theGold Coast after their stategovernments declined to make anexception for players coming in andout of their borders and the grandfinal is expected to be played in midto late October.

AFL players and officials will beheld to strict rules, they will betemperature tested every time they

enter club facilities, they will trainin smaller groups, the movement ofplayers and officials outside oftraining will be restricted andplayers and staff will be tested 24hours before games.

AFL teams are currently able totrain and will resume full contacttraining on May 25, next Monday,the same day that grassrootVictorian clubs are permitted toreturn to the track for heavilymodified training.

AFL Victoria, which disallowedclub-sanctioned training this timelast week despite the StateGovernment relaxing restrictions toallow 10 people to gather outdoors,announced on Saturday thatleagues around the state are nowpermitted to organise training with10 or less players or two groups of 10on the same oval as long as they aredistanced.
