The project, costing about Rs 37,247 crore, will ensure the availability of drink- ing water in 13 dis- tricts of the state and water for irrigation in 2.8 lakh hectare area. Gehlot wrote in the letter that detailed pro- ject report (DPR) of ERCP has been sent to the Central Water Com- mission for necessary approval in November 2017. He urged that the scheme be declared a na- tional project at the ear- liest and even mentioned that in the cabinet meet- ing chaired by the Chief Minister, the proposal has also been approved to give this ambitious project the status of a national project. “In the past the Cen- tral Government has accorded national pro- ject status to drinking water and irrigation projects in 16 differ- ent states, but no wa- ter project of Ra- jasthan has this sta- tus. Due to the serious problem of drinking water in many dis- tricts of the state, it is necessary to give this project the status of national project and ensure its quick im- plementation,” Ge- holot said in the letter. It is worth mention- ing that the ERCP pro- ject will ensure availa- bility of sufficient water for drinking and irriga- tion by 2051 in 13 dis- tricts including Jhala- war, Baran, Kota, Bundi, Sawai Madhopur, Ajmer, Tonk, Jaipur, Dausa, Ka- rauli, Alwar, Bharatpur and Dholpur. Jaipur: The Congress on Sunday demanded the resignation of Un-ion Minister Gajendra Singh Shekhawat for his alleged involvement in a conspiracy to top-ple the Gehlot govern-ment in Rajasthan.

Citing the two audio clips, in one of which Shekhawat is allegedly heard during a conver-sation on a plot to bring down the state govern-ment, AICC central ob-server for Rajasthan political crisis and sen-ior Congress leader Ajay Maken said the BJP leader should quit on moral grounds.

Opinion suggests there are

two options: an effective vac-

cine, or herd immunity via

at least 60%-80% of people

becoming infected. Either

one of these options requires

that people become immune

to SARS-CoV-2, the coronavi-

rus that causes Covid-19.

An important new study

released online this week

could have a large bearing

on how our future looks in

2021 and beyond.

It suggests our immunity

to SARS-CoV-2 does not last

very long at all – as little as

two months for some people.

If this is the case, it means a

potential vaccine might re-

quire regular boosters, and

herd immunity might not be

viable at all.

IMMUNITY DWINDLES

QUICKLYAntibodies are an impor-

tant part of our immune

system that mainly work

by physically binding to

virus particles and stop-

ping them infecting cells.

They can attach to infected

cells to induce cell death in

some cases.We also have T cells, an-

other part of the immune

system that is much bet-

ter at recognising and

killing virus-infected

cells. But for Covid-19, an-

tibodies are important in

the lungs because T cells

aren’t good at getting to

airways where the virus

first invades.

The newly-released re-

search, from Katie Doores

and her team at Kings Col-

lege London, looked at

how long the antibody re-

sponse lasted in people

who had Covid-19. It has

been submitted to a jour-

nal but hasn’t been peer-

reviewed, so it must be

treated with some caution.

Of the 65 patients stud-

ied, 63 produced antibody

responses. The important

measurements in the

study relate to how good

the response is. This is

measured in the lab by

putting patients’ blood se-

rum together with infec-

tious SARS-CoV-2 virus

and seeing whether the

virus can infect cells in a

lab dish. This is called a

“neutralisation assay”,

and here the results were

good. Around 60% of peo-

ple produced a very potent

neutralisation response

that stopped virus grow-

ing in the lab cells.

Finally, the researchers

measured how long the an-

tibody response lasted.

This is the most important

data. Unfortunately, anti-

bodies levels began falling

after day 20 and only 17%

of patients retained a po-

tent level at day 57. Some

patients completely lost

their antibodies after two

months.This suggests our im-

mune response to SARS-

CoV-2 may be lost much

faster than we might have

hoped, and people might

thereafter be susceptible

to reinfection with the vi-

rus.So herd immunity may

not be the solution some

think. This is because if

immunity is short-lived,

we will be in an ongoing

cycle of endless reinfec-

tion. For herd immunity to

be effective we need a high

percentage – perhaps more

than 60% – of people to be

immune at any one time to

disrupt chains of trans-

mission. This can’t hap-

pen if a lot of reinfection

not there in the original In-

dian Penal Code. It was intro-

duced in the year 1870 to curb

nationalist movement in In-

dia by British Government.

It was imported from British

law. In Britain, offence of se-

dition can only be slapped, if

there is armed rebellion to

overthrow the government.

The sedition u/s 124-A has

been defined as under:-

124-A Sedition- Whoever,

by words, either spoken or

written, or by signs, or by vis-

ible representation, or other-

wise, brings or attempts to

bring into hatred or con-

tempt, or excites or attempts

to excite disaffection towards,

the Government established

by law in India, shall be pun-

ished with imprisonment for

life, to which fine maybe add-

ed or with imprisonment

which may extend to three

years, to which fine may be

added, or with fine.

Explanation 1- The ex-

pression “disaffection” in-

cludes disloyalty and all feel-

ings of enmity.

Explanation 2- Com-

ments expressing disappro-

bation of the measures of the

Government with a view to

obtain their alteration by

lawful means, without excit-

ing or attempting to excite

hatred, contempt or disaffec-

tion, do not constitute an of-

fence under this section.

Explanation 3- Com-

ments expressing disappro-

bation of the administrative

or other action of the Gov-

ernment without exciting or

attempting to excite hatred,

contempt or disaffection, do

not constitute an offence un-

der this Section.

Lokmanya Tilak was

charged by the British Gov-

ernment for sedition for his

Article requesting Indians to

overthrow the British Rule.

The same was challenged be-

fore Bombay High Court.

However, the British Judge

was obviously biased and

held that definition of sedi-

tion as applicable in Britain

was not applicable in India.

Obviously because of move-

ment in India to overthrow

the British Rule was peaceful

and this 1908 judgment

seemed to change the course.

After this 1908 judgment till

1947, all congress leaders cat-

egorically took the stand that

after British Rule goes, Sec-

tion 124-A will be removed.

However, the same did not

happen after independence.

In 1962, a famous case ‘Ke-

dar Nath Singh Vs State of

Bihar - AIR 1962 SC 955’- was

there, where the constitu-

tional validity of Section

124-A was challenged, while

holding it valid. The Court

categorically held that it can

only be applicable when

very existence of State will

be in jeopardy because of

the act of the offenders. It

was further held that if of-

fence does not jeopardize the

existence of the State then

Section 124-A i.e. “Sedition”

cannot be slapped. It was

further held that law is sub-

jected to Article-19 (2) of the

Constitution of India. Kedar

Nath Singh’s judgment has

been followed continuously

in a number of judgments

later on and has become ba-

sic law in this context.

In the present Rajasthan

case, the three FIRs lodged by

Special Operation Group

(SOG) only speak about tele-

phone talks made between

few persons that Chief Min-

ister or his Cabinet is to be

replaced by paying some

money to certain elected leg-

islators that means, the at-

tempt is only to replace one

Chief Minister and his Cabi-

net by another Chief Minis-

ter and another Cabinet.

Chief Minister or his Cabi-

net is not the State and are

appointed by the Governor.

The sedition does not even

say that only a person having

majority of legislators will

be appointed as Chief Minis-

ter, but these are only the

constitutional and democrat-

ic customs.If two persons talk only

about bribe to elected mem-

bers of legislation, who are

public servants that means

only offence that they are

committing is an offence un-

der the Prevention of Cor-

ruption Act. By no stretch of

the imagination, it may be

called sedition. In this con-

text, preceding of Section 124

- A, there is 124 section which

reads as under:-

“124. Assaulting Presi-

dent, Governor, etc., with

intent to compel or restrain

the exercise of any lawful

power. - Whoever, with the

intention of inducing or

compelling the President of

India or the Governor of any

State, to exercise or refrain

from exercising in any man-

ner any of the lawful powers

of such President or Gover-

nor, assaults or wrongfully

restrains, or attempts

wrongfully to restrain, or

overawes, by means of crim-

inal force or the show of

criminal force, or attempts

so to overawe, such Presi-

dent or Governor shall be

punished with imprison-

ment of either description

for a term which may extend

to seven years, and shall also

be liable to fine.”

A bare reading of Sec-

tion-124 clearly shows that if

it is a President, Governor or

the State against whom at-

tacks are made, then offence

comes into existence.

It is basic law that unless

the information does not dis-

close ingredients of offence

alleged, it cannot be called

FIR. All three FIRs do not dis-

close, even slightly, any of

the ingredients of the offence

of sedition.It is further held by Hon’ble

Apex Court that any act(s)

that brings or attempts to

bring into hatred or con-

tempt, or excites or attempts

to excite disaffection to the

State or Government unless

are together cannot called

sedition. In all three FIRs,

there is neither hatred, nor

It is pertinent to mention

here that Section 124-A has

been declared constitutional

subject to the exception pro-

vided under Article-19 (2) of

the Constitution of India,

which reads as under:-

existing law, or prevent the

State from making any law,

in so far as such law imposes

reasonable restrictions on

the exercise of the right con-

Jaipur: The operation of the 47-km Ring Road Project proposed to ease heavy traffic on the city streets, remains a dis-tant dream even after one-and-a-half years of its inauguration Minis-ter for Road Transport and Highways Nitin Gadkari had dedicated the Rs 810 crore project to the people on March 8, 2019. The traffic from Ajmer road to Tonk road was also opened for the public on a temporary basis. But the whole ring road project be-came hostage to the

monsoon season last year when deadly cracks appeared on the ring road. After several in-dicting reports, the NHAI got the road re-paired but on May 3, 2020, the 32 lane toll plaza on ring road shifted hundreds of me-ters away due to a dust storm. The road was closed for traffic after this incident.

In order to make the ring road motorable three cloverleaf need to be constructed. The first on Ajmer road, second on Tonk road and third

on Agra road. JDA has been able to acquire and transfer the land re-quired for cloverleaf on Ajmer road and Tonk road to the NHAI for which NHAI floated ten-

ders of Rs 153 crore. JDA is yet to acquire the land needed for clover-leaf on Agra road. The bone of contention in the acquisition is 32 sq meters of land owned by

Reliance Petrol Pump. The JDA hasn’t been able to acquire the pet-rol pump land yet. There is some hope now after Reliance agreed to va-cate the required land in

lieu of land allotted to it in the Chitrakoot area in Jaipur.

It is noteworthy when JDA failed to complete the ring road project the erstwhile BJP govt had

knocked the doors of the central govt. Then CM Vasundhara Raje had requested Central Minister Nitin Gadkari to ask NHAI to take over the project. Gad-kari had obliged Raje immediately as the pro-ject was crucial for Jaipur. NHAI complet-ed a 47 km road patch within the stipulated time but has been un-successful in complet-ing the Rs 810 crore pro-ject. Rs 85 crore clover-leaf yet to be construct-ed is holding the Rs 810 crore project. The JDA

is losing the much need-ed and projected reve-nue of Rs 2,500-3,000 crore due to incomplete ring road project.

Now, NHAI has de-cided to go ahead with the construction of two cloverleaf on Ajmer & Tonk road. This will have seamless traffic on these patches but with no connectivity to the Agra road. The road accidents which will occur due to this big bottleneck will be because of tothe leth-argy demonstrated by JDA.

‘Forcefully holding MLAs highlights lawlessness’Poonia also called the present instability, a constitutional crisisJaipur: BJP State Chief, Dr Satish Poonia has played up the state-ment by BSP chief Mayawati calling it an emergency like situa-tion in the state. Poonia said that forcefully holding MLAs and slap-ping sections like 124 (A) only highlights the situation of lawless-ness in the state. He added that there was a limit to holding any-body forcefully and called the present insta-bility, a constitutional crisis. He said BJP will decide on future course after the court verdict on Monday. On the issue of the assembly ses-sion, Poonia said it re-quires a 21 day notice, but it is the prerogative of the Governor.

When asked whether he had discussed the state’s political situa-tion with the central leadership Poonia said that he discusses organ-isational issues with them.

LoP Gulabchand Ka-taria said that the BJP is waiting for the court verdict in the matter. He said if the CM wants a floor test, he could opt for it and approach the Governor for it but the ball is in the Governor’s court and it is he, who will take a final call af-ter the court’s verdict

on Monday. Reacting to the statement by MLA Rajendra Gudha from Gehlot camp that San-jay Jain had asked him to meet Vasundhara Raje 8 months ago, Ka-taria rebuffed the whole episode as ‘absurd.’

He said there are many liaison men who come to meet leaders, get themselves photo-graphed in a crowd so no political leader should be blamed for

that. Such allegations create lack of trust among people.

Deputy LoP Rajen-dra Rathore categori-cally denied meeting any MLA in Manesar. He said dissidents from Congress might be camping in Mane-sar after getting dis-satisfied with their leadership in Ra-jasthan adding that the BJP is focusing on the audio- tapes. He

alleged that the audio tapes were released from the CMR and questioned the law under which the au-dio was recorded and asked about the per-son, who authorised such a recording as it seems to be complete-ly against the Indian Telegraph Act 1885.

Jaipur: The petition filed by the Sachin Pilot group will be heard in the Rajasthan High Court from 10 am today. Arguments will be pre-sented by the Assembly Speaker, Secretary and others on the petition. The advocates have been working for the last three days to get le-gal support so that the decision of the Speaker can be termed right.

On the other hand, senior advocates Har-ish Salve and Mukul Rohatgi from the Sachin

Pilot group have al-ready given their argu-ments on Friday. Ac-cording to the decision of the court, the Assem-bly Speaker will make a decision after 5:30 pm on July 21.

PR Meena has filed the petition in the court on behalf of the Sachin

Pilot group. In the peti-tion, demand has been raised to put an interim stay on the notice while challenging the consti-tutionality of the sched-ule in which the notice was issued.

It is believed that the court will pass its deci-sion after today’s hear-ing, after which Assem-bly Speaker CP Joshi will take his decision. This is the reason why the government’s advo-cate, Sachin faction and BJP MLAs, along with the Assembly officials, are eyeing the High Court.

Jaipur: The General Assembly meeting of the Rajasthan State Olympic Association was held on Sunday at Shyam Paradise Hotel in Jaipur. The meeting was chaired by Presi-dent of the association Janardan Singh Gehlot, while the Supervisor of the Indian Olympic As-sociation attended the meeting. The minutes and annual accounts of the last meeting were unanimously approved in the meeting. General

Secretary Rajendra K Shekhar presented the annual report.

Rajasthan State Olympic Association Election Officer (for-mer officer of Ra-jasthan Administrative Services) Babulal Gup-ta gave detailed infor-mation about the proce-dure adopted in the election of the associa-tion. Chairman, Arun Ku-mar Saraswat the Gen-eral Secretary and Ra-jendra K Shekhar the Treasurer.

President Gehlot put forward a proposal be-fore the present mem-bers that senior mem-ber of the union Dhan-

raj Chaudhary should be made the advisor, which was agreed by all members. Gehlot was also unanimously au-thorised to set up sub-committees and com-missions for running the association.

The President said that according to the in-formation received by the Federation of Games recognized by the Indian Olympic As-sociation, the Rajasthan State Olympic Associa-tion would give recogni-tion to the sports feder-ations under it.

The vic-tim, a retired teacher, registered a complaint against 5 people with Lalsot police alleging duping him of Rs 7 lakh and blackmailing him with a fake video. Jaipur: Soon, the state government is expected to make a big announce-ment regarding the fourth tiger reserve in the state. Kumbhalgarh can be declared the fourth tiger reserve of Rajasthan. After ap-proval at the forest min-isterial level, the file has reached the CMO.

It is expected the ap-proval will be granted after the end of the po-litical turmoil. After getting CM’s nod, the file will be sent to NTCA for final formalities.

Sardarshahar: In an inhuman act some peo-ple mutilated a leg of a camel who later died while receiving treat-ment from veterinarian doctors. Local residents are enraged by the inci-dent.

The shameful incident came to light in Sajansar village where people found a camel with a mu-tilated leg. Police reached the spot on receiving the information and rushed the injured camel to the hospital but it couldn’t be saved. Soon the social me-dia witnessed the anger of local people. Accord-ing to the police, Meh-

rasar resident Om Singh Rajput and Noparam were grazing their ani-mals on the grazing ground in Sajansar when a camel came running followed by Pannaram Meghwal, Gopiram and Lichhuram Meghwal on

a bike. They attacked the

camel with an axe and injured the camel. When they tried to save the camel, they were threat-ened with an axe. Police have arrested the three accused in the case.

Jaisalmer: The three month lockdown and least human interfer-ence in the forest area encouraged wildlife to extend their territory to human settlements.

The poachers saw this as a golden oppor-tunity. While some wild animals were killed in road acci-dents, many hunting incidents also occurred which haven’t been re-ported officially. There is no official data avail-

able of poaching dur-ing lockdown. Forest officials call them nor-mal incidents and cops find it difficult to curb poaching as police sta-tions and outposts are at large distances due to low density of popu-lation.

Even local residents confirm an increase in hunting activity dur-ing lockdown. They de-mand a better coordi-nation between forest and police depart-ments to put a check on poaching.

Bhilwara: In Kesarpu-ra village of the Sha-kargarh police station area in Jahazpur subdi-vision of Bhilwara, the dead bodies of a couple were found lying on a cot in a field. When the farm owner reached the spot in the morning, he saw the bodies and in-formed the police. Then, the police and the families of the deceased reached the spot.

Shakargarh SHO Vikram Singh identi-fied the deceased and said that the girl Pinku (16) was married while Raju (22) was unmar-ried. A bottle of pesti-cides has been recov-ered from the spot, con-suming which the cou-ple committed suicide.

ow is the world going to go back to the days when we could grab a coffee, see a mov-

ie, or attend a concert or footy game with anyone? Opinion suggests there are two options: an effective vac-cine, or herd immunity via at least 60%-80% of people becoming infected. Either one of these options requires that people become immune to SARS-CoV-2, the coronavi-rus that causes Covid-19.

An important new study released online this week could have a large bearing on how our future looks in 2021 and beyond.

It suggests our immunity to SARS-CoV-2 does not last very long at all – as little as two months for some people. If this is the case, it means a potential vaccine might re-

quire regular boosters, and herd immunity might not be viable at all.

IMMUNITY DWINDLES QUICKLYAntibodies are an impor-tant part of our immune system that mainly work by physically binding to virus particles and stop-ping them infecting cells. They can attach to infected cells to induce cell death in some cases.

We also have T cells, an-other part of the immune system that is much bet-ter at recognising and killing virus-infected cells. But for Covid-19, an-tibodies are important in the lungs because T cells aren’t good at getting to airways where the virus first invades.

The newly-released re-

search, from Katie Doores and her team at Kings Col-lege London, looked at how long the antibody re-sponse lasted in people who had Covid-19. It has been submitted to a jour-nal but hasn’t been peer-reviewed, so it must be treated with some caution.

Of the 65 patients stud-ied, 63 produced antibody responses. The important

measurements in the study relate to how good the response is. This is measured in the lab by putting patients’ blood se-rum together with infec-tious SARS-CoV-2 virus and seeing whether the virus can infect cells in a lab dish. This is called a “neutralisation assay”, and here the results were good. Around 60% of peo-ple produced a very potent neutralisation response that stopped virus grow-ing in the lab cells.

Finally, the researchers measured how long the an-tibody response lasted. This is the most important data. Unfortunately, anti-bodies levels began falling after day 20 and only 17% of patients retained a po-tent level at day 57. Some patients completely lost

their antibodies after two months.

This suggests our im-mune response to SARS-CoV-2 may be lost much faster than we might have hoped, and people might thereafter be susceptible to reinfection with the vi-rus.

So herd immunity may not be the solution some think. This is because if immunity is short-lived, we will be in an ongoing cycle of endless reinfec-tion. For herd immunity to be effective we need a high percentage – perhaps more than 60% – of people to be immune at any one time to disrupt chains of trans-mission. ection-124 A i.e. Sedition was not there in the origi-nal Indian Penal Code. It was introduced in the year 1870 to curb nationalist movement in India by Brit-ish Government. It was imported from British law. In Britain, offence of sedi-tion can only be slapped, if there is armed rebellion to overthrow the govern-ment. The sedition u/s 124-A has been defined as under:-

124-A Sedition- Whoever, by words, either spoken or written, or by signs, or by vis-ible representation, or other-wise, brings or attempts to bring into hatred or con-tempt, or excites or attempts to excite disaffection towards, the Government established by law in India, shall be pun-ished with imprisonment for life, to which fine maybe add-ed or with imprisonment which may extend to three years, to which fine may be added, or with fine.

Explanation 1- The ex-pression “disaffection” in-cludes disloyalty and all feel-ings of enmity.

Explanation 2- Com-ments expressing disappro-bation of the measures of the Government with a view to obtain their alteration by lawful means, without excit-ing or attempting to excite hatred, contempt or disaffec-tion, do not constitute an of-fence under this section.

Explanation 3- Com-ments expressing disappro-bation of the administrative or other action of the Gov-ernment without exciting or attempting to excite hatred, contempt or disaffection, do not constitute an offence un-der this Section.

Lokmanya Tilak was charged by the British Government for sedition for his Article requesting Indians to overthrow the British Rule. The same was challenged before Bombay High Court. How-ever, the British Judge was obviously biased and held that definition of sedition as applicable in Britain

was not applicable in In-dia. Obviously because of movement in India to over-throw the British Rule was peaceful and this 1908 judg-ment seemed to change the course. After this 1908 judg-ment till 1947, all congress leaders categorically took the stand that after British Rule goes, Section 124-A will be removed. However, the same did not happen after in-dependence.

In 1962, a famous case ‘Ke-dar Nath Singh Vs State of Bihar - AIR 1962 SC 955’- was there, where the constitu-tional validity of Section 124-A was challenged, while holding it valid. The Court categorically held that it can only be applicable when very existence of State will be in jeopardy because of the act of the offenders. It was further held that if of-fence does not jeopardize the existence of the State then Section 124-A i.e. “Sedition” cannot be slapped. It was further held that law is sub-jected to Article-19 (2) of the Constitution of India. Kedar Nath Singh’s judgment has been followed continuously in a number of judgments later on and has become ba-sic law in this context.

In the present Rajasthan case, the three FIRs lodged by Special Operation Group

(SOG) only speak about tele-phone talks made between few persons that Chief Min-ister or his Cabinet is to be replaced by paying some money to certain elected leg-islators that means, the at-tempt is only to replace one Chief Minister and his Cabi-net by another Chief Minis-ter and another Cabinet. Chief Minister or his Cabi-net is not the State and are appointed by the Governor. The sedition does not even say that only a person having majority of legislators will be appointed as Chief Minis-ter, but these are only the constitutional and democrat-ic customs.

If two persons talk only about bribe to elected mem-bers of legislation, who are public servants that means only offence that they are committing is an offence un-der the Prevention of Cor-ruption Act. By no stretch of the imagination, it may be called sedition. In this con-

text, preceding of Section 124 - A, there is 124 section which reads as under:-

“124. Assaulting President, Governor, etc., with intent to compel or restrain the exer-cise of any lawful power. - Whoever, with the intention of inducing or compelling the President of India or the Gov-ernor of any State, to exer-cise or refrain from exercis-ing in any manner any of the lawful powers of such Presi-dent or Governor, assaults or wrongfully restrains, or at-tempts wrongfully to re-strain, or overawes, by means of criminal force or the show of criminal force, or attempts so to overawe, such President or Governor shall be pun-ished with imprisonment of either description for a term which may extend to seven years, and shall also be liable to fine.”

A bare reading of Sec-tion-124 clearly shows that if it is a President, Governor or the State against whom at-

tacks are made, then offence comes into existence.

It is basic law that unless the information does not dis-close ingredients of offence alleged, it cannot be called FIR. All three FIRs do not dis-close, even slightly, any of the ingredients of the offence of sedition.

It is further held by Hon’ble Apex Court that any act(s) that brings or at-tempts to bring into hatred or contempt, or excites or attempts to excite disaffec-tion to the State or Govern-ment unless are together cannot called sedition. In all three FIRs, there is nei-ther hatred, nor contempt, nor disaffection, towards the Government or State. The whole conversation is about bribing the MLAs.

It seems that just to bring the jurisdiction of routine police i.e. SOG, which is a po-licing authority of state gov-ernment, FIR has been regis-tered u/s 124-A of IPC. There is not a single example where charges of sedition have been slapped, because someone tried to replace Chief Minis-ter or his Cabinet by another Chief Minister or his Cabinet by luring certain legislators. If it is so, then there was no need to bring Anti Defection Law as well as Prevention of Corruption Act. It is perti-

nent to mention here that few Members of Parliament and their associates in the past have been convicted for of-fence under the Prevention of Corruption Act for voting in lieu of money.

AIR 1932 Cal 378, it has been clearly laid down the ‘word’ Government of India established by means the ex-isting political system as dis-tinguished from any particu-lar set of Administrators. This law clearly says that the Chief Minister and Minis-ters, who are only the Admin-istrator in the set, do not ful-fill the definition of Govern-ment and an attempt to change them does not invoke Section 124-A.

Further even explanation 1 of Section 124-A has clearly laid down that there should be creation of feelings of en-mity. Explanation 2 of Sec-tion 124-A further clarified that an act without exciting or attempting to excite ha-tred, contempt or disaffec-tion do not constitute offence under this section, and then explanation 3 says that any act against without exciting or attempting to excite ha-tred, contempt or disaffec-tion, do not constitute an of-fence under this section.

It is pertinent to mention here that Section 124-A has been declared constitutional subject to the exception pro-vided under Article-19 (2) of the Constitution of India, which reads as under:-

“19(2)._ Nothing in sub-clause (a) of clause (1) shall affect the operation of any existing law, or prevent the State from making any law, in so far as such law imposes rea-sonable restrictions on the exercise of the right conferred by the said sub-clause in the interests of [the sovereignty and integrity of India]the se-curity of the Sate, friendly relations with foreign States, public order, decency or mo-rality, or in relation to con-tempt of court, defamation or incitement to an offence.”

A bare reading of above clearly says that law sedition can only be slapped only when it challenges sover-eignty and integrity of the country or endanger security of State or even destroys pub-lic order. None of these are present in FIRs, so FIRs are parse illegal.

New Delhi: The in-come-tax department, which implemented faceless tax assessment from October 7 last year, has randomly selected 58,319 cases for scrutiny in the first phase and already resolved 7,116 of those, two finance ministry officials said.

The objective of the faceless assessment is to completely eliminate physical contact be-tween the taxpayer and the taxman to make tax administration objec-

tive, transparent and corruption free, they said requesting ano-nymity.

“The faceless assess-ment system has been a

game changer in the arena of direct taxa-tion. It has empowered the taxpayers and has, as a foremost mecha-nism, altered the facets

and perception of over-all tax administration in India,” one official, who holds a senior posi-tion, said. The official said this is the future of

direct tax administra-tion in India with auto-mated and random al-location of income tax assessment cases with-out human interface at any stage.

The faceless system was first proposed by PM Narendra Modi in 2017. Finance minister Nirmala Sitharaman announced it in her first budget speech on July 5, 2019 & subse-quently launched the system on October 7, 2019. —Agencies

Thiruvananthapuram:At least 230 kg of gold was smuggled into the country by using some employees of the Unit-ed Arab Emirates diplo-matic mission since July 2019, said a senior officer familiar with the probe led by the Na-tional Investigation Agency (NIA) into the seizure of 30 kg of the yellow metal from the Thiruvananthapuram airport on July 5.

“At least 13 such con-signments came to the

country in one year and they all passed without any check due to diplo-matic immunity. Some of them were heavier than the latest consign-

ment which weighed 70 kg. We are also probing some events organised by state government de-partments,” the official said on?Sunday.

All these consign-ments landed in Thiru-vananthapuram.

The NIA has arrested four persons while the Customs have nabbed

13 people so far in con-nection with the gold smuggling case.

The official also said that people whose names have cropped up during the questioning of the accused will be summoned.

This includes CM Pinarayi Vijayan’s for-mer secretary M Sivasankar and the gov-ernment’s former IT Fel-low Arun Balachandran. The Customs department had grilled Sivasankar for nine hours.

Solapur : Nationalist Congress Party (NCP) chief Sharad Pawar on Sunday, said that some people think that the coronavirus would be eradicated by building a temple.

The NCP leader’s comment comes a day after the Shri Ram Jan-mabhoomi Teertha Kshetra Trust pro-posed two dates in Au-gust for laying the foundation stone of a Ram Temple in Ayod-hya. Addressing a press conference here,

he said, “We are all thinking of how to fight the battle against coronavirus but some people think that coro-navirus will be miti-gated by building a temple. But our priori-ty is to see how to im-prove the economy which has been affect-ed due to lockdown.”

New Delhi: OP Dhankar, who was a cabinet minister in the BJP government in Har-yana, was on Sunday ap-pointed the president of the party’s state unit.

By appointing Dhankar, the BJP has continued with a Jat face, the most domi-nant caste in the state. The BJP, in a state-ment, said party chief JP Nadda appointed Dhankar the Haryana unit head.

The appointment is also seen as an attempt to balance the caste equations in the state, where politics re-volves around Jats and non-Jats.

Haryana chief minis-ter Manohar Lal Khat-tar is also a non-Jat.

Dhankar will replace incumbent Subhash Barala, who was also a Jat.

Both Dhankar and Barala had lost the Harayana Assembly elections held in Octo-ber last year. Dhankar was a cabinet minister in the BJP government in Haryana. —PTI

Police said a pas-senger bus coming from Madhubani in Bihar rammed into a stationary SUV on the side of the road

near Saurikh. Both the vehicles fell 20 feet below.

Four persons died on the spot, two on the way to the hospi-tal. The injured were shifted to Saifai and Tirwa hospitals, the police said.

Cops said SUV driv-er headed for Ludhi-ana, had stopped to take a nap, on the road-side. The speeding bus rammed into the car with such a force that both came rolling down 20 feet.—PTI

New Delhi: India saw a record single- day jump of 38,902 COVID-19 cas-es pushing its tally to 10,77,618 on Sunday, while the total number of recoveries increased to 6,77,422, according to the Union Health Min-istry data.

The death toll due to the disease rose to 26,816 with new 543 fa-talities even as 23,672 patients have recuper-ated in the past 24 hours, the highest so far in a day, the data updat-ed at 8 am showed.

The Ministry of Health said the 11 most COVID-19 affected countries in the world --the US, Brazil, Russia, Peru, Chile, Mexico, South Africa, the UK, Iran, Pakistan, Spain --together reported 8 times more cases and 14 times more deaths than India. There are 3,73,379

active cases presently in the country.

The total number of confirmed cases in-cludes foreigners. This is the fourth consecu-tive day that COVID-19

cases have increased by more than 30,000.

According to the ICMR, a cumulative to-tal of 1,37,91,869 sam-ples have been tested up to July 18 with 3,58,127

samples being tested on Saturday.

Of the 543 deaths re-ported in the last 24 hours, 144 are from Ma-harashtra, 93 from Kar-nataka, 88 from Tamil

Nadu, 52 from Andhra Pradesh, 27 from West Bengal, 26 from Delhi, 24 from Uttar Pradesh, 17 from Haryana, 16 from Gujarat and nine from Madhya Pradesh.

Bihar, Punjab and Ra-jasthan have reported seven fatalities each fol-lowed by Telangana with six deaths, Jammu and Kashmir five, Odi-sha and Puducherry three each, Assam, Tripura and Kerala two each, while Chandi-garh, Chhattisgarh and Uttarakhand have reg-istered a fatality each.

Of the total 26,816 deaths reported so far, Maharashtra accounted for the highest 11,596 fa-talities followed by Del-hi with 3,597 deaths, Ta-mil Nadu 2,403, Gujarat 2,122, Karnataka 1,240, Uttar Pradesh 1,108, West Bengal 1,076, Mad-hya Pradesh 706 and

Andhra Pradesh 586.So far, 553 people have

died of COVID-19 in Ra-jasthan, 409 in Telanga-na, 344 in Haryana, 246 in Punjab, 236 in Jam-mu and Kashmir, 208 in Bihar, 86 in Odisha, 53 in Assam, 52 in Uttara-khand, 46 in Jharkhand and 40 in Kerala.

Puducherry has reg-istered 28 deaths, Chhat-tisgarh 24, Goa 21, Chan-digarh 12, Himachal Pradesh 11, Tripura 5, Arunachal Pradesh 3, Meghalaya and Dadra and Nagar Haveli and Daman and Diu two each, while Ladakh has reported one fatality. More than 70% of the deaths occurred due to comorbidities.

Maharashtra has re-ported the highest num-ber of cases at 3,00,937 followed by Tamil Nadu at 1,65,714, Delhi at 1,21,582. —Agencies

Bengaluru: There was no question of extending the ongoing week-long lockdown here set to end on July 22, newly ap-pointed commissioner of the city civic body N Manjunatha Prasad said on Sunday, amid specula-tions it may be contin-ued for another fortnight in view of rising cases.

“The Chief Minister has made it clear that the lockdown will not be extended for any rea-son, after Tuesday there will not be any lock-down. We will follow the government's or-ders,” he said. —PTI

India’s case fatality rate ‘progressively falling’, lowest in world: GovtNew Delhi: India’s Covid-19 case fatality rate is ‘progressively falling’ and is current-ly at 2.49%, which is one of the lowest in the world, the Union Health Ministry said on Sunday, crediting ef-ficient clinical man-agement of hospital-ised cases for it.

There are 29 states & UTs with a case fatality rate (CFR) lower than India’s average, with five of them having a CFR of zero and 14 hav-ing fatality rate of less than 1%.

The focused efforts of the Centre and state and UT governments on

efficient clinical man-agement of hospital-ised cases have ensured that India’s case fatality rate has fallen below 2.5 per cent, the ministry said.

With effective con-tainment strategy, ag-gressive testing and standardized clinical management protocols based on holistic stand-ard of care approach, the CFR has significant-ly dipped, it said.

“The CFR is progres-sively falling and cur-rently, it is 2.49 per cent. India has one of the lowest fatality rates in the world,” the minis-try said. —PTI

Bhubaneswar: A study conducted jointly by re-searchers at IIT-Bhu-baneswar and the AIIMS here has shown that the spread of COV-ID-19 may pick up pace during peak monsoon and winter with a fall in the mercury.

The rainfall, de-crease in temperatures and cooling of the at-mosphere coupled with progression towards winter may environ-mentally favour the spread of COVID-19 in the country, according to the study led by V Vi-noj, Assistant Profes-sor of the School of Earth, Ocean and Cli-matic Sciences at IIT-Bhubaneswar.

The report titled “COVID-19 spread in In-dia and its dependence

on temperature and relative humidity” took into account the pat-tern of the coronavirus outbreak and the num-ber of such cases in 28 states between April and June.

The study revealed

that rise in tempera-tures leads to a decline in transmission of the virus, Vinoj said. The study, which is in its pre-print stage, shows that temperature and relative humidity have a significant impact on

the disease. “It suggests that a one-degree-Celsi-us rise in temperature leads to a 0.99% de-crease in cases & in-creases doubling time by 1.13 days, implying a slowdown of the virus spread,” he said. —PTI

Jaipur: Rajasthan cabi-net minister Pratap Singh Khachariyawas on Sunday slammed Bharatiya Janata Party (BJP) for allegedly poaching MLAs and making attempts to top-ple Ashok Gehlot gov-ernment and ques-tioned as to why Sachin Pilot has made a differ-ent camp.

"What BJP has done in Madhya Pradesh eve-ryone knows. They are still doing horse-trading there. They have been doing the same in Ra-jasthan and are lying about it. Our Chief Min-ister has announced that he will step down if the audio tapes are proven fake. In fact, Gu-lab Chand Kataria has also said that he will re-sign if proven wrong. No one can trust Ka-taria now. Before the investigation, he has declared the audio clips fake," he said.

"If Sachin Pilot had a problem, he should have first discussed with the party mem-bers. To put his side for-ward, he made a differ-ent camp. This is not right," he added.

It is said that due to the presence of patint of-ficials, a direct confron-tation between Delhi po-lice and Rajasthan police was averted and now the power centres are mull-ing over SOG’s ‘late night move’.

loggerheads with Hary-ana Police at Manesar on Sunday when the SOG sleuths, who are camped in Delhi, reached the Western Country Inn Hotel, in search of MLA Bhanwarlal Sharma as they learnt of his loca-tion. A team of Haryana Police did not let the ho-tel guards open the main gate for their counter-parts from Rajasthan. It was after much commo-tion that SP Vikas Shar-ma, heading the SOG team, called up the hotel

It encroaches into the life of the indi-viduals and therefore do-ing this kind of practice is against the democrat-ic norms and constitu-tion. All those who were involved in phone tap-

ping need to be probed. And the issue should be taken seriously.”

Bhopal: Blaming the BJP for the political drama in Rajasthan, senior Congress leader Digvijaya Singh on Sunday asked Sachin Pilot not to leave the grand old party.

In an interview, the former MP CM said Pi-lot should not follow Jyotiraditya Scindia into the BJP, as he has bright future in Con-gress. His remarks fol-low Pilot's open rebel-lion against the Ashok Gehlot government, which has been on shaky ground with at least 18 legislators back-ing the rebel leader.

Pilot was sacked as Rajasthan deputy chief minister and the state Congress chief recently and the Con-

gress has accused the BJP of making efforts to topple the Gehlot-led government by indulg-ing in horse-trading.

"The BJP is behind the crisis in Rajasthan," Singh said. The Con-gress veteran said he tried to call Pilot but his calls and text messages went unanswered.

"Age is on your side. Ashok (Gehlot) may have offended you, but all such issues are best

resolved amicably. Dont make the mistake that Scindia made. BJP is unreliable. Nobody who joined it from any other party has succeeded there," Singh said.

He said this is the first time that Pilot hasn't responded to him. "Sachin is like my son. He respects me and I also like him. I called him three-four times and also texted him. He didn't revert. He used to respond immediately earlier," he said. "It is good to be ambitious. How can one move for-ward without having ambitions, but along with ambition, one must also have commit-ment to organisation, ideology and the na-tion," Singh said. —PTI

f you’ve ever visited or lived in Mumbai, chances are you’ve found yourself seat-ed on an old, import-ed wooden chair — sometimes intact,

other times held together by tape and glue — with 100 rupees in your dwindling pocket while dipping an of-fering of bun maska in a steaming glass of Irani chai. The experience is as old as the memory itself, with Irani cafes peddling nostalgia for generations, even as the world outside and the people within its walls continue to change.

Such is one Irani cafe run by Diana (Manisha Koirala) and her 19-year-old son Rumi (Prit Kama-ni) in the Netflix movie Maska. Three generations of the family have baked buns and churned butter in its kitchen and Diana is gearing towards a hando-ver to the next, harboring a dream of restoring Rus-tom Cafe (Since 1920, a humble board outside re-minds us) to its former glory. But aspiring actor Rumi has other plans.

Armed with a degree in acting and a fevered deter-mination to forge his own identity, Rumi is itching to be rid of his late father’s legacy. ‘Main aapka jeeta jaagta museum hoon (I am a living museum of you,)’ he says to the friendly ghost of Rustom (Javed Jaffrey) who once pro-claimed his son would “be-come a world-famous mas-ka walo.’ To prove his dedi-cation, Rumi even moves to Andheri to live on rent with fellow actor and girl-friend Mallika Chopra (Ni-kita Dutta) — which you know for a Colaba boy is indicative of some major commitment to the craft — while his mother, like eve-ry disapproving parent, declares, ‘Agar tereko film line mein lukkha banne ka hai (If you want to be a loafer in the film line), I will not give you a single penny.’ Inciting both anxi-ety and intrigue, Rumi puts everything on the line even as an old friend and blogger Persis Mistry (Shirley Setia) sets out to document the city’s few re-maining Irani cafes.

What writer-director Neeraj Udhwani does par-ticularly well in Maska is pace the film’s drama. Set to a neutral tow, the movie indulges in all the stereo-typical idiosyncrasies — think hand-me-down reci-pes, a Bihari Romeo & Ju-

liet remake, a neighbor-hood pageant and more — that are part and parcel of a story hinging on a moth-er, lover and friend’s ap-proval but does so with nu-anced earnestness and humorous ease. Udhwani also nails the highs and lows of Rumi’s journey, painting a picture of a boy stuck between dream and legacy, that in its many splatters and splodges nev-er fails to evoke laughter and even empathy. Pulled in different directions by the relationships that mean most to him, Rumi eventfully discovers throughout the two-hour

film that some connections can be passed on from gen-eration to generation and when particularly lucky, even shared.

An ikigai reference or two might make you cringe but Ishita Moitra’s dia-logue packs a punch, par-ticularly entertaining and enlightening whenever Diana and Rustom occupy the screen and Udhwani’s writing while simplistic is laced with a sincerity that makes even Rumi practic-ing an awards speech in front of a mirror the far-thest scene from cheesy. Rumi’s drive and naivete seldom come across as con-

trived and Kamani wears the character’s heart on his sleeve in this portrayal.

All is not breezy with Maska and the story suf-fers in how it poses its fe-male characters as plot devices. Diana is the ob-struction to Rumi’s dream, Chopra is the partner in ‘crime’ and Mistry is the voice that makes Rumi question his path. This nags as the actors leave a mark in all their scenes. Diana grows on you — even the at first unnerving accent — and Koirala brings an endearing rage and passion to a character who doesn’t want to lose what she loves. Dutta is as much of an acting fire-brand as she was in Gold (2018), infusing performer on the rise Chopra with quiet confidence and vocal resilience and Setia brings an innocent intelligence to her portrayal of a woman in the inquiry of history. Their characterization feels especially stunted as their agency, ambition, and accounts while pre-sented are never fully real-ized, and these arcs frus-tratingly play second fid-dle to Rumi’s aspiration in Maska.

In Maska, Persis says, ‘Mumbai is a story,’ and the film pays homage to the few Irani establish-ments still raising their shutters every morning — Jimmy Boy, B. Merwan, Kyani & Co., Britannia & Co., Koolar & Co.
