PRE-FEASIBILITY REPORT

1.0 EXECUTIVE SUMMARY

� M/s. Chettinad Cement Corporation Pvt Ltd. was incorporated in the year 1962 with the

register of Companies, Chennai, and Tamil Nadu. The company commenced the commercial

production in the year 1967at Puliyur Plant located at Karur District. Company has an existing

Captive cement plant located in Karikkali Village, Taluk-Guziliamparai, District-Dindigul with

capacity of 4.5 million TPA. Environment Clearance was obtained from MoEFCC vide letter

noJ-11011/518/2009-IA II ( I) dated Aug 2nd, 2010

� Limestone Requirement of existing cement plant is being met from Dholipatti Mine, Seethai

Nagar Mine and Devermalai Mine.

� Environment Clearance for Existing Dholipatti Mine (138.785 ha) with consented production

capacity 1.40 million TPA was granted by MoEF under EIA Notification, 1994 vide letter No J-

11015/27/2000 – IA.II(M) Dated 19.03.2001.

� Present proposal is for validation of existing EC Validation of EC under Gazette Notification

S.O 1530(E) dated 06.04.2014 for Dholipatti Limestone Mine (ML Area- 138.785 ha)

withexisting Limestone Production capacity- 1.40 MTPA and Waste 1.68 MTPA (Total

Excavation 3.08 MTPA) situated at Villages-Dholipatti, Palayam&Karikkali, Taluk-Guziliamparai,

District-Dindigul, State- Tamil Nadu.

� Application for validation of EC was submitted to MoEFCC on 07.10.2018 under the Provision

of Notification S.O. 1530 (E) dated 06.04.2018.

� Essential Details were sought by MoEFCC on 02.11.2018, reply of same was submitted to

MoEFCC on 08.01.2019. Again, Essential Details were sought by MoEFCC on 01.02.2019 which

was met vide our reply dated 27.04.2021.

� Project was considered for ToR by EAC in their 31st meeting held on 11.06.2021. As per Minutes

uploaded on Parivesh, "The Committee returned the proposal in present form. PP is required

to apply afresh for obtaining Terms of Reference". (Annexure I)

ENVIRONMENT MANAGMENT PLAN

A. AIR QUALITY MANAGEMENT

� Drilling machines is being/will be equipped with wet/ dry drilling with de-dusting

arrangements to prevent dust emission.

� Controlled blasting is being/will be practice and optimum use of explosive energy will

help in reducing the air pollution.

� Use of Rock breaker in place of secondary blasting to reduce generation of fly rocks and

ground vibration.

� Avoiding overloading & Water Sprinkling on the haul roads within the mine area.

� Proper maintenance (preventive as well as scheduled maintenance) of vehicles is being

carried out regularly for minimization of generation of gaseous pollutants.

� PPE’s including dust masks will be provided to workers & operators working in dusty

zones.

� Vehicular emissions will be kept under norms by regular maintenance of vehicles &

HEMM.

� Total 10 Ha area will be convert into green belt/plantations. At present total 6.14 Ha area

has been covered under greenbelt.

� Periodic air quality monitoring is being/will be carried out.

B. WATER QUALITY MANAGEMENT

� 2 KLD domestic wastewater generated from mines office is being disposed of in soak pit

via septic tank.

� Retaining walls, Garland drains, along the periphery of pits and dumps & settling tanks is

being constructed arrest surface run-offs.

� Water harvesting structures is being developed.

� Water level is monitored regularly.

C. NOISE POLLUTION CONTROL

� Drilling is done with sharp drill bits.

� Blasting is carried out during day time only.

� Controlled blasting technique has been adopted to reduce noise, vibration and fly rock

movements.

� Rock breakers are used to avoid secondary blasting.

� Explosives charge per hole and per delay is maintained as per DGMS guidelines.

� Adequate silencers in HEMM will be provided to reduce generation of noise.

� All HEMMs are equipped with closed cabins for operators.

� Proper maintenance, oiling and greasing of machines at regular intervals is done.

� Personal Protective Equipment, earmuffs and earplugs are used as a protective measure

from the high noise level generated at the mine site and wherever required.

� Total 10 Ha area will be convert into green belt/plantations. At present total 6.14 Ha area

has been covered under greenbelt.

� Noise level monitoring is carried out regularly.

D. GREEN BELT DEVELOPMENT

� The total mining lease area is 138.785 ha.

� At present 8.50 ha area has already been developed under greenbelt/plantation. While

another 6.34 ha area is proposed to be developed. The proposed greenbelt development

and plantation plan is given below:

2.0 INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION

IDENTIFICATION OF PROJECT

Present proposal is for validation of existing EC Validation of EC under Gazette Notification

S.O 1530(E) dated 06.04.2014 for Dholipatti Limestone Mine (ML Area- 138.785 ha) with

existing Limestone Production capacity- 1.40 MTPA and Waste 1.68 MTPA (Total Excavation

3.08 MTPA) situated at Villages-Dholipatti, Palayam&Karikkali, Taluk-Guziliamparai, District-

Dindigul, State- Tamil Nadu.

IDENTIFICATION OF PROJECT PROPONENT

� The Chettinad Group is today engaged in activities such as Cement, Silica, Engineering,

Information Technology, Plantations, Steel & Textile Trading, Shipping, Transportation,

Stevedoring, Clearing & Forwarding and Logistics

� M/s. Chettinad Cement Corporation Pvt Ltd. was incorporated as Public Limited

Company in the year 1962 but has converted into Chettinad Cement Corporation

Private Limited (CCCPL) under Section 18 of Companies Act 2013.

� CCCPL is operating three Cement Plants in Tamil Nadu viz. Puliyur near Karur, Karikkali

near Dindigul and Kilapaluvur near Ariyalur.

� Thus, presently it has a consolidated capacity of 11.7 MTPA cement of various grades by

employing the modern Dry Process Technology.

� CCCPL is producing Ordinary Portland Cement, Portland Pozzolana Cement, Slag

Cement, etc. and marketing their products like OPC 53 Grade & OPC43 Grade, PPC,

Sulphur Resistant Cement, Super Grade Cement.

� Its head quarter is in Chennai (Tamil Nadu).

(ii) BRIEF DESCRIPTION OF THE NATURE OF PROJECT

� Present proposal is for validation of existing EC Validation of EC under Gazette

production capacity 1.40 million TPA was granted by MoEFCC on 19.03.2001 under EIA

Notification, 1994. Application for validation of EC was submitted to MoEFCC on

07.10.2018 under the Provision of Notification S.O. 1530 (E) dated 06.04.2018.

� Essential Details were sought by MoEFCC on 02.11.2018, reply of same was submitted to

which was met vide our reply dated 27.04.2021.

� Project was considered for ToR by EAC in their 31st meeting held on 11.06.2021. As per

Minutes uploaded on Parivesh, "The Committee returned the proposal in present form.

PP is required to apply afresh for obtaining Terms of Reference

A. SCREENING CATEGORY

As per EIA Notification dated 14th September, 2006 as amended on date, the project falls

under Category “A”(>100 ha), Project or Activity 1(a)(3) for Mining of Mineral.

B. MINING LEASE STATUS

� Dholipatti Mining Lease was granted to Chettinad Cement by Government of Tamil Nadu

vide G.O (Ms). No. 23 Industries (D2) Dept. dated 09.01.1989 for a period of 20 years over

an extent of 138.785 Hectares (Ha) in village-Dholipatti, Palayam and Karikkali Taluk-

Guziliamparai District- Dindigul, State-Tamil Nadu.

� The Lease was valid from 01.03.1989 to 28.02.2009.

� Further, as per the Mines and Minerals (Development and Regulation) (MMDR)

Amendment Act 2015, the period of the lease will be valid upto 28.02.2039 i.e. for a period

of 50 years from the date of Initial Grant and the new GO (Ms) No. 39 dated 09.04.2018.

(iii) NEED FOR THE PROJECT & ITS IMPORTANCE TO THE COUNTRY/ REGION

� M/s. Chettinad Cement Corporation Pvt Ltd. was incorporated in the year 1962 with the

register of Companies, Chennai, and Tamil Nadu. The company commenced the

commercial production in the year 1967. Company has a existing Captive cement plant

located in Karikkali, Taluk- Guziliamparai, District-Dindigul with Cement Production

capacity of 4.5 million TPA.

� Total Limestone requirement of the Cement Plant is 6.70 MTPA which is being fulfilled

by Dholipatti Mines (1.40 MTPA), Seethai Nagar Mines (4.5 MTPA) and Devarmalai

Mines (0.80 MTPA).

(iv) DEMAND – SUPPLY GAP

Limestone produced from the Dholipatti Limestone mine is being/ meet the

requirement/demand of limestone of the own integrated cement plant located at Villages:

Karikkali, Taluk – Guziliamparai, District Dindigul.

(v) IMPORTS vs. INDIGENOUS PRODUCTION

The Limestone mined out from this Limestone Mine is used for captive purpose in the

existing Cement Plant of the company.

(vi) EXPORT POSSIBILITY

There is no export possibility as the mine is for captive use.

(vii) DOMESTIC/EXPORT MARKETS

The Limestone mined out from this Limestone Mine is used for captive use in the existing

Cement Plant of the company. Thus there will be no other users for the limestone from this

mine.

(viii) EMPLOYMENT GENERATION (DIRECT AND INDIRECT) DUE TO THE PROJECT

The total man power requirement in the mine will be 37 persons. Unskilled /semi-skilled

manpower are hired from the local area and skilled manpower are hired from outside.

Preference is given to the locals as per their eligibility. Details of the same are given in

following table:

3.0 PROJECT DESCRIPTION

(i) TYPE OF PROJECT INCLUDING INTERLINKED AND INDEPENDENT PROJECTS IF ANY

� Type of Project: Present proposal is for validation of existing EC Validation of EC under

Gazette Notification S.O 1530(E) dated 06.04.2014 for Dholipatti Limestone Mine (ML Area-

138.785 ha) with existing Limestone Production capacity- 1.40 MTPA and Waste 1.68 MTPA

(Total Excavation – 3.08 MTPA) situated at Villages-Dholipatti, Palayam & Karikkali, Taluk-

Guziliamparai , District-Dindigul, State- Tamil Nadu.

Interlinked Project: Company has a existing Captive cement plant located in Karikkali, Taluk-

Guziliamparai, District-Dindigul with Cement Capacity of 4.5 million TPA. Environment

Clearance was obtained vide letter J-11015/27/2000 – IA.II(M) Dated 19.03.2001.

a. GEOLOGY OF AREA:

Regional Geology:

The crystalline limestone of Tamilnadu is classified broadly under the following four major

categories: - Thirunelveli - Ramanathapurarn deposits, MaduraiDindigul -- Tiruchirapalli

deposits, Madukkarai - Ettimadai deposits, and Sankaridurg - Tiruchengodu - Nammakal

deposits.

The rocks in the area are crystalline in nature and form part of Great Archaean complex of

peninsular India. All the rocks domains possess evidence of deep seated metamorphism,

under conditions of high temperature and pressure. The crystalline limestone and associated

rocks appear to be meta-sediments. Though the Original chemical composition of these

sediments has been retained in some of the bands, at other places these sediments must have

interacted intimately with the other intrusive and have therefore given rise to rocks of

complex composition.

The limestone out crops stand out above the surrounding ground level and are covered by

thin veneer of overburden and calcareous kankar.

Local Geology:

The limestone deposits of Palayam, Dholipatt; &Karikkali area belong to Madurai Dindigul

Tiruchi limestone belt. The rock types encountered within the area are crystalline limestone

calc-gneiss, Pegmatite and granite gneiss. The pegmatite and granite gneiss are found as

intrusive bodies within the limestone. The beds are sub vertical at all places.

b. METHOD OF MINING

Mining operations is carried out by fully mechanized opencast method, utilizing Heavy Earth

Moving Machinery (HEMM) in conjunction with drilling and blasting with the use of suitable

explosives and same shall continue in future also. The limestone deposit is developed and

worked by conventional mechanized method considering various technical parameters like

surface topography, continuation of limestone deposit, quality variations, geo technical

aspects, required rate of production etc.

The top soil is already removed hence, drilling and blasting will be used to excavate the

mineral further. Controlled Blasting is carried out. DTH drills of 100/115 mm diameter are being

used for drilling of blast holes. The blast holes are being drilled in square and staggered

pattern with spacing and burden of 3.5m x 2.5m.A minimum width of working bench 10m is

being maintained for safe operation of mining machinery. The individual benches are sloped

at 80ofrom horizontal and the overall pit slope has been planned to be maintained less than

45○.

The hydraulic excavator of 2.1 m3 bucket capacity in combination with Taurus dumpers

(on contract, capacity: 35T) are being used for loading of materials. Rock breakers are

utilized for sizing the large boulders before transportation to the integrated cement plant.

Fragmented limestone is loaded by hydraulic excavators into the tippers. The limestone is

transported by tippers directly to the cement plant for stacking in stockpile and is being used

as main raw material for clinker/cement manufacturing.

No topsoil is likely to be generated during the review of mine plan period as topsoil is already

removed and used for afforestation.

High capacity equipments are deployed. Drilling is being carried out with the help of sharp drill

bits which help in reducing noise. Sub-drilling is kept just adequate to tear-off the bench

bottom.

Blasting

The blasting operations in the mine is being carried out by deep hole drilling and blasting

using delay detonators, which reduces the ground vibrations. Further, the ground vibrations

are being controlled by using modern shock tubes with delay non- electric detonators.

Blasting operations is being carried out only during day time as per DGMS guidelines. Blasting

is being performed strictly as per the guidelines specified under MMR, 1961. No secondary

blasting is being done in this mine. The oversized boulders generated during primary blasting

are being segregated and reduced in size by deploying hydraulic rock breaker. Explosive is

being used for blasting purpose which is stored in licensed explosive magazines and

Ammonium Nitrate Store rooms.

Loading

The hydraulic excavator of 3.5 m3 bucket capacity is presently being used for loading of

materials. Blasted limestone is being loaded by hydraulic excavators into the dump trucks for

onward dispatch to the crusher (for limestone) and at temporarily waste dump(for waste).

Transportation

Crushed Limestone is being/ will be transported from mine site to the Cement Plant via

Covered Conveyor Belt. Cement Plant is 8.2 km south to existing Mine site.

Anticipated Life of Mine

Considering the total limestone reserve of 15.93 million tonne, as per the EC the life of the

mine was estimated to be 11 years. But according to the present proposal the life of the mine

is estimated to be 8 years.

(vi) RAW MATERIAL REQUIRED ALONG WITH ESTIMATED QUANTITY, LIKELY SOURCE,

� This is a Limestone Mining project; thus no raw material is required.

� Excavated limestone is being/will be transported to the cement plant via road.

� Limestone is being/will be used for captive purpose in the existing Cement Plant of the

company for cement manufacturing located at Villages: Karikkali, Taluk Guziliamparai,

District – Dindigul.

(vii) RESOURCES OPTIMIZATION/ RECYCLING AND REUSE ENVISAGED IN THE PROJECT, IF ANY,

SHOULD BE BRIEFLY OUTLINED.

� Only small quantity of Top soil was removed from the broke open area and stacked at

the earmarked place and used for developing green belt activities. As on date mined

out Top soil at initial stage of mining operation is about 90000 M3 and the same has

been utilized for green belt development around the mining lease area. In future there

could be a possible generation of Top soil for a quantity of 37200 M3 and the entire

quantity will also be utilized for afforestation.

� 2 KLD of Domestic wastewater generated from mines office is being disposed of in

soak pit via septic tank. Retaining walls, Garland drains, along the periphery of pits and

dumps & settling tanks is being constructed arrest surface run-offs. Septic tanks and

soak pits are provided for disposal of domestic waste water.

(viii) AVAILABILITY OF WATER ITS SOURCE, ENERGY /POWER REQUIREMENT AND SOURCE

SHOULD BE GIVEN

A. Water Requirement

Total water requirement for the project is about 51 KLD. Same is being sourced from

the harvested rain water stored in mine pits.

B. Power Requirement

Total power requirement for the mining project after expansion will be 200 KVA which

is being sourced from Tamil Nadu Electricity Board.

(ix) QUANTITY OF WASTE TO BE GENERATED (LIQUID AND SOLID) AND SCHEME FOR THEIR

MANAGEMENT/DISPOSAL

SOLID WASTE

� The solid waste generated is mainly hard rock consisting of calc-gneiss, pegmatite and

granite gneiss, it does not siltation or erosion in the dump yards.

� Garland drains (2.5 X 2 X 2 m) – 2nos are being/ will be made all along the periphery of

dumpsites to prevent the water carrying the wash off to enter into the mines.

� The slopes of the dump sites will be terraced and planted with grasses, legumes etc. to

arrest soil erosion to a great extent.

LIQUID WASTE

� The water collected in the garland drains will flow towards the settling tanks.

� Settling tanks are installed to collect the water from dump yards. The wash off is

allowed to settle and the pure and clean water is used for plantation purpose and for

wetting of haul roads.

4.0 SITE ANALYSIS

(i) CONNECTIVITY

� Nearest Highway is SH SH-75 (~3 km by road towards in East direction).

� Nearest Town is Karur (~ 35 Km in North Direction).

� The nearest railway station is Palayam (3 km in East direction).

� The nearest airport is Trichy (~80 km in NE direction)

� The site is well connected with communication facilities like telephone, fax and as such,

no constraints are envisaged in this aspect as the Tehsil and District headquarters are

near to the site.

(ii) LAND FORM, LAND USE AND LAND OWNERSHIP

The mining lease area forms a part of plain terrain with a gentle slope towards east.

There will be a permanent change of land use due to mining activities.

The total ML Area is 138.785 ha out of which 21.095 ha is Govt. land & 117.69 ha is

Private land. At conceptual stage; total excavated area 63.60 ha out of which 35.42

ha will be backfilled and 28.18 will be converted into water reservoir. 19.63 ha will be

used as dump, 2.78 ha will be under road, 0.50 ha under infrastructure, 10 ha area will

be developed as green belt/plantation on safety zone & 42.255 ha will remain

undisturbed.

(iii) TOPOGRAPHY & DRAINAGE

The area is generally plain flat with an elevation of about 200 m RL in the central part to

219 m RL in the NW side. The area is plain flat terrain with a gentle slope towards East.

There is no perennial water body within the lease area. The study area of 10Kms radius

around the mining lease there is no perennial river. There are natural seasonal streams

and nallahs surrounding the mine leases which are active during rainy season and

remains dry for most of the year.

The general topography of the entire leased area is a very gentle slope towards east.

The regional drainage is dendritic in pattern. The main source of water in the area is

rainfall. The seepage water as well as the rain water during monsoon accumulating the

mine pit will be pumped out and used for domestic, green belt and dust suppression

activities. The depth of ground water table is about 120m. The water will not be

encountered during mining

(iv) EXISTING LAND USE PATTERN (AGRICULTURE, NON-AGRICULTURE, FOREST, WATER

BODIES (INCLUDING AREA UNDER CRZ)), SHORTEST DISTANCES FROM THE PERIPHERY OF

THE PROJECT TO PERIPHERY OF THE FORESTS, NATIONAL PARK, WILD LIFE SANCTUARY,

ECO SENSITIVE AREAS, WATER BODIES (DISTANCE FROM THE HFL OF THE RIVER), CRZ. IN

CASE OF NOTIFIED INDUSTRIAL AREA, A COPY OF THE GAZETTE NOTIFICATION SHOULD

(v) EXISTING INFRASTRUCTURE

This is an existing mine hence, existing infrastructure facilities will be used.

(vi) SOIL CLASSIFICATION

The entire limestone band is completely concealed under the top soil except in one or two

places where outcrops are seen. The soil around the lease boundary is used for agricultural

purposes.

(vii) CLIMATIC DATA FROM SECONDARY SOURCES

This area has a tropical climate and this area is too hot in summer. The average annual

temperature is 31.5 °C. In a year, the average rainfall is 650 mm. The temperatures are

highest on average in May, at around 41.5°C. In January, the average temperature is 21.5°C.

It is the lowest average temperature of the whole year. Relative humidity ranged between

67.2% and 69.2%.During rainy season, spanning September to November, rainfall occurs. The

total rainfall during the study period was 650mm.Wind speed and wind directions were

observed. During the month of May the wind speed Was a maximum of 4.82 Km/Hr. During

the month of September recorded a maximum value of 3.32 Km/Hr it was found that the

wind speed is more during the day time compare to nights. Predominant wind direction was

SW in post monsoon, NE during winter season and SW during monsoon

(viii) SOCIAL INFRASTRUCTURE AVAILABLE

The site is well connected with social infrastructure facilities like medical, post office,

schools, police stations etc. and as such no constraints are envisaged in this aspect. Tehsil

and district headquarter are near to the site.

5.0 PLANNING BRIEF

(i) PLANNING CONCEPT (TYPE OF INDUSTRIES, FACILITIES, TRANSPORTATION ETC.) TOWN

AND COUNTRY PLANNING/DEVELOPMENT AUTHORITY CLASSIFICATION.

The project proposed by M/s Chettinad Cement Corporation Pvt Limited is due for

validation of EC for its Limestone mine. Existing Mining Lease area falls in Govt & Private

land. The Limestone mined out from this Limestone Mine is being used for captive use in

the existing Cement Plant of the company. The mined out limestone is transported to the

captive cement plant by a covered conveyer (2.8 km).

(ii) POPULATION PROJECTION

Total manpower is 33 persons. Preference is being/ will be given to the locals as per the

eligibility.

(iii) LAND USE PLANNING

The total ML area is 138.785 ha. Based on exploration carried out in the area, reserves

estimated considering various constraints and statutory barrier of 7.5 m of ML, a total of 4

nos. of pits shall be formed within ML upto conceptual stage. As the conceptual land use

pattern total excavated area 63.60 ha out of which 35.42 ha will be backfilled and 28.18 will

be converted into water reservoir. 19.63 ha will be used as dump, 2.78 ha will be under road,

0.50 ha under infrastructure, 10 ha area will be developed as green belt/plantation on safety

(iv) ASSESSMENT OF INFRASTRUCTURE DEMAND (PHYSICAL & SOCIAL)

Chettinad Cement Corporation Pvt Limited has / will assess the demand of infrastructure

(Physical & Social) in nearby area and same is being/will be developed in under corporate

social responsibilities programs.

(v) AMENITIES/FACILITIES

Chettinad Cement Corporation Pvt Limited has developed / will develop the

Amenities/Facilities in the nearby area of the project site as per requirement of local

people the nearby area of under corporate social responsibilities programs.

6.0 PROPOSED INFRASTRUCTURE

(i) INDUSTRIAL AREA (PROCESSING AREA)

Existing limestone mining lease area is138.785ha and existing infrastructure facilities will be

utilized for this project.

(ii) RESIDENTIAL AREA (NON PROCESSING AREA)

No area of mining lease area is being used or will be used for residential/township purpose.

(iii) GREEN BELT

� The total mining lease area is 138.785 ha.

� At present 8.5 ha area has already been developed under greenbelt/plantation. While

another 1.5 ha area is proposed to be developed. The proposed greenbelt development

plan is given below:

(iv) SOCIAL INFRASTRUCTURE

increased direct and indirect employment including ancillary development and supporting

infrastructure.

(v) CONNECTIVITY

The area is easily approachable by road, rail, and air. Nearest HighwaysareSH-75(~1 km in

East direction).The nearest railway station is Palayam (~0.5 km in Eastdirection).The nearest

airport is Indore International Airport Trichy (~65 km in ENE direction).The site is well

connected with communication facilities like telephone, fax and as such, no constraints are

envisaged in this aspect as the Tehsil and District headquarters are near to the site.

(vi) DRINKING WATER

Purified drinking water generated from RO plant installed at Existing Cement Plant will be

utilized for Drinking purpose at mines.

(vii) SEWERAGE SYSTEM

The domestic effluent generated from mine office is being disposed of in soak pit via septic

tank.

(viii) INDUSTRIAL WASTE MANAGEMENT

2 KLD Waste water generates from mines office is being/will be disposed off in soak pit via

septic tank.
