Emerging hybrid environments are not limited to a single blend of remote and on-premises working

arrangements. Remote work can mean working from home, but it also encompasses working from the field

or base, the office, a co-working site or partner offices, a satellite office, or another government facility.

As government IT departments realign their technology investments, they can begin with a few solid takeaways

from the mass worker migrations from and to the office.

The new world of work

Temporary stopgaps only work temporarily.

Power users managed to produce through

the crisis with stopgap solutions and subpar

experiences, but continuing that way isn’t

sustainable.

How can IT leaders best serve each type of

power user in government realms?

Important lessons learned include:

• Pay attention to XOps. Hardware investments for

agencies can also be leveraged to spur IT’s efforts

in XOps, an extension of DevOps concepts to IT

operations.

• Security is critical. Hardware-based security is more

important than ever in everything from ensuring

hardware vendors lockdown security in their supply

chains to providing baked-in security features to help

protect data in use.

Data scientists are revered as everything from the captains of the

data-driven government efficiencies to the heroes in the unfurling

of the human genome, predicting severe weather events, and more

accurately detect dolphins’ sonar signals. They are highly self-motivated

and love to solve problems others may fear to tackle.

From a technology perspective, data scientists’ computational

dependencies are high, and they require seamless and speedy access to

data and systems. Top of mind issues include scalability, dual operating

systems, reduced complexities, and faster processing speeds.

Data scientists appreciate tools that make their tasks easier and less

of a time-sink, freeing them to work more on problem-solving and

less on housekeeping.

Roughly 80% of their time2 is spent scrubbing, cleaning, labeling, and understanding the data’s context.

Regardless of the final workstation setups, data scientists require high-performance computing (HPC)

to work with extremely large datasets. Standard issue desktops and laptops can’t handle such

large workloads.

Data scientists prefer to use a single device, plug-and-play accessories, and multiscreen displays at the

office and at home so that their workflows and thought processes are not burdened or disrupted by

unnecessary issues. Inconsistencies in displays and accessories across devices between home and office

are also detrimental to productivity.

Seamless experiences are essential for this group of power users. Their workflows are complex and may

need to be completed in bursts of work rather than in single, long sessions.

Whatever else their computing environment delivers, it has to be fast.

Engineers are at the core of nearly every effort in a government agency.

Engineers manage complex visions, paying attention to both current

realities and future possibilities. They must anticipate challenges, both

technical and in terms of government processes. Their way of thinking is

concise, and extendable to long-term considerations in short-term actions.

Indeed, this is one of the few power-user groups that is truly comfortable

working on long-term projects (measured in years rather than months)

and in highly collaborative workflows within large teams.

They require fast systems. It’s common to find engineers working with

project management software, design and planning software such as

computer-aided design (CAD), vertical applications such as pipe design

and sea-bed mapping, document management systems, conferencing tools,

and collaborative tools to facilitate group reviews of plans and blueprints.

This group works with a combination of form factors including desktops with dual displays, laptops, and tablets.

Mobility is a top concern, as their jobs require frequent, remote-project site visits.

In response to the pandemic, they took home their work laptops, using a VPN to remotely access the office

desktop, and buying additional high-performance laptops to create a suitable home workstation. The results were

mixed, especially because of underpowered laptops (as compared with their office desktop computers). To remedy

these issues in a hybrid work environment, engineers need a single mobile device with displays and accessories

consistent between desktop and mobile devices.

Field work in challenging environments can render repair or replacement options null. Every computer

user cares about messaging and collaboration, but it’s even more critical for people working in tough

environments.

They need sophisticated conferencing tools. Engineers typically work in large teams. They need
