i. Bidder shall be an OriSinal Manufacturer/lmporter/Authorised distributor/Authorised dealer havtngvalid manufacturing license or direct importer holding valid import license; wherein originalmanufacture, importer, authorised distributor/dealer mean as follows.

a. OriSinal Manufacturer means a person/firm having its own unit that performs allthe manufacturing andprocessing operations needed to produce items (desired in the Bid) in their appropriate specifications,including processing, btending, formulating, filling, packing, labelling and euality testing with a validlicense issued under the relevant act and rules.

b. lmporter means a person/firm having a valid license to import products (mentioned in the bid) of thedesired specifications/requirements for sale issued by the competent authority.

c' Authorised distributor/Authorised dealer/the manufacturing company, having authorisation letter frommanufacturer company for the purpose of this bid of Animar Husbandry Department, Rajasthan.

ii' Average annualturnover as defined in companies Act 1956 in the last three financial years shall not beless than 35 lacs for MSME of Rajasthan. For others the average annual turnover in the last threefinancial years should not be less than 70 lacs. AII the bidders have to submit cA certificate in Format

Section (F):- Condition of Contract and Contract Forms

1. General Conditions of ContractSubmission of Online Bid

online Bid "Bid of items For the Period of two Years 2O2O-22 (two years from the issuint of LOA "shall be submitted in two parts i.e. Technical Bid (Part-l) and Financial/Price Bid (Part-ll) to the

Director, Animal Husbandry Department, Pashudhan Bhawan, Tonk Road, Jaipur, Rajasthan.

Basic Rates shall be mentioned both in words and figures. The Basic rates should include all charges

except GST ( Goods and Services Tax (CGST, SGST & IGST)) GST rate shall be mentioned separately.

The Bidder should essentially sign on every pate of the Bid document, terms and conditions as a

token of his acceptance of all the terms & conditions of the Bid in to-to, and-Egb!d!-lig-!a!Dg

qd!!c. Non receipt of the so desired Bid document duly signed by the Bidder shall render such

proposals in the Bid to be reiected.

Bid will be opened online in the presence of such Bidders who choose to be present.

Financial Bids of those Bidders who qualify in Technical Bid will only be considered for finalization of

Firm and Basic Rates.

All enclosures/disclosures in the Technical Bid shall be filled in meticulously with precision and with

documentary evidence wherever necessary.

All the required documents / enclosures will have to be uploaded & attached along with Technical Bid

(Part-l of the Bid) only. Eligibility for Financial Bid (Part-ll of the Bid) will depend on the outcome of

documents uploaded / electronically attached to Technical Bid.

Financial 8id (Part-ll of the Bid! shall contain only the details of rates offered. The Bid form duly

fllled as per instructions given on the e-procurement site online only; please do not mention your

rates except in the format given on-line at above site. (http:/reproc.rajasthan.gov.in)

BOQ (Financial bid) giving the rates for various items in individual should be uploaded separately as

Part - ll here after called. "Financial Bid", which is to be filled online only as per BOQ.

The dates scheduled for Receipt & Opening of Bid are fixed. However, the Director Animal Husbandry

Department Ra.iasthan reserves the ri8ht of postponing the date of receipt & opening the Technical or

Financial bids or both.

lf the last date for submission of Bid and opening of Bid happens to be a public holiday, the notified

dates shall automatically get postponed to the next working date.

Failure to upload properly the filled and signed Bid (Part-l & ll) shall render the Bld invalid.

The Director Animal Husbandry Department Rajasthan shall not be held responsible for non-receipt

of the Bid due to failure in uploading thereof for any reason whatsoever.

ln the event of bid being submitted by a firm it must be duly signed by an authorized signatory. ln the

event of a partnership firm it must be signed by every partner of the firm or on its behalf by a person

holding a power of attorney authorizing him to do so and in the case of company the bid should be

executed in the manner laid in the Articles of Association. A letter of resolution must be attached in

favour of the authorized signatory. Any change in the Constitution of the Firm/company shall be

notified forthwith by the Bidder to the Director, Animal Husbandry Department, Rajasthan, Jaipur

the contract. No new partner/ partners shall be accepted in the Firm/ Company by the Bidder/Biding

firm in respect of the contract unless he/ they agree to abide by all its terms and conditions and

submit to the Director, Animal Husbandry Department, Rajasthan, Jaipur a written agreement to this

effect. Receipt or acknowledgement of any partner subsequently accepted as above will bind all of

them and will be sufficient to discharge for any ofthe purposes ofthe contract.

Partnership firm should attach certificate of registration with registrar of firms.

2. OTHER GENERAI, CONDITIONS

i. All correspondence /queries in this connection should be addressed to the Director, Animal

Husbandry oepartment, Ra,lasthan, Jaipur.

Direct or indirect canvassing on the part of Bidders or their representative shall disqualify their Bids.

The quantity indicated in the catalogues are mere estimates and are intended to give an idea to

the Bidders, so as to enable them in deciding to under-take the responsibility of making supplies 9!most competitive rates to the Department keeping in view their manufacturing and supplying

capacities. The fiBures indicated in the catalogue do not constitute any commitment on the part of

department to purchase any of the articles in the quantities shown therein against each or in any

quantity whatsoever.

iv. Appropriate category of Bidders as per prevalent/ existing rules shall be eliSible for Price &

purchase preference as Per rules.

v. Any provision not included in this document shall be governed by the relevant rules mentioned in

the Rajasthan Transparency in Public Procurement Rules 2013, RTPP Act, 2012 and GF&AR followed

in Ra.iasthan and time to time amendment in respective rules.

vi. Any objection against the quantity of the approved item indented i.e. being more or less compared

to the proportion of quantity mentioned in the Bid document, will not be entertained and shall not

be acceptable as a Sround for non-supply.

vii. The Departmental Standing Purchase Committeewill havethe riBht of rejection ofall oranyofthe

quotations without giving any reason for the same. The right to conclude parallel rate contracts

with another firm for the stores detailed in this catalogue is also reserved by the Director, Animal

Husbandry Department, Rajasthan, Jaipur.

viii. The Director, Animal Husbandry Department, Rajasthan, Jaipur can extend the original rate

contract, subject to original Terms and conditions for a period deemed fit by him, for which the

Bidder will have to abide.

ix. The contract for the supply can be repudiated at any time by the Director, Animal Husbandry

Department, Raiasthan, if the supplies are not made to his satisfaction after giving an opportunity

to the Bidder of being heard and after reasons for repudiation being recorded by him in writing.

x. Extra stipulation or any other condition contrary to the Bid conditions are not acceptable and

shall render the 8id liable to reiection.

xi. Labelling & Packaging should be as per prevailing rules.

xii. Specific narration of quality, specifications & classification etc. should be written in covering letter

Part-1 (Technical Bid) except rates if the Bidder so desires.

xiv. lf a Bldder imposes conditions which are in addition to or in conflict with the conditlons

mentloned herein, such conditions shall be treated as null and void and only bid conditions

mentioned hereln ln the bid shall be appllcable. Even such condltlons may lead to reiection of

bid, if decided so.

xv. The Oirector Animal Husbandry, Raiasthan reserves the riSht to accept any Bid not necessarily the

lowest, reject any Bid without assiSning any reasons, accept Bid for all or anyone or more of the

articles for which Bldder has submitted quotation or distribute order for items of stores to more

than one firm.

xvi. The Bidder may be asked to submit following documents at the time of execution of agreement

, Notarized (with date) copy of Partnersh ip Deed in case of Partnership Firms

> Registration number and year of registration in case partnership firm is registered with registrar

offirms.> Address of residence and office telephone numbers in case of Sole Proprietorship

3. APPROVAT OF FIRMS & SUPPLIES THEREOF

i. To the extent possible, no negotiations shall be conducted after the pre-bid sta8e. Negotiations may,

however, be undertaken only with the lowest or most advantageous bidder under the following

circumstances-

(a) When ring prices havebeenquoted by the bidders for the su bject matter of procurement; or

(b) When the rates quoted vary considerably and considered much higher than the prevailing market

rates.

ii. The Bidders, who are declared as L-1 Suppliers for any number of items quoted in the Bid, shall be

required to execute necessary a8reements and Performance security within 15 days from the date of

LOI/LOA as specified in the Bid terms, for the supply of ltems forwhich their offered / negotiated rates

have been declared as L-1.

iii. Director Animal Husbandry Department can take decision regarding dividing Quantities among more

than one bidder at the time of award according to Rule 74 of RTPP Rules, 2013.

4. FAt ! C|_AUSE

i. The price charged for the Store supplies under the contract by successful Bidder shall in no event

exceed the lowest price at which the successful Bidder sells the stores of identical description to any

other persons durinB the period of the contract.

ii. The prices under a rate contract shall be subject to price fall clause. tf the rate contract holder quotes

/ reduces its price to render similar goods, works or services at a price lower than the rate contract

price to anyone in the State at any time during the currency of the rate contract, the rate contract

price shall be automatically reduced with effect from the date of reducing or quoting lower price, for

all delivery of the subject matter of procurement under that rate contract and the rate contract shall

be amended accordinSly. The firms holding parallel rate contracts shall also be given opportunity to

reduce their price by notifying them the reduced price giving them fifteen days time to intimate their

acceptance to the revised price. Similarly, if a parallel rate contract holding firm reduces its price

during currency of the rate contract, its reduced price shall be conveyed to other parallel rate

prices. lf any rate contract holding firm does not agree to the reduced price, further transaction with

it, shall not be conducted.

iii. Articles rejected by the purchasing officer or by his authorized person will have to be replaced by the

Bidder at his own cost within the period specified. lf however, due to exigencies of government work

such replacement either in whote or in part is not considered feasible, the Director, Animal Husbandry

Department, Rajasthan, laipur after glving opportunity to the Bidder of being heard, shall for

recorded reasons, be free to recover / deduct a suitable amount corresponding to the cost of rejected

supplies including any other losses from the payments or any other dues to be made to the supplier.

His decision in this matter will be final. The defaulting supplier is liable to indemnify DIRECTOR

ANIMAL HUSBANDRY, without any protest or demur, for any losses to him on this account'

iv. Legal proceeding if any arisinB out of the Bid shall have to be lodged in courts situated in laipur City

on lY.

5. The Departmental Standing purchase Committee can relax any of the terms and condltions of the Bid.

ln case of urgency the Terms & Conditions will be relaxed by the Director, Animal Husbandry

Department, Rajasthan, subject to subsequent confirmation by the Store Purchase Committee in

accordance with RTPP Act, 2012 & RTPP Rules, 2013.

6. INSURANCE

The goods shall be delivered FoR at District stores as per approved sample & perfect condition The

supplier, if he so desires, may insure the valuable goods against loss by theft, destruction or damage by

fire, flood, exposure to weather or otherwise viz (war, rebellion, riot etc). The insurance charges will be

borne by the supplier and the state department will not be liable to pay or reimburse any such charges

incurred by the supplier.7. PAYMENTS

i. Advance payment will not be made.

ii. unless otherwise agreed between the parties, payment for the delivery of the stores will be made on

submission of bill/s in proper form by the Bidder to the Purchase Officer in accordance with the

procedure laid down.iii. All remittance charges will be borne by the Bidder.

iv. The approved bidder shall have to arran8e the sample testinE at laipur headquarter at their own cost,

which will be conducted by a committee constituted by Director, AHD'

v. payment of those goods which need testing evaluation shall be made only when such tests/

evaluations have been carried out and test results received conforming to the prescribed

specification.8. RECOVERIES

Recoveries of liquidated damages, short supply, breakage, reiected articles shall ordinarily be made from

bills. Amount may also be withheld to the extent of short supply, breakage, rejected articles and in case

of failure in satisfactory replacement by the supplier along with amount of liquidated damages shall be

recovered from his dues and performance security available with the department. ln case recovery is not

possible recourse will be taken under Rajasthan PDR Act or any other law in force'

9.tn the event of any dispute arising with the districts regarding the supplies, the decision of Director,

10. Filling an appeal

tf any Bidder is aggrieved that, any decision of the Procuring Entity is in contravention to the provision of

the Act or the Rules or the Guidelines issued there under, he may file an appeal to the first or second

Appellate Authority, within a period of ten days from the date of such decision, in prescribed format as

per RTPP rules 83 clearly giving the specific ground on which he feels aggrieved'

Fee for first appeal shall be Rs 25Oo and for second appeal shall be Rs 10,000

(b) Second Appellate Authority- Finance Department, Govt of Raiasthan laipur'

iii. lt may also be noted that the department does not undertake to assist in the procurement of rawmaterial whether imported or controlled as well as restricted and as such the Bidder must olfer theirrate to supply the specific items from own quota of stock by visualizing the prospect of availability ofraw material needed. Any of the above points if taken, as argument for non-supply/ late supply willnot be entertained.

4, RATES

Rates and necessary particulars should incorporate Baslc rates (all charges by way of packing forwardingincidental or transit charges including transit insurance and any other levies or duties etc. chargeable onthe product including excise duty) except GST. Rate must be valid for the entlre period of the Bid andmust be offered conforming to the following:-

i. Rates must be offered basic rate only against the specified packing of the items. The basic rate mustbe inclusive of all charSes by way of packing, for\ryarding, incidental or transit charges includinStransit insurance and any other levies or duties etc. chargeable on the product lncluding excise duty.lf rates are quoted giving any free goods quantity or cash discounts the same shall not beconsidered.

ii. Only GsT charges if applicable will be payable at basic rate.

iii. Other statutory increase or decrease shall be agreed upon mutually between Director of AnimalHusbandry and Bidder and revised rates shall be applicable on order received by the contractor onor subsequent to the date of such increase / decrease in government duty.

iv. The rates should be confined as far as possible to the packing units mentioned in the catalo8ue anddifferent rate for different packing should be avoided. Further only total price should be offeredagainst specified item. ln no case the rate should be split up showing the cost of any on thecomponent parts ofthe specified item. lf split price are found, the item may be treated as rejected.

v. The rates must be written both in words and figures.

5. Comparison of rates of firms outside and those in Rajasthanr

Comparison of rates of firms outside and those in Rajasthan shall be made as per the direction ofGovernment of Rajasthan.

6. Guarantee/ Warranty Clause:-

The Bidder shall give guarantee that the goods/ stores/ articles would continue to conform to thedescription and quality as specified in the catalogue from the date of delivery and that notwithstandingthe fact that the purchaser may have inspected and / or approved the said goods/ stores / articles. lfduring the specified period the said goods/ stores/ articles are discovered not to conform to thedescription and quality as said for/ or have determined, then the decision of the purchase officer in thatbehalf will be final and conclusive. The purchaser will be entitled to re,iect the said goods/ stores / articlesor such portion thereof as may be discovered not to conform to the said description and quality. On such

rejection the said goods/ stores / articles will be at the sellers risk and all the provisions relating torejection of goods, etc., shall apply. The Bidder shall, if so called upon to do so, replace the goods etc. orsuch portion thereof as rejected by the Purchase Officer, otherwise, the Bidder shall pay such damage as

may arise by reason of such breach of the condition here in contained. Nothint here in contained shallprejudice any other right of the Purchase Officer in that behalf under this contract or otherwise.

7. ln case, any item supplied by the approved firm does not conform to the required standard, the payment

dealt in accordance with the existing law and in such case even the contract is liable to be cancelled.

catalogue. Mere indication of English/ USA/ lndian will not serve the purpose.

The approved suppller shall furnish a copy of Government approved NABL accredited laboratory test

report, of the batch number of the items which has been supplied along with the bill (if applicable).

ln the case of supply of imported item the suppliers shall furnish a certificate alon8 with the bill to effect

that the firm has completed all the formalities in connection with the import.

MARKING

MRP or rates should not be printed on the oriSinal label of item. FOR RAJASTHAN GOVERITMENT

SUpptY should be affixed/ printed/ stamped with indelible red/blue ink on the labels of all containers,

and other packing, etc.

12. DELIVERY Of GOODS

Delivery of goods shall be given F.O.R at the District Stores in the Districts & Kuchaman City or any other

station added during the Bid period at the discretion of the Director Animal Husbandry at the cost ofsupplier. The department will pay no cartage or transportation or loadin&/unloading charge for thepurpose.

13. PERfORMANCE SECUR]TY

All firms whose offers are accepted will have to deposit a Performance security equal to 2.5% upto

31.03.2021 and tive percent ln total has to be deposited there after (within 15 days after 31.03.2021 ) of the

total value of approximate quantity as per Bid catalogue. The Bid Security of successful Bidder will be

adjusted toward Performance security (if requested by bidder) and balance will be given in one of the

following forms only.

a. Cash through E-GRASS deposited under head "8443- Civil Oeposits-lo3 - Performance security, (Kha)

Deposits not bearing interest.

b. Bank Draft or Ba n ker Cheque of a scheduled ban k in favou r of Director, Animal Husbandry, Rajasthan.

c. National Saving Cenificates and any other script/ instrument under National Saving Schemes forpromotion of small savings issued bya Post office in Raiasthan, if thesamecan be pled8ed undertherelevant rules. They shall be accepted at their surrender value at the time of Bid and formally

transferred in the name of procuring entity at the time of submission of Agreement.

d. Unconditional Bank guarantee/s ofa scheduled bank in prescribed format.

e. FDR of scheduled bank which should be in the name of procuring entity on account of bidder and

discharged by the bidder in advance. ln this regard the provisions of rule 75 of RTPP Rules, 2013 will be

applicable. Confirmation if said documents by issuing Authority be necessary'

Successful Bidders will have to execute an agreement on a Non Judicial Stamp Paper of Requisite Stamp in

the prescribed form with the Director, Animal Husbandry Department, Rajasthan, Jaipur and deposit

security for the performance of the contract within 15 days from the date on which the acceptance of the

Bid under registered cover, is communicated to him or by e-mail whichever is earlier.

The security will be refunded after a period of six months from the date of completion of all contractual

obligations including guarantee/warranty, whichever is later. No interest will be paid by the department

on the Performance security.

ln case of breach of any terms and conditions of the contract or on unsatisfactory performance, the

treated as a breach of the terms and conditions of Bid and will result in forfeiture of Bid Security besides

any other action for this default with respect to RTPP Act, 2012 & RTPP Rules, 2013.

The expenses of completing and stamping the agreement shall be paid by the Bidder who shall furnish tothe Director, AHD, one executed stamped counter part of the agreement free of charge.

NOTE:-Undertakings, Corporations, autonomous bodies, registered societies, co-operative societies which

are owned, controlled or Managed by GOI/GOR, need not to furnish amount of Performancesecurity. They would be required to submit a declaration in lieu of performance security.

Firms registered with the Director of lndustries, Rajasthan, Jaipur as MSME shall furnish the amount ofPerformance security @0.5% upto 31.03.2021 and One percent in total has to be deposited there after (within 15

days after 31.03.2021 ) of the estimated cost (Contract value) of the items quoted in the Bid.

It is to be noted that earlier years Bid Security/Performance security, even if lying in this department, shallnot be considered towards this contract and therefore Bid Security /Performance security should befurnished afresh.

14. lnspection of Premises

The Director Animal Husbandry Rajasthan or his authorized representative (s) has the right to inspect thefactories / premises of those companies who have quoted for the Bid, before accepting the rate quoted

by them or before releasing any order (s) or at any point of time during the continuance of the Bid.

Oirector Animal Husbandry Rajasthan has the right to reject the Bid or terminate / cancel the ordersissued or not to re-order based on the facts brought out during such inspections.

15. Director Animal Husbandry reserves the right to cancel bid / bid proceedings and reiect all bidswithout assiSning any reason.

16. SUPPTY OROERS

i. All the supply orders will be placed on the approved manufacturers / lmporter only (and not to theirAgents/Suppliers/Distributor etc.) by Director / Addl. Dir.l Joint Dir./ DDO'S OR any INDENTING

OFFICERS OF ANIMAL HUSBANDRY DEPARTMENT through re8istered post and /or email and the dateof email /or registry at the post office whichever is earlier will be treated as the date for calculatingthe period of execution of supplies. The supplying firms will execute all orders within the stipulatedperiod as mentioned below.

ii. The suppliers should execute supplies placed for items within 30 days from date of Registered post

/or E-mailing of the supply order. The lmporter should execute supplies for placed items within 60days from date of Registered post /or E-mailing of the supply order. Liquidated damages will berecovered for the days in excess of period prescribed for supply. Material delivered FOR Store shouldbe accompanied with Government approved NABL accredited laboratory test report (if applicable) forthe batch of instrument supplied.

iii. If the supplier, on receipt of the purchase orders deems that the purchase orders exceed his supplying

capacity declared ln the gid documents and the delay would occur in executinB the order, he shall have

to bring this to the notice of the DIRECToR ANIMAL HUSBANDRY oEPARTMENT immediately withoutloss of time and the purchase orders shall have to be returned with a request to alter the supply period

within 7 days from the date of the order, falling whlch the supplier shall not be entitled for disputing

the imposition of liquidated damages for the delayed supply.

iv. The Bidder/approved supplier shall not assign or sublet his contract or any part thereof to any otheraSency.

v. Every product supplied should be ofgood quality conforming to the specifications/samples approved.All products supplied shall also be compared with the approved sample provided by the concernedfirm. ln case ofvariation, the supplyshall be rejected. Supplies of goods less in weight and volume orof any other specification than those mentioned on the label of the container / packing is an offence

TIqUIDATED DAMAGES.

ThetimespecifiedfordeliveryintheBidformshallbedeemedtobetheessenceofthecontractandthe successful Bidder shall arrange supplies within the stipulated period on receipt of the supply order

from the Purchase Officer.

ln case of extension in the delivery period with liquidated damages' the recovery shall be made on the

basis of following percentage of value of stores pending to be supplied -> Delay up to Z period of the prescribed Delivery period - 2'5%

> Delay exceeding % but not exceeding % of the prescribed delivery period - 5%

> Delay exceedinB % but not exceeding % of the prescribed delivery period - 7'5%

is not exceeding the period equal to the prescribed delivery period - 10%

The supplies of the product will be considered to be complete only upon receipt of the / test

report; of the products supplied . The supplier will not have any rightful claim to the payment of cost

for supplies pending receipt of laboratory tests. Products that do not meet quality requirements shall

rendei the relevani batches liable to be rejected. Any complaint communicated to the supplier

regarding the quality of the product supplied shall have to be attended by the supplying firm within a

p"iioa oi rs days from the receipt of the letter, Any communication done by the tn-charge District

store / office of the Director Animal Husbandry, Rajasthan will also have to be attended in a similar

manner.

lf the products do not conform to statutory standards, the entire stock will have to be taken back bY

the Bidder within a period of 15 days from the receipt of the Ietter/ relevant communication, at the

expense of the Bidder / approved supplier and shall be liable for relevant action under the existing

laws. ln such cases the defaulting supplier is liable to indemnify DIRECTOR ANIMAL HUSBANDRY'

without any protest or demur, for any losses borne by him'

ln the event of non-supply or short supply for valid reason / hindrances beyond the control' the

Bidder (supplier to whom order has been placed) shall have to apprise the oirector Animal

ttusbandry, Rajasthan about the same in writinS, at-least 15 days prior to the expiry of the stipulated

supply peiiod and seek permission for extension of supply period Director Animal Husbandry'

tn the event of failure of supplies or short supplies within the permissible supply period, and due

approval of extension in the supply period has not been sought, the relevant supply order shall

pel. proririon of Rule 74 of the RTPP Rules, 2013 or resort to purchase at the risk & cost of bidder

Note: - Fraction of a day in reckoning period of delay in supplies shall be eliminated if it is less than

half a day.

iii. The maximum amount of liquidated damages shall be 10%. Delay ln supplies exceeding the perlod

equal to the prescrlbed delivery period shall render the supply order cancelled and any supplies

made beyond this perlod shall be at the sole risk of the approved supplier. Director, Animal

Husbandry Department, Rajasthan shall not be liable for any payments whatsoever on this account.

18. QUATIW ASSURANCE

i. All supplies of product delivered to the Stores in the districts shall essentially be accompanied with a

batch wise laboratory test Q.C. OK Report (if applicable). Testing report of items by a Government

approved laboratory / NABL accredited lab to prove conformity of product which was supplied earlier

with similar specification, should be submitted with bid documents. ln addition to the supplies ofitems shall submit batch wise test report from NABL Authorised / accredited lab as per protocol to

ensure quality of the supplied items Payment of such supplies will be released after submission ofaforesaid reports only.

ii. The decision of Director Animal Husbandry, Rajasthan as regards ascertainlng the quality of the stores

shall be final and bindinB upon the Bidder.

iii. The Bidder shall be responsible for proper packing and delivery of the material to the consignee. Any

loss, damage or breakage, leakage or shortage observed on receipt of supplies and reported by the

in-charge of the District Store, it will be the responsibility of the supplier who shall be required to

make good the loss within 15 days from the date of information sent by the ln-charge of the District

Store. No extra cost on such account shall be admissible. Failure to make good the above losses shall

be liable for deduction of the correspondint amount from bills which shall be final and binding.

iv. Bidders shall be required to provide printed descriptive literature of the approved item supplied to

the districts, in sufficient number for distribution to the veterinary institutions for their reference.
