The appeal for surrender was made after one Lashkar-e-Toiba militant surrendered before police at Shopian during an encounter that left two militants dead. The surrendered militant Adil Dar was presented before the media persons in Srinagar during the press conference. "We could have killed him. He was firing at us and also lobbed grenade but somehow he lost balance and stopped. But we gave him a chance and we preferred he should join his parents again," Khan while referring to Dar said. "Why we opted to catch him alive, with a very clear message to others who have been lured into all this that if they come, we will receive them with open arms." Maj Gen Raju said that they were very happy at the surrender of Dar and urged other militants to tread the same path. He appealed parents and relatives of the militants to get back their wards and stop others from joining the militancy. "It leads to death, destruction and miseries," he said and vowed to carry on operations against the militancy in south Kashmir. Singh announced that their permanent solution to J&K problem is based on 5 Cs - Compassion, Communication, Coexistence, Confidence building and consistency. “It is our efforts that people of J&K achieve honour and dignity alongwith peace. We will work in this regard and our efforts will be that both dignity and honour are safe,” he said. The home minister said he has visited the State five times in last one and a half year. “I want to assure J&K people that I will come 50 times a year if necessary. I will make whatever efforts are needed for peace and prosperity of the State. My intention of frequently visiting Kashmir is clear that we want to resolve the J&K problem,” he said. "There is no reason for doubts or speculation on this issue. Unnecessarily an issue is being made out. Central government has not initiated any process on this issue, we have not gone to the court. I want to assure that - I am not talking about only Article 35A, whatever our government does, we will not do anything against the sentiments of the people here. We will continue to respect that," Singh said. "This is a very important statement from the Union Home Minister. The Division Bench also directed Commissioner Secretary to Government of J&K, Public Works Department to speed up the departmental enquiry against the four Executive Engineers namely Joginder Lal then DGM, Housing Board Jammu, Tarsem Lal then DGM, Housing Board Jammu, Bashir Ahmed Bhat then DGM, Housing Board Srinagar and G.H. Khanday then DGM, Housing Board Srinagar who were on deputation to Housing Board from R&B Department during the execution of the works. The Division Bench also directed Director General Accounts and Treasuries to file the status of the departmental enquiry initiated against Kulbushan Kumar then FA/CAO J&K Housing Board who was on deputation to Housing Board from Director General Accounts and Treasuries (Finance Department) during the time of execution of the works. These directions were passed in the well-reported Public Interest Litigation (PIL) filed by Sheikh Muhammad Shafi and Prof SK Bhalla wherein the petitioners sought prosecution of the tainted officers under J&K Prevention of Corruption Act and also directions to the GAD to accord sanction for prosecution against the high ups involved in various scams. Farooq had criticized the arrest/detention ofHurriyat leaders which was indeed overdue.There is no getting away from a carrot and stick policy andseparatists like the Hurriyat leaders need to be dealt withsternly and strongly to send out a clear message that theunion government would not tolerate the nefariousactivities of those who are playing into the hands ofsubversives and their henchmen.

Union home ministerRajnath Singh is onhis second visit in a

month to Jammu andKashmir. He has already met20 different groups on thefirst day (September 9) of hisfour-day visit.The Congress has criticisedthe timing of the visit,stating that it would derailthe proposed Congressdelegation's visit to the state,which is unlikely to yieldany fresh solutions. Moresurprising have been thecomments by NationalConference founder FarooqAbdullah, who hasdemanded the release of theHurriyat leaders, arrested formoney laundering andfunding of violence in theValley, stating that theyshould be freed to meet thehome minister and the entireprobe is an eyewash.His logic that nothing wouldcome out of the investigationis weird, as the NIA has beenannouncing the results of itsprobe regularly. It has ampleproof, which could lead tofiling of chargesheets againstthe top leadership, which hascaused them to panic.Hence, members of theHurriyat planned a march tothe NIA office, solely todisplay false confidence, butwere prevented from doingso. They are desperatelyseeking local support, but asthe truth about their amassedwealth gained from loss ofinnocent lives becomespublic, their popularitydeclines. They appear tohave only one supporter,Farooq Abdullah, who likethem does not desire peacein the region.Since the NIA went after theHurriyat, the Valley has seen

a dramatic change. Fundingfor organised violencevanished, fund managers andprofessional stone-throwerslanded behind bars, resultingin only spontaneous andlocalised violence, akin tothe rest of the nation.Reduction in stone-throwingdue to the NIA action wasalso commented upon by theDG of the CRPF yesterday.The Army, simultaneouslyhas launched "Operation AllOut" seeking to eliminateexisting militants in theregion. There are reports of acouple of militants beingeliminated daily.Such has been the impact ofthe combined action of theNIA and the Army thatprotests have drasticallyreduced, while parents ofthose who have jointmilitancy are seeking theirsons' surrender and return,rather than letting them faceelimination.

Thus, after a long time,the Valley is witnessingrelative calm, permittingmembers of multipleorganisations spread acrossthe region to meet thedelegation.It is hoped that studentorganisations would alsofollow suit, as they are mostaffected by the violence anddesire a changed life.Surprisingly, the NC shouldhave also been part of thedelegations to meet thehome minister, but haveshied away, solely due tovote bank politics.For Farooq Abdullah and hisilk, including the Hurriyat,peace and near-normalcy is apolitical nightmare, as thegovernment has the space tobring about its changedpolicies for the region.A few projects have alreadybeen implemented, whileothers would soon belaunched. This could in thenext few years adverselyimpact their political future,as for decades, while inpower, they were clearly like"Nero who partied inEngland" while the state wasburning under militancy.Hence, his criticising thegovernment would have fewtakers. His screamingagainst the NIA may winsupport of a few hardliners,but would cut no ice with themasses who would nowbegin to witness change inthe environment.The NIA has alreadydistanced the Hurriyat from

the masses, as news of theirill-gotten wealth becomespublic. With reports of someturning approver, the topleadership can only countdays before they also jointheir arrested comrades.In fact, for the NIA, the nexttarget should be the topleaders of the NC, whoseamassed wealth, in allprobability would be beyondtheir sources of income.Their support to Article 35A,including addressing localrallies and becoming a partyin the court battle, is also ameans of gaining someadditional votes. However,they would lose that supportas most of the state is againstthe article.They have failed to realisethat they are a state politicalparty, not just from theValley and have nevermentioned that a referendumon the same should be a rightapproach.The NC leadership hasrecently been commentingagainst the governments ofthe state and Centre, safelyensconced in their mostsecure villas in Srinagar, cutoff from the masses, withwhom their contact is almostnil. Their low electoral base

in the state has only begun toshrink more, causing them tobecome more vocal, the onlyaction which they can resortto, seeking a few minutes ofprimetime television andsome headlines in the press.For them, a burning Valley,increased casualties, fundedviolence and rise inmilitancy would provide anopportunity to demandsacking of the governmentand fresh elections, whichthey could hope to win.Peace, removal of fundmanagers of violence, arrestof anti-national Hurriyat andreduction of militancy is apolitical loss as it wouldbenefit their rival, the PDP. Itwould also permit the BJP to

gain a foothold in the Valley,challenging their limitedelectoral base.Such political leaders, whoseek to thrive on thesuffering of the populationfor their own political gamesare also anti-national andshould be treated as such.If they genuinely care for thepopulation, they shouldencourage groups to meetand share concerns with thehome minister rather thanbacking the Hurriyat, whichhas over the years beenresponsible for multipledeaths of local youths whiletheir own kin are safeoutside the state, or in securegovernment jobs within.

Hence, it is also time toaccept the need for, and totake upon us, the task ofteaching children how toreact to a situation whenthey are approached by apredator. Such a matter isnaturally alien to an innocentchild. Their ability to eitherunderstand or escape such asituation is not inherent orinborn. It must be taught. Itis necessary to prepare them.As a thumb rule, childrenshould be made aware thatthey must avoid strangerstotally. No need to go intoexplicit details of the matterif it causes embarrassment orawkwardness.In fact, it would greatly helpmake the exercise a funactivity just so the child is

not intimidated by it. Call itan "action plan". This willexcite them enough to payrapt attention to it. Tell themthat if a stranger, or even anyknown adult who is not amember of the immediatefamily, tries to sweet-talkthem and get physicallyintimate, they mustimmediately initiate their"action plan".The "action plan" is simple.In fact, that's a reason whypeople tend to undermine itsutility. The children's "actionplan" is that they must, insuch a situation, startscreaming and shouting forhelp as loud as he can -continuously and ceaselessly- and run away from thespot. And they must runstraight to where they canfind other people present, forthey will help.If unfortunately, runningaway doesn't seem possible,they must continue to

scream and shout endlessly.It is quite likely that theirscreaming will be heard andpeople will rush in to helphim.This could save the child'slife.Therefore, do not dismissthis suggestion as overlysimple or silly.The following poem, "TheSafety Song", is a simple 10-line poem that can be taughtas a fun activity to children.It encapsulates the abovesuggestions. As mentionedearlier, it appearsdeceptively simple. But donot be dismissive of it. Itssimplicity makes it easier forchildren to understand andremember.The real gist of the poem isin the four-line chorus. Putyourself in your child's shoesand imagine you hearing this"action plan" (the chorus)for the first time, as a child.Does it impact you

It needs to berecalled, too, that thecontext of the statement wasin relation to Afghanistan.China would hardlyabandon Pakistan at thisstage. securitised frameworkwhich emphasises militaryresponses over economic.Wrong approachA major reason for this isthat Pakistan becomesfodder for the electoralprocess. Bashing Islamabadhas played well for the BJPgoing back to Modi's "MianMusharraf" days in Gujarat.Now, all that we seem tohave in the menu are"surgical" strikes and more"surgical" strikes.The second reason is thatmany in the establishmentsimply cannot stomach theidea of an India-Pakistanreconciliation. Revengeseems to be the overridingemotion, rather than apragmatic approach whichwould argue that India'sinterests are served better byencouraging Islamabad'stransformation with the helpof China and the US, ratherthan in the schadenfreude ofseeing Pakistan squirm inbeing pinned down on theissue of terrorism.Let us be clear about onething. Pakistan is not aboutto go away from ourneighbourhood. Thehardliners can seekperpetual confrontationwhich will not get themwhat they want - wipingPakistan from the face of theearth.It is a large, nuclear armedstate and India's militaryoptions are very, verynarrow, especially since ithas powerful friends inChina and the US. All thebraggadocio about two-frontwars, is essentially self-defeating bluster. It is also avolatile polity.The challenge is to enablePakistan to make a soft-landing rather than a crashthat can have unpredictableconsequences.

officials said on Monday.They said there was also nochance of resumption oftrade, which has alsoremained suspended sinceJuly 11, along the route fromTuesday.The chance of resumption ofthe bus service brightenedon August 28 after civilianauthorities from both sidesdecided to meet at Chakan-da-bagh trade facilitationcentre along the LoC inPoonch district beforeresuming the service.

New Delhi:India will buy an additionalone million tonnes (mt) perannum of liquefied naturalgas (LNG) from Australia’sGorgon project after it gotExxon Mobil Corp to cutprice agreed to eight yearsago.Exxon will charge 12.5% ofprevailing Brent oil price forabout 1 mt per annum ofadditional LNG thatPetronet LNG Ltd, India’slargest gas importer, willbuy over and above the 1.44million tonnes alreadycontracted.The additional volumeswere agreed upon afterExxon agreed to slash priceof LNG under the 20-yeardeal signed in August 2009,sources privy to thedevelopment said.

Exxon will bear the cost ofshipping LNG fromAustralia to India and willcharge 13.9% of theprevailing Brent oil price forthe 1.44 million tonnes long-term LNG in place of 14.5%of the price of Japan crudeimports or JCC.The sources said the August2009 deal was Free on board(FOB) trade where the buyerhad to arrange for shipping.At $50 per barrel oil price,Gorgon LNG, whosesupplies started in Januarythis year, would have cost$7.25 per million Britishthermal unit at the port ofloading. Adding another $1for transportation wouldhave led to delivered priceof $8.25 in the old contract.In the new formula, GorgonLNG delivered at Indian

port will cost $6.95 permmBtu.“Happy to share good newsthat India has, yet again,been able to address thelong-term price issue ofLNG from Gorgon to suitIndian market,” oil ministerDharmendra Pradhan said ina tweet.India had used its status ofAsia’s third-largest LNGbuyer to renegotiate in 2015the pricing formula with

Mumbai:The Securities andExchange Board of India’smutual fund advisory panelhas recommended strictdefinitions for mutual fundscheme, which might bringdown the current schemesby as much as half. Thecapital markets regulatorwill enforce the newdefinitions and ensure thata fund house has only oneproduct offering in eachcategory, said two peoplewith direct knowledge.The move is expected tohelp investors cut throughthe clutter of 2000investment schemes andtake better decisions, saidthese people. At the end ofAugust, 42 fund houses inIndia managed Rs 20.6trillion.The mutual fund advisorypanel has recommendedthat fund be broadlysegregated into equity,debt, hybrid and thematic.In categories such as equityand debt, there would befurther sub-categories suchas large cap and small cap,said one of the two people.Currently, Sebinomenclature rules formutual funds looselydefine just two aspects—whether a fund is open-ended or close-ended and

whether it invests in equityor debt.“The categories andnomenclature devised bythe panel is to ensure thatscheme name reflects thenature of its investments. If

New Delhi:Subdued demand growth,consistent capacity additionsand better networks mayresult in India producingsurplus power in the currentfiscal, although sporadicoutages continue and 24 percent households are yet to beelectrified, according to thelatest report by FitchRatings.The American agency said inits newsletter “India PowerWatch” that India couldactually produce a powersurplus in this fiscal, with anenergy deficit of just 0.6% inthe first quarter endedMarch, which is a period ofhigh seasonal electricitydemand.“However, in reality,sporadic outages continue toplague the country. At thesame time, about 24% ofhouseholds are yet to beelectrified in India,” it said.Fitch said the inability ofhugely indebted powerdistribution companies(discoms) to purchasepower, along with theabsence of adequatetransmission networkcoverage, exerts significantpressure on India’s thermalpower utilisation.The cost-revenue gapremains at Re 0.42 perkilowatt hour (kWh) alongwith aggregate technical and

commercial (ATC) losses of20.6% overall.“Improving theseoperational inefficiencieswill drive any sustainableimprovement,” it said.The report noted thatelectricity prices at powerexchanges dropped by 11 percent to Rs 2.4 per kWh in2016-17.“Tariffs are taking a hitmainly from the prevailingelectricity demand-supplydynamics, lower coal costsand a decline in renewabletariffs,” it said.According to the creditrating agency, discoms arehesitating to tie-up newlong-term power purchaseagreements (PPAs) for boththermal and wind capacity asthey await more clarity onthe auction route for windpower, supported by theavailability of cheaper spotelectricity.From the perspective of

The Supreme Court onMonday directed the ChiefJustice of the Allahabad HighCourt to nominate twoadditional district judgeswithin ten days as observers todeal with the upkeep andmaintenance of the disputedRam Janmbhoomi-BabriMasjid site in Ayodhya.A Bench headed by ChiefJustice Dipak Misra passed theorder after senior advocateRakesh Dwivedi, appearingfor the Allahabad High Courtregistry, informed it that one ofthe observers has retired andthe second one elevated as ajudge of the high court.Dwivedi also handed over tothe apex court a list ofadditional district judges(ADJs) and special judges whocould be considered forappointment as observers.“As the list is long, we think itappropriate that chief justice ofthe Allahabad High Court shallnominate two persons from thecadre of additional districtjudges or special judgeskeeping in view the nature andtenor of the earlier orderspassed in this case,” the Bench,

also comprising JusticesAshok Bhushan and S AbdulNazeer, said. The top courtasked its registry to forwardthe order to the high courtregistrar and said, “The chiefjustice is requested tonominate two names within 10days hence”. During the briefhearing, senior advocate KapilSibal, appearing for one of theparties in the matter, said thetwo observers, T M Khan andS K Singh, were appointed in2003 and they have beendealing with the issue sincethen. “Why should the courtchange them when they arehere for 14 years? This is avery sensitive matter,” he toldthe Bench, adding, “please askthem (Khan and Singh), willthey continue”.The Bench, however, said,“One of them is not holding apost and he cannot continuenow”. “We will ask the chiefjustice of the high court todecide this,” the top court said,adding that the “tenor of thiscourt’s order was that theymust be a part of the system.One of them is no more a partof the system”.“One of them has beenelevated as a high court judge.

It is not proper that a high courtjudge is asked to go there andobserve all the things. We can’task a high court judge to dothis,” the Bench said.The apex court had on August11 said it would commence thefinal hearing in the long-standing Ram Janmabhoomi-Babri Masjid title dispute fromDecember 5, a day before the25th anniversary of thedemolition of the medieval-erastructure.The court had reached aconsensus on commencing thehearing on a total of 13 appealsfiled against a 2010 judgmentof the Allahabad High Court infour civil suits.The high court had ruled athree-way division of thedisputed 2.77 acre area atAyodhya among the parties—the Sunni Waqf Board, theNirmohi Akhara and LordRam Lalla (deity).Another sect of Muslims underthe banner of Shia CentralWaqf Board of Uttar Pradeshhad recently moved the topcourt offering a solution that amosque could be built in aMuslim-dominated area at a“reasonable distance” from thedisputed Ayodhya site.
