Welcome to the Oklahoma PTA Convention

Welcome to the 92nd Annual Oklahoma PTA Convention in Tulsa, Oklahoma! I look forward to our time together this weekend!During this state convention, you will learn new leadership skills, foster your role as an advocate and build a network of friends with whom to share your PTA journey.Together with your entire state board of directors, I thank you for taking this time to be with us. Oklahoma PTA has tremendous potential to impact our public education system and to be the voice for the education, safety and welfare for our children and youth. YOU are that potential.

I’m excited to be here with you and the to have the opportunity to spend time with you. Together we will learn and experience things that will shape the future for Oklahoma’s children.As you spend time over the next two days learning ways to grow and strengthen your units, remember our association was founded on advocacy. Leaders, always keep your focus on the Mission and Purposes of PTA. Finally, take time this weekend to meet new people and share your successes with each other.

Governor Mary Fallin is the first woman to be elected governor of Oklahoma. She also currently serves as the chair of the National Governors Association, a bipartisan group representing all of the nation’s governors.

Prior to her historic election in 2011, Fallin represented the people of Oklahoma in a number of state and federal positions. She served two terms as a state representative before becoming Oklahoma’s first Republican and first woman lieutenant governor in 1995. From 2006 to 2010, she served as a member of the United States House of Representatives.

As governor, Fallin cites job growth and retention, education reform and workforce development, government modernization and the elimination of government waste as top priorities. During Fallin’s administration, Oklahoma has consistently ranked among the top states for job creation.

During her first year as governor, Fallin balanced the state budget while closing a $500 million deficit and lowering the income tax rate. That year, she also saw many of her legislative priorities signed into law, including lawsuit reform, comprehensive education reform, and government modernizations.

In subsequent legislative sessions, the governor signed into law a historic overhaul of the workers’ compensation system that will lower costs for businesses. She also successfully pursued improvements and funding increases in education, health care and infrastructure.

Additionally, Fallin has launched an initiative to increase the number of college graduates and career certificate holders in Oklahoma to help the state attract and retain jobs. She also has implemented a road and bridge plan that will eliminate all of the deficient bridges on the state’s highway system. Finally, Fallin introduced the state’s first-ever comprehensive energy plan focused on developing and finding new markets for Oklahoma’s plentiful natural resources.

Fallin is a graduate of Oklahoma State University. She is married to Wade Christensen, Oklahoma’s first “First Gentleman.” The couple has six children between them.

Allan Johnson is the Founder & CEO of Johnson Performance Systems. He is an internationally recognized speaker and master teacher who has presented to over 50,000 students and adults spanning six continents. He was a record-setting athlete in the same school district where he was awarded District Teacher of the Year as a Vocal Music Teacher and a coach of various sports. He is known world-wide for his powerful, innovative, and hilarious presentations.

Mr. Johnson has presented as near as Moore, Oklahoma USA and as far as London, England, Ontario, Canada, Dubai, United Arab Emirates, and Cape Town, South Africa. His audiences represent a wide spectrum of professionals from educators, to administrators and superintendents, to small businesses, to large corporations, to church staff, and to civic organizations. Mr. Johnson has been best described as a Dynamic Success Coach, and an “Educational Evangelist”, inspiring thousands upon thousands of teachers and professionals to teach and lead with greater passion, productivity, and purpose. He is currently the game show host of the TV and Internet sensation, “Moore vs. The World!”, an academic student trivia contest where students from Moore, Oklahoma compete with students from around the world via Skype. Allan resides in Oklahoma City with his wife, Jill, and their three children, Lydia, Zoe, and Nathan.

Plenary Session Session 5(All Convention Workshop) WorkshopSaturday, July 19, 2014 Saturday, July 19, 201411:00 a.m. - 12:00 p.m. 3:20 p.m. - 4:30 p.m. Scott Huse is NOT perfect, which means he is full of experience! It was gaining these life lessons that caused the headaches for his parents, teachers and authority figures alike. Though Scott barely made it through high school, he didn’t shy away from hard work , having started his first company in his early teens. Scott made a commitment to athletics and education and went on to graduate from college. He began pursuing his goals in corporate life through sales and marketing as a “legal drug pusher”. Sorry, “pharmaceutical rep”. Then he overlapped that knowledge in to the health insurance industry and became a Regional Sales Manager responsible for millions of dollars in annual revenue.

Scott is a son, husband, father, leader, entrepreneur and dynamic speaker. He has been married for 23 years to his Kansas City high school sweetheart and they are raising their family in Northwest Arkansas. Scott devotes time as a father by leading his son who’s on the Autism spectrum and supporting both of his daughters as they walk through their college years.

Sophia Waugh was elected to the National PTA Board of Directors at the June 2011 National PTA Convention in Orlando, Florida. She previously served a two-year term on the National PTA Field Service Committee. Waugh continues to serve on the California State PTA since becoming a member in 1989 as a District PTA President. She serves on its board of managers as a member of the Education Commission bringing her wealth of knowledge and partnership building.

When her eldest son entered kindergarten in 1974, she joined PTA and held many positions including chartering PTAs in schools her sons attended. She was elected in 1989 to serve a two-year term as the District PTA President; having many years in PTA her passion and conviction in her beliefs of PTA have never wavered.

Waugh brings her knowledge, leadership skills, collaboration, and partnership building from nearly 15 years as a member and president four times of the largest county board of education in the nation. She has also served on the California School Boards Association Board of Directors, California County Boards of Education as its president, and serves currently on non-profit boards.

Waugh is a champion for the disengaged; she understands how important it is to reach out and connect parents and families who have been ignored for too long. She has advocated for ways to involve the most at-risk families, thinking outside the box, and chartering non-traditional PTA units in community schools, incarcerated youth camps, and juvenile hall.

Nore Hare joined National PTA as a National Service Representative with more than 11 years of experience in youth development and community outreach.

Prior to joining National PTA, she was the Director of Urban Options Youth Entrepreneurship Program. She was responsible for program management and implementation. The program provided entrepreneurship instruction and opportunities for youth and young adults to operate a variety of small business ventures. During this time Nore was involved in several community partnerships on the near west-side of Chicago.

Nore is a proud mother of two wonderful children and is a member of numerous PTAs across the country including All Oklahoma PTA. Nore holds a Bachelors Degree in Economics and is an active member of the George W. Collins Alumni and the Institute for Entrepreneurship Education Association.

I first met Sharon Weigh through PTA. In fact, I’m sure she was giving a presentation that I was attending...most likely at a state convention. I remember being impressed by her skills as a leadership development educator. I have seen her give a presentation that was so engaging that ninety-percent of the attendees followed her to an empty room and continued because they weren’t ready for the experience to end.

Over the past 35 years, Sharon has served at various local, state and national positions with PTA. Her expertise and knowledge of best practices for our association are hard to match. She served as chair of the National PTA Leadership Coach Team under President Betsy Landers. She continues to serve as parliamentarian, guest presenter, and consultant to various state PTAs.

In addition to her dedicated volunteer time for PTA, Sharon is an active gardener, creative cook, amazing amateur photographer and, yes, she enjoys fishing. I could go on with more hobbies and qualities, but the best thing I have to say about Sharon Weigh is this: she is my friend. She has never failed to provide an ear to listen or a voice of insight and reason when I asked for it.

There is definitely more to Sharon than I have been able to share here. This weekend, I hope you will take the opportunity to get to know her yourself!

In this very focused boot camp session, we will identify resources available to assist you as a local unit PTA leader; discuss skills and techniques a leader should know to achieve the goals of the unit. Oklahoma PTA Past Presidents

All Oklahoma PTA is a special “state-wide” unit. It was created to provide a way for anyone, especially those not affiliated with a single school or community, a way to join our association. Since it began, the unit has used its income to provide collegiate scholarships. In 2009, Oklahoma PTA entered into an agreement with TTCU [Tulsa Teachers Credit Union]. This affiliation allows any member of Oklahoma PTA to join the credit union.

The support from TTCU has allowed the scholarship program to grow by leaps and bounds over the past several years.

Each year at state convention, the unit holds its annual membership meeting. This year’s meeting will be held immediately following the general session on Friday afternoon.

Everyone is encouraged to attend this meeting and to join in the work of All Oklahoma PTA. Membership dues are $10.

Credentials and Registration• Credential cards are issued to all delegates from units in good standing - units whose bylaws are current and

membership dues have been remitted to the Oklahoma PTA as required by the state bylaws.• A voting delegate must present a credential card and a current membership card when registering. Upon paid

registration the delegate will be issued a name badge, voting card, and convention packet.• A non-voting delegate or non-member of the Oklahoma PTA may attend and observe all sessions of convention

as a non-voting delegate provided s/he is a paid registrant. Each non-voting delegate will receive a name badge and convention packet upon paid registration.

• A program participant or member of the press will be issued a guest badge, which must be worn and shown for admission to all meetings.

Attendance and Courtesy• All meetings shall be limited to those presenting identification.• Delegates are requested to be seated before the opening of each session and to remain at their seats until the

close of the session.• Please turn off all cell phones and pagers or put them on silent mode during all General Sessions, workshops and

meal functions.• Video cameras and recording equipment, other than that approved by the President, shall not be permitted in

meetings or meal functions.

Convention Parliamentary Procedure• Point of Privilege: Pertains to noise, personal comfort, etc. • Parliamentary Inquiry: Inquire as to the correct motion - to accomplish a desired result, or raise a point of

order.• Point of Information: Generally applies to information desired from the speaker: “I should like to ask the

(speaker) a question.”• Point of Order: Infraction of the rules, or improper decorum in speaking. Must be raised immediately after the

error is made.• Main Motion: Brings new business (the next item on the agenda) before the assembly.• Divide the Question: Divides a motion into two or more separate motions (must be able to stand on their own).• Consider by Paragraph: Adoption of paper is held until all paragraphs are debated and amended and entire

paper is satisfactory; after all paragraphs are considered, the entire paper is then open to amendment, and paragraphs may be further amended. Any preamble can not be considered until debate on the body of the paper has ceased.

• Amend: Inserting or striking words or paragraphs, or substituting whole paragraphs or resolutions.• Withdraw/Modify Motion: Applies only after question is stated; mover can accept an amendment without

obtaining the floor.

RULES OF CONVENTION

• Extend Debate: Applies only to the immediately pending question; extends until a certain time or for a certain period of time.

• Limit Debate: Closing debate at a certain time, or limiting to a certain period of time.

Motions, debate, Voting, and Microphone Procedures• During the business meeting, voting members shall show voting cards when debating or voting. No one may

enter the General Session when a motion is on the floor and the voting is in progress. • Debate must be germane (pertinent).• Debate must address the merit of the proposal rather than attack the people of the opposing side.• A voting delegate wishing to speak from the floor shall go the nearest microphone, where the delegate shall

present his/her voting card to the page and await recognition from the chair. The delegate shall give his/her full name and the unit, council, or state board position s/he represents before addressing the issue.

• Only a properly accredited delegate may introduce motions, debate, and vote. Non-voting delegates and guests do not have the privilege of introducing motions, debating or voting.

• The maker of the motion can speak first.• Debate alternates between pros and cons.• First time speakers on the motion get to speak before those seeking to speak a second time.• Each person can give at most 2 speeches per motion per day.• A voting member of the convention shall not speak more than two (2) minutes on any question under discussion

and shall not speak more than twice on the same question.• Recognition preference shall be given to the delegate who has not previously spoken.• All motions from the floor to the convention body shall be in writing on triplicate motion forms and presented to

the microphone page. The form shall be signed with the delegate’s name, address, and unit/council/state board position s/he represents. The form shall also be signed by the delegate seconding the motion.

• No messages may be presented directly to the chair. All messages, announcements and motions must be given to a page or other designated person.

• No item of business, including bylaws and resolutions, shall be on the floor for more then 20 minutes. To extend debate time, the motion to extend debate must be adopted by a two-thirds (2/3) vote.

• The chair shall recognize delegates FOR and AGAINST all motions in alternating order.• The president or president’s designee shall approve all material prior to its distribution at the Oklahoma PTA

Convention.• The chair shall determine and adjust the agenda as required for smooth operation of the assembly. Therefore, the

printed agenda is for guidance only and shall not be considered in place of general or special orders.

• Primary amendments to a resolution must be submitted by 2:00 p.m. on Friday at the registration desk. The amendment must be presented in writing on a motion form. Only the resolved clauses of a resolution may be amended. The resolutions committee will amend the whereas clauses as necessary. Secondary amendments may be made during general session at the appropriate time.

The Normal Life Cycle of a Main Motion• A member seeks permission to speak by standing and saying, “Madam President” (Mr./Madam <title>/chairman).• The chair recognizes the member, giving them the floor (permission to speak).• The member will “move that (the organization does something).”• Another member seconds the motion: “I second it,” without recognition or rising.• The chair states the motion for all to hear.• The members debate the motion, speaking for or against it. RESOLUTION

What is a resolution?

Oklahoma PTA resolutions are official documents outlining opinion, will, or intent of the association to address problems, situations, or concerns that affect children and require action to see resolution on issues on a state and/or national level. Convention delegates are given the opportunity to debate and vote on the adoption of such issues in the form of a resolution. All resolutions adopted by the convention delegates are ratified by the Oklahoma PTA Board of Directors.

Resolution on Assessment and Accountability

WHEREAS, all schools and school districts in Oklahoma have been spending growing amounts of time, money and energy on high-stakes standardized testing to comply with state and federal accountability systems, in which student performance on standardized tests is inappropriately used to measure individual student progress, school and district success, and teacher effectiveness, which undermines educational quality and equity in U.S. public schools by hampering educators’ efforts to focus on the broad range of learning experiences that promote the innovation, creativity, problem solving, collaboration, communication, critical thinking and deep subject- matter knowledge that will allow students to thrive in a democracy and an increasingly global society and economy; and

WHEREAS, an accountability system should include multiple indicators of educational quality; and

WHEREAS, assessments should not be used for high-stakes determinations such as grade promotion or graduation; therefore be it

RESOLVED, that the Oklahoma Parent Teacher Association calls for the State of Oklahoma to reexamine public school accountability systems in our state, and develop a system based on multiple forms of assessment and evaluation which does not require extensive standardized testing, more accurately reflects the broad range of student learning, and is used to support students and improve schools; and be it

RESOLVED, that the Oklahoma Parent Teacher Association calls for a moratorium on policies that force Oklahoma State public schools to rely on high-stakes testing due to the fact that there is no convincing evidence that the pressure associated with high-stakes testing leads to any important benefits to student achievement; and be it

RESOLVED, that the State of Oklahoma use inclusive practices of assessment design that includes teachers and administrators, and engages the college and university academic community, resulting in the development of tests that effectively measure each district’s progress in helping students meet state standards using their own locally developed curricula and will provide practitioners with data that can be used to improve teaching and learning; and be it

RESOLVED, that the Oklahoma Parent Teacher Association calls to eliminate any requirement that teacher evaluations be based on Oklahoma State Assessments and to develop a system of teacher evaluations which does not require extensive standardized testing, and requires districts to document that their teacher evaluation process assesses the progress of each teacher in meeting the Oklahoma State Teaching Standards using multiple measures of teaching performance.

Resolution on field tests/item tryouts

Whereas, ‘Field Tests’, which are given during or outside of the same testing window as all other required standardized tests, do not benefit the academic progress of Oklahoma public school students as the data from the test is not given to the student, teacher, parents, school or school district and,

Whereas, Field Tests are used to develop further punitive high stakes exams that will be used to retain third grade children, keep eighth graders from obtaining future driving privileges, as well as withhold diplomas from high school seniors who have completed all other coursework required by the local school district, and

Whereas, whether Field Tests will be used to determine the evaluation of teacher and school leader performance as well as school and district A-F grades remains unknown due to the lack of effective and open communication between the Oklahoma State Department of Education and the parents of Oklahoma, and

Whereas, Field Tests will cause additional disruptions to computer based courses by requiring the exclusive use of the materials needed for learning, and

Whereas, These tests are being given at our expense, with public, taxpayer dollars, so that a private corporation can turn around and sell their test product back to us at a profit, and

Whereas, The Oklahoma State Department of Education has arbitrarily determined which districts will participate in the field tests, thereby skewing the results of overall testing outcomes and statistical validity by interfering in the random sampling.

Resolved, that Oklahoma PTA objects to the mass administration of field tests.

Resolved, that Oklahoma public school children should not be expected to conduct corporate research for CTB/McGraw Hill, Measured Progress, Pearson, or any other for profit testing company.

Resolved, that Oklahoma PTA wants all standardized tests given to students to provide actionable information in a timely manner to be used by students, parents, teachers, and administrators to further the education of students. If a test does not meet these criteria, the test should not be given.
