1 EU Insight – Gender Equality Policies in Public Research

Since 2012, gender equality has been one of the five key policy areas for

achieving the objective of a common research area in Europe. Therein, the Commission invites Member States to create legal and policy environments to

incentivize the removal of legal and other barriers to the progression of

women‟s careers in research while fully complying with EU gender equality legal

provisions. Addressing gender imbalances in decision-making and

strengthening the gender dimension in research programmes are some of the

key issues.

The report is based on a survey conducted among the members of the Helsinki Group, the Commission‟s advisory group on gender, research and innovation.

The study covers both EU Member States and other European countries

associated to the EU research programme. Gender equality in the European Research Area (ERA) pursues three objectives: the equal participation of

women and men both in scientific careers and in decision making, as well as

the inclusion of gender analysis in research content and programmes.

Both, the ERA Communication of July 2012 to Member States, research performing organisations (RPOs) and funding organisations (RFOs) as well as

the ERA Progress Report 2013 find that there is a clear need for more EU-wide

coordination of gender equality policies through the regular exchange of experiences and progress reporting against equality indicators. The first steps in

this direction have been taken in the form of the ERA-Net Gender-NET, a pilot

transnational research policy initiative funded in the ERA-Net scheme of the European Commission to address the common challenges still facing European

research institutions in achieving gender equality in research and innovation.

Career access, development and environment

Gender-related targets have been reported from several proactive countries,

especially with regard to vertical segregation and the share of women in decision-making committees. Compared to 2008, the number of countries with

some type of target or quota regulation (fixed quota, cascade model or flexible

quota) has increased from eight to 18 countries today. Besides the use of quotas and targets, in a total of 19 countries, policies are in place to establish

clear rules for the composition of selection panels, including roles and gender

balance.

Provisions for maternity and parental leave, and in some cases for other care work, are actively implemented across ERA. However, beyond respecting

general anti-discrimination provisions, very few countries have reported

EU Insight from July

2014!

The report “Gender Equality Policies in Public Research” provides an up

to date overview on the situation of gender equality policy implementation

in public research in the European Research Area (ERA).

GENDER-NET is the first European Research Area Network (ERA-NET) to be dedicated to the promotion of gender equality through structural change in research institutions, as well as to the integration of sex and gender analysis in research. It brings together a balanced partnership of twelve national programme owners from across Europe and North America – i.e. ministries, national research-funding agencies or national organisations – with a shared commitment to gender equality and synergistic expertise in gender and science issues.

implementation of funding for proactive re-entry measures during or after leaves

of absence.

Institutional change versus individual measures

In the past five years, the number of countries where research institutions

modernised their management through more comprehensive gender equality plans has only risen modestly - from 12 to 15. Positive developments are

observed in the few countries which have legal provisions that require or

stimulate research institutions, including universities, to set up gender equality

plans and adapt their practices.

Gender in research programmes and training

In principle, two key ways have been established to consider gender in research

funding organisations, programmes and projects. Firstly, as part of an equal

opportunities policy to establish gender balance in access to research funding, decision-making on funding, etc. Secondly, with regard to research quality and

relevance of the research itself by advising or requiring grant applicants to

consider gender and sex analysis in the content of their research.

In the She Figures 2012, 17 out of 22 countries reported higher success rates for men in research funding. About two thirds of the countries (19 out of 31)

surveyed for the “Gender Equality Policies in Public Research” indicated that

the consideration of gender equality is not explicitly required or an eligibility

criterion in national research funding programmes.

3 News & Developments 3.1.1 ERA progress report

The latest ERA progress report stresses that the research impact of researchers who have moved between countries is nearly 20% higher than

those who have not.

The ERA partnership between Member States, research stakeholders and the

Commission has made good progress in delivering ERA. The conditions for achieving a European Research Area (ERA), where researchers and

scientific knowledge can circulate freely, are in place at the European level.

Reforms must now be implemented at the Member State level to make ERA

work.

3.1.2 Extra ERC funding to test market potential of 50 research projects

Developing therapies for children with congenital heart defects, monitoring

water quality in real-time, improving the nutritional qualities of potatoes or

making the best informed choices when buying a new house. These are some of the issues to be tackled by 50 outstanding scientists who are receiving

„Proof-of-Concept‟ grants of up to €150,000 each from the European Research

Council (ERC). This „top-up‟ funding is designed to help researchers who

already hold an ERC grant, to test the market potential of their frontier research.

With a very limited part of the ERC budget, the 'Proof of Concept' scheme can

help ERC grant holders unleash considerable innovation potential. The grant

covers costs related to activities such as establishing intellectual property rights, investigating commercial and business opportunities (e.g. setting up a start-up)

or technical validation (e.g. carrying out clinical tests).

ERC President Jean-Pierre Bourguignon commented: "The ERC 'Proof of

Concept' scheme makes it possible for ERC grant winners to get some extra support to investigate the innovation potential of their good ideas." He added:

www.europosbrasil.com/

What's ERA about?

ERA is about enabling researchers, research institutions and businesses to better move, compete and co-operate across borders. This will strengthen EU Member States' research systems, increase their competitiveness and allow them to work together more effectively to tackle major societal challenges.

September 2014 | Issue 17| Page 10 of 30

EURAXESS LINKS BRAZIL

"More ERC grant winners apply for this call every year, which is a remarkable

trend. It means that they see how their frontier research can be pushed beyond

its initial frame and how their results can also be translated into marketable products and services. For them, this opens the way to a broader impact on

society."

A total of 182 proposals were submitted to the first round of this call, and the

success rate is around 28%. Grants are being awarded to researchers based in

12 EU and associated countries in the European Research Area.

3.1.3 Snail-inspired pollution test wins 2014 EU young scientist award

Two young Portuguese scientists have scooped a first prize at the EU young

scientist awards for their work on how the eggs of pond snails can be used to

measure the amount of pollutants in water.

Mariana De Pinho Garcia and Matilde Gonçalves Moreira da Silva, both 16, have designed a method of isolating eggs from the Lymnaea stagnalis pond

snail and testing them for toxicity, which provides an indication of whether the

water they live in is polluted.

Their project was one of three to win a first prize of EUR 7 000 each at the European Union Contest for Young Scientists (EUCYS) in Warsaw, Poland,

where over 30 additional awards were given to Europe‟s young scientists,

including a week at CERN, the European Nuclear Research Centre, and a visit

to the European Southern Observatory in Chile.

João Pedro Estácio Gaspar Gonçalves de Araújo, also from Portugal, was

awarded for his work in the mathematical field of semigroup theory, while Luboš

Vozdecký from the Czech Republic was recognised for his experiments to characterise rolling friction, the force that resists the motion when an object

rolls on a surface.

Aécio Neves, PSDB candidate, promises to support more robust infrastructure

investments for public universities and research institutions. Moreover, he

defends the teaching of technology related to solving social problems and to an entrepreneurial attitude. The structuring of a National System of Science,

Technology and Innovation is one flagship initiative of the candidate, who also

aims to revitalize the National Council of Science and Technology. Aécio promises to establish a program of internationalization of Brazilian science, with

exchange of researchers and attracting international scientists, and to create a

national plan for training of researchers. He also aims to create a strategy to

encourage research and innovation in public and private companies.

The current President Dilma Rousseff highlights innovation as a tool to increase

the productive competitiveness of Brazil, with special attention to the Platforms

of Knowledge program, launched in July of this year. The candidate for reelection favours this endeavor to accelerate the production of knowledge that

generates new products and processes. She also envisages to adopt industrial,

scientific, technological and agricultural policies to reduce investment and

production costs, from the stimulus to innovation.

Marina Silva (PSB) promises to fix in 2% of gross domestic product (GDP)

government investments in research and development, a flagship previously

advocated for by her predecessor in the campaign, Eduardo Campos, who died in August. The former senator also promises to increase the budget of the

National Council for Scientific and Technological Development (CNPq) and

relocate the Petroleum Sectorial Fund at the National Fund for Scientific and Technological Development (FNDCT). She also calls for a review of the

Innovation Law, the stimulus for states and municipalities to invest in innovation

and the creation of science and technology parks aimed at attracting private

investment, whether national or international.

The candidate Eymael (PSDC) defends a national plan to support research in

the fields of pure research and applied research.

Candidates Eduardo Jorge (PV), Levy Fidelix (PRTB), Luciana Genro (PSOL),

Mauro Iasi (PCB), Pastor Everaldo (PSC), Rui Costa Pimenta (PCO) and Zé Maria (PSTU) showed no proposals for the science, technology and innovation

sector.

Campolina stated that the Cetene plays a central role in the modernization of

the region. "The work of identifying needs and developing solutions is what

makes science and technology work at the service of humanity", he said.

Guided by the researcher Giovanna Machado, Campolina visited the laboratories of Cetene and saw some studies involving drugs, biofuels and

renewable energy. "Brazil advances in the integration between universities and

research centers. It is an indication of a much needed modernization of the

academic system, which begins to create a culture of universal quality".

The regional general coordinator of Cetene, André Galembeck, believes that

technological development should boost business competitiveness and the

quality of life of citizens. "This is our job, aimed to create an environment in which the researcher can bring a solution to the market", he said. "We work with

projects of social interest, such as the development of new technologies for

health or in the area of clean energy".

3.2.3 Minister of Education says more synergy between universities and the productive sector is needed

At an international symposium on education held on 23rd September in Rio de

Janeiro, the Education Minister Henrique Paim stressed that one of the effective ways to increase economic growth is investment in policies that encourage the

transfer of technology and innovation. The event was sponsored by the

Brazilian Academy of Sciences (ABC) and aimed to discuss excellence in

higher education.

Paim also stressed the creation of the Platforms of Knowledge program, an

initiative designed to connect academic research and the productive sector,

similar to policies developed in rich countries. "We are discussing the Platforms of Knowledge with the Ministry of Science, Technology and Innovation for this

purpose. Let's create the link between the productive world and the university.

In a specific sector, we will check what are the needs of technological development to give a jump, to add value to the product and become more

competitive", he said.

According to the Minister, the program will analyse technologies created in

higher education institutions that can serve as solutions to be deployed by the productive sector. "Let's check, within universities, from the demands that we

will have from the Platforms of Knowledge, which laboratories and which

researchers can contribute to the progress we have to make in the development of a given product, from an innovation being made, from the company along

with the university", indicated Paim.

According to him, these centers connect advanced research for the generation

of products that can compete not only in Brazil but also in the international

market.

The issue was debated at the seminar Global Centers of Research and Development in Information and Communication Technology, held at the

Federal University of Rio de Janeiro (UFRJ). The event aimed to promote a

meeting environment for companies to present and discuss research,

development and innovation projects underway in Brazil.

Virgilio Almeida commented that global centers also show the vitality of the ICT

in the country, sector which, according to the representative of MCTI, grew

10.8% in 2013, while the global average was 5 9%.

He added that, ten years ago, researches were conducted only in the universities and today they also occur in companies. "Post-graduate students

do not necessarily need to go to universities", he said. For the secretary, it is

necessary to strengthen ties between academia and industry to transform

advanced research in products and services.

Brazil has signed memoranda of understanding with Microsoft, EMC, Intel and

SAP for installation in the country of four global centers of research and

development. Beside representatives from the federal government and these companies, the meeting in Rio de Janeiro was attended by executives of

Huawei, GE, Baidu, IBM, Intel, ITV and Frescal and from the ICT research

center CPqD.

3.3 Cooperation EU, Member States, Brazil 3.3.1 EU wants to strengthen the partnership with Brazil in

ST&I, says EU Ambassador

Research, technology and innovation are key pillars to address global

challenges in relevant areas such as security, economy and sustainability. Therefore, representatives of the EU and Brazil have met in annual policy

summits to strengthen their networks and create joint platforms in the ST&I

sector.

"Today it is impossible to do research and create innovation alone. Moreover, we need to achieve concrete results. The question is not how many ideas you

have, but how many ideas can be made concrete, and that is what unites us

here too. The need to achieve, with joint researches", said the ambassador of

the EU in Brazil, Ana Paula Zacarias.

According to the Ambassador, is essential to stimulate the productive sectors of

both sides with partnerships". At the last summit held in Brazil, very concrete

priorities were identified. Among them, inviting European startups to join the Startup Brazil program, and to encourage cooperation and presentation of joint

innovation projects launched by Brazil Business Plan", she stated.

3.3.2 International cooperation is a means to strengthen R&D activities in Brazil and the EU

Joint work between Brazilians and Europeans has been a widely used tool to

strengthen the research and development sector in both regions. Since 2004, there are agreements in this sector between Brazil and the EU. During this

period, these sides were strengthened through joint bids between promotion

institutions from both sides, increasing the interaction of research and showing

tangible results.

Brazil and the EU currently have more than ten cooperation projects established

in different areas of knowledge. And the volume of partnerships and resources

for joint R & D should increase until the end of the decade. The EU is expected to invest 79 billion euros in the Horizon 2020 program, which will also have

investments aimed at Brazil. According to the head of the Section of Science

and Technology of the EU Delegation in Brazil, Piero Venturi, the partnership

will be expanded.

"We will expand opportunities for partnerships with research centers in areas of

interest between Brazil and the EU. Investments in R & D are part of the

solution to get out of the economic crisis", said Venturi. He also reported that

there are 39 Brazilian projects under consideration for funding by Horizon 2020.

On the Brazilian side, the exchange of experiences with the EU was

emphasised. There are ongoing projects in the areas of oil and natural gas and

ICT, with contributions at around R$ 36.1 million by Brazil - and equal value

from the EU. There is still a prediction to increase the offer of joint opportunities.

"A new call of ICT is due to be published in 2015 and there are negotiations for

a call of second-generation biofuels", said the coordinator of International

Cooperation of the Ministry of Science, Technology and Innovation, Ana Lucia

Stival.

One of the intentions of the Brazilian government is to deepen the exchange of

research in centers of excellence in Europe, especially the Joint Research

Centre (JRC). The unit is composed by of seven high-tech laboratories in the areas of disaster prevention, smart grids, geoinformation, nanotechnology, bio-

economy, water resources and analysis of the life cycle. The proposal is that

researchers in Brazil have access to these units through the Science without

Borders program.

"This exchange is crucial to leverage the knowledge generated by our

researchers. We will use the Science without Borders to deepen partnerships

with JRC", said Ana Lucia Stival.

3.3.3 Joint projects between MCTI and JRC are evaluated by their teams

A videoconference was held between representatives of the Ministry of Science, Technology and Innovation and the staff of the Joint Centre for European

Research (JRC) to evaluate joint projects in progress. The MCTI has

cooperation agreements with the JRC in areas such as bio-economy, natural

disasters, nanotechnology, water resources and smart grids.

"In addition to the exchange of experiences, this collaboration has served to

train human resources and to leverage our quality in different areas", said the

Director of Policies and Thematic Programs of MCTI, Osvaldo Leal de Moraes.

This month, the National Council for Scientific and Technological Development (CNPq) and the JRC have agreed to grant 12 scholarships for post-doc in the

institutions linked to the center in the EU. The benefits will be offered to

Brazilian candidates, with proven performance and academic potential, and

wishing to develop postdoctoral projects at JRC.

"It is good to see how we are progressing and I hope to continue with this

partnership for a long time", said the Secretary of Policy and Research and

Development Programs of the Ministry, Carlos Nobre.

3.3.4 Brazil and EU discuss partnership to establish a national observatory in biotechnology

Brazil and the EU began talks for setting up the Centre for Innovation in

Biotechnology in the country. The new structure will adopt the same structure than the Bioeconomy Observatory of the EU and would interact with it. The

initiative is aimed at exploring opportunities for technological development in

biotechnology in Brazil, mapping challenges, assessing the market potential of technologies and identifying bottlenecks and solutions to minimize the risks

associated with innovation in the area.

The meeting between representatives of the Ministry of Science, Technology

and Innovation and the EU Delegation took place on 8th September. During the conversation, data, programs and structures of the science, technology and

innovation system of both parties were presented. There is a common interest

of Brazil and the EU to promote the exchange of information and experiences.

Furthermore, there is an attempt to build a joint action plan.

"This is the first visit so that we can know the functioning of their Observatory

and adapt that experience to the Brazilian reality", explained the Director of

Policy and Thematic Programmes of MCTI, Oswaldo Leal Moraes. "The Observatory will plan and monitor everything that occurs in terms of

biotechnology and bioeconomy, a sector that is part of the strategic action plan

of Brazil and that will represent a technological leap with more impact than was

the transition from analogue to digital", he said.

3.3.5 Agreement between Brazil and Denmark foresees promotion of scientific research

The Ministers of Health of Brazil, Arthur Chioro, and Denmark, Nick Haekkerup signed on 3rd September a cooperation agreement to enhance the fight against

chronic diseases such as cancer and diabetes. Among the possibilities

contained in the signed document is the promotion of scientific research.

The goal is to encourage the exchange of professionals and of information on

best practices for innovative solutions.

In terms of technological exchange, the Danish minister pointed out in which

field the country can help Brazil". We have a very advanced area of

telemedicine, a topic that we can share. We need to deepen partnerships for

progress to come", said the minister Nick Haekkerup.

3.3.6 Secretary advocates greater international integration of universities

Opening the Seminar Brazil-Germany - Partnerships Strategies for Internationalization of Universities, on 18th September, the executive secretary

of the Ministry of Science, Technology and Innovation, Alvaro Prata, defended

the need for the Brazilian institutions to expand their international partnerships. He praised the German model of higher education and highlighted the

traditional cooperation between the two countries.

"Our universities are very good, but are very closed in themselves, and we have

few foreign students and teachers", said the representative of MCTI, the event organized by the Coordination for Improvement of Higher Education Personnel

(Capes) in Brasilia. "The internationalization of our institutions is usually seen in

one direction, to send people abroad, but it needs to attract more and more", he

said.

One of the challenges to change this reality, in the assessment of the Secretary,

is to overcome the language barrier. "The current language in our universities is

Portuguese, but we need to speak more English - which is a universal language - and offer more courses in English, like several German institutions that do this,

being German a strong language", he compared.

For the President of Capes, Jorge Almeida Guimarães, the Brazilian higher

education institutions need to form partnerships so that they reach the level of internationalization. "A starting point may be post-graduation. Programs can be

identified with quality levels close to international institutions and make

agreements to extend to the entire university", he proposed.

Another issue discussed at the workshop was the possibility of funding for initiatives aimed at building partnerships, without defining specific areas for the

allocation of resources, as it currently occurs. The intention is to enable the

institution to obtain this support to hold seminars, events and movements to, from there, identify the focus and areas of interest and start building joint

projects.

September 2014 | Issue 17| Page 17 of 30

EURAXESS LINKS BRAZIL

"Therefore these internationalization initiatives in both directions can benefit us

a lot and make our universities become global institutions and, thus, may be

better placed in the international rankings and ratings classification," said Alvaro Prata, who also recalled the long tradition of partnership with Germany, which is

cited as a reference in this process.

"The model of good universities is the German model," noted the MCTI

Secretary. He pointed out that the European country has a great tradition of good teaching and good research and an important component for Brazil in its

evaluation, which is the experience of interaction of science with society,

especially in the aspect of innovation.
