The first edition of CII’s Summit FX 2020 has laid a strong foundation for the growth of Animation, Visual Effects, Gaming Comics (AVGC) and XR

verticals of Indian Media & Entertainment industry. It brought together the finest of the creative, business and tech minds of the AVGC sector for a reality check, viewed through the lens of digital infrastructure, content creation (IPs), technology, exports and skills & education.We are extremely happy that the Ministry of Information & Broadcasting is working on a draft National AVGC policy. We are confident that enabling regulatory interventions and policy reforms will create a world class knowledge driven AVGC economy for India.India is at a vantage point in the AVGC and CII would want a united media and entertainment sector to make a headway to achieve our dream of $100 billion M&E sector from the current $30 billion level.CII’s vision is to create growth templates in all verticals and bring the industry together and speak in a united voice for all major issues. The Animation, VFX, Games & Comics [AVGC] industry has many sub sectors, genres and technologies that change these annually. It

is because of this diversity that I see opportunity for synergy. Within Media & Entertainment [M&E]itself,there is a plethora of different verticals each with unique models. The Computer Graphics industry is today the digital platform for the creation, production, management and delivery across all pf these disparate segments. It is my belief that forums like CII’s SummitFX 2020 provide thought leadership, connections and create the conditions that otherwise remain limited within sectoral silos. This intersection of intelligence enables more leadership exchange and business. It creates a virtuous circle for best practices, emerging technologies&trending consumer needs to become apparent and to influence strategic next steps between the constituencies across the ecosystem. An impressive cohort of 1500 delegates from across 50 countries were in attendance across 40 specially curated sessions featuring140 prominent speakers. It was a watershed moment and this 4-day virtual conference and was an oasis in a pandemic year. It was also important for an industry where in the absence of live action shoots and the ability to screen content in cinemas there were sessions as to how virtual production in full CG will help to continue large format movie production as animation and games houses had already pivoted their production teams and tools to remote work from home solutions. Summit FX showcased how the show must go on and the collaboration strategies for trans disciplinary partnerships and opportunities. This maiden CII SummitFX 2020 bears testament to the fact that the AVGC sector come of age. Recognizing its job potential, the Ministry of Commerce & Industry has awarded it a “champion sector” status. The CII SummitFX achieved key objectives: The Ministry of I&B agreed to consider a National AVGC Council

between Center and States that would promote the industry realize the potential for jobs, revenues and foreign exchange earnings.

The Ministry of I&B agreed to consider a national initiative to promote and support the creation of a digital infrastructure through a special dispensation for “special economic zones” / AVGC hubs

Government to support innovation, skilling and startup initiatives to grow the Indian AVGC ecosystem.

To encourage AVGC services exports through enabling regulations including tax reliefs; etc

To advance India’s Prime Minister’s vision to make themed games and toys within the country

To make India grow from 1% of the global AVGC market to 5% through marketing support and cross border audio visual production alliances at a government to government level – positioning India as the largest hub within the global production chain for the export of creative services in animation VFX, games/esports, toys and AR/VR.

I am delighted to have had the opportunity to curate and chair this seminal event. I hope this compelling report will capture and help propagate the decisions and suggestions and foster greater collaboration to advance the industry’s momentum and advantage. Prime Minister Narendra Modi’s emphasis -- first at a meeting to boost toy manufacturing in India and the second in his radio address Mann ki Baat -- on making India a hub for toy industry, encouraging creation of digital games based on Indian characters and culture, gave a huge fillip to CII Summit FX 2020 deliberations on animation, gaming, and VFX made in India to serve the world. The Prime Minister’s clarion call to give a push to digital gaming and toy industry was top on the radar of thought leaders during four days of the Summit.

of the leading institutes globally, offering world class education in AVGC

Infrastructure status needs to be extended to AVGC sector in India to create video and entertainment parks and AVGC parks across the country. The cluster approach for development of the AVGC sector like film centers is the need of the hour. The infrastructure

status will help in building and developing these AVGC clusters making India globally competitive.

The government is creating incubation infrastructure and the required support system needed for the entrepreneurs for developing products and services around IP and technologies like animation, augmented reality, virtual reality, visual effect, artificial intelligence, computer vision, data analytics, robotics and AI.

India needs an AVGC Council to integrate all the efforts being made by various State Governments, Central agencies and private sector to reap the benefits of their combined learnings and avoid reinventing the wheel to maximize the availability of resources being deployed by these institutions.

The creation of Disney animated mystery-adventure series for preschoolers Mira, Royal Detective’s amazing collaboration between Wild Canary Studios in Los Angeles and Technicolor India, Bangalore could be a torchbearer for taking Indian stories and making them universal. This is for the first time Disney Junior animation series got released first in the US and then a couple of days later in India. The animation series was inspired by Indian culture and 170 people from Technicolor India worked with us, said Executive Producer Sascha Paladino. The Season 2 of Mira will also happen from India.

AVGC sector needs a post pandemic stimulus package to work towards helping the Indian M&E industry achieve their goal of $100 billion in the planned period.

8The state governments need to collaborate in order to build synergistic

world-class infrastructure required for the AVGC sector to help in mentoring, skill acquisition, IP

creation and driving talent in the sector.

The Global companies from India should be assisted to further scale and help take advantage of Indian AVGC talent and ecosystem to generate exports and employment.

Now that the Indian AVGC sector has expanded its global footprint and gaining maturity, this is the time to leverage the culture of storytelling and India’s soft power potential.

India’s lower production cost combined with its cultural legacy can be used to unlock the huge potential of the AVGC sector to expand, create new jobs, work opportunities and greater economic activity.

11Women in the AVGC sector are gaining traction in India similar to how the women in animation movement evolved in the USA. Taking inspiration of institutionalising Women in Animation, USA, Women in AVGC in India is set to be formed soon. Margaret Dean, President -- Women in Animation USA, shared best practices of how it is close to becoming a 5000 member group in the USA today.

A solid digital foundation has been laid by the AVGC sector in India during the ongoing COVID 19 pandemic, which can further be utilized to fuel the growth of the M&E sector.

The AVGC and immersive media sector is very promising. But India is close to just 1 percent of the global market size in the AVGC sector. Therefore, we have to capitalize on this headroom and position India as a talent and infrastructure backbone.

14 The success of AVGC sector is fuelled by the respective AVGC policies and actions by the state governments of Karnataka, Telangana, Kerala, and Maharashtra can be emulated on a national level. Many other state governments are currently advancing such an agenda.

AVGC content purchased locally attracts GST in India while there is no GST on AVGC content purchased from outside the country. The government needs to abolish GST or reduce it to a minimum level to encourage local consumption, as it is hurting the local consumption of AVGC products.

With the National Centre of Excellence for AVGC in place, the manpower involved in AVGC industry can be brought to global standards. To achieve this, the M&E industry and various states need to publish a new curriculum to meet the emerging creative technologies vision of ‘Make in India for the World.

We need to digitize and preserve our traditional toy industry like the one in Channapatna in Karnataka, which is almost dead, by using technology. We also need to bring our traditional stories from across the country to the forefront using new digital technologies for production and new materials for toys of the future.

21Gaming and a n i m a t i o n , which are essential

parts of the promising AVGC sector, could potentially change the way children learn. There exists a huge untapped market for games and animation based on Indian stories

and characters. Gaming is apt for Make in India and Engage

the World.

Each state can specialize in one particular segment of the AVGC industry,

and should ensure that Indian MSMEs are given special incentives in that segment venture capital funding and startup labs etc.

Special Economic Zones/AVGC Zones for digital content production in Tier 1 and Tier 2 cities can be developed to boost the M&E sector in the country helping to create more opportunity in the hinterland and create gender diversity.

Service exports from Animation, VFX and Gaming account for over 70%. It is a major source of export revenue for the country. Therefore, focus in the draft AVGC policy should be to develop a special package to achieve higher exports and scale infrastructure facilities for the AVGC sector across every state.

Excellence (CoEs) in AVGC have already been launched by the Software Technology Park of India in collaboration with

state governments.

Industry’s help is also sought in opening and running more National Institutes of Design (NID), as the government is open for public-private partnership.

India needs at least 30 more NIDs to boost its M&E exports. India has been successfully delivering major VFX projects from top global studios, including Oscar winning VFX films, in recent times.

The Railway Ministry seeks help of the AVGC industry to bring in some kind of entertainment to passengers during their train journey through audio-visuals.

29 P r o p o s a l s submitted to provide passenger entertainment on trains can act as a kind of support measure that can be taken up with the finance ministry. It will open new opportunities for the AVGC industry to grow.

Karnataka, one of the first states to give prominence to animation and gaming sector, has seen animation grow 18.5% in 2019 to reach Rs.400 crores while post production grew by 12.8% in 2019 to reach Rs.400 crores; VFX grew 25% last year to reach Rs.900 crores.

Karnataka has the largest number of R&D centers, medical institutes, industrial training institutes, software technology parks and third largest number of engineering colleges in India. The government has also allotted land for AVGC Parks in Devanahalli IT Park near Kempagowda International Airport.

The Karnataka government in collaboration with Association of Bangalore Animation Industry (ABAI) has set up a Centre of Excellence in AVGC to provide high skilled technicians to the industry. This is the first CoE of its kind in Asia.

There is a shortage of talent in Gaming industry. Unless India takes serious action to build talent, it will remain miniscule in overall global gaming sector.

The Venture Capital for Games is very different for Venture Capital firms. Often, Gaming companies are sliced and evaluated the same way as other tech or e-commerce platforms and sadly, that sometimes doesn’t lead to the best outcomes.

A lot of the future training across all industries will involve gamification.40

Personalization in gaming is fascinating. Globally, gaming industry is bigger than the music, movie industry and professional sports broadcast industry combined and the level of personalization that can happen in that industry is massive. Understanding users and starting to define them using AI to appreciate particular needs of a gamer and identify fellow gamers who have very similar needs can have a massive impact.

There are four major trends emerging in the gaming sector that will impact our lives in multiple ways. eSports is gradually becoming mainstream, the cross platform play in gaming is enhancing both the opportunity and the monetization potential of this sector, 5G is set to boost cloud gaming, and more and more women will be seen playing online games in a few years from now.

If one has to look at where the future is going, Mobile is the winner. Smartphones are becoming a lot more powerful, gaming on the move has taken shape significantly. The time a person will spend on mobile in the future will increase by as much as 30 to 40%.

Keeping IP with the creator has emerged as a major challenge. To broadcast their shows, creators are expected to transfer the IP to TV producers. However, this has changed with the emergence of OTT platforms, which are home video 5.0 advanced versions where people are able to watch their favourite shows in their private time.

industry to work it needs to be supported through AR/VR applications in education, healthcare, and we continue to provide provisioning skills in the

Seeing the way that the Game Engine can function and the benefits it offers is going to be quite revolutionary for the film industry going forward. By embracing Game Engine filmmakers might actually be able to do world class work without having necessarily to dedicate huge production budgets. Unreal and Unity among others are advancing these technologies significantly.

48Professionals in VFX and Special Effects need to cut out the jargon when dealing with a director who’s probably not that well-versed with the medium. Filmmakers should

aVGc work in ProGreSS: a reality check

The ministry of information & Broadcasting is currently working with the industry to put together

a draft national AvGC & immersive media Policy to realize the potential of this sector. The Government of india plans to develop an AvGC Centre for Excellence along with the industrial Design Centre of iiT Bombay. The Centre will provide a platform where different technologies, developments in the field of animation, gaming will be brought to one place. it will train the Thought Leaders and professionals in the field of AvGC. The nCoE aims to create opportunities for higher learning, meet the demands of the rapid changes in technology as well as to bridge the skill gap between animation schools and production readiness to work in AvGC studios.State Governments have clearly laid out AvGC polices or proactively working currently to fine-tune and update existing AvGC policies to compete and collaborate with each other.

The AvGC (Animation, vFX, Gaming, Comics) and immersive media vertical of the indian media

and Entertainment (m&E) Sector is one of the most dynamic industries in india with modern technologies acting as a key enabler for providing world-class services to overseas and domestic studios/clients/companies who are the owners of content iP. The growth rate of the AvGC sector is higher than any of the other m&E verticals. Of the total m&E revenues of inR 1.82 trillion in 2019 with a CAGR of 9%, the AvGC sector is Rs. 1.2 billion growing at 25 to 30%. Over the last 10 years, this sector has grown from 2-3% of the total revenue pie to approx. 10% of the total indian m&E sector.There are many informal clusters of between 10-50 people that provide a substantial revenue as vendors to the AvGC ecosystem. The industry employs around 1.5 million people across both formal and informal sectors, contributing significantly to make india a global m&E services hub.This sector – predominantly led by the services business, spans the domain of animation, vFX, gaming, AR/vR, ad films, location-based entertainment, new media, and various forms of post-production and multimedia among others.many companies have created top-end studio facilities in india that serve as single windows to fulfill the needs of the global and domestic m&E industry. Their importance in growing the industry becomes more digital and fragmented in consumer reach through multiple platforms. it’s the ‘digital india’ for global needs in this sector.The indian audio-visual sector is also a champion sector recognized by the Government of india. The ministry of Commerce and industry has identified this sector as a high potential for increasing job creation and export earnings for india. it was forecasted that the industry could create 2-3x growth in jobs over 4 years. incentive packages and innovative forms of new fast-tracked education for skill sets were being discussed. On the exports front, market places had just started with Pavilions being taken in global events.

Similar to the boost given by Software Technology Parks of india (STPi) to the iT industry, AvGC sector is top in the radar of STPi to work with State Governments to create Centres of Excellence in the AvGC and immersive media verticals. For example, in an attempt to create an entrepreneurial ecosystem, STPi is now creating CoEs in Aizwal, itanagar, Kohima, Gangtok and Agartala in north East. STPi has already set-up a CoE for start-ups working in ioT (internet of Things) at Gauwahati, and another one at Shillong exclusively for animation start-ups. A CoE for Augmented Reality (AR) and virtual Reality (vR) was already established in imphal. But if you basically do indian iP, then you are taxed GST. This anomaly needs immediate correction. in simple words, foreign content owner is incentivized for content distribution in india, but make in india content for domestic consumption is penalized.

Create original iP funding mechanism: Establish a Co-production & finished content market in india and get buyers for the animation content from all over the world; Funding for promotion of indian original animation content globally through several content markets.

The key ingredient for success is public-private partnerships. There is an immediate need to link AvGC skills training to business demand.

We need to create programs that offer alternative paths to AvGC education and skills training. We need to look in the lines of established production houses and AvGC Studios combine schooling, training and work experience with companies. This is similar to training and programs created by Google and iBm. These programs can be integrated with CoEs coming up across the country.

We need to create an infrastructure for AvvGC companies to be parked in these hubs instead of operating in different corners of the city.

The creation of CoEs across the country and national Centre of Excellence for AvGC at iiT mumbai will strengthen the talent and skilled workforce needed for the AvGC Sector.

“We have formed an expert committee through the Ministry of Information and Broadcasting & IIT Bombay. The committee has submitted its report to create a gamification centre. This is a landmark decision that will act as a forum for our entrepreneurs and help them to move ahead within the industry,” said Javadekar at the Summit FX 2020 inaugural session.

The move will pave the way for realising Prime Minister Narendra Modi’s vision of unlocking India’s huge digital gaming potential and can help India become a major global player in this field, Javadekar noted.

The minister said that AVGC is not only a sunrise industry but a very promising industry and India has an opportunity to develop and become a leader in this field. “Gamification and animation will become a major export for the country and a wealth generator,” he added.

He also emphasised that world over a lot of violence is predicted in gaming and the need of the hour is development of value based gaming. “This sector has the potential to change the way our children learn, and therefore the four days of deliberation by CII at Summit FX, will give us concrete recommendations and suggestions for the government and private sector to work together,” he maintained.

Indian games and animations, for example, Mighty Little Bheem, have gained considerable popularity among children and youth all over the world. The minister believes that there is a huge market for games and animations based on Indian stories that can be developed under the Make in India initiative.

opportunities, greater economic activity, while also adding a lot of foreign exchange earnings to help the nation truly become a world leader in the M&E sector, said Commerce and Industry Minister Piyush Goyal in his address at CII Summit FX 2020.

The sector “can add to a lot of foreign exchange earnings and there is a huge export potential that your sector has and every opportunity needs to be seized both domestic or international”, the minister said.

Citing the example of Indian animation series Mighty Little Bheem, he expressed his wish to see more Indian characters from Indian mythologies like Mahabharatha created for global audiences.

“In fact, if I may quote, while talking about ‘Ek Bharath Shrestha Bharath,” the Honorable PM had said that India should tap the huge potential in this AVGC area, and lead the international digital gaming sector by developing games that are inspired from Indian culture, and folk tales. Some of our folk games can make fantastic games.” Goyal cited the example of Vikram aur Betaal stories and encouraged game makers to develop games based on the battles and valour of Shivaji Maharaj. “His conquests could become very interesting ways to educate our children and also entertain them,” he noted.

The minister said he believes that the new National Education Policy 2020 would encourage out-of-the-box thinking. “Startup India is also such an initiative which provides a lot of support to those who come up with new and innovative ideas. I’m sure in AVGC sector, there will be a good potential for startups also,” he said.

Further, he sought help of the industry to bring in some kind of entertainment to passengers during their train journey through audio-visuals.

Effects, Gaming and Comics (AVGC) sector, which is growing at a trailblazing rate of around 29%, and is critical to the growth of Media and Entertainment (M&E) industry in India, said Amit Khare, Secretary, Ministry of Information & Broadcasting while addressing the CII Summit FX 2020: Global AVGC and Immersive Media summit.

Khare said the vision of Prime Minister, which he expressed at the Smart India Hackathon organised by the Ministry of Education, was “to make our youth job creators under the new National Education Policy that very aptly applies to the M&E industry where innovation and job creation is the key.”

“The M&E sector is already growing at 9%. But within the sector itself I’m given to understand that AVGC is growing even faster, something around 29%, and this is all a private led initiative and the well-established Centres of Excellence which have developed primarily on their own in various states,” the secretary noted.

Khare said the AVGC sector is a major area for job creation where people innovate. “They are creating their own jobs, may be small work, which they undertake for larger companies. And they are more in the self-employment mode. The jobs are more in the self-employment category, and not so much in the regular employment but a great breakthrough where people become innovators in their fields.

Announcing that a National Centre for Excellence in AVGC would be established at IIT Bombay, he said the underlying policy of the government “is to act as a facilitator” rather than a regulator. “These areas are very creative in nature where innovation is the key. And therefore, only intervention not interference is required. And that intervention could be in the form of a National Centre of Excellence, which we have planned in Mumbai,” he said.

Even as the state governments of Karnataka, Telengana, Maharashtra and Andhra Pradesh have come up with their respective AVGC policies, the Government of

India and various other state governments need to come together as part of consensus building measures to finalise the National AVGC Policy, said Atul Kumar Tiwari, Additional Secretary, Ministry of Information and Broadcasting.

“It is good to note that major broadcasters and producers guild are taking interest in empowering the AVGC sector. Gaming is growing at a galloping speed in India. Focus on IP creation, skilling, training are key elements for the growth of AVGC sector,” Tiwari added.

The Additional Secretary also said that under the Audio-visual Champion Sector Scheme a lot of incentives are available to the people from all over the world to shoot and do post production work in India.

“We are in touch with the Ministry of Commerce and they are very keen to support the AVGC sector in the sense that it is a very important part of this service export that our country is doing and they would like to chip in with whatever we can do to help it further,” he informed the stakeholders of AVGC sector at the CII Summit FX 2020.

Speaking on the National Centre of Excellence for AVGC, he said that content creation and training will be among major elements of the NCoE. “We are also working on AVGC clusters in India. We will discuss with the Education Ministry for AVGC Skill Council,” Tiwari said.

“Promoting skills and entrepreneurship, particularly knowledge economy or 21st century requires an attitudinal change embedded on a plan of action based on a considered policy. And here I would like to refer to the National Education Policy, which stresses on a complete re-imagination of our vocational education and skilling offered to students in future,” he said.

With the National Centre of Excellence for AVGC in place, the manpower involved in AVGC industry can be brought to the global standards. But to

achieve this, the M&E industry and various states need to come together to realise the vision of ‘Make in India for the World’, said TCA Kalyani, Joint Secretary (Films), Ministry of Information & Broadcasting.

“For the AVGC sector, we are working on regional hubs/clusters. We could straight away have five clusters. If the states are willing, one in the Northeast, one in the North, one in the West, one in the South, and one maybe in Madhya Pradesh or similar states can be established. This is one sector, which probably doesn’t require physical locations. It requires infrastructure,” Kalyani said.

She added that a lot of states have been undertaking new initiatives for the AVGC sector, which is already witnessing some success. “India has about 300 animation companies, 40 VFX and 85 game development studios with more than 15,000 professionals working for the global companies. These global companies will probably have to become global companies for us to take advantage of it,” the Joint Secretary (Films) said.

She asked the state governments to collaborate and build world-class infrastructure required for the AVGC sector to help in mentoring, skill acquisition, IP creation and driving talent in the sector.

“At the central level, we want to initiate and promote India as a lucrative outsourcing destination, for which we could perhaps have regional hubs to start off with. Each state which is there in a particular hub can specialise in one particular segment of the AVGC industry, and ensure that our MSMEs are given venture capital funding,” Kalyani said.

India has co-production treaties with a number of countries. “AVGC is not mentioned separately, but it is part of film industry, which is allowed 100% FDI. So, AVGC will also have 100% FDI,” she said.

“Karnataka is the first state in India to recognise animation and gaming as an emerging sector and to announce a dedicated Karnataka Animation, Visual Effects Gaming and Comics (KAVGC) policy. It provides various incentives to boost animation, gaming and VFX through financial support, infrastructure development, skill development and other incentives,” Shettar said.

According to the minister, the growth in revenue for animation, VFX, game development services, has been the most profitable compared to any other industry in India during the last five years.

The Global innovation and gaming market was valued at $64 billion in 2019. The gaming market was the fastest growing segment in AVGC sector with a year on year growth of 17.46% and the market size of $96 billion in 2019.

“India is poised to be one of the biggest markets of gaming with its mobile internet subscription set to double from $406 million in 2017 to $805 million dollar by 2022. It will also be the 10th largest market for OTT in terms of revenue by 2022,” he added.

Listing out some of the advantages offered by Karnataka, Shettar said, “Karnataka has the largest number of R&D centres, medical institutes, industrial training institutes, software technology parks and third largest number of engineering colleges in India. The government has also allotted land for AVGC Parks in Devanahalli IT Park near Kempagowda International Airport.”

“All these initiatives will make more organisations to take a lead in building AVGC facilities in the state and make Karnataka an epitome of economic growth in the global pedestal,” the minister added.

Karnataka, one of the first states to give prominence to animation and gaming sector, is today reaping the benefits of its futuristic policy and helping the state

emerge as a major contributor to the Indian entertainment and AVGC industry, accounting for almost 20% share, said Dr. EV Ramana Reddy, Additional Chief Secretary – Electronics, IT, Biotechnology and Science & Technology, Government of Karnataka.

“Karnataka is one of the first states to give prominence to animation and gaming. Animation grew 18.5% in 2019 in Karnataka to reach Rs.400 crores; post production grew by 12.8% in 2019 to reach Rs.400 crore; VFX grew 25% last year to reach Rs.900 crores. A total of over 300 animation VFX and gaming studios operate in Karnataka, employing more than 15,000 professionals,” informed Dr Reddy.

The AVGC policy adopted by Karnataka in 2012 has paved the path for artist collaborations, B2B engagements and flourishing academia. “We have an Association of Bangalore Animation Industry. Jointly with them, we conduct an event called GAFEX an annual event to promote AVGC sector in the state,” the Additional Chief Secretary said.

Citing the success of AVGC industry in Karnataka, he said, “The Jungle Book won the 2017 Oscar for Best Visual Effects. But what some of you might not be aware of is that one of the two companies credited with the brilliant works done in the film was Motion Picture Company whose Bengaluru centre contributed significantly to this project. Another great company based out of the state is Technicolor.”

The Karnataka government in collaboration with ABAI has also set up a Centre of Excellence in AVGC to provide high skilled technicians to the industry. “We have a program called Elevate which is a flagship event in the country, in which we have assisted 80 startups in the AVGC sector for bringing their idea to POC stage. In fact, we have given a grant Rs.114 crores to 470 startups in AVGC sector till date,” he said.

Redefining the policy measures undertaken to ensure development of AVGC industry, the Government of Telangana has been quick to understand the pain

points of AVGC companies that has led to the evolution of a strong ecosystem for them in Hyderabad’s IT hub of Cyberabad, Jayesh Ranjan, Principal Secretary-Industries & Commerce, Government of Telangana.

Speaking at the CII Summit FX 2020, Ranjan said the year on year growth of AVGC companies in Hyderabad has been the best India. “We have come up with an AVGC policy that was designed after lots of industry consultation, and many of the pain points of the AVGC companies are answered through this policy,” he added while explaining as to why the AVGC industry in Hyderabad is growing faster than many other cities across the country.

“Hi-Tech city in Hyderabad is known as Cyberabad. This is a cluster where all the knowledge-based technology companies are located. Mid-sized AVGC companies wanted to be in this cluster but the rentals were unaffordable. So understanding this pain point, what the government is now doing is to actually build one-of-its-kind facility exclusively for the AVGC industry,” he added.

Known as the IMAGE Tower, this 600,000 square feet facility will have lots of common facilities like motion capture studios, preview theatres, etc. “You just pay for it when you are using it. This is something which is going to be a game changer in my opinion,” Ranjan said.

Telangana Academy for Skill and Knowledge (TASK), Ranjan said, has started supporting the AVGC industry. “With the help of Software Technology Park of India (STPI), the Telangana government has also set up a Centre of Excellence for AVGC sector with focus on gaming and AR/VR.

The startup policy of Telangana gives preference to companies which offer solutions or products that are of relevance to the government, Ranjan said.

“Like the way government has helped shape India as a global IT hub, we request you to formulate plans and policies to make India a global AVGC hub. The growth potential is huge and AVGC sector can play a major role in creating and achieving the global M&E target of $100 billion,” Madhavan said.

He asked the government to support the sector to get back on its feet as the world struggles during COVID-19 pandemic. “We would want the government to create a stimulus package for the AVGC sector. Around 65% of the revenue of the AVGC sector comes from exports, which creates scalable employment in the country. The AVGC sector needs a stimulus package to get back to work and target the projected growth.”

Appreciating the government work in creating Centres of Excellence for AVGC, he asked whether it would be possible to open similar Special Economic Zones for digital content production in Tier 1 and Tier 2 cities. “Can we create an equivalent of Special Economic Zones focusing on content production across the country,” he asked.

Another major growth hurdle, Madhavan pointed out is that local AVGC content attracts GST while there is no GST on AVGC content purchased from outside the country.

“The local AVGC content consumption attracts a very high GST rate. Our request is to abolish it or reduce it to a minimum to encourage the local consumption… It is really hurting the local consumption of AVGC products,” he said.

India needs an AVGC Council to integrate all the efforts being made by various state governments, Central agencies and private sector to reap the benefits of their

combined learning and avoid reinventing the wheel to maximise the availability of resources, said Biren Ghose, Vice Chair, CII National Committee on Media & Entertainment and Country Head Technicolor India.

“We should probably form an AVGC Council. Government of India is working to create a National Centre of Excellence in IIT Bombay and other states are likely to spend on doing the same things again and again in their centres of excellence. So, we need to create an ecosystem where the monies that are coming in from the Centre and the states can actually go to contribute complementary resources and investments,” said Ghose.

Citing the example of Centre of Excellence in Karnataka, developed at an estimated cost of Rs.45.5 crore, the Country Head of Technicolor India said, “One-third of the money has been drawndown over the last one year, which offers us lots of learning. We need to make sure that this all happens when government resources are maximised.”

There are at least six states in India that have been pursuing some form of AVGC policy, therefore, “it is both urgent and important for us to have the National AVGC policy acting as a fountain of thought. That would then lead other states to decide their course of action”, said Ghose.

Speaking on the gaming and toys sector, he said that new technology platforms have enabled at least 20 times growth of game development companies in the last two years. “If we only equal what Indonesia has done in the last few years, the games business alone can be a $5 billion sector in India.”

Shows, online properties and animation can be converted into merchandise that could actually become popular and create an initial engagement with audiences, suggested Ghose.

“Embracing Unreal Engine you might actually be able to do world class work without having necessarily to dedicate the sort of budgets that we have all been getting intimidated by in the past,” he said.

Listing out the benefits of adopting this new technology, Roy said that it was something that would offer more controlled set environments. “We are looking at using more technology rather than human interface to be able to do our production. So I do think that this is something we’re definitely going to be embracing at least for the short term.”

According to him, even in the long term Unreal Engine would be able to change the style of storytelling by giving writers the freedom to think much more broadly. “Writers were facing censure because of budget and constraints like realistically what they would be able to achieve. But I think this frees up the minds of the creative person, the director, the production designer, and the visualizer to be able to do good stories that we never thought we’d be able to tell earlier,” Roy added.

Speaking from a producer’s perspective, he said, “The things that we would be looking at would be ensuring that the costs are kept as tight as possible while broadening the scope of what we can do; insisting on the right planning, and therefore, being able to save time, and ensuring that things are as efficient as possible with respect to the resources required to be used. If those things are achieved then we’ll be able to use new technologies much more in the future.”

“Ministry of Information & Broadcasting is working on a National AVGC Policy. Over half-a-dozen states have announced their respective AVGC policy and a dozen states are working on it. Because we have wonderful ecosystem in the country, there is a need for cluster development in AVGC sector like how the film centres of India were developed. The infrastructure status will be of help in building and developing these clusters,” Kulkarni added.

Underscoring that how India has been successfully delivering major VFX projects from top global studios, including Oscar winning VFX films in recent times, the CEO of PunnaryugArtvision said: “75% of global stereoscopy work (2D to 3D conversion where you see a film to give a 3D effect) happens out of India, and majorly from Bangalore and Pune. And out of all the world majors, we have been able to attract only around 20% of the players. We have a long way to go.”

He also said that India has a huge scope to increase its global share in AVGC export fuelled by its 106-year-old of cinema history. “In the US, media and entertainment is the largest export after Defence sector. M&E is the top five exports of developed countries. India should scale up M&E exports.”

Speaking on the importance of trained professionals in AVGC sector, Kulkarni believes that more institutes like National Institute of Design (NID) is what India needs to give a boost to the sector.

“We had very inward looking content development. But we have ability to deliver global content. We would need 30 NIDs. The first ever institution which taught animation and game design in the country was NID in Ahmedabad. NIDs need to be promoted in every state,” he said.

A solid digital foundation has been laid by the Media & Entertainment sector in India during the ongoing COVID 19 pandemic, which can be further utilised to

fuel the growth of the sector, said Dr Omkar Rai, Director General, Software Technology Park of India, Ministry of Electronics & Information Technology.

“The AVGC and immersive media sector is very promising. But India is close to just one per cent of the global market size in the AVGC sector. We have to capitalise on this gap and create a huge market and infrastructure for us,” Rai said in his address to M&E stakeholders at the CII SummitFX 2020.

Stressing that the entire focus of the government, industry and other stakeholders is towards growing AVGC sector, the Director General of STPI said that as many as 12 Centers of Excellence in AVGC have already been launched.

“Six of our Centers of Excellence are focused on the AVGC technology. IMAGE in Hyderabad is directly connected to AVGC. The CoE in Bhuvaneshwar is about AR/VR and immersive visualisation. The CoE in Mohali is focused on computer vision, artificial intelligence, and animation. We also have three CoEs in Northeast. The Shillong CoE is focused on animation and the ImphalCoE is focused on emerging technologies. The third upcoming CoE coming up in Mizoram will focus on gaming,” Rai informed.

The government is creating incubation infrastructure and the required support system needed for the entrepreneurs for developing products and services around technologies like animation, augmented reality, virtual reality, visual effect, artificial intelligence, computer vision, data analytics, robotics and AI, according to Rai.

“On one hand we are focused on capitalising these emerging technologies, and on the other we are also giving sector focus to these technologies all across the country,” he said.

Leaving behind music and film industry in terms of growth, there are telltale signs of gaming industry growing in a big way impacting our lives in multiple ways

in few years from now, believes RajanNavani, Chairman CII India@75 Council and Vice Chairman & Managing Director of JetLine Group of Companies.

“I see four trends that would become mainstream over the next few years. eSports is becoming mainstream, the cross platform play in gaming is enhancing both the opportunity and the monetisation potential of this sector, 5G boosting cloud gaming, and more and more women coming into gaming,” said Navani in his address at CII SUMMIT FX2020: Global AVGC and Immersive Media Summit.

According to him, the global gaming industry, which stands at $159 billion today, is larger than the music and film industry. “Gaming through mobile is worth nearly $77 billion market which is twice that of the PC and nearly 70% higher than console gaming, which is a $45 billion industry. If one has to look at where the future is going, Mobile is the winner. Smartphones are becoming a lot more powerful, gaming on the move has taken shape significantly,” he said.

Saying that gaming is now becoming a part of the social spaces that we operate in, Navani is of the opinion that the time a person will spend on mobile in the future will increase by as much as 30 to 40%.

“We definitely believe that a lot of the future training will involve gamification. There are some real life situations that have already opened up. There are games that have been created in that space. But adding a social aspect to every game, I think, is something that is a big need.”

He appreciated that the government is looking at gaming as an industry a lot closer now. “I think it’s such an exciting opportunity when it comes to education and taking gamification into multiple areas,” he said.
