In 2019, IEEE Malaysia Section has established two more portfolios, those are humanitarian activities and strategic communication. Part from the normal four portfolios (educational activities,

student activities, professional activities/industrial relation and communication /newsletter), humanitarian activities portfolio focuses on humanitarian-kind activities which have varies of activities and support fund that can be benefitted by all members. On the other hand, strategic communication aims on promoting the IEEE Malaysia Section nationally and charting it to be recognizable exclusively.

In 2019, IEEE Malaysia Section also introduced its own official logo. The logo comes in IEEE blue color with two other variations, black and white. Example of the logo can be seen as below. The official logos are available at https://ieeemy.org/mysection/2019/09/6147/

IEEE Malaysia Section has conducted several activities in 2019. Through educational activities portfolio, we have been invited by Ministry of Education Malaysia as workshop facilitator and exhibitor for the National STEM Educational Colloquium which was held on the 25th June 2019 at Universiti Malaysia Pahang. IEEE members have conducted Teacher-in-Service Program (TISP) workshop on electronic design and showcased STEM initiatives during the event. IEEE Malaysia Section (Educational Activities) also has been appointed as program advisor and exhibition coordinator for Eksplorasi STEM Peringkat Kebangsaan: Memacu Komuniti Lestari. This event was held on 28th April 2019 at Sekolah Kebangsaan Hutan Kampong Kedah, jointly organized by SK Hutan Kampong, Kedah State Education Department, Ministry of Education Malaysia, IEEE Malaysia Section and Universiti Malaysia Perlis. More than 1000 students from more than 30 schools at Northern Region of Malaysia attended the event. IEEE Malaysia Section also continues to host its annual Student Conference on Research and Development (SCOReD) for the undergraduate and postgraduate students to showcase their research works. The 17th IEEE SCOReD2019 conference was successfully organized by the IEEE Malaysia Section and IEEE Universiti Teknologi PETRONAS (UTP) Student Branch from 15th to 17th October 2019. The 2019 SCOReD Conference also evidenced smooth procedures for indexing the publications to the IEEE Xplore, in which, all the publications were indexed in the IEEE Xplore just after one month the conference held. In conjunction with the IEEE Day celebration worldwide and IEEE TISP Week 2019, IEEE Malaysia Section has successfully organized the Open Day 2019 on 12th October 2019 at Malaysian Global Innovation and Creativity Centre (MaGIC), Cyberjaya. This event was supported by R10 PAC Challenge Fund, R10 SAC Leadership and Membership Development Fund, R10 EA TISP Fund and Ministry of Higher Education Malaysia. 210 participants attended this Open Day, which includes Townhall Sessions delivered by several speakers of various topics. 2019 Student Congress was also conducted on the same day.

Other activities organized by the Section for this year include the Leadership Camp, Chair Chairs Meeting, NetSuite Reporting Workshop for chapter treasurers, Senior Member Elevation Workshop series, as well as the Website Competitions for chapters and student branches. IEEE Malaysia Section continues to support many students’ activities, organized by both Section and Student Branches. The 6th IEEE Final Year Project (FYP) Competition was held between July-August 2019. The competition is divided into 19 technical tracks with 19 sponsors established from the IEEE Malaysia technical chapters and affinity group. IEEE Malaysia Section has joined for the first time as a sponsor for Innovate Malaysia Design Challenge (IMDC) 2019. IMDC 2019 was held on 22nd July 2019 at Tunku Abdul Rahman University College Penang and officiated by YB Dr Ong Kian Ming, Deputy Minister of Trade and Industry (MITI). IEEE Social Innovation Award was awarded to project titled The Blind’s People Eye from Universiti Teknologi Malaysia. Section also sponsored 39 teams (approximately 120 students) from various universities and student branches in Malaysia in the IEEEXtreme 13.0 Programming Competition. In 2019, IEEE Malaysia Section has active engagements with national societies such as IEM (Institute of Engineers Malaysia) and IET Malaysia (Institution of Engineering & Technology). Apart from the IET Prestige Lecture and Award Dinner Event on 28th September 2019, and IEM 60th Annual Dinner on 28th April 2019, Malaysia Section also supported National IET Faraday Challenge 2019 as juries for regional level (13th July 2019) and national finale (17th August 2019) and the innovation competition during the International Automation and Control Enhancing Innovation (ACEiC) 2019 on 15th October 2019, by providing the IEEE Special Award: Best Project Innovation. Both IET and IEM also sponsored a dinner table at IEEE Malaysia’s Annual Dinner and Appreciation Night, which was held on 19th January 2019. In terms of membership, year 2019 saw a total of 3120 active members registered to IEEE, with difference of only 8 members as compared to 2018. The number of active student members and senior members has increased by 32.41% and 4.04% respectively as compared to 2018. On top of the existing program such as the Member-Get-Member program by the IEEE, Section also provided incentive to members and student members who successfully recruited new members and/or student members. In 2019, we also received several grants and funding to support the activities conducted either by Section or its subsection and student branches. Details of the grants received are tabulated in Table A.2.

A.1.2.3 IEEE Malaysia Distinguished Lecturer Program (MyDLP)

IEEE Malaysia Distinguished Lecturer Program (MyDLP) is a new program initiated in 2018 as a platform to recognize IEEE members (both professionals from the industry and academicians) for their technical expertise. IEEE Malaysia, in partnership with the Technical Chapters, provides this platform for sharing of knowledge on advanced and new topics by members for members.

The following four MyDLP speakers were appointed for 2019-2020 after a thorough review of 17 submitted proposals.

Malaysia are as follows: • To promote qualified Members to Senior Members • To increase the number of professional and student members within

Malaysia Section • To retain as many members as possible • To improve membership benefits for Malaysia Section’s members

B.1.2 Figure B.1 presented the trends of total active IEEE members in Malaysia for the

last five years from 2015 until 2019. As shown in the figure, the total number of active members as of 31st December 2019 is 3120. In general, the number of active members for IEEE Malaysia in 2019 has slightly dropped by 0.26% as compared to 2018.

The highest percentage of grades is Member followed by Student Member, Senior Member and Graduate Student Member as shown in Figure B.2. The number of active student members and senior members has increased by 32.41% and 4.04% respectively as compared to 2018, however the number of active member and graduate student member has decreased by 4.04% and 15.37% respectively as depicted in Figure B.3. Senior membership development saw steady growth for the past five years.

B.1.4 A lot of measures were taken to improve membership recruitment, which include

Member-Get-Member (MGM) program where current members are given monetary incentives to recruit new members and membership drive programs. Social Meetings and Membership Drives were also carried out by Section and Chapters at various institutions/organizations through various ways such as promoting IEEE Membership during conferences and workshops amongst others.

The local version of MGM program saw the introduction of 291 new members in 2019 compared to 232 in 2018 (Table B.2).

During conferences, conference organizers were encouraged to participate in Conference Membership Recruitment (CMR) program, where one selected society membership will be given free to new members who joined during the conference under this CMR program.

On Senior Membership elevation, Malaysia section together with the chapters (as indicated in the second column in Table B.4) have conducted 4 Senior Membership elevation workshops nationwide, in June – October 2019.

Relations together with the Education Activities Committee have organized the IEEE Malaysia Open Day which was held on 12th October 2019 at Malaysian Global Innovation and Creativity Centre (MaGIC), Cyberjaya, in conjunction with IEEE Day 2019 and IEEE TISP Week 2019. B.3.2 Educational Activities B.3.2.1 IEEE Malaysia Section Leadership Camp 2019 and first Chapter Chair Meeting

2019 was held on 9th March 2019 at Malaysian Global Innovation & Creativity Centre, Cyberjaya. The leadership camp which was attended by 63 IEEE Malaysia Section Executive Committee and Chapter representatives, started with the Opening Speech by Section Chair, followed by Funding Opportunities (Section Past Chair) and Membership Development (Chair-Elect). The first session of Leadership Camp was continued by the other three Section Executive Committee (IR & PAC, HAC and EA). The second session was parallel workshops on Netsuite and VTools & OU Analytics/SAMIEEE, conducted by Section Honorary Treasurer and Honorary Secretary, respectively. The first chapter chair meeting was held in the afternoon session, attended by 40 IEEE Malaysia Section Executive Committee and Chapter Chairs/Representatives.

B.3.2.2 IEEE Malaysia Section (Educational Activities) has been appointed as program

advisor and exhibition coordinator for Eksplorasi STEM Peringkat Kebangsaan: Memacu Komuniti Lestari. This event was held on 28th April 2019 at Sekolah Kebangsaan Hutan Kampong Kedah, jointly organized by SK Hutan Kampong, Kedah State Education Department, Ministry of Education Malaysia, IEEE Malaysia Section and Universiti Malaysia Perlis. More than 1000 students from more than 30 schools from Kedah, Perlis, Perak and Pulau Pinang. IEEE Malaysia Section (Educational Activities) conducted STEM-related activities and exhibition such as Sumo Robot Challenge, Line Follower Demonstration, Powerball Challenge and Electronic Design Workshop.

B.3.2.3 IEEE Malaysia Section (Educational Activities) received, endorsed and submitted

9 proposals for IEEE Region 10 Educational Activities Challenge 2019 on 15th April 2019 from UTHM SB (4 proposals), EDS and UM SB (1), Swinburne Sarawak SB (1), Curtin SB (1) Sarawak Subsection (1) and CAS (1). The winners of IEEE R10 EA Challenge 2019 were announced on 17th May 2019 as follow:

B.3.2.4 IEEE Malaysia Section (Educational Activities) has been invited by Ministry of

Education Malaysia as workshop facilitator and exhibitor for Kolokium Pendidikan STEM Kebangsaan 2019 on 25th June 2019 at Universiti Malaysia Pahang. During this STEM national colloquium which was officiated by Dr Maszlee bin Malik, Minister of Education Malaysia, IEEE members conducted Teacher-in-Service Program (TISP) workshop on Electronic Design for teachers and showcased STEM initiatives and resources by IEEE to more than 1000 education officers, teachers, parents and students from Pahang and all over Malaysia. Led by Mohd Hafiz Ismail (IEEE Malaysia Section Education Activities Chair), 7 IEEE volunteers involved as facilitator and exhibitor - Prof Lee Yoot Khuan (UiTM Shah Alam), Zarina Tukiran (UTHM), Fakhriah Razali (UTHM), Hazwan Haikal Abdul Hamid (UniMAP), Mohd Ridzwan Syah Sani (UPSI), Mohamad Fadzni Aidil Mohd Rusydi (UPSI) and Rabiatul Adawiyah Imam Kaedi (SMI Hira’).

B.3.2.5 IEEE Malaysia Section has joined for the first time as a sponsor for Innovate

Malaysia Design Challenge (IMDC) 2019. IMDC 2019 was held on 22nd July 2019 at Tunku Abdul Rahman University College Penang and officiated by YB Dr Ong Kian Ming, Deputy Minister of Trade and Industry (MITI). IEEE Social Innovation Award was awarded to project titled The Blind’s People Eye from Universiti Teknologi Malaysia. This award was evaluated by Mohd Hafiz Ismail (Educational Activities Chair, IEEE Malaysia Section) and Assoc. Prof. Ir. Dr. Rosmiwati Mohd Mokhtar (Honorary Secretary, IEEE Malaysia Section), based on social need, social innovator quality, strategic direction and impact to society criteria.

B.3.2.6 Mohd Hafiz Ismail, IEEE Malaysia Section Educational Activities Chair was

appointed as jury for International Learning Innovation Competition (Pertandingan Inovasi Pembelajaran) 2019 on 30th – 31st July 2019 at Dewan Muadzam Shah Universiti Utara Malaysia, organized by University Teaching and Learning Centre, Universiti Utara Malaysia, Prince of Songkla University Thailand and supported by Ministry of Education Malaysia. There were 3 categories of participants; open, primary schools and secondary schools / higher learning institutions. PiP 2019 provided a platform for all students and academic staff to share their best practices, highlight innovation and creativity in teaching and learning as well as recognize the work of academic staff in the culture of innovation practices.

B.3.2.7 A series of workshops on Electronics Design were conducted on 4th, 5th, 20th

and 21st August 2019 for 107 Form 2 students and 4 teachers of Sekolah

Menengah Kebangsaan Parit Panjang, Baling Kedah. The contents of the workshops which covered the theory, demonstration and hands-on on microcontroller and microprocessor were based on IEEE Try Engineering lesson plans and Ministry of Education Malaysia’s Dokumen Standard Kurikulum dan Pentaksiran bagi Subjek Reka Bentuk Teknologi. These workshops were conducted by Mohd Hafiz Ismail (Educational Activities Chair, IEEE Malaysia Section) and Hazwan Haikal Abdul Hamid (IEEE volunteer).

B.3.2.8 Mohd Hafiz Ismail, IEEE Malaysia Section Educational Activities Chair presented

IEEE STEM Initiatives and Resources during the 2nd National STEM Seminar 2019 on 14th -15th August 2019, organized by Pusat Asasi Sains Universiti Malaya. This seminar was attended by university academic staff, school teachers and parents from Malaysia and Philippine. Apart from the oral presentation, exhibition was also coordinated by Tiviyah a/p Mogan (IEEE volunteer), showcasing the STEM initiatives and resources available from IEEE for the school teachers and students.

B.3.2.9 IEEE Malaysia Section (Educational Activities) in collaboration with IEEE

Malaysia Women in Engineering, IEEE UniMAP Student Branch, IEEE UM Student Branch and IEEE UPSI Student Branch conducted two Teacher-in-Service Program (TISP) workshops; Electrical & Electronics Design and Computational Thinking & Programming during IEEE Malaysia Section Open Day 2019 on 12th October 2019 at Malaysian Global Innovation & Creativity Centre (MaGIC), Cyberjaya, in conjunction with Region 10 TISP Week 2019. 30 teachers from Perak, Selangor and Kuala Lumpur attended these two workshops. Workshop modules are designed for secondary school curriculum for Reka Bentuk Teknologi and Asas Sains Komputer, based on IEEE TryEngineering and TryComputing lesson plans, respectively.

B.3.2.10 An Introduction to Robotic Workshop was organized by IEEE Malaysia Section

(Educational Activities) at SJKC Kong Aik, Mata Ayer Perlis on 14th November 2019, in collaboration with IEEE Malaysia Section Sensors and Nanotechnology Joint Councils Chapter, UniMAP Robotic Club, UniMAP STEM Club and Microelectronic Club. 38 Standard 1 until Standard 6 students, 3 school teachers and 14 facilitators involved in this workshop which is also part of Ministry of Education Malaysia MY STEM Ambassador program.

B.3.2.11 An event named as ‘60s MEMS’ was organized on 10th December 2019 at

School of Microelectronic Engineering, Universiti Malaysia Perlis. 60s MEMS is an annual presentation on Micro-Electro-Mechanical Systems which involved undergraduate students and postgraduate researchers. Fabrication process and ANSYS simulation of various MEMS devices such as electrostatic, thermal, piezoresistive sensors and actuators were presented. Three best presenters and best groups were selected at the end of the program.

B.3.2.12 Recycle for Life is an undergraduate educational project by IEEE Malaysia

Section (Educational Activities) and School of Microelectronic Engineering, Universiti Malaysia Perlis, funded by Green Resource Recovery Sdn. Bhd. (GRRSB), a subsidiary company of Environment Idaman Sdn. Bhd. The objectives of this one and half year project (February 2019 – July 2020) are to improve the

collection of recyclable materials at recycling cages and to improve material recovery facility system in GRRSB, Tajar Kedah.

B.4 Student Activities B.4.1 In 2019, one student branch was formed bringing the total number to 27 Student

Branches (STB) under IEEE Malaysia Section. The newly formed SB is located in Universiti Pendidikan Sultan Idris.

It is also worth noting that IEEE has begun removing inactive STBs starting 2018. STBs are considered inactive if they fail to maintain a minimum of 10 active student members (registered IEEE Student/Graduate Student Members). In 2019, IEEE MGA moved to dissolve 312 STBs within R10. One of the affected STBs was University Tun Hussein Onn Malaysia. Malaysia Section had to appeal and show evidences of growth and activity to reverse this decision. Additionally, IEEE MGA has placed the following STBs under probation subjected to its performance in 2019:

B.4.2 IEEE Malaysia Section has 19 SBC/SBA. All SBC and SBA come under the

responsibility/purview of the Student Branch. Malaysia Section supports SBC and SBA initiatives via the STB. However, SBCs and SBAs should also reach out to their respective technical chapter/affinity groups for support (technical and financial). Technical chapters and affinity groups are encouraged to reach out and provide support to their respective SBCs/SBAs.

B.4.3 The names of the IEEE Student Branch Counsellors, IEEE SBC/SBA advisors and

Chairs (as listed on IEEE vTools Officer Reporting) as of 8th January 2019 can be referred in Appendix B.

B.4.4 Effective 2019, IEEE MGA only pays out the student branch rebate and bonuses

for timely completion of the STB activity plan, by 1st February 2020. According to IEEE Bylaw requirements, an incentive allotment of US$100 is given if the STB has 50 or more members or US$50 if the Student Branch has fewer than 50 members. In addition, IEEE provides an incentive rebate of US$2 per Student or Graduate Student member at the STB (based on membership statistics as of 31 December of the previous year).

B.4.5 Student Activities in 2019 B.4.5.1 We appointed the Section Student Representatives (SSR) and SAC

representatives through a call for an expression of interest. SSR and SAC student committee function to assist student branches in voicing up common problems faced by STB/SB/SBA while ensuring activities proposed/organized at the

section level continues to be relevant and beneficial to the students. The 2019 SSR and SAC representatives are as follows:

B.4.5.2 IEEE Malaysia Section Student Activities Committee (SAC) successfully

organized the 9th IEEE Malaysia Student Branch Leadership Workshop. In this instalment we decided to change the way this workshop has been run. We divided the STBs in Malaysia based on their regions i.e. Northern Region, Central Region, Southern Region and East Malaysia. We appointed SAC representatives to handle training for the STBs and their committee. This way we were able to reach out to more STBs leadership and expose them to the IEEE platform for ideas on activities and funding.

B.4.5.3 The SAC team together with the Malaysia Section committee put together a bid

to host SYWL 2020, together with MyCEB and SCB. However, our proposal was not selected and the bid was given to Thailand.

B.4.5.4 The 2019 IEEE Final Year Project (FYP) Competition was held between the

months of July to August 2019. The event aimed to provide a platform for final year undergraduate students and their supervisors to showcase their research and development and be recognized for academic excellence.

This year the SAC team was able to obtain the support of the Department of Higher Education, Malaysia. Through this collaboration, the Department of Higher Education funded us financially for a sum of MYR 10,000 to be used for the printing and catering of food and refreshments during the award presentation ceremony.

In this installation we say the offering of 19 technical tracks and a total of approximately 380 submissions. This event only continues to be successful due to the great cooperation existing between Malaysia section and its Technical

No winner for two tracks namely, the RFID track and Computer Track. This event, continues to be a success because it serves both student members and non-student members. We found through our survey about 60% of the participant (students) are unaware of the existence of a STB in their university. This event is a good awareness campaign for IEEE Malaysia Section and the participating technical chapters.

B.4.5.5 IEEE Malaysia Section organized the 7th IEEE Malaysia Section Student Congress

on 12th October 2019 in MaGIC, Cyberjaya. A total of approximately 90 participants gathered for the event to gain knowledge pertaining IEEE leadership and networking opportunities. There were three workshops conducted at this event: • vTool & Event reporting for STBs by Alpha Agape Gopalai • Applying for IEEE R10 Grants & Awards by Amesh Gomes • Progressing your careers with IEEE by Haroon Rashid

We also celebrated our IEEE Day in conjunction with this date.

B.4.5.6 The IEEEXtreme 13.0 Programming Competition was executed worldwide on

19th October 2019 (UTC). IEEEXtreme is a global challenge in which teams of IEEE Student members—advised and proctored by an IEEE member, and often supported by an IEEE Student Branch—compete in a 24-hour time span against each other to solve a set of programming problems. A total of 39 teams (approximately 120 students) from various universities and student branches in Malaysia Section participated in this competition. IEEE Malaysia Section sponsored meals worth RM30/student for each participating student. The top three teams from Malaysia are from Universiti Sains Malaysia, Universiti Malaya and Swinburne University of Technology – Kuching.

B.4.5.7 The 17th IEEE Student Conference on Research & Development (SCOReD2019)

was successfully organized by IEEE Malaysia Section and IEEE Universiti Teknologi Petronas (UTP) Student Branch between 15-17 October 2019 at Universiti Teknology Petronas. The conference saw a total submission of 140 papers and accepted 80 papers (acceptance rate of 66%) The conference chair for this installation was Associate Professor Dr. Irraivan Elamvazuthi (who is also the current counsellor of UTP SB). SCOReD2019 featured two keynote speakers:

• Prof. Mustafa bin Mat Deris (UTHM) who spoke about data reduction for

information systems. • Dr. David Chong (TechSource) who spoke about the digital twin

technology.

For the first time this year, travel grants were provided to the deserving student participants. B.4.5.8 IEEE Malaysia Section supported STBs who were eager to conduct membership

drives. The section provided support in the form of MYR 300. This fund allocation is meant to facilitate the membership drive event. B.4.5.9 In efforts to provide value for our student members, the IEEE Malaysia section

B.4.5.10 Available financial opportunities from the section is made known to all SBs via

Section Student Representative (SSR) is the communication medium between IEEE student members and IEEE Malaysia Section as well as helping the section in planning and making suggestions to sections regarding student activities. The elected SSR for 2019 was:

B.5 Affinity Group Activities B.5.1 Consultant Network Affinity Group (CNAG)

IEEE Consultants Network Affinity Group (CNAG) provides IEEE members with the option of subscribing to a global consultants’ network. It also provides networking opportunities with other IEEE consultants. Members will be provided with informational updates on consulting activities and will be eligible to join the IEEE Consultants Exchange online community in IEEE Collabratec™. IEEE Consultants Network Membership is available to new and existing IEEE members at no additional charge. This year, CNAG Malaysia is focusing their activities on membership drive, conducting talks and workshops on disruptive technologies and trends, surface acoustic wave technology, digital Halal supply chain management, process mining and block chain beyond cryptocurrency.

B.5.2 Women in Engineering (WIE)

Women in Engineering Affinity Group is dedicated to promoting women engineers and scientists and inspiring girls around the world to follow their academic interests to a career in engineering. The Malaysia Section WIE also actively involved with activities that nurture the spirit. This year, WIE Malaysia is focusing their activities by supporting several final year project award for female students in several universities in Malaysia. The WIE get together event was conducted in conjunction with International Women’s Day. Continuous education and STEM empowerment activities with primary and secondary school were also held. The MY WIE Congress was organized on 18th October 2019 at UNITEN, Bangi. Four distinguished female speakers delivered their speeches during the event.

B.5.3 Young Professional (YP)

Young Professional Affinity Group has conducted several technical, professional and humanitarian activities in 2019. Some of the events were design thinking for final year engineering students, code on weekend, TRIZ talk, National E-Fest Exposition, Arduino and basic electronic hands on workshop and nurturing interest in STEM collaboration. YP also involved during the 24 hours IEEE Xtreme Programming Competition this year. During the 2019 IEEE Malaysia Section Student Congress, YP also participated in the Young Professional sharing session.

IEEE Malaysia Section’s homepage has been updated with 199 new contents, including announcement, events and activities. Through 1st January 2019 to 31st December 2019, the website has been visited 113,913 times and having 1,643,294 hits. Most visitors are from Malaysia followed by the United States, China, India, France, South Korea Germany, and others. The source of website visitors is from search engine, direct, referral, mail and social media. The section also provides hosting for 14 chapters, 2 subsections, 3 affinity groups and 5 student branches.

B.7.2 Best Website Competition

The IEEE Malaysia Website Competition is a yearly event. This competition is open to all chapters, affinity group and council within IEEE Malaysia. All websites will be evaluated from 13th January 2020 to 17th January 2020. The website will first be graded in terms of performance, mobile compatibility, search engine optimization and security. Then the shortlisted website will be evaluated by the judges based on the following criteria, i.e. solid contents, usability, accessibility, portability, technical execution and design. The winners of this competition will be announced during the IEEE Malaysia Annual General Meeting on 18th January 2020.

B.7.3 Facebook

IEEE Malaysia Section’s Facebook page is another channel for Section intent to reach the audience. Till December 2019, the Facebook page has received 2961 likes. Common postings are announcement, events and activities from Section, Subsections and also Technical Chapters.

B.7.4 Quarterly Newsletter

Quarterly newsletter is established as a platform for Section, Subsections, Technical Chapters, Affinity Groups and Students Branches report activities that have been conducted throughout the year. The newsletter obtained its ISSN number in June 2017 with serial number of eISSN: 2590-3608. The quarterly newsletter can be downloaded from http://www.ieeemy.org (tab Newsletter).

Via the GRA Vacancies program, active IEEE members in Malaysia are able to submit their GRA vacancies which will be advertised publicly in two domains: In Malaysia Section website and circulation email through ieeemy mailing list. GRA ads were circulated via email quarterly in a year. As of 2019, more than 45 GRA ads from various universities were advertised.

B.7.7 Conference Digest

The Conference Digest initiative was brought out in 2017 to improve the circulation of conference call for paper announcement and to provide more coverage gained by the conference organizer. This initiative is applicable for IEEE sponsor and technical co-sponsor conferences organized in Malaysia. The call for paper of the conference will be published on the IEEE Malaysia Section website (https://ieeemy.org/mysection/ieee-malaysia-conference-digest-2/) and also will be circulated to all members via the ieeemy mailing list.

B.7.9 IEEE Malaysia Strategic Communication portfolio was first established in 2019

with the aspiration of improving visibility of IEEE Malaysia. While strategic communication at IEEE society level was long established with the aim to provide unified and recognizable brand experience and goes directly to the value of IEEE brand. Initiatives include IEEE brand ambassador, Tech Expert, IEEE Public Visibility Initiative, IEEE transmitter and contents produced are in the form of taglines, videos, digital and print materials.

Goals of the Strategic Communication Committees (SCC) of IEEE Malaysia are formulated aligned with IEEE mission and vision and amplifying them for Malaysia context, as follows:

• To increase public understanding of how engineering and technology benefit humanity

• To position IEEE Malaysia as a recognized professional society for the contributions of technology and of technical professionals

B.7.10 Aspire to increase IEEE Malaysia visibility, in 2019 SCC plans and undertakes 3 key

B.7.12 Techie Festive Season Greeting

Malaysia celebrates quite a number of festive seasons and in 2019, SCC creative media team designed six (6) email banners and digital posters for the festive season greeting, featuring different technology theme for each festive season.

The idea is for IEEE Malaysia members to include the banner in their email (eg. at the signature area) or the digital posters to be circulated on other communication means, as a form of promoting brand and educating public (through the member’s email correspondence and networks) about IEEE Malaysia.

B.7.13 Supporting IEEE Malaysia strategic events

In supporting strategic events, SCC play a role as a conduit working with major stakeholders and assist in the event promotions. In 2019, SCC supported IEEE Malaysia Student Branch portfolio in securing financial sponsorship from Ministry of Education Malaysia for organizing 6th IEEE Malaysia Section Final Year Project Competition award ceremony during the IEEE Malaysia Section Open Day. On the event promotion side, SCC creative media team designed a promotional video for IEEE Malaysia Section Open Day and its social media interaction measurements are shown in Table B.12.

Statistics for the IEEE Malaysia section website for the past 3 years (2017-2019) shows that decline in number of unique visitors by 35% and 7% for Year-on-Year in 2018 and 2019, respectively. As shown in Figure B.8, in 2017, a total of 116,000 visitors, while 2018 and 2019 recorded total of 76,000 and 71,000 visitors respectively. The large number of visitors in 2017 was mainly due to traffic of 2017 IEEE TENCON, with highest traffic of 13,000 visitors/month, with some spill over traffic in early 2018. For typical month without, traffic ranges from 4,000 to 6,000 visitors/month. Similar trends are observed for other website traffic metrics such as Visits/Visitors and Page/Visits and Hits/Visits as shown in B.9.

For Facebook platform, statistics shows a healthy increase in the number of followers and total Facebook posts, suggesting that IEEE Malaysia section page is in good standing and visible. A total of 316 and 324 new followers recorded in the year of 2018 and 2019 respectively as shown in Table B.13, and the number of posts from contributing members increased by 30%, from total of 163 posts in 2018 to 213 posts in 2019 as shown in Figure B.10.

B.8.3 Meanwhile, IEEE Malaysia Section is continuously supporting the industry

programs that are organized as a track during the conference. The Industry/Standard Track Incentive is meant to promote industry participation in IEEE local conferences, by providing a RM300-incentive to conference organizers to organize industry track(s).

B.9 Humanitarian Technology Activities B.9.1 Introduction to the new portfolio - HAC

B.9.3 The IEEE Social Innovation Talk was conducted on 12th Apr 2019 at MAGIC,

Cyberjaya. The event was organized by the IEEE Special Interest Group on Humanitarian Technology (SIGHT) & Humanitarian Activity led by Robiah Ahmad. The humanitarian activities sharing session was also conducted during the IEEE Malaysia Section Open Day on 12th October 2019. The session was coordinated by Robiah Ahmad and Chong Yu Zheng.

The IEEE ICSIMA 2019 Workshop was sponsored under IEEE Humanitarian Activities Committee (HAC) Event with amount of USD2460. Total number of registered participants are 53. Beside talks, 10 posters on humanitarian projects by researchers and IEEE volunteers were also displayed during the workshop. The workshop ended with the slots for audience and researchers to have one-to-one engagement or clinic with the relevant speakers for any project that suit to their interest for potential future humanitarian projects.

B.10 Community Activities B.10.1 Recycle for Life is an undergraduate educational project by IEEE Malaysia Section

(Educational Activities) and School of Microelectronic Engineering, Universiti Malaysia Perlis, funded by Green Resource Recovery Sdn. Bhd. (GRRSB), a subsidiary company of Environment Idaman Sdn. Bhd. The objectives of this one and half year project (February 2019 – July 2020) are to improve the collection of recyclable materials at recycling cages and to improve material recovery facility system in GRRSB, Tajar Kedah.

PART C - OTHERS C.1 Special Events C.1.1 This year, IEEE Malaysia Section conducted the first IEEE Open Day on 12th

October, for both members and non-members, during which a townhall session was held. Other programs conducted during the open day include student congress, final year project competition award ceremony, TISP workshop, senior member workshop and technical talks.

C.1.2 IEEE Malaysia Section activities in 2019 include the initiative with the Ministry of

Education (MOE) to help improve STEM teaching and learning in local primary and secondary schools. Through this initiative, we make use of the IEEE Teacher-In-Service-Program (TISP) to train our member volunteers to train school teachers in STEM education.

C.1.4 The IEEE Malaysia Section continues to host its annual Student Conference in

Research and Development (SCORED) for the local undergraduate and postgraduate students to showcase their work. Together with the IEEE UTP Student Branch, SCORED2019 was held on from 15th to 17th October at Universiti Teknologi Petronas attracting more than 80 participants.

C.1.5 IEEE Malaysia Section organized its 7th IEEE Malaysia Section Student Congress on 12th October 2018 at Malaysia Global Innovation Centre, Cyberjaya. A total of approximately 90 participants gathered for the event to gain knowledge pertaining IEEE leadership and networking opportunities. We also celebrated our IEEEDay in conjunction with this date.

C.1.6 IEEE Malaysia Section organized its annual Final Year Project competition in

collaboration with the Malaysia's Ministry of Education. There were 19 technical tracks, each supported by one of the IEEE chapters in Malaysia. The Ministry of Education supported the event financially and provided the certificates to the winners.

C.2 Relationship with National and International Societies and Non-Government

Organization (NGO) C.2.1 In 2019, IEEE Malaysia and IEM Electrical Engineering Technical Division

(EETD) have successfully collaborated in several events. One of the on-going collaborations is on IEEE Malaysia Section members who participate in several events organized by IEM in general and IEM EETD, specifically, and vice versa. IEEE Malaysia also participated during the IEM's 60th Annual Award Dinner.

C.2.2 IEEE Malaysia also work closely with IET Malaysia Network. Aside from

participating during IET Annual Award Dinner, IEEE Malaysia Section supported National IET Faraday Challenge 2019 as juries for regional level (13th July 2019) and national finale (17th August 2019) and the innovation competition during the International Automation and Control Enhancing Innovation (ACEiC) 2019 on 15th October 2019, by providing the IEEE Special Award: Best Project Innovation.

C.3 Collaboration with Other IEEE Sections C.3.1 Malaysia Section is in discussion with both Thailand section and Indonesia section

on the possibility of them hosting IEEE Malaysia's SCOReD 2021. Thailand section had agreed to host the 19th edition of Malaysia section's flagship conference, which had always been held in Malaysia since 2001. We are currently discussing the details of the collaboration.

C.4 Support extended to Sub-sections & Society Chapters within the Section C.4.1 IEEE Malaysia Section has introduced a support fund for IEEE conferences held

in Malaysia to conduct industry track during their conference. This year, AP/MTT/EMC joint chapter applied for the support fund and we sponsored the industry track at the 2019 IEEE Asia-Pacific Conference on Applied Electromagnetics (APACE2019).

C.4.2 IEEE Malaysia Section also supported SBs who were eager to conduct membership

drives. The section provided support in the form of MYR 300 per event. This fund allocation is meant to facilitate the membership drive event. The SBs that applied for this grant (and approved) are: • Curtin University Sarawak • Universiti Sains Malaysia • Universiti Tenaga Nasional • Universiti Teknikal Malaysia Melaka

C.4.3 In efforts to provide value for our student members, the IEEE Malaysia Section

sought to provide financial support to deserving activities put forward by the respective SBs. The maximum support for such activities is set to MYR 1000. The SBs that applied for this grant (and approved) are: • Nottingham University Malaysia • Curtin University Sarawak • University Sains Malaysia • Universiti Tenaga Nasional • Universiti Tun Hussein Onn Malaysia

C.4.4 The IEEEXtreme 13.0 Programming Competition was executed worldwide on 19th

October 2019 (UTC). A total of 39 teams (approximately 120 students) from various universities and student branches in Malaysia Section participated in this competition. IEEE Malaysia Section sponsored meals worth RM30/student for each participating student. The top three teams from Malaysia are from Universiti Sains Malaysia, Universiti Malaya and Swinburne University of Technology – Kuching..

C.4.5 IEEE Malaysia Section distributed grants in the amount of RM1,000 to each

chapter and affinity group, which ware disbursed in two installments. C.4.6 For Sarawak Subsection and Sabah Subsection, IEEE Malaysia also provided

grants in the amount of RM1000 each, which were disbursed in two installments.

C.4.7 For the student branches, Malaysia section provided grants of RM500 each, which

were disbursed in two installments. C.4.8 Section also provides seed money for UTP Student Branch to organize IEEE

SCOReD 2019, the flagship student conference in Malaysia section. C.4.9 For the student congress, Malaysia section provided the travel allowance to all the

student branch representatives who attended. All the cost of the congress including venue and F&B were sponsored by Malaysia section.

C.4.10 For the chapters and student branches, IEEE Malaysia conducted a leadership camp

for all the 2019 volunteers including the chairs, treasurers and secretaries where the cost of venue and F&B was sponsored by Malaysia section.

C.4.11 In addition, Malaysia section conducted two chapter chair meetings (similar to R10

AGM), which were held on 9th March 2019 and 23rd November 2019. For each meeting, Malaysia section sponsored the cost of venue and F&B. For each chapter chair, Malaysia section also sponsored the travel cost to attend the meetings.

C.5 Best Practices of your Section (which you would like to share with other

Sections for the benefits of members)

C.5.1 Each year, IEEE Malaysia organized a leadership camp for new chapter/AG/Subsection chairs, secretaries and treasurers. In this camp, the volunteers were given training on section management, vtools, SAMIEEE and other key information to assist them in organizing their activities. Similar camp was also organized each year for student branch volunteers with the content tailored to running student branches and student branch chapters.

C.5.2 IEEE Malaysia section conducted two meetings with the chapter chairs annually.

The first one was held on 9th March 2019 mainly to discuss best practices and activities planning for the year. The first half of the grants to the chapters are disbursed after the meeting, based on the activities plan submitted by the chapters. The second meeting was held on 23rd November 2019 to discuss important matters such as quality of conferences and reporting requirements and status of submissions in vTools and NetSuite. Important matters pertaining to the operations of IEEE Malaysia section were discussed in these meetings.

C.5.3 Senior member elevation workshops have also been organized by IEEE Malaysia

Section to assist members to elevate their grade to Senior Member. In 2019 we have organized 4 such workshops, which resulted in the elevation of 76 members in that year.

C.5.4 To improve our membership recruitment, the Section has, since 2016, carried out

the Member-Get-Member (MGM) reward program. This program is similar to the MGM program practiced at the HQ level, but to attract more members to participate, the Section has doubled up the reward by giving our own reward at the

Section level. The rewards were disbursed during the AGM, which also increases the number of participations at the Section’s AGM.

C.6 Problems anticipated and suggestions for solutions, if any

The main problem faced by the section is to attract industry members. The number of industry members in Malaysia is relatively small compared to the members from academia and student members. One of the plans this year is to establish a support group consisting of active industry members, who could contribute to plan more industry-relevant programs and to provide additional local benefits especially to the members in the industry. This initiative is led by the executive committee member in charge of industry relations, who is also from the industry, supported directly by the section chair.

PART D – GOALS AND PLANS D.1 Continuation of project/activity in progress and their implementation plans

The Section will continue to support all activities that already in the pipeline from the previous years. Established annual activities such as the leadership camp, senior member elevation workshop, member-get-member rewards, SCOReD conference, FYP competition, student branch adoption, etc. will be continued. The Section will monitor all the activities including conferences to ensure the implementation of all activities are according to the IEEE By-laws and benefit the members. At the same time the Section will continue with activities that will nurture the IEEE Malaysia Student Branch so that they remain active and relevant to their community. Section will encourage more participation from Student Branches in embarking community work and social responsibility especially to the underserved community. In 2019, Malaysia section introduced a new portfolio on HAC and co-opted a member who is experience with HAC activities to chair the HAC portfolio. The objective of the HAC portfolio in 2019 was to create more awareness of HAC and the types of activities that are being conducted and the available funding that can be leveraged by the members. For 2020, we plan to conduct a hands-on workshop on HAC grant application in order to increase humanitarian activities conducted in Malaysia.

D.2 Goals and Future Plans D.2.1 The IEEE Malaysia Section goal is to be the leader of technical society for

electrical and electronic engineers in the country. We hope to increase the visibility of IEEE among the public and to enhance benefits to members by providing members with access to high quality technical information through lectures, short courses, workshops and conferences. The Section also plans to attract more members and upgrade the membership status of its members. We introduced a new portfolio on Strategic Communication as a platform to improve visibility of IEEE

in the country. For 2020, Malaysia section plans to put high emphasis on the effort to convert student members to full members by collaborating with the YP affinity group.

D.3 Any innovative ideas to make IEEE more creative and value added for

sustaining the membership retention and recruitment goals. D.3.1 Malaysia section also introduced the Student Branch adoption program where we

recommended voluntary pair up of student branches with the relevant chapters that are geographically close to each other. The objective is to improve sustainability of the student branches which are also helping the chapters to conduct their activities by leveraging on the student branch members. That way, both student branches and the chapters win in this arrangement.

D.3.2 For many years, we face difficulty to attract industry members. Based on discussion with some active members from the industry, we believe by establishing a focus group with selected industry members who are already active would enable us to plan and conduct programs that are more relevant to the needs of these professionals and industry leaders. Hopefully this will help bring more industry members in Malaysia into IEEE.

D.4 Business Plan for Sustainable Growth and Financial Stability D.4.1 With a combination of good management, prudent spending as well as organizing

income generated activities; the Section has been able to sustain its growth and financial stability every year. Having successfully hosted the 2017 TENCON, the Section is currently still healthy financially. The SCOReD conferences also generate surplus that helps us fund some of the student activities.
