II. Overall Humanitarian Assistance A. Breakdown of the Cost of Assistance

• As of 18 December 2008, the total cost of emergency relief assistance extended to the IDPs is Php201.275 Million . Of this amount, Php151.603 Million was provided by the Government both national government agencies and local government units in the conflict affected areas. The Php49.672 Million was provided by UN System, ICRC INGOs in the Philippines and NGOs

1. EUROPEAN UNION

• The European Union Delegation visited in ARMM on 1 5-16 December 2008. The EU delegation is composed of EU Presidency Didier Ortolland of France, Alistair MacDonald of the European Commission Rubens Fedele of Italy, Christian Ludwig Weber Lortsch of Gernamy, Peter Beckingham o f United Kingdom, Heikki Hannikainen of Finland, Luis Arias of Spain, Vale riu Geheorghe, Anita Van Haar Conijin of Netherland, Florian Brandi of Austria, J an Janda of Czech Republic, Nikolaos Verghis of Greece, French Scientific Attac he Isabelle Epaillard, Sweddish Minister for Political Affairs Sven Malmb erg, ECHO Representatives David Vervoom and Maria Olsen and EC Representati ves Camilla Hagstorm, Carol Maningo, Emily Mercado Thelma Gecolea and Ja cqueline Gillain

• The delegation attended the RDCC –ARMM meeting an d visited the evacuation centers in Datu Piang, Datu Saudi and Mamasapano. M ayor Akmad Ampatuan accompanied the delegation to the bunk houses where IDPs are temporarily sheltered. The team was accompanied by UN- WHO and representatives of government line agencies in ARMM and Regional Com mission on Bangsamoro Women (RCBW-ARMM)

2. UNITED NATIONS

• The Special Representative of the UN Secretary-General (SRSG) for Children and Armed Conflict Her Excellency Radhika Coomaraswamy with the mission from the United Nations visited in ARMM on Dec 10-11, 2008 to look at the situation of the women and children involved in armed conflict

• SRSG Coomaraswamy together with UN Resident Coordinator and Interim Miss Vanessa Toin; Program Officer, Office of SRSG UN New York Alec Wango; Communications Specialist Office of the SRSG Specialist Child Protection UNICEF Philippines UN New York Laurence Gerard; MKM Specialist UNICEF HQ New York Lara Scott; Leon Dominador Fajardo; and Specialist Communication Section UNICEF Philippines Maria Margaretha Francia were met by the ARMM’s top officials and were briefed about the current situation of the IDPs in the region specially children and women. During his 2-day visit to ARMM and Cotabato City, the SRSG announced that the United Nations will do all the possible th ings they could do to help the Philippine Government

3. UNDP

• US Ambassador to the Philippines Her Excellency Kristie Kenney visited Datu Odin Sinsuat and Cotabato City. In his visit, the ambassador recognized the efforts of NDCC, RDCC, DSWD, DOH and the ARMM in improving the health and sanitation situation of people who were forced to flee their homes due to violence. She announced that the US government is providing $2.5 Million worth of as sistance intended for the IDPs in Mindanao. Assistance includes 1,480 metric tons of US rice (approximately worth $2 Million for free distribution by the UN-WF P), water, health and sanitation

support by NGO partners. Since the start of the con flict, the US government responded by supplying essential relief goods to fa milies in need in the provinces of North Cotabato, Lanao del Norte, Sarangani and M aguindanao through the Save the Children

4. WHO

• Provided logistical support to the IDPs in Regions X, XII and ARMM worth P8,206,352.33

Drinking Water Container – 5,000 pieces (Region X); 8,000 pieces (Region XII); and 17,000 pieces in ARMM

Drinking Water Disinfectant – 25,040 bottles (Region X); 15,048 bottles (Region XII); and 25,056 bottles (ARMM)

Potable Water Testing Device – 1 set each of regions X, XII and ARMM Basic Emergency Health Kit - 6 kits (Region X); 7 kits (Region XII) and 12 kits

(ARMM still in transit as of Dec 3, 2008 Chlorine Analyzer – 1 set each of Regions X, XII and ARMM Malaria Kit - 1 kit (Region X); 2 kits (Region XII); and 2 kits (ARMM) Trauma Kit - 1 kit in ARMM and 1 kit in CRMC

5. SAVE THE CHILDREN

• Distributed about US$ 200,000 worth of food and non-food items to conflict areas and trained/oriented two (2) school Districts of Datu Piang, Maguindanao and Midsayap, North Cotabato on Education in Emergencies and conducted peace spaces planning in the affected evacuation centers and communities of Midsayap and Datu Piang through Equalls 2 (USAID funds)

6. UNICEF

• Provided school supplies in two (2) municipalities of Shariff Kabunsuan (2,448 school packs and 377 teachers packs) and completed the procurement of educational supplies using the CERF funds (3,000 school packs, 20 ECCD packages and 10 library sets) for distribution to the 14 priority evacuation centers identified in ARMM and 1 school affected by armed conflict in Region XII (Sultan Kudarat) specifically targeting children aged 3 - 5 and 6 – 15

• Through the UNICEF Emergency Response Team, the Cluster flagged the need for tarpaulins and tents in most of the 14 priority evacuation centers. Through the funds raised, 1,242 tarpaulins have been procured for distribution

7. ICRC /PNRC Activities

• The Economic System team has so far provided the following assistance in 3 conflict affected regions:

Food Aid to 34,517 families - 9,383 families – with one week food parcel/ family containing 10 kgs. rice, 12 tins sardines, 6 packs noodles, 250 gms. salt, 500 g sugar, 3 ltr. cooking oil and 2 bars laundry soap

- 25,134 families with one month and a half ration food parcel/family containing 25 kg. rice, 24 tins sardines,12 packs noodles, 500 gms. salt, 1 k sugar, 3 ltr. cooking oil and 2 bars laundry soap

Essential Household items (EHI) Kit 1 � 1,574 families - 1 hygienic kit (3 toothpastes 100 ml, 5 toothbrushes, 5 pcs.

body soap, 5 pcs. laundry soap, 1 shampoo, 200 ml and 12 small towels); 1

bucket 101 with lid; 1 basin for washing; 2 double sized mat; 2 blankets; 2 mosquito net; and 2 jerry cans 201

EHI Kit 2 - 5,129 families – 1 hygienic kit (3 toothpastes 100 ml, 5 toothbrushes, 5 pcs.

body soap, 5 pcs. laundry soap, 1 shampoo, 200 ml, 12 small towels and 2 sanitary clothes); 1 bucket 101 with lid; 1 basin for washing; 1 double sized mat; 2 blankets; 2 jerry cans; 1 tarpauline (24m2); 1 kitchen set (1 cooking pot, 1 laddle, 5 plates/spoons/cups)

• Distributed 1,118 tarpaulins at a community level in evacuation centers • From 10-23 Nov 2008, the team served food assistance to 9,623 families/47,749

individuals: Maguindano (Datu Odin Sinsuat, Datu Anggal, Talayan, Libutan Mamasapano and Kabuntalan - 8,501 families/41,318 individuals) and North Cotabato (Midsayap – 1,122 families/6,431 individuals) Six (6) households in Libutan Health Center and 52 in Mahdrasa Marquez, in Datu Odin Sinsuat were assisted with EHI kit. Registration cards were distributed to 918 households in Libutan

• Water and Sanitation projects are ongoing in Midsayap, Pikit and Aleosan, North Cotabato and Mamasapano, Datu anggal and Libutan, Maguindanao

8. IOM and OXFAM

• Provided wash facilities and other supplies in 3 mu nicipalities of Maguindanao. 9. UNFPA

1. LIVELIHOOD and REHABILITATION PROGRAM TESDA

• Conducted a simultaneous skills training for Massage Therapy and Hairdressing at Geronima Cabrera National High School in Kauswagan and Kolambugan and at Rufino Santos Elementary School in Bacolod all in Lanao del Norte. A meeting is scheduled to discuss on the establishment of their own message clinic and parlor which will be primarily initiated by LGUs of Kauswagan, Lanao del Norte

• Seventy five (75) participants (IDPs from Bacolod and Maigo Lanao del Norte) are scheduled to participate in the training on hairdressing and massage

• Graduates of Small Engine Training from Bacolod, LDN will meet with the Head of Provincial Cooperative Office for the Small Engine Servicing Cooperatives proposed by the graduates as one of their livelihood programs

• The LGU of Mamasapano, Maguindanao has made a collaborative effort with TESDA, EQUALLS 2 and Save the Children Federation for the skills development on livelihood program (photographic picture, baking and sewing)

DSWD • DSWD ARMM submitted a Rehabilitation Plan to Governor Datu Zaldy Ampatuan on

Emergency Relief for November and December 2008 amounting to P259 Million. The components of the emergency relief for food items are community kitchen; supplemental feeding and relief goods for the IDPs while that of emergency relief for

non-food items are bunkhouse/family at P81,000.00 / bunkhouse + P15,000.00 labor amounting to P96,000.00 all in all, bed boards and instant livelihood for IDPs at P1,000.00. It is proposed by DSWD-ARMM that 1% of the total project cost will go to the administrative expenses

• DSWD Central released the amount of Php 5 Million t o DSWD FO XII for early recovery efforts such as Emergency Shelter Assistan ce (ESA) for families with totally damaged houses at Php 10,000.00 per family, ESA for families with partially damaged houses at Php 5,000.00 each, Cash -For-Work (CFW) for 342 affected families at Php184.00/family/day for 5 day s

PDCC LDN and PPOC • Endorsed a Rehabilitation Plan through Resolution No. 09 s 2009 to the Chairman,

NDCC for funding allocation and convergence of resources in the early recovery and rehabilitation interventions in order to assist the province in their earnest efforts in moving forward to normalcy. The plan has identified rehabilitation components and programs for psychosocial, basic needs, housing, livelihood, agriculture and fisheries, infrastructure development and institution building including expansion of peace and development communities in the areas affected

2. FOOD and NON-FOOD ITEMS (NFIs)

DSWD • Pre-positioned Php 3.2 million worth of stand-by funds and relief commodities

consists of family food packs, canned goods and clothing packs readily available for release to affected families/persons in Regions X and XII: stand–by funds (P596,439.11) and relief commodities (P2,602,963.20)

• Provided the required emergency relief needs of 143,470 family-evcuees in the form of food and non-food items such as mosquito nets, mats, clothing, soap, blankets, plywood used as beds, and cooking utensils in Regions X, XII and ARMM amounting to Php76.17Million broken down as follows: Region X (Php22,223,846.58); Region XII (Php30,547,666.88); and ARMM (Php23,400,273.85)

• Provided supplemental food to 23,627 0-6 year old children staying in evacuation centers: Maguindanao (19,078), Shariff Kabunsuan (3,162), Lanao del Sur (41), North Cotabato (1,000), and Lanao del Norte (326) especially during RAMADAN and supplemental feeding for 126 pregnant and lactating mothers in the evacuation centers in Kolambugan, Tangkal and Munai, Lanao del Norte

• Released one week supply of “pabaon” family food pa cks for 7,423 family-evacuues in 8 municipalities of Lanao del Norte nam ely: Poona Piagapo, Pantao Ragat, Munai, Tangkal, Kauswagan, Maigo, Kol ambugan and Tubod at P700.00/ family amounting to P5,196,100.00. These e vacuees have started to return to their respective areas of origin on Decem ber 15-19 2008 since these areas were declared safe by military authorities

Resources for the “Pabaon” • Resources are provided by the WFP, RDRRAC and DSWD and it contains 25

kilos of rice and NFIs such as mat, blanket and mos quito net. The UNDP Act for Peace provided 2,500 NFIs, DSWD 2,000 packages containing rice, noodles and canned goods; WFP (1,074 sacks of rice); and th e RDRRAC 500 sacks of rice, dried fish and 1,000 pieces of hygiene kit (b ath soap, laundry soap, toothbrush and toothpaste). RDCC agencies and CSOs also committed to complement resources to provide for the IDPs Pabaon

DSWD - ARMM • Distributed relief goods to the evacuees in Datu Piang, Datu Saudi Ampatuan, Shariff

Aguak and Mamasapano, Maguindanao consisting of 250 sacks used clothing (8 packs/sack); 2,000 tins canned goods; 113 boxes canned rice (32 cans/box); 14 boxes pack rice with flavor (80cans/box); and 7 boxes canned porridge (48 cans/box)

and launched its “Community Kitchen” program wherein the evacuees who are currently occupying bunkhouses are engaged in communal cooking

GOP-UNDP Act for Peace Programme

• Provided assorted food and non-food items, medicines, cash assistance and conducted disaster management capability building to the IDPs in the six (6) municipalities of Lanao del Norte namely Tangkal, Munai, Bacolod, Matungao, Kauswagan and Kolambogan

ECOWEB-PAKIGDAIT Joint Humanitarian Project

• Provided food and non-food items, kitchen utensils and vegetables and initiated community consultations, survey and planning for relief and initial recovery for IDPs in Poona Piagapo and Kolambugan, Lanao del Norte thru the support of CARITAS and Catholic Agency for Overseas Development (CAFOD) and in coordination with local partners

• Muslim-Christian Agency for Advocacy, Relief Emergency and Development Emergency Relief Assistance provided food and non-food items to the IDPs in Munai and Kolambugan, LDN

3. HEALTH, NUTRITION, PSYCHOSOCIAL and WASH DOH-HEMS/CHDM

• Augmented Php2 Million out of its Quick Response Fund to ARMM as sub-allotment fund

• Constructed 10 units of latrines in Lanao del Norte in cooperation with DPWH and DSWD. DOH provided the toilet bowls and labor; DPWH provided septic tank and concreting of the toilet floor and DSWD provided tarpaulin, walling and ten (10) palls for the latrines; conducted ground breaking of 2 water systems and 4 excreta disposal facilities funded by USAID and identified highly contaminated water sources in Datu Piang through the technical support of OXFAM; and conducted disease surveillance in the following three (3) regions affected:

CHD X • From Aug. 27 to Oct. 31, 2008, the top leading cause of consultation in Lanao del

Norte were fever, cough, LBM and body pain with 706 cases

CHD XII • From Aug. 11 to Nov. 14, 2008, the top leading cause of consultation in North

Cotabato and Sultan Kudarat were pneumonia, influenza, bronchitis, URTI and hypertension

CHD ARMM • From Sept. 20 to Nov. 20, 2008, the leading communicable illness in Shariff

Kabunsuan and Maguindanao were diarrhea, cough and fever with patients ages

below and above 5 yrs old children which remains to be the leading causes of consultation up to this time

• From Aug. 23 to Nov. 28, 2008, the number of measles cases monitored in 3 affected provinces of ARMM was 247: 17 in Shariff Kabunsuan, 189 in Maguindanao and 26 in Lanao del Sur. From Nov. 14 - 28, 2008 only 6 cases were monitored

• The Crisis Management Committee of DOH-ARMM and IPHO Maguindanao convened with EPI Program Coordinators and discussed situations of measles cases after continuous cases were noted in different affected municipalities. It was found out that out of the target population among children from 6 months to 15 years old, data showed that 65 to 70% were given AMV during the simultaneous immunization conducted at the evacuation centers. Among the contributory factors were mobile IDPs and refusal of guardians for AMV

DOH-ARMM

• Continue conducting simultaneous mass immunization of children from 5 months old to 15 years old and Vitamin A supplementation to children below 5 years old in Datu Piang, Mamasapano, Datu Saudi, Talayan and Datu Odin Sinsuat Maguindanao; continue conducting health education campaign, immediate treatment and referral of cases and disease surveillance for early detection; pre-natal, deliveries and post partum services; and continue assessing and monitoring the health condition of evacuees in Munai and Poona Piagapo especially the vulnerable groups (children, pregnant/lactating mothers and elderly) in coordination with RDCC cluster leads

DSWD ARMM

• On going psychosocial intervention in ARMM are pla y therapy, alternative learning, CISD among women and children, CISD for s ervice providers, continuous medical and relief services, stress mana gement and team building for service providers

DepEd X’s Health Intervention Programs • Feeding/food subsidy under its Food for School Program to pre-school children and

Grades 1-3 pupils; Breakfast Feeding Program for 80 days period to Grades I and II pupils in conflict-affected areas; expanding medical check-up by establishing data on health and nutritional status of school children to serve as bases for planning and sourcing for school feeding and health services; mobilizing local health providers to ensure the examination of target populace and treatment and or referral of identified cases/children at risk in Grades I - VI pupils and 1st - 4th year students; deworming of grades I - VI pupils to address the problem of intestinal parasitism; and Establishing Mental Health Psychosocial Support Interventions in Mindanao for 58 participants in Koronadal City with 58 participants in RELC, Zamboanga City

ICRC/PNRC‘s WASH Intervention in Libutan, Mama sapano, Maguindanao

• Latrines - the team identified 6 units latrines to be dislodged, 6 to be rehabilitated, 52 units to be built and 13 septic tanks to be constructed. Materials of first 20 units has been ordered

• Drinking water - the team identified 10 wells to be developed. Materials have been ordered I 10m elevated tank and 3 2m elevated tanks all of them with ground tanks

• Health Unit (HU) - works are spit in to 3 phases: set up temporary shelter for renovation of HU; renovation of HU; and improving the temp shelter in a more permanent structure

• Water quality - Water and Habitat (WatHab) will undertakes further water sampling for analysis by DOST. Order of chemicals for water treatment is ongoing

• Supported Libutan Barangay Health Station with essential drugs, IV fluids and basic hygiene materials and Datu Piang RHU with essential drugs kit (1,000/3 months) and IV fluids

UNICEF

• Distribution of WASH logistics with partner agencies (MTB, CFSI, BDA and ACF) were almost completed while WASH facilities is currently being undertaken. ACF also conducted water testing in Mamasapano, Maguindanao

DSWD • Conducted crisis intervention stress debriefing; or ientation on guidelines for

management of IDPs in evacuation centers; program f or children (in evacuation centers in Datu Piang like draw and fell and singi ng contest);and community kitchen at various bunkhouses; and distributed food supplement to 1,000 children

4. EMERGENCY SHELTER

Region X • Construction of bunkhouses in Munai, Tangkal, Poo na Piagapo, Kauswagan,

Kulasihan and Kolambugan, Lanao del Norte by DPWH 1 st Engineering and 2 nd Engineering District are all 100 % completed as of December 2, 2008

ARMM • DSWD in coordination with DPWH constructed 26 bunkh ouses in Magiuindanao

Province: Shariff Aguak (2); Mamasapano (3); Dato P iang (10), Datu Saudi Ampatuan (5), Talayan (2); Datu Anggal (2); and Gui ndulungan (2) while 4 bunkhouses in Shariff Kabunsuan Province: Datu Odi n Sinsuat (3) and Sultan Mastura (1)

Region X • DOH CHDM continuously providing medicines and medic al supplies to all

municipalities with IDPs. Hiring of job-order midwi fe or nurse will be pushed thru utilizing GOP funds to augment the health staf f in the conduct of health services to the IDPs

5. EDUCATION

DepEd • Implemented the Modified In-School Off-School Approach thru the Curriculum

Development Division, Bureau of Elementary Education in cooperation with UNICEF as an intervention to the displaced school children in Mindanao

• Provided self instructional materials in English, Filipino, Mathematics, Health and Science, HEKASI and EPP to 51 schools in Mindanao: 11 in North Cotabato, 10 in Sarangani, 10 in Sultan Kudarat, 10 in Maguindanao and 10 in Sulu for alternative delivery modes

• The Continuing Education Division (CED) of the Bureau of Alternative Learning System implemented the Continuing Education Program (CEP) known as the Alternative Learning System Accreditation and Equivalency (ALS A&E) System. The

program is envisioned to provide Out-of-School Youth children and adults continuing learning opportunities and experiences after the acquisition of basic literacy

• Under this program, the following activities were undertaken: Accreditation and Equivalency (A&E) System Learning Support Delivery System (LSDS); Balik-Paaralan para sa Out-of-School Adults (BP-OSA); Radio Based Instruction (RBI); and Madrasah Program/Arabic Language and Islamic Values Education (ALIVE) in ALS

• District Supervisors and School Heads of two (2) Districts in Datu Piang, along with local government officials underwent Education in Emergency Orientation and immediately they crafted plans and actions to resume the classes of children. They requested from humanitarian organizations some tents to be used as makeshift classrooms or structures where families living inside the classrooms can transfer

6. PSYCHOSOCIAL

• Continuous provision of CESD and play therapy among IDPs. Stress Management for service providers will be scheduled on December 10 - 12, 2008 by DOH ARMM with support from Act of Peace

7. SECURITY

PNP • The total number of personnel deployed/ by Police Regional Mobile Group (PRMG) X

in support of Lanao del Norte operations were 711: 13 PCOs and 149 PNCOs OPPAP • The Kapayapaan mobile peace TV and forum was conduc ted by OPPAP in line

with PGMAs directive to wit: 1) the resumption of p eace talks, 2) return of IDPs in their homes, 3) Responsible leadership must rega in control of their forces

• Gov Dimaporo said that ceasefire can only follow af ter justice has been served the victims of atrocities and that peace can only b e gained through justice without compromise to criminal prosecution and secu rity. He reiterated their local position of no to AFP withdrawal as the issue of “areas of temporary stay’ will be taken advantaged of by the lawless forces i ncluding the re-emergence of local militia and armed groups. He also disclosed t hat their next steps is to constitute the Provincial Peace Initiative Council to be led by CSOs and NGOs in partnership with the LGUs to undertake not only their Inter-Faith but more important the Intra-Faith dialogues to re-examine v alues, way of life, even biases relative to rebuilding the culture of peace among communities
