Technical Education and Vocational Training Authority (TEVTA) invites proposals for the

appointment of Chartered Accountant firm for the external audit of TEVTA from "A" category

Chartered Accountant firms for the financial year 2017-18 The appointment of auditor will be

for one year with the provision of extension for up to two years subject to the approval of

Authority. Thc firm who had conducted recent 3 consecutive external audits of TEVTA would

not be elisible for selection.

2. Scope of Work

The selected firm will conduct external audit of TEVTA Secretariat, Offices and Institutions /

Centres. The audit of Offices and Institutions / Centres will be conducted at site. Further, Stock

taking of Assets will be canied out on 30'n June 2018 will be conducted by the Chartered

Accountant firm.

3. List of Offices and institutes

District wise list of Institutes and Offices is attached at Annex "A" and "B"

4. Submission of Prooosal

The engagement will be made under Single Stage two envelop procedure with Quality and Cost

based selection method in accordance with Rule 45(3) of Punjab Proourement Rules 2014. The

interested Chartered Accountant firms shall submit a single envelop consisting of two separate

envelops, containing separately the financial and the technical proposals. The envelops shall be

marked as Financial Proposal and Technical Proposal. At first, Technical Proposals will be

opened and evaluated as per evaluation criteria mentioned at Sr. # 7 of RFP. The financial

proposals of only technically qualified firms will be opened. Joint proposals will not be

accepted.

5. Initial Screening:

Following documents / certificates are the pre-requisites and will be used for initial sffeening. Only than

Chartered Accountant firms will go in the next stage who fulfil all the below requirements of initial

screening:

i. The firm must be "A" ranking firm as per State Bank ofPakistan

ii. The firm must have affiliation with some large and renowned foreign audit firm

iii. Declaration regarding non-black listing / delisring

iv. Satisfactory QCR Rating of ICAP (Evidence must be attached)

vi. Firm must have at least 3 partners with minimum 5 years' experience (evidences must be

6 TechnicalEvaluation:

1'echnical proposal ofthe firms must include the following along with supporting evidences:

i. Number of qualified Staffof the lirm(CVs ofqualified staffof the firm must be anached.)

ii. Number of Audit Staff of the firm

(List of audit staff showing name, qualification & ICAP registration of audit staff, must

be attached.)

iii. Last 5 years' experience of External Audit of Govt. / Semi Govt. Organization /

Authority / Commercial Banks

iv. Last 5 years experience of External audit of Educational institutions

v. Financial Statements of the firm signed by two partners of the firm for the year ended

30th June, 2018 must be attached. Financial worth marks will be awarded as per financialstatements ofthe firm for the year ended 30* June, 2018.

1'he firm fulfilling all requirements of initial screening will be technically evaluated as per Evaluation

criteria mentioned at Sr. # 7 ofRFP. Minimum score for technical qualification is 70.

8. Financial Proposal

The financial proposals of only technically qualified Chartered Accountant firms will be opened.

The audit firm getting maximum marks on 80-20 weight age (80% for technical and 20o/o for

financial) will be selected as auditor of TEVTA. The Financial proposal should separately

mention Audit fee and out of pocket expenditures in Pak Rupees in numeric form (in definite

amount rather than references) including all taxes. The financial proposals of technically

unoualified firms will be returned unopened.

Note : The Audit Report will inolude an opinion in accordance with the financial reporting

provisions ofThe Punjab Technical Education and Vocational Training Authority Act 2010 (the

Act) , The Punjab Technical Education and vocational Training Authority Rules 20ll and

regulations issued under the Act.

10. Time Frame for Completion of Audit

Time frame for the completion ofaudit is 90 days from the issuance ofengagement letter issued

by Authority.

'l'he proposal and fee (including Out of Pocket Expenses) shall remain valid for a period of 90

days from the closing date ofthe submission of the proposal. In case of reappointment ofCA

firm as aforementioned, the fee will be same as proposed in first year, however, only inflation

factor may be incorporated as approved by the TEVTA Board.

12. CurrencY

l'he financial proposal shall be quoted in Pakistan Rupees in definite amount rather than

references.

13. Taxes

The Financial Proposal must include alt applicable taxes as per law. TEVTA shall deduct tax at

the rate prescribed under the taxation laws in vogue , from all payments for services rendered by

the successful firm.

14. Acceptance ofPronosals

TEVTA reserves the right not to accept any proposal or to annul the bidding process as per

Puniab Procurement Rules 2014.
