NHA Standard Housing Models Manual

This first edition of the NHA Standard Housing Models Manual serves the following

purposes:

An official document:

The manual serves as an official document to which NHA officials and

stakeholders can refer to for information about agency-approved standard

housing models. As such, the existence of the manual indicates that other

housing models, those which are not included in the manual, are not official

and cannot be implemented for housing projects being undertaken by the

NHA.

A planning tool in the housing production and delivery process:

The manual compiles information about all standard housing models that are

relevant in the planning stage of a housing project so that planners and

stakeholders can easily review and compare available options. Furthermore, the

manual communicates the design goals and strategies behind the housing

models, clarifying why models are designed the way they are. In effect, the

manual serves as a guide for selecting housing models that are well-suited to

project requirements.

The complete working drawings of the housing models herein included are

available upon request from the HTDO.

FOREWORD

Through the years, housing designs of the National Housing Authority

(NHA) have evolved brought about by the many changes and challenges and

effects of climate change. The improvements were made to provide better and

quality housing and to meet the demands of the end users especially the lowest

30% of the income population. Conceptualization, consultation and

development process were undertaken to come up with standard housing

designs.

It is with great pleasure that the first edition of the Design Manual has

been completed and realized during this term through the efforts exerted by the

team from the Housing Technology Development Office (HTDO). This serves as

another milestone of NHA.

The purpose of this Design Manual is to provide a reference to designers

and builders, students and professionals, and to all our partners in the housing

industry.

It covers the various NHA housing models with design parameters and

the typical construction details illustrated and simplified for better

understanding. Best practices in the implementation of the housing projects are

also considered.

I congratulate the NHA’s Housing Technology Development Office

(HTDO) under the leadership of its Department Manager, Ar. Ma. Benita O.

Regala, for the crafting and release of this NHA Design Manual.

The Manual will definitely be a useful tool among all NHA technical

practitioners to enable them to plan and develop sustainable, disaster-resilient

housing for our homeless and underprivileged citizens who are in need of much-

needed shelter and other housing-related components. This Manual is also

significant, since this could also be a source of information among other external

stakeholders, including the public in general, of the types of housing being

implemented by NHA under its various programs.

It is my sincere hope that this will be a continuing effort of NHA to strive

excellence and pursue innovation housing technologies towards a more

responsive and affordable housing for the poor.

MESSAGE FROM THE AUTHOR

A design manual had been conceptualized way back in 2010 when the

First Design Conference on Gender Mainstreaming on Housing Design was held

on February 16-17,2010. Participants came from all sectors in the industry and

was spearheaded by the Housing Technology Development Office (HTDO),

under the sponsorship of the Gender and Development Committee headed at

the time by Ms. Lorna M. Seraspe. The objective of the conference was to

determine gender sensitive parameters for housing design. Three entry points

were considered, such as the following: Access to Housing, Participation and

Consultation, and Housing Design, the latter being the focus of said conference.

Today six years later, the proposed manual had evolved into a disaster

resilient design manual for the socialized sector in view of the 2013 Typhoon

Yolanda, the strongest typhoon ever to hit land which happened in the Visayan

Region. A Technical Working Group was organized by the NHA through the

HTDO’s initiative and again multi-stakeholder design consultations were held in

November and December, 2013. At the end of the conference, parameters for

disaster resilience for housing was determined and agreed on.

This design manual brings home the point that

housing design and construction details matter to

achieve resiliency. It is hoped that with the publication

of this document, both our technical and non-technical

employees will be able to better understand the

principles of good construction. Other end-users and the

public in general is also envisioned to benefit from these

design guidelines.

Let me thank my HTDO Team for this valuable

work that has been done as our legacy to future

generations of planners and designers, and to the

VISION

By 2019, NHA would have provided 50% of the housing needs for

homeless low-income families (based on the 2011 census) primarily those living in

waterways, danger areas, and government infrastructure project sites in Metro

Manila and all regions nationwide.

MISSION

We provide decent, adequate, and affordable housing to low-income

families, ensure the provision of community facilities, utilities, and access to social

services and economic opportunities.

NHA MANDATE

The National Housing Authority (NHA) is the sole national agency

mandated to engage in housing production for low income families. It traces its

roots to the People's Homesite Corporation (PHC), the first government housing

agency established on 14 October 1938 and to the National Housing

Commission (NHC) which was created seven years later, on 17 September 1945.

These two agencies, the PHC and the NHC, were eventually merged on 4

October 1947 into the People's Homesite and Housing Corporation (PHHC).

In the years that followed, six(6) more housing agencies were created to

respond to separate and distinct shelter requirements, namely: the Presidential

Assistant on Housing and Resettlement Agency (PAHRA); the Tondo Foreshore

Development Authority (TFDA); the Central Institute for the Training and

Relocation of Urban Squatters (CITRUS); the Presidential Committee for Housing

and Urban Resettlement (PRECHUR); the Sapang Palay Development

Committee (SPDC); the Inter-Agency task Force to Undertake the Relocation of

Families in Barrio Nabacaan, Villanueva, Misamis Oriental. Eventually, on 15

October 1975, the National Housing Authority was organized as a government-

owned and-controlled corporation, by virtue of Presidential Decree No. 757

dated 31 July 1975. All other housing agencies were abolished by the said

decree. The NHA took over and integrated the functions of the abolished

agencies - the PHHC and the six (6) other housing agencies. The creation of the

NHA is the second attempt of the government to integrate all housing efforts

under a single agency, twenty-eight years after the merger under the PHHC.

Three years later, the Ministry of Human Settlements (MHS) was created in

1978. The Ministry adopted the holistic approach to housing. The NHA was

placed as an attached agency to the MHS.

On 26 March 1986, Executive Order No. 10 was issued placing the NHA

as well as the other agencies attached to the abolished MHS, under the

administrative supervision of the office of the President. Subsequently, Executive

Order No. 90 was issued on 17 December 1986, rationalizing the housing

structure in the government along lines of specialization and concentration.

EO 90 identified the key housing agencies to implement the National

Shelter Program and defined their respective mandates. The NHA was

mandated to be the sole government agency to engage in housing

production. Under the said Executive Order, NHA was placed under the policy

and program supervision of the Housing and Urban Development Coordinating

Council (HUDCC), the umbrella agency for shelter charged with the main

function of coordinating the activities of various government housing agencies

engaged in production, finance and regulation.

Executive Order No. 20 on 28 May 2001 reaffirmed mass housing as a

centerpiece program in the poverty alleviation efforts of government. Said EO

likewise reaffirmed HUDCC's administrative supervision over the housing

agencies including the NHA.

BACKGROUND OF THE MANUAL

In 1998, NHA housing design prototypes were compiled as a Manual. This

is the result of a standardization effort to ensure that housing units produced by

the Agency were of good quality. Existing housing structures at the time were

reviewed and analyzed. Cost-efficiency, code compliance, functionality, and

cultural appropriateness were examined. Through the study, specific design and

construction strategies for adaptability and cost-effectiveness were formulated.

Having these strategies in hand, housing prototypes were designed, the plans

and details of which comprised the first edition of the manual.

Since the first manual, product requirements have changed significantly

so, such that the plans of the prototypes in the said manual have ceased to be

applicable to NHA housing projects. As new requirements emerged, some

aspects of the prototypes were adjusted to suit. In other cases, new building

prototypes were developed altogether. These new prototypes, or models, being

the applicable and relevant solutions at present, comprise this first edition of the

manual.

Consistent with the National Housing Authority’s continuing effort in “Providing

adequate, safe, and affordable housing and ensure the availability of basic services,

community facilities and access to social and economic opportunities to homeless

low-income families”, as stated in its commitment to national development, the

attached NHA Standard Housing Models Design Manual (Design Manual, for brevity)

is hereby adopted.

1.0 BACKGROUND AND PURPOSE

1.1 Among the mandated functions of the Housing Technology Development Office

(HTDO) is to “undertake continuous improvement of the Authority’s project

development process for infrastructure projects to ensure responsiveness to

environmental, institution and social changes” primarily through the

“development of design standards of housing and building units”1.

1.2 In 1998, the Task Force on Housing and Project Development (predecessor of

HTDO), compiled in a manual the NHA housing prototypes with detailed design

and quantity take-offs. The compilation was a result of the standardization effort to

ensure good quality in the housing units being produced by the NHA through

designs aimed to achieve adaptability and cost-effectiveness.

1.3 Typhoon Yolanda in late 2013 has prompted the review and revision of NHA

planning standards brought about by the need for more suitable sites and resilient

houses as a response to the so-called “new normal” in climate, which constitutes

stronger typhoons, severe droughts, and more and heavier rains resulting in

destructive floods and landslides.

1.4 With such new requirements, more particularly the need for disaster resilient

homes for the sector most vulnerable to the effects of disasters, there was a need

to also evolve the designs of housing models.

1.5 Spearheaded by the HTDO, this was carried out through processes of multi-

sectoral consultation and design processes adopting upgraded structural

parameters as approved by the Department of Public Works and Highways

(DPWH) while still considering affordability.

1.6 Moreover, details specifying housing design standards from a number of NHA

memorandum circulars were incorporated into the models. The most recent

provisions are adopted in cases where specific details vary across different

programs and projects.

1.7 Hence, this edition of the NHA Design Manual is issued incorporating the new

features and presenting the new models of single story housing units to be

implemented in our resettlement projects.

1.8 The purpose of the Design Manual is to serve as reference on standard

construction details and quantity take-offs of single story house models for use by

various stakeholders, but more so for planners and implementers of NHA

resettlement projects.

2.0 SCOPE AND COVERAGE

2.1 The standards and details contained in the Design Manual shall cover all current

and future resettlement projects that will adopt single story house typologies

either without loft, loftable, or lofted.

details, and the description, drawings and quantity take-offs of each of these

housing models:

DESIGN PHILOSOPHY

Improvement of the design of the NHA standard housing models was

guided by one overarching design philosophy, that is, Sustainable Development

(SD). As such, the design goals, objectives, and indicators were derived from this

philosophy.

SD is the national agenda for development, which was adapted in

support of the same international agenda . As the UN states,

Thus, given that housing makes for a large part of national

development, SD was identified to dictate the course of this housing design

improvement effort.

Throughout the design process, SD was observed with the understanding

that it is “development that meets the needs of the present without

compromising the ability of future generations to meet their own needs (3)”

DESIGN GOALS

In setting design goals, SD was considered in its three aspects — the

social, the environmental, and the economic (2). As much as possible,

“integrated” design goals were set, that is, the accomplishment of a goal should

in most cases support the accomplishment of another goal.

Social Sustainability

A housing development is socially sustainable when it empowers, includes, and

continuously provides for the needs of people, affording them a healthy and

fulfilling life.

Environmental Sustainability

A housing development is environmentally sustainable when it uses

natural resources to sustain human life without destroying or depleting these

resources permanently.

A housing development is economically sustainable when it is cost-

efficient and self-sustaining.

DESIGN PROCESS

DESIGN OBJECTIVES AND INDICATORS Guided by the different ways in which the purpose of a house may be

considered, design objectives were derived. The design objectives and

Indicators were defined with the following assumptions:

The indicators describe provisions that increase probable success in

achieving the design objectives. These indicators were not intended to serve as

an exhaustive compilation of ALL design requirements for dwellings. All

applicable code requirements, covered by the indicators herein or otherwise,

were still observed.

In the process of designing this framework, some design objectives were

found to contribute to the achievement of some design goals while possibly

hampering the achievement of other design goals. For example, achievement

of the design objective, “materials used for the structure are inherently resistant

to the effects of earthquakes and typhoons,” may result to disaster-resilience

and low maintenance, but may not result to low initial cost. Thus, in such cases,

the NHA design team had to consider satisfying design goals in varying degrees;

that is, although a strategy may not completely satisfy a certain design goal, it

must neither completely prevent that design goal from being achieved.

DESIGN CHECKLIST This design process was enabled and applied through a design checklist.

The design checklist was created to aid NHA designers in ensuring that each

and every design objective was considered and reflected in the design of

housing models.

The Design Challenge

Shelter design greatly influences the habits and lifestyle patterns of

people and the way that they relate to the built environment and nature. The

design challenge confronting planners and builders today is how to address

climate change adaptation and gender issues, and how to find ways to

transform their inputs into concrete and viable housing solutions. Another

challenge is the problem of providing livable and sustainable housing vis-a-vis

construction costs and affordability. Production and construction costs have

been constantly going up while family incomes have not proportionately

increased over the years, making it more difficult to provide quality affordable

shelter for the low-income sector. This design manual illustrates how NHA

addresses such challenges given the technical and financial issues confronting

housing construction for the low income.

Design Standards

Batas Pambansa 220 ( BP 220) a law that was passed in 1982,

authorizing the Housing and Land Use Regulatory Board to establish and

promulgate two levels of standards and technical requirements for the

development of economic and socialized housing projects in urban and rural

areas, provided a framework for making available adequate housing for

average and low-income earners.

In 2008, revisions were made to the Implementing Rules and Regulations

(IRR) of BP 220. Such changes include the provision of the minimum lot size of 28

square meters, and the minimum floor area for a socialized housing unit at 18

square meters. Land use ratio for buildable and non-buildable areas is set at

70%-30% ratio.

NHA for its part, improved its own design standards in terms of lot and

housing unit sizes, as well as in the applicable land uses. The most recently

approved guideline for site development is now set at 60% saleable (residential,

commercial and industrial, institutional) and 40% non-saleable (open space

community facilities, easements, road networks and footpaths).

After Typhoon Yolanda, it has become more evident that typhoon

patterns and flooding levels have become unpredictable. Hence, the need for

disaster resilient parameters. The NHA conducted its own design conference to

arrive at these standards to address resiliency for housing. These parameters are

defined in page 134 of this manual.

In coming up with the housing models, the following principles were

considered :

1. Social and cultural: Behavioral patterns of people must be carefully

studied based on previous experience and historical data. Design should

consider acceptability and cultural adaptability of any housing

development to the specific target market.

2. Physical Aspect :

a. The exterior design of the building can never be disassociated from its

interiors. The roof, columns and beams, walls and floors, window and

door openings provide the enclosure to the structure The conscious

planning of each of the exterior parts directly affect the conditions

inside the house such as areas for sleeping, living, dining, kitchen,

laundry and toilet facilities. Further, natural light and ventilation should

be adequately provided to save on energy costs.

b. Furniture layout inside the buildings and partition walls should be

planned in same manner with thought on the layout of fixtures such as

cabinets, beds and even storage for cleaning tools and equipment.

c. Lighting and convenience outlets must also be strategically located for

easy access within the housing units, but with consideration to the

safety of the children.

d. Careful placement of spaces in relation to the solar and wind

orientation and their dimensions all relate to the indoor quality of the

house.

3. Maintenance and Sustainability : Project design and development must

consider the aspect of maintenance to sustain the architectural and

structural integrity of the buildings and the environmental quality of

neighborhoods.

4. The planning, architectural lay-outing and utilization of spaces within and

surrounding such buildings or structures must be well coordinated with

the design of the utilities inside and outside of the structures. As an

example, the location of electrical posts and septic tanks was

considered in the setback requirements.

5. Budget consideration : The sector being served by the NHA belongs to

the lowest 30% of the income population, so that affordability levels is of

utmost importance. The housing package which include the house and

lot models must meet the required social, cultural and physical aspects

within the financial scheme for each of the programs for

implementation.

ROWHOUSE

The one-story rowhouse model has been the most typical of all the

models constructed by the NHA in most of its resettlement projects all over the

country. At the onset of the Northrail Relocation and Resettlement Program, this

model was offered to project beneficiaries under the Community Association

Initiated Approach or CAIAP. The model is a 20 square meter shell unit on a 32-

40 square meter lot, with provision for one toilet and bath and one kitchen

counter. Beneficiaries were left to improve on their unit and on the provision of

partition walls and architectural finishes. To better serve the needs of

households, and based on a wish list submitted by community representatives

(FGD Gender and Development Technical Working Group from 2010 to 2012),

the following house models were designed by the NHA through the HTDO.

INDIGENOUS FAMILY

A dwelling intended for the use and occupancy by the family

FLOOR AREA The area included within the surrounding exterior walls of a

building or portion thereof, exclusive of vent shafts and courts.

The floor area of a building or portion thereof not provided with

surrounding exterior walls shall be the usable area under the

horizontal projection of the roof or floor above.

FOOTING That portion of the foundation of a structure which spreads and

transmits loads directly to the soil or the pile.

FOUNDATION All the portions of the building or structure below the footing,

the earth upon which the structure rests.

FRONTAGE That part or end of a lot which abuts a street.

GROUND FLOOR The storey at or near the level of the grade, the other storeys,

beginning with second for the first next above, shall be

designated by the successive floor numbers counting upward.

LINE, BUILDING The line formed by the intersection of the outer surface of the

enclosing wall of the building and the surface of the ground.

LINTEL The beam or girder placed over an opening in a wall, which

supports the wall construction above.

LOAD, DEAD The weight of the permanent portions of a building or structure;

it includes the weight of the walls permanent partitions, framing

floors, roofs, and all other permanent and stationary fixtures

mechanism, and other construction entering into and

becoming a part of a building or structure.

LOAD, LATERAL That load cased by winds, earthquakes, or other dynamic

forces.

LOAD, LIVE The weight of the contents of a building or structure; it includes

all loads except dead and lateral, and weight of temporary

partitions, cases, counters, and similar equipment, and all loads

imposed due to the occupancy of the building or structure.

LOFT A room or space directly below the roof; attic

LOT LINE The line of demarcation between either public and private

property.

LOT/PLOT A portion of a subdivision or any parcel of land intended as a

unit for transfer of ownership or for building development.

A parcel of land on which a principal building and its

accessories are placed or may be placed together with the

required open spaces. A lot may or may not be the land

designated as lot or recorded plot.

MASONRY A form of construction composed of stone, brick, concrete,

gypsum, hollow clay tile, concrete block or tile, or other similar

building units of material or combination of these material laid

up unit and set in mortar.

MASONRY SOLID Masonry of solid units built without hollow spaces.

MASONRY UNIT Brick, block, tile, stone or other similar building unit or

combination thereof, made to be bounded together by a

cementation agent.

MEZZANINE FLOOR

A partial intermediate floor in any storey or room of a building

having an area not more than one-half of the area of the room

or space in which it is constructed.

OCCUPANCY The purpose for which a building is used or intended to be used.

The term shall also include the building or room housing such

use. Change of occupancy is not intended to include change

of tenants or proprietors.

PARTITION An interior subdividing walls.

PASAMANO Window sill; handrail

A piece of wood or masonry placed horizontally at the bottom

of a window; a narrow horizontal wooden rail on top of a

balustrade which serves as a handhold.

PATHWALK/ FOOTPATH A public way intended for pedestrian and which cuts across a

block to provide access to adjacent streets or property with

maximum length of 100 meters if connecting to roads and 50

meters if terminating in a dead end.

PLASTER A portion of the wall which projects on one or both sides and

acts as a vertical beam, a column, or both.

PLASTER, PORTLAND,

CEMENT

A mixture of portland cement, or portland cement and lime,

and aggregate and other approved material as specified in this

Code.

ROWHOUSE One of a series of houses, often of similar or identical design,

situated side by side and joined by common walls.

A single-family attached dwelling containing three or more

separate living units designed in such a way that they abut

each other at the sides, as in a row, and are separated from

each other by party walls: provided with independent access,

services, and use of land.

A house of not more than two storeys, composed of a row or

dwelling units entirely separated from one another by partly

wall or walls and with an independent entrance for each

dwelling units.

SAWALI Refers to woven split bamboo mats used in the Philippines to

construct walls.

It is a commonly used material in the construction of the

ubiquitous nipa hut.

Sawali is associated with lower income rural housing because it

is inexpensive and because its raw materials are found in rural

areas where lower income households abound. It is not

uncommon for sawali to also be used as a design element in

higher class leisure centers and other structures to portray a

rustic cultural architectural style.

SILONG Underneath the house; enclosed/ open space under the house

which are used as storage for harvested crops and farming

tools and where livestock (chicken, pigs, goats) are tended.

Raised up on hardwood stilts which serve as the main posts of

the house under the living space for a number of reasons, the

most important of which are to create a buffer area for rising

waters during floods, and to prevent pests such as rats from

getting up to the living area.[2] This section of the house is often

used for storage, and sometimes for raising farm animals,[4] and

thus may or may not be fenced off.

SOCIALIZED HOUSING refers to housing programs and projects covering houses and

lots or homelots only undertaken by the Government or the

private sector for the underprivileged and homeless citizens

which shall include sites and services development, long-term

financing, liberalized terms on interest payments, and such

other benefits in accordance with the provisions of this act (RA

7279)

SOFFIT The underside of a beam. lintel, or revear.

STAIRWAY Two or more risers shall constitute a stairway.

STOREY That portion of a building included between the upper surface

of any floor and the upper surface of the floor next above,

except that the topmost storey shall be that portion of a

building included between the upper surface of the topmost

floor and the ceiling or roof above. If the finished floor level

directly above a basement, cellar or unused underfloor space is

more than 3.60 meters above grade as defined herein at any

point. Such basement, cellar or unused underfloor space shall

be considered as a storey.

STRUCTURAL FRAME The framing system including the columns and the girders,

beams, trusses, and spandrels having direct connections to the

columns and all other members which are essential to the

stability of the building as a whole. The members of floor or roof

which have no connection to the column shall be considered

secondary and not a part of the structural frame.

STRUCTURE That which is built or constructed, an edifice or building of any

kind or any piece of work artificially built up or composed of

parts joined together in some definite manner.

VERANDAH An open space in front of the house building usually covered

and provided with perimeter grilles or railing

an outdoor porch with a roof. Most verandahs extend along the

sides and front of a house or building.

WALL BEARING A wall which supports any load other than its own weight.

WALL, CROSS A term which may be used synonymously with a partition.

WALL, EXTERIOR Any wall or element of a wall or any number or group of

members, which defines the exterior boundary or courts of a

building.

WALL, THICKNESS OF The minimum thickness measured on the bed or base of the

Housing Technology Development Office Brief History and Function

The Housing Technology Development Office (HTDO) is one of the two sub-

offices under Technical Services Group (TSG) pursuant to NHA Office Order No. 5131

dated 08 March 2002 (copy attached as Annex 1) which was a reconstitution and

redefinition of functions of the Task Force on Housing Technology and Project

Development created under Office Order No. 9738 of December 1993.

The functions as stated in said Office Order No. 5131, and which are still being

undertaken by HTDO, are:

1. Undertake continuous improvement of the Authority’s project development process for

infrastructure projects to ensure responsiveness to environmental, institution and social

changes primarily through the following:

A. Development of design standards of housing and building units

B. Development of standard site development schemes and design of utilities and

infrastructures

C. Development of alternative building and site configuration plan

2. Research and develop low cost housing technology and alternative housing materials,

including prototype design of housing units and engineering components.

3. Act as the Technical Secretariat for AITECH accreditation of housing technology

schemes.

4. Provide technical and research assistance to management and operating units in

developing housing programs and approaches.

5. Provide the technical planning and support services to operating units, during the pre

design phases.

6. Establish and manage the authority’s technical databases to include, among others,

an updateable information resource on construction materials and price indices.

The HTDO is also in charge of the development of the master plan and the

supervision of construction of new structures in the NHA Main Compound per Office

Order No. 9545 dated June 10, 2010. It coordinates with other government agencies and

other organizations on matters pertinent to housing and planning (e.g., disaster risk

reduction, climate change adaptation, green building, gender sensitivity) to enhance

the NHA’s capacity in carrying out its mandate. Moreover, HTDO aims to encourage the

use of innovative housing technologies, materials and building systems as an alternative

to the traditional housing construction system.
