Deepavali or Diwali, popularly known as the “festival of lights,” is a five-day Hindu festival whichstarts on Dhanteras and ends on Bhaubeej. In the Gregorian calendar, Diwali falls between mid-Octoberand mid-November. For Hindus, Diwali is one of the most important festivals of the year and is celebratedworldwide. .Dusshera has gone and Deepavali is about to come.Deepavali is our national festival.

After that ‘Democratic Festival’ will take place in the five states of the country. In theoutcome of this ‘Democratic Festival’, the coming ‘Great Democratic Festival’ i.e. the LokSabha elections depends. Whether it is BJP or Congress, both are coming out in the field withtheir missiles. The speculators have also started betting in the market. Both parties have madetheir preparations for the elections. In two states, Madhya Pradesh and Chhattisgarh, BJPis in power for last ten years. In Delhi Congress has been in power for last 15 years and inRajsthan it is ruling for last five years. In all the surveys that have come so far, BJP has notonly an edge but appears to be forming government in all these four states.

For BJP surveys may appear to be heartening but these are not results. To make theoutcome of surveys real, BJP Karyakartas will have to work very hard. They will have to keepmutual coordination correct. Neither the Congress is united today nor is it possible in future.But BJP will not gain only because Congress is not united. BJP will have to rely on its ownhard work. The confidence of the people should not get eroded.The elections going to takeplace in festive season should see positive role of BJP Karyakartas.

BJP Karyakartas will have to esure maximum voting in the polling booths by makingprefect arrangements in the polling centres. In Madhya Pradesh and Chhattisgarh Congressis unnecessarily trying to pose as a force. How far will it be successful only time will tell butBJP Karyakartas will have to remain alert. BJP will have to understand that Congress is thename of sinking ship. But the road which will lead BJP towards power will pass through theresults of these four states.In the history of India the direction of the nation has not changedwith the election results of only five states. But this time the future of not only BJP but theentire nation depends on the election results of thse states. We all will have to undeerstandthis and by doing so we all will have to understand the importance of the coming assemblyelections.

BJP will have to prove itself on every count. Karyakartas will also have to unerstand onewrong step taken by them may prove dangersous for the party therefore they will have to treadcautiously. BJP leadership will also have to be in constant touch with the karyakarts. Thedecisions will have to be broadbased as far as possible. Decisions should be made in the mannerthat the people may feel that it was taken in accordance with their wish. BJP is a responsiblepolitical party and it will have to consider all the points of its family. Victory is our goal. Wewill have to be ready to dedicate ourselves in whatever manner it is required. The leadershipshould also keep enjoying the unfliching faith of the karyakrats which should remain intact.

Neither the country has any expectation from the Congress nor Congress itself has anyexpectations. Congress people are themselves heard saying that it time for them to say goodbye.Congress which is plunged in hopelessness cannot become a ray of hope for the country.Therefore the BJP which has got a golden opportunity should try to convert this opposrtunityinto positive results. History is waiting for us. Now it is to be seen whether we want to makehistory or not!

Uttar Pradesh BJP organised a massive VijayShankhnad Rally at Buddha Park Maidanin Kanpur on October 19. According to

reports around four lakhs of people andKaryakartas attended the rally. BJP NationalPresident Shri Rajnath Singh, BJP’s PrimeMinisterial candidate and Gujarat Chief MinisterShri Narendra Modi, BJP National GeneralSecretary Shri Amit Shah BJP State President ShriLaxmikant Bajpai and othersenior leaders of the partywere present on the occasion.It is Shri Narendra Modi’s firstpublic meeting in UttarPradesh since he wasdeclared as BJP’s PrimeMinisterial candidate.

Addressing the rally BJPNational President ShriRajnath Singh said, “Leadersof both the Samajwadi Partyand the Bahujan Samaj Partyhave been given a clean chitby the Central Bureau ofInvestigation in corruptioncases, now they should at leastwithdraw support to the UPAregime and restore the honourof the state. After all, the people of the state had notvoted for both the parties for extending support tothe Congress-led UPA regime at the Center”.

Lambasting the SP and BSP, Shri Singh saidthat “the long spell of the SP and the BSP hasruined trade and industry, and halted the overalldevelopment of the state. Kanpur, the industrialcity of UP, once famous as the Manchester of theeast, is now an industrial graveyard as both theparties have systemically looted the people andthe exchequer of the state”. Terming the hostilerelations between the SP and BSP as a convenientfacade, Shri Rajnath Singh charged “in UP boththe parties claim to be arch rivals of each other butin Delhi they join hands and end up supportingthe Congress-led government”.

party and the Congress’ allies who have beenhelping the Congress to hide their own misdeeds.Shri Modi affirmed that these allies of the Congressparty say something else and do something else inParliament. “From Kanpur the clarion call of aCongress Mukt Bharat must come,” Shri Modiaffirmed.

Shri Modi attacked the anti-people policies ofthe Congress party. He asked the people whether

the Congress promised to bring prices down in100 days of getting elected and further asked ifprices came down as promised by the Congress.“See what they have done today. The stove is notlighting in the homes of the poor. Price rise istroubling the poor but sadder than that is- has thePM ever said anything on being able to stop risingprices? Has Madam Sonia or their Prince saidanything about it? Their arrogance is so high,” hedeclared. He attacked the rampant corruptionunder the UPA even taking note of the recentstatements by a former Government official that ifhe is guilty in the coal scam, the Prime Ministermust also be an accused.

Shri Narendra Modi said that for the Congress,the poor and the farmers of the country have becomea joke. He stated, “The Congress prince says thereis nothing like poverty- it is a state of mind. Those

born with golden spoons, what do they know whatpoverty is? To see poverty they go with cameras tosee huts. We have been born in poverty, we havelived in poverty. We experienced the pain of thepoor. And when someone makes such jokes on thepoor, it is very sad. Salt is being put on theirwounds.” He affirmed that the Government mustbe for the poor, the welfare of the poor but the

governments should not being the pockets of thepoor.

Talking about the Congress he also said,“When the Congress is in trouble they catch on toone thing and that is development politics” addingthat the Congress has divided people, castes, partiesetc.

During his speech Shri Modi also attacked themisgovernance in Uttar Pradesh under theSamajwadi Party Government. He said that in thelast one year so many innocent people have losttheir lives but the state Government is engaged invotebank politics only. Modi ji also shared that theUttar Pradesh government is busy releasing peoplewho face serious charges from jail. “Should thelaw not take its own course? Should we sacrificeour security for votebank politics?” the BJP’s PMcandidate asked. Shri Modi categorically statedthat the unholy trinity of the Congress, SP and BSPhas brought bad name to the Congress and theymust be wiped out from UP.

Shri Modi noted that the elections are for theLok Sabha but instead of giving answers on whatthey have done, the Congress is only talking ofGujarat. Shri Modi asked, “Are these elections inGujarat? Gujarat voted in 2012 and the people

passed us with distinction.”Lakhs of people came to hear Shri Modi at the

public meeting. Shri Modi said, “I can say thatKanpur has won me over.”

BJP National President Shri Rajnath Singhdelivered a strong speech where he expressedconfidence that the BJP will form the Governmentand Shri Narendra Modi will be the Prime Minister.

He said that Gujarat has made a mark in goodgovernance. Shri Rajnath Singh also said that nowthat the SP and BSP have got a clean chit, theyshould withdraw support from the Congress.

On the morning of Saturday 19th October 2013Shri Narendra Modi addressed the 3rdconvocation ceremony of PDPU in Gandhinagar.Narendra Modi ji congratulated the students whowere awarded their degrees and wished them thevery best for their future. He told the students,“You are not only studying energy but also are theenergy of India.” Shri Modi talked at length aboutintegrating the Yuva Shakti of the nation into ourdevelopment journey as it has the potential tocorrect the wrongs of the last sixty years in a shortspan of ten years. Shri Modi inspired the youngsterssaying that if the resolve is deep and thedetermination is strong, India can be taken to newerheights overcoming obstacles.

Stressing on the need and importance ofenergy security, Shri Modi called for studentsto do research on the thoughts of MahatmaGandhi to mitigate the energy crisis of theworld. Shri Modi shared his vision ofmaking Gandhinagar a solar city and soughtthe active participation and support of thestudents of PDPU.

Modi ji pointed that it was extremelyunfortunate that some states of India facepower shortage and shared that over 20,000MW power generation is not happeningbecause there is no fuel. “Why is there nofuel, because there is no coal and why isthere no coal? Files are lost,” Shri Modiaffirmed.

Narendra Modi ji expressed concern atthe current situation in the country andwondered what would happen to the nationif things go on like this. He said that formany leaders the youth is a means to powerbut for him, youth is about empowering! Heconcluded his speech by inspiring thestudents to keep the Mantra of ‘India First’ intheir thoughts and actions in the times ahead.

Speaking on the occasion, Mr. MukeshAmbani congratulated the graduatingstudents. He thanked Shri Modi forattending the ceremony and noted that ShriModi’s handshake with the students wouldchange their lives forever. He described ShriModi as an inspiration for the youth and aperson who has always emphasized oneducation’s role in self-development. ShriAmbani said that PDPU is a younginstitution but would become a global centreof excellence. Mr. Bob Dudely of BP statedthat he is honoured to be present at theceremony and to meet Shri Modi.

The 3rd convocation ceremony of PDPUsaw large number of students receivevarious degrees including the first ever PHDfor the University. Principal SecretaryEnergy Shri Pandian was present on theoccasion.

Narendra Modi handed over land allotmentletters to 15,000 tribals in south GujaratGujarat Chief Minister Shri Narendra Modi handed over

land allotment letters to the tribals of five districts i.e. Navsari,Surat, Tapi, Valsad and Dang of south Gujarat in Vansda,entitling them to cultivate on forest land. As per the promisesof the party during electioneering the state government hasbegun campaign of giving land cultivation rights to the tribalsunder Forest Right Act-2006. Shri Modi handed over landallocation letters to more than 15,000 tribals. Addressing thehuge gathering on the occasion Shri Modi said now tribalswill not get cheated by the middleman as the state governmenthas provided land, water and electricity facilities to the tribalfarmers.

Claims of individual and collective succession rights of61,974 tribals on total 6.41 lack acre have been granted underForest Right Act. Tribals and Dalits account 22% in the totalpopulation of the state. The state government has implementedhuman welfare programme and has begun mission to empowerthis 22% of population, adding them to the mainstream ofdevelopment, Shri Modi added.

Tribals were struggling for rights of cultivation of forestland since many of their generations but the presentgovernment willingly used the satellite technology of BISAG,locating the right beneficiaries and giving them their rights,the chief minister said.

He said, “The state government made a fresh deliberationand granted 22,000 new claims so that the tribal framers neednot have to bow before any of the politician or governmentfunctionaries’. Under Forest Right Act 2006, the governmenthas provided land cultivation rights to the tribals so that themiddlemen and wasted interests could not snatch their lands.Chief Minister Shri Narendra Modi has approved package ofRs. 40,000 crore for five years under Vanbandhu Kalyan Yojnafor the development of tribals.

It is Gujarat government’s priority to take tribals indevelopment process. The state has taken various initiativeson this direction ranging from encouraging girl child educationto higher education and technical education among tirbals, hesaid.

Gujarat Government has set up 95 Science Stream highersecondary schools in tribal regions, ITIs, Engineering, Nursingand Agriculture colleges in every talukas. The formergovernments did not provide any budget under tribal head,against that this government has provided budget of Rs.15,000 crore under Vanbandhu Kalyan Package. By the timeof the completion of the scheme tenure the government madean expenditure of Rs. 17,000 under this package. And for nextfive years the government has increased this package to Rs.40,000 crore.

In one of my earlier blogs Ihad dealt at length with howSardar Patel, his close colleague

V.P. Menon and Lord Mountbattenhad acted in perfect concert tointegrate India after the Britishersleft. In that I had relied not only onthe two remarkable books writtenby V.P. Menon, whom Sardar Patelhad named Secretary of the StatesDepartment, but yet another morerecent book authored by a ladynamed Alex Von Tunzelmann titledIndian Summer: The Secret Historyof the End of an Empire. This lady

is primarily a researcher educatedin Oxford who now lives in London.Menon’s two books which I havebeen recommending to all booklovers are Integration of the IndianStates and The Transfer of Power.

But the Tailpiece in that blogwas taken from a news report in thePioneer of 30th October, 2012, thatis, on the eve of Sardar’s birthanniversary last year. The newsreport was about a sharp exchangethat took place in a Cabinet meetingbetween Nehru and Patel just a fewweeks before GOI’s operation inHyderabad. Pandit Nehru wasopposed to the army action whichSardar Patel had decided upon afterreceiving reports how the Nizam’sprivate army, the Razakars, were

committing atrocities on innocentcitizens.

Pandit Nehru wanted to referthe Hyderabad issue also to theU.N. as he had done in the case ofKashmir ¯ that too against theadvice of Patel.

The news report filed byPioneer’s Chennai correspondentwas based on a book written by a1947 IAS official by name MKK Nairand carries the title With No IllFeeling Towards Anybody.

The report also said thatfollowing the bitter exchange

between the Prime Minister andDeputy Prime Minister, Sardar Patelhad walked out of the meetingangrily. That on September 13, 1948,the army action, named OperationPolo did take place and culminatedsuccessfully on September 18, isnow history.

But since the time I wrote thatblog I have been desperatelysearching for the book which, Ithought, may possibly fill up thegaps in the country’s knowledgeas to what actually transpired duringthe interlude. The author, I gather,is no longer alive. Nor have I beenable to locate the book at anybookstore, or even in any Library.Through this blog I would like toappeal to all my readers that I would

feel greatly indebted to whosoevercan procure the book for me. PioneerEditor Chandan Mitra also has beentrying, but has not succeeded asyet.

My last blog was about PanditDeendayal Upadhyaya’s birthanniversary on September 25 andthe two major BJP events that areconnected with this anniversary,events which I cannot forget. Thefirst was my Somnath to AyodhyaYatra in 1990. The second was therecord gathering of over six lakhBJP activists in Bhopal, who will be

managing the over 53000 pollingbooths in the State when MadhyaPradesh goes to the polls onNovember 25 this year.

I have mentioned in this blog(October 8,) that as Sardar Patel whowas to inaugurate the SomnathTemple after it had beenreconstructed, passed away onDecember 15, 1950, the Temple’sformal opening was done byRashtrapati Dr. Rajendra Prasad Ihave mentioned that he did so eventhough the Prime Minister hadopposed the move. And therebyhangs one more interesting episodeworth recounting at this point. Theepisode commences with a clash inthe cabinet not very different fromthe Army-action joust between

Pandit Nehru and Sardar Patel.***It was Sardar Patel who had

been the first to visit Junagarh afterthe popular revolt against theNawab who had announced thestate’s accession to Pakistan.Terrified by the people’s anger, theNawab fled to Pakistan. Sardar Patelwas given a rousing reception bythe people. At a huge meetingSardar Patel declared that theSomnath Temple, foremost amongthe twelve Jyotirlingas, would bereconstructed at its original site,and the Jyotirlinga reinstalled.

After returning to Delhi hesecured Gandhiji’s blessings for themove and had Pandit Nehru have itendorsed by his Cabinet. TheCabinet’s decision implied thatGovernment would incur theexpenditure. But that evening itselfwhen Sardar Patel, Dr. Munshi andN.V. Gadgil went to Gandhiji toapprise him of the Cabinet’sdecision, Gandhiji welcomed it butadded: Let the people and not theGovernment bear the expenditure.

Pandit Nehru’s cabinet haddecided to reconstruct Somnath in1947. But in January 1948, Gandhijiwas assassinated.

In December 1950, Sardar Patelbreathed his last. After the demiseof these two veterans, a changecame about in Pandit Nehru’sattitude. After a Cabinet meeting inearly 1951, Panditji called Dr.Munshi, who was Food andAgriculture Minister in the Cabinetand said to him: “I do not like yourtrying to restore Somnath. It isHindu revivalism.”

Kanhaiyalal Munshi did notutter a word in reply. He came backhome and prepared a long letterwhose text has been reproduced inhis famous book Pilgrimage toFreedom. Dr. Munshi wrote to

Pandit Nehru:“Yesterday you referred to

Hindu revivalism. You pointedlyreferred to me in the Cabinet asconnected with Somnath. I am gladyou did so; for I do not want tokeep back any part of my views oractivities….I can assure you thatthe ‘Collective Subconscious’ ofIndia today is happier with thescheme of reconstruction ofSomnath sponsored by theGovernment of India than with manyother things that we have done andare doing.”

Emphasising the social reformaspect of Somnath’sreconstruction, Munshi added:

“The intention to throw openthe temple to harijans has evokedsome criticism from the orthodoxsection of the Hindu community.However, the objects of the TrustDeed make it clear that the temple isnot only to be open to all classes ofthe Hindu community, but,according to the tradition of the oldtemple of Somnath, also to non-Hindu visitors. Many have been thecustoms which I have defied inpersonal life from boyhood. I havelaboured in my humble way throughliterary and social work to share orreintegrate some aspects ofHinduism, in the conviction thatthat alone will make India anadvanced and vigorous nationunder modern conditions.”

Dr. Munshi concluded his letterwith words that deserve to bepreserved in perpetuity:

“It is my faith in our past whichhas given me the strength to work

in the presentand to lookforward to ourfuture. I cannotvalue India’sfreedom if itdeprives us of

the Bhagavad Gita or uproots ourmillions from the faith with whichthey look upon our temples andthereby destroys the texture of ourlives. I have been given theprivilege of seeing my incessantdream of Somnath reconstructioncome true. That makes me feel –makes me almost sure – that thisshrine once restored to a place ofimportance in our life will give toour people a purer conception ofreligion and a more vividconsciousness of our strength, sovital in these days of freedom andits trials.”

On reading this letter, V.P.Menon, the legendary civil servantwho assisted Sardar Patel in thegigantic task of the integration ofthe princely states, wrote a missiveto Munshi. “I have seen yourmasterpiece. I for one would beprepared to live and, if necessary,die by the views you haveexpressed in your letter.”

TAILPIECEWhen the Somnath Temple

was ready, Dr. K.M. Munshiapproached the first President, Dr.Rajendra Prasad, with the requestthat he inaugurate the temple andceremonially install the Jyotirlingam.He was apprehensive thatRajendrababu might not agree.After all, the President was awareof Munshi’s correspondence withthe Prime Minister.

To his delight Dr. RajendraPrasad readily agreed. “I would dothe same with a mosque or a churchif I were invited,” he added. “Thisis the core of Indian secularism. Ourstate is neither irreligious nor anti-religious.”

Pandit Nehru protested thePresident’s decision. ButRajendrababu disregardedPanditji’s objection, and kept hispromise.

By misuse of investigative agencies theyhave so far tried various methods of falsely implicating Narendra Modi, the Chief Minister of Gujarat,Shri Amit Shah, the then Home Minister and also the Minister of Law, Transport & ParliamentaryAffairs of the State of Gujarat and General Secretary of Bhartiya Janata Party and other important BJPleaders. The encounter in which one Sohrabudin Sheikh was killed was an operation allegedly directedby the Intelligence Bureau of the Central Government. It has been a practice that when the IntelligenceBureau processes and develops intelligence, it keeps vigilance on the target. Thereafter when anopportunity arises to arrest the target the State police is associated with the operation. Sohrabudin wasa noted mafia who operated in Gujarat, Madhya Pradesh and Rajasthan and was carrying prize onhis head in Madhya Pradesh. He was an illegal weapon dealer. He had also been convicted underTADA. The search conducted by Madhya Pradesh police at his premises at village Jharnia, DistrictUjjain had yielded more than 40 AK-56 rifles, hundreds of AK-56 cartridges and hundreds of handgrenades. He was an absconder from the police agencies of various state governments.

After his encounter on 24/25-11-2005 his brother filed a Writ Petition in the Supreme Court. Thefiling of the said petition was also sponsored by Congress Party. The then Addl. Solicitor General ofIndia, Shri Gopal Subramaniam in a pre-conceived and planned move, appeared on day one beforethe Court and agreed to take instructions from the Central Government. Subsequently, the AttorneyGeneral appeared for the Union of India and Gopal Subramaniam designated himself as Amicus Curiae

CBI & NIA colluded with Congress' politics : JaitleyIn a letter written to the Prime Minister Dr.

Manmohan Singh on 01 October, 2013, Leader ofOpposition in Rajya Sabha Shri Arun Jaitley has raisedthe issue of misuse of investigative agencies against thepolitical adversaries by the Congress led UPAgovernment.He said that since Congress was feeling itdifficult to fight BJP and its Prime Ministerial candidateShri Narendra Modi politically, it was trying to falselyimplicate BJP leaders to serve its ulterior politicalmotives. Saying that ‘charges of politicization andmotivated investigation should all be subjected to aCommission of Inquiry headed by a sitting judge ofSupreme Court’, he elaborately dealt with various issueswhich were pursued by the CBI and IB in collusion withCongress party’s political gameplan. We are publishingthe full text of the letter for our esteemed readers:

without any specific order of the court appointing him. The Government of India conceded that theinvestigations be handed over to the CBI. Though the Central Government should be a mere formal party,the then Attorney General used to appear and oppose even motion for adjournments. Since objectionswere raised with regard to the fairness of the CBI, the Supreme Court ordered investigations by a teamof Gujarat Police officers of the State Police under its supervision. The State police reconstructed theencounter, conducted scientific investigation under supervision of the Hon’ble Supreme Court andimplicated and arrested several police officers including three IPS officers. Upon hearing the argumentsof the Union of India and Shri Gopal Subramaniam, the amicus curiae and others, the Supreme Courtreferred the matter to the CBI. The ground on which the Supreme Court transferred the case to the CBIwas that the investigation involved inter-state ramifications and the Andhra Pradesh angle of thematter had not been probed. As a matter of fact the Congress Government in Andhra Pradesh did notcooperate in the investigation by Gujarat police which is a matter of record.

The CBI investigated the case but did not investigate any of the four points on the basis of whichthe case was referred to the CBI which were the points found lacking in Gujarat police investigation. It did not probe the Andhra Pradesh angle of the case seriously. The probable purpose of the CBI inthis case was to try and implicate the political establishment of Gujarat, setting aide the pretence offederal character of India’s governance. The CBI targeted Shri Amit Shah, the then Home Minister andalso the Minister of Law, Transport & Parliamentary Affairs of the State of Gujarat with the ultimate desire of implicating Narendra Modi, the Chief Minister of Gujarat.

Shockingly, when the Legal department of the CBI opined that there was no case against Shri AmitShah, the same was responded to by the Supervisory Officer of CBI, putting up a “Note” by observingthat the arrest of Amit Shah woud enable the CBI to get some more witnesses particularly the policeofficers since they would then feel intimidated. He also opined that arresting Amit Shah was necessarysince it was necessary to reach the eventual target of investigation of Narendra Modi. This note wasapproved by the Director, CBI, Shri Ashwani Kumar.

The CBI arrested Amit Shah with no prosecutable evidence against him. In order to arrest Amit Shahthey relied on the false testimony of two witnesses namely, Ramanbhai Patel and Dashrathbhai Patel,noted land grabbers of Gujarat. Shri Amit Shah, as per the CBI theory in the Charge Sheet, is allegedto have told both of them six months after the encounter that Sohrabudin had left no option for himself. This was incorporated as a extra judicial confession. It is noteworthy that both Ramanbhai Patel andDashrathbhai Patel have criminal antecedents and criminal cases in Gujarat. These two witnesses werefelicitated for having given such a deposition against Shri Amit Shah in a function presided over by ShriShankersinh Waghela, the then President of Gujarat Congress. The testimony of these two witnesses isbased upon the alleged extortion from them to help them in PASA detention. The record of the GujaratGovernment shows that no detention of these persons under PASA was never in contemplation. Saidtwo witnesses also claimed that they have paid a sum of Rs. 75 to Shri Amit Shah through one AjayPatel in three different installments with specific dates mentioned by them in their statement. They gavethe specific dates of payments on which they allegedly physically handed over the alleged amount toShri Ajay Patel. They further claimed that they were there through all the dates. This testimony is falsewithout any further probe inter alia on the ground that on some of the dates Ajay Patel was not evenin India and his passport establishes this fact. This was a key substance of a frivolous charge sheet filedagainst Shri Amit Shah. Shri Amit Shah was granted bail on this charge sheet by the Gujarat High Courtby a detailed speaking order inter alia holding that there is no prima facie case against Shri Amit Shah.The CBI, however, challenged the said order and upon the request of the CBI, the Supreme Court ordered Shri Amit Shah to remain out of Gujarat and all political activities. He remained outside the State ofGujarat for a period of two years. Tulsi Prajapati was a case built up by the CBI as an extension to the Sohrabudin case. The CBIsolicited the investigation of this case by making a specific prayer in the Court. Their ostensible casewas that Tulsi Prajapati was a witness to the arrest and disappearance of Sohrabudin while in custody

of the police officers and correspondingly he was eliminated by the Gujarat Police. The only evidencementioned against Shri Amit Shah by the CBI in this case was that he was regularly in touch with onepolice officer Shri R.K. Pandian, IPS who was an accused in the case. The vast contemporaneous recordshows that Shri R.K.Pandian, IPS had been regularly in telephonic contact of Shri Amit Shah muchbefore and after the incident as a part of his official duty since he was also heading the charge of SP,IB(Intelligence) of the State Police looking after political agitations and political activities. Any HomeMinister of any State will have to necessarily remain in touch with SP, IB(Intelligence) of the State Policelooking after political agitations and political activities since he had to keep himself informed about the activities on a regular basis. Without a point of evidence a separate Charge Sheet was filed against Shri Amit Shah in the Tulsi Prajapati case. Very importantly, though the CBI was under the direction of theSupreme Court to complete the investigation of Tulsi Prajapati case within 6 months from 11-04-2011,the CBI deliberately and as a part of political conspiracy did not obey the direction and filed the ChargeSheet on 04-09-2012 so as to arrest Shri Amit Shah once again just few months before the GujaratLegislative Assembly elections which were scheduled to be held before December, 2012. Shri Amit Shahhad to approach the Hon’ble Supreme Court. Shri Gulab Chand Kataria is the former Home Minister of Rajasthan and the present Leader ofOpposition in the Rajasthan Legislative Assembly and a very important leader of Rajasthan BJP. Heis a complete stranger to even the existence of such persons known as Sohrabudin and Tulsi Prajapati.The CBI filed a supplementary charge sheet against Gulab Kataria wherein it was alleged that themotive of elimination of Tulsi Prajapati by Gulab Kataria was extorting money from marble dealers ofRajasthan namely RK Marbles. As per the CBI there were two motives; one the Gujarat Police wantedto eliminate him in order to eliminate the eye-witness in the Sohrabdun case and the Home Minister ofRajasthan wanted to eliminate him for extorting money from marble dealers. What a co-incidence. Itwas alleged by the CBI that Shri Gulab Chand Kataria allegedly met one Shri D. G Vanjara, IPS of GujaratPolice allegedly between 26/12/2005 and 28/12/2005 at the Circuit House at Udaipur. The CBIevidence of his presence was that PS of Shri Gulab Chand Kataria was staying in the same Circuit Houseduring that period and Shri D.G.Vanzara, IPS also stayed in the said Circuit House. However, recordsof the Rajasthan Government conclusively establish that Shri Gulab Chand Kataria along with his wifehad flown on 25/12/2005 to Mumbai and stayed there till 2/1/2006. He attended the meeting of theBJP National Executive and thereafter a meeting of the National Council and after celebrating new yearalong with his wife , returned to Jaipur on 2/1/2006. On those three days of December 2005 Shri GulabChand Kataria was not even in Rajasthan and he was in Mumbai. He had never met D. G. Vanjara,IPS at all. His presence in the National Executive and the National Council of BJP is recorded by theBJP. He had signed the Attendance Register which amongst others was signed by Shri Atal BihariVajpayee and Shri L.K.Advani. The air tickets of Shri Gulab Chand Kataria’s travel are available in therecords of the Rajasthan Government along with the proof of his receiving his travelling allowance forhaving travelled out of the State which is an official contemporaneous record. There was no occasionfor Shri Gulab Chand Kataria to have met Shri D.G Vanjara, IPS in December 2005 and plan aconspiracy to kill Sohrabudin since Sohrabudin had earlier been killed on 26/11/2005. Like the case of Sohrabudin and Tulsi Prajapati Ishrat Jehan’s case was also completely handledby the Intelligence Bureau of the Central Government (Central IB). The Central IB received informationthat some persons, including two from Pakistan after infiltrating into India, were planning to eliminate

important leaders like Shri Narendra Modi, Shri L.K Advani etc. It was the Central Government throughIntelligence Bureau who kept a trail of their movements which happens as a part of any intelligenceagency to protect the national security. It was the Central government which alerted the Gujarat Policein order to take into custody these persons along with Ishrat Jehan and Javed Sheikh alias PraneshPillai. They were also interrogated by the Central intelligence agencies. Thereafter they are alleged tohave been killed in an encounter. The political establishment of the State of Gujarat was no whereinvolved in this exercise. Whether the encounter is genuine or not is a subject matter in the know ofthe Central intelligence agency.

While living in denial, it was the political establishment of New Delhi which collusively got fileda petition before the Gujarat High Court in the name of the relatives of the Ishrat Jehan. The fact thatIshrat Jehan was a LeT operative is evidenced from the fact that LeT through its mouth piece Jamat-ud-Dawa had put out an official obituary upon her killing in its website and her death was termed as“martyerdom” by one of the soldiers of LeT. The Central Intelligence Bureau is in possession ofcommunications between Let operatives and the LeT Commander supervising the terrorist operationfrom Pakistan. The Home Ministry, in the petitions before the Gujarat High Court, admitted throughan affidavit filed by the Union Home Ministry that Ishrat Jehan was an LeT operative who was plannedto be a suicide bomber. It is also relevant to note that one David Headly, a LeT operative was arrestedand interrogated by the FBI of the USA. During his interrogation by the FBI, the said LeT operativedisclosed that Isharat Jaha was a suicide bomber of LeT. This fact was also mentioned by the UnionHome Ministry in its affidavit. The Union Home Ministry also admitted on affidavit before the HighCourt of Gujarat that the encounter in question is not a fake encounter but a genuine encounter. However, with the change of Home Minister (Shri Patil to Shri P. Chidambaram) an alternative politicalinterest was developed. The Home Ministry was compelled to file a new affidavit attempting to dilutethe earlier affidavit. In the new affidavit the Home Ministry chose to distance itself from the Centralagencies and from the alleged encounter. In a surprise move the Gujarat High Court appointed a 3-member SIT which included a nominee of the Central Government, a nominee of the State Governmentand a nominee of the writ petititioners. The writ petitioner’s nominee was one Shri Satish Verma, IPS. The Central Government nominee kept on changing from Karnail Singh, Satyapal Singh to Shri R.K.Verma etc. The police officers of the Central Government were reluctant to be a part of this inquiry sincethe same was intended to be used for an extraneous political purpose.

The case was, thereafter, referred to the CBI and the police officers nominated by the relatives of thepersons killed in the encounter himself desired and was made a part of CBI team initially for helpingin the investigation. What happened thereafter has been one of the greatest scandals in recentinvestigation history. The CBI started visiting the jail and negotiating bargains with various policeofficers that in case they agree to depose against senior officers the officers of the Central IntelligenceBureau and political leaders of Gujarat, the accused in custody would be permitted to get default bailby the CBI not filing a Charge Sheet within 90 days of their arrest. Those who were not arrested wereinduced to falsely implicate Central IB officials and political leaders of Gujarat BJP in lieu of they beingnot shown as accused in the Charge Sheet making them witnesses. The consequences of this exercisewas to implicate the Central Intelligence Bureau and if possible the political leadership of Gujarat.

In this case of Ishrat Jehan 16 persons were named in the FIR after an enquiry conducted and havingfound their alleged roles. They were all police officers. Six persons named in the FIR were arrested inthe first phase of the case as a part of the political conspiracy which the CBI was implementing. Thebalance eight were induced and all were given an opportunity to strike a bargain. The bargain wasthat those who are arrested would be allowed to get default bail by the CBI not filing a Charge Sheetand those not arrested will not implicated if they implicate others initially under Section 161 of theCr.P.Code and after release of those arrested, by recording their statements under section 164 of Cr.P.Code.Seeing the position of their fellow officers who are languishing in jail since last 6 years in Soharabuddin/Tulsi Prajapati case, the accused police officers in Isharat Jahan case obliged the CBI to save themselves. Six officers who were arrested were in jail were allowed to get default bail since the CBI performed its

Doubts, if any, in the mind of anyone outside BJPabout the mass appeal of Shri NarendraModi throughout the nation are fastevaporating, particularly afterunprecedented success of his visits todifferent parts of the country. Hisanointment as BJP’s PM candidate hasgeared up the cadres, rejuvenated oursympathisers and also converted undecidedvoters into our supporters.

The country as a whole wants this most corrupt,inefficient and shameless UPA governmentto go. BJP under the leadership of ShriNarendra Modi will prove to be the gamechanger. People clearly seem to have made

You come from Andhra Pradesh. Do you think itwill have an impact in your State too?

Certainly. The response of AP is also in tune withthat of the rest of the country. Congress hasmessed up in AP. The people feel let downon every front. This impression emerged fromthe success of the Hyderabad youth rally ofShri Narendra Modi. The people of Andhraare clear about the opportunistic and flip-flop policy of Congress on Telangana. About four years back Home Minister P.Chidambaram announced UPA’s decisionto carve out a new State of Telangana, butlater resiled. This time it was the AICCwhich took a decision on Telengana. Butfor the last over two months nothing seemsto have moved in the UPA. What is yourassessment of the situation?

Congress has bungled on the issue of Telangana.It is the result of their insincerity anddishonesty to the cause. Congress has notdone proper homework and preparationbefore announcing the bifurcation decision.They are trying to appease people withoutactually delivering on their promises. Withevery passing day it is becoming clear thatCongress is cheating the people of both theregions of Telangana and Seemandhra. Theywill have to pay a heavy price for the same.

You represent the youth in the Party. Will ShriModi’s anointment have an impact on theyoung voters?

India is a young nation or the nation of the Youth.The young generation has become veryconscious of their rights and is assertivelyarticulating their aspirations. With the levelof exposure and information available, theyouth are capable of making comparisons .Shri Narendra Modi has caught theimagination of the youth with his visionand proven performance not only in Gujaratbut all over the country by ably and openlytalking about his idea of Future India. Hehas focused on transforming governance toachieve the set national goals – particularlythose related to development - in time boundmanner. The youth of the country are nowimpatient for change and increasinglyfinding themselves nearer to BJP under ShriNarendra Modi’s leadership than everbefore.

BJP’s opponents had been making a fun of theNDA’s hope to form a government at theCentre in 2014 in view of the fact that BJP

has almost zero representation in 200 oddParliamentary seats in the South, WestBengal and North-Eastern States. Whatwould you say?

As I said earlier also, the people across the countryare fed up with the corrupt and inefficientUPA rule. The states you are mentioning areno different. In this situation I see substantialgains for BJP in these areas also. Moreimportant is the fact that public opinionagainst Congress is building up day by dayin every part of the country and BJP-led NDAis emerging as the only alternative. Thereforepolitical formations involving the non-Congress parties and BJP are very muchvisible.

As part of its efforts to check the fiscal deficit,UPA government has put a ban on freshappointments and announced othermeasures. How do you feel about these?

UPA has not been able to deal with the problemsfaced by the economy in an innovative way.They are unable to think of any idea to takethe country out of the situation they havepushed it into. To reduce deficits, steps likecutting down avoidable imports like telecomand power equipments, edible oils etc. andpushing domestic manufacturing so as toescalate exports etc. should have beeninitiated on an immediate basis. Thegovernment prefers to bring foreigninvestment instead of all such measures. Butjust by removing the caps on foreigninvestment, foreign players are going to trustmore a non-performing government andinvest in a significant way.

Can you explain the reasons for a poor showingof BJP at the hustings in the South?

In Karnataka during the recent assembly electionswe could not do the needed politicalconsolidation based on the good governanceof our government. But we are now back toexpanding our base and this time we willsurely convert the growing enthusiasm andsupport for BJP into winning seats. Thepeople of Karnataka will soon realize theneed of bringing back BJP to power in thestate. In Tamil Nadu, the response to Shri LK Advani ji’s yatra to raise the issue of blackmoney was huge. Also the recent killings of

BJP leaders by Jihadi forces have also generated sympathytowards BJP and people are rallying around the idea of a non-Congress government at the centre. The Narendra Modi factorwill also benefit BJP significantly. Surveys also demonstratethat there is an enormous response in favour of BJP. In AndhraPradesh, people are fed up with the state Congress governmentand will respond very strongly against the flip-flop,opportunistic policy of UPA government on Telangana.Realignment of political forces seems imminent.

You have been a leading light of the Swadeshi movement forpretty long. How far do you think the NDA’s economicpolicies will be singed with the thinking of your movement?

BJP is an ideology based party committed to self-reliance. By andlarge, it has believed and tried to follow the Swadeshi Modelof economics. Even during NDA regime we saw it in Dohawhen Murasoli Maran took a strong stand. I am pretty confidentthat in future also the ideals of self-reliance will dominateeconomic thinking of BJP & NDA.

Can you enlighten what steps BJP is going to take to make thosesections and areas of the people to vote for you in the nextelection which had not done earlier?

We are taking a lot of steps to remain in constant touch with allsections of the people and align ourselves with their hopesand aspirations. We have very actively conducted ourcampaigns to represent the genuine aspirations and needs ofthe people like women, youth, SC, ST, weavers, fishermen andminorities. We will be focusing through various campaignson the first time voters. We are working hard to make thedifferent sections of people to understand that BJP is the onlyparty to espouse their feelings and address their concerns.

Would you like to comment on what happened in Muzaffarnagarin UP recently?

Muzzafarnagar riots are yet another example of use of divisivepolitics for narrow political ends. It is a complete failure of theSamajvadi Party government of Akhilesh Yadav. Congressled UPA at the Centre following the agenda of vote bankpolitics has not given importance to addressing the riots andinstead targeted BJP leaders for narrow political gains. Evenduring the recent incidents on our border inflicted by Pakistan,Congress preferred to target BJP which is their politicaladversary instead of the national adversary.

Many important Congress leaders were challenging BJP to nameits prime ministerial candidate in the past. But now that BJPhas done, Congress is still not coming out with the name ofits own prime ministerial candidate. How do you look at thesituation?

Now that the BJP has decided its leader, Congress lacks theconfidence in deciding its leader as they do not have anycapable leader to show up to people as their face for 2014elections. Rahul Gandhi as a leader has failed in Amethi, thenin UP and also in the Parliament.

News items have appeared in the national media that one Bhavnesh Patel, an accused in the AjmerSharif Dargah blast case has moved an application before the Trial court alleging that a section of theCongress Party leadership, certain Union Ministers and officials of the NIA investigating the case havebeen pressurizing him to implicate senior leaders of the RSS. He has alleged that he has had severalmeetings with these persons and it was a part of a political/investigational bargain that he should makea statement under section 164 of CrPC against these functionaries and that he would be helped byeventually not implicated in the case. It is noteworthy that within minutes of the statement under section164 CrPC Bhavnesh Patel had retracted the statement before the Trial court. Similar charges have beenmade by one Harshad and Mukesh who are also accused in the case.

This appears to be the standard formulation which the UPA Government and its investigativeagencies are following against leaders of the BJP and the RSS.

This trend has been additionally followed by the Congress Party. A political cell has been operatingwith Union ministers and certain senior office bearers of the Congress Party. A retired officer of theIndian Police Service of the Gujarat cadre has been subsumed as Advisor to the Home Minister. He hasno role in running the Ministry but only coordinates efforts to implicate political leaders of Gujarat. He meets family members of imprisoned police officers; Strikes bargains with them for promising themfreedom in response to false statements being made by them. Officers of the Investigative agencies havebeen visiting jails and meeting imprisoned officers privately to strike bargains. This is a part of the seriesof unlawful activities being carried out by the investigative agencies under the UPA.

Senior officers of the investigative agencies are being promised with post retirement jobs. The lasttwo Directors of the CBI have been offered lucrative jobs after retirement. The last Director of the NIA has also been given a post retirement job. The present Special Director of the CBI is being appointeda Vice Chancellor in consideration of services rendered.

In the process of this unraveling the entire covert operation of Intelligence Bureau, the CBI wouldinvestigate these operations. National security is being compromised. The officers of the IntelligenceBureau are being asked for the sources of their information, the authenticity of their information etc. isbeing questioned.

Notwithstanding the fact that there was a conclusive evidence of Ishrat Jehan being a LeT operativethe CBI was now being compelled to even deny the existence of this fact. Even the team of NIA hadmaintained that Ishrat Jehan was an operative of LeT, that she was a trained suicide bomber. Effortswere made to remove paragraph 168 of the testimony of David Hadley recovered by the FBI and theNIA. Ishrat Jehan could not be given a clean chit. It was noteworthy that the Union Home Ministry’schange of stance rhymes with the Jamat-ud-Dawa website apologizing for having condoned the death of its operative Ishrat Jehan. Obviously on a few occasions a ParliamentaryAffairs Minister would speak to the law and order authorities particularly when the assembly was insession and several issues relating to law and order were raised in the Assembly. On one single dayboth Rajinder Rathore and Shri Jain were in the jurisdiction of same tower. They had gone to seeinternational cricket test match being played at SMS stadium when both were sitting separately in thestadium and watching the match. On this flimsy ground Rajinder Rathore was charge-sheeted andarrested. The Director CBI Shri AP Singh and the Attorney General, GE Vahanvati gave written opinionsthat there was no prosecutable evidence against Shri Rathore. Later on basis of an intimidating letterof Shri Haren Raval, an Addl. Solicitor General, the CBI changed its’ opinion. It was under this compulsion that the charge sheet was filed. Shri D.G. Vanjara,IPS is in jail for the last six years in connection with some of the cases mentionedabove. It appears from the charge sheet that he actively cooperated with the Central Intelligence Bureauin its’ anti anti-terrorism operations. The strategy of the Congress Party was to implicate him in all thesecases and thereafter pressurize him to make false statements. For this purpose a retired IPS officer ofGujarat cadre was suddenly taken on deputation to the Central Government and immediately after heretired, he has been re-appointed as an Advisor to the Ministry of Home Affairs. His only job in the HomeMinistry is to strategize as to how false cases can be filed against BJP leaders and how important BJPleaders can be falsely implicated by misusing Central investigating agencies . This officer was giventhe task of inducing Shri D.G. Vanjara with an assurance to help him in case he agrees to implicate theleaders of Gujarat – a project which is still going on though not successful.

This trend has been consistently followed by the Congress party. After Shri Harin Pandya was assassinated it was the Gujarat Government to hand over the caseto the CBI. It was the CBI which investigated the case there was no role played by Gujarat police or anyperson in Gujarat. The case has been tried by the competent Trial court wherein some persons wereconvicted. The Judgement was reversed by the High Court. Against reversal of the said judgement theCBI and also the Gujarat government has filed an appeal which is admitted by the Supreme Court andis pending in the Supreme Court. Notwithstanding the fact of the appeal being heard in the SupremeCourt, fresh efforts are being made to politicize the case and suggestions to this effect are being madein the corridors of power by senior Congress leaders to implicate BJP leaders at this belated stage.

It was the Gujarat Government which referred the investigation to the CBI at the very first instance. The case was investigated and prosecuted by the CBI. It has been reported that an investigation has started by the CBI against the Advocate General, some

Ministers and officials of the Gujarat Government. The charge appears to be that in the course of apreparation with regard to a case pending in the Gujarat High court in which the Advocate Generalwas appearing, certain discussions have taken place between these ministers, officials and the AdvocateGeneral. The said conversations were allegedly taped at the behest of a police officer who was present in the meeting. This was in effect a discussion between the officers of the client i.e. Gujarat Governmentand its Advocate General. A legal strategy was being prepared. How can a preparation of legalstrategy constitute any interference in the investigation of a case. Since this conversation was beforeregistering of the FIR, it cannot be alleged that there was any tampering of evidence. A conversation between a lawyer and the client is privileged and merely to harass the Advocate General, the ministersand officers of the Gujarat government this investigation has been undertaken. Assuming withoutconceding that the CBI should investigate this matter then it should have equally investigated theconversation that took place with regard to coal gate investigation in which in the chamber of earlierUnion Law minister in the presence of the Attorney General, the then ASG, officers of the Coal Ministry,PMO and officers of the CBI. In this meeting admittedly the status report of the case to be presented tothe Supreme Court was doctored and altered. The case of the aforesaid officer Shri Sanjiv Bhatt is a glaring testimony of the Congress led UPAGovernment blatantly using selected police officers of Gujarat to wage a war against the Chief Ministerof Gujarat and the BJP leadership.

It is matter of contemporaneous record that after the riots of 2002, Mr. Sanjiv Bhatt suddenly allegedin 2010-11 that he is a witness in the riot cases. There is contemporaneous evidence on record that Mr.Sanjiv Bhatt has been conspiring with the important leaders of the Congress party against the ChiefMinister of the State and was receiving “packages” and “material” from one Shri Shaktisinh Gohil, thethen leader of opposition in Gujarat Legislative Assembly who lost last Assembly election in December2012. The e-mails of Mr. Sanjiv Bhatt stand testimony of his being a mere part of the political conspiracyof the Congress party.

The close association of Mr. Sanjiv Bhatt with Congress is so blatant that he even wrote two publicletters to Shri Narendra Modi using derogatory language not befitting an officer of a disciplined force.Such letters were leaked by him in the media first and the media was showing these two letters muchbefore they were received.

Mr. Sanjiv Bhatt, as a part of the Congress party, is even filing petitions as co-petitioners with someNGOs against Shri Narendra Modi. All efforts made by the Congress through Mr. Sanjiv Bhatt againstShri Narendra Modi have failed so far before the competent courts including the High Court and theSupreme Court.

Mr. Sanjiv Bhatt, a police officer under suspension, became so indispensable for the Congress partythat he could manage a Congress ticket for his wife in the last Assembly elections in December, 2012to contest against Shri Narendra Modi.

The above facts are only some of the illustrations of the misuse of the Investigating institutions bythe UPA Government. I do believe that it is your responsibility and indeed duty to look into all thesefacts and restore the professionalism and independence of the Investigative agencies. If this practiceis not stopped it will set a precedent which will hurt India’s Democracy.

The CBI and the NIA have colluded with the politics of the Congress Party in all the above referredinvestigations. The charges of politicization and motivated investigation should all be subjected to aCommission of Inquiry headed by a sitting judge of the Supreme Court.

Yet, last year onApril 9, West Bengal ChiefMinister Mamata Banerjeeannounced monthly allowancesof Rs 2,500 for imams and Rs1,500 for muezzins and got abudgetary allocation of Rs 660crore passed by the StateAssembly. The payments wereeventually stayed by the HighCourt earlier this year.

Similarly, the IndianGovernment continues with itsHaj subsidy, even whenPakistan, a constitutionallytheocratic Muslim country, hadabolished it back in 1997. As of2011, an estimated 1,00,000Indian Muslims make use of thesubsidy every year. In May 2012,the Supreme Court ordered theGovernment to end the Hajsubsidy by 2022. This is only fair,as no such subsidy is offered toany other religious communityin India.

As the 2014 parliamentaryelection nears, politicians arevying with one another topromise the moon to the voters.It comes as no surprise that apolitician in Karnataka has saidthat it is all right for the Muslimsto cheat the Government by notrepaying loans taken from

Worse still, we have nowitness protection mechanismnor any law against witnessesturning hostile, after confessingbefore a magistrate. Confessionsmade even before the highestpolice officer in the country haveno value. Instead of improvingthe police force and helping StateGovernments train and sensitiseit, the Government is working atcross-purposes. But politicianswill be politicians, and they willeven sup with the devil for votes.As the 2014 general electionapproaches, there will surely bemore such cases of blatantappeasement of the minorities.

For instance, some policeofficers have alleged that anUttar Pradesh Minister asked

them to go slow on rioters duringthe communal violence inMuzaffarnagar in September.The Minister has vehementlydenied the accusation andblamed rivals for the ‘mud-slinging’. As George Orwell said,“Political language is oftendesigned to make lies soundtruthful and murder respectable,and to give an appearance ofsolidity to pure wind.”

The Government of UttarPradesh takes the cake when itcomes to vote-bank politics. Itwas even willing to withdrawcases against convictedterrorists. When this waschallenged through a PublicInterest Litigation, the AllahabadHigh Court stayed such releases.

Having been in the IndianPolice Service for nearly fourdecades, I can say from myexperience that no police officerof any rank will ever willinglyput his neck on the block toharass or prosecute anybody onthe basis of religion.

Let us not forget that the Sikhseparatists were eradicated fromPunjab, not only by the bullet-for-bullet policy that was openlyand rightly followed by Mr JulioRibeiro, an outstanding and boldIPS officer from Maharashtra,who was appointed Director-General of Punjab Police, but alsobecause the average Sikh in theState was fed up with theexcesses committed by the anti-state elements. It was the PunjabPolice and the Sikh peasantrywhich stood by the Governmentas it sough to eliminate theterrorists.

Writing silly letters,promising laptops and marriagegrants, giving salaries to priestsand doling out subsidies for

religious pilgrimages are meantfor show only. Such measuresdo not help any community inthe long run. In a secularcountry, while all religionsshould be treated equally,obscurantism and interpretationof scriptures to suit terrorists aredangerous things.

I am all for improving the lotof the minorities, but that shouldbe done by giving them robusteducational facilities and loans(which should be repayed!) forstudies, or by helping them setup new business enterprises andpromoting skill development.

Also, the Government willdo well to involve the Muslimcommunity in its fight againstterrorists from across the borderor even of indigenous origin, aswas done successfully in Punjab.There is no place in India forthose who live off the countryand still want to destroy it. TheUnited Kingdom has recentlystripped top terrorists of theirBritish citizenship, withoutmincing any words or beingapologetic. The Government ofIndia should not be on thedefensive when dealing withterrorists — Muslims or others,from India or abroad.

Hit hardest by CyclonePhailin, the coastaldistrict of Ganjam in

Odisha is estimated to havesuffered a heavy loss of at leastRs 3,000 crore in the nature’s furywhich has deprived lakhs ofpeople of their livelihood,damaged 2.4 lakh houses andravaged 2 lakh hectare ofagriculture land. The adjoiningSrikakulam district in AndhraPradesh was also the worst hitin this cyclone. The cyclone witha gale speed of 210-230 km perhour and heavy rains madelandfall in Gopalpur-on-Sea inGanjam district on 12 Octoberand ravaged the nearbycommercial city Berhampur andaffected 11 districts—bringingdestruction and depressioneverywhere in Odisha. Whiletimely evacuation of a millionpeople avoided high fatalities,little could be done to mitigate

damage to the local economy sotied to agriculture and fishing.According to government data,crops spread over 668,268

hectares have been destroyed.Some 175,000 animals and birdshave been killed and more than419,000 houses levelled ordamaged in the State. Fishermenhave suffered massive losses as

their houses near sea coast, netsand boats have been damaged.The farming community has alsobeen hit with the standing paddy

crop submerged in water. Power,infrastructure, roads,communication, and otherinstallations have been damagedto a great extent. Ganjam is theworst-affected district in Odishain terms of loss of livelihood andproperty. Other neighbouringdistricts of coastal Odisha havealso seen a heavy damage of thepaddy crop which is the mainsource of livelihood for people ofthat region.

RSS Swayamsevaks swung into actionimmediately after the cyclone hit Odisha

As the cyclone struck, it’s the RSS Swayamsevaks who underthe banner of Utkal Bipanna Sahayata Samiti (UBSS) spontaneouslycame out of their homes to extend a hand of support to the peoplein distress. Though the Government claimed they did an exemplarywork by evacuating lakhs of people to safety before the cyclone couldreally struck, it was the Swayamsevaks who did the actual work. Atplaces thousands of people were evacuated saving them fromdevastating flood. Swayamsevaks managed to take thousands ofpeople to safety before the deadly cyclone struck the coast. They alsoprovided shelter to about 7,000 people. More than 16 roads werecleared by the RSS workers for road connectivity in the affectedlocalities.

Odisha Govt comprehensively failed andmissing in action : Dharmendra Pradhan

As per the reports coming from the ground the State governmentled by Naveen Patnaik has miserably failed in carrying out reliefoperations properly and providing essential items, particularly inthe worst-hit Ganjam district. People are yet to get relief in manyareas even 12 days after the cyclone made a landfall and the stategovernment failed to restore supply of electricity and water in areasaffected by cyclone and resultant floods.

Visiting thecyclone ravagedGanjam district BJPNational GeneralSecretary ShriDharmendra Pradhansaid advance anddetailed informationby meteorologicaldepartment coupledwith massive publicityin the media have saved the loss of life in vulnerable pockets.However, he regretted that the very day after the cyclone struck, theOdisha Government was found missing and comprehensively failedto address its prime responsibilities like relief, rehabilitation andimmediate repair of infrastructure vital for life in cyclone ravageddistricts. Arguing that the ground level Government officials are yetto do spot verification of loss of property and livelihood, Shri Pradhanaccused the State Government of banking on imaginary andcontradictory figures regarding loss and damages provided by theState Secretariat.

As relief eluded hungry, in many parts of the state people tookto streets and protested. This eloquently spoke of neglect on theground and reflected people’s frustration. The police resorted tolathi charge and used force to suppress democratic protest for foodand other minimum amenities. By using brute force what messagethe Government wants to serve, Shri Pradhan questioned.

In cyclone rawaged areas specially in Ganjam district carcasseshave already started to rot, foul stink coupled with threat of waterborne diseases looms large as the state Government failed to addressthe immediate concerns, Shri Pradhan said.

Shri Pradhan regretted that nobody from political leadership ofCentral Government have found time to visit people in distress,urged Prime Minister Manmohan Singh to visit and see for himselfthe devastation caused by severe cyclone. Basing on 1999 supercyclone he justified people of the state’s right for a special packagefrom the centre.

Shri Pradhan announced to donate his one month’s salary toChief Minister’s relief fund as token of his concern.

As the sun sets in Ganjam,it looks as if the entire districthas gone back to the dark ages.It’s hard to believe thatBerhampur, the commercialcapital of Odisha has no powersupply. In the evening when themain streets of Berhampur cityshould buzz with activities, mostof the establishments remainclosed and the city comes to astandstill.

The only light one sees is thetemporary lamp post set byOdisha government’s OSDMA.If the city life in Berhampur is anightmare, then one canvisualize the worst situation inrural areas. The power crisis hasled to an acute water shortage.Efforts to supply drinking waterare inadequate. Restoration ofelectricity towers, damaged bythe cyclone, is progressing insnail’s pace.

Harsh Vardhan named Delhi'sCM candidate by BJP

The Bharatiya Janata Party named former Delhi BJP President Dr.Harsh Vardhan as its chief ministerial candidate for the 2013 Delhi Assembly elections. The

final decision was taken by Parliamentary Board of the BJP.Announcing the decision, BJP National President ShriRajnath Singh said: “I congratulate Dr Harsh Vardhan onbeing chosen as BJP’s CM candidate for Delhi. Shri Rajnathsaid the decision was taken keeping in mind the track recordof Dr. Harsh Vardhan who was praised nationwide whenhe was Delhi’s Health Minister as well his contribution tothe party while he was Delhi BJP President.

Dr. Harsh Vardhan is an Otolaryngologist byprofession. Dr. Vardhan has never lost an election to theVidhan Sabha. He is one of the few politicians in the countryto enjoy broad, bipartisan admiration. officially an institutional set up for policy research at Dr.Shyama Prasad Mookerjee Smruti Nyas in Delhi on 21stOctober, the 62nd anniversary of the foundation of BharatiyaJan Sangh. Known as Public Policy Research Centre (PPRC),this set up initiated by Shri Nitin Gadkari during his tenurein September 2011 was officially launched at its newpremises on Subramanium Bharati Marg. Besides RajnathSingh, two former BJP Presidents, Shri Nitin Gadkari andShri M. Venkaiah Naidu and Party GeneralSecretary(Organisational) Shri Ram Lal attended thislaunching ceremony. Kerala BJP spokesperson Shri V.V. Rajesh hasurged the Congress led Kerala government to takestringent action against those involved in the violencethat erupted at Edayar near Thiruvananthapuram,recently. Why did Chief Minister Naveen Patnaik makepreferential treatment in the cases of a fewcompanies, including Hindalco, while writing lettersto the Prime Minister to allocate coal blocks,”questioned BJP State President Shri KV Singh Deo ata Press meet in Bhubaneswar on 19 October. He demanded that both the Central and StateGovernments give answer about the undue favourtowards a particular company. He also said the StateGovernment needs to answer about irregularities inthe case of the Sainik-OMC joint venture. Onlycancelling the deal won’t help; adequate reply isneeded for violating the existing joint venture norms,he added.

Practice of Ahimsa developslove. Ahimsa is another name fortruth or love. Ahimsa is universallove. It is pure love. It is divinePrem. Where there is love, there youwill find Ahimsa. Where there isAhimsa, there you will find love andselfless service. They all gotogether.

The one message of all saintsand prophets of all times and climes,is the message of love, of Ahimsa,of selfless service. Ahimsa is thenoblest and best of traits that arefound expressed in the daily life andactivities of perfected souls. Ahimsais the one means, not only to attainSalvation, but also to enjoyuninterrupted peace and bliss. Manattains peace by injuring no livingcreature.

There is one religion - thereligion of love, of peace. There isone message, the message ofAhimsa. Ahimsa is a supreme dutyof man. Ahimsa, or refraining fromcausing pain to any living creature,is a distinctive quality emphasizedby Indian ethics. Ahimsa or non-violence has been the centraldoctrine of Indian culture from theearliest days of its history. Ahimsais a great spiritual force.

Meaning of AhimsaAhimsa or non-injury, of

course, implies non-killing. But,non-injury is not merely non-killing.In its comprehensive meaning,Ahimsa or non-injury means entireabstinence from causing any painor harm whatsoever to any livingcreature, either by thought, word,or deed. Non-injury requires aharmless mind, mouth, and hand.Ahimsa is not mere negative non-injury. It is positive, cosmic love. Itis the development of a mentalattitude in which hatred is replacedby love. Ahimsa is true sacrifice.Ahimsa is forgiveness. Ahimsa isSakti (power). Ahimsa is truestrength.Subtle Forms of Himsa

Only the ordinary people thinkthat Ahimsa is not to hurt any livingbeing physically. This is but thegross form of Ahimsa. The vow ofAhimsa is broken even by showingcontempt towards another man, byentertaining unreasonable dislikefor or prejudice towards anybody,by frowning at another man, byhating another man, by abusinganother man, by speaking ill ofothers, by backbiting or vilifying,by harbouring thoughts of hatred,by uttering lies, or by ruininganother man in any waywhatsoever.Ahimsa, a Quality of theStrong

If you practice Ahimsa, youshould put up with insults, rebukes,criticisms and assaults also. Youshould never retaliate nor wish tooffend anybody even under extremeprovocation. You should not

entertain any evil thought againstanybody. You should not harbouranger. You should not curse. Youshould be prepared to lose joyfullyeven your life in the cause of Truth.The Ultimate Truth can be attainedonly through Ahimsa.

Ahimsa is the acme of bravery.Ahimsa is not possible withoutfearlessness. Non-violence cannotbe practiced by weak persons.Ahimsa cannot be practiced by aman who is terribly afraid of deathand has no power of resistance andendurance. It is a shield, not of theeffeminate, but of the potent.Ahimsa is a quality of the strong. Itis a weapon of the strong. When aman beats you with a stick, youshould not entertain any thoughtof retaliation or any unkind feelingtowards the tormentor. Ahimsa isthe perfection of forgiveness.

Remember the noble actions ofgreat sages of yore. Jayadeva, theauthor of Gita-Govinda, gave largeand rich present to his enemies whocut off his hands, and obtainedMukti (liberation) for them throughhis sincere prayers. He said: “O mylord! Thou hast given Mukti to Thyenemies, Ravana and Kamsa. Whycanst Thou not give Mukti to myenemies now?” A saint or a sagepossesses a magnanimous heart.Pavahari Baba carried the bag ofvessels and followed the thiefsaying: “O Thief Narayana! I neverknew that You visited my cottage.Pray accept these things.” The thiefwas quite astonished. He left offhis evil habit from that very secondand became a disciple of PavahariBaba.

Remember the noble actions ofsaints like Jayadeva and PavahariBaba, you will have to follow theirprinciples and ideals.
