2018 proved to be a particularly memorable year for POPCOM XII. Once again, the regional office has re-claimed its top spot in the overall national performance rating. This fully manifests the commitment and synergistic hard work by team SOCCSKSARGEN: the POPCOM Regional Office, the Local Government Units, the Regional Line Agencies, the Civil Society Organizations and the Faith-based Organizations.

Working together as a team undeniably generates greater results, and this has been one significant factor that the regional population office has relied on for years. The unwavering support, especially of our Local Government Units, and the untiring efforts of our population officers, workers and volunteers, cannot be underrated as these are the keys to unlocking obstacles and attaining accomplishments. Along with our partner agencies both GOs and NGOs, we truly recognize their most significant contributions to the achievement of our program goals and objectives. We will continue nurturing the very good partnerships and relations that we have begun, towards the path of empowering the families in SOCCSKSARGEN.

And so, it is with pride and grateful joy that I present this annual report that showcases the various activities and initiatives that contributed to a fruitful and successful year for the region. Through most trying times, we hope that all these gains will sustain us to continue the journey towards the achievement of the development goals and objectives of the region.

Once again, we salute all the people and institutions that worked with us so tirelessly, and offer our utmost gratitude.

Technical and Administrative Assistance and Coordination: Autonomous Region in Muslim Mindanao (ARMM)

• ARMM and South-South Triangular Cooperation (SSTC) technical and administrative support and coordination to external projects such as the SSTC and United Nations Population Fund (UNFPA) projects (Fatwa Translation and Comprehensive Gender and Health Education for Youth (CGHEY) Modules). In November 2018, the SSTC Philippines won the 1st Place UNFPA Global South-South Triangular Cooperation Good Practice Competition. • 5-year extension of the memorandum of understanding (MOU) between the Philippines, Indonesia and UNFPA.

For 2018, once again, total Local Government Unit (LGU) counterpart for PPMP implementation once again remain outstanding at PhP 15,874,769.70, cumulatively for all 3 PPMP strategies region-wide. POPCOM XII utilization of 2018 Regional Budget Allocation was 100%.

Apart from POPCOM XII accomplishment, this annual report edition contains significant information on reported accomplishments and counterpart-funding of our LGU program partners. These are reflected in the sections per program component.

In pursuit of Empowering Filipino Families in SOCCSKSARGEN, POPCOM XII rode on the momentum gained in 2017, expending all efforts to achieve the successful accomplishment of its targets for 2018. It was also able to implement additional activities crucial to increasing Contraceptive Prevalence Rate (CPR) (51% any modern method, National Demographic Health Survey [NDHS] 2017) and lower teenage birth rate (rank 3 highest nation-wide, NDHS 2017). All this was possible through close collaboration and coordination with its program partners from the local government units, regional line agencies, civil society organizations and faith-based organizations.

INTRODUCTION

REGIONAL PROFILE

Region XII or Central Mindanao was created last July 7, 1975, under Presidential Decree No. 742. This decree stated that Central Mindanao was composed of five (5) provinces and three (3) cities, namely: Cotabato, Sultan Kudarat, Lanao del Norte, Lanao del Sur and Maguindanao and the cities of Cotabato, Iligan, and Marawi. In August 1, 1989, Republic Act No. 6734 was signed into law, providing for the creation of the Autonomous Region in Muslim Mindanao (ARMM). The provinces of Lanao del Sur and Maguindanao were included in the composition of ARMM.

On October 12, 1990, Executive Order No. 429 was signed into law, defining the new composition of Central Mindanao with Koronadal City as its Regional Administrative Center. However, a restraining order was issued, resulting to the non-execution of the said EO. Thus, the compositionof Region XII prior to the issuance of

of South Cotabato, Sarangani, and the cities of Koronadal and General Santos of Region XI became part of the new Region XII.

Thus, per Executive Order No. 36 dated September 19, 2001, “Providing for the Reorganization of the Administrative Regions in Mindanao and for other purposes”, Region XII now is called “SOCCSKSARGEN” and is composed of 4 provinces and 5 cities. These provinces are: North Cotabato, Sarangani, South Cotabato, and Sultan Kudarat. The five cities are: Cotabato City, Koronadal City, Gen. Santos City, Kidapawan City and Tacurong City. Only two cities are considered chartered cities namely: Cotabato City and General Santos City. Kidapawan City, Koronadal City, and Tacurong City are considered component cities of North Cotabato, South Cotabato, and Sultan Kudarat provinces respectively. Sarangani, and the cities of Koronadal and General Santos of Region XI became part of the new Region XII.

EO 429 (i.e. Cotabato Province, Sultan Kudarat, Lanao del Norte, Cotabato City, Iligan City, and Marawi City) remained on status quo. Cotabato City remained as the Regional Administrative Center of Region XII. It has been likewise designated as the temporary regional center of the ARMM.

On August 14, 2001, pursuant to the provision of RA 9054, a plebiscite was conducted in the Special Zone of Peace and Development (SZOPAD) to determine the areas that shall comprise the ARMM. The cities of Marawi in Region XII and Isabela in Region IX joined the ARMM. As a result of the reconfiguration of the ARMM, Pres. Gloria Macapagal-Arroyo issued Executive Order No. 36 dated September 19, 2001, which calls for the realignment of the regions in Mindanao. The province of Lanao del Norte and Iligan City of Region XII were transferred to Region X. The provinces

INTRODUCTION

SOCCSKSARGEN or Region XII is home to 4,545,276 tri-people in Mindanao (PSA, 2015). It is composed of 5 provinces and 4 cities. Cotabato Province, including Kidapawan City is the most populous comprising 30% of the total population (1,379,747) on 2015*. South Cotabato, including Koronadal City follow at 20% (915,289). Sultan Kudarat and Tacurong City are both a close third at 18% (812,095) and Sarangani province ranks fourth at 12% (544,261). Among the chartered cities, General Santos City has the largest population at (594,446) 13%, while Cotabato City accounts for 7% share of the total population (299,438) of SOCCSKSARGEN.

While the regional population has been on a constant rise from 1,722,727 in 1980 to 4,545,276 in 2015, a slower population growth rate is noted in the last 27 years. The annual population growth is decreasing from 2.99 (1990 to 2000) to 2.46 (2000 to 2010) and most recently to 1.94 (2010-2015). It is still relatively higher than the national annual population growth rate of 2.34 in 1990-2000, 1.90 in 2000-2010 and 1.72 from 2010-2015. Should the 2010-2015 average annual growth rate of 1.94 percent prevail until the succeeding years, there will be 9.1 million people in Region 12 by 2051, double the number of the 2015 counts (Table 1). Among the provinces in SOCCSKSARGEN, it is Cotabato who will have the shortest doubling time. At the rate of 2.27 percent, the province is expected to have twice its current population size estimated around 2,759,494 by 2046. The rate by which a population will double in size has a significant implication on settlement, considering the land requirements, basic social needs, amenities and services required to provide for basic human needs. Cotabato Province would have to prepare for the expansion areas by developing suburbs for housing and institutions to cater to health and education needs of the emergent populace. (see Table 1)

The vibrant and fast changing population dynamics of the region plays a crucial role in socio-economic development of its inhabitants.

2018 HIGHLIGHTS

POPCOM XII achieved all of its targeted projects and activities for 2018 as indicated in the Work and Financial Plan. There were also additional activities implemented in support to PPMP implementation. These were conducted with funding support and in close collaboration and coordination with the LGUs and partner agencies. The following are the highlights of 2018 POPCOM XII accomplishments.

AND FAMILY PLANNING

Responsible Parenthood and Family Planning (RPFP) are geared towards assisting couples to achieve their desired number and spacing of children within the demand of responsible parenthood through effectivefamily planning. It specifically aims to attain zero unmet need for modern family planning through increase access to FP information and services.

Governance Mechanism: PGAD year-end review (Sarangani)

“MAPA” which stands for “Magulang at Anak, Pagsasamang Ayos”, is a new local advocacy campaign under the Population Management and Development Program of South Cotabato which aims to build an open, healthy, and friendly parent and adolescent relationship towards developing responsible adolescents and strengthening the family bonds.

MAPA, commonly known as map, is a blueprint for the cultivation of a responsible, strong and fruitful

relationship between parents and adolescents and the family in general. It promotes the holistic empowerment of both parents toward nurturing responsible and productive adolescents, through their own active involvement in the lives of their children.

This new strategy under Responsible Parenthood and Adolescent Development Programs of the Provincial Population Office of South Cotabato is composed of two approaches with lectures,

RPFP in South Cotabatoexercises/workshop and games designed for both parents and adolescents. It may culminate with a parent and adolescent heartfelt encounter. Such experience is not only an advocacy campaign on family relationships, but is also a one-time valuable opportunity to give parents and adolescents a unique time to bond as a family, given pervading busy lives.

Concretizing “Serbisyong Totoo” of Cotabato Province, the Population Management Division continues to strengthen its Responsible Parenting and Adolescent Health and Youth Development Program through its implementation of Getting Along You and Me (GAYM).

GAYM is a Parent - Adolescent encounter designed to help parents reachout to their adolescents and help parents shape the lives of their

growing children. It aims to develop and improve communication, provide opportunities for reconciliation, and strengthen the bond between children and parents.

As children grow into adolescence, they start asserting their own views and ideas. This is where children need their parents’ guidance most. Thus, parents reach out to adolescents toprevent misunderstanding and

AHD in Cotabato Provinceand develop closer relationships. In this context, GAYM Orientation for parents and adolescents is one avenue for the parent and the adolescent to spend a day of positive relationship and undivided attention, rather than days of several conflicts. It will further ensure their bonding time together, enjoying each other by being open, spontaneous and truthful.

Ensuring male involvement in the overall program under PPMP, Koronadal City continuously conducts series of KATROPA Trainings funded by the City Government of Koronadal throughout the years.

For 2018, Koronadal City has conducted 5 KATROPA Trainings having 113 participants in total (85M/28F). The participants were mostly the employees of the city government.

Further capacitating the participants of KATROPA Trainining and ensuring its sustainability, the City Population Office of Koronadal also conducted KATROPA Congress on November 20, 2018 with 95 total male participants who have attended KATROPA trainings in the past years.

FATWA DISSEMINATI0N ON MODEL FAMILY IN ISLAM | Maguindanao Province

South-South Triangular Cooperation (SSTC) | Tawi Tawi, ARMM

In November 2018, the SSTC Philippines won the 1st Place UNFPA Global South-South Triangular Cooperation Good Practice Competition. With this strongly positive outcome, the memorandum of understanding (MOU) between the two (2) countries was extended for another five (5) years.

POPCOM XII rendered both technical and administrative assistance in the conduct of population-related activities in areas of Autonomous Region in Muslim Mindanao (ARMM). From the total budget of P29,480,000.00, the Regional Office allotted/transferred the amount of P9,721,425.87 thru Memorandum of Agreement (MOA) to the Department of Health-ARMM. This amount covered the payment of salaries of staff, production of IEC materials, operating expenses, travelling expenses, capability building for health providers, reimbursement of classes and referrals. Aside from the regional fund, POPCOM-Central Office also allotted the additional amount of P2,484,900.00 thru NTCA to fund the other national called population activities. Special projects such as South-South Triangular Cooperation (SSTC) (GOP) and UNFPA also provide funds for the pilot areas of SSTC. For 2018, the special projects focused on the crafting of the CGHEY Modules and Fatwa Dissemination.

Crafting of CGHEY Module - the development of the Comprehensive Gender and Health Education for Youth (CGHEY) Modules is a response to one of the provision stated in the Fatwa of Model Family in Islam on the Adolescent and Youth Development. The Darul-Iftah Bangsamoro recommends the resolute action in setting up a program for CGHEY to be put in both private and public curriculum in the educational institutions. Under the SSTC between Indonesia, the Philippine Government and the United Nations Population Fund (UNFPA), the Philippine Government funded the development of the modules. It aims to develop Islamic-based Adolescent Health and Youth Development teaching materials for the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM). POPCOM XII provided technical assistance and administrative support for the coordination of a series of one-day meetings by the technical working group (key actors to include POPCOM-ARMM, DepEd National and ARMM, and faith-based organizations). A total of 8 meetings were held from June to December 2018. There was also a 3-day workshop held last April 19-20, 2018 at Anchor Hotel, Gen Santos City. The participants did a comprehensive review of the status of the module development and discussed the critical contents per module. Experts from the DepEd National Office facilitated the workshop.

The additional expenses reported additional allotment for personnel services (PS) and MOOE downloaded by POPCOM Central Office to cover additional PS requirements and activities provided with MOOE funds by POPCOM - CO. Of the total expenses, 64% was utilized for PS and 33% for MOOE, 3% was for capital outlay for purchase of POPCOM XII vehicle. Total utilization was 100%.

Table 4 shows the contribution of the different provinces and cities in the region for RP-FP program. The province of South Cotabato have the highest contribution amounting to 2 million pesos representing almost half (46%) of the total amount generated for the RPFP program. Funds from other sources constitute contributions from Municipal LGUs. Among the 5 cities in the region, General Santos City has the biggest contribution for the program.

A total of about 6.4 million pesos were spent by the different city and provincial population offices in the region for GAD-related programs and activities. The province of Sultan Kudarat reported the highest expenditure for GAD related activities comprising almost half (41%) of the total LGU expenditures.

For the POPDEV program, only the city of General Santos and Koronadal provided data on expenses for the program, with a total of 394,634.00.
