17.09.2021
Display of NALSA theme song and documentaries
1. NALSA theme song & documentaries were played on digital
screens at the Mall Shimla, Atal Sadan Kullu and Seri Manch
Mandi and also at various locations throughout the State during
camps and awareness programmes organised in Village Legal
Care & Support Centers, ADR Centers, Front Offices, Panchayats,
Rural & Difficult Areas etc.
Awareness through Mobile Van, HPSLSA
1. DLSA Shimla spread the awareness about legal services through
mobile van and displayed NALSA theme song and documentaries
etc. at various places.
2. IEC material also distributed at various places.
3. More than one thousand people were sensitized and benefited.
Holding Legal Aid Clinics/Camps
1. Legal aid camps/clinics were held in 80 Village Legal Care and
Support Centers and also in Colleges and Universities across the
State.

Legal Aid Awareness Programmes
1. Legal aid awareness programmes were held in all eleven DLSAs.

Legal Advice through Tele-Law Services
1. In District Chamba legal advice was given to marginalised
sections of the society and poor beneficiaries through tele-law
centre with help of Panel Lawyers covering 54 beneficiaries.
Programmes for Jail Inmates and CCIs
1. Almost in every district, programmes were held for jail inmates
and inmates of CCIs etc.
Programmes for Women
1. Programmes for women in tribal/rural areas were held.
Virtual/Physical Legal Services Programmes in Remote, Rural,
Tribal, Difficult Areas
1. Awareness programme organised at GP Chitkul through tele-
conference. Chitkul is the last village towards Tibet border
and is last habitation connected with motorable road.
2. Awareness programme held in Old Age Home situated at Kee
(Kaza) situated at 13,668 feet above sea level and 211 Kms
from District Headquarters from Reckong Peo.
3. Legal Awareness programme held in GP Langza (Village
Komic). It is the highest village in the world connected with
motorable road.
4. In Shimla District camp held at Kawar (Remotest Village from
Shimla 210 Kms) and some other camps held at village Badola
and some other places which are more than 160 Kms away from
District Headquarters.
5. Camp held at villages Aura, Durgheti, Chanhonta, Khani,
Shaanh in Bharmour Sub-division approximately 100-150
Kms away from District Headquarters Chamba.
6. A camp held at remote Panchayat Darcha at Lahaul which is
120 Kms away from District Headquarters.
7. A camp held at GP Pounta, Sarkaghat, Mandi which is about
150 Kms from District Headquarters Mandi and similarly at
equal distance few more camps held at Seri Banglow, Mehad,
District Mandi.
8. Camps held at GP Bakhras, GP Koti, GP Palhori, GP Kasoga
which are more than 120 Kms away from District Headquarters

considerable gap due to COVID-19

Idea is to touch the remotest corners of

Special Campaign across the State of HP through Digital/Physical
Modes for providing Legal Services to the Common Citizens
(17th September, 2021)
1) DLSA Bilaspur
Conducted 3 Legal Awareness Programmes/Camps in remotest villages of
Bilaspur, H.P., the detail is as under:-
1. Gram Panchayat Dhani,
2. Gram Panchayat Balsheena,
3. Gram Panchayat Kosiryna
In the aforesaid camps following topics (in brief) were covered:-
I. Entitlement of free legal aid,
II. Section 125 Cr. P.C.
III. DV Act,
IV. Revenue Matters.
The queries of villagers were also answered on their topics and others.
Smt. Anuradha Katoch, Para Legal Volunteer, Front Office, District Bilaspur,
H.P. giving advice and imparting legal awareness among litigants and
general public at Bilaspur Court Complex.
Litigant/general public watching informative videos and documentary of
NALSA on the TV Screen at Bilaspur Court Complex.
Sh. Roop Lal, Retainer Lawyer (Remand Counsel) Front Office, District
Bilaspur, H.P. giving advice and imparting legal awareness among litigants

Jhandutta, District Bilaspur, H.P. has conducted 2 Legal Awareness
Programme/Camp in remotest villages of Jhandutta Sub Division, the detail
is as under:-

2) DLSA Chamba
NALSA theme song/documentaries have been circulated amongst Panel
Lawyers, Para Legal Volunteers, PRIs through District Panchayat Officers
and different social media groups of district Chamba.
A legal assistance-cum-awareness program was held at Legal Assistance
Centre (VLCSC), village Kriyaan, through online mode. Awareness about
Legal Aid Scheme, Victims Compensation Schemes, ADR mechanism, Cases
related to the public utility services and permanent lok adalat, COVID
protocols, NALSA Legal Services Mobile App and NALSA schemes for the
assistance of children, senior citizens, victims of trafficking, workers in
unorgainized sectors, Disaster victims and victims of Drug Abuse was
created in the program.
A legal assistance-cum-awareness program was held at Legal Assistance

Legal Assistance Programs were held at Legal Services Clinic of Front Offices
Chamba, Dalhousie and Tisa.
A legal assistance-cum-awareness program was held at District cum Open
Air Jail Chamba through online mode. Awareness about rights of prisoners,
parole, furlough, functions of legal services institutions, NALSA Legal
Services Mobile App was created in the program.
Online interaction cum awareness program was conducted for inmates of
Bal Ashram Mehla. The children don't report any problem in the institution.
Online education of the children is going on. Awareness about rights of the
children was also created.
3) DLSA Hamirpur
GP Pohanj: This village is one of the remotest village of district Hamirpur,
which is at a distance of approximately 35 K.M. from District Headquarter.
(total length and breadth of district Hamirpur is around 45 K.M). It was for
the first time any legal aid camp was organized in the Panchayat. The
persons present were informed about free legal aid and other schemes.
GP Chhariyan Ki Dhar: This village is one of the remotest village of district
Hamirpur, which is at a distance of approximately 40 K.M. from District
Headquarter (total length and breadth of district Hamirpur is around 45
K.M). It was for the first time any legal aid camp was organized in the
Panchayat. This camp was organized by Secretary, DLSA. The persons
present were informed about free legal aid and other schemes. After seeing
the benefit of the legal aid camp there was demand from GP to open a Village
Legal Care & Support Centre in their Panchayat.
GP Jandru: This village is one of the remotest village of district Hamirpur,
which is at a distance of approximately 36 K.M. from District
Headquarter(total length and breadth of district Hamirpur is around 45
K.M). It was for the first time any legal aid camp was organized in the
Panchayat. This clinic was assigned to Sh. Suraj Rana, Advocate. In 4 cases
legal advice were rendered to the persons present. The type of advice was
regarding matrimonial cases, torts and mental health act. The persons
present were informed about free legal aid and other schemes.
VLCSC Barsar: This clinic was assigned to Smt. Sneh Lata, Advocate. In total
10 persons were present in this legal aid clinic. In 3 cases legal advice were
rendered to the persons present. The type of advice was regarding
matrimonial cases. The persons present were informed about free legal aid
and other schemes.
VLCSC Kangoo: This clinic was assigned to Sh. Suraj Rana, Advocate. The
type of advice was regarding free legal aid. The persons present were
informed about free legal aid and other schemes.
VLCSC Bohni: This clinic was assigned to Sh. Bhagish Sharma, Advocate. In 7
cases legal advice were rendered to the persons present. The type of advice
was regarding civil cases. The persons present were informed about free
legal aid and other scheme.
VLCSC Bhoranj: This clinic was assigned to Sh. Karam Chand, Advocate. In 8
cases legal advice were rendered to the persons present. The type of advice
was regarding free legal aid and Panchayati Raj Act. The persons present
were informed about free legal aid and other schemes.
VLCSC Patlandar: This clinic was assigned to Smt. Rekha Sharma, Advocate.
In 5 cases legal advice were rendered to the persons present. The type of
advice was regarding victim compensation, POCSO, Pre-litigation and frees
legal aid. The persons present were informed about free legal aid and other
schemes.
GP Baroha: This clinic was assigned to Smt. Sneh Lata, Advocate. In 10 cases
legal advice were rendered to the persons present. The type of advice was
regarding matrimonial cases. The persons present were informed about free
legal aid and other schemes.
GP Gasota: This clinic was assigned to PLV Sh. Avinash Dogra. In 15 cases
legal advice were rendered to the persons present. The type of advice was
regarding matrimonial cases. The persons present were informed about free
legal aid and other schemes.
GP Bhakera: This clinic was assigned to PLV Sh. Ashok Chawla. In 11 cases
legal advice were rendered to the persons present. The type of advice was
regarding matrimonial cases.
GP Dhalot: This clinic was assigned to PLV Sh. Avinash Dogra. In 13 cases
legal advice were rendered to the persons present. The type of advice was
regarding matrimonial cases. The persons present were informed about free
legal aid and other schemes.
GP Tikkeri Mahanas: This clinic was assigned to PLV Sh. Ashok Kumar. The
persons present were informed about free legal aid and other schemes.
GP Duggha: This clinic was assigned to PLV Smt. Kusum Lata. In 4 cases
legal advice were rendered to the persons present. The type of advice was
regarding matrimonial cases.
Carrier Point University Hamirpur: This camp was organised by
Secretary, DLSA. In 8 cases legal advice were rendered to the persons
present. The type of advice was regarding matrimonial cases, civil disputes,
cyber law, and Mental Health Act. Besides this, persons present were also
informed about various schemes and free legal aid. Interaction with the
students present was quite productive.
Front Office Hamirpur: This clinic was assigned to Sh. Ashwani Kumar and
Smt. Shashi Kanta, Advocates. In 9 cases legal advice were rendered to the
persons present. The type of advice was regarding matrimonial cases. The
persons present were informed about free legal aid.
Front Office Nadaun: This clinic was assigned to Ms. Samita Sharma,
Advocate. In 16 cases legal advice were rendered to the persons present. The
type of advice was regarding matrimonial cases and civil disputes. The
persons present were informed about free legal aid and other schemes.
Front Office Barsar: This clinic was assigned to Sh. K.S. Rana, Advocate. In 5
cases legal advice were rendered to the persons present. The type of advice
was regarding matrimonial cases. The persons present were informed about
free legal aid and other schemes.
DDM Sai College Kallar: This clinic was assigned to Smt. Gulshan Negi, Advocate.
In 12 cases legal advice were rendered to the persons present. The type of
advice ranged from matrimonial matter and civil dispute. The persons
present were informed about free legal aid and other schemes.
Gautam College of Nursing Hamirpur: This clinic was assigned to Sh. R.S.
Suman, Advocate. In 5 cases legal advice were rendered to the persons
present. The type of advice was regarding civil disputes. The persons present
were informed about free legal aid and other schemes
GP Bassi: This clinic was assigned to PLV Smt. Nirmla Devi. The persons
present were informed about free legal aid and other schemes.
4) DLSA Kangra
A Legal Awareness Programme was held through digital mode for Common
Citizens of Gram Panchayat Sirmani (Tehsil Jawali) which was at distance of
53 KM from district Headquarter. The participants were apprised of Rights
of Scheduled Tribes (SC & ST), NALSA Legal Services Mobile App & salient
features of application, Victim Compensation Schemes of NALSA & HP
Government, Mediation etc. A Law Student from HIET Shahpur has also
participated in the programme as a Resource Person who apprised the
participants regarding Free Legal Aid, DV Act etc. Before starting the
programme, NALSA Theme Song was displayed through digital mode. The
participants were also made aware about do’s and don’ts of COVID-19.

Sub Jail Nurpur
A Physical Legal Awareness Programme under “Special Campaign” was held
for Common Citizens of Dari (Dharamshala). The participants were apprised
regarding Free Legal Aid, SC/ST Act, NALSA Legal Services Mobile App &
salient features of application, DV Act, Drug Abuse, Victim Compensation
Schemes of NALSA & HP Government, Mediation, POCSO Act etc. The District
Welfare Officer Dharamshala has also participated in the programme as a
Resource Person who apprised the participants regarding Welfare Schemes
of Government. Before starting the programme, NALSA Theme Song was
displayed through Mobile Phone. Pamphlets of Free Legal Aid were also
distributed amongst participants. The participants were also made aware
about do’s and don’ts of COVID-19.
Baijnath
Audio visual and reading material has been circulated to PLVs and Panel
lawyers to be circulated amongst the masses.
A Legal Awareness Programme was held through digital mode for Common
Citizens of Gram Panchayat Manai (Tehsil Shahpur) which is at distance of
25Km from district Headquarter which. The participants were apprised of
Rights of Scheduled Tribes (SC & ST), NALSA Legal Services Mobile App &
salient features of application, Victim Compensation Schemes of NALSA & HP
Government, Mediation, Drug Abuse, POCSO Act etc.
NALSA Theme Song was displayed. The participants were also made aware
about do’s and don’ts of COVID-19.
A Legal Awareness Programme was held through digital mode for Common
Citizens of Gram Panchayat Banoli Khas (Sub Division Indora) which is at
distance of 62Km from district Headquarter. The participants were
members of Schedule Tribe. The participants were apprised of Rights of
Scheduled Tribes (SC & ST), NALSA Legal Services Mobile App & salient
features of application, Victim Compensation Schemes of NALSA & HP
Government, Mediation, Drug Abuse, POCSO Act etc. The NALSA Theme Song
was displayed. The participants were also made aware about do’s and don’ts
of COVID-19.
The NALSA Songs were continuously displayed through-out the day in the
Front Office Dharamshala as well as Mediation Hall of ADR Centre
Dharamshala for the general public/visitors of ADR Centre. The participants
were apprised of Rights of Scheduled Tribes (SC & ST), NALSA Legal Services
Mobile App & salient features of application, Victim Compensation Schemes
of NALSA & HP Government, Mediation, Drug Abuse, POCSO Act etc. The
participants were also made aware about do’s and don’ts of COVID-19
The awareness video (in Hindi) on Rights related to Police, Legal Assistance
at Arrest, Pre-Arrest and Remand Stage, prepared by District Legal Services
Authority, Kangra at Dharamshala has been uploaded on You Tube channel
of DLSA Kangra at Dharamshala and same circulated through e-means to
Panel Lawyers, Bail & Remand Counsels & Para Legal Volunteers of District
Kangra and Jails Dharamshala & Nurpur to further circulate amongst general

5) DLSA Kinnaur
District Legla Services Authority, Kinnaur
Awareness cum Legal Assistance Programme organized at G.P. Chitkul
through tele conference. (Video call facility was not available there). 64 KM
from Reckong Peo. 3450 Meter above sea level. Chitkul is the last
village towards Tibet border and is last motorable settlement on the
said border.
Awareness cum Legal Assistance Programme organized at G.P. Shudarang
(Reckong Peo). 2290 mt. above sea level.
One Awareness Programme has been organized at Rampur Court Complex
through Retainer Lawyer. One such camp has also been organised in Village
Dhar Gaura through PLV.
One Awareness Programme has been organized in old age home
situated at Kee (Kaza).13668 ft. above sea level. 211 KM from Reckong
Peo.
11 legal aid clinics were organised.
One Legal Awareness Programme has been organized in G.P. Langza
(Village Komic). It is the highest village in the world connected with
motorable road.
6) DLSA Kullu
Camps being organized at several Panchayats in Kullu and L&S

Special effort was made to reach out to the far flung areas of Districts Kullu
and Lahaul Spiti. A Camp was held at remote Panchayat Darcha at Lahaul
Spiti which is situated more than 120 kms away from the local Courts
at District Headquarter, Kullu. Similar camps were also organized at remote
Panchayats Sheshar and Deoridhar in Kullu District. Both the Panchayats
are about 75 Kms away from the District Headquarter Kullu. The
participants were apprised about legal aid mechanism and their legal rights.
The NALSA Theme song and documentaries were also played in these
camps.

7) DLSA Mandi
Virtual legal assistance-cum-awareness programmes under the special drive
for providing legal aid services to the common citizens) /man were held at
Gram Panchayat level with the help of District Administration Mandi. All the
Sub -Divisions of District Mandi have been covered through these Virtual
Camps at time 11:30 AM representative of 170 Panchayats were
addressed and apprised about Legal Aid and other NALSA Schemes.
G. P. Seri banglow (karsog) 140 KM., GP Pounta Sarkaghat 150 KM GP
Mehad (karsog) 150 Km and other panchayats distance approx. 80 to
150 KM were covered. Awareness about Legal Aid Scheme, Victims
Compensation Schemes, ADR mechanism, Cases related to the public utility
services and permanent lok adalat, COVID protocols, NALSA Legal Services
Mobile App and NALSA schemes for the assistance of children, senior
citizens, victims of trafficking, workers in unorgainized sectors, Disaster
victims and victims of Drug Abuse and garbage dispose norms have been
created in the program.
Physical / virtual activities were held at SDLSC and VLCSCs level with the
help of PLVs and Panel lawyers. Total 25 programmes were organized.
8) DLSA Shimla
In order to organize special drive for providing legal services to the common
citizen, held at Model School. The participants were apprised about:-
a) Free Legal Aid Scheme
b) Judgement of Hon'ble Apex Court Arnesh vs State of Bihar
c) Early Access to Justice at Pre-Arrest, Arrest and Remand Stage
d) Rights of arrested persons.
e) Jurisprudence of Section 41 to 41 (D) of Code of Criminal Procedure.

Shimla, ADR Centre, Shimla and broadcast in Himachal News,

Distribution of legal services IEC material to the persons, who visited Front
Office at District Court Complex, Chakkar, Shimla in order to organize special
drive for providing legal services to the common citizens.
The legal services mobile van covered more than 15 places i.e District
Court Complex, chakkar, Barriar, Kachi Ghati, ISBT Shimla, Kanlog,
Khalini, Chotta Shimla, Old Bus Stand Shimla, Tawi Mode, Totu,
Heeranagar, Banuti, RTO office and Dhenda etc.
Camps were held at GP Hadwani, GP Giskoon and Kawar; District Shimla,
which are 167 Km, 185 Km and 210 Km away from Shimla repectively.
They are the remotest and difficult areas in District Shimla. The

9) DLSA Sirmaur
On 17.09.2021, as per the directions of National Legal Services
Authority, New Delhi & under guidance of the H. P. State Legal Services
Authority, Shimla, a special campaign was held in entire Sirmaur District for
providing legal services to the common citizens. All the stakeholders i.e. Para
Legal Volunteers, Panel lawyers, Retainer Lawyers, Remand Lawyers & PRIs
were associated by this Authority for holding Legal Awareness Camps, door-to-
door, awareness through digital and all available social media tools for outreach
of the Legal Services in remotest areas of Sirmaur District. Media (both Print &
Electronic) including Local Cable etc. were associated for evident possible
outreach & publicity.
The Secretary, DLSA hold the 06 Awareness programmes through
virtual mode in remotest Panchayats of the Sirmaur District;
G. P. Bakras in Shillai Block, having population 2500 (approx.) and
distance from head quarter is 120 K.M.
G. P. Koti Paghog in Rajgarh block, having population1300 (approx.) and
distance of 146 K. M.
G. P. Palhori in Paonta Sahib Block, having population 2500(approx.) and
distance 102 K. M.
G. P. Daro Devria in Pachhad Block, having population 1669 (approx.)
and distance 85 K. M.
G. P. Devdi-Kharahan of Sangrah Block having population 1200 (approx.)

to the general public at large.
You Tube about WHEN, WHY, HOW qua outreach programme circulated
in advance to all the stakeholders for huge success.
Audio messages on WhatsApp group for better mobilisation & penetration
as well as motivation, is used.
The NALSA theme songs and documentaries were circulated to
Pradhans/PLVs/Panel Lawyers/Remand Counsel & others stakeholders,
who played the same at Front Offices and other conspicuous place, as per
COVID-19 protocol.
The Camps was organized in all the remotest Panchayats separately with
the cooperation of the respective Chairmen/Chairpersons, SDLSCs and
effective assistance of Panel Lawyers and PLVs etc., above mentioned
topics were also covered during the said camps by all the stakeholders.
The programme is given widest possible penetration and publicity
through local media (Divya Himachal, YoungVarta, HNM News, Punjab
Kesari etc.)

Total 60 Panchayats; 180 villages were covered in entire District.
85 virtual as well as physical legal awareness camps were organised by all the
stakeholders including the undersigned through physical, virtual, social media

The camps were organized separately in each University by associating
students of Legal Aid clinic of each University and other students/ faculty
members.
In addition, Panchayats were also associated in each camp with
beneficiaries. They were sensitized about the theme of campaign and the
role of students in extending help to the beneficiaries in Panchayats with the
assistance of their teachers and PRI's. They were made aware of Free legal
Aid scheme, Background of NALSA &Various NALSA Schemes, ADR
Mechanism, NALSA Legal Services Mobile App and it's features, Garbage
disposal norms as directed by National Green Tribunal, Importance of Lok
Adalats and how to identify cases to be resolved in Pre-litigation, Cases
related to Public Utility Services and Permanent Lok Adalat.

faculty members-48. 7 members including Pradhan Gram Panchayat Top ki

A great enthusiasm has been found amongst the PLVs, Ex. PLVs, Retainers,
Panel Lawyer as a big exercise has been organized by this Authority after a
considerable gap due to COVID-19.
People participated in a very enthusiastic manner as not only they were
made aware of the Free Legal Services by this authority but their queries
were also put to rest.
Idea is to touch the remotest corners of the District, where Legal Literacy
Programmes were not organized hitherto.
A camp has been organized at GP Gannu Mandwara, Development Block
Gagret, which is 57 KM from Una and just 100 meters short of Talwara
in Punjab with the active help of local Vice President of the Gram Panchayat.
Gram Panchayat Chehru, Development Block Bangana (42KM from Una) has
also been covered.
A camp has been organized with the help of Ex.PLV at GP Fatehwal,
Development Block Una, for which our team had to reach the place by
wading through the waters of a rivulet due to rains in the morning. Even the
Motorcycle which was used for reaching the place imbalanced and the PLV
as also her husband were drenched in water. However, online camp could be
done successfully.
