PURPOSE- The surveillance was conducted to, verify on a limited basis Ebasco's compliance with the requirements of procedure ECE 1.01, Revision 1, "Organization." II. SCOPE The surveillance reviewed 37 Ebasco Implementing Procedures verifying procedural references were current and consistent with manual indexes as a basis for verification of procedural compliance. A listing of the procedures reviewed is provided in Attachment 1. Attachment 2 is a listing ! of personnel contacted during the surveillance and those in attendance at the exit briefing. III. SUMMARY The surveillance found that 11 of the Ebasco's Implementing Procedures were not in full compliance with procedure ECE 1.01 requirements because they contain ECE and/or Ebasco Procedures which were deleted or i superseded. LEAD CONTRACTORS COMPLIANCE TO PROCEDURE ECE 1.01

A surveillance of Ebasco's Implementing Procedures (IPs) was conductedNovember 23 through December 8, 1987 by Comanche Peak Engineering - EngineeringAssurance (CPE-EA). ;

I. PURPOSE-

Discrepancy No. 1

Procedure E-66-CP, Purpose (paragraph 1.0) and Reference (paragraph 6.0),- lists TUCCO Procedure DCP-3. E 66 CP should be written to comply with CPEProcedures ECE-2.13 & ECE 2.13-11 which have superceded DCP-3.

Discrepancy No. 2.

Ebasco controlled procedures contain documents controlled and issued byothers (B & R and CPE) and identified with a CPE-DCC Control Stamp No.85with "For Office and Engineering Use Only" and/or "Information Only" stamp.These documents have been duplicated and in accordance with.CPE proceduralrequirements should be rendered uncontrolled. Refer to Attachment 3 for alisting of discrepancy items.

V. DISCUSSION / EVALUATION

Engineering Assurance recommends Ebasco perform a complete review of IPs toassure compatibility to CPE - ECE procedures. Additionally, Ebasco needs todetermine the impact, if any, of their activities being performed toprocedures with inconsistencies identified as the result of the review andthis surveillance.

A written response to the Discrepancies and Observation identified herein is tobe submitted not later than January 15, 1988. The response should include thecause of the findings reported, extent of condition, action to resolve thereported condition, action to prevent recurrence, and scheduled completiondates.
