BACKGROUND:

At our October 6th meeting, the board authorization payment of up to $46, 000 to LSM

Marine and Riverview Tug for the Little River Bulkhead dredge. Staff included a caveat

that at the time of the meeting, we did not have the final invoice. Since our last meeting, we have received the final invoices from both LSM Marine Contractors and Riverview

Tug Service for a total of $59, 185. LSM Marine ended up removing 6, 000 cubic yards.

DISCUSSION:

Staff is asking the Port Board to approve the actual invoiced expenditure of $59, 285,

and staff will further review a cost sharing for mobilization with Public Works.

Due to the ongoing challenges of dredging costs, the Harbor Commission LeaseCommittee met on October 20th with Rick Voigt of Voigt Consultants. In addition to

discussion around his proposal for dock repairs, Rick discussed an evaluation of the

river channel. This would include Sediment Modeling of the river's reach near the dockand the Colvill Marina entrance. See Voigt Consultants Proposal dated September 24,

2020. Public Works will be responsible for the services related to Colvill Marina.

Rick will be presenting his proposal at the November 23, 2020 Harbor CommissionBoard. Staff will provide an update at the Port Authority meeting.

In addition, our bulkhead operator is looking into dredging equipment to assist withfuture maintenance dredging issues.

BUDGET:

The monies for this project will come from Improvements other than Buildings 236-

46600-54150, which has a current unspent balance of $220, 000. This was intended to

be used for possible bulkhead repairs in 2020, but it can be used for dredging as well.

RECOMMENDATION:

Staff recommends that the Port Authority Board authorize the payment to LSM MarineContractors and Riverview Tug Services for the authorized dredging services at a totalcost of $59, 185.

Re: Proposal and Scope of Services for Dock Evaluation, recommended Short -

and Long -Term Repairs for the Dock and Sediment Modeling of the River Reachnear the Dock and the Colvill Park Marina Entrance Downstream.

Dear Ms. Chorney:

This letter proposes a Scope of Services and cost estimates for the evaluation of the dock,

recommended short term repairs, recommended options for long term repairs intended toextend the life of the dock as well as the modeling of the sediment transport through theLittle River channel in which the dock is located with the intent of developing solutionscapable of reducing or eliminating the need for dredging in the future. As proposed, thesediment modeling will be extended downstream to also evaluate the sedimentationoccurring in the Colvill Park Marina entrance. Voigt Consultants is teaming withEngineering Partners International, LLC to include specialized structural expertise on theteam.

SCOPE OF WORK

The proposed work scope consists of the following items. Tasks 1, 2, 3 and 6 arerecommended for completion as soon as possible, tasks 4, 5 and 7 can be completed

following the first round of tasks:

Task 1— Design Short Term Slab Repairs

Design repairs with the anticipated repair scope:

Perform partial depth repairs at locations where concrete is spalling ordeteriorated. Remove concrete to a minimum depth of 2 inches to competent

concrete with small chipping hammers. Sawcut the perimeter. Sand blast

existing reinforcing to remove corrosion. If reinforcing is corroded more than 20percent, remove and replace bars. Enlarge opening as required for required splicelengths. Install sealer along edges of repair. Provide special inspection forcleaning, reinforcing placement, concrete placement, and concrete cylinder tests.

Task 2 — Design Short Term Edge ofSlab Repair

Design repair with the anticipated repair scope:

Remove sections of the embedded angle where spalling, deterioration of theconcrete, or deterioration of the angle is present. Remove concrete to a minimum

depth of 2 inches to competent concrete with small chipping hammers. Sawcutthe perimeter. Sand blast existing reinforcing to remove corrosion. If reinforcingis corroded more than 20 percent, remove and replace bars. Enlarge opening asrequired for required splice lengths. Install sealer along edges of repair. Dowelreinforcing into adjacent competent slab to anchor new angle. Remove andreplace adjacent slab on grade as required, and repair subgrade where it has

washed away. Provide special inspection for cleaning, reinforcing placement, concrete placement, anchorage, and concrete cylinder tests.

Task 3 — Design Short Term Beam Repairs

Design repairs for ends of concrete beams along east edge of the structure. Anticipated repair scope to include:

Remove spalled or deteriorated concrete with small chipping hammers. Sandblast existing reinforcing to remove corrosion. Add bars and dowers as requiredto extend reinforcing into replaced concrete area. Form and place concrete. Provide special inspection for cleaning, reinforcing placement, concreteplacement, and concrete cylinder tests.

Task 4 — Develop comprehensive structural inspection proposal.

As more is learned about the structure in subsequent site visits and information

learned during the short-term repairs, develop a second phase proposal toinvestigate the current condition of the existing structure. Investigation to coverthe existing slab, concrete wall, and steel structure.

Task 5 - Develop a comprehensive structural upgrade plan based on the resultsofthe inspection.

Upon concurrence with the Port Authority regarding the long- term repairs, develop drawings to a level suitable for a preliminary cost estimate.

Task 6 —Evaluate hydrographic information ofthe reach from upstream ofthepoint where the Little River side channel begins downstream past the Colvill

Park Marina entrance. Evaluate the characteristics of the sediment near thedock and marina entrance.

Evaluate existing hydrographic information available for the river reach to bemodeled. If sufficient information is not adequate to develop a reliable model, recommend additional hydrographic survey be performed and coordinate dataacquisition performed by contractor.

Task 7 - Develop 2- d Model ofReach from the point where or just upstream ofthe Little River side channel begins downstream past the Colvill Park Marina

entrance.

Develop a 2- dimensional model of the reach of river extending from upstream ofthe point where the Little River side channel separates from the main channel

downstream of the Colvill Park Marina entrance.

Computational routines will be developed within the model analysis tools so that

the model data may also be used to compute bed shear and the corresponding sizeof the sediment subject to movement. This can be used to graphically show areasof the river bed that may be subject to changes in bed shear (potential scour ordeposition zones).

Prior to modeling discuss the modeling intent with USACE staff to develop anunderstanding of what sediment directing alternatives they would prefer as well asany initial concerns they may have.

Select river discharges for modeling that are representative of times of significantsediment transport in the Little River channel and the main river channel near the

Colvill Park Marina. Model the effectiveness of sediment directing alternativessuch as wing dams and vanes that may reduce the amount of sedimentationoccurring in front of the dock. The modeling will involve approximately fivedesign development runs evaluating and optimizing alternatives. Model two otherriver discharges with the proposed sediment directing alternatives in place toassess the general effectiveness at other river discharges.

Use model to look at techniques such as wing dams and vanes that may reduce theamount of sedimentation occurring within the inlet of the Colvill Park Marina. The modeling will involve approximately five design development runsevaluating and optimizing alternatives. Model two other river discharges with theproposed sediment directing alternatives in place to assess the generaleffectiveness at other river discharges. Note, it is expected that, due to the

physical separation between the two locations, and assuming that the sediment is

relatively similar in nature at both locations it will be possible to evaluatealternatives at each location during a single run, minimizing the number of overallmodel runs.

Provide results and recommendations regarding possible sedimentation controlmeasures near the dock to the Red Wing Port Authority and regarding ColvillMarina to the City of Red Wing.

Task 8 - Develop preliminary design drawings suitablefor cost estimation forthe recommended alternative(s).

Upon concurrence with the Port Authority and City regarding the long-termalternatives to reduce sediment deposition in undesirable areas, develop drawingsto a level suitable for a preliminary cost estimate.

COMPENSATION

The estimated cost to complete the tasks listed above is provided below. It is proposed

that the actual costs be billed on a time and expenses basis according to the attached ratesheet, direct project expenses will be charged to the project without markup.

The estimated cost to complete the Scope of Work outlined in Tasks 1, 2 and 3

above is $ 8, 000 to $ 10, 000, this cost includes 3 anticipated site visits.

The estimated cost to complete the Scope of Work outlined in Task 6 above is

1, 500 to $3, 000.

The estimated cost to complete the Scope of Work outlined in Tasks 4, and 5

above is $ 15, 000 to $20,000, depending on the findings of the structuralinspection, this cost includes three anticipated site visits.

The estimated cost to complete the Scope of Work outlined in Task 7 and 8 above

is $ 28, 000 to $ 38, 000, depending on the complexity of the river bathymetry andflow patterns within each area, the nature of the sediment in both locations and

the alternative(s) chosen.

STAFF

Voigt Consultants LLC specializes in 1, 2 and 3- dimensional numerical modeling andriver engineering. Rick Voigt will be the primary staff member working on this projectfor Voigt Consultants. Mr. Voigt will be assisted by Dr. V. Ramanathan (Rama). Rick

and Rama respectively have over 35 -yrs and 40 -yrs experience in physical and numericalhydraulic analyses of complex river systems and hydrologic studies.

Engineering Partners International (EPI) is a specialized consulting engineering firm, andpractices primarily in the areas of structural, foundation, geotechnical, and constructionengineering. Greg Greenlee, P. E. has 25 years of experience working for manufacturing,
