1.0 INTRODUCTION

1.1 Background information Prakash Industries Ltd. (PIL) was incorporated in the year 1980 with focused vision in the core competence areas of Mining, Steel and Power. A copy of the Prospecting License Deed is enclosed as Annexure .2. Out of 440.750 Hect. area held under Prospecting License, the Company applied for grant of Mining Lease over an area of 274.896 Hect. Geological & Prospecting Report was submitted to Directorate of Geology and Mining, Raipur vide letter no. PIL/BSP/MINING/Exploration/2010- 11/40, dated 16/4/2010 and to Indian Bureau of Mines, Nagpur vide letter no- PIL/MD/BSP/2010- 11/123 dated 24/05/2010; copies of the letter are enclosed as Annexure 3 & 4 respectively. The Geographical co-ordinates of the Boundary Pillars for the Plans & Plates prepared for Geological & Prospecting report of the area were obtained on the basis of DGPS/ Total Station survey. Preparation of Geo referenced Cadastral plan of Eklama ( Kawardha) Iron Ore deposit area applied for grant of mining lease , as per IBM circular no- 2/2010 dated 06/04/2010 was assigned to M/s Shreeram Gemicon Pvt. Ltd., Bilaspur ( C.G.). M/s Prakash Industries Limited has applied for grant of Mining Lease over an area of 274.896 Hect. for a period of 30 years to The Director, Directorate of Geology & Mines, Raipur on 15/02/2010, copy of the application for grant of Mining Lease in Form 1 along with Form D is enclosed as

Annexure . 5. Prior approval under section 5(1) of MMRD Act 1957has been granted by Ministry of Mines, GoI vide letter reference no. 5/27/2013-MIV dated 07/09/2015 communicating to The Secretary, Mineral Resources Department, Govt. Of C.G., copy enclosed as Annexure 6a. Letter of intent ref. no. F 3-15/2013/12 from Government of C.G., Raipur dated 17.02.2021 has been given to applicant & available as Annexure 6b. The present source of Iron ore which is main raw material for manufacture of sponge iron is being procured from several sources in India. Annual requirement of Iron ore for the present level of sponge iron is about 8, 85,777 TPA. For production of one tonne sponge Iron 1.422Tonne of sized ore is required. The existing sponge iron plant capacity is about 1 MTPA which is planned to expend to 2 MTPA. By developing the deposit of Iron ore in the area, the quantity being purchased from outside will be reduced to the extent of production from the mines. Further the mines will be entirely a captive mine for sponge Iron Plant.

A copy of the Prospecting License deed is enclosed as Annexure 2. The applicant held the Prospecting License for an area of 440.75 Hect. from 07/11/2009 to 06.11.2011 for a period of 2 years for Iron ore in village Eklama, Forest Range- Sahaspur-Lohara, Kabirdham Division, Forest Compt. no.: 207,208 & 214 in Tahsil Bodla, District Kabirdham in Chhattisgarh State. Total 8 bore holes involving 146.30 m of drilling has been done. Form ‘J’ & Form ‘K’ as per MCDR 1988 have been submitted to IBM Nagpur & DGM, MRD, Raipur Chhattisgarh.

d) If the prospecting is carried out by other government/private agency in the applied area, the period of such prospecting and permission from the concerned agency for utilization of data with the copy of the report.

Prospecting was carried out by the PL holder from 07/11/2009 to 06.11.2011 for a period of 2 years. The prospecting by drilling of 8 boreholes in accordance to letter dated 12/06/2009 by The Conservator of Forest, Durg (C.G.) has been completed.

e) If mining lease is granted without prior prospecting, the justification for adequate evidence of proved mineral to sustain mining operations economically at least for the first five years period of the mining plan.

Mining Lease is being granted after prospecting, same has been done by the applicant. Geological & Prospecting Report has been submitted to Directorate of Geology and Mining, Raipur vide letter no. PIL/BSP/MINING/Exploration/2010- 11/40, dated 16/4/2010 and to Indian Bureau of Mines, Nagpur vide letter no- PIL/MD/BSP/2010- 11/123 dated 24/05/2010, copies of the letter are enclosed as Annexure 3 & 4 respectively. As per the geological & prospecting report (Annexure 12), there is adequate evidence of proved mineral to sustain mining operations economically for the first five years period of the mining plan and later as well.

6.4 Briefly describe the Topography, Drainage pattern, Vegetation, Climate, Rainfall data of the

area applied/mining lease area 6.4.1 Topography:

The proposed Mining Lease area is covered by hilly terrain. Broadly there are three small ranges of hillocks i.e. eastern range, central range & western range. The lowest RL is 420 m near south western boundary of the area where as highest RL is about 610 m in the Central part of the area. The elevation difference in the area is 190 m.

6.4.2 Drainage Pattern: The drainage pattern of the area is combination of sub-dendritic and sub-parallel. However there is no regular drainage pattern of the area and water flows out naturally along slope, towards south.

6.4.3 Vegetation: Entire land is covered by vegetation, shrubs & wild growth. The detail of trees as given by Forest department is enclosed as Annexure.7.

6.4.4 Climate: The climate of area is temperate, where the maximum temperature in summer is 45.20c and the minimum temperature in winter goes to the lowest of 9.00c only.

6.4.5 Rainfall Data: The area receives rainfall from middle of June to middle of October. The average annual rainfall is about 1274.3 mm.

6.5 Regional Geology The State of Chhattisgarh constitutes one of the important geological terrains of the Indian shield exposing rock sequences from archaean to recent. A crustal scale Central Indian Shear (CIS) trending East-West and passing through the central part, subdivided the state into two distinct Geological Provinces i.e. Southern Bastar Province Northern Satpura Province Eklama (Kawardha) Iron Ore Deposit belongs to Chilpi Group (Palaeo-Meso Proterozoic) of Southern Baster Province. The group essentially comprises psammopelites, which unconformably overlie the Nandgaon volcanic and Malanjkhand Granite to the South of CIS in northern part of Baster province.

• Banded Hematite Jasper (BHJ) • Shale (Phyllites)

These litho units are described below:

1) Soil: Soil/Alluvium cover with Iron floats is observed along the slope of the hillocks and at some places in nallah cuttings. The thickness ranges from 0m-2.0m. At some place Iron floats are also found embedded in the soil cover. There is no top soil in the area.

2) Laterite: Laterization has taken place at few places in the block and its thickness ranges from 0.1m-0.5m

3) Quartzite: Quartzite forms the both hanging wall and footwall of the Iron ore body. The quartzite is generally grey in colour and having thickness of +100m exposed in the entire area.

4) Iron Ore formations: The area being a large one, it is divided into two Blocks, Block ‘A’ represents a larger Block with continuous presence of Iron Ore Formation and Block ‘B’ represents a small detached hillock in SE side bearing Iron Ore Formation. This Block ‘A’& Block ‘B’ are shown in all concerned Plates. In the nallah bed situated at the bottom of the valley, there are very good exposures of iron ore formation which maintains the same strike line and dip direction and amount of dip. This is a clear indication and evidence of extension of Iron Ore Formation in steeply rising hill on the other side of the nallah, situated to the west. Further exploration will be done by giving additional bore holes in three year of this Mining Plan period, as stated in chapter 3.C-ii. The parameters of the occurrence of extended ore body will be proved by proposed no of Bore Holes, (PBH-1 to PBH-23) shown in Geological Plan. This will be deciding quality and quantity of additional Iron Ore deposit. This exploration is also required for planned development of iron ore deposit available by U/G method.

5) In-situ Iron ore: Iron Ore, in both Blocks occurs as strata-bound bedded manner as in-situ deposit sandwiched within the layers of quartzite and Banded Hematite Jasper. The in-situ iron ore is steel grey in colour, hard and massive in nature. The northern hill of Block ‘A’, ore body is trending roughly in NE-SW direction and the central ore body outcrops in semi-circular nature. The dip of northern ore body is towards SE and with slight variations in direction. The central ore body striking in East-West direction and dip towards North. The amount of dip ranges from 220 to 350.The ore body ranges in thickness from 4.30m to 13.0 m. There is another, small ore body (Block ‘B’ Ore body) in the South Eastern part of the area measuring about 150m long and 50m wide. The total exposed length of the ore body is around 1.70 Kms. In the southern hill of Block ‘A’, in Geological Plan, Iron Ore formation seems to be much wider than the average width of 6 m. It is due to exposure of Iron Ore formation along the entire slope of the hillock, the direction of slope & dip of the formation are on the same side.

6) Float Deposit of Iron Ore: There is a deposit of Float Iron ore, in abundance, right from the surface along eastern slope of the hillocks in Block ‘A’ as well as Block ‘B’. This formation is available in the form of fragmented

pieces of the ore body in the matrix of soil and fragments of the other country rocks which vary in sizes from 50 mm to 1000mm all along the slope. On the basis of geological survey, the total float ore bearing area is about 27.00 Hect. However the exposed Float ore along slope, in natural depressions and seasonal flows of water indicates that thickness of the float ore bed may be about 2.5m or so. Float ore deposit of Iron ore is found to occur in Block ‘A’ as shown F1, F2, F3 in plates.

7) Banded Hematite Jasper: This formation is found to occur on the foot wall side & is directly in contact with Iron ore formation. This comprises of clear red bands of Jasperite along with ferruginous bands of quartzite & it is very hard & compact formation with clear bedding planes joints etc.

8) Shale (Phyllites): This formation is identified as Shale in prospecting report however it is more akin to Phyllites. Terms is used for shale which is off-white pink in color. All these litho units are shown in Geological Plan, Plate no.5& other related Plates. For further details about structure & quality please refer Annexure 12 ( Geological exploration report page 13 & 14).

Reserves estimation of Float ore deposit of Iron ore has been done on the basis of surface geology and prospecting work carried out. The following parameters were considered, Total area of Float ore deposit in Block ‘A’ + Block ’B’ = 2, 76,300 Sq.m. Average thickness of float ore = 2.5 m Volume of float Ore = 6, 90,750 Cum Estimated recovery of usable Iron ore from float ore has been considered as 40%. Therefore, 6, 90,750 Cum X 0.4=2, 76,300 Cum (Feed to crusher) Specific gravity = 3.8 T/ Cum Tonnage = 2, 76,300 X 3.8 =10, 49,940T Thus total Reserves of 151, 99,780 tonnes i.e. 15.20 Million Tonnes have been estimated in the block { In-situ ROM + (0.4*float ore ROM)} Further resource and reserve estimation was done on UNFC parameters, accordingly the reserve /resources codification was done. Proposed exploration will be taken up during first three years of the Mining Plan period. The exploration work will be done under supervision of technical staff of the applicant.

7.0 MINING

7.1 Open Cast Mining

a) Briefly describe the existing as well as proposed method for excavation with all design parameters indicating on plans /sections: Iron ore deposits are distributed in two blocks i.e. Block ‘A’ & Block ‘B’. In Block A’ there are two hills i.e. Northern hill and Southern hill with peak level of 595 & 610m respectively. Reserves in these hills are based on 8 numbers of boreholes and surface samples collected during prospecting. In northern hill, borehole1, 2,3 & 7 were drilled on section line A-A’ (BH1 & BH2, both are inclined holes at 620 to confirm the depth of the ore body) BH3 is on C-C’ & BH7 is on B-B’. In southern hill bore hole no 8,5 & 6 were drilled on D-D’,E-E’ & F-F’ respectively, BH4 was drilled near F- F’. To prepare working sections at regular interval, apart from geological & prospecting report two more cross sections have been created i.e. C1-C1’ and F1-F1’ near C-C’ and F-F’ respectively in plate 6A to 6F. Block ‘B’ is located in south east side of ML boundary. It is a smaller hill which has not been explored yet, only out crop with strike length of 150 m and width of 50 m has been shown in the plans. Development of roads to have access to hills top & all other workings during 1st & 2ndyear: Since, the deposits are located on the slope of the hills with hilltop levels as 595 m (Northern hill)& 610 m (Southern hill), an approach road of proper width and gradient is required to be made. Road has started from outside of the lease boundary at about 445 m. RL taking connecting village road. Taking an average gradient of about 1:18, the total length of the haulage road to reach top of the hills & all functional areas is coming about 6900 m. Roads are connected to offices, canteen, chemical lab, diesel bunk, lubricant shed, facilities, stores, magazine, mobile crusher & screening unit, stockpiles, waste & rejects dumps and other points of operations. The width of the roads will be maintained about 15 m with gradient of 1:20 from the lease boundary to the bifurcation point of approach to North hill & South hill. There after one way transport having road width of about 10 m for dispatch and smooth movement of other light vehicles & persons with gradient of about 1:16 has been proposed to approach working & other areas as shown in plan. Excavated shale (soil) will be dumped in a soil dump in the footwall side of south hill by making suitable approach roads of proper gradient &width, this work shall be competed at the earliest during initial 4 to 6 months of 1st year. A girdle wall shall be made as shown in 1st year development and production plan (plate no. 6A) to arrest material flow down below. Roads for stockpiles, crushing and screening etc. shall be made about 10 m width & suitable gradient not less than1:16 as dumpers & other HEMM will also move on these roads, except for offices, magazine & other areas where only small vans & light vehicles needs to ply a suitable gradient & road width of 5 m will be made & maintained to ensure smooth & safe operations of men & machineries. Suitable safety bunds shall be made in all the roads using shale in non-mineralized areas and with

mineral or low grade ore in mineralized zones. Drains shall be made and maintained towards hill side in mining areas and both sides of road from lease boundary to the junction point and all service roads to ensure proper drainage system. Time to time cleaning of all the drains and maintenance of safety bunds shall be ensured. In first year itself all the infrastructures, magazine, mobile crushing & screening unit etc. shall be commissioned because ROM production will start from float ore areas during 1st year & from 2nd year ROM production of In-situ ore (Steel grade hematite - high grade iron ore) & float ore (lateritic hematite iron ore) will be available for feeding to the crushing & screening unit as well as for stacking if so required. Float ore ROM will be subject to removal of boulders by drilling & blasting as well as removal of soil layers mechanically as much as possible at site before shifting to the stockpile area for further removal of reject material pieces and screening (mechanically or manually). After initial trials, further planning shall be done to maintain production process & utilization of stockpiles in optimum manner. During road preparation up-to the hills top, substantial quantity of BHJ & In-situ ore will be encountered. BHJ will be dumped in a separate BHJ dump as shown in development & production plans from 2nd year onwards and ore will be available for crusher feeding and stockpiling. All the benches in the in-situ ore and waste will be maintained 5m height and width of 5 m (finished width). Five year’s development & production quantity & location details have been given in the table below and pit positions have been marked in development & production plates for 5 years, bench wise movement of mine haulage roads and mine benches have been shown in 5 year working sections in both north & south hills.

With the progress & mining of top benches, the lead will be reducing on continuous basis which will result in to either reduction of the transport cost or remaining same, even if there is price escalation in fuel, lubricants, tires & spare. Since the transport cost contribute as maximum proportion of total mining cost, it will have a positive impact on economics. At the same time road will be stable and safe in comparison to a road if prepared in shale. Had there been road is proposed in shale (footwall of the deposit) it would have be cutting regularly due to heavy rains & also likely to slide or collapse due to movement of HEMMs.

Considering the ore body characteristics & distribution, the road has been designed from hanging wall side of the deposits, also in both the hills approach will be available for excavating float ore in the foot of the hills. Mining will start in the float ore deposits to clean these hills slopes for further mining as well as exploration and avoid sliding of any loose boulders and soil while it is being used for movements of HEMMs and transport of mine workers. The total requirement of the iron ore will be met from the both the hills and float ore mining. In both the hills 2 to 3 benches shall be available for mining to ensure availability of sufficient number of faces for drilling, blasting and loading. Mining will be done with open cast mechanized method as shown in the five year development & production plan and composite sections for five year. Enclosed Plate no. 6 A to 6 F.

7.3 Salient features of the proposed method of working It is an “A” category mine. Mining will be done by Open Cast Mining Method with mechanization. Each cycle of operation shall consist of removal of overburden followed by extraction of the exposed Iron Ore. Mining operations will be conducted from top to downwards. Adequate steps will be taken to ensure that the benches are kept dressed at all times as per statutory provisions. All the safety measures will be taken during the course of the mining operations. The gradient of haulage roads will be maintained. The garland drains of dimension 1m x 1m will be made beyond pit limit and near lease boundary to collect & drain out water from lease area. Girdle walls will be provided by the side of the dumps to arrest the flow of waste material in the surrounding areas.

Latest model of backhoe excavator of 1.0 Cum Bucket capacity & wheel loader of 2.5 Cum bucket capacity are proposed to be used for loading of ROM (In-situ ore, float ore) in stock pile & ore transported to plant.

7.14 Transportation Transportation of ROM, waste , float ore from mine site to crusher and stockpiles is proposed to be done by 10 T capacity dumpers suitable for hard ore.

7.15 Crushing/Screening Mobile crushing & screening plant to handle 300 TPH of ROM to produce calibrated lump ore /sized end product (5 mm to 18mm) is proposed to be installed.

7.17 Describe briefly the layout of mine workings, pit road layout, the layout of faces and sites for disposal of overburden/waste along with ground preparation prior to disposal of waste, reject etc. A reference to the plans and sections may be given. UPL or ultimate size of the pit is to be shown for identification of the Suitable dumping site.

Exploitation of iron ore of the applied Mining Lease area will be done by the applicant adopting opencast method of mining. Outcrops of Iron ore are observed in the applied lease area. Mining will be done in both North & South hills of Block ‘A’ to ensure adequate number of working benches and face for drilling , blasting & excavation in such a manner that sufficient quantity blasted ore is always available for continuous production & development. Since strike of the ore body in North hill of block ’A’ is NE-SW and dip is SE where as in South hill of Block ‘A’ strike is NE and ore body is dipping in N direction. Float ore is found along the ore body, sections have been drawn considering ore outcrop position, surface profile, varying dips and drilling data as observed and marked on the Surface Geological Plan enclosed as Plate No. 5. X- section method, depth & average thickness of the ore body has been used to determine the volume and thereafter ROM tonnage and final product & mineral rejects etc. This is a virgin forest land full of undulated terrain due to high rising hilly topography. Moreover, the deposit of Iron ore is found to occur in the center of the applied area. Hence construction of haulage roads in the mining area is an important aspect of mining operations. For production of 12 lakh Tonnes/year ROM, the haulage roads need to be adequately wide. The width of haulage roads will be kept as 15 m up to the bifurcation point of North & South hill to allow two way movements of the dispatch trucks & other vehicles simultaneously. Mine haulage roads from both hills up-to crushing plant, stacking & loading points will be of 10 m wide. Total length of the roads inside ML will be about 6900-metres initially. Subsequently part of these roads will become part of mining area due to mining of top benches & float ore. During first year 15 m wide road up-to bifurcation point will be made in shale / soil hence very little blasting may be required. Substantial quantity of soil shall be generated due to level difference from ML boundary to bifurcation point & further up towards North and South hills. A soil dump has been proposed during first year of working; once the road is made this soil dump area shall be covered with plants.

Since, this is a hilly area and Iron ore occurs at top of the hill range, lot of earth/rock cutting is required to be done to maintain a statutory gradient hence substantial quantity of In-situ ore & float ore shall be generated during road preparation. Necessary arrangement for proper stacking of ROM at distance shall be made. Crushing plant trials would be possible at the beginning of 2nd year. Mine workings, pit road layout, the layout of faces and sites for disposal of overburden/waste have been shown in Five Year Development & Production Plans, Plate No. 6A -6E and Sections for Five Year Development and Production Plan, Plate No. 6F.

7.18 Conceptual Mine planning up-to the end of lease period taking into consideration the present available reserves and resources describing the excavation, recovery of ROM, Disposal of waste, backfilling of voids, reclamation and rehabilitation showing on a plan with few relevant sections.

During this five year plan period tentatively a 3.39 Million Tonne of In situ iron ore and 0.95 Million Tonne of Float ore reserves (after screening) will be depleted. Considering reserve available (in 122 category only) remaining reserves will be 6.60 million tonne of In situ ore and 0.04 Million Tonne of Float ore for future mining. Hence total available reserves are about 6.64 Million Tonne for future. However, reserves & mineral resources are likely to increase in proved category or measured (122, 121 or 111) as further exploration will be carried out during this plan period. After this plan period the Scheme of Mining will be envisaged on the basis of available reserves/resources in the mining lease area. The process of exploration activities followed by mining will continue up till the entire iron ore is exhausted of the lease area. In the last phase of mining, applied area will be reclaimed and rehabilitated as per statutory provisions. Plantations in the applied lease area will be carried out simultaneously with mining activities as per norms. Conceptual Plan has been enclosed as Plate No. 9.

7.19 Exploration-

It is proposed to further explore the entire lease hold area in next three year of working of this plan. During first year total 12 boreholes, second year 7 boreholes and during third year 4 boreholes are proposed to be drilled.. In-totality it is proposed to drill 23 bore hole having about 800 m length in next three years. Further 20 exploratory pits are also proposed in next five years to establish reserves of float ore in the lease area.

7.20 Excavation-

Total excavation during initially five year is proposed as 6.26 Million Tonne. Out of this waste is about 0.485 million tonne with the stippling ratio (Tonne/ Cum) is around 47.6:1. It is envisaged

that during remaining life of deposit BHJ removal as over burden will reduce as we go down and over burden in form of shale which is covering the ore body at lower levels will have to be removed to approach and excavate the iron ore. Actual quantities of iron ore and waste will be known after detailed exploration as proposed above

7.21 Rated production capacity of mines

7.23 Ultimate pit limit

It has been marked in conceptual plan and in composite five year development and production working section as Plate no. 9 & 6F respectively.

7.24 Waste Disposal- BHJ will be dump in separate dump as shown in respective year wise Plates and will continue. However dump for shale will be planned separately as and when need arises.

7.25 Reclamation and Rehabilitation - Reclamation and Rehabilitation will be done as per statutory provisions.

7.26 Post mining land use Conceptualized- Out of mining lease area of 274.896 Hect., an area of about 73.31 Hect. is proposed to be used. Area under excavation for mining (42.42 Hect.), waste/soil/mineral rejects (14.86 Hect.), mineral storage (1.03 Hect.), mine roads (7.25 Hect). Further breakup is mentioned in table given below. During balance life of about 5.5 years as per the mineral reserves under 122 categories, further area shall be required mainly for mining activities, waste and reject dumping. It is estimated that about 10.32 Hect of land shall be further utilized for mining up to the UPL and about 4.45 Hect of areas shall be utilized for waste dumping based on the topography and reserves distribution within the area. Based on detailed exploration, as proposed during first 3 years, area requirement detailed will be assessed later. However, no further area is envisaged for infrastructure in future. During the first five year planning, area covered under float ore F3 (about 15,500 Sqm) will be converted to water reservoir. This will collect rain water coming from natural nallahs for use in mining activities. An area of 4.12 Hect. for road side soil dumping shall be covered with the local plants during current mining plan period. Soil dump will be covered with plantation in addition to the plantation all around the boundary of ML & surrounding areas of infrastructure. 8.0 UNDERGROUND MINING

It is proposed to adopt opencast method of mining in the applied area, based on the nature of mineral occurrence. Hence, underground mining is not applicable.

9.0 MINE DRAINAGE

9.1 Minimum and maximum depth of water table based on observations from nearby wells and water bodies The area where Iron ore occurs is near the top of the hillock and the rest of the area is a forest land. There is one open well at village Eklama. Water table is checked there. Water table during wet period comes up to 1.5 m from surface and recedes to a depth of about 7 to 8 m below surface during summer season. Indicate maximum and minimum depth of Workings In North hill of Block ‘A’ maximum RL of bench is 595 MRL whereas lowest working RL is about 565 m. In South hill of Block ‘A’ maximum RL of bench is 610 MRL and lowest working RL is about 575 m during mining plan period. This will not intersect the water table of the area.

9.2 Quantity and quality of water likely to be encountered, the pumping arrangements and places where the mine water is finally proposed to be discharged The area is hilly terrain and the rain water flows out along the natural slopes and seasonal channels. During the first five years, working will be much above the water table. Hence, at this juncture no pumping arrangement is required.

9.3 Describe regional and local drainage pattern. Also indicate annual rain fall, catchments area, and likely quantity of rain water to flow through the lease area, arrangement for arresting solid wash off etc. The drainage of the region is mainly governed by Mahanadi River. However, the drainage of relatively small western part of the region is governed by Narmada River. The region has low average annual and seasonal rainfall. The average rainfall in the region 1275 mm. The drainage pattern of the region is sub-dendritic. The applied area falls under Mahanadi Basin. There is no perennial source of water or any water body in the applied area and nearby. The area is hilly terrain and the rain water flows out through the natural slopes and small channels. Bunds, channels and ring dykes are proposed for making arrangements for arresting solid wash off.

10.1 Indicate briefly the nature and quantity of top soil, overburden / waste and Mineral Reject to be disposed off.

The nature of waste consists of thin capping of soil, excavated country rocks Banded Hematite Jasper (BHJ). There is no topsoil in the area. Year-wise likely generation of soil and waste and mineralized rejects, during the Mining Plan period is stated in Table in below,

10.2 The proposed dumping ground within the lease area be proved for presence or absence

of mineral and be outside the UPL unless simultaneous backfilling is proposed or purely temporary dumping for a short period is proposed in mineralized area with technical constraints & justification

There is no mineral available in the area selected and proposed as dumping site. It is outside UPL.

10.3 Attach a note indicating the manner of disposal of waste, configuration and sequence of

year wise build-up of dumps along with the proposals for protective measures.

1. During first year mostly road preparation work will be carried out to reach float ore near bifurcation point. Waste in form of shale, soil has been proposed to be dumped in a soil dump having bench height of about 5 meters towards footwall side of the southern hill. As shown in development & production plan for 1st year Plate no. 6A.

2. A separate BHJ dump has been proposed towards footwall side of the southern hill for dumping of ‘BHJ only’ later during 4 years. Each bench having height of 5 meters will be maintained.

3. Mineral rejects generated out of the float ore sorting & screening at mining site and stock yard areas shall be dumped in the mineral reject dump as proposed near BHJ dump towards footwall side of the southern hill & shown in yearly development & production plans.

4. Girder wall shall be constructed below all these dumps to arrest movement of any material in downward direction. Same has been marked in the respective Plates.

11.0 USE OF MINERAL AND MINERAL REJECT

11.1 Describe briefly the requirement of end-use industry specifically in terms of physical and chemical composition. The present sources of Iron ore, main raw material for manufacturing of sponge Iron, are being procured from several sources in India. Annual requirement of Iron ore for the present capacity is about 0.886 MT per annum. For production of one tonne sponge Iron, 1.422 T of calibrated lump ore/ sized ore (+5 MM - 18 MM) with Fe contain above 62% is required. The details of sample analysis are enclosed. By developing the deposit of Iron ore in the area, the quantity being purchased from outside will be reduced to the extent of production from the mines. Further the mines will be entirely a captive mine for sponge Iron Plant

11.2 Give brief requirement of intermediate industries involved in up gradation of mineral before its end-use. Only crushing & screening of run of mine ore to make following sizes of product are propose. 1. + 5 mm - 18 mm, 2. +10 mm - 30 mm, 3. +10 mm - 40 mm 4. +10 mm - 50 mm

11.3 Give detail requirements for other industries, captive consumption, export, associated industrial use etc. Total production of Iron ore from the mine will be used for captive purpose and will be in compliance with conditions of grant of lease.

11.4 Indicate precise physical and chemical specification stipulated by buyers M/s Prakash Industries Ltd., has set up an Integrated Steel Plant at Champa, District: Janjgir–Champa in the State of Chhattisgarh to produce 1.0 MT per annum of sponge. The requirement of sized Iron Ore (5mm to 18 mm) to produce 1.0 MT of sponge iron is about 1.422 MT per annum. The final capacity of the plant after expansion will be 2.0 MT per annum which will require about 2.844 MT of iron ore annually. By developing the deposit of Iron ore in the area, the quantity being purchased from outside will be reduced to the extent of production from the mines. Further the mines will be entirely a captive mine for sponge Iron Plant. Physical and Chemical Specifications. 11.5 Give details of processes adopted to upgrade the ROM to suit the user requirements. As mentioned above that plant requires 5mm to 18 mm sized ore which will be produced and sent from mine site to plant. However as far as chemical composition is concern, Float ore after sorting and screening as well as in-situ iron ore both are having +62% Fe, hence no further treatment to upgrade the ore is necessary and same will be directly transported to plant. As per demand and plant requirement, 10 mm to 30 mm, 10 mm to 40 mm ad 10 mm to 50 mm will also be produced. Undersize ore of - 5 mm iron ore as fines generated in the process will also be directly sent to plant for stacking and utilisation there in proposed sinter plant. Stacking of – 5 mm size fine ore shall not be at mine site to avoid mixing & losses.

12.0 PROCESSING OF ROM AND MINERAL REJECT

12.1 If processing / beneficiation of the ROM or Mineral Reject is planned to be conducted, briefly describe nature of processing / beneficiation. This may indicate size and grade of feed material and concentrate (finished marketable product), recovery etc. Only crushing and screening of ROM to make it suitable for use in plant is planned at mine site as described above. No further processing for mineral reject is envisaged.

12.2 Give a material balance chart with a flow sheet or schematic diagram of the processing procedure indicating feed, product, recovery, and its grade at each stage of processing. Flow sheet is enclosed as Annexure.13.

The industrial requirement of about 25 m3/ day will be made from rainwater / recycled water collected in the mine sump and fresh water 50 m3/day for drinking purpose will be made up from tube well located at Eklama village outside the lease area.

• Water Regime Ground water level is not static. It is always under the influence of time dependant recharge and discharge factors. As a result the water level in the aquifer system fluctuates and the range depends on the period of influence. The recharge is due to many factors such as rainfall, seepage from reservoirs, lakes, ponds, rivers and irrigation, etc. The discharge includes ground water withdrawal through manual and pumping systems, natural seepage to rivers and sea, evaporation from shallow water table and transpiration through vegetation. • Quality of Air &Water Drinking water is available in Eklama village situated at a distance of about 2 Kms from the area. It will be transported by water tanker to the working spots. The air is clean and not polluted as there is no industry in surrounding area. Predominant wind direction is North–East & South–West shown in below figure.

• Noise

Deployment of machinery for excavation, transportation and other operations are the sources of noise. To control noise levels the following steps will be taken such as practicing DGMS recommendations for blasting, greenbelt developments in and around mine lease area, a long haul roads, proper maintenance & provision of silencers for machinery. By adopting these measures, noise pollution will be largely controlled.

• Noise Monitoring Monitoring of noise levels will be done on regular basis in the monitoring station proposed to provide suitably at mine site.

• Flora and Fauna Flora: There are number & types of trees in the area such as Neem, Palash, Pipal, Babul, Khair, Bel and thorny bushes, shrubs etc. Fauna: There are herbivorous animal frequently seen such rabbits, bear, hogs, Fox, Barrn Owl etc. Snake and Scorpions are very common. Species of Pigeon, Seven sisters and Maina, Bulbul, Common Pariah Kite, and Koyal are commonly seen. The types of trees in the area, as per check list prepared by Forest department, Kawardha (C.G.). A copy of check list is enclosed as Annexure 7.

• Climatic Condition Due to mining operations there will not be any adverse impact.

ii) Air quality There will not be any significant adverse impact due to mining operations.

iii) Water quality

a. Surface Water

Surface Water is in the form of seasonal rain fall. It takes normal course and flows out of the area along natural slopes.

b. Ground Water The area where Iron ore occurs is near the top of the hillock and the rest of the area is a Forest land. There is one village Eklama, where in open well, the water table is checked. Water table during wet period comes up to 1.5 m from surface and recedes to a depth of about 7 to 8 m below surface during summer season.

c. Water Quality

Water analysis is yet to be done.

iv) Noise levels Deployment of machinery for excavation, transportation and other operations are sources of noise levels. To control noise levels the following steps will be taken, Regular & proper maintenance of equipment, Provision of silencers on equipment, greenbelt developments in and around mine lease area, a long & proper gradient of haul roads will be maintained. By adopting above measures, noise pollution will be controlled.

a. Noise Monitoring

Monitoring of noise levels will be done on regular basis in the monitoring station. Same will be located suitably at mine site/ in & around lease area.

b. Measures for reducing noise pollution

Muffled blasting method will be used for reducing noise pollution. Monitoring stations provided by the Lessee in the area for Air, Noise & Vibrations which are shown in the concerned Plates.

v) Vibration levels (due to blasting) Ground vibrations caused by blasting in the opencast section will be monitored in order to know its magnitude to build safe guards. The ground vibrations will be more mainly near the area of blasting and gradually diminish in areas further away. The vibrations will decrease and becomes imperceptible near offices and other structures. The quantum of blasting will not create any adverse impact on the surround habitation. However scientific study will be conducted to measures and minimize impact of ground vibrations due to blasting. Further fixed equipment like Diesel Generate set will be installed on firm ground will proper foundation. Padding will be provided with base plate to minimize transfer of vibrations to ground. Similarly the noise generated by blasting will be momentary. Blasting will be performed during day time.

vi) Water regime In Eklama village there is open well where water table is checked. Water table during wet period comes up to 1.5 m from surface and recedes to a depth of about 7 to 8 m below surface during summer season. During last 5 years the average rain fall in the area is about 1275 mm. There is no regular drainage pattern in the area. The water flows out naturally along slope, towards South.

vii) Acid mine drainage

No acid mine drainage envisaged.

viii) Surface subsidence No surface subsidence envisaged.

ix) Socio-Economics

The Proposed mining activity will have positive impact on the socio- demographic profile of the area. The local people will be getting employment in the unskilled, semi-skilled category initially. Later they can develop skills and can gainfully work as operators and supervisors. This will help them to improve the economic conditions of the villagers. Further some of them could also be involved in the business of transport of sized ore from mine site to plant.

a. Socio –Economic Environment

i) Social and Demographic profile

Local population surrounding the area mainly dependent on agriculture. Mining activity in the area will provide a good opportunity for employment to the people. This in turn will improve the economic conditions. The demographic profile of the area will remain same and have no adverse impact due to mining activity.

Demography of the Study Area:

Total 529 households are present around the 5 Kms radius of the project. The composition of the population was in favour of female at 51.30% as compared to 48.7% males. The average family size per households works out to be around 5. The details are given in below table.

14.3 Progressive reclamation Plan

14.3.1 Mined-Out Land: Describe the proposals to be implemented for reclamation and rehabilitation of mined-out land including the manner in which the actual site of the pit will be restored for future use. The proposals may be supported with yearly plans and sections depicting yearly progress in the activities for land restoration/ reclamation/rehabilitation, afforestation etc., called “Reclamation Plan”.

This is first mining plan of the allocated lease. Dump made of shale and soil in an area of about 4.12 Hect. made out of preparation of road will be stabilized during this five years and will be suitably planted with native species. Further reclamation of F3 area of about 2 Hect. after excavation as proposed during 3rd year will be done by conversion into water reservoir & settling pond, as natural nallah are coming ,rain water shall be collected for use in mines.

14.3.2 Topsoil Management: The topsoil available at the site and its utilization may be described. There is no Topsoil. 14.3.3

Tailings Dam Management: The steps to be taken for protection and stability of tailing dam, stabilization of tailing material and its utilization, periodic desilting measures to prevent water pollution from tailings etc., arrangement for surplus water overflow along with detail design, structural stability studies, the embankment seepage loss into the receiving environment and ground water contaminant if any may be described.

There will not be any tailings dam at the mine.

14.3.4 Acid mine drainage, if any and its mitigative measures. Not applicable 14.3.5 Surface subsidence mitigation measures through backfilling of mine voids or by any other

means and its monitoring mechanism. Not envisaged at present. 14.3.6 The information on protective measures for reclamation and rehabilitation works year wise

14.3.7 Disaster Management and Risk Assessment: In-spite of following all the precautionary measures and following all safety rules, regulations

and procedures, in mining possibility of accidents cannot be ruled out completely. Lessee will

formulated a Disaster Management Plan and obtain approval of DGMS. Following are the

accidents which can take place in semi mechanised opencast mining and measures proposed

to avert them must be taken.

Fall of human beings or fall of machines from benches/ dumps/haul roads.

Due to drilling / blasting and handling of explosives.

Fire & Explosion in machinery.

Emergency situation due to social reason such as public unrest, terrorism etc.

Natural calamities/disasters such as cyclones, cloud burst and consequent flooding,

earthquake, land slide etc.

Preventive Measures:

All provisions of MMR 1961, conditions imposed in permission for deep hole drilling

and blasting and use of HEMM, and conditions of explosive license will be strictly

followed.

Firefighting equipment in the machinery/ workshop/ office will be maintained.

Persons will be trained in the use of firefighting equipment and mock rehearsal will

be conducted time to time.

Training of security personnel and public relation department to act promptly in such

situations.

Procedures as laid down in Disaster Management Plan should be followed.

Training

Knowledge of explosives, its handling, use and use of protective equipment.

Procedures for reporting emergencies.

First Aid station will be provided& maintained as per the provisions of Mines Rules 1955.

14.3.8 Care and maintenance during temporary discontinuance: An emergency plan for the

situation of temporary discontinuance due to court order or due to statutory requirements or any other unforeseen circumstances may indicate measures of care, maintenance and monitoring of status of discontinued mining operations expected to re-open in near future.

In case of any temporary discontinuance due to court order or due to statutory

requirement or any other unforeseen circumstance following measures will be

observed,

Notice of temporary discontinuance of work in mine shall be given to

the Controller General, Controller of Mines and the Regional Controller of Mines,

IBM, DGMS & DMG, State Govt. officials under Rule 29 of MCDR 2017 and Reg. 6

of MMR 1961 respectively.

All the mining machinery shall be shifted to a safe place.

Entrance to the mines or part of the mines to be discontinued shall be fenced off

as per DGMS Circular and security Guards will be posted for the safety and, to

restrict any unauthorized entry to the area.

Competent persons shall inspect the area regularly.

Air, water and other environmental monitoring shall be carried out.

Care and upkeep of plantation shall be carried out on regular basis.

Measures of care, maintenance and monitoring of status of unplanned,

discontinued mining operations expected to be re-open in future.

All rules and regulations shall be followed in case of any

temporary discontinuance of mine.

However no temporary discontinuance is anticipated during this Progressive Mine

Closure Plan period.

14.3.9 Financial Assurance - Table indicating the break-up of areas in the Mining Lease

For Calculation of Financial assurance

The Financial assurance of Rs. 1, 56, 81,000.00 in the form of Bank guarantee as stated in Rule 27 (1) of MCDR 2017 is being submitted to regional controllers of Mines along with final copy of Mining Plan with Progressive Mine Closure Plan.

Total area use under mining = 52.27 Hect. of total lease area of 274.896 Hect.(As per Rule 27 (1) of MMDR 2017 A Financial assurance of Rs. 3,00,000 per Hect. area put to use for mining and allied activities will be charged for A category Mine). Financial Assurance = 52.27 × 3,00,000= Rs. 1,56,81,000.00

Therefore, Financial Assurance amount is Rs. 1,56,81,000.00 ( One Crore fifty-six lakhs eighty-one thousand) only.

CONSENT LETTER/ UNDERTAKING/ CERTIFICATE FROM THE APPLICANT

01 The Mining Plan in respect of Eklama (Kawardha) Iron Ore Mine over an area of 274.896 Ha, in Eklama village, Tehsil -Bodla, P.O. Sahaspur-Lohara, District Kabirdham of Chhattisgarh State , under Rule 13 of MCR, 2016 /23 of MCDR 2017 has been prepared by QP Sh. Laxmi Narain Mathur. This is to request the Regional Controller of Mines, Indian Bureau of Mines, Raipur, to make any further correspondence regarding any correction of the Mining Plan with the said recognized person at his address below :- Sh. Laxmi Narain Mathur C/o, Yestu Mining & Infra Solutions (India) Pvt. Ltd 424 & 425, Okay Plus Spaces, F-45, Malviya Industrial Area, Jaipur, Rajasthan- 302017. We hereby undertake that all modifications / updating as made in the said Mining Plan by the said recognized person be deemed to have been made with our knowledge and consent and shall be acceptable on us and binding in all respects. 02 It is certified that the CCOM Circular No-2/2010 will be implemented and complied with when an authorized agency is approved by the State Government.

03 It is certified that the Progressive Mine Closure plan of Eklama (Kawardha) Iron Ore Mine of M/s. Prakash industries Limited over an area of 274.896 Ha. complies with all statutory rules, Regulations, Orders Made by the Central or State Government, Statutory organization, Court etc. which have been taken into consideration and wherever any specific permission is required the lessee will approach the concerned authorities. The information furnished in the Progressive Mine Closure plan is true and correct to the best of our knowledge and records. 04 “The provisions of Mines Act, Rules and Regulations made there under have been observed in the Mining Plan of Mining over an area of 274.896 Ha. in Kabirdham district in Chhattisgarh state belonging to Eklama (Kawardha) Iron Ore Mine of M/s. Prakash industries Limited and where specific permissions are required, the applicant will approach the D.G.M.S. preparation of the Mining Plan of Mining for Eklama (Kawardha) Iron Ore Mine over an area of

274.896 Hect., of M/s. Prakash industries Limited, in Eklama village, Tehsil -Bodla, P.O. Sahaspur-

Lohara, District Kabirdham of Chhattisgarh State and whenever specific permissions are required, the

applicant will approach the concerned authorities of Indian Bureau of Mines.
