CRPF has set a record in achieving the highest number of medals for gallantry in the year 2017-18. The laurels include 2 Kirti Chakras, 4 Saurya Chakras and 104 Police Medals for gallantry- an all time high for CRPF. This was revealed by Rajeev Rai Bhatnagar, DG, CRPF in a rank ceremony held on 10th April 2018, in the CRPF headquarters, New Delhi to honour the four brave hearts of the Force who were given out of turn promotion for their gallant action in Kashmir. Presenting their respective ranks to the four brave jawans, Sh. Bhatnagar said that CRPF, as a Force, always lead from the front in any situation of internal security of the country. He said that the Force personnel are well trained, well equipped, well protected, alert and professionally competent to fulfill the mandate of the Force. Congratulating the jawans, Sh. Bhatnagar said that steps are being taken to further the capacity building of the Force personnel in terms of modernization and surveillance and hoped that the Force will set newer benchmark of gallantry in the years to come.

These four brave jawans who were given out of turn promotion for their gallant action in the terrorism-hit Jammu and Kashmir were Head Constable A.S. Krishana, Constable K. Dinesh Raja and Constable Prafulla Kumar of the 45 Bn and Constable Ghait Raghunath Ulhas of 23 Bn. The alertness and pure professionalism of the four jawans

could foil two recent fidayeen attacks in Jammu and Kashmir leading to the neutralization of 6 terrorists. In recognition of their bravery and dedication to duty, the Government gave approval to resume the provision of out of turn promotion for these bravehearts after a gap of 14 years.

While Head Constable A.S. Krishana has been promoted to the rank of Assistant Sub-Inspector, Constable K. Dinesh Raja and Constable Prafulla Kumar have been given out of turn promotion to the rank of Head constable. The high professional promptness of these three bravehearts of the 45 Bn could thwart a deadly terrorist attack on the CRPF camp located in the Industrial Area (Training Ground) in Sumbal in the Bandipora district of Kashmir on 5th of June last year. Due to their alertness and subsequent raising of an alarm, not only the terrorist attack was foiled but also all the four heavily armed militants were neutralized on the spot itself.

Similarly, the brave constable Ghait Raghunath Ulhas, who was instrumental in thwarting a terror attack on the 23 Bn campus in Karan Nagar in Srinagar on 11th of February this year, was rewarded with a promotion to the rank of Head Constable. An alert Ulhas, who was on sentry duty, could sense the surreptitious movement of two heavily armed terrorists even in the wee hours and fired at them without caring for his own life. The subsequent

Treatment for chronic hepatitis B depends on whether your infection is getting worse and whether you have liver damage. Most people with chronic hepatitis B can live active, full lives by taking good care of themselves and getting regular checkups. There are medicines for chronic hepatitis B, but they may not be right for everyone. Work with your doctor to decide if medicine is right for you.

Sometimes, chronic hepatitis B can lead to severe liver damage. If this happens, you may need a liver transplant.

Can hepatitis B be prevented ?

The hepatitis B vaccine is the best way to prevent infection. The vaccine is a series of 3 or 4 shots. Adults at risk and all babies, children, and teenagers should be vaccinated.

To avoid getting or spreading the virus to others:

• Use a condom when you have sex.

• Don’t share needles.

• Wear latex or plastic gloves if you have to touch blood.

My Days in Liberia as UN Peacekeeper“Peace cannot be kept by force. It can

Don’t Expect ! “Best Things Happens, when not expected in Life”. With this Quote, I would like to narrate personal reflection of my experiences during United Nations Peacekeeping Mission in Liberia (UNMIL), my first overseas assignment as part of Indian Formed Police Contingent. This is my story, one among many. Hopefully others will reflect on my or similar experiences, thoughts and words.

Nevertheless, the story I am telling here comes from my UNMIL life stretching from Oct 2013 to Feb 2015. This article reflects experiences based on my deployment in Liberia, I’m giving an account of my journey, my observations and my analysis. During my tenure in Liberia, I worked with many wonderful people and I value their perspectives and ideas, I enjoyed their companionship, their conversations, their perspectives as peacekeepers and the time of togetherness. On the midnight of 15th October 2013, I stepped onto a white aircraft (B-737) emblazoned with a big “UN” for my next destination for another one year and after an exhilarating air journey of almost sixteen hours crossing the whole African continent horizontally with technical stoppages at Fujairah (UAE), Djibouti and N’djamena (Chad). In the final hours before sundown, I had seen the landscape below us gradually change. Next day, UN Aircraft landed at Monrovia, the capital and the most beautiful coastal (North Atlantic Ocean) city of Liberia. Yet few people could have pointed out this West African country on the map before the outbreak of the Ebola Virus epidemic in 2014. To be very frank, I had never heard the name of this tiny nation earlier in my life, not even during my education days. Liberia is Africa’s first independent republic, founded in 1847 by freed slaves from the USA. Liberia’s National emblem motto states “The Love of Liberty brought us here”. It has a population of almost four million people from various ethnic groups, around half of which live in the capital, Monrovia.

On the same day, the incoming batch was split into two groups as per proposed travel plan and by a connecting UN Charter flight, one group boarded

Walking down the memory lane, I still remember the very first day I landed at Robertsfield International Airport, Monrovia, (RIA is named after Liberia’s first president,

for Zwedru (Grand Gedeh County) and another for Harper (Maryland County). Now my training days and background were both history and I was to finally enter the mission area. I reached at India FPU Bakery Camp, Zwedru as peacekeeper and I certainly felt prepared to perform my duties. I would soon find out, if I had received enough training and was definitely eager for my new assignment in a country, which is in the process of recovering from two gruesome civil wars that cost the lives of a numerous people and left an unknown large number wounded and traumatized. Liberia and especially Zwedru became my home for the next seventeen months and RAF Pattern uniform and blue beret became part of my identity. All the incoming personnel in the mission area receive a certain amount of introductory/Induction training at UNMIL headquarters in Monrovia. At that time, I wondered whether this one week training is sufficient for the challenges ahead in Liberia. For the next one week, we had primarily gone through a series of lectures / sessions concerning the UN, the UNMIL mandate and the mission structure. Additionally, the instructors tried to acquaint us with Liberia by experiencing the political system, the culture, medical dangers, zero tolerance on sexual exploitation and abuse (SEA) and certainly emphasized on the operational priority and prevailing security situation. During induction we get to know, the country has experienced more than two decades of conflict war and after the end of the civil war, a transitional government was formed and

by means of UN Security Council Resolution 1509, the UNMIL peacekeeping mission was established in 2003.

After induction training, I was assigned the duties of Liaison and Food Officer of the Contingent. During initial days, I was not very familiar with different

accents of Liberian people. I was very puzzled and scared about it. In addition, I didn't know how or where to start. At this point of time I realized, the first step is the hardest but it is the beginning, but then gradually everything went in a very natural way and I became a part of it. Being in a different part of the world, trying to learn about the mission, about Liberia, everything was so new and yet so exciting. But I have been always a curious person and I had a hunger for knowledge. So I read a lot, asked a lot of

questions, I received help from UNMIL colleagues, international and national staff, and my Liberian counterparts. They were all so supportive and in the end it was completely a fruitful learning experience for me. Sometimes in Life “You don’t choose your task, you are given”. So it was my responsibility and I had to do my best.

During Preventive & Visibility Mobile Patrol with United Nations Police (UNPOL) and Liberian National Police (LNP) counterparts, I got the opportunity to interact with local community members in the spectrum of area of responsibility. One of the key things that impress me about working there is the level of commitment and dedication of UN police officers who come on mission despite the trying circumstances under which they operate. Routine Patrol and escort duties with UNPOL have enabled me to understand the bigger picture of the horrors of war and the colossal effect that they have on vulnerable women and children who are often exposed to appalling abuses, hunger, poverty and disease. Patrols gave the opportunity to interact with the local people we are here to protect directly, and listen to their cares and concerns. I listened to heart breaking stories from people who had suffered a lot during conflict in Liberia. Many had no choice but to leave behind - families, children, and friends, not to mention almost always all possessions. Though we come from Nations large and small, rich and poor, with different cultures and religion, different uniform but we as Peacekeepers are united in our determination to foster peace in Liberia. There are challenges to serving as a peacekeeper. We are faced with unfavourable and unpredictable weather conditions, cultural differences, religious differences, language barriers, and sometimes hostilities. I have learnt a lot in the multicultural environment and had a constructive discussion and experience sharing with fellow peacekeepers. These experiences greatly deepened my gratitude to the women and men who have signed up for peacekeeping, who risk their lives for strangers who speak a different language, come from a different culture and practice a different

faith. Our contingent got opportunity not only to interact and share experiences with other contingent but also played cricket match with Pakistan military contingent, basketball and badminton with Chinese contingent and Volleyball with Nigerian contingent during leisure times.

During peacekeeping duties, I learned a lot about Liberia, other nationals, different cultures, lives, ethics, how to work in a post conflict environment, the list is long, but one thing I learned most importantly is about myself. I am a different person than I was before. I also realized people and institutions have specific localized issues such as lack of logistics, financial constraints, their personal life, families, children and also the side effects of coming through a long war. They were still trying to heal the wounds from the trauma suffered for over a decade. So I had to gain their trust, friendship and respect. There had been times, I was wrong or doing things wrong but they showed me how it works in Liberia. Can you imagine or believe a Nation without electricity, without railway lines, where mobile battery charging is a kind of business, surprisingly to mention that, the country got independence in 1847 almost 100 years before India. However, as a result of the conflict much of Liberia’s infrastructure was destroyed, the roads, houses, businesses and communities overall lack infrastructure and are impoverished. During the heavy rainy season, most roads are impassable. The list is too long and too painful to continue. The difficulties that Liberia has to overcome to take control of its own development are both numerous and daunting.

Through various community development programme, our contingent helped Liberian in some way or the other through medical outreach, computer awareness and capacity building for National Police. But these efforts were severely compromised in 2014 by an unexpected outbreak of Deadly Ebola Virus in Liberia and adjoining countries of West Africa (Guinea and Sierra Leone) and have rapidly become the deadliest occurrence of the disease. Keeping in view the intensity of epidemic,

it was acknowledged as "international public health emergency" sweeping across region. Liberians suffered most due to absence of a viable, efficient and effective public health system and its lack of experience to deal adequately with such a situation. This abominable situation deteriorated even further when the government was forced to close all schools in the country because of the Ebola outbreak. With hundreds falling prey to Ebola, there is a devastating shortage of doctors and other medical staff. At the peak of the epidemic, it was not possible to use the public health service for illnesses other than Ebola or to give birth and that situation continues for the time being. Liberia made a new start after the end of the Ebola epidemic and hope UN mission continues to prosper and maintain peace and stability in Liberia. The UN flag served as a beacon of better days to come and Liberia becomes the country it was intended to be otherwise it will be a ‘paradise lost’.

After more than a year of an exciting and memorable stint with UNMIL, Finally it was a moment to bid adieu to Liberia in the last week of Feb 2015. Before induction of next batch, I shared a farewell note on email and messenger to say Thank You to all fellow Peacekeepers, no matter in what rank, position or mission they are working; it takes courage and strength to leave dear ones (families and children), homes and go to another country where they have to face different environment, culture, diseases, lack of everything and at the same time trying to help people who had lived through conflict, poverty, depression and despair. Thank you to all the UN Peacekeepers who are contributing to a stronger and safer global community. I am proud to serve as one of you. UNMIL have taught me more than I could have ever imagined. I have been fortunate enough to work with people of different nationalities, religions and cultural backgrounds

across the globe. With many of them, I have shared a unique camaraderie beyond nations barrier which I hope will continue in the years to come even though I am not there anymore. During UNMIL days, I captured fleeting reality with some perfectly clicked images of all special moment that’s gone forever and impossible to reproduce after all this was an interesting and unforgettable journey. Being a UN Peacekeeper was one of the most meaningful and rewarding experiences in my life so far. This has given me an international exposure and insight into the work of the UN Peacekeeping Missions. I have broadened my experience and honed existing skills, while gaining new ones. It has also given me an opportunity to improve my social skills and learn more about myself, meet new people and how cross-cultural competence and language ability contribute to improved teamwork and leadership in multinational environment. For this reason and many more, I would like to give Special Thanks to my parent organization C.R.P.F. for offering this wonderful opportunity and an invaluable experience.

From my initial selection for deployment to the final flight to Liberia, everything happened like a dream come true. This was my first exposure to peacekeeping but altogether it was a life changing experience for me. I enjoyed working in a peacekeeping operation with multinational staff. I have so many stories and the faces of many UNMIL Colleagues and Liberians are forever embedded in my mind. It was a privilege to serve in UN Peacekeeping Mission and I am sure it will be the same if I have the opportunity to join other peacekeepers as a Blue Helmet again in days yet unborn. “True goodbyes are the ones never said or explained.” This is not a goodbye, only “Hasta Luego” or “See you later”.

CRPF Public School, Rohini organised a fire mock drill on 18th April, 2018. The committee of teacher which take care of the fire safety in school, immediately got the building evacuated as soon as the fire alarm went off. The students took the nearest stair case available and the teachers quickly guided them. There are 05 exit points in school. The building was evacuated within 3 to 4 minutes. The fire committee members took a quick round checking of class rooms, toilets, library, labs etc for any student or causality and then reported to the Principal. The Medical case team also came into action immediately. The school had the ambulance ready.The students gathered out in the ground near the open stage. The fire fighting team who had come from Rohini Fire Station, Sec-14, Rohini had demonstrated how to extinguish a fire with fire extinguishers. Many students got first hand experience extinguishing it . The members also told the students what they should do in case of any emergency for eg roll on ground, keep a wet cloth on face if there is lot of smoke and not inhale it much, open windows etc. They also used water hose and showed to children how to use them for fire in high rise buildings.The whole fire mock drill exercise was quite educative and full of awareness for all.

CRPF Public School, Rohini organised an Investiture Ceremony for senior wing on 20th April, 2018. The morning dawned bright and pleasant with the Prefectorial Board in anticipation and excitement. Padamshree Nameirakpan Devi Kunjarani, Commandant CRPF, one of India’s most decorated sportsman in weightlifting was the Chief Guest of the event. Principal, Mrs. Nidhi Chaudhary welcomed her with a sapling and presented a painting as token of regard. Padamshree Kunjarani honoured the Prefectorial Board members with badges. The oath was

administered by the Principal and the Prefectorial Board members pledged to honour and upheld the motto of the school, “Yoga Karmesu Kaushalam” and abide by the rules and regulations of the school. Padamshree Kunjarani Devi motivated and satiated the queries of students. The whole ceremony lent an auspicious and motivating air in the school and was a great success. During post encounter search, 01 dead body of unidentified militant and the items- AK-47 Rifle–01, AK Magzine–02 Nos, 7.62x39 mm Live Ammn–54 Rds, Hand Grenade–02 Nos, Combat Pouch-01 No., Matrix Sheet-01 No., Wire Cutter-01 No, Mobile Phone-03 Nos., First Aid Kit-01 No., Pencil Cell-08 Nos., Medicine packet-01 No., Indian currency-Rs.6630/-, miscellaneous items were recovered. During Operation, troops fired 7.62x39 mm Ammn-28 rds.

During withdrawal unknown miscreants pelted stones upon the troops. To disperse the mob troops fired following rounds- Long Range Shell–33 Nos, PAG Carts No-9 – 29 Carts, Pawa Shell–03 Nos.

Acting upon specific information CRPF troops (110 & 130 Bn) under command of Sh. P. K. Kuldhar, Comdt, 130 Bn alongwith SOG Awantipora & 55 RR carried out cordon and Search Operation. During Operation, an encounter broke out between troops and militants, in which 01 FT Militant namely Mufti Vikas (JeM South Kashmir Commander) was killed. After post encounter search, 01 dead body and following items– Pistol–01 No, 9mm Ammn–07 Rds & Grenade–01 No. were recovered. During Operation, following rounds were fired by CRPF troops-7.62x39 mm Ammn–38 Rds.

Achievements15/03/2018

Militants attacked a BJP leader and tried to snatch the weapon of personal security guard, but PSO foiled the attempt, later militants escaped from the area. On receipt of information, CRPF troops (29 Bn, 110 Bn, 132 Bn) under command of Sh. P.P. Pradeep, Comdt.-110 Bn alongwith Army and State Police cordoned off the hideout of militants and an encounter ensured. Meanwhile some miscreants started stone pelting upon the troops, which was managed by using minimum force and munitions. During post encounter search, troops recovered 02 dead bodies of militants namely Rasiq Alias Nabi @ Owais (r/o Trail, SNR, J&K), Shabir Ah. Dar@Hamza (r/o Awantipora, Snr, J&K) along with weapon:- AK-47 Rifle-02 Nos (a/w 03 Magazines). During this encounter and stone pelting troops fired following ammn & munitions:- AK-47 ammn-530 Rds., Insas 5.56 mm-80 Rds., UBGL Rds-08 Nos, 09 No. Carts of PAG-08 Nos., Long Range Shell-06 Nos.

In the incident F/No. 075242792 CT/GD Pradeep H. of 110 Bn sustained bullet injury in his right shoulder. He was further evacuated to 92 Army Base Hospital, SNR. His condition is stable.

Due to heavy stone pelting Govt. Vehicle B.P. Gypsy No. Ap-11x-2264 got damaged.

In continuation of DSI INCN012291, CRPF troops. under command of Sh. Kumar Bijay Shankar, 2-I/C along with Army and State Police carried out search ops at the encounter site and recovered 01 dead body of FT Abu Hamas along with 01 Pistol Magzine.

A encounter broke out between troops of 19 RR, SOG and militants. On receipt of information CRPF troops under command of Sh. Prahlad Paswan, Comdt. 162 Bn joined the Operation. During post encounter search, troops recovered dead bodies of 02 FT militants alongwith following arms/ammunition: -AK–47 Rifle–02 Nos, Pistol– 02 Nos, Grenade – 04 Nos, Mag for AK–47 – 08 Nos, Mag for Pistol–02 Nos, ammunition of AK–47 –240 Nos, 9 mm ammunition–02 Nos, Wireless Set – 01 No, Magazine pouch – 02 Nos and Smart phone – 02 Nos. During withdrawal from Operation miscreants pelted stones upon troops. CRPF troops fired 01 LR Shell to disperse the mob. In this incident, 03 CRPF personnel sustained minor injuries.

CRPF troops under command of Insp/GD Kuldeep Singh of 178 Bn, CRPF alongwith 53 RR, SOG Budgam and State Police carried out cordon and search operation. During operation, an encounter broke out between security forces and militants, wherein 01 militant namely Mohd. Shafat Hussain Wani (r/o–Baramulla, J&K) was killed. While in post encounter search, dead body of 01 militant alongwith following items were recovered: - AK-47–01 No (along with 04 magazine), Live Ammns–102 rounds, Mobile – 04 Nos. The troops fired following ammns : - 7.62x39 mm – 10 rounds and INSAS – 03 rounds. During encounter 01 civil girl namely Humaira Maqbool (20 yrs, r/o Budgam, J&K) sustained injury. Further evacuated to SKIMS Hospital, Srinagar.

CRPF troops under command of Sh. Tilak Raj, AC, 40 Bn, alongwith SOG Anantnag & 19 RR carried out cordon and search operation. During Operation, 01 militant namely Rauf Ahmed Khande (HM, r/o Dooru, J&K) got killed and 01 militant namely Imran Rasid Bhat (HM, r/o Anantnag) apprehended. During post encounter search 01 dead body alongwith following items- UBGL–01 No and Pistol–01 No. were recovered. During Operation, troops fired 57 rounds of 7.62x39 mm.

While withdrawing from operation, troops came under heavy stone pelting from unruly mobs. To disperse the unruly mobs troops fired TSM–L/R Shell (S/N)–04 Nos, L/R Shell Metal body–04 nos, Stun Pawa Shell–02 Nos. 09 force personnel sustained minor injuries during stone pelting.

Praveen Thapliya, 2-I/C alongwith SOG Zainapora & 44 RR carried out joint operation, wherein an encounter broke out between secuirty forces and militants, wherein troops killed 07 militants. During post encounter search, dead bodies of 07 militants alongwith weapon were recovered. The militants were identified as Zubair Ahmad turrey (HM, r/o Shopain, J&K), Ubaid Shafi Malla (HM, r/o Shopian, J&K), Yawar Ahmad Itoo (LeT, r/o Shopain, J&K), Nazim Nizer Darru (HM, r/o – Shopain, J&K), Rayeez Ahmad Thokur (HM, r/o Shopian, J&K), Adil Ahmad Thoker @ Khalid Bhai (HM, r/i Shopian J&K) and Ishfaq Ahmad Malik @ Umar Bhai (HM, r/o Shopian, J&K). an IED targeting front MPV followed by heavy firing on both MPVs.
