1 Mục đích PurposeTiêu chuẩn Oeko-Tex(R) 100 là tài liệu qui định, dohiệp hội quốc tế về nghiên cứu và kiểm nghiệm tronglãnh vực dệt may sinh thái (Oeko-Tex(R)) xuất bản,bao gồm các viện kiểm nghiệm được nêu ra trongdanh sách đính kèm số 1.

Oeko-Tex® Standard 100 is a normative document,published by the International Association for Re-search and Testing in the field of Textile Ecology (OE-KO-TEX®) to which the institutes listed in AppendixNo. 1 belong to.

Tiêu chuẩn này xác định các điều kiện chung và cụthể trong việc cho phép dùng nhãn hiệu Oeko-Tex (R)trên hàng dệt may, như được ghi rõ trong tài liệu đínhkèm số 2

This Standard specifies the general and special con-ditions for granting authorisation to mark textiles withthe Oeko-Tex® Standard 100 mark as shown in Ap-pendix No. 2.

2 Áp dụng ApplicabilityTiêu chuẩn này được áp dụng cho các sản phẩm dệtmay và da thuộc cũng như bao gồm các nguyên phụliệu, dệt may và không dệt may, dùng trong các côngđoạn của qui trình sản xuất.

This standard is applicable for textile and leatherproducts and articles of all levels of production, in-cluding textile and non-textile accessories.

Tiêu chuẩn này cũng áp dụng cho các loại nệm, lôngchim lông vũ, xốp, thảm bọc và các chất liệu khác cóđặc tính tương tự

This standard is also applicable to mattresses, feath-ers and downs, foams, upholstery and other materialswith similar characteristics

Tiêu chuẩn này không áp dụng cho các loại hóachất , trợ chất và thuốc nhuộm.

This standard is not applicable for chemicals, auxilia-ries and dyes.

3 Từ ngữ và định nghĩa Terms and definitions

3.1 Các chất có hại Harmful substances

Các chất có hại trong nội dụng của tiêu chuẩn này làđề cập đến việc các chất độc hại có thể hiện hữutrong sản phẩm dệt may hoặc các phụ liệu và vượtquá mức qui định, hoặc hình thành trong quá trình sửdụng bình thường và vượt quá mức qui định, và cóthể có tác hại đến con người trong điều kiện sử dụngbình thường theo qui định và có thể gây tổn hại chosức khoẻ theo kiến thức khoa học ngày nay.

Harmful substances within the context of this standardrefer to substances which may be present in a textileproduct or accessory and exceed a maximum amountor which evolve during normal and prescribed useand exceed a maximum amount, and which may havesome kind of effect on people during normal and pre-scribed use and may, according to current scientificknowledge, be injurious to human health.

Tiêu chuẩn Oeko-Tex® 100 "Niềm tin đối với sảnphẩm sợi - Đã kiểm tra chất độc hại theo tiêu chuẩnOeko-Tex® 100, dùng áp dụng lên sản phẩm maymặc hoặc phụ liệu, khi sản phẩm đáp ứng được cácđiều kiện chung và cụ thể trong việc cấp phép và khiviệc áp dụng nhãn này được cho phép bởi một việnkiểm nghiệm hoặc một cơ quan cấp chứng chỉ có đủthẩm quyền (theo bảng đính kèm 1) thuộc hiệp hộiquốc tế về nghiên cứu và kiểm nghiệm trong lãnh vựcdệt may sinh thái (Oeko-Tex®)

The Oeko-Tex® Standard 100 mark "Confidence inTextiles - Tested for harmful substances according toOeko-Tex® Standard 100" refers to marking whichmay be applied to a textile product or to an accessoryif the general and special conditions for granting au-thorisation are fulfilled and if authorisation to use thismark on a product has been granted by an institute oran authorised certification agency (Appendix 1) be-longing to the International Association for Researchand Testing in the field of Textile Ecology (Oeko-Tex®).

The mark "Confidence in Textiles - Tested for harmfulsubstances according to Oeko-Tex® Standard 100"states that the marked product fulfils the conditionsspecified in this standard, and that the product and itsconformity test, as specified in this standard, are un-der the supervision of an institute belonging to the In-ternational Association for Research and Testing inthe field of Textile Ecology (Oeko-Tex®).



Nhãn hiệu "Niềm tin đối với sản phẩm sợi - Đã kiểmtra chất độc hại theo tiêu chuẩn Oeko-Tex 100" khôngphải là nhãn hiệu về chất lượng. Nhãn hiệu chỉ liệnquan đến sản phẩm như sản xuất và không nói gì vềcác đặc tính của sản phẩm thí dụ như phù hợp chosử dụng, phản ứng trong quá trình làm sạch, tácđộng sinh lý liên quan đến quần áo, các đặc tính liệnquan đến việc sử dụng trong các toà nhà, điều kiệncháy vân vân .. Ngoài ra nhãn hiệu không công bốbất cứ việc gì liên quan đến chất lượng hoặc các yếutố hợp pháp như độ an toàn của sản phẩm hoặc cácđặc tính khác như (kết cấu, dây, hệ thống dâyđiện ...)

The mark "Confidence in Textiles - Tested for harmfulsubstances according to Oeko-Tex® Standard 100" isnot a quality label. The mark relates only to the as-produced state of the textile and says nothing aboutother properties of the product such as e.g. fitness foruse, reaction to cleaning processes, physiological be-haviour in respect of clothing, properties relating touse in buildings, burning behaviour etc. Furthermorethe mark does not declare anything regarding otherquality or legal aspects, such as product safety, andother characteristics (construction, cords, electricalwiring …).

Nhãn hiệu cũng không công bố bất cứ việc gì liênquan đến các chất độc hại ảnh hưởng đến các mẫuđơn lẻ có mang nhãn hiệu, bị hư hại trong quá trìnhvận chuyển hoặc trữ kho (và qua quá trình tẩy rửasau đó), lây nhiễm từ việc đóng gói, chỉnh sửa thêmbớt nhằm mục đích quảng cáo bán hàng (thí dụ nhưtẩm dầu thơm) và các biện pháp trưng bày không phùhợp (thí dụ như việc trưng bày ngoài trời).

The mark does not declare anything about harmfulsubstances affecting single specimens of the markedtextile as a result of damage during transportation orstoring (and improper cleaning procedures thereafter),contamination caused by packaging, manipulation forsales promotion (e.g. perfuming) and inadequatesales display (e.g. outdoor presentation).

Tương xứng với tầm quan trọng, nhãn hiệu "Niềm tinđối với sản phẩm sợi - Đã được kiểm tra chất độc hạitheo tiêu chuẩn Oeko-Tex® 100" được bảo vệ nhưmột thương hiệu. Trên bình diện quốc tế, đã cónhững ứng dụng hoặc những đăng ký nhãn hiệu nàylà một thương hiệu. Để nhấn mạnh việc bảo vệ theoluật pháp không chỉ đối với nhãn, mà còn đối với cácthành phần chi tiết trong nhãn (thí dụ như quả cầu) vàtừ Oekotex, Oeko-tex®, hoặc OEKO-TEX®, nên cácchi tiết này cũng được đăng ký bảo hộ như cácthương hiệu riêng biệt.

In line with its importance the sign „Confidence inTextiles – Tested for harmful substances according toOeko-Tex® Standard 100“ is protected comprehen-sively as a trademark. On a worldwide basis there areapplications or registrations of the label as a trade-mark. To strengthen its legal protection not only thelabel as such, but also various device elements (e.g.the globe device element) and the words Oekotex,Oeko-tex®, or OEKO-TEX® are registered as sepa-rate trademarks.

3.3 Nhà sản xuất Manufacturer

Nhà sản xuất các sản phẩm dệt may và/hoặc các phụliệu trong ngành dệt may là công ty sản xuất sảnphẩm hoặc công ty mà sản phẩm được sản xuất theoyêu cầu của họ.

The manufacturer of a textile product and/or of acces-sories for the textile product is the company producingthe product or the company on behalf of which theproduct is being manufactured.

3.4 Nhà cung cấp Distributor

Nhà cung cấp các sản phẩm dệt may và/hoặc cácphụ liệu cho ngành dệt may là các công ty bán sỉ sảnphẩm hoặc các công ty bán lẻ (các cửa hàng, bán vàgởi hàng theo catalogue.

The distributor of a textile product and/or of accesso-ries for the textile product refers to the company sell-ing the product as wholesale dealer or retailer (de-partment stores, mail-order houses, etc.).

3.5 Mô tả sản phẩm Designation of product

Việc đặt tên cho một sản phẩm , mô tả sản phẩm làmột tên nhà sản xuất hoặc nhà phân phối dùng đểxác định sản phẩm.

The designation of the product is the name given bythe manufacturer or distributor on his labelling of theproduct.

3.6 Nhóm sản phẩm Article group

Nhóm sản phẩm cơ bản là một tổ hợp bao gồm nhiềusản phẩm thành một nhóm và có thể có chung mộtchứng chỉ. Thí dụ:

An article group is basically a combination of severalarticles in a group which may be covered in the samecertificate, e.g.

• Hàng dệt may chỉ khác nhau về lý tính, được làmtừ các chất liệu được xác định rõ ràng.

• Textiles with physical differences only, made fromwell defined basic materials

• Sản phẩm được phố hợp qua lý tính từ các sảnphẩm đã có chứng chỉ rồi.

• Articles which are physically composed of certifiedproducts only



• Hàng dệt may đã hoàn tất từ các chất liệu cùng loại( thí dụ như các loại làm từ sợi cellulose, hỗn hợptừ sợi PES và CO, từ các dòng sợi nhân tạo, vânvân.)

• Finished textiles from the same kind of fibre materi-al (for example those made from cellulosic fibres,mixtures of PES and CO, of synthetic fibres, etc.)

3.7 Hạng cấp sản phẩm Product classes

Hạng, cấp độ sản phẩm trong phạm vi tiêu chuẩn nàylà một nhóm bao gồm nhiều sản phẩm được phânloại theo ứng dụng của chúng (trong tương lai). Ởcác hạng, cấp độ khác nhau không chỉ có các sảnphẩm đã hoàn tất mới có thể được cấp chứng chỉ, màcho cả các thành phần trong mọi công đoạn của quátrình sản xuất (tơ, sợi vải) và các phụ liệu. Hạng, cấpđộ sản phẩm, nhìn chung sẽ khác nhau ở các yêucầu mà các sản phẩm cần đạt được cũng như quacác phương pháp kiểm nghiệm.

A product class in the context of this standard is agroup of different articles categorised according totheir (future) utilisation. In the different productclasses not only may finished articles be certified butalso their components at all stages of manufacture (fi-bres, yarns, fabrics) and accessories. The productclasses differ generally in the requirements that theproducts have to fulfil and by the test methods ap-plied.

3.7.1 Sản phẩm cho trẻ sơ sinh (Sản phẩm cấpI)

Products for babies (Product Class I)

Sản phẩm cho trẻ sơ sinh trong phạm vi của tiêuchuẩn này là tất cả mọi sản phẩm , từ nguyên liệu cơbản và các phụ liệu dùng để sản xuất sản phẩm chotrẻ sơ sinh và trẻ em đến 36 tháng tuổi, ngoại trừquần áo làm từ da thuộc.

Products for babies in the context of this standard areall articles, basic materials and accessories, whichare provided for the production of articles for babiesand children up to the age of 36 months with the ex-ception of leather clothing.

3.7.2 Sản phẩm va chạm trực tiếp đến da người( Sản phẩm cấp II)

Products with direct contact to skin (Product Class II)

Sản phẩm va chạm trực tiếp đến da là các sản phẩmmà khi mặc phần nhiều diện tích của sản phẩm sẽchạm trực tiếp với da người mặc (thí dụ áo cánh, áosơ mi, đồ mặc lót, nệm, đệm, vân vân ...)

Articles with direct contact to skin are those, whichare worn with a large part of their surface in directcontact with the skin (e.g. blouses, shirts, underwear,matressses etc.).

3.7.3 Sản phẩm không va chạm trực tiếp đếnda(Sản phẩm cấp III)

Products without direct contact to skin (Product ClassIII)

Sản phẩm không va chạm trực tiếp đến da là các sảnphẩm mà khi mặc chỉ có một phần diện tích tiếp xúctrực tiếp đến da (thí dụ như các chất liệu lót, vânvân ...)

Articles without direct contact to skin are those, whichare worn with only a little part of their surface in directcontact with the skin (e.g. stuffings, etc.)

3.7.4 Vật liệu dùng trang trí(Sản phẩm cấp IV) Decoration material (Product Class IV)

Vật liệu dùng trang trí trong phảm vi tiêu chuẩn này làcác sản phẩm bao gôm các nguyên và phụ liệu dùngvới mục đích trang trí như khăn bàn, màn che tường,vải dùng trong nhà, rèm, màn cửa, vải bọc đệm, cácsản phẩm trải nền nhà.

Decoration material in the context of this standard areall articles including initial products and accessorieswhich are used for decoration such as table cloths,wall coverings, furnishing fabrics and curtains, uphols-tery fabrics, and floor coverings.

3.8 Các sản phẩm hóa chất có hoạt tính Active chemical products

Các sản phẩm hóa chất có hoạt tính trong phạm vitiêu chuẩn này là tất cả các chất được điều chế vàđưa lên sợi hoặc lên sản phẩm trong các qui trình sảnxuất tiếp theo. Các yêu cầu đặc biệt đối với các loạisản phẩm này được xác định trong các định nghĩasau đây.

Active chemical products in the context of this stand-ard are all preparations that are incorporated into thefibre material or are applied in a later processing stepto the textile product. Special requirements for the useof this kind of products exist for following definitions.

3.8.1 Sản phẩm có hoạt tính sinh học Biological active products

Sản phẩm có hoạt tính sinh học trong phạm vi tiêuchuẩn này là các loại sản phẩm hóa chất có hoạt tínhđược dùng nhằm mục đích tiêu diệt, ngăn chặn, làm

3.8.2 Sản phẩm chống cháy, làm chậm cháy Flame retardant products

Sản phẩm chống cháy, làm chậm cháy trong phạm vitiêu chuẩn này là các loại hóa chất có hoạt tính, đượcdùng với mục đích làm giảm sự bốc lửa và/ hoặc đặctính dễ cháy.

Flame retardant products in context of this standardare those active chemical products that are used withthe intention to reduce the flammability and/or com-bustibility.

4 Các điều kiện Conditions

4.1 Các yêu cầu riêng biệt với sản phẩm Product specific requirements

Thêm vào các điều kiện chung cho việc xin cấpchứng chỉ theo tiêu chuẩn Oeko-Tex(R) 100, còn cócác yêu cầu riêng biệt đối với sản phản được xácđịnh trong phụ lục 4 và cần phải được đáp ứng đốivới từng thành phần. Cách làm này cũng có giá trịcho các sản phẩm không đặc trưng là hàng dệt may,như bàn ghế, nôi, xe trẻ em, giường ngủ, vân vân ..

In addition to the general requirements for certificationaccording to Oeko-Tex® Standard 100, the productspecific requirements, given in Appendix 4, have to befulfilled by each component. This approach is alsovalid for untypical textile products such as furniture,cradles, pushchairs, beds, and so on.

Một thỏa thuận tạm thời có giá trị đến ngày 1 tháng 4năm 2015 dành cho các yêu cầu mới hoặc nghiêmngặt hơn.

For new or more severe requirements an interim ar-rangement is valid until 1 st of April 2015.

4.2 Các yêu cầu liên quan đến việc sử dụngcác sản phẩm có hoạt tính sinh học

Requirements regarding the use of biological activeproducts

Khi dùng các sản phẩm có hoạt tính sinh học, nênphân biệt chất liệu sợi có tẩm chất hoạt tính sinh họcvà việc xử lý sản phẩm dệt may với chất này trongcác công đoạn sản xuất tiếp theo.

When using biological active products it is distinguish-ed between fibre materials where the biological activeagents are incorporated into the fibres and a treat-ment of textiles with biological active products in a lat-er processing step.

4.2.1 Chất liệu tơ sợi có hoạt tính sinh học. Fibre materials with biological active properties

Chất liệu tơ sợi có hoạt tính sinh học được chấp nhậntrong việc cấp chứng theo tiêu chuẩn Oeko-Tex® 100,khi qua đánh giá bởi Oeko-Tex®, xác định là các loạitơ sợi này có thể được sử dụng không hạn chế trongphạm vi con người và môi trường.

Fibre materials with biological active properties areaccepted for a certification according to Oeko-Tex®

Standard 100 when an assessment by Oeko-Tex® re-veals, that these fibres may be used from a human-ecological point of view without any restrictions.

4.2.2 Hoàn tất với các sản phẩm có hoạt tínhsinh học

Finish with biological active products

Hoàn tất sản phẩm với các chất có hoạt tính sinh họcsẽ được chấp nhận trong việc cấp chứng chỉ theo tiêuchuẩn Oeko-Tex(R) 100 khi qua đánh giá xuyên suốtbởi Oeko-Tex nêu rõ, trong phạm vi con người và môitrường, sản phẩm đã được thực hiện theo giới thiệucủa nhà sản xuất ra sản phẩm là không có tác hại đốivới sức khỏe con người.

Finishes with biological active products are acceptedwithin a certification according to Oeko-Tex® Stand-ard 100 when a thorough assessment by Oeko-Tex®

from a human-ecological point of view has shown thatthe finish carried out according to the recommenda-tions of the manufacturer of the product are harmlessto the human health.

4.3 Các yêu cầu đối với việc sự dụng sảnphẩm chống cháy, làm chậm cháy

Requirements regarding the use of flame retardantproducts

Khi sử dụng sản phẩm chống cháy, làm chậm cháy,nên phân biệt giữa loại tơ sợi đã được trang bị đặctính chống cháy ngay từ công đoạn xe sơi(copolymer, phụ gia) và sản phậm được xử lý vớichất chống cháy trong các công đoạn sản xuất tiếptheo.

When using flame retardant products it is distinguish-ed between fibre materials which receive the flame re-tardant properties in the spinning mass already (co-polymers, additives) and a finish with flame retardantproducts in a later processing step.



4.3.1 Chất liệu tơ sợi có đặc tính chống cháy,chậm cháy

Fibre materials with flame retardant properties

Vật liệu sợi với đặc tính chậm cháy được chấp nhậncấp chứng chỉ theo tiêu chuẩn Oeko-Tex® 100 chocác nhóm sản phẩm từ I-IV , khi báo cáo đánh giácủa Oeko-Tex® xác nhận rằng, đứng từ quan điểmsinh thái học các loại sợi này có thể được sử dụngkhông có bất cứ một hạn chế nào.

Fibre materials with flame retardant properties are ac-cepted for a certification according to Oeko-Tex®

Standard 100, product classes I to IV, when an as-sessment by Oeko-Tex® reveals, that these fibresmay be used from a human-ecological point of viewwithout any restrictions.

4.3.2 Sản phẩm được xử lý hoàn tất với chấtchống cháy, làm chậm cháy

Finish with flame retardant products

Hoàn tất sản phẩm với các chất chống cháy, làmchậm cháy sẽ được chấp nhận trong việc cấp chứngchỉ theo tiêu chuẩn Oeko-Tex® 100, sản phẩm cấp I -IV, khi qua đánh giá xuyên suốt bởi Oeko-Tex® nêurõ, trong phạm vi con người và môi trường, sản phẩmđã được thực hiện theo giới thiệu của nhà sản xuấtsản phẩm là không có tác hại đối với sức khỏe conngười.

Finishes with flame retardant products are acceptedwithin a certification according to Oeko-Tex® Stand-ard 100, product classes I to IV, when a thorough as-sessment by Oeko-Tex® from a human-ecologicalpoint of view has shown that the finish carried out ac-cording to the recommendations of the manufacturerof the product are harmless to the human health.

4.4 Đơn xin Application

Việc xin cấp phép dùng nhãn hiệu tiêu chuẩn Oeko-Tex® 100 phải được điền vào đơn tương xứng và gởiđến viện kiểm nghiệm hoặc cơ quan cấp chứng chỉthuộc hiệp hội quốc tế về nghiên cứu và kiểm nghiệmtrong lãnh vực dệt may sinh thái (Oeko-Tex®). (Xemphụ lục 1)

The application for the granting of authorisation to usethe Oeko-Tex® Standard 100 mark has to be made inwriting on the respective application form to an insti-tute or a certification agency of the International Asso-ciation for Research and Testing in the field of TextileEcology (Oeko-Tex®). (See Appendix 1).

4.5 Sản phẩm mẫu Sample material

Nhằm mục đích kiểm nghiệm và tham khảo, ngườilàm đơn cần phải cung cấp đầy đủ mẫu có tính cáchđại diện cho các sản phẩm xin cấp chứng chỉ. Việcnày cũng áp dụng cho trường hợp xin gia hạn chứngchỉ.

For test purposes and as a reference the applicantshould provide a sufficient and representative sampleof the product submitted for certification. This is alsothe case for an application for renewal of the certifi-cate.

Xin chú ý hướng dẫn cách đóng gói (xem phụ lục 3) The packing instruction should be observed (see Ap-pendix 3).

4.6 Công bố sự phù hợp Declaration of commitment

Bảng công bố sự phù hợp và đơn xin của người làmđơn cần phải được ký xác nhận và phải có các điểmsau đây:

The applicant's declaration of commitment togetherwith the application form are to be duly signed andmust contain the following points:

• Chịu trách nhiệm cho những chi tiết nêu ra trongđơn xin

• Liability for the details specified in the application.

• Có trách nhiệm thông báo cho đơn vị cấp chứng vềmọi thay đổi liên quan đến nguyên liệu thô, qui trìnhkỹ thuất và các công thức.

• Commitment to notify the body, who granted theauthorisation to use the mark, of any alteration re-garding raw materials, technical procedures andrecipes.

• Cam kết bảo đảm sẽ không gắn nhãn hiệu lên trênsản phẩm khi chứng chỉ đã hết hạn hoặc đã bị thâuhồi

• Commitment to ensure that no further marking ofthe product takes place after the expiration or with-drawal of the authorisation to use the mark.

4.7 Kiểm nghiệm Testing

Mẫu dùng kiểm, do người làm đơn cung cấp được lấytừ xưởng sản xuất, sẽ do viện kiểm nghiệm kiểm.Cách và phạm vi kiểm sẽ do viện kiểm nghiệm quyếtđịnh và tùy thuộc vào loại sản phẩm cũng như cácthông tin về sản phẩm, do người làm đơn cung cấp.

The sample material provided by the applicant, andlikewise specimens taken at the place of manufacture,are tested by the institute concerned. Type and scopeof testing are determined by the institute and dependon the type of product and on the information aboutthe product, provided by the applicant.



Các mẫu kiểm, có mùi lạ so với sản phẩm, cho biếtmẫu đã bị sản xuất sai, sẽ bị loại ra khỏi việc kiểmnghiệm và sẽ không được cấp chứng chỉ Oeko-Tex® 100.

Test specimens having an odour extraneous to theproduct, indicating faulty manufacture, will be exclu-ded from testing and no authorisation to mark theseproducts with the Oeko-Tex® Standard 100 mark willbe granted.

In general all individual components of an article haveto be tested.

Thành phần tơ sợi trong mẫu kiểm, đôi khi sẽ đượckiểm chất lượng lại, so sánh với thông tin của ngườilàm đơn cung cấp, các tài liệu cũng như các cam kết.Chi phí cho việc kiểm nghiệm này sẽ do người làmđơn chi trả.

Fibre compositions of samples may be cross-checkedqualitatively against information from the application,related documents and declarations. These tests arecharged to the applicant.

Khi trọng lượng của một thành phần trong sản phẩmít hơn 1% so với trọng lượng của sản phẩm, việckiểm nghiệm thành phần này sẽ không thể thực hiệnđược. Viện kiểm nghiệm sẽ tự quyết định, tùy theoloại và mức độ sử dụng, là lấy thêm mẫu cho thànhphần này hoặc sẽ thông qua việc kiểm nghiệm củathành phần này. If the test of a component weighing less than 1 % ofthe total article is not possible due to the limitedamount contained in the article, then the institute de-cides on its own competence, taking into considera-tion the kind of article and its use, whether additionaltesting material has to be sent in or whether the testcan be dropped. The decision of the institute is notcontestable.

4.8 Kiểm tra chất lượng Quality control

Người làm đơn cần phải mô tả cho viện kiểm nghiệmbiết các biện pháp được thực hiện trong công tynhằm bảo đảm các sản phẩm buôn hoặc sản xuất, đãđược cấp phép mang nhãn hiệu "Niềm tin đối với sảnphẩm sợi, đã kiểm nghiệm chất độc hại theo tiêuchuẩn Oeko-Tex® 100" , đạt được các yêu cầu giốngy như các mẫu đã gởi kiểm nghiệm và dựa trên cáckiểm nghiệm chứng chỉ đã được cấp. Người làm đơnphải cung cấp bản công bố sự phù hợp theo ISO07050-1 xác nhận sản phẩm do họ sản xuất hoặcbuôn bán đáp ứng được các điều kiện trong tiêuchuẩn Oeko-Tex® 100.

The applicant shall describe to the institute the pre-cautions he has taken within his company to ensurethat all products manufactured and/or sold for whichthe authorisation to use the mark „Confidence in Tex-tiles - Tested for harmful substances according to Oe-ko-Tex® Standard 100“ has been granted fulfil theconditions of the Oeko-Tex® Standard 100 in thesame way as the samples that have been sent to theinstitute and based on those tests the authorisationhas been granted. The applicant shall issue a decla-ration of conformity in accordance with ISO 17050-1stating that the products manufactured and/or sold byhim fulfils the conditions in the Oeko-Tex® Standard100.

4.9 Bảo đảm chất lượng Quality assurance

Người làm đơn cần phải đưa vào hoạt động và duy trìmột hệ thống bảo đảm chất lượng một cách hiệu quảlà sản phẩm được sản xuất hoặc buôn bán phù hợpvới các với các mẫu kiểm, phải bảo đảm và chứngminh với viện kiểm nghiệm rằng, sản phẩm thí dụ nhưtừ các lô khác nhau hoặc các màu khác nhau, sẻđược kiểm ngẫu nhiên để bảo đảm sự phù hợp vớitiêu chuẩn Oeko-Tex® 100.

The applicant shall operate and maintain an effectivequality assurance system to ensure that productsmanufactured and/or sold conform with the test sam-ple, thereby ensuring and proving to the Oeko-Tex®

institute that the products, e.g. from different lots or ofdifferent colours, are spot-checked for compliancewith the Oeko-Tex® Standard 100.

During the certificate’s period of validity, the instituteis authorised to undertake two random tests on certi-fied products. The testing costs are chargeable to thecertificate holder. If random testing reveals a deviationfrom the limit values on which the tests are based, anadditional test will be undertaken on a different sam-ple as a check. The relevant costs are likewise charg-ed to the certificate holder. If further deviations arefound, the testing institute may withdraw the authori-sation to label products with the Oeko-Tex® Standard100 mark with immediate effect.

The charges of this pack-age are charged to the certificate holder. Each com-pany needs to be checked at least in a three year fre-quency. The applicant acknowledges, that auditors from theOeko-Tex® Association are allowed to visit and auditthe certified company in reference to the certificationprocess according to Oeko-Tex® Standard 100. Incase of non-compliance with the Oeko-Tex® Standard100 requirements, the cost for the analytical testing(control tests) and an audit fee have to be paid by thecertificate holder.

The applicant who is either manufacturing or sellinggoods with an Oeko-Tex® Standard 100 mark musttake sole responsibility in declaring that the productmanufactured or sold complies with the limit valuesfor harmful substances according to Oeko-Tex®

Standard 100.

Acknowledgement of the reliability of the quality as-surance system of the applicant is a requirement forgranting permission to use the Oeko-Tex® Standard100 mark.

Người làm đơn chịu trách nhiệm bảo đảm chất lượngcủa sản phẩm có chứng chỉ. Họ có thể ủy thác mộtphần của việc bảo đảm chất lượng cho các nhà sảnxuất, các nhà cung ứng và nhập khẩu. Khi thực hiệnviệc này, họ sẽ phải thông báo hiệu quả của hệ thốngbảo đảm chất lượng cho viện kiểm nghiệm biết.

The applicant is responsible for assuring the quality ofthe certified product. He may delegate parts of thequality assurance to manufacturers, suppliers and im-porters. If he does so, again the effectiveness of thequality assurance system should be notified to thetesting institute.

The declaration of conformity must be on the con-formity declaration form provided by the Oeko-Tex®

Association.

5 Nhãn hiệu Marking

5.1 Cấp quyền hạn Granting of authorisation

Khi đã đáp ứng mọi điều kiện của tiêu chuẩn này, khimọi kiểm tra không có sự chênh lệch với các chi tiếtngười làm đơn cung cấp, và khi tất cả mọi kết quảkiểm nghiệm không vượt qua ranh giới hạn định theotiêu chuẩn, thì chứng chỉ sẽ được cấp, cho phépngười làm đơn dán nhãn Oeko-Tex® 100 lên sảnphẩm của họ trong thời gian hiệu lực của chứng chỉ

If all the conditions of this standard are satisfied, if thetests do not demonstrate any deviations from the de-tails provided by the applicant and if the test valuesdo not exceed the given limit values, a certificate willbe issued, entitling the applicant to label his productsduring the period of validity with the Oeko-Tex®

Standard 100 mark.Trong trường hợp ranh giới hạn định được điều chỉnhvà/ hoặc các tiêu chuẩn kiểm nghiệm thay đổi, sảnphẩm có chứng chỉ sẽ còn giá trị trong thời gianchuyển tiếp cho đến khi chứng chỉ hết hiệu lực. Khiđã hết thời hạn này, các điều kiện hiện hành sẽ ápdụng cho việc xin gia hạn chứng chỉ.

In the case of the limiting values and/or the examina-tion criteria altering, the validity of the respective certi-fied products will remain effective for a transition peri-od until the expiration date of the certificate. Once thisperiod has elapsed, the prevailing conditions of re-newal must be fulfilled.



5.2 Giới hạn quyền hạn Limit of authorisation

Một sản phẩm có chứng chỉ sẽ mất quyền được phépgắn nhãn hiệu Oeko-Tex® khi sản phẩm thể hiện bấtkỳ một thay đổi lý hóa nào đó (bao gồm giặt giũ, làmsạch)

A certified article immediately loses its authorisationto be marked with the Oeko-Tex® mark whenever anyprofessional physical or chemical (incl. washing andcleaning) transformation of the product is performed.

Quyền được sử dụng nhãn hiệu tiêu chuẩn Oeko-Tex® 100 sẽ được giới hạn trong vòng 1 năm. Trongsuốt thời gian có giá trị, mọi tiêu chuẩn kiểm nghiệmcũng như các hạn mức có liên quan vào thời điểmcấp chứng chỉ vẫn còn hiệu lực. Theo yêu cầu củangười làm đơn, thời điểm cấp quyền có thể dời lạinhiều nhất là 3 tháng sau ngày có kết quả kiểm tra.

The authorisation to mark a product with the Oeko-Tex® Standard 100 mark is limited to a maximum ofone year. During the period of validity of the certificatethe test standards and limiting values relevant at thetime of granting the authorisation are valid. On re-quest of the applicant the starting of the authorisationcan be postponed for at most three months from thedate of the test report.

After the authorisation period of the Oeko-Tex®

Standard 100 labelling has expired, the certificateholder is entitled to apply for a renewal of the authori-sation for another year. The institute determines a re-duced testing programme for the 1st, 2nd, 4th, 5thetc. renewal.

Chứng chỉ gia hạn có giá trị đúng một năm, kể từ thờiđiểm chứng chỉ trước hết hạn.

The expiry date of the renewed certificate is exactlyone year after the expiry date of the previous one.

Khi các điều kiện đã được công bố trong đơn xinkhông còn đúng, quyền sử dụng nhãn hiệu theo tiêuchuẩn Oeko-Tex® 100 sẽ mất giá trị. Việc này xảy rakhi viện kiểm nghiệm không được thông báo về cácthay đổi và không thể xác nhận là các yêu cầu củatiêu chuẩn Oeko-Tex® 100 có còn được đáp ứng haykhông.

As soon as the conditions stated in the applicationform are no longer correct, the authorisation to markthe product with the Oeko-Tex® Standard 100 label-ling expires. This is the case, when the institute hasnot been informed about modifications and cannotconfirm whether the requirements of the Oeko-Tex®

Standard 100 are still satisfied.

5.3 Rút quyền sử dụng Withdrawal of authorisation

Quyền sử dụng nhãn hiệu có thể bị thâu hồi khi xácđịnh qua kiểm tra việc sản xuất, kiểm tra sản phẩmtrên thị trường hoặc các phương pháp khác, là cácchi tiết người làm đơn đã cung cấp không còn đúnghoặc các sửa đổi bổ xung kỹ thuật và/hoặc điều kiệnsản xuất không được báo cáo lập tức

The authorisation to use the mark will be withdrawn ifit is determined by means of production controls, mar-ket controls or other methods that the details given bythe applicant are not or no longer correct or thatamendment of the applied technical and/or manufac-turing conditions was not reported immediately.

Quyền sử dụng nhãn hiệu cũng có thể bị thâu hồi khinhãn hiệu không tuân theo các điều kiện của tiêuchuẩn.

Authorisation will also be withdrawn when the markdoes not comply with the conditions of this standard.

Việc sử dụng các tài liệu quảng cáo, trưng bày, nhãnhiệu vân vân .. sẽ bị giới hạn lại trong vòng 2 thángkể từ ngày thâu hồi quyền sử dụng nhãn hiệu

The use of existing advertising materials, displays, la-bels, etc. is limited to two months from the time ofwithdrawal.

Nếu sản phẩm vẫn tiếp tục mang nhãn một cách tráiphép sau khi rút quyền sử dụng, hiệp hội quốc tế vềnghiên cứu và kiểm nghiệm trong lãnh vực dệt maysinh thái sẽ, sau khi cảnh cáo lần thứ hai về việc cấmdùng nhãn hiệu, được phép công bố việc rút chứngchỉ ở một hình thức thích hợp

If a product continues to bear an unauthorised markafter withdrawal of authorisation, the International As-sociation for Research and Testing in the field of Tex-tile Ecology is – after a second warning to abstainfrom marking – authorised to publish the withdrawal ina suitable form.

Chứng chỉ bị thâu hồi chỉ có thể được phục hồi lại saukhi nguyên nhân cho việc thâu hồi chứng chỉ đượcchỉnh sửa và các biện pháp áp dụng được lập biênbản nộp cho viện kiểm nghiệm đã cấp chứng chỉ. Cácbiện pháp và cách thức thực hiện sẽ được xác địnhlại qua một qui trình kiểm định ngay sau khi phục hồichứng chỉ. Chi phí cho qui trình kiểm định này sẽ dođơn vị đang giữ chứng chỉ chi trả.

Withdrawn certificates can be re-instated only afterthe cause of the withdrawal has been corrected andmeasures taken are documented to the certifying in-stitute. These measures and their implementation areverified by a separate audit within short period afterreinstatement. This audit will be charged to the certifi-cate holder separately.



5.4 Mẫu nhãn hiệu Type of marking

Sau khi được cấp quyền sử dụng, người làm đơn sẽđược phép dán nhãn theo một hoặc nhiều mẫu tiêuchuẩn Oeko-Tex® 100 ghi trong phụ lục 2

After authorisation has been granted, the applicant isentitled to mark the product with one or more of theOeko-Tex® Standard 100 marks illustrated in Appen-dix 2.

The declarations with respect to the certificate num-ber and to the testing institute are obligatory and mustcorrespond to the respective certificate.

If in a particular language the use of umlaut is in usefor printing or writing, it is permissible to use, for ex-ample, "Öko-Tex®" or "Øko-Tex®" instead of "Oeko-Tex®" and in reference to "Oeko-Tex® Standard 100".

The marks can be produced by the certificate holderson their own, but have to be shown to the certifying in-stitute for approval. This approval is not necessary ifthe films for the labels are directly ordered from anadvertising agency authorised by Oeko-Tex®. Furtherinformation is available from the institutes.

Marking may be nationally recommended, especiallyin Scandinavian countries. For the rest, marking is theapplicant's own responsibility. The following examplesshow some possible marks:

Hướng dẫn đóng gói các chất liệu mẫu Packing instructions for sample materialViệc đóng gói các sản phẩm mẫu cần phải đáp ứngcác yêu cầu đòi hỏi đặc biệt để bảo vệ sản phẩm vàbảo đảm sự chính xác của kết quả khi được kiểm tralại.

The packing of test samples should satisfy specific re-quirements in order to protect the samples and toguarantee exactness and reproducibility of the test re-sults.

Mỗi mẫu dùng kiểm nghiệm phải được đóng gói trongbọc nhựa hoặc túi nhựa bền chắc để tránh lây nhiễmtrong lúc vận chuyển lên sản phẩm

Individual samples must be packed in polyethylenefoil or polyethylene bags of high tensile strength toavoid contamination during the transport of the goods.

Gói hàng nếu có thể nên đóng gói thêm trong một lớpnữa và dùng băng keo dán chặt lại.

The packing should if possible be placed in a secondwrapping closed with adhesive tape.
