Developing a civic highway: celebrating civitas, community and public value in mobility.

Arterial commercial strips like Highway NM516 are difficult environments in which to introduce a civic design order. No precedents or models yet exist to show how such a renovation might be undertaken. Developing a Civic Highway explores a range of solutions, from the easy to the difficult, allowing The City of Aztec to incrementally address and redesign the Highway environment. The study is presented first, as a logic decision-making framework for incorporating social, economic, cultural, environmental, and quality of life factors and impacts into transportation investment decision making, planning and design. These impacts are then taken as meaningful part of the solution-generating process not as an addition or after the fact steps. Second, the study is also presented as a self-directed civic design manual to facilitate community participation. One very promising potential lies in how Aztec might shape the proposed State Highway to be a “great street” servicing the community. Most of all, this study gives Aztec the organizational tools to take charge of the design of its streets; its largest community land holdings. My responsibilities included: design and management of the decision making framework (that includes: evaluation of previous alternatives, definition of city qualities and community values, envisioning process, design of alternatives) through a participatory process. I am also in charge of research, analysis and elaboration of the concept-design for the entire highway and its surrounding environments. This concept combines, transport and land use through urban design. I have elaborated this concept through visual and textual documents. I have presented these materials in public meetings to city and state officials, the community and a variety of stakeholders. Produced the the Synthesis Report for this Project

Demostration projects-Development Frameworks and master plans. Worked on the design of tools for the implementation of the vision for a multimodal corridor (a transportation market characterized by diversity and choice) for a multimodal urbanity. These tools include: Development of the concept and proposal for a new circulation pattern and transportation network for the city and its sub-region Development of the concept of non-conventional intersections as a way to add capacity to the NM516 corridor without widening the highway and thus as a way to generate quality in the corridor and the city. Adding civil quality to mass transport infrastructure projects and their transit streets.

This proposal deals with infrastructure as an inhabited space (a habitat) that addresses simultaneously problems of: mobility and accessibility; competitiveness and economic development; tourism development and environmental preservation; and social cohesion. I worked on the design proposal for the public and open spaces and for the bus stations of the mass-transit system for the city of Cartagena. These stations are conceptualized as spaces for experimentation with alternative sustainable technologies, as well as spaces for social learning and the production of trust and social capital.

Research on alternative multi-modal transport systems for the médium size cities of the Cauca Valley I envisioned, planned, and designed an alternative inter-modal transport system that integrates the environment and transportation (with an emphasis on modes such as bikes and pedestrians) for the organization of urban networks and of a regional economy based on the development of knowledge and creativity. An important element of this exercise was to integrate the community at the pre-feasibility phase and in the design stages of the project. I elaborated a guide for the design and integration of pedestrian, bicycle and mass transit urban transportation networks. This guide was presented as a web-page and CD format. This was delivered to the relevant social actors of several medium size cities of the region of the Cauca Valley, Colombia Centro de Asistencia Legal Ambiental, CELA and CVC. Cali Valle Colombia.

2002. Policy analyst. Comprehensive urban policy I elaborated a proposal for the recovery of the polycentric urban system of the country on the basis of a comprehensive urban policy for the social, economic and environmental renaissance of the main city-regions capable to integrate the nation into the new globalization processes. The objective of this policy proposal is to turn around cities considered beyond redemption. The emphasis is on the renewal of old neighbourhoods with a distinctive mix of municipal intervention and new-style capitalism. This quest for more "livable cities" and well-designed communities recognizes that old industrial areas, inner cities with derelict buildings, are valuable assets to exploit. I elaborated the general guidelines for a comprehensive national urban policy that integrates social, economic, environmental and physical processes. These guidelines emphasized on the role of urban design in the implementation of the National Urban Policy. I also elaborated a proposal for the implementation of the proposed urban policy in the main cities of Colombia (the proposal for implementation includes strategies, plans, programs and projects). For the elaboration of this comprehensive national urban policy I also elaborated research on: the role of the territory and the region as the new scale of national urban policy; the new urban processes emerging in Colombia; the temporal and spatial scales of urban policy. 2001 Strategic planner and designer. Development of planning and urban design concepts for the implementation of systems of networked cities in The Netherlands I worked on the development of the networked cities planning concept. I did research on the temporal dimension of urban networks. This took the form of the concept of The Fourth Dimensional City as alternative to the notion of The Compact City. I also elaborated urban design concepts for the management of risk. Based on the concept of networked cities and its temporal dimension, I developed design strategies for the multiple and simultaneous use of the regional and urban space as an alternative to the classic dichotomy between city and country and the model of the compact city. A hot issue of public debate in the Netherlands is the idea to offer more opportunities for urban inhabitants to live in the countryside. Market preferences seem to be that a considerable amount of city dwellers would love to do so. A huge difficulty is that farmers don't see their land as a park for leisure of city dwellers, but as a production area, to work and earn income. I elaborated an approach for living in the countryside (new rural estates) surrounding the main cities of the Randstad. In the analysis of the Dutch landscape I distinguished between the natural organic forms of the original landscape and the artificial geometric forms of the manmade polders. By enhancing the differences between these two different forms in the landscape our design-research offers a frame of reference to condition new and old types of land use on a scale of more or less completely natural to completely artificial. I Elaborated research on the Institutional aspects of the transportation market and industry in Russia and Asia Pacific. Planning and Design for Strategic Regional Initiatives. I Conducted research and design on the globalization of regional and urban developments, with particular emphasis on the global infrastructure linking the United States and Europe to the emerging markets of Latin America, Asia Pacific and Eastern Europe. I worked on the development of inter-modal infrastructure concepts as they relate to strategic regions, global cities and the new industrial clusters driving development and economic growth. I participated in the elaboration of a vision for the future expansion of Hanoi and of a master plan (planning and urban design) for the development of a new town in Hanoi. Developed a proposal for an industry cluster to attract investment and technology (Intel) by means of offering technology for technology and not just market access.
