I. Situation Overview & highlights Jaffna District: • On 6 January, Chairman of the Presidential Task Force on Resettlement, Development and

Security in the Northern Province (PTF) and Senior Presidential Advisor Basil Rajapaksa visited Jaffna District to officially release a 300m portion of the Palaly High Security Zone (HSZ) buffer zone for resettlement. Mr. Rajapaksa was accompanied by Minister for Social Services and Social Welfare Douglas Devananda, Governor of the Northern Province Maj. Gen. G. A. Chandrasri and Jaffna Security Forces Commander Maj. General Mark. Also, Mr. Rajapaksa announced that as of 6 January the A9 highway would be open 24 hours.

• On 10 January, President Mahinda Rajapaksa visited Jaffna on the final leg of a campaign tour of the North and East, which included stopovers in Mannar and Vavuniya the previous day. At a public meeting in Jaffna town, President Rajapaksa highlighted the removal of travel restrictions upon the A9 road, adding that train services would soon be extended to connect the Jaffna peninsula to the mainland. He further said that restrictions on fishing off the coast of Jaffna have been lifted. He spoke of Government plans to develop the fisheries and agriculture sectors and education services in Jaffna. Furthermore, President Rajapaksa stated that an honourable and just solution would be found to the ethnic conflict and elections held in the near future to elect a Northern Provincial Council.

• Military authorities have released the HSZs in Chavakachcheri DS Division, Eluthumadduval and Mirusuvil for resettlement. Many civilians were displaced from these areas in 2006 due to their proximity to the Forward Defence Lines (FDL).

Kilinochchi District: • On 4 January, five schools in Karachchi Division were reopened for the first time after the war. The

schools were Hindu College, St. Fathima Roman Catholic School, Kanagapuram Maha Vidyalaya, Hindu Junior School and St. Theresa School. The Governor of the Northern Province informed the media that free transportation facilities would be provided for teachers of these five schools to travel from Jaffna and Vavuniya Districts.

Mannar District: • On 9 January, President Mahinda Rajapaksa, accompanied by the Ministers Rishard Bathiudeen,

Douglas Devananda, Milroy Fernando and V. Puthrsigamani, Senior Presidential Advisor Basil Rajapaksa and the Northern Governor visited Mannar and participated in an election rally held at the Mannar Stadium.

Vavuniya District: • On 9 January, the President visited Vavuniya and participated in an election rally at the Vavuniya

Urban Council ground. He also visited Menik Farm for a ceremony reuniting 700 child combatants, who had undergone rehabilitation, with their families.

• UNHCR estimates that approximately 100,000 IDPs are in Menik Farm on any given day, with 20-30,000 IDPs on temporary passes outside the camp. With most I/NGO funding scheduled to end on 31 January, the continued provision of basic services to the camp has become an issue.

• There is a reduction in number of cases of dengue and other priority communicable diseases in Vavuniya.

II. Sector Overview & highlights SHELTER / NFI Kilinochchi and Mullaitivu Districts: • A large percentage of the permanent housing in the return areas is severely or completely damaged.

IOM has constructed 50 transitional shelters in Thunukkai Divisional Secretariat (DS) division (Mullaitivu District) and begun constructing 150 shelters in Poonakary DS division (Kilinochchi District). As IOM remains the only agency with access for shelter assistance to the return areas, it is necessary to prioritize the most vulnerable IDPs across the return districts and assist according to capacity. The Protection Working Group (PWG) in Vavuniya is currently defining a priority list of vulnerable beneficiaries. The local government authorities are currently carrying out assessments in this regard.

Vavuniya District: • IOM continues to deliver A-frame shelter kits to the Assistant Government Agent offices for

distribution in the return areas. At the moment, the Shelter sector has the tarpaulins, but not the timber or sufficient funding, required to complete the A-frame shelter kit.

• The Government of Sri Lanka (GoSL) is accommodating some returnees in blue tents (donated by the Chinese Government) along the A9 road, as it is out of tin roof sheets for transitional shelters. The return process has been slowed down by humanitarian demining and the lack of tin roof sheets.

• The sector has decided to distribute the remaining stock of tents by the end of January to the most vulnerable families in the return areas.

• Agencies are testing whether painting the metal roof sheets white reduces the temperature inside the transitional shelters.

• Three agencies have been authorized to provide assistance to IDPs living with host families in Vavuniya District. As of 11 January, 366 basic cadjan shelters have been constructed.

• The national Shelter sector held the first of a series of Technical Working Group (TWG) meetings. The aim is to come up with national guidelines for transitional shelters that match the district agreements and the GoSL requirements.

• Approximately 1,200 surrendees have been transferred to Site 6B in Menik Farm from Pampaimadu. Unconfirmed reports indicate that three blocks of Site 7 are also to be utilized for the same purpose shortly. The semi-permanent shelters in Zone 5, which have never been deployed, may be used to house ex-combatants as well.

• Approximately 7,500 tents have been covered with polythene sheets. The GoSL blue tents have not been covered with polythene, but a tarpaulin has been provided per tent. No further maintenance is required before beginning of February.

• A Shelter sector decision has been made to allow returning IDPs to take their shelters and tents with them. IOM has agreed to provide additional lorries. A letter has been sent to the Government Agent (GA) and Vanni Security Forces Headquarters (SFHQ) for their consent. Although no official reply has been received, the procedure has now started in Site 6A and is expected to be adopted in other zones.

• The Vanni SFHQ is planning to close Tharmapuram by the end of January. The IDPs onsite will be transferred to Zone 1. A plan to transfer the remaining inhabitants of Zone 5 to Zone 3 is also under discussion.

• The Competent Authority has been advised that, after Zone 0 and Zone 1, Zone 3 is the most preferred zone to keep open. The lifespan of the Zone 3 shelters is longer than that of the tents in the other zones. The water supply system is also better in Zone 3 than in other zones. A inter-sector prioritized closure plan of Menik Farm sites/zones will be made by next week.

• Two agencies have funding for shelter maintenance until the end of February. Three agencies have funding for decommissioning until the end of February, and one agency has shelter tarpaulins for maintenance, but no capacity. A Shelter TWG meeting is scheduled for next week to discuss possible maintenance and an upgrade strategy for the remaining zones, following consolidation of the Menik Farm zones. This will allow interested agencies to seek additional funding.

• Discussions are underway to clarify which agencies have the funding and mandate to continue activities in Menik Farm.

WASH Vavuniya District: • The river water intakes are now functioning normally. Turbidity levels are dropping but a number of

the water treatment plants are still not functioning. • A water treatment plant has been relocated close to Zone 3 to provide a closer water source to the

larger zones and ease bowsering requirements. • A significant number of bowsers stopped operation on 31 December. Some zones received less than

5 litres per person per day during the first five days of this month, due to bowsers not operating in the newly allocated zones. The situation has been resolved and is being carefully monitored.

• Agencies are receiving a growing number of requests for water supply to military personnel and cadres. The National Water Supply and Drainage Board (NWSDB) bowsers are covering this need, and advocacy with the SLA is ongoing.

• The NWSDB completed the water quality testing exercise for Menik Farm tube. Six out of 146 wells were confirmed to contain E. coli. The affected wells were recommended for bathing and washing purposes only.

• Water quality is improving with a reduction in over-chlorination. • The sewage stabilisation ponds are now in use. • A total of 1,790 latrines have been decommissioned, with another 820 ready for decommissioning. • The number of agencies with capacity to support ongoing maintenance and decommissioning of

WASH facilities is limited. Additional support is welcomed. • A group of ninety-five trainers has been trained in Children’s Hygiene and Sanitation Training

(CHAST). Activities in Child Friendly Spaces have commenced and partner agencies have been provided educational kits. The Vavuniya Zonal teachers have expressed interest in rolling out the CHAST programme through the district Primary Schools.

• The Health Education Bureau has approved the use of the Participatory Hygiene and Sanitation Transformation (PHAST) approach throughout Menik Farm and the return areas. Toolkits are being finalized.

• A three-day dengue campaign by the IDP Directorate of Health and Health/Hygiene was successfully completed covering all the zones.

• A mapping exercise is underway to identify possible gaps in the availability of hygiene promotion agencies in the upcoming months. Hygiene kits well covered for now. However, distribution agencies are required.

Trincomalee District: • On 12 January, the WASH sector coordination meeting took place with NWSDB participation.

Participants focused on the emergency response for the Muttur IDPs, ongoing resettlement activities and WASH responses for the Vanni returnees. It was noted that IDP families from the Vavuniya and Pulmoddai IDP sites are spread across 9 DS divisions in the district. The household assessment of WASH facilities is being finalized. WASH agencies at the meeting committed to support the needs identified.

• The WASH sector briefed local government authorities in the Eachchilampattai and Muttur DS divisions on WASH interventions planned for selected returnee villages in these areas. The meetings were attended by Divisional Secretaries, Assistant Planning Directors, the Pradeshiya Sabha Secretary, Grama Niladharis, Samurdhi development officers and Rural Development Society representatives. The planned activities are funded by an EC grant. The government authorities developed criteria for the selection of beneficiaries and the location of common water and sanitation facilities. An action plan for the selection process was also drafted.

HEALTH & NUTRITION Jaffna, Kilinochchi, Mannar and Mullaitivu Districts: • From 4 to 6 January, representatives of the IDP Healthcare Coordination Office, the Disaster

Management Unit office, the Northern Provisional Director of Health Services and health agencies conducted health and nutrition assessments, using standard checklists, in the Jaffna, Kilinochchi, Mannar and Mullaitivu Districts. The assessment identified a lack of structures to support basic healthcare services and Nutrition Rehabilitation Programmemes (NRP) particularly in remote areas of Mullaitivu, as well as the need for a mobile clinic and rehabilitation of health facilities, primarily the paediatric wards in the Kilinochchi and Mullaitivu hospitals. (Please refer to the Health and Nutrition

component under the Vavuniya matrix for activities resulting from the assessment.)

Jaffna District: • Jaffna District is experiencing an increased number of patients with dengue fever. The Regional

Directorate of Health Services (RDHS) has set up a district-level dengue control committee, which includes the heads of relevant government departments, UN and NGO representatives and community based organizations. Fogging activities are currently being carried out by the RDHS assisted by an entomological team from Colombo. Clean-up campaigns, including house to house visits are being carried out, with the involvement of university students and school children. In addition, awareness activities are being organized to eradicate mosquito breeding sites. Regular meetings have been organized by the health agencies and the RDHS to discuss joint efforts to address the situation.

• Therapeutic and supplementary feeding continues for undernourished children under 5 years of age at the Ramavil transit camp and in the host community, in order to cover the entire target group.

Kilinochchi, Mannar and Mullaitivu Districts: • Children already identified as suffering from severe and acute malnutrition at the IDP camps and new

cases were brought under the new NRPs in the return areas. They were given supplies of High Energy Biscuits and plumpynut.

• The rehabilitation of the General Hospital Kilinochchi and other hospitals in Mullaitivu and Kilinochchi continues.

• On 12 January, three members from the Sri Lanka College of Surgeons visited Mallavi, Mulankavil and Kilinochchi hospitals to carry out a needs assessment. The visit was coordinated by WHO.

Vavuniya District: A three-day dengue clean-up campaign, involving all the zones in Menik Farm, was organized by the

IDP Directorate of Health. This was to eradicate mosquito breeding sites, which will reduce vector density in the environment. Awareness sessions were carried out to supplement this activity as well.

• Agencies are training Health Volunteers to improve health services to IDPs. PROTECTION Vavuniya District: • Protection actors continue to monitor the pass system in Menik Farm and IDP freedom of movement.

The situation remains in line with previous weeks, with travel permits granted for up to 30 days in several zones. However, there are inconsistencies reported between the zones. According to the Government statistics, from 1 December 2009 to 5 January 2010, 220,950 persons have left Menik Farm on (renewed) passes, while 189,047 IDPs on passes have returned. The balance 31,903 cannot be differentiated between IDPs failing to return and those outside the camp on still valid passes. No arrests or detentions of IDPs having failed to return to the camp have been reported.

• Protection actors continue to monitor issues of concern in Menik Farm. The Protection Working Group has agreed on a list of possible themes and issues to guide monitoring.

• Protection actors continued to follow up on the electrocution incidents in Menik Farm, which resulted in two casualties and one death. Discussions were held with the Zone Commanders and military authorities on safety precautions and sealing off decommissioned areas. Assurances were given that measures have been taken in this respect.

• Some humanitarian actors may curtail or redirect some of their activities at the end of January or February. This may affect the level of services, particularly those offered to persons with specific needs.

• Monitoring missions in the Killinochchi and Mullaitivu District return areas continue to highlight the major challenges facing the returning population, including livelihoods, shelter rehabilitation and access to basic services, especially medical facilities. Many returnee families are experiencing separation, with members leaving to other urban centres in the North for education or employment. Freedom of movement is an issue in some areas, with families unable to reach their houses / land due to demining or Army instructions. Transport to the most remote rural areas remains a problem, with frequent demands for increased services. No mine/UXO incidents were reported and the general level of Mine Risk Education appears good. However, those consulted sought more information on the specific situation in their areas as opposed to general awareness. The problem of relatives missing or in internment continues to be flagged. For returnees with relatives still in surrendee sites, transport costs remain an obstacle for visits. Although in some cases the Army seems to support

rehabilitation efforts, the high military presence is becoming a source of concern, especially for single returnee women.

• A batch of returnees leaving host families was consulted on host family conditions and their knowledge of the return process. Most of the interviewees were released from Menik Farm. They had stayed with relatives or rented accommodation. They learned about return schedules through local media. However they had no specific details on the departure process itself, which lasted the entire day without the necessary facilities, particularly for the women and children. The issue shall be raised with the authorities to ensure that the process protects the returnees’ dignity. Returnees were generally aware of the conditions in returns areas having travelled there already or received information from previous returnees. They expressed concern about service availability, specifically education and health.

• On 4 January, the new Women and Children’s Bureau (WCPB) hall in Zone 2 was opened. At present, WCPB desks are located in Zones 0, 1, 2, 3 and 4, with negotiations to relocate the Zone 1 Desk. A more private space, official commitment to keep the Desk staffed by women Police personnel and the assurance of confidentiality are vital to strengthening the response mechanism to Sexual and Gender based Violence (SGBV).

• On 12 January, the SGBV forum convened. Members discussed their commitment to the proposed SGBV Standard Operating Procedures. It was confirmed that one national NGO has been granted access to the return areas, while other agencies continue to seek permission. Five Social Services Officers appointed by the Ministry of Social Services and Social Welfare started work this week in Thunukkai, Manthai East, Oddusuddan, Karachchi and Poonakary. They are responsible for administering income support to vulnerable adults, including Public Monthly Allowances, and other assistance to disabled persons and the elderly.

CHILD PROTECTION Vavuniya District: • Protection agencies supported the reunification of 168 children, who were illegally removed to a

children’s home in Jaffna. The children were reunited with their parents in Menik Farm. • Arrangements are being made to support the families of 133 child surrendees due to be released on

15 January.

Jaffna District: • The identification and follow-up of vulnerable IDP children continues. EDUCATION Northern Province • On 5 January, 69 out of 299 schools in the Vanni region reopened for the new academic term for the

first time after the end of fighting. In Jaffna District, seven schools reopened and another five will be opened by next month out of a total 112 schools.

• Schools are being mapped in the Vanni to determine their accessibility for support and monitoring. Many released IDP students have joined schools in host communities in Vavuniya, Mannar, Trincomalee and Jaffna Districts.

• A total of 392 schools and ten Divisional and Zonal Education Offices are in need of fairly extensive repairs and rehabilitation in the Northern Province.

• The lack of pre-school services is a major issue in the areas of return. Access restrictions on I/NGOs is hindering the provision of services.

Vavuniya District • A rapid assessment in all the remaining Menik Farm zones and the Tharmapuram camp has

indicated that there are only 308 teachers for 23,695 students. The shortage of teachers has a serious impact on the provision of education in Menik Farm. It is also jeopardizing afternoon classes for released IDP students among the host community in the Vavuniya South DS Division. Some parents are opting to take their children to children’s homes in Vavuniya.

Kilinochchi, Mannar and Mullaitivu Districts • Field visits to several schools in the return areas in Madhu (Mannar District), Kilinochchi and

Thunukkai (Mullaitivu District) have revealed a severe shortage of teachers.

LIVELIHOOD/EARLY RECOVERY Vavuniya District: • Inter-UN teams have completed assessments in seven of 26 Phase 1 resettlement villages. The

villages of Paranaddakal, Nochchimoddai, Nampankulam, Omanthai, Vepankulam, Arasamuripu and Rangethgama were covered in the assessments. On 11 and 12 January, the Ganeshapuram and Salambaikulam resettlement villages in the Vavuniya DS division were assessed.

LOGISTICS • The Kilinochchi Inter Agency Logistics base is operational. There are two Mobile Storage Units

(MSUs) on the premises. UNHCR, UNICEF, UNDSS, OCHA and IOM have been granted space to set up containers at the base

• In addition to the Kilinochchi and Mallavi bases, approximately 15 storage containers have been placed in 11 locations in return areas in the Vanni for storage of food commodities. Depending on needs, Inter Agency Logistics bases could be developed at some of these locations.

• Commercial trucks are now also being used to resupply the logistics bases in the Vanni.

Division. Constructed extensions to 64 shelters and repairs to 150 shelters in all old welfare centres’ in the Tellipalai DS division.

NFI UNHCR Sandilipay D.S. Division.

785 released families (2,434 individuals) received NFI return kits on Jan 5th, 2010. NRC kitchen sets were distributed instead of the UNHCR kitchen sets, which was out of stock.

Sandilipay D.S. Division.

938 families (2, 801 individuals) received return NFI kit on Jan 8th, 2010. NRC kitchen set was distributed in place of UNHCR kitchen set, which was out of stock.

UNHCR through JSAC

Nallur D.S. Division. 288 families (758 individuals) received NFI return kit on Jan 11th, 2010. NRC kitchen set, nylon ropes and hurricane lantern were among the items in the return kits distributed.

Chavakachcheri D.S. Division.

294 families (840 individuals) received NFI return kit on Jan 15th, 2010. As above, NRC hurricane lanterns, nylon ropes and kitchen set were among the items distributed in the kits.

DRC Uduvil D.S. Division 5 IDPs with special needs received NFRI UNHCR & NRC Point Pedro D.S.

Division. Distributed 860 standard NFI returnee kits and 670 kitchen sets for returnees from Manic farm in coordination with UNHCR.

WASH UNICEF Velanai D.S. Division. Conintues to improve of WASH facilities for resettling IDPs in the island of Velanai. The high level of water table is preventing pit excavation and construction. Therefore the current focus is on toilets and well rennovation. During this reporting period, the assessments in Mankumpan and Mandaitivu islands were completed and the following progress has been made since the work started: 10/ 65 new toilets planned have been completed, and work on the rest is in progress. 11/50 toilets planned for rehabilitation have been completed, the rest are in progress. 50/50 wells have been cleaned 21/50 renovations have been completed and the rest are in progress.

Jaffna Continues to decommission WASH facilities at IDP camps and Schools (TLSs) that have now been vacated, as well as rehabilitating those that are damaged in the existing schools. Priority has been given for all decommissioning activity in the schools. During this reporting period updgarding and removation of WASH facilities in the Mirusuvil and Kodikamam schools have been completed and the facilities are being used by the students

ZOA Maruthankerny AGA Division

Distributed following NFRI pack to the relocated families in Manalkadu WFC – 213 families received hygiene kit, 205 families received kitchen sets and 66 families received baby kit.

Sankanai D.S. Division Donated a plastic water tank to J / Kaddupulam GTMS for the upgrading of water supply to the school.

Jaffna Donated 79 garbage bins to ACLG – Jaffna to supply the drinking water to resettled people in Jaffna district.

NRC Tellipalai D.S Division. Installed a new hand pump, repaired 4 hand pump aprons, repaired three toilet rooms and two roofs and two soakage pits, built three bathing space screens in Konapulam I&II, Kuruwalai, Coire and Urani old welfare centers,Tellipalai DS division.

Health & Nutrition UNICEF + WHO Jaffna Therapeutic and supplementary feeding for undernourished children is ongoing for those children remaining in Ramaville Camp and in host community. As a result of the increase in dengue fever cases in Jaffna. , the RDHS formed a district level dengue control committee which includes all department heads, UN Agencies, NGOs and community based organizations. Clean up campaign and the awareness activities planned to control the outbreak.

25 Hygiene kits were provided to the centre upon their request, to meet the needs of the mother and children still at the centre.

Education UNICEF Jaffna UNICEF continues to provide school furniture to schools where there are not enough furniture to meet the demands of newly registered former IDP students. Furniture distribution should be completed by end of January 2010.

UNICEF continues to monitor the TLS that is still functioning for IDP children in Ramavil camp. Approx. 450 IDP students are attending to the TLS. Shortage of teachers was observed and advocated with ZDE either to have more teachers to the TLS or to arrange facilities to send the students to regular schools.

UNHCR is distributing return NFI packages, hygiene kits and return forms (which allows for access to the balance 20,000 rupees shelter cash grant) to the families returning to Killinochchi, Mullaitivu and Vavuniya districts. Between 1 – 7 January, 660 families corresponding to 2,211 individuals in Poonakary and Oddusuddan divisions in Killinochchi and Mullaitivu districts received the return assistance, i.e. NFIs and well as shelter grant. A total of 813 return NFI packages, 649 lanterns and 726 hygiene kits were distributed to the above mentioned families during the period 1 – 7 January 2010.

Between 8 – 14 January, UNHCR issued return forms and NFIs to the 709 returning families (2,342 individuals) in Poonakary and Manthai East divisions in Killinochchi and Mullaitivu districts, respectively. A total of 866 return NFI packages, 709 lanterns and 709 hygiene kits were distributed to the families during the period of 8 – 14 January 2010.

• UNICEF received 12 pumps from UNHCR to be distributed to ACLG Mullaitivu (2) and Kilinochchi (10) for enhancing efforts on cleaning of wells. 2 pumps have already been sent to Mullaitivu and 10 will be sent to Kilinochchi soon.

• Three field visits were made to resettlement areas during the reporting period. The aim was to assess the WASH related needs of resettled populations and to monitor the on-going well cleaning work. Areas visited include Manthai West, Thunukkai and Kilinochchi. Following are key issues that emerged:

• Need to focus on WASH facilities in schools and health centers as they seem to have been excluded in many rehabilitation plans prepared by local governments

• Pradeshiya Sabhas are getting involved in well cleaning in many areas

• Construction and rehabilitation of latrines remains as a major need in resettlement areas.

• Small piped water supply schemes may be a viable solution for water problem in coastal areas with saline ground waters

• UNICEF supported training of 95 trainers for CHAST. Activities to reach out children in CFSs have commenced and partner agencies have been provided with 75 CHAST kits containing different educational materials.

• CHAST review meeting was held on 12th of December 2009. Teachers requested UNICEF to look into the possibility of rolling out CHAST into primary schools

• PHAST toolkits for IDP camps and for resettled communities are being finalized by RDF under UNICEF funding. Health Education Bureau has approved the use of the toolkits

Team of Doctor, nurse, physiotherapist and care-taker giving Rehabilitation to 72 patients 50 of them with SCI; 30 patients have been screened and started rehabilitation which is expected to take 1 to 4 months. 10 patients are ready to be discharged in the coming week.

MSF Holland Vavuniya GH Hospital Team of nurse, MD, physiotherapist and 42 care takers providing care to surgical cases in ward 9, 10, 11. Average of 50 patients per week another 110 patient per week following physiotherapy in the wards and OPD. 418 dressing + Pop / week was done and support given to Orthopedic clinic where average of 50 patients consulted per week. MSF is also supporting VGH with management of Dengue outbreak.

MSF Holland Vavuniya GH Hospital, Cheddikulum hospital

ITFC: Nutrition assistant working with MOH, UNICEF/Salvadaya inside the Therapeutic Feeding centre in the pediatric ward – 6; SAM in VGH new admissions = 14/week and in Cheddikulum14 /week.

• Oxfam distributed totally 5372 two months hygiene kits for the blocks where ICRC was earlier distributing. (3 blocks in Zone 3, 4 blocks in Zone 2, 13 blocks in Z1, 1 block in Zone 4).

• CHAST training was conducted by Oxfam partner FOSDO, for the camp children under ages of 15. Totally 16 trainings were conducted.

• Special Dengue awareness creation campaign was organized by the partner Sarvodaya in zone 2. In which, dissemination of messages through tent to tent visit and environmental cleaning were conducted.

Vavuniya District: Vavuniya MOH divisions,

• Oxfam supported Dengue Prevention Campaign in Vavuniya MOH division. Mass level cleaning campaign was organized in urban council area. During the day 1000 stickers, 300 cards containing dengue prevention messages were distributed to fix on vehicles and communal places,500 no banners were hanged in urban area message carrying denude preventions. This was carried out by MOH Vavuniya.

• Organized a meeting for all Heads of Institutions under the Patronage of the Government Agent.

• Dengue Control Planning Meeting with D.S and all Rural Development Societies (RDS & Women RDS)

• Awareness Programmemes for school principals, followed by Daily awareness Programmemes to School Children by PHII and Head Teachers.

• Meeting with D.S and all G.S.O in Vavuniya, RDS, and women RDS, Samurthy Officers to Organize Clean-up work at the Village level.

• Awareness Programmeme for School Principals. Participated by 110 Principals. Organized shramadana work in each school on the following days under the supervision of the PHI

• Awareness Programmeme for Teachers. 60 Teachers participated.

• Special Dengue Control activities in 6 Zones from where more Dengue was identified. 2175 SLRCS Volunteers along with PHII visited 6400 Houses and Pasted Red Stickers to 2150 Houses where more breeding places were found.

Supplementary Nutrition Food distributions for 801 Individuals everyday. (Distributions done to a target group which includes Children under 5, Pregnant Mothers, Lactating mothers & Elderly)

UNICEF Vavuniya District: Manik farm, Kilinochchi, Jaffna, Mannar and Mulattivu districts

A team composed of UNICEF health and Nutrition team, IDP health care coordination Office, Disaster Management Unit Office, Northern Provisional Director of Health Services and Sarvodaya conducted health and nutrition assessments in Kilinochi, Jaffna, Mannar and Mulativu districts between 4 to 6 January 2010. Major finding are: In Mulativu, there are some remote areas with no structures to start basic health care services and NRP, the need to have a mobile clinic (using vehicles), and rehabilitation of health facilities primarily paediatric wards in Kilinochi and Mulativu districts. Based on the assessment findings, the following interventions were made: • UNICEF provided two tents (20 by 40 meters) to RDHS

Mulativu. These tents which are being used as temporary health center are footed up in Thunukai division specifically in remote Iyankankulam and Ampalaperumal GHCs. These GHCs have started providing basic health care services and NRP.

• UNICEF has hired a 4W drive vehicle for RDHS Mulativu for three months. This vehicle is being used exclusively for Maternal & Child Health and NRP programme activities in resettled areas of Oddusuddan and Mallavi.

• UNICEF has also finalizing the process of hiring a 4W drive vehicle for RDHS Kilinochi. This van will be dispatched to Kiinochi district at the end of this week.

• NRP programme was launched in Manathi West and Nanattan divisions of Mannar district following the NRP training. New SAM and MAM children and those children who were released from IDP camps using CHDR (yellow sticker for MAM children and red sticker for SAM children) have been given HEB and plumpynut.

• A total of 16,130 children participated in the CFS activities in Manik Farm. Over 194 volunteers returned to their areas, of which 124 have been replaced. The current capacity of CFS volunteers in Manik Farm is 291.

• Of the newly recruited volunteers, 106 CFS were trained into four different sessions on basic skills for working with children.

• Of the original 104 CFS in Manik Farm, 23 have closed down, with 81 operational.

• 48 child led activities such as cleaning campaign and awareness raising activities were conducted during the reporting period. 82 awareness programmes on MRE,

hygiene promotion (CHAST), protection messages and child rights reached 5,046 children and 7979 adults.

• Teachers who were trained on psychosocial by MoE were used by CFS partners during the school vocation to conduct some Psycho-social related activities in Manik Farm.

• With the support of existing volunteers and Probation in charge in Zone -3, 32 additional volunteers were identified and trained in zone -3. This brings the total of 99 volunteers in zone -3 and zone1.

• The biggest concern raised by the volunteers during the reporting period was children and parents are looking for admission in children’s homes due to:

Lack of teacher in the Manik Farm, with the return process, most teachers have returned.

Limited teaching time -Teachers who are come from outside, arrive at 9 am and leave by 12 Pm.

Demand from some Voluntary Religious organizations is promoting institutionalization of children. Teachers have been approached by parents to send their children to institutions.

However there is a big need for raising awareness on promoting family/community based care option for children.

Missing Children compliant continued to be a concern in IDP sites, during reporting period, CFU volunteers received 27 complaints of missing children from Zone 1 and they were referred to Probation/helpline unit for further tracing. This brings the total compliant to 105 missing cases.

Counsellors from MOSS together with NCPA provided responses to 15 child abuse cases that needed psychosocial support that bringing the total coverage of 763 responses, covering 3620 people including children. They conducted individual, family and group counseling sessions, school counseling courses, play & art therapy.

However cases that need probation support continued to be issues as lack of presence from probation department.

• 18 child surrendees from Poonthottam CTC were released. UNICEF is supporting Probation to follow up on these children and on the 28 children released in the last week of December.

•The release of approximately 133 child surrendees announced on 9th January is currently being processed. All the children are due to be formally released by the Magistrate on Friday 15th January.
