He said the search operation turned into an encounter after militants opened fire at the security forces who retaliated. Freezing of water pipes partly disrupt- ed the supply in the town facing severe coldwave. The mercury plummeted to minus or below freezing point in half dozen of towns and thick icy sheet of frost was seen forming in Shimla, Mandi, Kullu , Kinnaur and Lahaul- Spiti district posing a threat to the movement of vehicles and commuters in the wee hours. Kaza and Keylong in Lahaul-Spiti were the coldest places in the state with minimum temperatures at minus 15 and minus eight degree Celsius respectively. CHARANJIT SINGH ARORA AMRITSAR, DEC16: The Shiromani Gurdwara Parbandhak Committee (SGPC) has condemned the release of a booklet titled 'Sri Kashi Vishwanath Dham Ka Gauravshali Itihas' by Prime Minister Narendra Modi at the inauguration of the Vish- wanath Dham Corridor and demanded a complete ban on it. In a press statement is- sued from SGPC office, SGPC media secretary S. Kulwinder Singh Ramdas said that during the inaugura- tion of Vishwanath Dham Corridor, a booklet titled 'Sri Kashi Vishwanath Dham Ka Gauravshali Itihas' was re- leased and distributed as ‘Parsad’ in large number by the 'Information and Public Relations Department' of the Uttar Pradesh (UP) Govern- ment ruled by BJP, in which, the history of Sikh faith is distorted and misrepresented by relating it to Kashi. The booklet states that the Panj Piaras (five beloved ones) through whom the Khalsa Panth was founded by Guru Gobind Singh (tenth Guru), were first sent to Kashi, so that they may attain the full knowledge of the Sanatan Dharam and be ready for its protection. The booklet also states that Sikh faith was established to pro- tect the Sanatan Dharam from the Mughals. Both these statements are devoid of facts, with illusory inten- tions and lack of knowledge about the mission of the Sikh faith. S. Kulwinder Singh said that in fact Khalsa Panth was formed to protect religious values and human rights against oppression, tyranny and injustice and not to pro- tect the Sanatan Dharam. Secondly, the five Sikhs sent to Kashi are totally different from the Panj Piaras who of- fered heads at the time of the formation of the Khalsa at Sri Anandpur Sahib. AGENCY CHANDIGARH, DEC 16 Haryana Government has decided to waive off the interest on loans availed by women beneficiaries from Haryana Women Devel- opment Corporation (HWDC) under the 'One Time Settlement Scheme'. Under this scheme, interest will be waived off for those women beneficiaries who will pay the total outstanding princi- pal amount in a lump sum or in install- ments as on March 31, 2019, from Decem- ber 2, 2021 to June 1, 2022. Sharing more information in this re- gard here on Thursday, a spokesperson of the Corporation said the benefit of interest waiver would be given to the women only on the repayment of the outstanding prin- cipal amount. The time limit of this scheme is six months from December 2, 2021, to June 1, 2022. After this, any re- quest regarding the extension of the time limit of the scheme will not be valid. He informed that the guarantors of such women loanees should take advan- tage of the 100 percent interest waiver un- der this unique scheme by paying their en- tire outstanding principal loan by June 1, 2022. Latter, during informal interaction with the journal- ists, the Chief Minister said that the present State Gov- ernment in its very first budget in the year 2018 launched Prakritik Kheti Khushal Kisan Yojana to pro- mote natural farming. He said that a provision of Rs.25 crore had been made for this scheme in the state. Chief Minister said that about 1.54 lakh farmer fami- lies have adopted natural farming in the state and 9200 hectares land has been cov- ered under the scheme in the last four years. He said that a target has been set to bring about 12000 hectares of land under natural farming by connecting 1.50 lakh farmers during this year. Jai Ram Thakur said that the State Government was providing 50 percent subsidy up to a maximum of 25,000 rupees on the purchase of In- dian breed of cow for natural farming besides five thou- sand rupees as transport fee. He said that about Rs 46.18 crore has been spent in the last three and a half years un- der Prakritik Kheti Khushal Kisan Yojana. The inspiration behind the Expressway is the vision of the Prime Min- ister to provide fast-paced connectivity across the country, according to an official statement issued by the Uttar Pradesh government on Thursday. The 594 km long six-lane Expressway will be built at a cost of over Rs 36,200 crores. Starting near the Bijauli village in Meerut, the Express- way will extend till near the Judapur Dandu village in Prayagraj. It will pass through Meerut, Hapur, Bulandshahr, Amroha, Sambhal, Budaun, Shahjahanpur, Hardoi, Unnao, Rae Bareli, Pratapgarh and Prayagraj. "Upon completion of work, it will become the longest ex- pressway of Uttar Pradesh, connecting the western and eastern re- gions of the state," the statement further read. Two arrested for huntingin Milkada forestSKBILASPUR: Two hunters have been caught with a gun while huntingwild animals. Five others however manage to escape. A team from theWildlife Protection Department recovered a 12-bore gun, 5 traps, aSplendor bike and several live cartridges from the hunters' possession.The hunters have been produced in the environmental court of Kuruk-

shetra.The hunters had gone in-side the Milkada foreston a bike with two guns.The hunters were settingtraps in the forest tocatch the wild animals.The wild boar got injuredand ran towards the for-est.The departmental teamimmediately chased thehunters as soon as theyheard the intrusion of thehunters into the forest. soon as the sound of firing was heard, the team of wildlife protectiondepartment comprising sub-inspectors Lilu Ram, Sumit Kumar, SanjeevKumar, Parvez Ahmed caught Seb Singh and Sujit. A .12 bore gun, sev-eral live cartridges and a Splendor bike were seized from the hunters.The hunters searched for the injured animal but did not find them. Addressing the participants, Prof. LalitKumar Awasthi, Director NIT Hamirpur, said that theworkshop will foster the scientific temper in the participantsand will expertise them for future challenges. Experts fromvarious IITs, NITs and Industries like Math works Inc. etcwould deliver talks on various topics in the areas of MATLABprogramming and its toolboxes in various streams ofengineering and sciences.

Prof Awasthi also said that NIT Hamirpur hadimplemented many key features of New Education Policy likemulti-entry and multi-exit options in B.Tech. He said that theacademic bank of credits would be established soon so that thestudents can take advantage of credits earned, andspecialization in B. Tech programmes with concepts of majorand minor will be introduced. He further emphasized that theexpansion will be done to make the institute a multi-dimensional research institute with the introduction of morecourses in engineering, sciences and humanities. The Instituteis going to introduce a flexible curriculum structure wherestudents have more choices for courses. Students will be giventhe freedom to earn credits from SWAM, NPTEL and otherinstitutes in online mode. CRPF's ASI shoots himself dead inChhattisgarhGARIABAND: An assistant sub-inspector of the CRPF allegedly committed suicide byshooting himself with his service rifle in Chhattisgarh's Gariaband district, police said onThursday. ASI Udayvir Singh, belonging to the 65th battalion of the Central ReservePolice Force (CRPF), took the extreme step on Wednesday afternoon at theparamilitary's camp in Darripara village under Bindranawagarh police station limits,Gariaband's Additional Superintendent of Police Chandresh Singh Thakur told PTI. WhenSingh's colleagues heard the gunshot, they rushed to the spot and found him lying in apool of blood. He was rushed to a local hospital where he was declared brought dead,the official said. Singh was a native of Uttar Pradesh, he said, adding that a probe is onto ascertain the exact reason which prompted him to take the extreme step. The CRPFhas been deployed for anti-Naxal operations in Gariaband district, located about 90 kmfrom the state capital Raipur.

Four more cases of Omicrondetected in Delhi: Jain

Delhi Health Minister SatyendarJain said on Thursday that 10cases of Omicron have beendetected in the capital so far and40 people are admitted to thespecial facility at Lok NayakHospital meant for isolating andtreating suspected cases of thenew Covid variant.

Of the 40 people, 38 areCOVID-19 positive. "A total of10 cases of the Omicron varianthave been detected in Delhi sofar. One of them has beendischarged," Jain told reporters.

The minister said manyinternational travellers areturning out Covid positive uponarrival at the Indira GandhiInternational Airport. "Eightsuch people were admitted to thehospital today (Thursday)," hesaid. On Tuesday, Jain had saidthat the Omicron variant ofcoronavirus has not spread in thecommunity so far and thesituation is under control.

The condition of theOmicron-positive patients is

stable, he said. Delhi's firstpatient of the Omicron variant --a 37-year-old man from Ranchi -- was discharged on Mondayafter he tested negative forCOVID-19 twice, officials said.

He had travelled fromTanzania to Doha and from there,to Delhi on a Qatar Airwaysflight on December 2. He stayedin Johannesburg in South Africafor a week and had mildsymptoms.

passengers arriving from the "at-risk" countries and they areallowed to leave the airport onlyafter the results come. Also, two

NHM workers lash outagainst Channi govt

NEW DELHI: India reported7,974 new COVID-19 cases and343 related deaths in the last 24hours, taking the total tally ofcoronavirus deaths in thecountry to 4,76,478 according tothe Union Health Ministry’sdata on Thursday. Meanwhile,the COVID-19 active caseshave declined to 87,245 thelowest in 563 days, whichpresently constituted 0.25percent, lowest since March2020, Ministry’s data said. Therecovery rate touched 98. 38 percent as 7,948 patients recoveredfrom the virus in the last 24hours taking the cumulativetally of recovered patients to3,41,54,879. “The dailypositivity rate is 0.57 per cent,which is less than 2 per cent forthe last 73 days, whereas the

weekly positivity rate is 0.64 percent which also remains lessthan 1 per cent for the last 32days now,” the Ministryreported. The testing capacityacross the country continues tobe expanded. India has so farconducted over 66.02 Croretests across the country. Withthe administration of 60,12,425vaccine doses in the last 24hours, India’s COVID-19vaccination coverage hasexceeded 135.25 Cr theMinistry said. “More than141.80 crore vaccine doses havebeen provided to States/UTs sofar through direct stateprocurement category. Morethan 16.42 Cr balance andunutilized COVID vaccinedoses are still available with theStates/UTs,” said the Ministry.

First to eighth classexaminations from today

Menus need to be 75 per cent vegetarianfor meat-eaters to choose plant-based foodAnew study by the University of West-

minster has found that meat-eaters aremore likely to choose vegetarian meals

when they make up the majority of food of-fered on the menu. The research has been pub-lished in the 'Journal of Environmental Psy-chology'.

People who usually ate meat shifted theirchoice to vegetarian food only when menuswere 75 per cent vegetarian, but not when 50per cent or 25 per cent of items were vegetari-an. Therefore, meat-eaters can change theirpreferences when given enough vegetarian op-tions to choose from, yet a large proportion ofthese options are needed to change fixed habitsfor consuming meat.

This new research involving Dr BethParkin at the University of Westminster and DrSophie Attwood from the World Resources In-stitute suggested that the food sector can have

a significant impact in promoting sustainablefood choices. The researchers argued that this

can be achieved by changing how the choice ispresented to the consumer without the need to

consciously persuade individuals of the bene-fits of pro-environmental diets. During thestudy, the researchers assessed how increasingthe availability of vegetarian food in relation tomeat impacted the choice of people who usual-ly eat meat. These types of interventions areknown as 'nudges', as they explored ways inwhich a decision can be designed to influencethe desired behaviour.

The study randomised participants tomenus that contained different ratios of meatand vegetarian dishes to determine exactly howmuch meat availability is needed to promotesustainable choices. It is thought that availabil-ity may have increased vegetarian food choiceby implicitly suggesting behavioural norms orby providing consumers with a wider range ofdesirable options.

The meat and dairy industries are large pol-luters accounting for approximately 25 per cent

of global emissions and if left unchallenged,the impact of the food system alone would pre-vent us from reaching targets laid out by theParis agreement. Incremental changes to ourdiet can have a big impact on carbon emissionswhen applied at a large scale, resulting in a sig-nificant reduction in domestic GHG emissions.

Dr Beth Parkin, the lead author of the studyfrom The University of Westminster, said,"This intervention shows the potential that thefoodservice sector has in creating large scaleshifts to encourage meat-eaters">meat eaters tochange their preferences. The findings providepractical instruction on what percentage oftheir food offerings should be vegetarian ifthey are to succeed in encouraging sustainableeating behaviours. If the foodservice industryis to decrease their carbon footprint, they needto act by providing far more plant-based itemsthan currently on offer."

A false alarmThere has been considerable parliamentary de-

bate on the population control bill. The two-child policy has been tabled in Parliament over

35 times since Independence but has failed to becomea law. The population control bill, 2019 proposed tointroduce a two-child policy per couple and aims toincentivize its adoption through educational benefits,free healthcare, better employment opportunities,home loans, and tax cuts. There have also been de-mands to penalize couples not adhering to the policyby debarring them from running for office or applyingfor government jobs. Assam, Maharashtra, Odisha,Rajasthan, Bihar, Uttarakhand, Gujarat, Telanganaand Andhra Pradesh have a kind of two-child normthat determines eligibility to be elected in panchayatsor employed in government jobs.

India’s liberal democracy provides for individualrights as enshrined in the various articles of the Con-stitution. An inviolable feature of individual rights isthe identification of boundaries against the reach ofthe State. Article 22 of the 1969 Declaration on SocialProgress and Development adopted by the United Na-tions General Assembly in Resolution 2542 ensuresthat couples have the right to choose freely and re-sponsibly the number of children they will have. Thepolicy to control and regulate the number of childrenviolates such constitutional rights as Article 16 (equalopportunity in matters of public employment) and Ar-ticle 21 (protection of life and liberty). The ministryof health and family welfare suggests that India’s fam-ily welfare programme is voluntary.

The proposed population control bill would haveconstitutional repercussions. First, the bill does notconsider the case of divorced citizens and Muslimpersonal laws. A divorced person, who has childrenwith a former partner, cannot bear a child with his/herpresent spouse. The bill could also infringe the tenetsof Islamic laws. Moreover, coercive population con-trol measures would encourage sex-selection and un-safe abortion given the collective desire for a malechild. In India, family planning is considered to be theresponsibility of women. However, the current policyis not effective in meeting the demand for family plan-ning. The National Family Health Survey 2015-16showed that about 13 per cent of women aged 15-49wanted to prevent or delay pregnancy but were notprovided with contraceptives. Women resort to abor-tions as an alternative, jeopardizing their health andincreasing unlawful practices. According to a study byLancet, 15.6 million abortions took place in India in 2015.

South Asia faces environmentalwatershed amid climate change

South Asian region is facing an envi-ronmental watershed from rising sealevels endangering the Maldives and

melting of glaciers affecting Nepal andAfghanistan to overdevelopment thatthreatens Tibet's vital ecosystem anddestabilisation caused by climate-inducedmigration, an expert panel discussionhighlighted during a webinar on Wednes-day.

In the wake of COP-26, at a December15 virtual seminar, London-based NGOThe Democracy Forum (TDF) assembleda panel of experts from a range of regionsand disciplines to address this pressing is-sue, and discuss what solutions might befound. TDF President Lord Bruce, duringhis opening address, warned that dramaticevidence of natural disasters, triggered byclimate change, is fast accumulatingacross South Asia, and spoke of the vul-nerability of the region's urban poor to cli-mate change.

He said that the webinar is built on anearlier TDF panel event in March, whichhighlighted the regional impact of envi-ronmental degradation of the TibetanPlateau - ecological damage which, theDalai Lama said at a 2015 Climate Con-ference in Paris, affects 'billions of humanlives in China, India, Pakistan andBangladesh'.

He had also said that environmentaldegradation is 'not a question of one na-tion or two nations [but] is [nothing less]than the survival of humanity.

While the concluding communique is-sued by the Glasgow Climate Conferenceoffers, South Asian countries a path to re-ducing the output of greenhouse gases andmitigating the worst effects of rising tem-peratures and unstable weather, said LordBruce, it is an inescapable truth that fartoo many people living in the region arelikely not only to experience the veryworst outcomes but also face very few op-portunities to escape the fateful effects.Offering a broad perspective on climate

issues affecting South Asia, Dr ShaliniDhyani, South Asia Regional Chair forIUCN Commission on Ecosystems Man-agement, examined growing disaster risksin the region due to climate change andextreme climate events, as well as the im-pact of the disaster on social-ecologicalsystems and how ecosystem-based partic-ipatory approaches can provide better so-lutions than technological ones. She spokeof the 16, 000 ghost villages in India, aspeople migrate from Himalayan villagesdue to loss of livelihood, basic amenities,and land degradation, and concluded thatnatural solutions can provide long-termanswers, with many co-benefits for com-munities.

Tempa Gyaltsen Zamlha, Deputy Di-rector of the Tibet Policy Institute, ad-dressed the question of the TibetanPlateau's huge significance for South Asia.

At over 4,000m above sea level, thismassive landmass- considered the highestand largest plateau on Earth - stretches foran area of 2.5 million sq. km, and is re-

ferred to variously as the 'Roof of theWorld', the 'Third Pole', the 'Water Towerof Asia' and the 'Rain Maker of Asia, onaccount of the vast presence of glaciers,making it the chief source of Asia's tenlargest and most important rivers, givingbirth to some to the greatest Asian civili-sations of the past and directly feeding 1.8billion people in the south and SoutheastAsia today. The Plateau influences notonly climate across South Asia - eg thetiming and intensity of Indian monsoons -but also across Europe and North Ameri-ca, so, understanding climate changewould be incomplete with studying Ti-betan Plateau, However, Zamlha warnedthat, as a result not only of climate changebut also destructive and wrong policies bythe Chinese government, there have beenan unprecedented number of natural dis-asters, such as landslides and avalanches -a situation further aggravated by Chineseconstruction of dams on Tibetan rivers,which also threaten to cause seismic ac-tivity.

Transboundary water politics and theirinfluence on water and climate changepolicy in South Asia was the focus for DrSumit Vij, a Postdoctoral Researcher atWageningen University & Research, whoposed the question of whether the watercrisis in South Asia will turn into waterwars - although he believed this to be a'false narrative'. He spoke of the co-min-gling of water and security issues, withwater becoming a pawn to multidimen-sional conflicts in the region - for exam-ple,the Taliban attack on the India-builtFriendship Dam in Afghanistan. Water isbecoming part of a larger militarisation,said Dr Vij, but the focus should insteadbe on strategies of cooperation to pullSouth Asia out of 'frozen conflicts', gover-nance and management of transboundarynatural resources, and the use of powerfultools such as diplomacy and dialogue.

Challenges facing South Asia, partic-ularly from a water perspective, was anarea of concern for Dr Naho Mirumachi,Reader in Environmental Politics atKing's College London, who consideredthe varied and interconnected nature ofenvironmental and water issues, as well aswhat water is being used for, and why is itis an environmental 'crisis'.She looked atthe role of agriculture and agri-businesses,the biggest water users, which are drain-ing on other purposes, such as drinkingwater or water for sanitation, recognisedas basic human rights. Dr Mirumachi alsohighlighted the pitfalls of seeing the situ-ation through a 'crisis' lens, saying thatviewing the problem as a 'natural' phe-nomenon ignores its political and socio-economic aspects and thus absolves statesof responsibility to take action on behalfof their citizens.

HIMLA:To safeguard India from mounting cyber and financial fraud cases, the SReserve Bank of India rolled out a

landmark decision in September 2021. The new regulation by the central bank permitted the payments networks and issuer Banks to offer card tokenization services as Token Service Providers (TSPs) to the e-commerce Merchants and Payment Aggregators starting 01 January 2022. This permission is an extension to the device-based tokenization services provided by payments network. Tokenization is a mechanism to replace card numbers with a token, i.e., avirtual number, specific to a merchant.When a consumer logs into a merchant app or website, where their card details were stored, they only see the last 4 digits of the original card number. At the backend, TSPs will replace the card number with a token, ensuring that card details are not stored anywhere in the value chain, except for issuer banks and the networks. The process makes card-based transactions safer and more reliable. The process of tokenization will be based on consumer consent, validated through an additional factor authentication. For consumers, who have their card details stored on multiple e-commerce merchants, their card details will be converted into token if they transact before 1st Jan 2022. Post the deadline, the consumer will have to enter their details one time to convert into tokens. For all subsequent transactions, consumers can continue to enjoy the single-click checkout experience.

Invite suggestions from public,experts on solution to combat

air pollution: SC to PanelNEW DELHI, DEC 16

The Supreme Court on Thursday askedthe Commission for Management of AirQuality in NCR and Adjoining Areas toinvite suggestions from experts and thepublic regarding long-term solutions tocombat air pollution.

A Bench headed by Chief Justice ofIndia NV Ramana also asked theCommission to set up an expert group tostudy these suggestions and find apermanent solution to the issue.

The Bench now posted the airpollution case for hearing in the firstweek of February 2022.

During the hearing, SolicitorGeneral Tushar Mehta, appearing forCentre and the Commission told theapex court that the hospital constructionactivities and interior work arepermitted to resume but all otherconstruction work has not beenpermitted to resume in NCR.

The commission said a decision willbe taken by tomorrow on whether to liftthe ban on other construction activitiesin Delhi-NCR. There is a continuousinspection by the 40 flying squads,Solicitor General added.

Solicitor General further told theBench that thermal power plants that

were shut are continuing to be shut butmore will not be shut as discussed withPower Ministry.

Mehta also informed the top courtthat there is a committee for a long-termsolution comprising of NationalEnvironmental Engineering ResearchInstitute (NEERI) experts etc. to find asolution so that knee-jerk reaction forevery year on air pollution is notneeded. On December 3, the apex courthad allowed Delhi government to goahead with construction activities ofhospitals in the city and expressedsatisfaction over fresh steps taken by theCommission for enforcement of ordersto tackle pollution.

The top court has been hearing pleasseeking emergency steps to control theworsening air quality situation in thenational capital region.

its creation for the last 6decades, but with thecreation of this Act, otherActs have been changedgradually according to thetime and need. This has beenhappening but since then noamendment has been madein this Act, due to which itspenal provisions havebecome incapable ofprotecting animal interestsand proved to be inadequatein preventing animal cruelty.

He said that at the timeof its creation in the Act,causing any kind of injury to

animals, violence, incitingthem to fight, a penalty of ?50 was fixed which was ahuge amount at that time buta fine of ? 50 now seemsridiculous, to preventunnecessary injury to anyanimal, the amount of fineshould be so much that theperson causing the injurybecomes compelled to thinkonce before hurting theanimal again and teach it toothers. Dr Muni said that theModi government wasamending a lot of rules andregulations, but our demand

was pending for a long time.To satisfy the feelings ofnon-violence lovers, thegovernment should bring abill to amend the law in thiswinter session. He hasrequested to revise thepenalty as a punishment forthe offense specially decidedfor committing cruelty toanimals. Also, Section 31 ofthis subsection needs toinclude Section (11)(1)(a) to(11)(1)(0) and Section 38.which recognizescognizance of offenses underthe Act.
