Members of the 86th Airlift Wing came together in

the Dual Bay Hangar on Ramstein July 31 to welcome their new commander.

Col. Mark Dillon took command of the 86th AW from Brig. Gen. Bill Bender at a ceremony offi ciated by Lt. Gen. Philip Breedlove, 3rd Air Force commander.

“Colonel Dillon is no stranger to teamwork,” General Breedlove said. “I am confi dent he will continue the legacy of teamwork and mission accomplishment which has fl ourished here under his predecessor.”

In his change of command speech, Colonel Dillon thanked General Breedlove for the trust the gener-al has placed in him to lead the 86th AW.

As Airmen, we have taken a solemn vow to serve and protect our nation, and I com-mend you for your service. With that service, however, comes great responsibility and the necessity to make proper choices.

We are confronted every day with choices, both on and off-duty, that can and do impact both the mission and perception by others of our Air Force and Americans in Europe. With that in mind, individuals at every level must relentlessly strive to develop and main-tain an environment defi ned by integrity and accountability, or in other words a “culture of responsibility.”

My role as U.S. Air Forces in Europe com-mander allows me the privilege of witnessing fi rsthand the amazing accomplishments of our team members throughout our area of responsibility – both military and civilian.

I am constantly humbled and inspired by the great things we are accomplishing, including providing forces for global opera-tions, assuring allies and deterring aggres-sion, ensuring strategic access and building partnerships throughout the region.

The recent rescue by USAFE Airmen of a ship crewmember off the Irish coast is a prime example of the fi ne work we do on a daily basis. This complex operation required three airframes, strict discipline and an amazing level of teamwork. Of course, this is just one example of the countless contributions we make in the support of our nation’s defense.

We are performing a serious business in very challenging times. Budget cuts, high optempo and deployments all serve to make our task that much more diffi cult. Clearly, there is little room for error in the perfor-mance of our mission. Poor choices in our personal and professional lives negatively impact that mission and divert the precious little resources we do have away from where they are needed most. The actions of a few can also serve to tarnish the otherwise out-standing record of excellence for which USAFE is known.

Without fail, the stories we read about

Airmen in trouble are entirely preventable and the direct result of a poor decision. Alcohol abuse and illicit drug use, fi tness defi ciencies and failure to follow safety and security guidelines are all examples of behavior that serve to take people off the line and out of the fi ght.

Simple everyday choices may seem insig-nifi cant at the time but often have sig-nifi cant impact to the mission. There have already been 20 mishaps in the command only six weeks into the “101 Critical Days of Summer.”

All of these caused lost duty time, directly

impacted our ability to accomplish the mis-sion, and three of our Airmen also lost their lives.

The impact of these tragic fatalities on families and unit members is enormous. But aside from the harm done by tragic accidents, we have also caused ourselves unnecessary burden through isolated incidents where indi-viduals simply fail to do the right thing.

As an example, USAFE Airmen recently used a thumb drive on an Air Force computer – a deliberate, expedient choice in violation of a strict Department of Defense policy that has been emphasized and in place for months.

By disregarding this known directive, the individuals re-infected our computer systems with a previously eliminated threat and wast-ed valuable time and resources.

I hold your leaders, at every level, account-able for their actions and those of their sub-ordinates. But the real answer is individual responsibility to the mission, our families and fellow Airmen.

I couldn’t be prouder of our USAFE Airmen and the fi ne work we are doing in ensuring freedom’s future; however, we need to continually strive to make responsible choices.

A philosopher has said, “We are what we habitually do.” Let’s focus on doing the right things. Whether it is being a good wingman, adhering to standards or just doing what is appropriate when no one is looking, we must do the right thing. That will ensure a culture of responsibility.

Phase II of KMCC set to openby Tech. Sgt. Michael VossRamstein Public Affairs

Just over a month ago during the Kaiserslautern Military Community Center fi rst stage of open-ing, base offi cials opened the doors of several 86th Services Squadron facilities – Ramstein Inn’s Visitor’s Quarters, Outdoor Recreation, Romano’s Macaroni Grill, Ramstein Tickets and Tours, the Sports Lounge, a Shoppette, the Wasgau German bakery and the “Window to Rheinland Pfalz” information center.

Now fi nal preparations are being made for the phase two opening of the food court, more than 25 permanent and 15 roving concessionaries, the four-plex movie theater and credit unions, sched-uled for Aug. 15. It is no small feat opening a

more than 844,000-square-foot base exchange including shopping, entertainment and dining options. More than 90 workers from electri-cians and contractors to 65 venders and numer-

ous other food service workers have worked for months getting everything ready for their fi rst customers.

“This is the largest AAFES facility in the world. We know it is going to be a destination for customers all throughout Europe,” said Stephanie Burns, KMCC Army and Air Force Exchange Service manager. “We expect a large turnout of patrons excited to see our new shops, and they will not be disappoint-ed.”

The KMCC food court will feature all the amenities Ramstein BX patrons have come to expect as well as a Captain D’s Seafood Kitchen, Manchu

Wok Chinese cuisine, Hofbräu Haus and Johnny Rockets American style restaurant.

“I am truly ecstatic for this day to fi nally come; I have seen the KMCC from the ground breaking to seeing it open,” said Mike Sitrin, KMCC food court manager.

In addition to shops that are currently avail-able at the local exchanges, the facility will host several concept shops including The Body Shop, Swarovski Crystal, SIB featuring Oakley, Polish Pottery, an extended day spa and more.

“More than 100 people will be working here next week,” said KMCC Services’ Business Manager Kim Sanders.

And of course, what many members of the KMC are excited about is the four-plex movie theater.

The theater contains state of the art technology, has the capability to show the same movie on all four screens or four different movies at the same time and includes stadium seating for 500. The fi rst movie, science-fi ction thriller “District 9,” is scheduled to play at 11 a.m. opening day at the new theater.

“There’s not a bad seat in the house,” Mrs. Burns said. “This type of theater is a fi rst for AAFES in Europe.”

“There are so many new things for customers to see when they enter this facility,” Mr. Sitrin said. “I expect a lot of oohs and ahs.”

KMC residents should be aware the last day of operation for the Ramstein concession mall and food court will be August 14. The Hercules, Nightingale and Galaxy Theaters will remain open at this time.

The fi nal phase of opening, which will include the AAFES BX, is projected in late September.

The Ramstein North Community Bank near the base exchange will be permanently closed after Saturday and will re-open in the KMCC on Aug. 15.

The Ramstein south branch of the Community Bank will be available to serve customers from 9 a.m. to 4 p.m. Monday through Aug. 14.

VICENZA, Italy — After almost seven years in the Army, one 21st Theater Sustainment Command Soldier has decided to return to school full time, and she will do it with the Army’s sup-port.

Sgt. Shakisha Lawson, a finance specialist with Echo Detachment, 106th Financial Management Company based in Vicenza, Italy, has been awarded a Green to Gold hip pocket scholarship to attend the University of Tampa where she will earn her bachelor’s degree in psychology and her commission as an officer.

“I decided to do the Green to Gold program because I would like to become an officer and this program allows me to do that and at the same time obtain my bachelor’s degree,” Sergeant Lawson said. “Also, I’ll be stable for three years and I can spend more time with my kids.”

The Green to Gold hip pocket scholarship is different from other Green to Gold options because recipients are nominated by their divi-sion commanders based on the applicant’s poten-tial to serve the Army as a commissioned officer.

“When she told me she wanted to apply, I knew without a doubt that she would be an excellent candidate,” said Capt. Amanda Miller, rear detachment commander, Echo Detachment, 106th Financial Management Company, who rec-ommended her for the program. “From what I had seen of her performance, she stood out as one of the most competent non-commissioned officers I had served with. I knew she would make an excellent officer, and I was very supportive of her decision to apply for Green to Gold.”

In order to apply for the program, Soldiers

must submit an application, be accepted into the Reserve Officer Training Corps program and be accepted into the school they want to attend. They also must complete a checklist, which illustrates their abilities as a scholar, athlete and leader. Some of the things the applicant can do to demonstrate their proficiencies are to be an honor graduate or on the commandant’s list of a non-commissioned officer education school, score 270 or above on the Army Physical Fitness Test with a minimum of 90 points in each event, and be selected as Soldier/NCO of the Quarter or Year at battal-ion level or higher.

For Sergeant Lawson, doing the Green to Gold program means leaving the NCO corps, but it also means using the things she learned as an NCO when she becomes an officer.

“I took pride in taking care of Soldiers as an NCO, but the things that I learned as an NCO will help me become a great officer,” she said.

Although Sergeant Lawson is get-ting ready to start an exciting new part of her life, her unit is a little sad to see her go.

“It has absolutely been a pleasure having Sergeant Lawson in my unit. She is very intelligent and extremely hard working. She is a wonderful per-son to be around and is very profes-sional and personable with both cus-tomers and other members of the Italy Finance Office.

Captain Miller said even though the rear detachment is under-manned and still supporting a full-strength military

community, Sergeant Lawson never complained about working several jobs or always staying late to accomplish the mission.

“She has been an invaluable asset to our finance office, and it is going to be very hard on us when she departs,” Captain Miller said.

Currently, K-9 handlers are recruited from within the MP Corps and given the additional skill iden-tifier of Z6.

Command Sergeant Major Kirkland received a lot of positive feedback on the subject and prom-ised to take that back with him to Fort Leonard Wood and see how it works out. The implemen-tation of military working dogs in support of current operations has proved to be a huge asset to the overall mission and something that many leaders would like to see expanded.

Another topic relating to combat operations that Command Sergeant Major Kirkland focused on with the Soldiers was balancing law and order training and experience with combat training and experience.

One of the biggest missions for military police right now is the Police Transition Teams that are establishing and training local police forces in Iraq and Afghanistan.

“Training indigenous police forces is going to be an enduring mission for the MP Corps,” he said.

That being the case, Command Sergeant Major

Kirkland said he would like to see MPs continue to “work the road” and maintain their law and order skills so that they can train Iraqi and Afghan police forces on more advanced policing techniques as a part of their PTT mission.

Command Sergeant Major Kirkland took feedback from all of the Soldiers and leaders that he spoke with and plans to use the senior leader’s conference in September as a chance to “scrub out” the issues and make plans to move forward with solutions.

After each meeting with the Soldiers of the brigade, Command Sergeant Major Kirkland gave every unit’s senior leaders a chance to present their top Soldiers and talk about their accomplishments within their unit. Command Sergeant Major Kirkland then presented them with his regimental coin and thanked them for their hard work.

Throughout his visit, Command Sergeant Major Kirkland often remarked on the hard work and

demanding duties of the military police Soldiers. During one of his meeting with the troops, he summed up his feelings when he stated that the caliber of military police Soldiers who he sees gives him, “the utmost confidence in the future of this regiment.”

BAMBERG, Germany — Close friends and comrades bid Lt. Col. Ronald E. Pacheco Jr. and his family a fond farewell while welcoming Lt. Col. Christopher S. Luekenga and his family during a change of command ceremony July 24 for 391st Combat Sustainment Support Battalion at the Freedom Fitness Facility.

Lieutenant Colonel Pacheco’s next assignment will be with U.S. Army Europe.

“Changes of command are great opportunities to applaud the tenure of one command team, and to extend a cheerful welcome to the new team,” said Brig. Gen. Jimmie Jaye Wells, command-ing general of the 7th Civil Support Command and the deputy commanding general of the 21st Theater Sustainment Command. “As we lose one outstanding command team, we are fortunate to welcome another to our ranks.”

Under Lieutenant Colonel Pacheco’s three-year tenure, the unit faced many challenges.

From deployments and executing complex missions to moving the organization to Bamberg, Lieutenant Colonel Pacheco led the battalion through thick and thin, Brigadier General Wells said. During his command, the battalion’s person-nel had fluctuated from more than 1,000 person-nel to a mere 26.

“I would like to think that this chapter we’ve completed brings as much honor to the battal-ion as the previous years in its storied lineage,” Lieutenant Colonel Pacheco said. “Sometimes we get so wrapped up in the here and now that we forget these battalion colors flew and Soldiers served under it in the most difficult conflicts of our nation’s history, but I am proud to say that I stood as its commander in combat and that I also served with the ‘Firepower for Landpower’ bat-talion.

“The one true crowning glory that means more than anything else … is my being able to say

that not a single Soldier was seriously wounded or killed during the entire 37 months while they were a part of this battalion,” Lieutenant Colonel Pacheco said.

Lieutenant Colonel Luekenga said he was excited to lead the battalion through a new chap-ter in history and that he and his wife, Amy Luekenga, look forward to forging new relation-ships with members of the community.

“To the Soldiers and civilians of the 21st Theater Sustainment Command, 16th Sustainment Brigade, U.S. Army Garrison Bamberg and the great city of Bamberg, I look forward to serv-ing and forging new relationships with you all,” Lieutenant Colonel Luekenga said. “Amy and I are excited about our new mission and being a

When someone says the words airlift squadron, flight attendants do not automatically come to mind. But here at the 76th Airlift Squadron, flight attendants play an important part of the squadron’s operational support airlift mission.

“Flight attendants put a lot of hard work into their missions,” said Capt. Liz Duca, a 76th AS pilot. “They have to maintain a level of excel-lence, and they do a wonderful job of that here.”

Part of the operational support airlift mission at the 76th includes supporting congressional delegation members, combatant commanders and active-duty distinguished visi-tors from every branch of service by helping them maintain relations between the United States and for-eign counterparts.

This is where pilots and flight attendants from the 76th AS come in. Pilots of the 76th fly distin-guished visitors throughout Europe, the AOR and Africa, getting them to their destinations as efficiently as possible. Flight attendants ensure the safety and comfort of passengers while on board the aircraft.

“Our main job is safety on the aircraft – to egress passengers and make sure they’re safe,” said Staff Sgt. Joe Martin, 76th AS flight atten-dant. “Egress is evacuating people off the aircraft. If the jet crashes, we’re there to open doors and get people off the aircraft as quickly as we can. That’s our main purpose –

safety.”Another aspect of the flight atten-

dants’ job is cooking and providing comfort for the passengers.

“We’re pretty much a first-class service all the way,” Sergeant Martin said.

This first-class service begins with preparations for meal plans. Before each mission, attendants con-tact their passengers’ representatives with a list of menu items to choose from. Once the passenger has cho-sen a meal or meals to their liking, flight attendants buy all the items needed and bring them back to their work center here, also known as the Center of Service Excellence build-ing, to begin food preparations.

“We bring back all the items and store them in our refrigerators and freezers at the CSE,” said Staff Sgt. Bianca Martin. “We’ll wash the veg-etables and marinate any meat the day before. We try to do as much as we can before the flight so there’s less we have to do on the flight. This way we can focus on the pas-sengers.”

The day of the mission, attendants will load all the refrigerated items into coolers and all the frozen items into a container they’ve dubbed the “gray ghost,” as it is a large gray container they put dry ice into. After that is completed, everything is loaded onto the aircraft to be later cooked and served to passengers.

Though it is a lot of work, the job certainly has its rewards.

“The fun part is cooking for those who like to cook. For those that like interaction, it’s serving the pas-sengers and talking with them,”

Sergeant Joe Martin said. “The trav-el is awesome as well. I can’t put it into words. It’s unique because of who we fly and their assignments.

We get to see the world.”To be a flight attendant, Sergeant

Bianca Martin and the 14 other flight attendants assigned to the 76th AS had to go through the Enlisted Aviator Undergraduate Course at Lackland Air Force Base, Texas.

“Our initial training is in Texas; we do a flight program,” said Sergeant Joe Martin, a former F-15 Eagle crew chief. “That’s the first step to make sure we’re capable of being a flyer.”

After the course is complet-ed, they then attend the Flight Attendant Culinary and Egress Training School, also at Lackland, to learn how to cook and prepare food and how to egress people and emergency equipment on the aircraft.

Flight attendants also attend com-bat and water survival training, at Fairchild Air Force Base, Wash. This is also the same survival training all Air Force aircrew members receive. The 76th AS flight attendants aver-age about two missions per month on the squadron’s C-40 and C-20 aircraft, which can last anywhere from three to eight days, Sergeant Joe Martin said.

“I like the schedule and being able to fly and still be at home with fam-ily,” he said. “Also, you don’t know what to expect. Cooking a new dish and flying with DVs you’ve never flown with before is fun. That’s the unique part. We’re face-to-face with passengers, serving and talking to them.”

As part of their operational sup-port airlift mission, 76th AS mem-bers also work hand-in-hand with the 86th Aeromedical Evacuation Squadron, providing evacuation support when needed.

While Ramstein undergoes a constant change with construction, the dorms are also being given a makeover – they’re being torn down and replaced with new facilities.

One of the newest construction projects is the dorm directly across from Mom’s Music and Video store on Mitchell Avenue, which are being torn down and replaced.

The Air Force has developed a master plan that provides the Air Force with a comprehensive planning tool for future building projects, said Karen Leonard, 86th Civil Engineering Squadron director of housing.

“We are tearing down this building so we can reconstruct a newer, better dormitory,” Ms. Leonard said. “A team recently came in and assessed all of the facilities throughout the Kaiserslautern Military Community. The plan is basically to tear down the oldest and worst build-ings that have outlived their life cycle.”

With the plan to tear down structures, there comes a new plan to replace the buildings.

“The new dorms are ‘Dorm 4 Airmen,’” Ms. Leonard said. “Instead of dormitories where residents have to share a bathroom or kitchen, these dorms will have four rooms with their own bathrooms and will share a living and kitchen area.”

The new 128-room dormitory is estimated to be completed in the fall of 2011.

Although new dorms are being built, the older dorms are not forgotten.

“We have what we call Bridge Plan Projects,” Ms. Leonard said. “While we are waiting for the older facilities to be torn down for new ones to be built, we will still put money into the older buildings to keep them in good condition until construction can begin.”

With the concerns from those living in the older dorms, Ramstein leadership has been work-ing hard to address Airmen’s concerns, making better living conditions for the single Airmen who live on base.

“Leadership has set their eyes on making our living conditions better, and it really shows,” said Senior Airmen Joshua Muse, 435th Air Ground Operations Wing knowledge operations manager. “While there is always room for improvement, baby steps are the main priority. We need to start with safety for dormitory residents in the KMC, and then work on the more aesthetically pleasing items – floors, doors and painting.”

Airman Muse said there have already been vast improvements to the overall quality of life for Airmen.

“One of the most notable changes I have noticed is when I step into the Rheinland Inn Dining Facility; the changes there are very nice,” said Airman Muse, who has been living in the dorms for more than three years.

To help information flow, a key resource for the Airmen who live in the dorms is the KMC Installation Dormitory Council. This group helps

get Airmen’s idea to senior leadership throughout the KMC.

“My job as KMC IDC president is to be the connecting piece between the Airmen and leader-ship,” said Airman 1st Class Jenae Brazell, 86th Mission Support Squadron personnelist. “The dorm council allows us, as Airmen, to have a voice and be heard by leadership.”

The dorm council meets once a month, and all dormitory residents are open to come and give their opinions.

“Airmen have ideas, and they just need a venue to put them into action,” Airman Brazell said. “This is the place where they can get ideas and problems they might have out there to be heard.”

Problems like Airman Muse had in his room. “I ran into a problem with mold in my dorm a

couple months ago. I was able to get it resolved fairly quickly by moving into a different dorm room,” he said. “The KMC Installation Dormitory Council was created to help out in a situation like this.”

While many Airmen might not think they are able to make a difference, they are when they speak up about what they want.

“We continue to improve new furnishes, and continue to listen to the Airmen’s ideas. We have had a great change in the last year with the KMC dormitory council, and it has allowed for direct input from Airmen to leadership,” Ms. Leonard said. “We are headed in the right direction.

KMC tears down, renovates dorms

Since late 2005, Ramstein’s Joint Mobility Processing Center has served as the hub for deployment operations originating or terminat-ing here.

Recently, the JMPC facility was demolished, to give way to a new facility – the Installation Deployment Readiness Center.

Although the JMPC, which is run by the 86th Logistics Readiness Squadron and manned with repre-sentatives for several organizations like legal and medical, has served as a model of deployment efficiency for nations throughout Europe, the IDRC, scheduled for completion in December 2010, will include signifi-cant improvements.

Expected to deploy and redeploy more than thousands of military members throughout the KMC, the IDRC will be a key hub for over-seas and stateside deployers. The new $24 million military construc-

tion project will consolidate seven Air Force work centers including: war readiness, the weapons vault, logistics plans, personal readiness, small port operations, support agree-ments, traffic management function and passenger booking.

“The JMPC was the ‘Gateway to the Operation Iraqi Freedom and Operation Enduring Freedom,’ deploying and redeploying up to 8,000 Air Expeditionary Force deployers a year,” said Chief Master Sgt. William Nivison, 86th Logistics Readiness Squadron Deployment and Distribution Flight superinten-dent.

Servicemembers who deployed through the JMPC received mobil-ity bags in one building, weapons in a different building and eventually came back to the JMPC for final processing.

“The way things were in the JMPC, individuals or units deploy-ing needed to make several stops around base in order to get every-thing they need to deploy,” said

Chief Nivison, a 23-year Air Force veteran.

The new facility is going to have all these stops under one roof. Personnel who worked in the JMPC and will work in the IDRC when completed, will have the same mis-sion, process deploying passengers and cargo, ensuring everybody and everything deploying from or rede-ploying to Ramstein is properly pro-cessed, accounted for and configured for air or ground transportation.

The 86th LRS, in conjunction with the Army who ensures move-ment of troops and supplies from their consolidation point on Rhine Ordnance Barracks, will operate out of the IDRC facility. In total, 70 military and civilian employees will operate out of the center, including the United Service Organizations, which will offer amenities to deploy-ing members.

“What used to take us six to eight hours in processing in the JMPC will take under four in the IDRC,” said Senior Master Sgt. Wayne Harker,

86th LRS Deployment Flight super-intendent. “The impact to the indi-vidual deployer of consolidating deployment capabilities is expected to cut processing time by 50 per-cent. It will be significantly faster and more convenient for our cus-tomers.”

The new facility, combined with the teamwork that characterized nor-mal operations at the JMPC, will ensure Ramstein can continue to meet its deployment requirements and support the requirements of other services and NATO partners for years to come.

“Upon completion, the newly constructed IDRC will be more apt to accomplish its mission of ready-ing the force by training, equipping, enabling and maintaining oversight of the entire KMC’s transiting forces and their warfighting assets while providing the means to deploy and recover U.S. and international forces and their weapon systems in sup-port of any contingency operation,” Chief Nivison said.

Airmen from throughout U.S. Air Forces in Europe from as far away as Italy and England participated in a week-long contingency opera-tions training July 27 to 31 on Ramstein.

Participants from a variety of career fields, including civil engineers, services, logistics, medical members and personnelists were among those who took part in the training.

The exercise consisted of five days of class-room training and two days of field training where Airmen had to work together to set up and sustain a base.

“Silver Flag provides core competencies for these Airmen to be able to establish a bare base anywhere in the world,” said Senior Master Sgt. Dean Hardin, 435th Construction Training Squadron command contingency training super-intendent. “Each career field has a function they must complete in order for the base to be a suc-cess.”

With five different AFSCs participating at Silver Flag, it makes it vital for them to work with each other.

“It is an invigorated team environment,” Sergeant Hardin said. “No one AFSC (Air Force specialty code) can stand by itself. These Airmen have to come together out here to succeed, and they do. It is truly amazing to see Airmen who have never met one another work with such cohe-sion to set up a bare base and sustain it.”

The class size can vary between 100 to 200 students, and the curriculum is always changing because of the ever changing deployed environ-ments.

“Here they will learn basic Airmen skills, as well as their own job,” Sergeant Hardin said. “There are attacks, and the Airmen also have to use combat readiness and carry simulated weap-ons.”

The environment represents an example of what these Airmen will be going through down-range.

“Silver Flag is good because it allows us to see and do stuff we would not be able to experience

in our regular job,” said Airman 1st Class Brett Myers, 86th Civil Engineer Squadron engineer-ing assistant. “It is good to know that I will be able to do all the aspects of my job while I am out here that I would not be able to do at my everyday job.”

Although this was Airman Myer’s first time participating in Silver Flag, he recognized the greatest value of the exercise – providing experi-ence.

“I can rest assured I will be able to do my job in a deployed location where you only get one chance to do it,” Airman Myers said. “Experience has been the No. 1 factor at Silver Flag.”

Even though Silver Flag can be tough, it is well worth the hard work, Airman Meyer said.

“All of the career fields should come,” he said. “Not only is it very rewarding, but it is also great

to possess the knowledge you gain.” Though Silver Flag is only a week long, prepa-

ration takes place year-round. “Planning and operations training are some of

the things I do,” said Staff Sgt. Andrew Fowlkes, 435th CTS lead emergency management instruc-tor. “I am also cadre, one of the teachers of the Silver Flag exercise.”

The cadre is a very important piece to the train-ing at Silver Flag.

“It’s about preparation for various situations they might encounter downrange,” Sergeant Fowlkes said. “Whether it is chemical, biologi-cal, radiological and nuclear training or showing them a post attack, we need to show these Airmen what to do so they will be ready. It is important not only for mission success, but it could save their life.”

The Defense Logistics Agency Europe and Africa held a ribbon-cutting ceremony July 24 at its new facilities on Kleber Kaserne in Kaiserslautern.

The ceremony marked the end of a journey that started more than two years ago as prepara-tions began to relocate all DLA elements from the American Arms Office Tower in Wiesbaden to Kleber Kaserne in Kaiserslautern, a distance of approximately 60 miles.

Renovations to the new DLA campus were completed early this year.

The buildings’ interiors were completely gutted then renovated to include new flooring, wiring, heating, ventilation and air conditioning.

The new 35,000-square-foot DLA campus, consisting of five buildings, is now home to DLA-E/A Headquarters, Defense Energy Support Center Europe and Africa, Defense Supply Center Philadelphia - European Region, Defense Reutilization and Marketing Service – Disposal Service Directorate Europe, DLA Enterprise Support – Europe Legal, J6-Europe, Office of Accountability, Document Automation and Production Service and forward presence person-nel.

This new facility houses activities that were previously dispersed throughout the Wiesbaden and Mainz-Kastel communities.

“It was no easy task to coordinate and execute the relocation of more than 200 personnel and their families to our new home at Kleber Kaserne, but as one team, you worked together to achieve 100 percent mission success, without once losing focus on our customers,” said Linda Ward, the DLA Europe and Africa deputy commander, in her speech to almost 200 people who attended the grand opening.

Customers now consist of 140,000 military and government civilians, five flying wings, five combat brigades and three joint task forces, Mrs. Ward said. These customers are also scattered along 31 million square miles encompassing 104 nations and spend more than $6.5 billion in annual sales.

“In placing all of the European field activities in one central location, we are now able to pro-vide our customers with true one-stop shopping for their logistics needs,” Mrs. Ward said. “It has also given our team members the golden opportu-

nity to more fully coordinate our efforts with each other and with our customers.”

Mrs. Ward cited the establishment of a true Joint Logistics Operations Center and Fusion Center and the consolidation of four Local National Works Councils into one as examples of this expanded teaming success.

“It is great to see the DLA folks here as one family,” said Kim Huntley, Defense Energy Support Center director, who added that the synergy the co-location will now provide in support of a central customer base. “We have a huge mission ahead of us. All of you will aid in safely withdrawing our troops and retrograde 685 million tons of material from Iraq and who knows how to do that better than the European Command Theater?”

From 1952 to 1971, 451 American infants who died at birth or shortly after birth at the American military hospital in Landstuhl or at nearby civilian hospitals were buried in the Kaiserslautern main cemetery (Waldfriedhof) adjacent to Daenner Kaserne.

The Kaiserslautern Kindergraves Memorial

Foundation was established in 1986, and its pur-pose is to maintain the memorial site, organize ceremonies in remembrance of the children and be a conduit of information for family inqui-ries. Representatives from the Ramstein Area Chief’s Group and the German-American and International Women’s Club serve as co-chairs

for the foundation. The KINGZ MC is made up of a very diverse group of riders. The group has Army, Air Force, active-duty, Reserve, civilian, American, German, male, female, riders and non riders. The KINGZ are extremely active in Kaiserslautern community events, with the U.S. military as well as with the local German com-munities.

Each year, the club donates money for one U.S. military organization and one German organization. The money they donate comes from the various fundraisers the club sponsors throughout the year. Events such as the Bike and Car Wash, their opening of the Motorcycle Season Party and their closing of the Motorcycle Season Party are what make it possible to give back to local communities.

As she walks into the kitchen, she surveys the items she must create into a meal: two milk fish, a handful of cherry tomatoes, fennel, asparagus and risotto with herbs.

After figuring out her menu, she gathers the extra staple items she needs from the pantry to complement her cuisine, which she must prepare and present within the allotted time – an hour and a half.

As the sound of metal clinking and asparagus sizzling fills the air, she begins to create her dish, filleting the fish just right, slicing vegetables and tasting her spread to make sure the combination of spices and herbs fuse together.

What may sound like an everyday meal selec-tion for dinner was actually the beginning of a cut-throat cooking competition between services Airmen vying for the title of U.S. Air Forces in Europe Top Chef.

One Ramstein food services journeyman found the challenge of the competition to be all part of the joy of cooking. After all, 86th Services Squadron Senior Airman Sheryl Stewart was already a winner, and she just plain loves to cook.

Airman Stewart was named Ramstein’s Top Chief during the base-level competition June 17 and competed alongside eight other USAFE Airmen for the major command title July 31.

Although Airman Stewart has a love for cook-ing now, this was not always the case.

Born in Honduras and raised in New Orleans, Airman Stewart said her mother taught her to cook at the age of 10, but she didn’t really like to cook.

It wasn’t until technical school at Lackland Air Force Base, Texas, that Airman Stewart rec-ognized how much she enjoyed cook-ing.

“I didn’t realize I had a passion for cooking until I went to technical school,” she said. “I real-ized cooking was a lot more fun than I thought. That’s when I figured out, ‘hey, I really like this.’”

Airman Stewart then decided she wanted to attend culinary school. At Beale Air Force Base, Calif., her first duty station, she got her chance.

She found the closest culinary school, which was an hour away from the base, and called the school to begin the application process. After

eight and a half months of school-ing at the Institute of Technology: Culinary Arts Campus in Roseville, Calif., she became a culinary arts specialist.

“I was working full time, cook-ing during the day, and then going to school at night,” she said.

While in culinary school, Airman Stewart said she learned the inner secrets of the kitchen.

“You learn to cook any kind of meat or seafood you could imagine,” she said. “You learn to cut it, cook it and you have to try it. You have to try everything you make.”

This was a little difficult for Airman Stewart at first.

“I stopped eating beef in 2006, so it was a little hard for me to taste the beef, but I did,” she said. “You have to learn how to cook, and part of that is tasting what you create.”

Airman Stewart said she learned how to make food elegant and tasty while in culinary school, something she’s tried to incorporate while work-ing in the military dining facilities.

“Culinary school is more wining and dining than it is in the military as we have to cook in bulk,” she said. “So what I took away from school, besides the techniques, was the fanci-ness of cooking, how to make big piles of chili macaroni so scrumptious it just melts in your mouth.”

During her seven and a half years in the mili-tary, Airman Stewart said her best memo-ry so far has been the people she has worked with.

“I’ve met a lot of really great people,” she said. “I love having fun in the kitchen, so I always find ways to have fun. You meet real-ly good people, who really like to cook. Even if people don’t like to cook, I try to get them to like it at least, to have fun with it.”

One person Airman Stewart met in the kitchen, a for-

mer co-worker from Beale, also competed in the USAFE Top Chef competition.

“She could cook from the start. You could tell she loved cooking and had a passion for it,” said Staff Sgt. Kiana Mobley, 48th Force Support Squadron non-commissioned officer in charge

of services command staff at Royal Air Force Lakenheath, United Kingdom. “She taught me plenty of things about cooking while at Beale. She’s one of those people who’s really great to work with.”

Airman Stewart said she is always cooking whether it’s at work or at home for family and friends. Her favorite food to cook – chicken.

“Anything with chicken is definitely something I love to cook,” she said. “Chicken is definitely something I can cook really easily with. You can add anything to it.”

As for her favorite past time, she loves to watch cooking shows.

“I watched cooking shows religiously in the United States. I watched all of it, but my favorite is Bobby Flay,” she said. “I like him. He sticks to Southwestern food, but he also teaches you other things besides that. So, personally for me it’s Bobby Flay – he’s awesome.”

Even though Airman Stewart did not win the USAFE Top Chef competition, she did place in the top four and is counted among the best in her career field in USAFE.

The military cook said she hopes to one day work in a restaurant as a chef, and cooking is something she will always do.

“I think cooking is the best thing ever,” she said. “It’s definitely a stress reliever for me. My comfort is in the kitchen; I think everyone should try it.”

This summer, children 14 and under will be rushed to emergency rooms nearly 3 million times for serious injuries resulting from motor vehicle accidents, drowning, bike crashes, falls and other hazards, according to recent statistics.

Tragedies peak during the summer months because the days are longer and children are supervised less, have more free time and engage in more outdoor activities.

So, while you and your family relax this sum-mer, ensure you’re not also being relaxed on safety.

Keep your family protected by following these tips from the American Academy of Pediatrics:

Sun ExposureFor babies under 6 months: • To prevent sunburn, avoid sun exposure and

dress infants in lightweight, long pants, long-sleeved shirts and brimmed hats that shade the neck. When adequate clothing and shade are not available, apply a minimal amount of sunscreen with at least a 15 sun protection factor to the face and the back of the hands. If an infant gets sun-burn, apply cold compresses to the affected area.

For younger children:• Apply sunscreen at least 30 minutes before

going outside, and use sunscreen even on cloudy days.

For older children: • The first, and best, line of defense against the

sun is covering up. Wear a hat with a three-inch brim or a bill facing forward, sunglasses and cot-ton clothing.

• Stay in the shade whenever possible, and limit sun exposure during the peak intensity hours (between 10 a.m. and 4 p.m.).

• Use a sunscreen with an SPF of 15 or greater. Be sure to apply enough sunscreen – about 1 ounce per sitting for a young ad

• Re-apply sunscreen every two hours or after swimming or sweating.

• Use extra caution near water, snow and sand as they reflect UV rays and may result in a sun-burn more quickly.

Heat Stress in Exercising Children• The intensity of activities that last 15 minutes

or more should be reduced whenever high heat and humidity reach critical levels.

• At the beginning of a strenuous exercise pro-gram or after traveling to a warmer climate, the intensity and duration of exercise should be lim-ited initially and then gradually increased during a period of 10 to 14 days to accomplish acclima-tization to the heat.

• Practices and games played in the heat should be shortened and more frequent water and hydra-tion breaks should be instituted.

• Before prolonged physical activity, the child should be well-hydrated. During the activity,

periodic drinking should be enforced. For exam-ple, a child weighing 90 pounds should drink 5 ounces of cold tap water or flavored sports drink every 20 and an adolescent weighing 130 pounds should drink 9 ounces.

• Clothing should be light-colored and light-weight and limited to one layer of absorbent material to facilitate evaporation of sweat.

Pool Safety :Install a fence at least four-feet high around

all sides of the pool. The fence should not have openings or protrusions that a young child could use to get over, under or through.

• Make sure pool gates open out from the pool and self-close and self-latch at a height children can’t reach.

• Never leave children alone in or near the pool, even for a moment.

• Keep rescue equipment (a shepherd’s hook – a long pole with a hook on the end – and life pre-server) and a portable telephone near the pool.

• Avoid inflatable swimming aids. They are not a substitute for approved life vests and can give children a false sense of security.

• Children may not be developmentally ready for swim lessons until after their fourth birthday. Swim programs for children under 4 should not be seen as a way to decrease the risk of drown-ing.

• Whenever infants or toddlers are in or around water, an adult should be within arm’s length providing “touch supervision.”

Bug Safety• Don’t use scented soaps, perfumes or hair

sprays on your child. • Avoid areas where insects nest or congregate,

such as stagnant pools of water, uncovered foods and gardens where flowers are in bloom.

• Avoid dressing your child in clothing with bright colors or flowery prints.

• To remove a visible stinger from the skin, gently scrape it off horizontally with a credit card or your fingernail.

• Combination sunscreen and insect repellent products should be avoided because sunscreen needs to be re-applied every two hours, but the insect repellent should not be re-applied.

• Insect repellents containing DEET are most effective against ticks, which can transmit lyme disease, and mosquitoes, which can transmit West Nile Virus and other viruses.

• The current CDC and AAP recommendation for children over 2 months old is to use 30 per-cent DEET. DEET should not be used on children under 2 months of age.

• The concentration of DEET in products may range from less than 10 percent to more than 30 percent. Ten percent DEET only protects for about 30 minutes – inadequate for most outings.

• The concentration of DEET varies signifi-cantly from product to product, so read the label of any product you purchase. Children should

wash off repellents when back indoors.

Playground Safety• The playground should have safety-tested

mats or loose-fill materials (shredded rubber, sand, wood chips or bark) maintained to a depth of at least 9 inches. The protective surface should be installed at least 6 feet (more for swings and slides) in all directions from the equipment.

• Equipment should be carefully maintained. Open hooks or protruding bolt ends can be haz-ardous.

• Make sure children cannot reach any moving parts that might pinch or trap any body part.

• Never attach or allow children to attach ropes, jump ropes, leashes or similar items to play equipment.

• Make sure metal slides are cool to prevent children’s legs from getting burned.

• Parents should never purchase a home tram-poline or allow children to use home trampo-lines.

• Parents should supervise children on play equipment to make sure they are safe.

Bicycle Safety• Do not push your child to ride a two-wheeled

bike until he or she is ready. Consider the child’s coordination and desire to learn to ride. Stick with coaster (foot) brakes until your child is older and more experienced for hand brakes.

• Take your child with you when you shop for the bike so that he or she can try it out. The value of a properly fitting bike far outweighs the value of surprising your child with a new one.

• Buy a bike that is the right size, not one your child has to “grow into.” Oversized bikes are especially dangerous.

• Your child needs to wear a helmet on every bike ride, no matter how short or how close to home. Many accidents happen in driveways, on sidewalks and on bike paths, not just on streets. Children learn best by observing you. Whenever you ride, put on your helmet.

• When purchasing a helmet, look for a label or sticker that says the helmet meets the CPSC safety standard.

• A helmet should be worn so that it is level on the head, not tipped forwards or backwards. The strap should be securely fastened, and you should not be able to move the helmet in any direc-tion. If needed, the helmet’s sizing pads can help improve the fit.

There is a reason why children can’t vote in general elections, enter into legal contracts, drink alcohol or smoke cigarettes; children lack the developmental and cognitive capacity to make rational decisions.

This summer, don’t give children options when it comes to protective measures that can guard them from serious injuries or accidents.

Be a role model and enforcer of good safety practices.

During the camp, the older Scouts had the opportunity to participate in a “Survivor” themed week with events such as canoeing, a ropes course and archery. The younger Daisys and Brownies had a different theme each week, including a swimming day, a day at the zoo, a fi eld day and a day of rock climbing.

Street theater festivalA music and street theater festival with more than 200 disabled and non-disabled artists from Germany, France, Belgium, the Netherlands, Switzerland, Austria, Great-Britain, Romania and Hungary takes place today through Sunday in Kaiserslautern. The organizers, the city and Lebenshilfe (live aid association) of Kaiserslautern will turn the streets into a big open-air stage presenting street the-ater ensembles and music groups. Visitors of the Falkenstein Castle ruins will feel like they are being taken back into the 13th cen-

tury during a medieval festival Saturday and Sunday.

The event will feature a knights camp with knights presenting show fights. A medieval market with about 30 craftsmen and vendors will open at 10 a.m. each day.

There will be blacksmiths, turners, pot-ters, glass blowers, stonemasons and paint-ers showing off their craftsmanship arts. Vendors will also sell merchandise from the middle ages such as clothes, leather items, weapons, jewelry, arts and herbs. For the first time, medieval fashion will be presented at 5 p.m. Saturday and 3:30 p.m. Sunday.

Musicians will play on historical instru-ments and dance groups will perform for audiences. Jugglers will entertain the audi-ence and show off their acrobatic skills. Children can listen to fairy tales, try archery and participate in skill games.

Market activities will start at 10 a.m. Saturday. The official market opening with

the walk-in parade of partici-pants and tapping the first keg of beer will be at 2 p.m.

A tavern play followed with all artists will be held at 8 p.m. followed by a fire show with JoMamaKü. The play will be presented a second time at 7 p.m. Sunday before the mar-ket ends at 8 p.m.

Admission fee for adults is €5. Visitors in medieval cos-tumes and students pay €3. Children shorter than a sword are admitted free.

A free shuttle bus will be available in the Falkensteiner Valley coming from direction Winnweiler and Imsbach.

Falkenstein Castle is north of Imsbach. To get to Falkenstein Castle, take the B-40, pass Sembach and Winnweiler and exit when reading the sign lead-ing the way to Falkenstein.

The biggest airport festival in the Saarland will take place again from Aug. 14 to 16 in the Blumengarten in Bexbach. Bexbach is about 20 minutes west of Kaiserslautern. Aero-Club Bexbach expects more than 1,000 visitors from the Saarland and the neighboring Rheinland-Pfalz. This will be the 50th airport festival the Aero-Club Bexbach has hosted since 1959.

“Don’t only look and admire, but fly with us and experience the flight” is the motto Aero-Club Bexbach President Dr. Karlheinz Pohmer goes by.

Besides different acrobatic maneuvers by dif-

ferent types of airplanes, there will be orientation flights for all ages, information regarding flying, music and entertainment. There will also be a program for the youngest visitors; the magician Paldo will entertain the children with magical tricks. The beginning of the airport festival will be initiated by the traditional open air rock con-cert by the cult band Elliot. This cover band from the Neunkirchen area is one of the most popular live acts in the southwestern part of Germany.

The “Rock am Hangar” will start the open air festival at 8 p.m. Aug. 14.

After dark, the stage will be glowing in roman-tic lights from the hot air balloons on the nearby airfield and will mesmer-ize the visitors while Elliot rocks on until midnight. The actual airport fes-tival will start at 10 a.m. Saturday and Sunday with a focus on flying.

“We would like to show our guests the fascination of flying and, of course, hope that our spark of enthusiasm will leap over to our audience,” Dr. Pohmer said. “Our visitors should experience the joy of flying themselves, therefore, we give them the opportunity to partici-pate in orientation flights and let them experience the area they live in from a bird eye’s view.”

Another highlight of the airport fes-tival will be the acrobatic maneuvers.

Pilots in their motorized planes and gliders will perform acrobatic maneuvers to the sound of music. Pilots will entertain the audience with spectacular loops, rollover, upswings, down-swings and turns. A turn is a very difficult maneuver. The pilot will climbs perpendicular in the sky then, right before it stalls, drop the plane down and recover. The visitors can also admire inverted flights. Smoke on the wingtips will help make the maneuvers more visible to those watch-ing.

The main goal of the airport festival is to recruit new members.

“We would like to show our guests that the dream of flying does not have to stay a dream, it can become a reality,” Dr. Pohmer said. “Flying, especially soaring, is a great sport and an adven-ture for all ages. As a matter of fact, it is more affordable than a lot of other sports or leisure activities. After all, a pilot license for soaring costs less than a European driving license.”

To get to the airport festival, take the A6 from Kaiserslautern toward Paris and get off at exit No. 9 (Homburg/Bexbach). Turn right and drive about 1.6 miles toward the Stadtmitte. Follow the signs toward the Blumengarten/Grubenmuseum/Limbach. There is a six-story observation tower at the Blumengarten. Turn right after the tower and follow the road to the end. The airport is behind the Blumengarten and camping area.

People frequenting Ramstein’s Northside Gym might occasionally notice a group of individuals walking on their hands, throwing around medi-cine balls and performing other seemingly odd workouts at all hours of the day. Those people are part of a growing group of Ramstein athletes who subscribe to a workout program called CrossFit.

The program is a strength and conditioning program developed by Greg Glassman in the 1980s and is specifically aimed at law enforce-ment and military personnel. Since then, CrossFit has grown in popularity and is practiced all over the world.

“CrossFit is, in my opinion, the best program out there for total fitness,” said Tech. Sgt. Brian Bowen, a foreign terminal instrument procedures specialist at U.S. Air Forces in Europe headquar-ters on Ramstein.

The program is not sport-specific and promotes broad and general overall physical fitness with a focus on cardiovascular and respiratory endur-ance, stamina, strength, flexibility, power, speed, agility, balance, coordination and accuracy.

“If I’m downrange and bullets are flying over my head, and I have to pick up and drag my buddy a few hundred yards to safety with 50 pounds of gear on my back, I want to be able to do that,” Sergeant Bowen said. “I don’t want to look back and think I could not overcome that physical challenge. CrossFit is unique in the aspect that it was developed for that specific purpose.”

The sergeant said the training is very intense and some might feel intimidated when they first try the program, but he maintains that individuals do not have to be a super athlete to participate.

The workouts are scalable according to the individual’s level of experience, strength and stamina. He also pointed out that the Ramstein CrossFit group includes Airmen, Soldiers, teach-ers, spouses and even grandmothers.

“A lot of people want to come in and hit the workout just as is was prescribed with the intensity of people who have been doing it for a while,” Sergeant Bowen said. “That’s not the

way it should be done. We leave our egos at the door, because if you don’t, it’ll soon be crushed by some of these workouts.”

He emphasized that the initial focus is to learn the mechanics of the various movements. Once athletes can perform the movements with good form they then move on to consistency.

“We want those functional movements devel-oped through time, patience and training,” he said.

Once the form and consistency have been mas-tered, the focus changes to intensity.

“Now that you have the movements down and that you can do them correctly and consistently, let me see 50 of those as fast as you can do it,” he said. “You are not going to get there over night; however, if you stick to our workout regimen for four to six weeks, you are going to see results.”

To help athletes learn the movements, the Ramstein CrossFit group has more than 10 cer-

tified trainers who are available to teach any-one from beginners to more advanced athletes. CrossFit athletes train three days on and one day off, and each day has a different workout routine known as a workout of the day. The program’s weightlifting component includes complex, com-pound movements with heavy loads. CrossFit also uses kettle bells, gymnastics rings, pull-up bars and many calisthenics exercises.

The Ramstein “crossfitters” are very motivated about the CrossFit program and are excited about the results.

“I’ve been doing CrossFit since February,” said Heather Wilkinson, a Ramstein High School teacher. “I was very skeptical when I first started, but I am now addicted. I couldn’t run at all when I first started, and now I run 5Ks and my time has gotten below 30 minutes. I can do push-ups and pull-ups, which I could never do before.”

Some athletes say the program has helped them with their PT scores. Angela Wagner, who recently separated from the Army, said she only started CrossFit in December but has managed to score maximum points in all categories of her last Army PT test - something she had not accom-plished since college.

Senior Airman Daniel Dutcavich, a mental health technician with the 86th Medical Operations Squadron, said PT tests are no problem anymore and he scores “easy” hundreds every time now.

“I met Sergeant Bowen at a Total Fit training seminar and he told me about this (CrossFit), so I tried it out one time and I’ve been hooked ever since,” Airman Dutcavich said. “You stop think-ing about working out so much and you just come out here and try to beat your own time and to beat your friends. So it just becomes a competitive sport more than actually working out. You look forward to doing it.”
