On February 10, 2016, the Public Art Committee voted (5-0) to recommend that the City Commission

approve of issuing a Call to Artists for acquisition of artwork for the future roundabout to be located at the

intersection of Orange Avenue and Ringling Boulevard. The City Commission has previously stated that

artwork is to be installed in future roundabouts. It is anticipated this roundabout will be completed in the

fall of 2017 with an anticipated installation of artwork around November 2017.

The proposed budget using Public Art Funds for this project is $185,000:

AGENDA REQUESTADDITIONAL EXPLANATION:

The recommendation is to utilize the nationally recognized Café website (CallForEntry.org) for posting the

call to artists, electronic submissions by artists, and judging by the Public Art Committee. Anticipated cost

for using Café is less than $1,000. The City will not charge an entry fee to artists. It is free for artists to

register with Café and submit to the call to artists. Café has over 230,000 registered artists and distributes a

twice per month email about new openings and upcoming deadlines. The City will also place a notice of the

Call to Artists on its website and social media accounts and utilize local organizations for providing notice to

local artists.

Call to Artists Landmark Sculpture--Orange Avenue and Ringling Boulevard

Project Title: Landmark Sculpture--Orange Avenue and Ringling Boulevard Budget: $ 150,000 Deadline for Submission: Received by May 31, 2016 Eligibility: Artists who have successfully completed projects of similar scale and budget.

Art Project Overview The City of Sarasota is sponsoring an outdoor landmark sculpture for placement within a roadway roundabout at the intersection of Orange Avenue and Ringling Boulevard in a downtown location. The first step of this design competition will be the review of application materials with the intent of identifying three proposals most favored by the Public Art Committee. Following this initial selection process, the three selected artists will be invited to present their proposals to the Public Art Committee (artists will be paid $1,000 honorariums to their proposals in person). The Public Art Committee will rank the three proposals and make a recommendation to the City Commission, which grants final approval for the commissioning of this work. Only one finalist will be offered this commission. Of general note: The City of Sarasota is known for its arts and cultural amenities; located on the Gulf coast of Florida, the City is approximately 60 miles south of Tampa. The current resident population of the City is approximately 53,000 full-time residents and Sarasota County population is approximately 390,000 full-time residents. Background: City of Sarasota Art in Roundabouts Program This project is related to a new public art initiative that is focused on acquiring public works of art that will be permanently displayed in numerous roundabouts that will be constructed during the next decade. The City intends to construct approximately 16 new roundabouts between 2015 and 2025 which will incorporate public artwork in the center islands. These projects have many stakeholders including: the City Commission, the Public Art Committee, the Neighborhood and Development Services Department and other interested community organizations and individuals. There is no central theme for the overall collection of sculpture in these future roundabouts. This Call to Artists is only for the roundabout to be located at Orange Avenue and Ringling Boulevard; additional Calls to Artists will be issued for other roundabouts in the future as needed.

Background: Orange Avenue and Ringling Boulevard Landmark Sculpture Art Project Overall design criteria that will help guide the selection of artist finalist are:

Is work that will compliment its downtown location Is designed to require minimal maintenance (do not include a water feature) Is a high quality, free-standing outdoor sculpture Is of an original design (not reproduced) Does not draw viewers to it but is appreciated from a distance (i.e. non-interactive) Should not create a distracting situation for drivers using the roundabout Does not exceed 20’ in height Proposed work should be structurally sound and meet applicable standards of the

Florida Building Code in regard to the foundation and wind loading; final work will need to be engineered and stamped by a registered Florida engineer

The artwork must have a minimum offset of six feet from the edge of the inside travel lane

Materials used must meet the demands of Sarasota’s subtropical climate (sea salt air) The sculpture must not contain any signs or traffic control features, auditory devices,

reflective surfaces, flashing lights, moving parts or moving illumination It must be devoid of advertising, including charitable, fraternal, religious, or political

signs, symbols, logos, banners or any other such device The structure may not display messages with text, or contain any words or alpha-

numeric characters Lighting of the sculpture must not be directed at motorists, bicyclists or pedestrians The artwork, including any amenities, must not obstruct any signs or interfere with any

sight distance, sight triangle or view zone The artwork will have an anti-graffiti coating The artist will provide a two-year warranty on materials and craftsmanship

There is no stated stylistic preference; a full spectrum of high quality outdoor sculpture is anticipated to be of interest to the City. This is an intersection of a minor arterial road (Ringling Boulevard) and a major collector road (Orange Avenue). Roundabout will be a single-lane design. At the time of this Call to Artists issuance, the design plans are at 60% development. NOTE; Photographs and project site plans are available at the following link:….link to be set up on a City webpage by staff or will be included in this listing on CAFE. The commissioned work of art will become part of the City’s permanent public art collection. Artists are encouraged to submit qualifications, digital images, and a brief (no more than 1 page or 3,000 characters) statement describing an initial concept idea for this project. It is hoped that a full range of art mediums suitable for an outdoor environment and styles will be represented.

Artist honorariums of $1,000.00 (one thousand dollars) will be paid to three selected artists to a present site specific maquette or other visual depictions.

Please note: Standard Public Art Contracts between an artist and the City of Sarasota require that an artist transfer any copyright on the artwork and rights associated with the Visual Artists Rights Act of 1990 (VARA) to the City.

To compete in this design competition, the artist must have successfully completed other public commissions of a similar scale/budget.

Artist must also have a successful track record of producing outdoor artworks that can withstand Florida’s environment/climate.

ART BUDGET The project budget is $150,000.00 (One Hundred and fifty thousand dollars). This artwork budget will reflect all costs associated with the project, including but not limited to such items as: design, engineering (including the foundation), production, transport, installation, site preparation, and travel expenses. It is anticipated that some of the associated artwork project costs such as electrical conduit being run to the sculpture location and a general artwork base platform will be covered within a general roundabout construction budget. If unusual lighting or foundation needs are proposed by the artist, these costs must be accounted for within the proposed artwork budget. TIME-LINE: Deadline for submission: May 31, 2016 (Received by 5:00 PM) General review of applicants by the Public Art Committee: July, 2016 Finalist presentations to the Public Art Committee: September, 2016 Recommendation of the Public Art Committee presented to City Commission: November, 2016 Artist under contract: December, 2016 Anticipated project completion and dedication: November, 2017 APPLICATION PROCEDURE: Artists are asked to submit a digital application through the Cafe website, https://www.callforentry.org/cafe_listings.phtml. Please fill in (no more than 3,000 character maximum) a description of you and your proposed artwork (no more than one proposal per artist).

Please fill in a brief current professional resume (10,000 character maximum), emphasizing public art experience, public collections and public art commissions. Please be sure to include your email address and other important contact information on your resume and include up to 8 images of previous works.

C) ID Sheet

Complete image identification page that includes, for each submitted image: 1) thumbnail image of the work, 2) image number, 3) title of work, 4) medium, 5) dimensions, 6) date of work and 7) price of work or commission award.

SELECTION PROCESS The City of Sarasota Public Art Committee will review all submitted material and select three artist finalists. The three selected artists will be paid $1,000.00 honorariums for an in-person presentation of the site specific artwork. The three selected artists are responsible for transportation, lodging, and food costs when making the in-person presentation to the Public Art Committee. The Public Art Committee will then rank the three finalists’ proposals and make a recommendation to the City Commission. The City Commission makes the final determination of the selected artwork. Hi Mark,

The total cost for two calls will break out to be $475.00 for each call for up to 250 applicants applying with up to 20 media samples each. Six of the media samples may be video. If you begin with one call it will be $525 for one call will the same parameters as above. There is not a set up fee for public art calls. If you are charging an entry fee (rare for PA), there is a 3.25 percent credit card fee charged. If you expect more than 250 applicants you may purchase an additional 100 for an added $150 which gives you up to 350 applicants applying.
