1 INSTRUCTION 1.1 PROJECT INFORMATIONHanoi Metropolitan Railway Project, Nhon - Hanoi Railway Stationsection is one of the key projects of Hanoi city. According toGeneral plan for transportation until 2020, the total length ofHanoi metropolitan railway line (line no 3) is 21.5km from Nhon toHoang Mai. The first phase of the line is run from Nhon to HanoiRailway Station for 8.5 km on high and 4.0 km undergroundDerived from Nhon, Metro line runs east along Highway no32, passingthrough Dien bridge area, Ho Tung Mau street and cross Belt Roadno3. Then metro line runs next to Xuan Thuy Street, Cau Giay andarrive at bus tranship station in front of Thu Le park. At thislocation, the line start to down the tunnel, running along Kim Mastreet nearly Horison hotel and kept running straight through CatLinh, Quoc Tu Giam and ends at Hanoi railway station.

1.2 SCOPE OF WORKThis Plan only for Traffic Management for section P256-P301 stage asbelows:Stage 01: Construction of Cast in place Bored pile and pile capStage 02: Costruction of PierStage 03: Construction of Pier cap

The Contractor construction typical bridge shall prepare and submita traffic management plan to apply for approval of local authority.The Contractor will coordinate with local authorities includes thetraffic police agency in the organization of traffic safety. TheContractor may adjust traffic management plan in accordance with theactual conditions on the site or as directed by the ConsultingEngineer. All adjustments will be considered and approved by theConsulting Engineer, the Employer and involved competentauthorities.After getting approval from the Consulting Engineer, Employer andinvolved competent authorities, the Contractor will manage trafficto ensure the best safety for all works of the Project as well astraffic participations during the project implementation process.

Managing traffic in and out range of the Site includes:a) Survey operating time of equipment, vehicles in traffic.b) Make well traffic assurance plan basing on the results of traffic

flow survey.

c) Installation of temporary fence systems, entrances, projectinformation signs, warning signs and lights and drainage system inaccordance with approved traffic management measures.

d) Traffic distribution ensure all participants in traffic in thearea where around the site of the project.

1.4.3 Management of people and vehicle access and exit the construction site.

1.4.3.1 Management of people access and exit the construction site:

Any person employed at the Project must possess a Site Access Pass(Identification number Cards). Any attempt to mislead or supplyillegal labour is strictly forbidden and each Subcontractor on siteis responsible for ensuring legal labour obligations within Vietnamare complied with. All parties at the site must possess up to datecopies of all necessary documentation for every person under theircontrol.

Identification number Cards are only issued by Security Supervisor. Areplacement pass will also be chargeable to the contractor.

Visitors or guests must show applicable introduction letter or be guarantee by authoirized bodies to be access to the sites. They will be provided Identification number cards mentioning all required obligations during site visit to wear.

An Identification number Cards must be completed and forwarded to Security Supervisor by the main subcontractor wishing to apply. Information required verifying the identity of the employee(s) shall be provided by the employer according to Security plan.

Subcontractors must inform the Security to use furthersubcontractors. A formal notification letter shall be written by theSecurity Supervisor contractor notifying the following details:Requester Information:

Applicants Information.Once applications are submitted, the applicant will be required toattend the main gate to get a photograph taken by the Securityoperator.

Persons entering the site shall visibly display their pass withoutbeing requested to do so by the gate-based security officer.Identification number Cards are non-transferable and access will notbe permitted without a valid access pass.

Persons leaving the site (on completion of their work assignment)shall surrender their pass to their Supervisor. The SecuritySupervisor is responsible for taking immediate action to inform Sitesucurity manager and return the pass accordingly. A penalty should bechargeable for failure to return cards within 1 week of employmenttermination from site.

The site security contractor shall be responsible for producing theIdentification number (ID) Cards which may then be authorized byDAELIM Industrial Security Supervisor only. Once employees receivetheir Identification number Cards then a site induction will benecessary which each contractor shall undertake and record.Alternatively this may be carried out off site by the contractorduring the period of time it will take to produce the Identificationnumber Cards.

1.4.3.2 Vehicle access and exit the construction site:All vehicles required long term access to site must display a vehiclepass of which all Contractors shall apply to DAELIM IndustrialSecurity Supervisor with the correct form, ‘Form’. All vehicles mustbe registered with local authorities and shall be in safe workingorder.

All offices should have a means of raising alarm.

All owners of vehicles including mobile cranes, excavators, and otherconstruction machinery will require an inspection by the companysupplying it for use on site. Any vehicle that does not comply withthe required standards shall not be granted entry. All vehicles shallbe driven / operated by suitably licensed persons only. Vehicles andplant operators must submit their relevant licenses upon applicationfor a long term vehicle pass to Daelim Industrial SecuritySupervisor. Records of these actions must be kept on site forreference purposes.

Vehicles must have a contact telephone number displayed in thewindscreen of the driver to be contactable during situations wherethe vehicle may be blocking access.No passengers are allowed to be inside a work vehicle upon entry andexit of site, persons must get out and walk through the securitypoint, only the driver may remain inside the vehicle.During hours of darkness vehicle drivers will turn on cabin light atsecurity. Short term Visitors vehicles will also require Visitor vehiclesticker issued by security which must be returned when the vehicleleaves each working day. If a Subcontractor cannot provide approvedvisitor parking the visitor’s vehicle must be parked off site and thepersons transported in via that contractors arrangements. Vehicles without entry approval shall be denied access within thesite boundary and must park outside in a convenient location.Security shall control the movement of traffic at the site entranceand on site roads to prevent congestion and to prevent parkedvehicles blocking access. Security Supervisor reserves the right torefuse entry at any time. Incoming Delivery vehicles will be politely requested to wait at themain gate. Security shall contact the relevant party expected toreceive the delivery and a representative will be required toaccompany the delivery driver on site with the load. A temporaryvehicle pass shall be issued after the driver has received a briefinduction and signed for a safety leaflet.Vehicles are to enter and leave to site in an orderly manner. Driversshould not adhere to 10 KM/H speed limit on site travel directly tothe designated area of delivery/lay down area only.

1.4.4 Traffic management when disposal of construction waste material.Waste material and rubbish shall be removed from the job site areas,on continuous basis, as the job or the task proceeds.

Rubbish bins shall not be overfilled above the top lip, nor shallany material protrude from the bin.

Hazardous materials of any type shall not be disposed of in rubbishbins but shall be handled in dedicated close steel containerssuitable for the purpose.

Earth materials from excavation shall be placed in a sack andproperly piled. After that, they shall be removed to disposal place,accepted by local authorities.

When the disposal of waste material DLM will arrange the trafficcontrol people guiding when going out and in construction site

Traffic limitation for transporting means: Truck can carry the goodin the city but to avoid the restricted hours. The allowable time isabout and as follows:

o 8h – 11h AM

o 2h – 5h PM

o 8h PM to 5AM next day

1.4.5 Traffic management when transportation and erection of “very large and very heavy structures”

For the Large and heavy structures in this project, DLM alreadycaareful study only U-Girder: As U-girder is an extremely item, DLM shall study and make methodstatement (MS) for detail transportation, separate calculation &design

Flat bed truck can carry the U-girder in the city but to avoid therestricted hours. The allowable time is about: from 9PM to 5AM nextday.

2 CURRENT SITUATION OF TRAFFICThe elevated line passing road lines highway 32, Ho Tung Mau str,Xuan Thuy str, Cau Giay str. The current traffic situation of theroad line as follows:

2.1 HO TUNG MAU STR:Length is 2.5 km, is header of highway 32, northwest abut on CauDien, southeast abut on Xuan Thuy. The cross roads: Tran Binh, LeDuc Tho, Vo Quy Huan, Nguyen Co Thach, Mai Dich. The breath of roadis 35m with median separator, 4 traffic lanes on each side. Trafficoperation capacity is good, however happen traffic jam for two waysat peak hours due to big traffic flow. Traffic situation at night isalways smooth.

3.2 RESPONSIBILITY3.2.1 Project Manager

The Project Manager will have in-depth experience and knowledge inthe day-to-day management, operations and motivation of the DaelimProject Department and in large-scale, multi-disciplinary site workprojects. He must also have skills in handling complex coordinationissues between multiple parties. He is responsible for traffic management along the construction siteby leading Traffic Control Manager to study, develop the TrafficManagement Plan and regularly provide counteractions to ensuretraffic safety for the project. He is also guide the interfacecoordinator and traffic control manager for any interface issueswith stakeholders, especially with the contractor of package CP02.

3.2.2 Health, Safety and Environment Manager

The Health, Safety and Environment Manager will head the safety teamand cooperate with the Traffic Management Group to ensure trafficsafety on the construction site as well as the adjacent roads.

3.2.3 Traffic control manager:

• Manage and Control Traffic Control Team• Support demand of Engineer and MRB, advices and solve someproblems in traffic control issues.• Cooperate with Police Office, Traffic Control Department of Hanoiand other relevant authorities when traffic control needed byconstruction schedule.• Cooperate with the pertinent agencies regarding traffic controland all details will be subjected to the Engineer’s approval.• Planning the traffic control during U girder transportation anderection at night time.• He will oversee flagmen deployed on the project• Traffic Control Manager will cooperate with Health, Safety andEnvironment Manager for carrying out the traffic safety work,investigating to develop traffic management plan, deviation methodfor each transport zone. He will contact directly with counterpartof other packages for solving the flow deviation traffic, especiallythe package CP02.

• Traffic Management Group (included manager, engineers, workers)is directly responsible for perform traffic deviation, andensuring traffic flow on the roads near the project,coordinating with traffic police to guide travellers in case oftraffic jam. • There will be a team of workers in charge of the control andmaintenance of the traffic management, especially for the arrivalsof the heavy loading trucks or for the entrance and the exit ofdifferent types of vehicle. This team will also in charge for itsmaintenance of the existing installation used on site 24 hours a dayin case of traffic diversion using alternative routes. Onlyqualified personnel will be employed by the contractor to handlethis type of work.• Traffic Management Group will coordinate with construction teamsto control traffic when executing the construction works.

4 TRAFFIC MANAGEMENT PLAN4.1 GENERAL REQUIREMENTSIn process of construction, the Contractor will arrange sufficientlytraffic safety assurance system such as equipment, signs, trafficcontrol person for people and vehicles in traffic. When working atnight, the Contractor will arrange signal light system at the headof the fence and additional lights around temporary fence duringconstruction process.Make sure to save working site-plan best to serve for traffic area.During construction, materials and equipment are gathered in a safelocation within the fence of the Project. Excavated materials,wastes will be transported immediately to the specified location toensure environmental sanitation and by an appropriate method toavoid materials from spillage or falling on the road.Must arrange appropriately and scientifically the site-plan. Need tohave measures to treat dust, noise, environmental pollution. Theequipment must be sprayed and washed cleanly when taking out of theconstruction site.All construction vehicles will only be allowed to enter constructionarea when getting registration license which issued by the competentauthorities and comply with Highway Code and follow the guidance ofthe competent agencies.

4.2 TRAFFIC CONTROL PROCESS

4.2.1 Outside of projectSequence of control outside the Project area follows these steps:Plan of mobilization for materials and equipment => Accept trafficplan => Plan of receiving site plan => Arrange staff ofinstructing traffic, staff of receving materials => Receivingmaterials and equipment into the site.Attention: After receiving the site plan, may implement fence fortrial, fence for trial will be performed when realizing that roadmay happen high jam and need to check actually. Road section fortrial may be from 50-100m and duration 5-7 days. Purpose of trial fence is:- Check circulation of vehicle at construction fence section- Check system of distribution and signsIf trial fence cannot get desired goal, must offer Other trafficassurance measures. Equipment and vehicles for controlling traffic:Materials used for traffic assurance equipment must comply with theprovisions of the Contract and following requirements”- Reflective Materials: if not otherwise stipulated in the Contract,sign boards, fences, separated cones, vertical panels and trafficjoysticks with reflective diaphragm meets the minimum requirementsfor reflective materials specified in Technical Standard.

- Traffic signs: Warning signs must follow the prescribed materialswhich is approved by the Hanoi authorities and comply withinternational technical standards for highway sign.

- The post of sign board: These posts of sign board must be made ofsoft and untreated wood, metal or other materials approved by theEngineer. The sign board must be able to survive in normal trafficflow condition and in windy condition.

The tipsmust be able to keep bright color and maintain position duringnormal traffic circulation and in windy condition in the used area.Lamps for the cones have to fit the purpose of use.

- Temporary fence: Plate surface toward the traffic circulation mustbe painted.

- Fence along construction areas will be built by metal platestructure with 2m height, privately at entrance position, the fenceis built by metal plate with 1m height and above1m with galvanizedmesh B40 for the purpose of ensuring visibility for vehicles andtraffic participants when entering narrow road sector.

- Warning lights (flashing or regular bright): are installed alongthe temporary construction fence to warn participants in trafficabout construction areas at night.

- Lighting system is installed on top of fence post along the fencearround construction area in order to support construction workinside fencing scope as well as traffic during construction atnight.

- Information sign of the project.

4.2.2 The area in the projectSequence of traffic control in the project area according tofollowing steps:The arrangement of warehouse, construction yard, site fenceaccording to the overall schedule = > Make plan to receive materialsand equipment into the site = > Combined with the management group => Mobilizing human to make traffic control = > Gathering materialsand equipment into the site.Traffic control in construction site:Construction of pier footing, pier, pier cap, electrical system,drainage system …Before beginning construction: Install fence and trafficdistribution. Height of the fence is 2.0m, breadth of gate 6m.During construction of the Project, the fence will be maintaineduntil the completion of the Project.If need to fence for trial, this work will be performed same assequence of traffic assurance outside the Project.Plan for traffic inspection after construction:After construction, all of entire temporary fence will be dismantledand carried out recovery of road in accordance with originalstructure of road before.Equipment of cones, mobile soft fence, signal light system are usedunder the control of the supervisor to ensure traffic in the processof dismantling temporary fence and fence post buried before.

Height of fence must be 2m and thecirculation of people, materials and machine getting in or out ofshieded area must be controlled by flagman.The Contractor shall maintain the length of construction area toensure safe condition of transport. The equipment for trafficcontrol will be provided and maintained both inside and outside theframework of the Project if necessary in order to create favorableconditions for the traffic guidance work. The provision offacilities for traffic control will comply with the technicalspecifications and Vietnam standard 22 TCN 237-02 (Charter of roadmaintenance)After having distribution decision, announcing on mass media 5 daysprior to deployment of construction for the work. Afterinstallation, sufficient arrangement of traffic safety system,invite relevant agencies to check the site before distribution.Before commencing construction activities, the Contractor shallinstall signs, fence and other traffic control devices as requiredof Department of Transport, technical specifications or direction bythe Engineer. The traffic control devices are controlled only whennecessary and only use the device which used in actual situation.Temporary fences will be installed to prevent the view between theconstruction area and nearby traffic or buildings at locations asdirected by the Engineer.Any equipment which is provided under the above provision but isdamaged, lost, destroyed or not approved for use as needed for theProject, will be replaced by the Contractor without arisingcompensation value..During the construction process, optimal construction plan will beused to accelerate schedule and reduce the impact on traffic and theresident living around.Traffic control method in accordance with follow descriptions:

a)Arrange reasonably entrance gate position regard to existingtraffic density in the construction area.

b)Time for transporting equipment, devices to come into or out ofthe site mainly after peak time, except pouring concrete becauseof the concrete must be provided continuously. In this case theContractor must coordinate closely with traffic inspector andpolice to ensure traffic safety.

c)All of truck, equipment must be cleaned with their tires beforeleaving the site.

d)Arrange waste area and direction management for soil transportwork.

e)Arrange worker to clean up spillage soil on road in thetransportation process.

f)Traffic sign, warning light, temporary fence and traffic guidanceperson must be arranged in accordance to the plan to ensure forpeople and vehicles in traffic.

g)Along the length of high line, should arrange the entrance gate,guard and traffic guidance person at each gate to control devicesand vehicles come out or into the site with purpose to ensureabsolutely safety for vehicles on public road. Wheel of equipmentwill be cleaned before leaving the site.

10 EVALUATION AND IMPROVEMENT OF TRAFFIC MANAGEMENT PLAN

10.1 EVALUATION OF TRAFFIC MANAGEMENT PLANWith long – term projects which are over 6 months need to have aplan and assessment to ensure traffic management plan alwaysappropriate and effective.The traffic plan is designed to minimize negative impact to trafficduring the project implementation. The traffic plan depends on thescope and nature of the project, however when deploying the trafficplan, may occur the following problems:- - The traffic plan is set up based to the organoleptic reality,there is no specific data about traffic at the project area.

- The unexpected risks may incur when performing traffic managementplan

- There is a change in standard and plan. Management agency may guidethe project management causing to job sequence change, limiting thelevel and location of works, working hours or requiring terminationof works if traffic congestion excess specified level. At thismoment, traffic management plan has to be stopped and carry outadditional measures to suit the new situation before continuing theproject.

10.2 IMPROVEMENT OF TRAFFIC MANAGEMENT PLANExcept the factors mentioned in the plan, may apply and implementappropriate additional measures for proper and full operation of thetraffic management plan as follows:- There are specific rules on the change of traffic management planto be approved during process of the plan implementation.
