There was high drama in the house as opposition MPs again be- gan sloganeering during a discus- sion on the farm laws and the House was adjourned again for 15 minutes. He, however, said the government has decided to update the National Popula- tion Register (NPR) under the Citizenship Act, 1955, along with the first phase of Census 2021. "Till now, the govern- ment has not taken any deci- sion to prepare the National Register of Indian Citizens (NRIC) at national level," Rai said in a written reply to a question in the Lok Sabha. So far, the NRC has been updated only in Assam. When the final list of the NRC was published in 2019, a total of 19.06 lakh of the 3.3 crore applicants were ex- cluded, triggering a huge po- litical row. Replying to another question, the minister said any person who is not satis- fied with the outcome of the decisions of the claims and objections during the process of preparing the NRC in As- sam may prefer an appeal be- fore the designated Foreign- ers Tribunals within 120 days from the date of such order. Since those excluded from the NRC in Assam are yet to exhaust all possible le- gal remedies available to them, the question of their nationality verification does not arise at this stage, he added. Referring to the NPR, Rai said the government has decided to update it along with the first phase of Census 2021. He said the demographic and other particulars of each family and individual are to be updated or collected dur- ing the exercise of updating the NPR. No decision yet on nationwide NRC: Govt Newly-inducted cabinet ministers to go for BJP's Jan Ashirwad Yatra on Aug 16 NEW DELHI: Chairing the last Bharatiya Janata Party (BJP) parlia- mentary party meeting of the current Monsoon Session, Prime Minister Narendra Modi on Tuesday said the newly-inducted cabinet ministers would go for the Jan Ashirwad Yatra from August 16 and the remaining Union Cabinet Ministers would do it on August 19. The BJP parliamentary party meeting was held on Tuesday morning. The Yatra, which is slated to be held between August 16 to 20, is aimed at seeking blessings of the people by 43 new ministers. Also four of the new ministers are from poll-bound Uttar Pradesh. The yatra will seek to inform people about the achievements of BJP- led central government in internal, external, economic, social, health spheres and programmes aimed at boosting employment through its focus on self-reliance. This would also be done through banners, hoardings and advertisements. He also de- manded the restoration of full state- hood for Jammu and Kashmir, besides free and fair Assembly elections as soon as possible. “I fight against Narendra Modi and I will continue to do that… we will continue to fight against the ideology of Modi that di- vides the nation… the ideology of vi- olence. I’m not talking about just J&K, but the entire nation,” Mr Gandhi, who is on a two-day visit to J&K, said while addressing party workers in Sri- nagar on Tuesday. “We are not allowed to speak in Parliament. We are stopped from speaking… We wanted to raise Pegasus, unemployment, Jammu and Kashmir, corruption; but weren’t al- lowed… They are attacking Lok Sabha and Ra- jya Sabha… they are attacking other institutions, including the judiciary,” he alleged. “It is an attack on the entire nation. It is an attack on the idea of In- dia. Today government officers and media persons are scared to raise their voices. They are scared that if they talk they will land in trouble,” he further al- leged. AGENCY NYOMA, AUG 10 The Indian Air Force (IAF) has built one of the world's highest mobile air traffic control (ATC) towers at the Advanced Landing Ground here. The ATC controls operations of the fixed-wing aircraft and helicop- ters operating in the eastern Ladakh region. Further details are awaited. Meanwhile, India has been con- sidering multiple options of develop- ing airfields in eastern Ladakh in- cluding Daulat Beg Oldi (DBO), Fukche and Nyoma which are at a distance of few minutes from the Line of Actual Control (LAC) with China. The Air Force also has deployed the Igla man-portable air defence missiles to tackle any aerial incursion by any adversary aircraft. The Indian Air Force has been regularly deploying fighter aircraft including the Rafale and MiG-29s to carry out operations in eastern Ladakh where there has been disen- gagement of troops at two locations including Pangong Tso and Gogra heights but both sides have not de-es- calated. The Chinese have been amassing troops since last year and carried out aggression in the garb of an exercise after which the Indian security forces retaliated in equal measure and checked the Chinese aggression there. The Indian Air Force is also continuing to maintain its assets in Leh along with a massive upgrade of capabilities in the area. SHIMLA, AUG 10 Urban Development Minister Suresh Bhardwaj on Tuesday said that an inquiry was or- dered in the loan frauds worth Rs 39.90 crore report- ed in Talai Cooperative soci- ety of Bilaspur district in 2017. While replying to a query by Jeet Ram Katwal of BJP, the Minister said the scam was detected in the Talai Gram Sewa Sahkari Samiti during the 2017-18 period. The audit team of the Co- operative department detect- ed embezzlement of Rs 39.90 cr and during the investiga- tion, it has been found that the secretary of the society Rajesh Patial tried to name the property of society in the name of his children, the Minister said. He alleged that scams were running since the Con- gress rule and claimed that Jai Ram Govt has made many reforms under the soci- ety act. Now Cooperative society has to involve the officers of the department in the audit proceeding. The department found that societies are hiring retired officers and auditors to embezzle the money and are keeping double balance sheets or records that evade the check and balance to trace out such frauds. ''Now Government has issued a no- tification that non-members could become office-bearers of society and they could not deposit money in the society. Sec 59 of the society act has been amended and the rule was farmed by the council of the minister that society has to conduct the compulsory audit after six months twice in a year through three-mem- ber designated panel of M Com and B Com qualified auditors. The Chief Minister, Sh. ManoharLal, shared this while presiding overthe review meeting held here today.During the meeting, he gave necessarydirections to the officers.

The Chief Minister said that the‘Samarpan’ programme is a big initia-tive of the State Government as theprogramme aims towards building abetter society and volunteers involvedin this programme will also play an im-portant role in curbing crime throughcounselling programmes.

Registration will be done under the‘Samarpan’programme. During regis-tration, the volunteers will enter their

details as well as the areathey are willing to work in.They will also enter thisinformation at the time ofapplying and also the num-ber of hours the volunteerswill be able to work for the'Samarpan' programme perweek. Based on the detailsprovided by the volun-teers, their services will berendered as per their inter-est area.

Chief Minister saidthat under the ‘Samarpan’ programmethe main focus is on the social sector.In view of this, he directed the officersto give special emphasis on the pointsrelated to the social sector under thisprogramme. He said that during theregistration, many such people willalso come forward, who can be goodtrainers as well. If we engage in thework of imparting moral and theoreti-cal training to such people, then wewill be more successful in our objec-tive of this programme, said Sh.Manohar Lal.

HP introduces legislationto amend land ceiling act

Himachal Pradesh governmenton Tuesday introduced alegislation to amend twoprovisions of the HimachalPradesh Ceiling on LandHolding Act 1972, putting theriders on the sale, purchase, gift,exchange, lease, mortgage ofceilings and land use change.

Revenue MinisterMahender Singh Thakurintroduced the bill in the houseafter the question hour statingthat the amendment wasbrought with the objective ofpromoting the tea industry inthe state. Lands under teaestates were exempted from theoperation under clause (g) of theact. ''Presently sections 6-A and7-A of the Act provide forchange of land use and transferof land under the tea productionrespectively with the priorpermission of the government.''

''It has been observed that

the land under the teaproduction have invariably beenused for purposes other than teaplantation or have beentransferred by way of sale etc byresorting to these provisionswhich is against the spirit andintention of the legislation.'' ''Inorder to address the issue a highpowered committee wasconstituted and members of thelegislative assembly from allpolitical parties were includedin it. The committee was given

recommendations that in orderto promote the tea industry inthe state there is a need toamend the Act by makingsuitable amendments in Sec 6-Aand 7-A, so as to discouragechange of land use and transferof lands under the teaproduction there by way of saleetc.'' In case of such violationsthe provisions of the Act withregard to vesting of land withthe government, free from allencumbrances shall come into

operation, the minister added.New legislations which

PB govt clarifies PSIEC hadno role to play in auctionof 31 acres land in Mohali

Reiterating that the auctionof industrial land plot meas-uring 31 acres located inPhase VIII, Mohali had beenauctioned by Assets Recon-struction Company of IndiaLtd (ARCIL), which is anagency duly registered withthe Reserve Bank of India(RBI) under the provisionsof SARFAESI Act, 2002, theIndustries departmentspokesperson on Tuesdayclarified that state govern-ment had no role to play inthe process.

PSIEC had no role toplay in the conduct of saidauction, the spokespersonsaid adding ARCIL had tak-en over the possession of theproperty as per law after JCTElectronics, the allottee ofthe plot, had been liquidatedas per order of Courts afterdefaulting in making repay-ment of loans extended byvarious financial institutions/banks. Responding to media

reports published in a sectionof media today, thespokesperson further pointedout that subsequently in theonline public auction con-ducted by ARCIL under theprovisions of the SARFAESIAct in an open transparentmanner, the plot was auc-tioned at the price of Rs.90.56 crore in February2020. Thereafter, PSIEC hadsubmitted claim of unearnedincrease in pursuance of theprovisions of the lease deedexecuted with JCT Electron-ics amounting to Rs. 45.28crores i.e. 50% of the salevalue. PSIEC had obtainedadvice of Senior Advocate inthis matter before submittingthe claim with ARCIL.

A tripartite agreementwas executed betweenPSIEC, ARCIL and M/sGRG Developers& Promot-ers LLP, in order to safe-guard the financial interestsof the Government/ PSIEC,which had bound the auctionpurchaser to clear the dues ofPSIEC in a timely manner.

The Supreme Court on Tuesdaytook exception to "paralleldebate" on social media bypetitioners who are seeking acourt-monitored probe into thereports of the governmentallegedly using Israeli softwarePegasus to spy on politicians,activists, and journalists. A Benchof Chief Justice of India NVRamana, Justice Vineet Saran andJustice Surya Kant asked thepetitioners to refrain fromindulging in parallel debatesoutside the Court on social mediaplatforms and told them to havefaith in the system. There has tobe some discipline when thecourt is examining the matter, ifthey have some points to raise,they can do so by filing anaffidavit, the Bench told counselsappearing for petitioners in thecase. CJI Ramana said, "This isthe message of me and my twobrothers. All petitioners areexpected to answer the queries ofthe court through the debate inthe court. If they want to saysomething through social media,Twitter, etc., it is for them. Youall have come to the court andyou speak through the counsels.

asked the petitioners to serve acopy of their petitions to theCentral government's law officersand it would take up the matteron Tuesday. It said without theCentral government present inthe hearing, the bench could notproceed as of now.

It had observed that theallegations about the Centralgovernment allegedly usingIsraeli software Pegasus to spy onpeople "are serious if newsreports are correct". Deep ideological roots of anti-Hindu sentiment in Pakistan

Religious minoritiesin Pakistan are vic-timized through Is-

lamist persecution --from forced conversionsto desecration of worshipplaces. However, theSouth Asian country'santi-Hindu bigotry re-mains uniquely institu-tionalized.

Last week, a mobcomprising over a dozenmen armed with sticksvandalized a Hindu tem-ple in village Bhong inPunjab province, shout-ing slogans and desecrat-ing idols in the place ofworship.

Despite widespreadcondemnation of the tem-ple attack, several partymembers and even cabi-net ministers of the ImranKhan government haveexpressed vile anti-Hindubigotry or rallied in sup-port of punishments for"blasphemers."

Writing for TheDiplomat, Kunwar Khul-dune Shahid stated thatthe mob violence inBhong put on display thedeep ideological roots ofanti-Hindu sentiment inPakistan.

In Japan, there is aworryingly high preva-lence of ECC among chil-dren aged 3 years old.Postpartum depressionand/or lack of affectioncaused by bonding disor-ders hamper a mother'sability to cultivate healthydental practices in chil-dren, and researchers were

keen to explore this link.Dr Shinobu Tsuchiya fromTohoku University Hospi-tal led a research groupthat analyzed approxi-mately 80,000 mother-in-fant pairs from the Min-istry of Environment'sJapan Environment andChildren's Study.

They found childrenwith mothers sufferingfrom postpartum depres-sion or bonding disordersbrushed their teeth less of-ten. Likewise, the fre-quency with which chil-dren brushed their teethincreased when mothersshowed strong affection

towards their children.The research group

hopes their research willfoster greater mental sup-port and management formothers and that doctorswill incorporate these fac-tors when assessing chil-dren's oral health.

"A mother's psycho-logical well-being pro-vides valuable screeninginformation for identify-ing children at a high riskof ECC," said Tsuchiya.

In future studies,Tsuchiya and her teamhope to examine other en-vironmental influences onpoor oral health.

Caste is, apparently, best left silent. So, littleresearch has been conducted on school text-books for signs of caste bias whereas identi-

fying gender bias or the tendency to project historythrough a sectarian lens has been more popular. Thefirst study of caste bias in Indian textbooks focusedon 10 books of literature and social sciences fromclasses IV to VIII in Odia schools. Dalits are barelyvisible in these texts, being mentioned only in threeof the 10 books, and in 5 per cent of the total pagespresenting social lives. This is not unexpected in acountry where violence from dominant groups to-wards less powerful castes is shamefully common.The Odia textbooks symbolize an institutionalizeddistortion of the facts of Indian social existence. Theresearch found that invisibility, one of the sevenforms of curricular bias against which Americantextbooks were tested, was most used in the Odiatexts. The percentage of Dalit presence makes thisobvious, as does the fact that there is no Dalit char-acter in the literature texts of Classes IV, V, VI andVIII. This has nothing to do with reality. But a hier-archical approach in social interactions is thus incul-cated, while a pretence of equality is maintainedthrough an account of government programmes forDalits in the Class IV text, with no explanation oftheir necessity. Class IV children may learn them byrote without understanding their significance.

It is urgent that textbooks in regional languagesin all states be tested for caste bias. As education ex-pands its base, the presence of Dalit children in theclass would give to such textbooks a sharp signifi-cance. They would learn nothing about their livesand history except a few stereotypes, and would yetexperience the quiet force with which the establish-ment seems to be perpetuating the caste system.School texts in Gujarat call this system benign, andin Rajasthan they claim that it is a good systembased on professional differences. These also sug-gest that India’s education experts are fully con-scious of the man-made inequality of the system andof its regressive import, but keep it alive because ofthe vested interests of dominant caste groups. Equaleducation and caste bias cannot go together. Just aseducation without awareness of caste injustice is noeducation at all.

Eye size of birds may predictsensitivity to environmental change

Anew study shows the eyesize of birds can revealbroad patterns of their biolo-

gy and behaviour, including wherethey live, what they eat, and howthey hunt, providing a potentialroadmap for future conservation ef-forts. Birds have some of thelargest eyes relative to the bodiesof all vertebrate land animals, sec-ond only to frogs. With a limitedrange of taste and smell, birds pri-marily rely on vision to navigate,find food and avoid predators. Yetsurprisingly little is known abouthow eye size in birds influencestheir behaviour compared with oth-er traits, such as beak shape andbody size, which scientists havemeticulously studied since CharlesDarwin's classic work on finches.

"I was really shocked to findout while doing literature searchesthat there was no definitive publi-cation on how eye size in birds re-lates to their environment," said IanAusprey, a recent doctoral graduateof the Florida Museum of NaturalHistory's Ordway Lab of Ecosys-

tem Conservation. Previous studieson bird eyes have been limited inscope, typically including only afew dozen species or birds in spe-cific regions.
