Item 4.3 CC - Performance Evaluatron - City Manager / EmployeeMatters - ln closed session, the City Council discussed, andunanimously approved, the performance of the City Manager. TheCity Manager requested to postpone a pay increase. A contractamendment will be brought back at a future City Council meeting. Nofurther repodable actìon at this time.

23.2 MEETINGS ATTENDED AT PUBLIC EXPENSE,

Councilmember Carrillo spoke regarding the school paradeshe participated in for the students of Golden Poppy and BuenaVista. He stated that it was a great feeling and a great gestureby the school distncts. Councilmember Carrillo also spokeregarding the signs in the yard for the graduates who were notable to have a graduation ceremony. He stated that thestudents really appreciated the efforts and they really misstheir teachers. Mayor Hofbauer also spoke in this regard.

Councilmember Carrillo stated that Palmdale School District isdoing a survey regarding a modified shcool year or hybridprogram. He asked parenis to particpate in the survey.

Mayor Hofbauer spoke about the demonstration earliertoday on the eastside and wanted to thank City ManagerMurphy for his help and thanked Council for their partìcipation,Mayor Hofbauer a¡so thanked deputies, city staff and faithbased organizations for their efforts. He commended theresidents and was glad that the community was given theability to be heard.

City Manager Murphy stated that June is Pride month. Hewould like to recognize Pride month and he will continuedialogue with organizations and with Counc¡|. Mayor Hofbauerspoke about the city's human rights score and stated that wecan do better.

There were no request for new Agenda items.

City Manager Murphy stated that the Human Rights Campaign is theorganizatìon that gives out the Human Rights Score. He also statedthat the City does not have a task force on fireworks, the task forceis statewide.

Councilmember Carrillo spoke regarding allocating funds for securitysystem in public spaces and in parks.

Assistant City Manager Ricci stated that if revenues don'tstart coming in we can expect to see cuts and costs reduced.

City Manager Murphy stated that SAVES, Legacy Commons, andtest sites have been put in place aìready and that the Recovery planis Phase two.

Councilmember Carrillo asked when the land use, code enforcementand software updates are taking pìace. Assistance City ManagerRicci stated that a Request for Proposal is going out to bid.

Councilmember Carrillo spoke aboui the budget and other disastersthat have set back municipalities, and his belief that the city,our residents and the entire natlon will make it through this. Healso thanked staff in this regard.

Counciìmember Bishop spoke regarding the shrinking tax base dueto COVID-19 and the need to protect the future.

Mayor Pro Tem Loa asked what the $138,000 for capitalimprovements was for and Assistant City Manager Ricci responded.

Mayor Hofbauer spoke regarding capital improvement costs.
