PNB reduces gold loan rates amid festive season NEW DELHI: Punjab Na- tional Bank (PNB) has slashed interests rates on loans against gold jew- ellery and Sovereign Gold Bond by 145 basis points as a part of a new range of deals and offers for its customers during the fes- tive season. The bank in a statement said it will now offer loans against Sovereign Gold Bond (SGB) at 7.20 per cent and loans against gold jewellery at 7.30 per cent. Additionally, PNB has slashed the home loan rate, which now starts from 6.60 per cent, while customers can avail car loans starting from 7.15 per cent and personal loans from 8.95 per cent, one of the lowest in the in- dustry. AGENCY BOSTON, OCT 13 India is looking at near close to dou- ble-digit growth this year and the country will be one of the fastest- growing economies, Finance Minister Nirmala Sitharaman has said. The minister also emphasised that she expects the economic growth next year to be in the range of 7.5-8.5 per cent, which will be sustained for the next decade. As regards the growth of India, we are looking at near close to dou- ble-digit growth this year and this would be the highest in the world. And for the next year, on the basis of this year, (the) growth would defi- nitely be somewhere in the range of eight (per cent), Sitharaman said here on Tuesday during a conversation at Harvard Kennedy School. She noted that while the Ministry of Finance has not done any assess- ment as yet about the growth number, but the World Bank, IMF and rating agencies have all come nearer to this kind of growth number for India. So, the next year would also be somewhere in the range of eight to nine (per cent), 7.5 to 8.5 (per cent) would be the growth. And I expect that to be sustained for the next decade because of the rate at which expansion in core industries is hap- pening, the rate at which services are growing, I don't see a reason for India to be any way lesser than in the next coming decades, she said. During the conversation with Professor at Harvard University Lawrence Summers during the talk organised by the Mossavar-Rahmani Center for Business and Government, Sitharaman, when asked about the state of the global economy, said: I don't think you can have one picture for the entire globe. AGENCY MUMBAI, OCT 13 The Narcotics Control Bureau (NCB) in its reply filed in a special court on Wednesday said that its investigation has revealed Aryan Khan's role in illicit procurement and distri- bution of contraband. The NCB further said that Aryan Khan used to procure drugs from Arbaz Khan. The special Narcotics Drugs and Psy- chotropic Substances (NDPS) court is hear- ing a plea for bail to Aryan Khan, son of Bol- lywood superstar Shah Rukh Khan arrested from a cruise off Mumbai during a raid by the agency in which banned narcotics were seized. Six grams of Charas was removed from the Arbaz Khan from his shoes during the raid by NCB. "Investigation has revealed accused number 1 (Aryan Khan's) role in the illicit prominent and distribution of contra- band," said NCB in its reply. "It is also re- vealed in the investigation that accused number 1 (Aryan) used to procure drugs from accused number 2 (Arbaz Khan) and people connected to Arbaz. Six gm of charas was removed from the accused number 2 from his shoes during the raid by NCB," said NCB's reply. "Accused numbers 1 and 2 are associated and worked in close collabora- tions so the offences are attracted against them especially section 29 of the NDPS Act ( Criminal Conspiracy to commit an of- fence)," added the reply. Spokesman of the StateElection department in-formed here Wednesday thatthe process of withdrawal ofnomination papers ended at1500 hrs for the by-electionsto Mandi Lok Sabha con-stituency and Arki, Fatehpurand Jubbal-Kotkhai assem-bly seats.

After the last date ofwithdrawal, no candidatecould move out of the raceand total 18 candidates re-mained in fray.

For Mandi ParliamentaryConstituency six candidatesare in fray including BJP can-didate Brigadier KushalChand Thakur, INC candi-date Pratibha Singh,Rashtriya Lokneeti Partycandidate Ambika Shyam,Himachal Jan Kranti Party'sMunshi Ram Thakur and in-dependent candidates AnilKumar and Subhash MohanSnehi.

A meeting was held un-der the chairmanship of ChiefMinister, Sh. Manohar Lal,here today, in the presence ofUnion Minister of State in theMinistry of Corporate Af-fairs, Sh. Rao Inderjit Singh,Cooperation Minister,Haryana, Dr. Banwari Lal,

which was also attended bysenior officers and a delega-tion of farmers who have pro-vided land for the project.

While sanctioning a sep-arate budget for the project,Sh. Manohar Lal directed the

officers of the Revenue andDisaster Management De-partment to start the processof disbursing payments to thefarmers who have providedland for the said project at theearliest. He also asked farm-ers to start the next processrequired for doing otherworks related to the projectafter assuring mutual consentamong them.

The Chief Minister alsodirected the officers of Townand Country Planning andDevelopment and PanchayatsDepartment to complete allthe necessary works and alsoto expedite the work on theissues related to farmers

within a stipulated time peri-od regarding the project.

Sh. Manohar Lal whilegiving a patient hearing toviews shared by farmers' del-egation also discussed all theaspects related to the projectextensively. During themeeting, the farmer delega-tion said that the Chief Min-ister had given in-principleapproval for their main de-mand regarding giving Rs. 40lakh per acre of land given tothe government and develop-ment of commercial complexalong with AIIMS.

The delegation also ex-pressed gratitude to Sh.Manohar Lal, Union Minister

of State in the Ministry Cor-porate Affairs, Sh. Rao Inder-jit Singh, Cooperation Minis-ter, Haryana, Dr. Banwari Lalfor accepting their major de-mands. Due to the develop-ment of the area and accept-ance of the major demands,most of the farmers haveagreed to give land for theproject.

Paper leak accusedsurrenders in court

RANVIR PARASHARKAITHAL: A Haryana Police constable,wanted in the paper leak case, surren-dered in the court due to police pres-sure. He carried a prize money of Rs 50thousand. Police remand for 5 days hasbeen obtained by CIA-2 Police from thecourt of the accused for extensive inter-rogation. In the said case, 41 accusedhave already been arrested by KaithalPolice. Superintendent of Police Lok-endra Singh, wanted in the constablepaper leak case. Kaithal police wasconstantly trying to arrest the accusedKuldeep and his whereabouts were be-ing raided by the police for his arrestdue to which the pressure led to thesurrender of the accused in the court.The SP said that the Director Generalof Police, Haryana Panchkula had an-nounced a reward of Rs 2 lakh each oninformation about the arrest of two ac-cused wanted in the said case and Rs50,000 each for information on the ar-rest of 9 accused. Before the arrest ofthe above accused Kuldeep, both thecriminals with prize money of Rs 2 lakheach and 7 accused with a reward ofRs 50-50 thousand were arrested byKaithal police. The SP said that the ac-cused Kuldeep was arrested by theCIA-2 in-charge Inspector Sombir un-der action as per the rules. Police re-mand of 5 days has been obtained fromthe court for extensive interrogation in-cluding recovery of cash of the ac-cused.

On October 11, the team of CM Flying in Begumpur had investigated illegal mining in DehShamlat land, in which the Revenue Department, Mining Department and police were present on thespot. On October 11, CM Flying's team found traces of illegal mining in Shamlat land on the spot and rev-enue department was asked to prepare papers on which, on the basis of paper received from revenuedepartment towards CM Flying action has been taken from Begumpur. Case has been registered against6 people of the same family of Begumpur, all of whom have a share in Shamlat land, and has also beenaccused of causing loss of Rs 2 crore to the revenue of the government.

In the direction of establishing a Heli-Hub in Gurugram, the Haryana Gov-ernment has identified the land and aproposal will be sent to the CentralGovernment soon. It has been decidedby the Haryana government to reducethe VAT rates on air turbine fuel from20 percent to 1 percent.

Haryana Chief Minister, Sh.Manohar Lal met Union Civil Avia-tion Minister, Sh. Jyotiraditya M.Scindia in New Delhi today regardingvarious civil aviation projects ofHaryana. Deputy Chief Minister, Sh.Dushyant Chautala also attended themeeting through video conferencing.

During the meeting, discussionsregarding reduction of VAT rates onair turbine fuel besides heli-hub to beset up in Gurugram, civil aviation uni-versity, drone school, and satellitecenter in the state were held. Apart

If a personis found to be involved in acriminal process, he has aconstitutional right to be pro-vided with judicial aid at allstages of justice. The em-blematic person, whether be-fore arrest or at the time of ar-rest or at the time of remand,as the case may be, has theright to be provided with theservices of a trained lawyer.

Satti does Bhoomi Pujan of sewage treatmentplant to be built in Santoshgarh at Rs 5 cr

JYOTI SYALUNA: Chairman of 6th State Finance Commission, SatpalSingh Satti today performed bhoomi pujan for the construc-tion work of sewerage treatment plant to be constructed at acost of Rs 5 crore in Santoshgarh. He said that a total estimateof Rs 22 crore has been made for the construction of seweragesystem in Santoshgarh, under which the Jal Shakti Departmenthas received the first installment of Rs 7 crore in the firstphase. Satti said that in the year 1996, an estimate of 2.5 croreswas made for construction of sewerage system in Santoshgarh,but the work could not go on fast. Today this work has beenstarted with the cooperation of Santoshgarh residents. He saidthat land has also been acquired after talking to people for theconstruction of sewerage system and now this work has start-ed. He said that the department has floated tenders for makingthe distribution network of sewerage system and this processwould be completed soon. JAMMU : Pakistani terrorist MohammadAshraf, who was arrested by the Delhi PoliceSpecial Cell on Tuesday in Laxmi Nagar, hasrevealed that Inter-Services Intelligence (ISI)of Pakistan was behind the 2009 Jammu busstand blast. According to sources, he also saidthat before the 2011 blasts that took place out-side the Delhi High Court, he had conducteda recce of the premises. However, whether hewas involved in the blast or not will be clearin the interrogation.

Around 2011, he did a recce of the policeheadquarters (old police headquarters) locat-ed at ITO many times but could not gathermuch information as the police did not allow

people to stop outside the premises. Alongwith this, he also sent information on the In-ter-State Bus Terminus (ISBT) to his handlersin Pakistan. At present, the investigatingagencies are interrogating him to find outwhether he was involved in any blast in Del-hi. So far, the interrogation has revealed thatthe 2009 blast at the bus stand in Jammu, inwhich 3-4 people died, was conducted at thebehest of an ISI officer, identified by Ashraf,as Nasir.

It has been clearly stated in the orders that pollution caused by burning of straw or strawin district Panipat has a bad effect on human health, due to which there is a possibility of stress,and great danger to human life. There is also a possibility of shortage of animal fodder in thedistrict due to burning of straw and stubble left after harvesting.

According to the order, if any person is found guilty of this, then he will be punished un-der section 188 of the Indian Penal Code and under the Air Prevention and Pollution ControlAct 1981.

The failure of the 13th round of talks between the army commanders of the two countries, held at Moldo on the Chinese side in the Ladakh area, was due to the rigid stance adopted by the Chinese side which shot down several constructive suggestions made by the Indian side to reduce tensions along the border.

The Himalayas have become the most dangerous flashpoint in the Indo-Pacific region now because China has been flexing its muscles in pursuit of its territorial ambitions. More than 17 months following China’s border aggression, India’s patience is wearing thin. Both countries have stationed tens of thousands of soldiers backed by artillery, tanks and fighter jets along the Line of Actual Control (LAC) which separates the Himalayan territories from Ladakh in the west to the eastern State of Arunachal Pradesh. The latest round of talks came amid growing frustration in India over the massive deployment of troops and weaponry by the Chinese side. It is a matter of concern that the large-scale buildup has occurred and continues to be in place, and to sustain that kind of a buildup, there has been an equal amount of infrastructure development on the Chinese side.

Since the standoff began last year, the Chinese have been building dozens of large weather-proof structures along the LAC in eastern Ladakh for their troops to stay in during the winter. The Chinese infrastructure includes new helipads, widening of airstrips, new barracks, surface-to-air missile sites and radar locations, roads and housing. While disengagement happened at several locations, the PLA troops have not gone back to their traditional holding positions and continue to remain close to the LAC. China’s refusal to disengage from the Hot Springs area marks a volte-face because last year it had agreed to the disengagement plan and pulled back some of its troops. The process, however, was not completed. Following the talks between External Affairs Minister Jaishankar and his Chinese counterpart Wang Yi on the sidelines of the Shanghai Cooperation Organisation summit in September, the two countries had agreed that the prolongation of the existing situation was not in the interest of either side as it was adversely impacting the bilateral ties.
