Social networking sites are open to Air Force servicemembers and employ-ees in the workplace. This change to

policy has raised many questions about using social media officially and personally in the workplace.

But when you get right down to it, little has changed. The rules established for Internet use at work are no different than before the Air Force opened social media sites.

The guidance provided in the recently updated Air Force Guidance Memorandum, Responsible and Effective Use of Internet Based Capabilities, which replaces Air Force Instructions 33-100 paragraph 6.2.2.2 and 33-129 paragraph 2.1, is just as true for visiting commercial Web sites for personal use on gov-ernment computers as for using Internet-based services to access social media on those same computers.

What you can or can’t say hasn’t really changed, either. Guidance found in the 35-series AFIs still offers the primary guidance for public release of information and covers official Web management policy.

Though little has changed in the rules, the tools have come a long way from the early days of government commercial Internet use.

In the earliest days of the Internet, forums and bulletin boards were popular ways of shar-ing information, but they took time to connect, download and upload. Use was limited to peo-ple who understood computers.

Today’s social networking has arguably become the fastest way to disseminate and share a variety of information.

According to Econsultancy.com, the Internet took four years to reach 50 million people, yet in nine months Facebook has added 100 million users.

The exchange of information is nearly instan-taneous. Its accessibility and speed allows us to fire and forget without much thought as to what we say or do.

From a personal standpoint, you may say something that upsets someone or post personal information you may not have really wanted to share.

From a professional and official standpoint, this can be dangerous and could cause problems for people far removed from the initial post.

There are more than a few common sense tips to remember that can help keep people out of trouble in the social networking world, and at the same time help tell the Air Force story while communicating with family and friends.

Most importantly, think about what you say before you say it. Your words live forever on the Net.

Everything that applies to other forms of communication applies to the Internet social networking atmosphere as well. Simply think of all the annual briefings you get about operations security, political activity, privacy act and other topics. Ask, “Is this allowed in other forms of communication?” If you aren’t sure, it’s a good bet you should get additional guidance before posting to a social networking site.

We’re proud of our profession and want everyone to know that we’re part of the Air Force, but putting your rank and your name in your profile on a social networking site has some unintended implications.

A Facebook page with the user name “Chief Master Sgt. J. Suchnsuch” is likely to be viewed as an official site. The same page with the user-name of “J. Suchnsuch,” and profile informa-tion that includes rank and position is much less likely to be viewed by the public as official.

Using social networking sites wisely comes down to common sense, responsibility and accountability.

Before you post anything to social network-ing site, ask these simple questions:

1. Am I violating any rules?2. Is it a responsible comment to make?3. Am I willing to be accountable for the

comment?If you answered “no, yes, yes” to the above

questions, it is likely you are on the right track. If you weren’t sure when answering, you need to become familiar with the social media “rules of the road.”

mission: We don’t know the best application yet, so make it.

• Do be creative: Use this forum as a way to build relationships and new ways to operate.

• Do get engaged online: The enemy is liv-ing here already, so it’s time for us to show our side of the story.

• Do use your best judgment: In the end,

you’re responsible for what you say and the image you present.

• Do communicate: The whole goal is to improve operations by sharing what we know.

• Do think OPSEC.• Do give firsthand accounts: Go with what

you know and share, but not second hand infor-mation.

• Do correct folks if they misrepresent the Air Force: Do it respectfully and factually, but make it right, or redirect them to factual infor-mation via links.

• Do correct yourself if you make a mistake: It’s the right thing to do. Credibility is critical.

• Do acknowledge that your views are your own and not the official position of the Air Force or Department of Defense.

• Do act professionally: You are our best interface to the public. Be proud and act appro-priately.

• Do remember that the UCMJ still applies: Just because it’s in a virtual setting doesn’t make something that would be illegal any more lawful or appropriate.

• Do ask for help if you aren’t sure about posting something: Your local PA is a great place to start.

So, what can’t I do on these sites?• Don’t spill the beans on operations, privacy

info, contractually sensitive or classified data. Think OPSEC.

• Don’t think this is your home computer: FarmVille, Mafia Wars, Ebay, day trading, apps and widgets need to be done elsewhere.

• Don’t be rude (Remember, your mother’s watching): No obscene, abusive, hateful or racially, ethnically or other offensive posting/viewing is allowed.

• Don’t use other people’s information: Copyrights, trademarks, logos, writings, and other information, must be honored.

• Don’t tread on others’ rights: Respect everyone’s right to privacy and personal free-dom.

• Don’t be fake: Don’t forge data about your-self or others or misrepresent who you are. Be real.

• Don’t pass on second/third hand info: Just because your buddy told you doesn’t mean it’s true. Firsthand information only please.

• Don’t spend half your day tweeting or blogging: Chatting with friends on lunch is OK, but don’t go crazy.

Though people are the Air Force’s greatest asset, even the most dedicated and ready Airmen cannot accomplish the mission unless properly equipped.

Our Air Force is very successful, in part, because we enable our units with the best technology avail-able. Unfortunately, not all Airmen appreciate this advantage as shown in the poor way they safeguard and care for the equipment they are provided.

The Air Force makes an incredible investment in vehicles and equipment items. At Ramstein alone, we posses more than 2,000 vehicles and nearly 400 equipment accounts, containing 49,000 items. The total value of assets in these two areas exceeds $604 million.

Our record for taking care of these critical assets is less than impressive. In fi scal year 2009, Ramstein Airmen had 160 accidents involving government vehicles, and commanders reported an additional 75 cases of abuse. These incidents resulted in $279,000 in damage, the cost of which came directly from operation and maintenance accounts of the units that possessed the vehicles. This needless and wasteful spending takes limited funds away from other important funding requirements, not to mention the loss of vehicle availability during the repair time. In both cases, the mission suffers.

I realize bad things happen to good people, some-times resulting in unintentional damage to a vehicle. However, investment in good training programs for those who operate vehicles and an emphasis on reducing speed and increasing focus and atten-tion to detail can make a difference. Additionally, putting effort into a solid vehicle operator care pro-gram can spot small problems before they grow into big ones. Acts such as simply checking the fl uid levels, tire pressure and tire wear patterns as a part of mandatory daily operator maintenance pays huge dividends. Finally, Airmen who intentionally abuse

our vehicles must be stopped and disciplined. In the area of equipment accountability, Ramstein

commanders reported 189 lost or damaged equip-ment items during fi scal year 2009. The total value of items in these two categories topped $1.5 mil-lion. Again, it took both unit funds and Air Force corporate funds to replace these items, taking away resources from urgent needs. In a time of shrinking budgets and the reality of more belt-tightening in the future, we simply cannot afford to throw our money away.

Most equipment losses we experience at Ramstein can be tracked to one of two areas: accountability or security. The basic element of asset accountability is the equipment custodian. Commanders are responsible for the equipment under their control, but appoint custodians to implement viable accountability pro-grams. Many losses could be prevented with tighter inventory control and pro-cesses, such as hand receipts that main-tain a record of custody. Individually issued equipment is another area of com-mon loss. Airmen lose assets every day through theft simply because they fail to secure property or leave it in vulnerable locations, such as their privately owned vehicle.

Asset accountability and care is not just a Ramstein issue. The Air Force inspector general has made equipment accountability a special-interest item. This means Ramstein will take a hard look at our equipment accountability program during the upcoming opera-tional readiness inspection. Prepare your section and unit now by contacting the 86th Logistics Readiness Squadron Equipment Accountability Offi ce to learn more about what you can do to

ensure your assets are being properly accounted and cared for.

At the end of the day, you get results based on the effort and attention you invest. I encourage Airmen at each level of leadership to give your programs a hard look and support the Airmen who run them. The payback you receive will be increased mis-sion readiness and improved effectiveness of your resource management programs.

May 10 10:51 a.m.: A Soldier was involved in a

major traffic accident after he lost control of his vehicle causing it to strike a local national’s vehicle. Personnel involved in the accident were transported to LRMC for medical treatment.

2:25 p.m.: An Air Force dependent reported a larceny of private property. Investigation revealed a vehicle was unsecured and an ipod, a GPS and house keys were stolen.

8:32 p.m.: A Soldier was involved in a major traffic accident after she lost control of her vehicle and struck a dirt safety barrier. Her vehicle received disabling damages and had to be towed.

May 1111:05 a.m.: An Air Force NCO was appre-

hended for failure to report a traffic accident in Kaiserslautern.

5:02 p.m.: An Army officer reported a larceny of

government property on Panzer Kaserne. Investigation revealed the building was secure but a pair of sunglasses and an IBA were stolen.

May 127:06 a.m.: A DODDS employee reported a

larceny of private property in Hütschenhausen. Investigation revealed the vehicle was unsecure and a GPS, an iPod, military/personal documents, cloth-ing and a Swiss army set were stolen.

1218: An Army NCO was apprehended in Siegelbach for communicating a threat to his wife.

2:23 p.m.: An Air Force civilian was apprehended at Pulaski Barracks for child neglect. Investigation revealed the civilian left the child in a vehicle with-out parental supervision.

May 139:16 a.m.: An Army dependent reported a larceny

of private property in Weilerbach. Investigation

revealed a vehicle was unsecure and a Sony PS2, an ipod, a GPS, a camcorder and a stereo/DVD/GPS was stolen.

5:45 p.m.: An Air Force officer reported he was involved in traffic accident on autobahn A6 near Erzenhausen.

May 148:16 a.m.: A Soldier reported he was

involved in a traffic accident in Hirschhorn. Investigation revealed the Soldier was driv-

ing too fast for road conditions. Because of this, his vehicle veered off the road and stuck the landscape.

May 153:35 a.m.: An Air Force NCO was apprehended

for drunken driving in Landstuhl. 3:27 a.m.: A Soldier was apprehended for drunk-

en driving in Landstuhl.

May 161:50 a.m.: A Soldier was apprehended for drunk-

en driving in Kaiserslautern. 7:20 a.m.: A Soldier was apprehended for drunk-

Closures• The U.S. Army Health Clinic-Kaiserslautern will be closed from

AFN needs volunteersAFN is looking for volunteers to take part in a focus group that will

give their opinion on commercials/spots playing on AFN. VIPs from Riverside, Calif., will conduct the sessions June 9 and 10 for

a few hours each day, a different group each day, with 10 to 12 members. AFN needs a mixture of all ranks, officers and enlisted as well as depen-dents (no children).

Spouses’ orientationThe Ramstein Airman & Family Readiness Center invites all new

incoming spouses to the Newcomer Spouses’ Orientation to Germany offered from 9 a.m. to noon every Monday in Bldg. 2120.

This program is designed to give the new spouses of the KMC the tools needed to familiarize themselves with this assignment and all this area has to offer. A few of the topics include understanding German culture, basic German language, passport requirements for travel, driving and recycling. A cultural tour of the area will follow on Wednesdays.

The A&FRC also offers the quarterly Heart Link program that provides the tools needed to succeed as an Air Force spouse. It also provides a forum for spouses to meet, build relationships and share information.

Dependent student travelCommand-sponsored dependents residing with an active-duty Airman,

who are permanently stationed in an OCONUS permanent duty station, may be authorized student travel and transportation allowances. This means that your command-sponsored college student(s), or soon to be college student(s), is/are authorized an entitlement of a round trip flight to their school of enrollment per fiscal year, which includes unaccom-panied baggage shipment (no furniture) of no more than 350 pounds. From 1943 through the early 1960s, America’s premier air superiority fi ghter company was North American Aviation. After producing such legend-ary aircraft as the war-winning P-51 Mustang and the F-86 Sabre, which dominated Soviet MiGs over Korea, they also developed the fi rst American fi ghter to break the sound barrier in level fl ight — the highly successful F-100 Super Sabre. The name “North American” had become almost synonymous with “Air Force air superiority fi ghter.”

North American followed the F-100 with a design for an air superiority fi ghter capable of close to Mach 2. Named the F-100B (since the design had not been submitted to the Air Force), it was similar to the F-100 but with thinner wings, a more area-ruled fuselage, and a variable inlet for an afterburn-ing engine with 16,000 pounds of thrust that would hopefully give it a speed of Mach 2 in level fl ight.

The design retained the rear fuselage and tail section of the F-100 and, like the F-100, had a single pilot and four M-39E 20 millimeter cannons as its fi xed armament. However, it soon became clear that any new air superiority fi ghter would need radar, so a radar was added to the nose and the engine air intake inlet moved to below the nose, like today’s F-16.

Unfortunately for North American, aircraft types refl ect national defense policy, and after the Korean War the U.S. Air Force was dominated by the bomber generals of the Strategic Air Command, which would not brook air-to-air tactical fi ghters. In mid-1954, as a refl ection of this, the USAF issued a requirement for a tactical fi ghter-bomber that was capable of delivering a nuclear bomb, which meant a bomb bay, and dropped any interest in a pure air superiority fi ghter, no matter how fast.

North American scrambled to modify the F-100B to meet the requirement but quickly saw that the position of the air intake under the nose would interfere with releasing the nuclear bomb, especially

since the bomb would have to be carried semi-submerged because there was no room for a bomb bay. As a result, the intake was relocated to above the fuselage right behind the cockpit, simi-lar to the previously dis-cussed German He 162 “Volksjäger.” This arrangement had never been tried before on an American aircraft, for what seem to be obvious reasons. First, if the pilot had to eject with the engine operating, he stood an excellent chance of being sucked into the air intake. Second — and more important to a fi ghter pilot, who never thinks about ejecting — the intake completely destroyed any visibility to the rear. But, since the new air-craft’s role was now one of high speed, low level delivery of a nuclear weapon, this seemed to be a moot point.

In June 1954, the USAF gave North American an order for 33 Mach 2 fi ghter-bombers and changed the program name to YF-107, but less than a month later the Air Force changed the order to three proto-types and only nine service test aircraft.

The YF-107 fi rst fl ew on Sept. 10, 1956, and achieved Mach 1 easily. But on landing, the drag chute failed and it ran off the end of the runway and into a ditch, where it sheared off its nose landing gear and the nose plowed into the dirt.

The accident showed the single advantage of the location of the high mounted air intake — the engine was not damaged from ingesting the ground and the aircraft was back fl ying in three days, soon exceeding Mach 2.

As the program progressed, it became clear the USAF was interested in the YF-107 only as a back-up for their fi rst choice of a nuclear fi ghter-bomb-er, the Republic YF-105, later to become F-105 “Thunderchief” but more commonly known as the famous “Thud” of Vietnam War fame.

But the YF-105 had huge problems — early

models took 150 hours of maintenance for every fl ying hour, it was grounded at least three times in its career, and it only fl ew six shows with the Air Force demonstration team, the Thunderbirds, before it was dropped because of structural failures. The F-105 program lost both of their prototypes in testing while the YF-107 program “only” lost one of its three in fl ight testing, and for a short time it appeared there was hope for the North American aircraft.

However, the YF-107 had problems of its own. The variable geometry air intake was totally unreli-able, which limited the aircraft to 1.2 Mach, and the aircraft systems were failure prone, and in the end the Air Force settled on the F-105.

After the completion of its test program, the two YF-107 survivors were sent to the National Advisory Committee for Aeronautics. NACA fl ew them briefl y — one four times, the other 40, mainly to evaluate a side stick that was eventually used on the F-16 — then gave up on them. These two air-craft survive in museums.

The YF-107 was the fi nal practical foray into military aviation for the North American Aircraft Corporation, except for the XF-108 Rapier, a pro-posed Mach 3 interceptor that never fl ew.

In the end, the lasting legacy of the YF-107 is the air intake located above the cockpit and the ques-tion: “What were they thinking about when they put that on a fi ghter?” The answer was, “the Air Force at that time didn’t believe in fi ghters.”

to relax from the pressures of duties. Here are a few tips to keep in your toolbox:

• Leave must begin and end in the local area — local meaning your place of residence from where you commute to work.

• To get an extension of leave, it must be requested suffi ciently in advance so it can be approved.

• Unit commanders may recall members from leave if it’s a military necessity.

• It’s also a good idea to let your wingmen know of your whereabouts if your leadership needs to get a hold of you for various reasons while you are enjoying your hard earned leave.

they are showing us some of the things they are doing,” said Capt. Scott Zwiers, exercise commander and pilot from the 37th AS. “Romanian pilots, navigators and loadmasters are fl ying with us while we do our missions.”

The off-site training also offered opportunities to maintain certifi cations and practice procedures that are diffi -cult to achieve at home station, he said.

“We are conducting night vision goggle landings and tactical approach-es, which are hard for us in Germany because of the quiet hours.”

The fl ight deck wasn’t the only place where training was taking place.

“Our fl ight medics are working with their fl ight medics. They are showing each other how they conduct business in the back of the airplane,” Captain Zwiers said.

The training here is just an echo of what the U.S. and Romanian militaries are achieving together on a daily basis downrange in Operation Iraqi Freedom and in the campaign in Afghanistan.

“The Romanians are fl ying missions into Afghanistan and supporting us there, so it is great that we are able to come out here and support them,” Captain Zwiers said. “It hit home today, one of their soldiers was killed in action in Afghanistan. So as we are training together, they are also headed out to retrieve one of their own and bring them home.”

The 86th AES played a unique role in the exer-cise, as this year was their rookie year at Carpathian Summer.

“This is the fi rst time to my knowledge that (the Romanians) have ever invited an American aero-medical evacuation squadron to come and compare notes about the process,” said Capt. Erskine Cook Jr., 86th AES fl ight nurse.

The main focus of the 86th AES personnel was to develop a communication process with their Romanian counterparts to fi gure out the differences in logistics and processes of their missions, so the two militaries are better prepared to work together in future operations.

“It is fact fi nding; this is what we have, this is what you have, and how can it mesh?” Captain Cook said. “Ideally, I think that we all have the same goal of getting the patient to a more defi nitive level of care. If we can make that happen quicker, faster, better, everyone wins.”

The two nations have identifi ed many similarities in their processes by training together.

“The only difference is the equipment. It all does the same thing, but they look different,” said Capt. Dragos Tudos, a fl ight surgeon in the Romanian air force. “The actual principal is the same, the people are the same, the way to do it is the same — it is not very complicated. I am a doctor, so the patient is the mission.”

In addition to learning to work with a foreign military, exercise participants were also reminded of the cohesiveness that must exist between Team Ramstein members in order to get the mission done.

“We rely on the 37th at home and here, because we don’t have our own aircraft,” said Senior Master Sgt. Patrick Skiver, 86th AES superintendent. “Any time their aircraft are in the air, they can be called

upon to drop in and pick up an AE team and a patient. So if they are in the middle of doing air-drops and all the sudden they have to aero-evac someone out, it’s great. It shows their fl exibility and how they are able to work with us.”

Along with the aeromedical training, members of the Explosive Ordinance Disposal Mobile Unit 8, from Naval Air Station Sigonella, also provided jumpmaster and drop zone safety trainers for the joint air operation with the Romanian jumpers.

“I was the safety as well as the free-fall jump-master and static line jumpmaster,” said Chief Petty Offi cer James Endicott, a life support equipment-man from the EODMU8. “I make sure that every-thing inside the aircraft is safe for those jumping, without any ‘situations.’”

Safety was also a primary concern on the ground.

Both sides took great care to ensure the jumps went without incident.

“My responsibilities here was drop zone safety offi cer,” said Petty Offi cer John DeLong, a life sup-port equipmentman and parachute rigger from the EODMU8. “The jumps went pretty smooth, every-one landed perfectly on target with no injuries, so it was a good day.”

Overall, the exercise reinforced the bond between the two air forces and served as another step into a promising future for the Romania/U.S. partnership.

“Every time we come out here, it seems like it is easier, the training goes more smoothly, better,” Captain Zwiers said. “The support we have gotten from the Romanians is great, they are really interest-ed in what we are doing and we are very interested in helping them out.”

KMC hosts 27th annual

ENKENBACH-ALSENBORN, Germany — Their smiles pro-claimed them winners — exuberant and infectious, or a bit shy, but always radiant. Countless faces sported huge smiles at the Kaiserslautern Special Olympics May 12 at the German Police Academy here.

Neither the dreary overcast skies nor the unseasonable cold could dim the smiles of the 800 athletes who participated in the games and the 1,650 volunteers who made it all possible. The athletes, between the ages of 8 and 70, came from 58 schools and institutions through-out Germany, including 19 Department of Defense Dependents Schools, Europe.

The Special Olympics, an international program of athletic com-petition for children and adults with developmental disabilities, was hosted by U.S. Army Garrison Kaiserslautern for its 27th year. As in the past 11 years, they were co-hosted by and held at the grounds of the German Police Academy in Enkenbach-Alsenborn.

“This wonderful event demonstrates the great partnership we have with the police academy,” said Mark Heeter, the public affairs officer at USAG-K. He said the hosts tackled an incredible amount of planning and coordination to make this a first-class event.

“In the end, everyone was a winner. In the end, even the sun smiled on us — for about five minutes or so,” he said.

Special Olympics May 12smiles — smiles that certainly outlasted and out-shone the sun.

“He is having so much fun, it’s contagious. He played softball and then we stood in line for three competitions, but he changed his mind. He is having fun just seeing everyone and feeling the incredible atmosphere, this incredible excitement,” said his buddy, Tech. Sgt. Scott Noggle, a network adminis-trator with the Air Force on Ramstein.

Volunteer buddies simultaneously fill the role of personal coach, cheerleader and friend for the event. Sergeant Noggle, who has been active with

the games since 1992, relied on smiles, touch and gestures to communicate with Holger. Nonetheless, he declared it a very rewarding and enjoyable expe-rience.

“Let me win. But if I cannot win, let me be brave in the attempt.” The oath of the Special Olympics was enthusiastically celebrated by countless athletes.

Participation would garner them a ribbon, and with the choice of track and field, soccer, bad-minton, softball, tennis, basketball and volleyball, numerous athletes sported impressive collections of them. For the 5- to 7-year-olds, a number of non-competitive games provided fun and excitement.

More than 3,000 troops, including 22 U.S. Air Force Tactical Air Control Parties and forward air controllers from 10 different countries, began gath-ering May 3 in the Czech Republic for Flying Rhino 2010. Flying Rhino ends today.

This was the first time students from the U.S. Air Ground Operations School on Ramstein participated in the Czech-British exercise, which is now in it its eighth year. It also marks the first time the U.S. led the classroom instruction element of the training.

The exercise is a multinational, multi-service training event that allowed Soldiers and Airmen an opportunity to polish their joint duties, work through communication barriers and solidify their interoperability in preparation for eased working relations in operational environments such as in Iraq and Afghanistan.

“I find it very very important that we take advan-tage of every opportunity to train with the coun-tries that provide the students,” said Lt. Col. Allen Roberts, U.S. Air Forces in Europe Air Ground Operations School commander. “In these large exercises that take place in Europe, we always want to take advantage of them whenever we possibly can.”

Over the course of three weeks, participants

received classroom instruction from U.S. Air Force TACPs on how to operate communication field equipment and the impor-tance of Joint Fire Observer integration. Troops learn differ-ent techniques from the TACPs in the classroom and then take what they’ve learned and apply it in the field.

“Having those jets up in the air, you call the bombs in, bomb hits the target, big explosion, everyone is happy,” said Senior Airman Justin Fuchs, an AGOS TACP student, about his job.

British FAC Nick Williams said he thinks training with the different forces is very beneficial.

“Personally, I think it is very important because of what we found out in OEF and ISAF missions such as Afghanistan,” he said. “We are working together more and more, so it’s a good time for inte-gration at an early stage.”

“Our hosts here in the Czech Republic along with the British have been nothing but hospitable to us,” Colonel Roberts said. “The training we’re receiving

in the different locations has been absolutely phe-nomenal. We definitely appreciate it because it gives reality to the training and provides synergy among all the nations that we not only train, but that we work with downrange.”

Other participating countries included Germany, Italy, Denmark, Lithuania, Romania and Slovakia. The home base for the exercise was the 22nd Air Base at Namest nad Oslavou.

Seventeenth Air Force (Air Forces Africa) puts a strong emphasis on building relation-

ships between the U.S. military and African nations.

Flintlock 10, a U.S. Africa Command-sponsored exercise running through Sunday, does just that. Air Forces Africa has partnered again with the 86th Airlift Wing to do their part to make Flintlock 10 successful.

The exercise is conducted by Special Operations Command Africa’s Joint Special Operations Task Force — Trans Sahara, focusing on military interoper-ability and capacity-building.

Centered in Ouagadougou, Burkina Faso, the exercise involves tactical training conducted in Senegal, Mali, Mauritania and Nigeria. Approximately 1,200 European, African Partner Nation and U.S. participants from 14 nations are involved in military interoperability activities across the trans-Saharan region during this event, making airlift a priority.

“Flintlock 10 is a multi-national exercise designed to enhance Special Operations Forces capabilities within trans-Saharan partner nations and develop relationships that will be beneficial to all nations in the region,” said Maj. Mark Oberson, 37th Air Squadron assistant director of operations.

Two C-130J Super Hercules aircraft from the 86th Airlift Wing here flew to Ouagadougou, Burkina Faso, to play a role in personnel movement and enabled the exercise to happen as planned. The aircraft have airlifted participants from

different countries to work together at multiple exercise locations.

“The 130s are making this exercise happen,” Maj. Tankersley said. “If we were without them, the exercise would be sequestered and not interrelated. Now with the transfer and flying capability, participants can travel from one country to another to train.”

The 17th AF provided coordination for the airlift, and movement of partici-pants and cargo.

“We (at 17th AF) requested the forces from the 86th Airlift Wing and they delivered,” said Maj. Randle Tankersley, 17th AF Plans and Operations. “We are helping out with the deployment of dif-ferent countries and getting them to their different locations. This is a big task because of the number of different countries participating.”

Participation in the exercise marks the first deployment for U.S. Europe Command’s C-130Js, Major Tankersley explained. The Air Force is used to deploying and redeploying, but this is the first time their C130Js have been deployed for an exercise on the continent.

“The 86th Airlift Wing is doing a lot of heavy lifting by moving the SOF personnel and equipment in and out of the exercise area and keeping the operation on schedule,” said Maj. Mark Oberson, 37th AS DOM. “Flintlock is our first opportunity to employ the aircraft in an austere environment for significant durations. This is exactly what the C-130J was built to do and has proven it’s up to the task day after day thanks to the monumental efforts by members from the 86th Maintenance Group and 86th Operations Group to keep the planes moving.”

KHARROUBA AIR BASE, Tunisia — Members of the 153rd Airlift Wing returned April 22 from a joint  exercise  known  as  Medlite-10  at  Kharrouba Air Base, Tunisia. The  153rd Medical  Group  was  joined  by  other 

members  of  the  153AW  including  civil  engineer-ing, security forces, emergency management, flight equipment  and  public  affairs.  The  Illinois  Army National  Guard,  and  the  Nevada  Army  Reserve worked  alongside  members  of  the  Tunisian  mili-tary  in  an  exercise  aimed  at  enhancing  medical capabilities and improving medical interoperability between the two forces through conducting a disas-ter response and chemical, biological, radiological, nuclear and high-yield explosives exercise. Medlite, which started in 2000, has become a tra-

dition between Tunisia and U.S. forces. This is the seventh combined medical exercise, now being con-ducted under the auspices of U.S. Africa Command and  coordinated  by  17th Air  Force,  headquartered at Ramstein. “The relations between our two medical services 

are  being  consolidated  by  running  these  Medlite exercises;  indeed  these occasions are giving a  real chance to both personnel to meet, share knowledge and  improve  their proficiencies,”  said Col. Khaled Lamine, deputy head of the emergency department of the medical hospital in Tunis.Medlite-10 included about 140 Tunisians and 37 

U.S.  military  medical  personnel  including:  physi-cians,  nurses,  technicians,  medical  administrators and other specialized and support personnel. “This  is  a  great  opportunity  for  us,”  said  Col. 

Stanley Bruntz, 153rd Medical Group commander, “Medical personnel all around the world have a nat-ural bond. Our mission is to treat the sick, care for the wounded, care for those who need medical care. If you are a medical person, physician, provider — that is your ultimate goal — to reduce suffering of people.”

The  field  training exercise  was  based  on  a chemical plant which pro-duces  organo-phosphates for  use  in  homes  as  pes-ticides  that was damaged causing  a  major  explo-sion with multiple casual-ties  suffering  from  nerve agent  exposure,  thermal and trauma injuries.Chief  Master  Sgt. 

Kristing  Mauer,  the  153 AW  senior  health  techni-cian,  said  there  were  a large  mixture  of  classes for  all  of  the  different groups of personnel.“Providers  worked 

with  our  providers  and received a lot of advanced trauma  life  support  train-ing,” she said. “The  medical  field  training  exercise  will  be  an 

opportunity  to  practice what  has  been  seen during the  didactic  phase  on  the  field,”  Colonel  Lamine said. Colonel  Bruntz  said,  “The  joint  Tunisian-U.S. 

exercise  allows  us  to  learn  from  each  other  and increases  greater  functionality  and  cooperation between the two countries.”Chief  Master  Sgt.  Michael  Grimm,  U.S.  Air 

Forces Africa  and  17th Air  Force  command  chief said,  “The  partnership  program  is  an  outstand-ing  initiative.  It  develops  long-term  relationships between the Air Force and our partner nation, builds continuity in training, and I think it’s going to grow dividends over the years as the partnership matures. Folks  who  came  here  as  Airmen  come  back  as NCOs and senior NCOs, or  lieutenants come back 

as captains, majors and colonels down the road.”“Both  sides  are  obviously  excited  about  what 

they’re  doing,”  said  Col.  Philip  Fallin,  404th Air Expeditionary Group commander currently assigned with 17th Air Force at Ramstein. “Tunisia has prov-en  to  be  a  very gracious  host. And  the  folks  from Wyoming are obviously well prepared and eager to do a good job.”“Tunisia has had an outstanding relationship with 

the United States. I think it’s something they value very highly and they would like to see not only con-tinue, but continue to expand,” Colonel Fallin said. The U.S.  has valued  strong diplomatic  relations 

with Tunisia for more than 200 years. On March 26, 1799, the first agreement of friendship and trade was conducted between Tunisia and the U.S.

405th AFSB completes deployment training to AC10Sixteen members of the 405th Army 

Field  Support  Brigade  returned  to Kaiserslautern May 9 after completing the setup of a forward command post in  support  of  the  Austere  Challenge 10 exercise. The brigade’s mission requires sup-

port of both U.S. European Command and U.S. Africa  Command  and must be capable of deploying a FCP to sus-tain theater operations. The  brigade  participated  in  AC10 

to validate its deployment capabilities.“As a deployable brigade, we must 

train  and  practice  so  that  we  can be  prepared  for  a  deployment  if  we have  to  execute  one  in  the  future,” said Col. Jack Haley,  the commander of  the  405th AFSB.  “We  had  a  very  thorough  review  of  last  year’s  exercise  and  learned  some  lessons about what we  need  to  improve,  and we  executed  our  deployment  even 

more effectively this year.”For  this  deployment  exercise,  the 

brigade  utilized  two  new  pieces  of equipment  in  the  FCP.  For  the  first time, the brigade erected a Deployable Rapid Assembly Shelter.“The brigade currently has two dif-

ferent-sized tents in our inventory for establishing  a FCP  in  the field,”  said Maj.  Kevin  Emerick,  a  member  of the  deployment  team.  “The  DRASH is  unique  in  that  the  design  incor-porates  a  self-contained  composite frame, so there are fewer poles, parts and  pieces  to  go  missing.  The  other primary  advantage  is  the  relatively short amount of time required for set-up  in  comparison  to  the  old General Purpose  Small  and  General  Purpose Medium canvas tents.”The brigade also used a SIPR/NIPR 

Access  Point  for  the  first  time.  The SNAP  is  a  satellite  communications 

system that enables  the brigade  to be self-supportive in communications.“By  utilizing  the  SNAP,  the  FCP 

was  able  to  conduct  both  secure  and non-secure video teleconferences and access  worldwide  Defense  Switched Network  voice  telephone  lines,” said  Mark  Dillingham,  the  brigade’s  director  of  information  management. “The FCP was also able to host other systems, including the Command Post of  the  Future,  which  enhanced  the brigade’s  capabilities  to  support  our mission during the exercise.”Lt.  Col.  Eric  Helm,  the  FCP  

officer  in  charge,  was  impressed  by the SNAP.“Our  information  technology  and 

communications  team  did  a  great job  setting  up  and  maintaining  the  SNAP  during  the  deployment,”  he said.  “By  using  the  system,  our communications  capabilities  were 

extremely  reliable  throughout  the exercise.”Lieutenant Colonel Helm was  also 

proud of the way the team operated in a field environment.“The  teamwork  displayed  by  the 

Soldiers  and  the  civilians  in  making the exercise a success was incredible,” he  said.  “I  was  especially  impressed by  the  civilians  who  stepped  out  of their  normal  work  environment  and enthusiastically  assisted  in  building the FCP and making it operational.”Colonel  Haley  said  he  believes 

exercises such as AC10 are critical to the brigade.“These  exercises  are  extremely 

important for us,” Colonel Haley said. “It’s our chance to get out in the field and do what we’re prepared to do — deploy in support of the Soldier.”

SOAR deadlinePackages for Air Force ROTC Scholarships for

Outstanding Airmen (SOAR) must be submitted to the Ramstein Education Center not later than Aug. 14. SOAR allows commanders to select outstand-ing active-duty Airmen for an ROTC scholarship. If selected, Airmen will be discharged from active-duty to pursue a commission through AFROTC. The schol-arship pays for annual college tuition and fees up to $18,000, plus a $750 textbook allowance. Selected Airmen may pursue any academic field that leads to their first bachelor’s degree. The length of scholarship is based on the time needed to finish degree work as a full-time student, but Airmen must have at least two years remaining in college. Airmen with prior ser-vice must be commissioned under 31 years of age on Dec. 1 of the year they are commissioned.

The Japanese Garden in Kaiserslautern celebrates its 10th anniversary this year. It opened its doors in April 2000, the same time the state of Rheinland-Pfalz conducted its first state garden fair, the Garden Fair Kaiserslautern. Ever since, both gardens open and close the same day each year.

“The idea of creating a Japanese Garden was born after a delega-tion from Kaiserslautern’s sister city Bunkyo-Ku in Japan had visited our city in 1993,” said Anja Seepe-Breitner, the managing director of the Japanese Garden Kaiserslautern. After finding the perfect area in the center of town in 1996 and found-ing the Japanese Garden Association Kaiserslautern in 1997, the first phase of construction started in 1998.

Kaiserslautern’s Japanese Garden is the biggest in Europe and the first of its kind in Rheinland-Pfalz. On a surface of 13,500 square meters there are ponds, waterfalls, an authentic teahouse, a zen and mountain garden, and stages for performances.

“We were able to keep about 20 percent of the old tree population; some red beeches are more than 120 years old,” Mrs. Seepe-Breitner said. “The garden’s vegetation includes a huge variety of trees, plants and bush-es, which come into blossom at differ-ent times of the year.”

The garden can be experienced

on a circular walk, showing a series of landscape scenes. Character and atmosphere often change during the garden walk and the views are lured by different eye-catchers and details, such as the 200 koi fish in the ponds.

“Water is the key element of the garden’s design,” Mrs. Seepe-Breitner said.

The lower pond is dominated by a waterfall of 10 meters, and the upper pond by the historic tea house.

“We sometimes offer tea ceremo-nies with Japanese tea masters in our tea house,” Mrs. Seepe-Breitner said. The tea house and the Zen garden are both available to the public for medi-tation and yoga sessions as well as wedding ceremonies, which cost a fee of €100 to €150. Wedding parties can have lunch in the outdoor restaurant area across from the tea house.

A circular grass area surrounded by stone steps where the audience can sit on can be used for martial arts and other performances.

“We would love to offer this area for American martial arts clubs. Some of them already enjoyed this area,” Mrs. Seepe-Breitner said.

Daily admission tickets cost €3.50 for adults, €2.50 for students (18 to 25 years old) and €1 for youth (12 to 17 years old). Children under 11 are admitted free.

Customers of the technical works TWK, which owns the TWK sea-son ticket that is also valid for the Kaiserslautern Gartenschau, can get free admission to the Japanese Garden by paying an additional €5

and having it activated at the Gartenschau pay office.

The Japanese Garden is located on Lauterstrasse 18. The entrance is on a side street, Am Abendsberg, next to the Kaiserslautern Kreisverwaltung (County Administration Office). The parking lot behind the Kreisverwaltung (Lauterstrasse 8) is open to the public on weekends.

The public outdoor pool “Waschmühle” in Kaiserslautern starts its swimming season with various events today through Sunday.

Visitors can enjoy concerts and performances as well as special highlights on and near the water. The supporting group Friends of Waschmühle will sponsor the fest in cooperation with the city of Kaiserslautern.

Weekend events will start with a concert by the rock and cover band LammBock from 7 to 11 p.m. today.

Saturday activities will be dominated by the splash diving championships of Rheinland-Pfalz starting at 11 a.m. After the qualification round juniors and elite will show off their skills in a three-meter board contest. Participants can register until 11 a.m. in the facility.

The rock ‘n’ roll band Cooligans will end the day with a performance 8 to 11 p.m.

Sunday will be family and activity day. Highlight will be the final rounds of the splash diving champi-onships between noon and 6 p.m. to be followed by an awarding ceremony for all contests.

Visitors who don’t like it wet, can watch various presentations, musical performances and take part in activities.

From 10 a.m. to noon members of the Model Boat Club will present their hobby. The jazz band Leimsieder will perform on stage 10:30 to 11:30 a.m.

The Kaiserslautern Trend and Fun Sports Club will offer aqua fitness at 3 p.m. A presentation of a new sport called Headis, or head-table tennis, is scheduled from 3 to 4 p.m.

The evening program will start at 6:30 p.m. with Andy the String & Voice of Classic Rock before the day will come to an end with music by Piano Soulbar.

The three-day festival will also offer snake shows, soccer contests, underwater rugby and apnoea (breath-hold) diving.

A special created beach area with sand and palm trees will bring across some vacation feeling and a chill-out corner where cocktails will be served will be available to relax.

Waschmühle swimming pool is open as usual 8 a.m. to 8 p.m. today, Saturday and Sunday.

Gates close one hour after performances are over. Starting at 7 p.m. an admission fee of €2 for the night performances will be charged.

Throughout the day the regular fee of €2 for adults and €1 for students, youth and children has to be paid.

Waschmühle is located on Morlauterer Strasse100, in the northern part of Kaiserslautern. It is known as the biggest one-basin pool in Europe.

The basin has a water surface of 10,000 square meters (about 107.640 square feet) and is 165 meter long (about 528 feet).

Germans observe “Pfingsten,” or Pentecost, Sunday and Monday. The religious fest takes its name from the Greek word “pentekoste,” which means 50th. Christians celebrate Pentecost the 50th day after Easter because they believe that’s when God sent down His Holy Spirit.

After receiving the Holy Spirit, the Apostles started spreading the new Gospel into the world. Because of this, the foundation of church is also celebrated.

In Old Testament times, the fest was celebrated as a harvest fest and in late Judaism, Pentecost commemo-rated the foundation of the Israelites in the Sinai, 50 days after the exodus from under the Egyptian oppression.

Pentecost Monday is considered an official holiday in Germany. Stores, banks and official institutions will be closed.

Some areas in Germany observe specific Pentecostal customs. In Bavaria, people dress in the national cos-tumes of their region, walk in processions to church and pray for a good harvest. In Franconia, horsemen perform the annual Pentecostal ride. Led by priests, they carry church banners and crosses to church.

In the KMC, the towns of Schmalenberg and Schopp stick to some Pentecostal traditions. In Schmalenberg, boys and men cut branches from pines, birches and brooms and create three skirts, which the so-called “Quack” has to wear from his neck down during the

parade through town. He also wears a hat made of thin rods. The Quack figure symbolizes spring. On Sunday afternoon, children go from house to house and col-lect flowers, which they tie to the hat as well. The men spend the night in a barn, watch the green costume and from time to time they walk through town singing the traditional “Quack” song. In Schmalenberg, the parade will take place at 10 a.m. Monday and in Schopp, the Pentecostal ride will take place at 6 a.m. Monday.

The biggest tradition is the historical auction of a billy goat in Deidesheim every Tuesday after Pentecost. According to a document from 1404, residents of Lambrecht, a neighboring town of Deidesheim, had the right to use the Deidesheim forests as pastureland, but people had to pay with a billy goat. The youngest citi-zen had to take the goat to Deidesheim and tie it to the town hall before sunrise the Tuesday after Pentecost. In the late afternoon, the billy goat was put up for auction to fill the town’s cash-box.

Today, it’s the most recently married couple’s job to deliver the goat. Together with the Mayor of Lambrecht and other officials, they will walk to the Deidesheim town hall where they will be met by city council mem-bers, school children and other groups in costume.

The auction takes place from 5:45 to 6 p.m., and the price paid for the goat will reflect the people’s economi-cal situation. In good years, people paid up to €5,000 for the goat. Last year, The Royal Society Mannheim bought the goat for €4,000.
