PENANGrsquos Gurney Wharf proj-ect has now entered the con-struction phase following its re-

cent official groundbreaking ceremo-ny with the much-awaited attraction set to be a big drawcard

An initiative of the Penang govern-ment Gurney Wharf will be fully com-pleted by early 2025 says Chief Minis-ter Chow Kon Yeow

Costing an estimated RM200 million it has several components which are di-vided into Priority One and Priority Two

Priority One is basically a green park that would start from Pangkor Road and gradually be opened to the public after its completion in 12 months

Priority Two Chow added would have a multi-storey car park an iconic hawker centre and a jetty waterfront among oth-ers It is expected to be completed in 24 months or slightly more

ldquoPriority One and Priority Two will take place concurrently

ldquoThe roof of the iconic hawker centre is a very challenging structure We want to have an iconic product that will blend with the environment and promenade

ldquoWhen the consultant and architect run wild with ideas the challenge is for the engineers to design and the contrac-tor to executerdquo Chow told a press con-ference after the official ground-breaking ceremony that was officiated by Governor Tun Ahmad Fuzi Abdul Razak on May 14

Chow said the project is in line with the Penang2030 vision of a ldquoFamily-Focused Green and Smart that Inspires the Nationrdquo

ldquoThe main intention of the state gov-ernment is for the project to be enjoyed by the people of Penang to carry out so-cial and family activities

ldquoIt is hoped that when this project is completed it will be another new at-traction to the state as well as increase high quality added value especially in contributing an economic spillover to the

residents of Gurney Drive and the peo-ple of Penang as a wholerdquo Chow said in his speech

Chow and state Housing Local Gov-ernment Town and Country Planning Committee chairman Jagdeep Singh Deo said the decision to build the Gur-ney Wharf project began six years ago in 2016 when Lim Guan Eng was then the chief minister

ldquoWhen the project was mooted there

were quarters which were against it but when a survey was later conducted 95 of respondents agreed to its imple-mentationrdquo Jagdeep said in his speech

ldquoThis project would have been com-pleted by now if not for the delay caused by the Covid-19 pandemic But it is go-ing to happenrdquo

Tanjung Pinang Development Sdn Bhd a subsidiary of Eastern amp Oriental Berhad had already surrendered 131

acres of reclaimed land to the state for the project About 40 acres of the land is earmarked for the public park

Ahmad Fuzi was later invited on stage to witness the presentation of the main contractor agreement by Chow to TETO Engineering Sdn Bhd director Mohd Hari-zuddin Salleh

Ahmad Fuzi then proceeded to board a backhoe to launch the groundbreaking ceremony

SOUTH KOREAN semicon-ductor giant Simmtech Holdings Inc through its

Malaysia-based subsidiary Sus-tio Sdn Bhd officially opened its new manufacturing facility in the Batu Kawan Industrial Park (BKIP) on May 9

Simmtech Southeast Asia managing director Jeffery Chun said it is the companyrsquos first ad-vanced manufacturing facility in Southeast Asia

ldquoIt is also our eighth factory along with other operations in Korea China and Japan

ldquoIn May last year Sustio broke ground on an 18-acre site at BKIP investing more than RM600 million

ldquoDespite the lockdown caused by Covid-19 the prac-tical construction work took only nine months to complete

and the factory is now fully equipped and ready to run mass production

ldquoThis new factory has al-ready employed more than 700 staff and it will reach its full em-ployment of more than 1000 employees by next year

AFTER more than three years the Esplanade sea-wall upgrading and restora-tion project has been com-pleted

Chief Minister Chow Kon Yeow said the RM129 mil-lion project was fully funded by the Penang Island City Council (MBPP) and support-ed by the George Town Con-servation and Development Corporation (GTCDC)

GTCDC is a partnership between the Penang govern-ment through Chief Minister Incorporated (CMI) and Think City Sdn Bhd

ldquoThe seawall upgrading project involves a stretch of 570 metres that includes a pedestrian promenade from Medan Renong food court to the Royal Malaysian Naval Base

ldquoThe project is also one

of the 14 projects under the RM140 million North Sea-front Masterplan that starts from Dewan Sri Pinang to Fort Cornwallis and the en-trance to Swettenham Pierrdquo said Chow during the launch-ing ceremony on May 13

Also present were state Local Government Housing Town and Country Planning Committee chairman Jagdeep Singh Deo and MBPP mayor Datuk Yew Tung Seang

Chow said the completion of the seawall upgrading proj-ect shows the Penang govern-mentrsquos continuous commit-ment to providing the best infrastructure and public fa-cilities to all Penangites

ple coming here to take a walk and at the same time to enjoy the breeze and scener y

ldquoWhen I visited Medan Renong food court yester-day (May 12) and spoke with some of the patrons and traders they were all happy with this project as it could attract a lot of people to visit the Esplanade

ldquoI hope that the people will take good care of this facility by becoming respon-sible individuals and not lit-terrdquo he said

Chow also announced an allocation of RM14 million from the state government to implement the ldquoLinear Gardenrdquo project

ldquoThe green project will be carried out by MBPP this year as an addition to the new seawallrdquo he added

THE Penang Science Cluster (PSC) has initiated the Technical and Engineering Career Head Start (Tech Start) programme to address a critical shortage of technical talent in the state and also to help those from the B40 community

PSC chief executive officer Ooi Peng Ee said the pilot pro-gramme is a collaboration with Fourier TVET Center Sdn Bhd ECM Libra Foundation and also the Penang government

ldquoThe Tech Start programme is targetting 250 (Form 4 and Form 5) students from seven schools throughout Penang in our first phase

ldquoThe schools are SMJK Heng Ee SMJK Phor Tay SMK Bera-pit SMK Valdor and SMK Meth-odist Nibong Tebal The other two schools will be announced later as the selection process is still ongoing

ldquoNevertheless the students who are chosen are those from B40 families as we want them to be successful just like oth-er students from better family backgroundsrdquo Ooi said in his speech before Chief Minister Chow Kon Yeow launched the Tech Start programme at Wis-ma Yeap Chor Ee on May 14

Explaining the programme Ooi said while still in school students will learn the founda-tions of engineering via three hours of hands-on workshops every week for 10 months in Form 4 and another 10 months in Form 5 conducted by Fourier

ldquoFourier will then line up jobs with companies in the related in-dustry to employ these students as trainee technicians right after their SPM examination

ldquoAs trainee technicians they will work full-time and get on-the-job training earn a salary while studying on weekends for six months before undergoing an assessment If they pass they get a universally recog-nised certificate in engineering thereby launching their techni-cal career

ldquoAnd these certificate hold-ers can continue to work and upgrade their qualifications to Diploma and Bachelorrsquos degree if they so wish

ldquoThese new technicians will help to alleviate the severe shortage of technical talent in our industry in Penang nowa-daysrdquo he added

IN a move to drive the green economy in Penang the state government through the Pen-

ang Green Council (PGC) has signed a Memorandum of Un-derstanding (MoU) with the Fed-eration of Malaysian Manufac-turers Penang (FMM Penang)

PGC general manager Jose-phine Tan said starting this year PGC has embarked on a proj-ect in the green industry titled ldquoCircular Economy and Industry Programme (CEIP) Platform for Partnerships and Capacity De-velopmentrdquo

ldquoThe MoU signing today is part of the project that will focus on fostering the creation of a cir-cular economy in the Electrical and Electronics (EampE) sector which is a significant contribu-tor to the statersquos manufacturing industry

ldquoPGC aims to drive sustain-ability within the manufacturing industry mainly the EampE sector by increasing understanding of the circular economy and sup-porting Environmental Social

and Governance (ESG) prac-tices both of which are growing trends in the investment com-munity

ldquoSo by introducing this proj-ect and with the MoU signing today we are aiming to better prepare our industry players for the green transitionrdquo Tan said during her speech at the MoU signing ceremony in Komtar on May 10

Tan added that with FMM Penang on board they could begin to discuss the best way forward to achieve Penang2030 goals and targets in the green economy

Besides that she believes that through the partnership or supporting programme much could be learned from and also gained by the industry players

She said by sharing their success stories they can also motivate and inspire other busi-nesses to become more sus-tainable

PGC was represented by Tan and FMM Penang by its chair-man Datuk Lee Teong Li at the MoU signing which was wit-nessed by Chief Minister Chow Kon Yeow

Lee said FMM Penang was happy to establish a cross-sec-toral collaboration with PGC to create a new milestone for both the state and the private part-nership initiatives

He added that climate change and environmental degradation are challenges that they are all facing today

ldquoThrough this MoU we will share our best practices and ex-periences and also encourage the participation of our mem-bers in circular economy pilot projects

ldquoFMM Penang has more than 500 members and through this MoU we hope we can bring on more educational awareness and commitment to themrdquo he said

Meanwhile Chow said the state government was very pleased to have FMM Penang on board to support the state in driving a green economy

ldquoThe MoU signing today is our next move towards a more sus-tainable and productive industry It is also to transform Penang into a green industrial hub

ldquoHence I am confident that FMM Penang will be an effec-tive strategic partner to bridge PGC with the private sector for the state to reap the benefits of the circular economyrdquo he said

Also present at the MoU signing ceremony were Depu-ty Chief Minister II Prof Dr P Ramasamy state Welfare and Environment Committee chair-man Phee Boon Poh and state Entrepreneurial Development Trade and Industry Commit-tee chairman Datuk Abdul Halim Hussain

THE annual Penang Hill Heri-tage Forest Challenge is set to make a comeback this year af-ter a two-year hiatus

ing looks ndash and they did this to assist the Orang Asli in Gerik Perak

The ldquoAmazing Amahrsquos Fash-ion Showrdquo touted to be the first in Malaysia was organised by Rose Charities Malaysia

The grandmother models aged 60 and above and dressed in evening gowns and tradition-al costumes received a total makeover for the event

Rose Charities Malaysia president Datuk Lawrence Che-ah said the organisation aimed at raising RM50000 to pur-chase solar panels and water filters for the Orang Asli

ldquoWe have received gener-ous contributions in kind worth over RM50000 for the Amazing Amahrsquos models and volunteers

ldquoIn addition we also received RM45000 in cash nearly achieving our goal of RM50000 to purchase solar panels and water filters for the Orang Aslirdquo Cheah said in his speech during the event on May 8

Datuk Molly Mark who is the most senior grandmother model said she was delight-ed to play her part to help the Orang Asli community

ldquoI love to participate in charity events as they benefit the needyrdquo said the 89-year-old grandmother

Mark has two daughters and a grandson

ldquoThe state government community and civil society must work in tandem to cre-ate a pleasant enabling envi-ronmentrdquo he said

Chow said the Penang gov-ernment has acquired several key initiatives in preparation for an enabling environment in the state

ldquoWe adopt an active ageing policy in Penang develop a net-work of proactive daycare facili-ties to cater for the young old and needy and collaborate with stakeholders to adopt Interna-tional Standards in Professional Aged-Care Servicesrdquo he added

IT took them just three simple steps and four individuals walked away with their dream

homes in the ldquoVax to Win Cam-paignrdquo initiated by Aspen Group to promote Covid-19 vaccination among Malaysians

It required the participants to upload their digital vaccina-tion certificate answer a few simple questions and create a catchy slogan based on the theme ldquoEmerge Stronger for the Nationrdquo in no more than 20 words online

The campaign which started in June last year and ended on March 31 this year saw the par-ticipation of over 6000 people nationwide

Twenty-eight individuals were shortlisted as winners

The grand prize winner walked away with a unit of Aspenrsquos very

own Batu Kawan Resort Home called the Vertu Resort

Meanwhile the first to third prize winners bagged a unit each of the Vivo Executive Apartment in Batu Kawan

The fourth to seventh prize winners took home RM15000 worth of Ikea gift cards while the remaining 20 consolation prize winners brought home Ikea gift cards worth between RM5000 and RM10000

The grand prize winner was Hong Siew Hong while the first second and third prize winners were Yazid Ismail Lim Seng Huat and Ong Chee Beng re-spectively

而上述葛尼水岸计划一旦落成将约有15个公共设备是州内崭新的公共场所

首长落实竞选承诺之一槟州首席部长曹观友表示葛尼水岸是槟州政府在

2016年的倡议同时也是槟州政府在2018年竞选宣言中68项承诺的其中一项目前已在实现中

他说这项计划也符合了槟城2030愿景并希望透过这发展计划为槟州各阶层人士带来更好的生活素质甚至是拥有良好的社交活动促进家庭和谐

他是在出席葛尼水岸动土礼时如是指出

确保不影响沿海地带他表示在进行这项目之余槟州政府也确保不影

响周边区域尤其是沿海地带生态他冀望工程承包商能够系统化的进行共工程同时

确保当地的交通规划更仔细的进行以保障届时到访民众的安全

料2025年初全面落成他表示有关葛尼水岸的工程已在进行中并会依

威省市长拿督阿兹哈指出市厅将服务数码化以迈向智慧城市的目标因此决定推行柜台ldquo无现金交易日rdquo鼓励民众透过数码化的应用如市厅的电子柜台（Cyber Counter MBSP）市厅网上付费（MBSPPay）JOMPAYe-boost及TnG 电子钱包进行交易

他说为了方便民众处理各项交易市厅也设立ldquo电子柜台角落rdquo及教导民众使用自动缴付机服务（Kiosk）官员随时从旁提供协助此外还另设立特别服务柜台为乐龄者孕妇及残疾人士提供协助

ldquo如今可以通过线上处理的服务包括申请与更新商业执照更换门牌税的名字和通讯地址申请狗牌残疾人士的汽车贴子横幅标签资讯流通租用市厅体育馆投诉缴付门牌税支付市厅罚单及档租其他服务也可透过ldquo电子账单rdquo（i-bill）来处理rdquo

他补充ldquo无现金交易日rdquo在疫情期间极其重要也激化更有效率综合性及安全的服务同时让威省市民更了解线上服务

阿兹哈在主持威省市政厅月常会议时这么指出他说除了柏达镇的市厅总部威北甘榜爪哇及威南双溪爪夷分局

每逢星期三也会推行柜台ldquo无现金交易日rdquo前来付费的民众若当天只能以现金付款就只能使用自动缴付机服务会有官员从旁协助

他说只有注射抗伤寒（Anti Tifoid）针的民众必须到场后以现金支付款项其他服务都能在线上处理

ldquo我们已培训15名官员轮流在市厅走廊处设立的客户服务柜台为语言不通或不懂操作的乐龄者提协助同时也印制了一些讲解使用线上服务的宣传册子供民众翻阅rdquo

他指出自从设立此柜台后前往柜台缴付现金者已大为减少一些欲会见官员商讨事项的民众也可以登入市厅官网做线上预约以作安排大大减低了服务柜台的拥挤

威省入选ldquo同一个星球城市挑战比赛rdquo决赛另外阿兹哈透露威省在世界自然基金会（WWF）主办的ldquo同一个

星球城市挑战比赛rdquo（OPCC）中成功入选并代表大马参与全球决赛来自53个国家或地区的280个城市参加了这项比赛除了威省雪州

的八打灵再也及马六甲也入选由世界自然基金会举办的两年一度ldquo同一个星球城市挑战赛rdquo旨在为

槟城旧关仔角海堤修复与提升计划竣工以全新景致面貌欢迎民众及游客到来寻风观浪或打卡留念

槟州首席部长曹观友说长达570米的海堤走道耗资1290万令吉这也是槟州政府致力提供人民舒适和安全的公共设施及空间所做的其中一项努力

ldquo州政府一直以来都积极升级和扩展公共设施空间包括乔治市古迹区以增加社区的互动和连通性rdquo

他于旧关仔角海堤走道开幕仪式上致词时说ldquo这项计划是于2016年在ldquo北岸公共空间rdquo计划及

下由乔治市保育与发展机构（GTCDC）负责旨在提升和提供一个有吸引力和包容性的优质公共空间rdquo

他说槟州首长机构Think City有限公司及乔治市保育与发展机构（GTCDC）代表州政府执行这项计划包括进行全面研究海堤的建造历史海岸测量工作海洋工程和结构以全新面貌提升海堤

ldquo槟州政府深谙教师身为播种知识的关键人物因此要吸引培育和留住人才州政府对于教育工作者的奉献给于认可在过去的10年已发放272万4300令吉的独中教职员回馈金感激及表扬教职员的付出 rdquo

ldquo另外基于新冠疫情的关系州政府也把每年的教师节宴请独中教职

员的教师节午宴改为赠送每人一份巧克力我希望藉此把州政府美好的祝福送给所有的教职员 rdquo

ldquo除了教职员回馈金州政府也共发放2700万令吉制度化拨款给独中同时也从2015开始每年拨首长特别拨款50万令吉给独中即每所10万令吉今天我也将移交50万特别拨款给各校代表这意味着从2015至今州政府已发放共400万令吉特别拨款给独中rdquo

首长表示3年前在锺灵独中举行的仪式上他建议轮流在各独中举行仪式好让大家有机会交流及互相鼓励不过鉴于过去2年因疫情关系而无法举行

ldquo今年会在菩提独中举行因为不久前槟华学校前来首长办公室讨论事务时由于该校一些董事也是菩提学校的董事所以就提到说不如来菩提独中进行而有了今天的仪式rdquo

疫后旅游业生态悄然改变威省旅游ldquo活rdquo了

在以往槟州的旅游业多聚焦在槟岛游客们鲜少特地前往威省游玩然而一场疫情让州内的旅游业把目光望向了更为辽阔的威省地带

随着疫情期间无法到国外旅游本地旅客们纷纷把目光转向本土的旅游景点一些新兴地点更成为了大家争相打卡的好去处

其中槟州除了传统旅游景点外威省的许多隐藏景点纷纷被发掘出来这也让威省一带主要业务为接待商务客户的酒店迎来新客源

谢伟满开斋节假期酒店入住率高

马来西亚酒店业者公会槟州分会副主席谢伟满接受《珍珠快讯》访问时指出根据其公会会员反馈随着政府逐步放宽限制后威省不仅以往的商务客户回流就连前来旅游的客户都增加了不少

以5月的开斋节周末长假为例威省酒店的入住率高达60至70其中多数为前来本地旅游的旅客这在以往是难以看见的

ldquo在以往周末长假是槟岛酒店的高峰时期而威省则完全相反这个情况在疫情后逐渐改变了rdquo

他说这是因为以往商务为主的威省酒店开始迎来度假的游客其中增长最为显著的为穆斯林游客

ldquo 我们非常乐见这种增长希望这是一种长期效应这将对本土旅游业带来新机会rdquo

与槟岛旅游相辅相成对于槟州政府投放资源在

威省旅游业的做法他深表认同并希望当局可以更为关注威省旅游业发展以协助仍在ldquo襁褓rdquo中的威省旅游业顺利发展

ldquo我们真的非常需要这方面的支持如把威省景点放入介绍槟州景点的小册子内

或在营销策略中更为注重威省rdquo

他说威省和槟岛的旅游业并非竞争关系反之两者将相辅相成让槟州的旅游产品

ldquo至于美食威省拥有许多著名的美食如伯公埕武吉淡汶阿曼岛和清洁海滨的海鲜美食及近来许多各具特色的甘榜式美食馆和特色咖啡厅等rdquo

此外他说威省也有属于自身的文化及历史古迹加上集生活和休闲为一体的新兴卫星市峇都交湾都可成为吸引旅客前来威省的卖点

需解决缺少代步工具问题无论如何他不讳言威

省旅游业目前仍有挑战必须应对如缺少代步工具让旅客乘搭以至于一些没有自备交通工具者无法轻易从一个地方抵达另一景点

ldquo这是一项需要立刻解决的问题因为就算我们拥有很好的旅游产品但因为没有合适的代步工具也会让国外旅客打消来到威省的念头rdquo

另外他说威省拥有国际水准的酒店唯因为疫情关系导致如今整个酒店领域都面对员工短缺问题就算已经提高工资但仍难以在短时间内完全填补空缺

ldquo这也是其中一个必须解决的难题如今还是有部分酒店因为员工问题而无法100运作rdquo

槟州政府与Rayston Consortium有限公司（RCSB）签署一项峇眼亚占至日落斗哇填海计划的附加合约以期该公司能在期限内完成填海计划并将其中的90公顷土地移交给州政府

在有关附加协议下上述公司将不再负责填海243公顷港口及相关土地的特许经营商同时附加合约也阐明该计划的管理和所有权让RCSB能够继续履行1999年协议中的条例

槟州首长曹观友是在光大见证上述附加合约签署仪式出席者包括Rayston Consortium有限公司执行董事拿督林有文董事彭贵生槟州秘书拿督再拉尼州法律顾问拿督诺拉兹米州财政司拿督莫哈末法拉兹槟州贸易与工业企业发展委员会主席拿督阿都哈林

首长 RCSB需在6年内完成填海工程

槟首长曹观友表示随着这项附加协议的签署也预计了有关计划修正蓝图的时间即必须从2022年6月1日起的18个月合约生效期内完成

ldquoRCSB亦必须在获得批准后的6年内完成这项填海工程而随后州政府将收回90公顷的土地rdquo

首长补充这项共582公顷的填海土地当中有272公顷土地将用来建设公共设施

ldquo共有10公顷土

地是用来更换州政府土地另90公顷土地则移交给州政府剩余的土地则交由RCSB来发展rdquo

他指出是项填海计划是于 1 9 9 9年由槟州政府及Rayston Consortium有限公司所签署的征地合约后展演至今的工程

槟政府获35土地拥有权另外双方也在2018年9月28日签署

了一项附加合约规定土地移交给州政府的比例从5增加到35即90公顷土地并规定了计划进行的时间表

他补充目前分配给槟城港口委员会（SPPP）的243公顷土地中只有26

公顷土地被用作兴建北海北岸箱运码头（NBCT）

他表示槟州政府将与槟城港口委员会就该地区的填海计划作出进一步的讨论

他冀望上述计划能够成为槟州重要的转型产品进一步推动符合槟城2030愿景的可持续发展

5月18日成功晋入抽签阶段的承办商名单于5月24日公布

5 7 项工程分别分布在东北县（10项）西南区（14项）威北（12项）威中（10项）威南（9项）公共工程局机械部门（ 1 项）军事单位（1

槟州基本设施及交通事务委员会主席再里尔赞扬公共工程局仍沿用线上直播的方式来进行竞标毕竟这种方式是实用的不只是顺应新常态反而更能提高效率及透明化

ldquo据我了解承包商在此之前也只是通过线上进行报名以及呈交所需的文件完全不需亲身前往槟州公共工程局这是非常省时省力的做法rdquo

他说公共工程局善用科技的做法符合了槟城2030愿景即数码化及简化政府机构的繁文缛节这是值得其他政府机构所仿效的

他指出57项工程所涉及近300万令吉的费用是由槟州政府所拨款而当中最低耗费的工程为2万令吉至最高达10万令吉

根据南岛计划环境评估报告（ E I A ）中的社会影响评估（SIA- Social Impact Assessment）研究显示南部社区和渔民对南岛计划的接受度从原本2019年的511增至791

由城市规划顾问公司 S A Planning Services和工程顾问公司DNA共同进行的研究指出截至今年1月份他们访问了314名渔民其中748的渔民表示认同南岛计划同时也访问了450名居民表态支持南岛计划的人则占823

槟州基设机构首席执行员拿督斯里法立占针对上述研究数据表示这是州政府南部渔民服务中心（PPSN）和工程交付伙伴SRS Consortium有限公司积极参与当地居民和渔民的成绩居民和渔民都获得明确的讯息也了解发展的重要性

他说州政府也已陆续落实去年所宣布的社会影响管理计划（SIMP）已确保居民和渔民在南岛计划中受惠

拥有25年经验的SA Planning Services城市规划师赛夫说居民和渔民对南岛计划的接受度已提高也显示出他们已了解发展项目对槟州经济发展与人民福祉的重要性ldquo他们已从渔民服务中心获取更多有关项目发展的资讯同时他们也看到社会影响管理计划除了能让渔民本身受惠外也能让他们的孩子受惠比如教育机

估人民与渔民接受度相对比较低主要是当时州政府还没拟出社会影响管理计划ldquo这轮的社会影响评估研究所涉及的渔民也相对比2019年多出114人rdquo

根据渔业局资料统计在南岛计划范围内的渔民人数多达952人他们分别来自9个渔民单位即美湖公巴双溪峇都峇东滨海浮罗勿洞瓜拉双溪勿弄斯里惹雅峇都茅和直落登布育

式采集民意渔民此次的配合度很高他们相信州政府是真心要帮助他们

他说采集民意期间所提问的基本问题包括环境渔船水道基设道路和排水系统安全和污染侵蚀水灾海上交通水位上升工地安全和屋价上涨同时他们也针对渔民日常作息发问比如每日出海捕鱼对南岛计划的看法项目好处和对渔民的影响工作机会和商机等

他说渔民的提问则周旋在他们所获取的资讯不正确生计受影响捕鱼范围缩小捕鱼的安全和渔船影响ldquo渔民担心在填海工程进行期间重型工程船只会影响他们的安危他们也担心填海影响鱼产量导致他们必须到更远去捕鱼rdquo

缓解措施护渔民利益然而赛夫补充环境评

估报告缓解措施已表明会确保填海和建筑工作在受控之下进行ldquo根据我的研究经验至今不曾拥有如南岛计划般专门为渔民利益而拟出的完整缓解措施计划rdquo

他认为南岛计划完整的缓解措施计划能成为一个例子以确保在填海工程期间渔民日常作息依旧ldquo渔民过去一直抗拒填海计划主要因为不曾拥有缓解措施计划导致他们认为渔民利益被典当rdquo

槟州政府已在社会影响管理计划下移交首批特惠金即500令吉给已在该计划下登记的渔民今年3月州政府也宣布成立南部社区合作社为社员（南部渔民居民和商家）提供额外收入工作

机会和商机今年4月9名渔夫已在社会影响管理计划下报名海员课程并已完成海事局的口试取得海员合格证书

WITH the launch of the Penang Youth Commit-tee the state govern-

ment is showing its commitment to empowering youth in the state

Chief Minister Chow Kon Yeow said the committee was officially launched on April 30

ldquoThe state government is keen for our youth to have a de-cisive say and to take a leading role in managing public affairs

ldquoAs such we have set up the Penang Youth Committee or lsquoJawatankuasa Belia Pulau

Pinangrsquo in all the 40 constituen-cies across the state with the appointment of a pioneer batch of 400 young men and women who will run the show and man-age their respective youth com-mittees for the period from May 1 this year until Dec 31 2023

ldquoThe whole idea of this youth committee is we want our youth to discover their hidden talents leadership qualities enhance their level of competitiveness and competency and above all to enable themselves to be of service to others

ldquoAfter all their involvement in community affairs especially in youth matters will be a de-

termining factor in the direction where the state or the nation is heading

ldquoWe also need to acknowl-edge that the task of nation-building and the future of our country rest squarely on the shoulders of our youth as well Thus this is why such a commit-tee is importantrdquo Chow said in his speech during the one-day Pokemon Carnival at 1st Avenue Mall in George Town on May 8

SP Setia deputy president and chief operating officer Da-tuk Seri Koe Peng Kang said the competition was held in conjunction with the launch of the new hotels Amari SPICE Penang and Amari Kuala Lum-pur

The Amari SPICE Penang and Amari Kuala Lumpur are set to open in September

Koe said the campaign would provide a platform for local artists who were af-fected by the lockdowns dur-ing the Covid-19 pandemic as well as shine the limelight on undiscovered talents

A RELOOK at the rules and regulations concerning homestays in private con-

dominiums and high-rise apart-ments in Penang is needed says state executive councillor Yeoh Soon Hin

Admitting that it is a long-standing issue Yeoh said there is no problem for the units to be used for short-term homestays if they come with a commercial title

The problems he said are those for residential purposes as many complaints have been received from local dwellers over the nuisance caused by the holidaymakers

ldquoTo regulate the homestay it is not tourism per se that is in-

volved as many other agencies need to be involved like Motac (Tourism Arts and Culture Minis-try) local councils and housing

ldquoWe need to take care of the local residents It is still consid-ered illegal from the point of law (for residential units to be used for homestay) Some countries have banned Airbnb while some have come up with rules to reg-ulate the short-term stay

ldquoWhat we lack in this country now are rules and regulationsrdquo Yeoh who is in charge of the statersquos Tourism and Creative Economy portfolio said in reply

to reportersrsquo questions after launching the 2022 High Fun Penang on May 5

Yeoh said those units like some of the kampung-style homestays regulated by Motac are allowed to operate

He added that homestay op-erators using residential units created unfair competition for li-censed hotels that have to pay tax and hotel fees

State Housing Local Gov-ernment Town and County Planning Committee chairman Jagdeep Singh Deo recently reiterated that if unit owners

want to rent their units out to short-term guests or turn them into homestay units 75 of residents there must first agree to it

He said that while the start-ing date for the ban on home-stays in residential units has not been decided yet the state government has agreed with the plan based on the numer-ous complaints from residentsrsquo groups at apartments condo-miniums and residential neigh-bourhoods

On a separate matter Yeoh said many hotels in Penang re-

corded almost 100 occupan-cy over the Labour Day and Hari Raya holidays

ldquoSome attractions also re-ceived good business like back to pre-pandemic level However I still want to say that even though we received overwhelm-ing response during these long holidays we are still not out of the woods yet

ldquoWe still need to create more synergy and opportu-nities especially to attract more international tourists to sustain our Penang state tour-ismrdquo Yeoh said

Homestay policy under study

THIRTY-TWO merchants are par-ticipating in the 2022 High Fun Penang (HFP) a collaboration be-tween business entities and JCI United Penang to help stimulate Penangrsquos tourism industry

The initiative which is sup-ported by the state government will see the participation of the merchants like cafes hotels res-taurants museums and others

State Tourism and Creative Economy Committee chairman Yeoh Soon Hin described the initiative as timely to assist the participating merchants as the country is transitioning into the endemic stage now

ldquoIt will enable the stakehold-ers to explore new opportunities strengthen industry resilience and tap into new segmentsrdquo Yeoh said when launching the event on May 5

ldquoThe Penang government believes that involvement of various stakeholders will be an important element to bring in more synergy into the statersquos tourism sector

ldquoFurthermore NGOs with a variety of resources can play a

vital role as a platform to bring those related parties together to overcome the post-pandemic effects

ldquoPenangrsquos industries will cer-tainly require time to recover and rebound to pre-pandemic levels It is in such times when associa-tions agencies and companies regardless of private or public should and could collaborate for the betterment of societyrdquo

PENANGrsquos tourism is set to benefit after the state was ap-pointed as one of the official sponsors for the Malaysia In-ternational Travel Mart (MITM) Travel Fair 2022

State Tourism and Creative Economy Committee chairman Yeoh Soon Hin said they would exhibit the diverse faces of Penang at the three-day fair to be held at Mid-Valley Exhibition Centre in Kuala Lumpur from July 8 to 10

The fair which was not held for the last two years due to Covid-19 is organised by the Malaysian Chinese Tourism As-sociation (MCTA)

ldquoThe MITM Travel Fair which

started in 2001 is one of the most sought-after travel fairs for tour operators national tourism organisations and the travel trade

ldquoThis is a chance for Pen-ang to present itself as a pre-ferred destination to a wider reach of domestic and inter-national travellers

ldquoTraveling to many people is part of their lifestyle We want to see a recovery in tour-ism and we are committed to rebooting our tourism sector in all our efforts

ldquoWe are excited about show-casing Penang through MITMrdquo he said in his speech before witnessing the Memorandum

of Understanding (MoU) sign-ing ceremony between state agency Penang Global Tourism (PGT) and MCTA on May 6

MCTA president Paul Paw welcomed everyone to visit the travel fair to purchase travel packages and air tickets

ldquoIt will gather the best tour-ism players and travel trades under one roof A wide range of attractive travel packages airfares and travel-related prod-ucts and services are available

ldquoWe estimate about 80000 people to visit the upcoming travel fairrdquo he said

A similar fair will take place in Penang (July 2-July 3) and Ipoh (July 1-July 3)

DESPITE it being a Sunday and a public holiday mem-bers of the public came to-gether on May 1 to partici-pate in the communal clean-up programme at Karpal Singh Drive

The programme was organ-ised by the Malaysia Rotary Yoneyama Alumni Associa-tion (MRYA) and the Centre for Marine and Coastal Stud-ies (Cemacs) of Universiti Sains Malaysia

It was also supported by Sungai Pinang assemblyman Lim Siew Khim and her team

Cemacs head Prof Datuk Dr Aileen Tan said the commu-nal clean-up was also about implementing the concept of citizen scientists where the volunteers would be collect-ing data on the types of rub-bish collected

ldquoThe volunteers would be using the ocean thrash data

form to fill up the particulars of the rubbish picked up

ldquoThis will help us to find out the origins of the thrash wheth-er it was thrown by the visitors to Karpal Singh Drive or brought to the shore by the waves

ldquoThe data collection will be submitted to an international organisation called the Ocean Conservancyrdquo she said

In relation to this Lim sent a strong message to the pub-lic to stop littering and to be more conscious of the envi-ronment

ldquoOur council workers do their clean-up daily in the morning and even sometimes in the evening but our visitors to Karpal Singh Drive seem to lack civic consciousness

ldquoAlthough we provide rub-bish bins in the area and the bins are like 20 or 30 steps away they just leave the rub-bish everywhere

ldquoThis then makes the whole area look messy giving it an impression that the council workers are not doing their job This is not fair to them

ldquoNo compromise everyone should know that they should not litter Please take care of our environmentrdquo Lim said

Lim also appealed to the Penang Island City Council (MBPP) to place enforcement

officers at the Karpal Singh Drive area to catch litter bugs

Meanwhile MBPP coun-cillor Nicholas Tan said the council would be increasing its litter bug operations at Karpal Drive Singh

Consul-general of Japan in Penang Orikasa Hiroyuki who also joined the communal ac-tivity lauded the organisers for coming up with such an event

MRYA president Dr Wong Lai Yong was also present during the event

It is learned that the MRYA is active in holding commu-nal clean-up programmes at Karpal Singh Drive from time to time

secondary students to take part in the workshops and competitions this year

Deputy Chief Minister II Prof Dr P Ramasamy who is also Penang STEM chair-man conducted the media launch of the event at Tech Dome Penang on May 5

This yearrsquos challenge will mark the third in the annu-al competition series which first kicked off in 2020

ldquoThe ultimate aim is of course to nurture their in-terest in STEM-learning and to inspire more to opt for sci-ence stream when they go on to upper secondaryrdquo Ra-masamy said in his speech

ldquoFor this year the organis-ing committee has decided to offer an additional cat-egory as part of the effor t to widen their STEM focus making it a total of eight cat-egories

Ramasamy added that while the workshops and pre-liminary competitions would be conducted virtually the or-ganisers are planning for the Grand Final to be conducted physically subject to the pre-vailing Covid situation then to instil more excitement

Individual trophies prizes and certificates will be of-fered for the top three teams and medallions and cer tifi-cates for the top 20 team finalists for each category

Individual team scores for the eight categories achieved by the respective

teams will be accumulated to derive the best overall school which will receive the Penang STEM-Intel Chal-lenge Trophy

SOUTH KOREAN semicon-ductor giant Simmtech Holdings Inc through its

Malaysia-based subsidiary Sus-tio Sdn Bhd officially opened its new manufacturing facility in the Batu Kawan Industrial Park (BKIP) on May 9

Simmtech Southeast Asia managing director Jeffery Chun said it is the companyrsquos first ad-vanced manufacturing facility in Southeast Asia

ldquoIt is also our eighth factory along with other operations in Korea China and Japan

ldquoIn May last year Sustio broke ground on an 18-acre site at BKIP investing more than RM600 million

ldquoDespite the lockdown caused by Covid-19 the prac-tical construction work took only nine months to complete

and the factory is now fully equipped and ready to run mass production

ldquoThis new factory has al-ready employed more than 700 staff and it will reach its full em-ployment of more than 1000 employees by next year

ldquoThis new factory will also deliver the first lsquoMade in Ma-laysiarsquo semiconductor memory chip packaging substrate and printed circuit board (PCB) bol-stering Malaysiarsquos semiconduc-tor supply chain even furtherrdquo Chun said in his speech at the opening ceremony

Korean firmrsquos new plant in Penang

AFTER more than three years the Esplanade sea-wall upgrading and restora-tion project has been com-pleted

Chief Minister Chow Kon Yeow said the RM129 mil-lion project was fully funded by the Penang Island City Council (MBPP) and support-ed by the George Town Con-servation and Development Corporation (GTCDC)

GTCDC is a partnership between the Penang govern-ment through Chief Minister Incorporated (CMI) and Think City Sdn Bhd

ldquoThe seawall upgrading project involves a stretch of 570 metres that includes a pedestrian promenade from Medan Renong food court to the Royal Malaysian Naval Base

ldquoThe project is also one

of the 14 projects under the RM140 million North Sea-front Masterplan that starts from Dewan Sri Pinang to Fort Cornwallis and the en-trance to Swettenham Pierrdquo said Chow during the launch-ing ceremony on May 13

Also present were state Local Government Housing Town and Country Planning Committee chairman Jagdeep Singh Deo and MBPP mayor Datuk Yew Tung Seang

Chow said the completion of the seawall upgrading proj-ect shows the Penang govern-mentrsquos continuous commit-ment to providing the best infrastructure and public fa-cilities to all Penangites

ldquoEven before the official launch today this project has already attracted a lot of attention from the public

ple coming here to take a walk and at the same time to enjoy the breeze and scener y

ldquoWhen I visited Medan Renong food court yester-day (May 12) and spoke with some of the patrons and traders they were all happy with this project as it could attract a lot of people to visit the Esplanade

ldquoI hope that the people will take good care of this facility by becoming respon-sible individuals and not lit-terrdquo he said

Chow also announced an allocation of RM14 million from the state government to implement the ldquoLinear Gardenrdquo project

ldquoThe green project will be carried out by MBPP this year as an addition to the new seawallrdquo he added

THE Penang Science Cluster (PSC) has initiated the Technical and Engineering Career Head Start (Tech Start) programme to address a critical shortage of technical talent in the state and also to help those from the B40 community

PSC chief executive officer Ooi Peng Ee said the pilot pro-gramme is a collaboration with Fourier TVET Center Sdn Bhd ECM Libra Foundation and also the Penang government

ldquoThe Tech Start programme is targetting 250 (Form 4 and Form 5) students from seven schools throughout Penang in our first phase

ldquoThe schools are SMJK Heng Ee SMJK Phor Tay SMK Bera-pit SMK Valdor and SMK Meth-odist Nibong Tebal The other two schools will be announced later as the selection process is still ongoing

ldquoNevertheless the students who are chosen are those from B40 families as we want them to be successful just like oth-er students from better family backgroundsrdquo Ooi said in his speech before Chief Minister Chow Kon Yeow launched the Tech Start programme at Wis-ma Yeap Chor Ee on May 14

Explaining the programme Ooi said while still in school students will learn the founda-tions of engineering via three hours of hands-on workshops every week for 10 months in Form 4 and another 10 months in Form 5 conducted by Fourier

ldquoFourier will then line up jobs with companies in the related in-dustry to employ these students as trainee technicians right after their SPM examination

ldquoAs trainee technicians they will work full-time and get on-the-job training earn a salary while studying on weekends for six months before undergoing an assessment If they pass they get a universally recog-nised certificate in engineering thereby launching their techni-cal career

ldquoAnd these certificate hold-ers can continue to work and upgrade their qualifications to Diploma and Bachelorrsquos degree if they so wish

ldquoThese new technicians will help to alleviate the severe shortage of technical talent in our industry in Penang nowa-daysrdquo he added
