The minimum compressive strength ·of concrete used in private improvements is 2,500 p.s.i. (except for catch basin decks). Type V cement is required unless the soils engineer recommends otherwise. The reference to a minimum 6 sack mix contained in section 2.10 is hereby deleted and is not applicable.

The use of fly ash is acceptable within the limits established by the greenbook, ASTM STD.C-618-85, and the UBC.

STORM DRAIN, STREET AND ON-SITE IMPROVEMENTS CONSTRUCTION StANDARDs

1.0 GENERAL PROVISIONS

1.1 All -improvement work required is to be performed and materials furnished by the developer at his expense unless noted otherwise and shall be performed and furnished in accordance with the applicable portions of the latest edition of the "STANDARD SPECIFICATIONS" for Public · Works con5t.ructi on (commonly referred to as the "Green Book") and with any supplemental minimum design standards & standard details included herein.

1.2 All improvements require inspection. Notify the City· (714) 544-8890 at least two working days in advance of the beginning of construction of the various improvement phases.

1.3 Contractors and Sub-contractors shall have copies of plans and applicable standards on the site at all times.

1.4 Constructio~ operations which are deemed by the Cfty to require inspection while the work is in progress,-shall not be performed on a Saturday without prior City approval or on Sundays or legal Holidays.

2.0 CURBS AND GUTTERS - CROSS GUTTERS AND SPANDRELS - SIDEWALKS AND DRIVE APRONS

2.1 All streets shall have monolithic concrete curbs and gutters either type A-2 or type D constructed per Street Improvement Standard No. B

-103. The type shall be as specified by the Building Official. All ·curbs and gutters shall be constructed with a minimum grade of 0.40%. Any deviation from this minimum grade requirement will require the approval of the Building Official. Such deviation will be permitted only when engineering back-up data is submitted to prove that"the minimum 0.40% grade is not possible. On-site .grade and import fill costs will not be considered a valid reason for reducing this minimum grade requirement.

2.2 Concrete cross gutters and spandrels shall be constructed per Street Improvement Standard No. B 107, where required by the Building Official. All cross gutters shall have a minimum grade of 1.00%. Any de vi a ti on from this mini mum grade requirement will require the approval of the Building official. Such deviation will be permitted only when engineering back-up data is submitted to prove that the minimum 1.00% grade is not possible.

Cross gutters are used on private streets where they are transverse to the center line and/or at intersections of private streets. Ribbon gutters are used at the intersection of private streets· and private drives. Modified ribbon gutters are used at parking bays adjacent to private streets. Minimum grades for modified ribbon and ribbon gutters shall be 0.4%.

2.3 Streets requiring sidewalks shall be constructed per Street Improvement Standard No. B 104, with a minimum cross slope of 1/4" per foot.

2.4 Driveway aprons shall be constructed per Street Iq>rovement Standard No. B 108A, B 108B, B 108C, or B 1080. The standard used shall be as required depending on type of deve 1 opment or as specified by the Building Official.

2.6 Where sight distance is not a controlling factor; vertical curve lengths shall be determined by the following formula:

2.7 Maximum grade break on curb returns is 3 percent. Minimum distance is 1/8 delta for radii of 25 feet or greater and at 1/4 delta for radii less than 25 feet.

2.8 Maximum slope for a driveway should be 13%, from back of driveway approach to garage unless otherwise approved by the Building Official.

2.9 Slab elevations to be a minimum of 6 inches above the adjacent gutter flow line.

2.10 Check with your inspector the mix design required for curbs, curb and gutter, flatwork, sidewalks and drive aprons before ordering your concrete. The normal requirement is 6 sack mix type V cement.

2.11 All forms and subgrade compaction for curbs, curb- and gutter,. flatwork, sidewalks and drive aprons must be inspected and approved by the City before pouring of any concrete.

2.12 All native material subgrades for concrete improvements shall_ be_ compacted to 90% of maximum density at optimum moisture. Class 2 aggregrate base material shall be compacted to 95% of maximum density at optimum moisture.

2.13 Subgrades to receive concrete shall be wetted just before pouring of the concrete.

3.0 STREET STRUCTURAL SECTIONS - DESIGN WIDTHS - CUL-DE-SACS

3.1 All streets shall have a m1n1mum pavement section as determined by "R" va 1 ue and tra fff c index s tu~y based on a 20 year 1 i fe. Such study shall be made by the Developer's Engineer and be submitted to the City for approval. The minimum pavement thickness permitted shall be 0.30' thick asphalt concrete over 0.50' thick Class 2 aggregate base.

The City shall determine the TI to be used. The Soils Engineer shall determine the 'R' value at subgrade. If the 'R' value cannot be determ1 ned because of the grading operation, then the fo 11 owing note shall appear on the plans and referenced to the structur-al. section: "The structura 1 section . sha 11 be determ1 ned after the • R' va 1 ue has been submitted. The City shall approve the structural section prior to placement of aggregate base". ·

3.2 Streets shall be constructed to the widths and as detailed per Street. Improvement Standard No. B 102 for private streets or as approved by the Building Official.

3.3 Curb radii shall be 35' to curb face when at least one intersecting street is an arterial highway per the· City of Tustin's adopted Arterial Highway System and 25' to curb face at intersecting private streets.

Intersections of private drives to private streets shall have a curb radius of five (5) ft. minimum or the projected parkway width, which ever is greater.

3.4 Cul-de-sacs for residential areas shall be designed per Street Improvement Standard No~ B 105A. The maximum iength of residential cul-de-sac streets shall be 500', as measured along the centerline of the cul-de-sac street, from the nearest intersecting str~et centerline to the cul-de-sac radius point. This 500' dimension may be exceeded,. subject to approva·l of the Community Development Department, provided approved emergency accesses are provided.·

. 3.5 Cul-de-sacs .for industrial and commercial·areas shall be designed per

Street Improvement Standard No. B 105B. The maximum length of industrial and commercial cul-de-sac stree.ts shall be 1000', as measured along the centerline of the cul-de-sac street, from the nearest intersecting street centerline to the cul-de-sac radius point.

3. 6 Design speed shall be 25 miles per hour unless the City approves a deviation.

. Design speed criteria applies to the centerline of the private

.street. The "Caltrans, Design Manual", latest edition shall be used for criteria.

3.7 Driveway approach, top of 'x' shall not encroach into curb returns.

3.8 Private streets shall. be designed with the curb (extension of curb) parallel and concentric to the centerline of the private street. The minimum distance curb to curb shall be 28 feet. . .

· 4.0 STREET AND ON-SITE ASPHALT CONCRETE PAVEMENTS

4.1 Native material subgrades shall be compacted to 90% of maximum density at optimum moisture to a depth of 0.50 foot below the ~ubgrade plane. The subgrade sha 11 be inspected and approved by the City before placing of any aggregate base.

4.2 Class 2 aggregate base material shall be 3/4" maximum material and shall be compacted to 95% of maximum density at optimum moisture. The Class 2 aggregate base shall be inspected and approved by·. the City before placing of any asphalt concrete. Just prior to placing of the asphalt concrete the finished surface of the aggregate base shall be finished off with a steel wheeled roll~r.

4.3 The contractor will be expected to furnish laborers to aid in the "stringing" of native materia 1 subgrades and aggregate base subgrade to determine that proper structural thicknesses as called for on the plans are being maintained~

4.4 Asphalt concrete pavements shall be laid fn a minimum of two lifts. as .called for on the _plans, utilizing a self propelled paving machine. Blade laying of asphalt concrete will not be permitted except in special circumstances which will require approval by the City~

4.5 Base course asphalt concrete shall be type ."B" 3/4" maximum, medium grading. Wearing (finish) course asphalt concrete shall be type "B" 1/2" maximum. medium grading and shall be laid to an after compacted thickness of 0.10 foot thick.

4.6 The loose thickness of asphalt concrete to be laid with a vibrating screed paving machine shall be determined by multiplying the required after compacted thickness by the factor of 1.20.

5.0 STREET NAME SIGNING - TRAFFIC CONTROL SIGNS - SIGNALIZATION

5.1 Street name signs shall be erected at all intersections. per Street Improvement Standard No. B 117, at the location designated or an alternate location approved by the Community Development Department.

5.2 Traffic control signing shall include intersection stop signs, speed limit signs. parking restriction signs, miscellaneous traffic control signs and traffic striping. Said signs shall be per State of

California and Department of ·Transportation standards and shall be erected within the development where designated by the Community Development Department. Traffic striping and painted legends shall be done· as and where approved by the Community Development Department.

5.3 Traffic signals will be required to be constructed where deemed necessary by the City Engineer as determined by traffic warrants or predicte·d traffic warrants. If the configuration or· traffic created by the new development is such as to require modification of an existing traffic signal, such modification shall be the responsibility of the Developer. ·

5.4 Street name signs shall be shown on the plans in accordance with, Orange County EMA Standard Plan No. 1407, Sheet 3.

6.0 STREET LIGHTING

6.1 Street lighting to be installed adjacent to public streets shall• follow the standards below to match the City's street lighting. Project lighting to be installed on recreation and parking areas of residential subdivisions. On local collectors of private ownership, commercia 1 and industria 1 projects shall 1.) conform to the City's Security Ordinance and, 2.) be subject to a case by case design review by the Community Dev~lopment Department. Items to be reviewed include: overall lighting plan; locati~n of posters; intensity of light; fixtures and others.

6.2 All developments will be required to annex to the Tustin Lighting District. Proof of annexation to said District will be· required before final approval or occupancy of the development will be granted.

6.3 All developments shall have a· street lighting system installed on "marbel i te" poles served by underground conduit. Said street 1 i ghti ng system shall be installed per these minimum design standards and the standards of the Tustin Lighting District and the Southern Calif.ornia Edison Company, and as approved by the Community Development Department.

6.4 The following suggested lighting systems for the various classes. ~f streets are to be used as minimum requirements for adequate street lighting. The City may, where deemed necessary, increase "these requirements, These systems may be varied to fit local. condit1ons to the extent that the minimum average lumens per square foot of street surface thus derived is not less than the amount attained using the following systems for each street classification:

(a) Local Single Family Residential Street: 7,000 lumen mercury vapor lamps, with 22' mounting height on 6' arms spaced at 200 feet along one side of the street.

(b) Local t~ultiple Family· Residential Streets and Residential Collector Type Streets: 7,000 lumen mercury vapor lamps with 28' mounting height on 6' arms spaced at 400 feet along both sides of the street. (The. lights to be staggered from side to side along the street, thus the spacing between lights is 200 feet.)

(c) Commercial and Industrial Local Streets, Commercial and Industrial Collector Streets and· Secondary Arterial Highways: 20,000 lumen mercury vapor lamps with 30' mounting height on 8' arms, spaced at 240' along both sides of the streets. (The lights to be staggered from side to side, thus spacing between lights is 120 feet.)

(d) Major and Primary Arterial Highways shall receive special design consideration to provide a minimum average of lumens per square foot of street surface or average foot candles-of 1.5 as defined in the latest edition of the MAmerican Standard Practice for Street and Highway Lighting" as adopted by the American Standards Association and as sponsored by the Illuminating Engineering Society.

(e) Street intersections shall receive special consideration to the extent that at least one light standard shall be placed at each street intersection. However, at intersections where crosswalks are likely to be established, at least two light standards shall be required and placed in such locations as :to effectively illuminate the crosswalks.

(f) The following situations shall also receive special consideration to the extent that additional lighting will be required:

Railroad grade crossings, alleys, bridges, overpasses, viaducts. plazas or traffic circles, underpasses, tunnels, and highway interchanges.

(g) Luminaries and lamps shall be reviewed and approved by the City Engineer and the ComrrRJnity Development Department. Deviations from the above minimum standards sha 11 be submitted to th~ Community Development Department for design review and approval.

6.5 Street light location shall be shown on the plans.

7.0 PARKWAY TREE PLANTING

7.1 Refer to MLandscapf ng and I rri ga ti on Submi tta 1 Requf rements" (2-87), and to "Development Standards Parking and Landscape" (9-81), available at the Community Development Department.

8.0 STORM DRAINS AND DESIGN DETAILS

8.1 A storm drainage system shall be constructed in each development to the extent that all property within and adjoining the development sha 11 not be subject to overfl eM and i nunda ti on from storm waters

·originating within the development.

The use of storm drain systems shall be required:

(a) When flooding or street overflow will cause serious damage.

(b) When future up-stream development will cause drainage problems.

(c) When existing drainage facilities are adjacent to the proposed development.

(d) When the water level in streets for the design storm is: above top of curb.

8.2 Storm drains shall also be constructed within or adjacent to the development where and as called for in the "Master Plan of Drainage -El Modena - Irvine Area" dated November, 1969.

8.3 All storm drains shall be designed per the parameters outlined in the latest edition of the Orange County Flood Control District "Hydrology 14anual" and as required by the CitY. Engineer and/or Building Official. A hydrology study shall be submitted for approval when required by the City Engineer and/or Building Official.

Collection systems shall be designed for a minimum 10 year storm frequency except in sump conditions where a 25 year storm frequency shall be used. Major drains and channels shall be designed based on a 25 year storm frequency.

8.4 Inlet structures shall be constructed per Street Improvement Standards No. B 110, B 111, B 112 and B 113 with inlet openings sized to collect all of the storm water from the tributary area.

8.5 A •Nuisance Water" drainage system shall be constructed in all developments, where applicable and required by the City Engineer and/or Building Official, and shall connect to the storm ~rain system. The nuisance water system shall be designed to collect low flc:Ms only and not peak storm flows. Required pipe size for nuisance water systems shall be 12" diameter, Nuisance water inlets shall be type OS per Street Improvement Standard No. B 110.

Nuisance water systems wi 11 be required to be constructed in conjunction with storm drain systems to meet the following design criteria:

Storm and nuisance water:s will not be allowed to be channeled in street gutters for any accumulative distance in excess of l,ooo•

on streets with a gra~e of 2.00% or less. A nuisance water drain system will not be required where street grades exceed 2.00%.

8.6 There shall be constructed a standard junction .manhole at all intersections.of storm ~ra1n lines and nuisance water drain lines.

8.7 There shall also be constructed a standard access manhole at all major changes in grade or alignment of the pipe and at intervals of not more than 300' for 21" diameter pipe and below. Larger pipes may have · manholes located at intervals greater that 300' with approval of the Bui 1 ding Offici a 1. · ·

8.8 Corrugated metal pipe will not be permitted except for temporary drainage structures and in special cases if approved by. the Building Official.

8.9 Cast-in-place concrete· pipe will be permitted in sizes 30": diameter and larger upon approval of the Building Official. Cast-in-place pipe will not be permitted in vehicular traffic areas or where inadequate cover is available.

8.10 Reinforced concrete pipe or asbestos cement pipe shall be of the class or D load necessary to support the load imposed on the line. which shall _include increased loads imposed on the pipe when street has reduced cover during the subgrade condition.

8.11 The. minimum pipe size for peak flow storm drain systems including catch basin leads shall be 18" diameter.

8.12 Water delivered to a storm· drain may not be redeposited on a City street.

8.13 Open channel drainage will not be permitted except in special cases as approved by the Building Official. Such open channels will require lining. fencing and/or other improvements as may be deemed necessary in considering the proximity of adjoining improvements or natural channel conditions and conformation to the Master Plan of Drainage Facilities.

8.14 Junction structures shall be used for all lateral connections.

8.15 Storm drain pipe laying:

(a) The typical trench section shall be per Orange County EMA Standard Plan No. 319 except that sand for bedding and backfill shall have a minimum SE of 35. Sand bedding shall be a minimum of 4" thick and sand back fill sha 11 extend to 1' - 0" minimum over the top of pipe, unless otherwise called for on the plan.s.

(b) Sand and native material backfill shall be compacted to a minimum ·of 90% of maximum density at optimum moisture.

(c) Storm drain ·joints for reinforced concrete pipe shall be cement mortar 1:2 mix utilizing washed plaster sand. Pipe joints 21• diameter and smaller shall be banded with cement mortar all the way (360•) around the outside of the pipe. Pipe joints .24• diameter and larger shall be banded with cement·mortar around the top and outsides of the pipe to the spri ngli ne and· a 11 the way

· (360•) around the inside of the pipe. Inside banding of pipe joints 24• diameter and larger will be inspected. Pipe shall not be backfilled until outsi~e banding has been inspected and approved by the City.

(d)· All trenches shall be shored or sloped in accordance with the latest OSHA Standards.

(e) Final acceptance of storm drains and after all structures (i.e. catch basins. junction structures, etc.} are in and comp1ete: Storm drain pipe 27• diameter and smaller shall first ·have water run through the pipe and may if deemed necessary by the inspector, be required to be inspected by utilization of a video camera pulled through the pipe. Said video camera inspection shall be performed in the presence of the City Inspector by an agency or firm experienced and equipped to perform said work. The cost of said camera inspection shall be paid by the developer/owner. Video tapes and written reports of said. pipeline inspection shall be submitted directly to the City Building Division.

8.16 Storm drain structures:

(a} Pouring of any structure shall not commence until inspection and· approval of the forms and steel reinforcement, by the City.

(b) All steel reinforcement bars must be tied and in place before the concrete pour commences. Placing of steel as the pour commences will not be permitted.

(c) The concrete mix for structures is normally 6 sack mix type V cement unless called for otherwise on the plans. However, check with your inspector what the required mix design is befor-e ordering your concrete. ·

(d) The structure crew shall have copies of applicable standard drawings on the site at all times.

(e) Please note that City Standards calls for Catch Basin Decks to be 6• thick. Catch Basin Decks shall be finished with a heavy broom finish.

9.0 SANITARY SEWERS

This section outlines design standards for sanitary sewers which are to be

maintained by a homeowner or a Homeowner's Association. Sanitary sewers which are to be maintained by the Irvine Ranch Water District shall also conform to lRWO standards and be subject to the approval and inspection of IRWO.

9.1 Sanitary sewer mains and house laterals shall be of extra heavy vitrified clay pipe with mechanical compression type joints such as "Wedge 1 ock •.

9.2 Mininum size of sewer mains shall be 8" diameter. Minimum size of house laterals shall be 4" for single family residential and 6" for commercial, industrial and multi-family residential.

9.3 Minimum grades for sewer mains shall be as follows:

Minimum slopes for house laterals shall be 2.00% except where · permitted otherwi~e by the Building Official.

9.4 Flows for calculating sewer main design sizes shall be based· upon the following:

(a) Single family residential, 4 lots or less per acre --- .003 CFS per acre.

(b) Single family residential, more than 4 lots per acre per acre.

(c) Multi-family· residential --- .005 CFS per acre.

(d) Commercial - professional --- .005 CFS per .acre.

(e) Elementary school (without gymnasium) --- .0046. CFS per 100 pupi 1 s.

<~it~---Deviations from the above minimum design flows may be permitted subject to the approval of the City ff a detailed study analyzing the area being developed indicates ultimate flows other than those indicated.

9.5 D~sign sizes_for sewer mains shall be based on an "n" factor of .013 and as follows:

(a) For flows up to 3 cubic feet per second, the pipe diameter shall be based upon 200 per cent ·of the calculated runoff with a minimum pipe diameter of 8".

(b) For flows from 3 cubic feet per second to 6 cubic feet per second, the pipe diameter shall be based upon 150 per cent of the calculated runoff with a minimum design of 6 CFS.

(c) For flows over 6 CFS, pipe diameters shall be based upon 125 per cent of the calculated runoff with a minimum design for 9 CFS.

For large developments or when required, design calculations shall be submitted for approval of the Community Development Department.

9.6 The following head losses shall be used:

(a) Match soffits at pipe junctions.

(b) Angle points in sewer main 0.10".

(c) Straight through manholes 0.00'.

9.7 Manholes shall be spaced and located as follows:

(a) Maximum of 350' on center for 8" and 10" diameter rna ins.

(b) Maximum of 500' on center for 12" to 18" diameter mains.

(c) Maxi room of 650' on center for 21" diameter and over mains.

(d) At all changes of grade.

(e) At all changes of direction.

(f) At all changes of pipe size.

(g) At junctions of sewers.

(h) At termination of sewer mains.

9.8 The use of curved a 1 i gnment sewers wi 11 not be permitted except in unusual circumstances where approved by the Building Official.

9.9 House laterals will be required for each individual lot or parcel in a development. Connection of two or more lots or parcels to one lateral will not be permitted.

10.0 DOMESTIC WATER SYSTEM

This section outlines Design Standards for water mains which are to be maintained by a homeowner or a Homeowner•s Association. Water mains which are to be maintained by the Irvine Ranch Water District shall in addition conform to IRWD Standards and be subject to the approval and inspection of IRWD.

10.1 Water mains shall be installed to provide domestic water service and fire protection to all lots in a tract; all parcels of a parcel map or to any new development.

10.2 All water mains shall be sized to provide the following fire flows:

10.3 Fire hydrants shall be installed on all water mains at approximately 500' intervals in single family residential areas or as required by the Orange County Fire Department or City and in sufficient number to meet the standards of Insurance Services Office (I.S.O.).

Fire hydrants shall be installed at approxmately 300' intervals in industrial, commercial and certain high density residential areas. Fire protection lines and fire hydrants will be required on-site in· said high value areas as required by the Orange County Fire Department and shall be of the size and number required to meet the standards of the I.S.O. ·

10.4 Each fire hydrant shall have at least one 2 1/2" and one 4" ·hose connection or hose connections as required by the Orange County Fire Department.

10.5 Fire hydrants shall be as detailed on Standard No. B 128.

10.6 All hydrants will be connected to the main with 6" pipe. Each fire hydrant lead shall have a 6" gate valv~ installed on the lea-d near the main.

10.7 All hydrants shall be painted with two coats of school bus yellow permo-ename 1.

10.8 All water mains shall be C-900 PVC pipe, class as required, Class 150 minimum. ·

10.9 The minimum cover on all water mains shall be 36" to finish surface.

10.10 Dead-end lines will not be permitted except in unusual cases where loop connections are not possible. Dead-end lines shall only be shown on improvement plans submitted for checking after each specific case has been discussed with the Building Official and tentative approval has been received.

10.11 The water pressure available to any site within a development ·shall not be less than 40 PSI nor more than 125 PSI.

10.12 All valves, fittings and hydrants shall be thrust blocked with concrete to the satisfaction of the City Engineer and in accordance with the latest edition of the Johns-Manville installation guide for C-900 pressure pipe.

10.13 All gate valves shall be A.W.W.A. & U.L.F.M. tested, resilient wedge, with operating nuts, Claw, Mueller, Rensslear or an approved equal. ·Each gate valve shall have a Brooks 4-TT valve box with an 8" schedule 40 P.V.C. riser or approved equal.

10.14 All va 1 ves, hydrants and fittings sha 11 be cement lined or epoxy 11 ned and be approved by the Water Superintendent prf or to deli very on the job. All-fittings shall be long pattern. All nuts and bolts shall be stainless steel.

10.15 The location of each water service house connection shall be shown on the improvement plans.

10.16 House connections shall be 1" copper type "K" soft. Single residential connections shall be a minimum of 1" I.P. diameter. Commercial, industrial or multi-family residential connections shall be sized as. required or as directed by the Building Official.

10.17 Each service shall have a one-inch corporation cock, James Jones· J-1500, or approved equal, or James Jones J-1531 straight fitting, or approved equal, and an angle meter stop, James Jones J-1524, or approved equal.

10.18 Each connection shall be furnished with, and housed in, a standard concrete meter box, Brooks 137-S, or equal, with a two piece cover 11 1/4" X 18 1/8". .

10.19 All water mains shall be pressure-strength tested after the compaction test is passed and in accordance with the latest edition of the Johns-Manville installation guide.

10.20 After the pressure-strength test is successfully passed, a 11 water mains shall be chlorinated (5 ppm) and flushed by the installer and sha 11 pass a bacteria test conducted by and to the satisfaction of the Tustin Water Service or IRWD.

11.0 SURVEY MONUMENTS

11.1 All street intersections, center lines, beginning of curves,· end ·of curves, tract boundaries and all intersection points, where they fall into a street right-of-way shall be marked, with an.approved type of survey mar~er manufactured for such purpose. Said survey marker·s shall be set after the final paving course has been installed. ·

11.2 Such survey markers so installed shall be referenced to leaded and tagged drill holes placed in the curb or sidewalk. Stich reference distances or ties shall be turned into the office of the Building Official. Said ties shall be neatly drafted on 8 1/2 X 11" sheets.

12.0 GENERAL CRITERIA

12.1 The title for the title sheets shall be "Construction Plans for the Improvement of Streets and Storm Drains for Tract No. " Include sewer and/or water, ff IR~ID is not involved.
