Control of organotin anti-fouling paint16. 1 On and from 1 November 1991, a person shall not applyorganotin anti-fouling paint to, or cause or permit such paint to beapplied to-
a a piling, pier, buoy, mooring or other structurein an enclosedwater body or a semi-enclosedwater body;
b a vesselthat is 25 metresor less in length; orc a vesselthat is morethan 25 metresin length, unlessthe paint
hasbeenformulatedso that in respectof eachsquarecentimetreof surfaceto which it is applied-i not more than 210 micrograms of organotin are released
during the first 14 days after the applicationof the paint;and
ii not more than 5 microgramsof organotinare releasedduringeachsubsequentday.

4 In this regulation-"enclosedwater body" meansa body of water, such as a lake, not
connectedto the sea;"length" meansthe hull length of a ship, boat or hovercraft or the
overall length of any other vessel;"Organotin anti-fouling paint" meansa coating,paint or treatment
that contains an organicderivative of tin;"semi-enclosedwater body" meansa partially enclosedcoastalwater,
such as an estuary, river, port, harbour, bay, marina or yachtclub;
"vessel" meansany ship, boat, hovercraft or hulk and any vehicle,whether floating or submersibleand whether self-propelledornot, that is capableof being used in or on water.

Interpretation11. 1 In this regulationand regulations12, 13, 14 and 15-
"licensedpremises"meansa place that is prescribedpremisesunderthe Act, andin relation to which the licenceis in force undertheAct;
"storage" includescollection and deposit;"tyre" meansa ty’re madewhether wholly or partly of natural or
syntheticrubber or similar material.2 For the purposesof theseregulations,2 cubic metresof shredded,
brokenor piecesof usedtyres shall be deemedto equal100 usedtyresandany multiple of 2 cubic metresof shredded,brokenor piecesof usedtyres shall be deemedto be equal to the correspondingmultiple of 100used tyres and where an intermediatequantity of shredded,broken orpiecesof usedtyres occursthe equivalentnumberof usedtyres shall becalculatedby interpolation.

3 For the purposesof theseregulationsthe size of a tyre shall bedisregardedwhencomputingthe numberof tyres in question.Disposal and storageof tyres12. For the purposesof the definition of "pollution" in section 3 of theAct-
a the disposalof tyres otherwisethan in accordancewith regulation 14;
b the storageof usedtyres-i in any number exceeding 500 on a place used for or in
connectionwith a tyre fitting business;ii in any numberexceeding100 on any other place,
is a prescribedkind of pollution.
Transport of usedtyres prohibited13. 1 A personshall not-
a for gain or other reward; orb in the courseof any businesscarriedon by that person,
transportused ty’res-c for the purpose of storageexcept to a place that is licensed
premisesfor that purpose;ord for the purposeof disposalexceptto a place that is established
for that purpose.Penalty:$200.2 For the purposesof subregulation 1 a person is deemed to
transportused tyres in the courseof businesswhether the transportofused tyres is the principal businesscarriedon by that personor is onlyincidentalto any otherbusinesscarriedon by that person.
Standardsfor the disposalof tyres14. Tyres may be disposedof-
a by incinerationif-i the emissionsfrom the chimney of that incineratordo not
exceedthe following levels-particulatematter 50 mg/m3carbon monoxide 1 g/m3zinc 3 mg/ni3cadmium 3 mg/m3aluminium 3 mg/m3dioxins 5 partsper thou
sandmillionor such other levels as are approvedby Chief ExecutiveOfficer; and
ii smoke discharged does not exceed a shade of 1 whencomparedwith the AustralianMiniature SmokeChart AS3543 1989;
orU, at a waste disposalsite licensedunder the Health Act 1911 or
any othersiteapprovedby the Chief ExecutiveOfficer, by burialunder not less than 500 mm of soil in batchesnot exceeding1 000 tyres after shreddingor otherwisereducingthe tyres intopiecesnot exceeding250 mm, unlessthe personin chargeof thesitewith the approvalof the Chief ExecutiveOfficer permits thetyres to be buried whole; or
c any other method of disposalapprovedby the Minister on theadvice of the Chief ExecutiveOfficer.
Standardsfor the storageof used tyres
15. Used tyres shall not be storedon licensedpremisesotherwisethanin accordancewith the conditionsof thelicenceissuedin relation to thosepremises. ".

- provide a mobile enginepoweredpumping unit with not less than 450 litres of water tobe available at all times and in the paddockduring harvestingoperations;
- comply with any other conditions imposedby the appropriateBush Fire Brigade.
It should be noted that this provision accommodatesthe construction of strategic firebreaksencompassinga numberof adjoining small semi-ruralholdings.5. Definitions for the purposeof Section 1-4 of this noticeBush-includestrees,bushes,plants,stubble, scrubandundergrowthof all kinds whatsoeveralive
or dead and whether standing or not standing and also a part of a tree, bush plant orundergrowth,and whetherseveredthere from or not so severedexcluding plantations.
Haystack-meansany collection of hay including five 5 round fodder bales or more stackedorplacedtogether.

Safe from fire-means that the vegetation shall be controlled in such a way that it cannotcarryor sustain the passageof fire. On unclearedland this meansthe use of either a firebreak, afuel reductioncool burn or both. The establishmentof permanentgreen grassand tree areasis allowableprovided that the grasshas a summergrowth phase,e.g. couchor kikuyu. The useof cerealgrassescancausehigh risk fire areas.Treesshouldbe evergreensof thefire resistantvariety with no foliage within 1.2 metresof the ground in summer. Paperbark,tamariskes,wattles and pines are fire prone and should not be used in fuel reducedzones.

boundariesof plantation or on suchother locationasmay be agreedbetweenCouncil andthe plantation owner.
o Firebreakssix 6 metreswide shouldsurroundcompartmentsof approximatelythirty30 hectares.
o All firebreaksmust be maintained in trafficable condition and treeson both sides ofbreaksprogressivelyprunedto a minimumheight of four 4 metresto allow unrestrictedaccessof maintenanceand fire fighting equipmentand so as to maintain an effectivewidth or fire break.
o Wherepower linespassthroughplantation areasfirebreaksas perS.E.C. specificationsmust be provided.
