ESTABLISHMENT OF PLANTS FOR THEPRODUCTION OF EDIBLE SALT
The Federal Government desires to establish, in‘collaboration with any local or foreign investor,Government or International Institution two plantsfor the production of edible salt based on theimportation of crude salt for local refinery at twomajor ports, each with a maximum tonnage of75,000 tonsper annum underthe following terms :—
_ . (a) That the proposals should be economically‘ viable and that price policies should be such as tomaintain a stable price for salt during a specifiedperiod 3 .
(6) That Government participation in equityshall not exceed 55 per cent of the equity sharesin both plants ;
(¢) That the equity participation of the pros-pective investors, who will also be technicalpartners, will not be less than 40 per cent of theequity shares in both plants;
- (d) That the prospective partners should becapable of providing efficient management of themanufacturing plants and distribution system ;
_ (©) That there should be provision for stock-piling of crude salt for at least oneyear in peacetime and at least two years in war time ;
(f) That a detailed training scheme forNigerians will be designed by the prospectivepartners to ensure that the Nigerians acquiresuitable know-how to operate the industry withina reasonable period ;
(g) That the industry should be flexible enoughto utilise local sources of raw materials whenavailable in commercial quantities ;
: () That there should be provision in theproposals for the eventual manufacture of by-products, such as industrial salt, caustic soda,chlorine, etc, ;
@) That the proposals submitted should not beon a turn-key system ;
(j) That no preference should be given to anyone currency area ;
(2) That the salt to be produced should eitherbe light or high density salt.

(b) Escravos River and Warri Port.—Theentrance el is approximately 5% miles inlength and 600 feet in width, It was dredged to adepth of 21 ft. M.L.W.S. Siltation has occurredand it is now at a.mean depth of 17 ft. with aminimum depth of 13 ft, 2} miles of the channelare outside the Breakwaters,
Warri is 46 miles from the Escravos. Dredgingis required at two points in Charomi Creek. AtRugged Point and Harvey Creek with a total lengthof three miles. -In Warri River at Bennett Islandwith a total length of 44 miles. The dredged areaof the Port of Warri is 0.6 miles in length, depthsalongside the berths of 16 ft. have been reportedand a least depth of 16 ft, exists in the port area.
(c) Calabar River and Port.—A Boundaryittee is presently in consultation to delineate
the area of Nigerian and Camerouns territorialwaters. A considerable emount of dredging willbe required in the Nigerian territorial waterswhatever the result of the Commission may be.In the up-river area, dredging will be required in.three places with a total length of approximatelytwo miles to a width of 600 ft., and a depth of19 feet M.L.W.S.
(d) Bonny Bar River and Port Harcourt.—Bonny Bar Channel is the dredged channel forthe Bonny Oil Terminal. The channel is approxi-mately eight and half miles in length. It is dredgedto a depth of thirty-eight feet M.L.W.S. andis six hundred and fifty feet wide. The sideslopes are thirteen hundred feet wide with aminimum stability of one in forty. The river isdredged to a depth of thirty feet M.L.W.S. fromBonny to Okrike Refinery with a width of sixhundred feet. Okrika is sixteen miles from Bonny.From Okrika to Port Harcourt the channel whichis twelve miles in length is dredged toa depth oftwenty-six. feet M.L.W.S. with a width of sixhundred feet. There ate two isolated rocks in thischannel with a depth of 19 feet over them whichhave to be deepened to 26 feet. The Port area ofFott yrarcourt is dredged to twenty-six feet

2. Charts of the areas to be dredged will beobtained from the Chief Harbour Master, NigerianPorts Authority, P.M.B. 12588, 26/28 Marina,Lagos, at a cost of £N1 per chart.
